International relations (IR) and security studies lack a coherent and developed body of inquiry on the issue of empire. The central focus of IR situates discussion of imperialism and hierarchy outside the core of the discipline, and on its fringes where scholars from other disciplines engage with IR and security studies literature. Similarly, security studies focus on major war between great powers, not “small wars” between the strong and the weak. The general neglect of empire and imperialism in IR and security studies can be attributed to Eurocentrism, of the unreflective assumption of the centrality of Europe and latterly the West in human affairs. In IR this often involves placing the great powers at the center of analysis, as the primary agents in determining the fate of peoples. Too easily occluded here are the myriad international relations of co-constitution, which together shape societies and polities in both the global North and South. In 1986, Michael Doyle published Empires, a thoughtful effort to systematize the historiography of empire and imperialism with social science concepts. It is rarely cited, much less discussed, in disciplinary literature. By contrast, the pair of articles he published in 1983 on Kant and the connection between liberalism and peace revived the democratic peace research program, which became a key pillar of the liberal challenge to realism in the 1990s and is widely debated. The reception of Doyle’s work is indicative of how imperialism can be present but really absent in IR and security studies.

“Regionalism” is a polysemic term that represents both a subfield of international relations (IR) that studies regions of the world and a process of formation of regions themselves. Its meaning and content have evolved substantially from its inception in the 1940s to its most recent contributions in the early 21st century. More precisely, the field of regionalism was severely marked by neofunctionalism theory and an economic reading of international relations in the years of the Cold War and then embraced new contributions from post-positivist and critical theories and methodologies from the 1990s onward, which featured not only different manifestations and causes but also different normative meanings. Regionalism has progressively moved away from Europe over the years (both as a site of production of research and as an empirical case study) to explore non-European and, more widely, non-Western and postcolonial domains, challenging Eurocentric theoretical and epistemological assumptions in IR. In addition, the two subfields of comparative regionalism and interregionalism have become prominent. The field of regionalism is more dynamic than ever, developing, self-innovating, and becoming more conceptually aware, while at the same time being susceptible to weaknesses, blind spots, and potential for further improvement and deeper dialogue with IR theory.

The current scholarship on European colonialism may be divided into two approaches: colonial studies, sometimes referred to as a political-economy approach, and postcolonial studies, also known as “postcolonialism” or “subaltern studies.” Whereas the field of colonial studies appeared with the emergence of colonialism, the second emerged with decolonization, the national liberation armed struggles, and the political, formal, or institutional collapse of colonialism. The two approaches became or appeared as protests against very similar circumstances and critically complemented one another, but they soon tended to follow parallel and very different trajectories. Three basic conceptual references offer important insights not only about the geostrategic, historical, and socioeconomic trajectories of colonialism but also on its cultural evolvement and its present consequences: colonial encounter, colonial situation, and colonial legacy. In addition, the field of colonial or postcolonial studies today may give rise to three major evolvements in the near future. The first consists in the recovery of what started to be the initial subject matter of postcolonialism. The second arises from the requirement of a return to the political, historical, and economic origins of postcolonialist studies. Finally, it will perhaps be at the point of conjunction of world-systems analysis with postcolonial studies that a fundamental problem affecting our world will find the beginning of a possible solution. The combined application of world-systems analysis and postcolonial studies is a promising intellectual instrument for confronting the in-depth influence of Eurocentrism or Euro-American universalism in the current practice and teaching of the social sciences.
