Religion has long been seen as an obstacle to diplomacy, especially in disputes and conflicts that seem to be related to or motivated by religion. The very nature of religion—its concerns for dogma, truth, and certainty— would seem to be contrary to the nature of successful diplomacy, with its emphasis on empathy, dialogue, understanding, negotiation, and compromise. However, religion and diplomacy have become more interrelated since the end of the twentieth century. Globalization and the changing nature of conflict have exposed the limits of conventional diplomacy in resolving these new conflicts in a global era, and this has opened up new opportunities for religious actors involved in diplomacy. A so-called “faith-based diplomacy” has emerged, which promotes dialogue within and between religious traditions. Particularly in the Islamic world, with a new generation of theologians and politicians, it is recognized that there is a key role for religious leaders and faith-based diplomacy in the Middle East. Faith-based diplomacy can be distinguished from the traditional models of peacemaking and conflict resolution by its holistic approach to the sociopolitical healing of a conflict that has taken place. In other words, the objective of faith-based diplomacy is not only conflict resolution but also the restoration of the political order that has suffered from war and injustice, and the reconciliation of individuals and social groups.

Subnational diplomacy has become an increasingly important part of foreign policy and international relations. This observation concerns a state of affairs that is not necessarily obvious or given. First, by definition, subnational governments usually conduct subnational activities and address problems that affect their constituencies. Second, in many countries subnational governments undertake such an agenda without an actual legal framework authorizing such initiatives. However, with an intensified global interdependency, policy areas such as environmental protection, human rights, immigration, and trade, just to name a few, require action both at the international and territorialized levels, as many of them transcend political administrative boundaries. As a result, in the early 21st century it is possible to determine various forms of international relations conducted by subnational leaders. This activity involves direct interactions undertaken by subnational leaders and bureaucrats with other actors across borders (private, non-governmental, and governmental—national or subnational), participation in transnational networks, and/or participation in international policymaking. Because subnational governments are closer to the people and can test experimental or groundbreaking policies with less risk, oftentimes they can become pioneers of measures that can be rolled out or replicated elsewhere in the international domain. Such policy leadership is just one element of subnational engagement in the diplomatic arena whereby subnational governments move across jurisdictional levels, breaking the fixed scales in which they would traditionally operate. In the past years, scholars investigating the external relations undertaken by subnational governments have dedicated great effort to understanding the motivations for regions to go into the international arena. What these studies lack, however, is an understanding of what the implications are of subnational governments’ engagement in international relations.

Cultural diplomacy designates a policy field, in which states seek to mobilize their cultural resources to achieve foreign policy goals. The nature of those goals, and of the cultural resources mobilized to achieve them, has been subject to historical change, and a range of terminology has been used to designate this kind of policymaking in different national and historical contexts. Nevertheless, the term cultural diplomacy is a viable one for designating this particular area of foreign policy, which is often understood as one component of a state’s broader public diplomacy or, following Joseph Nye’s terminology, its “soft power.” Cultural display and exchange have arguably always played a role in the relations between peoples. With the emergence of the modern state system in the early modern period, such display and exchange became an expression of formal diplomatic relations between courts, yet it is only in the 19th century that we see the emergence of cultural diplomacy in the sense it is understood today: It is no longer a matter of communication between rulers, but rather an expression of national identity directed at an international public. Throughout the 19th century, cultural diplomacy was closely associated with the rivalry of the Great Powers, particularly in the colonial context. However, following the end of the First World War, cultural diplomacy increasingly came to be understood as a means to pursue ideological competition, a trend that became central to the cultural diplomacy of the Cold War. Nevertheless, scholarship’s focus on the cultural dimensions of the confrontation between the two Cold War superpowers has drawn attention away from other varieties of cultural diplomacy in the “Third World” or “Global South,” which sought to establish forms of solidarity between postcolonial nations. The post–Cold War world has been characterized by a shift in the rhetoric surrounding cultural diplomacy, which now frequently contains an economic dimension, as states compete for markets, investments, and attention in the context of neoliberal globalization. Nevertheless, we also see a pluralization of strategies of cultural diplomacy, in which a range of actors tailor their approach to cultural foreign policy according to their own perceived position in a multipolar world. Nevertheless, despite the continued popularity of cultural diplomacy in policymaking circles and the significant attention it has received from researchers in the 21st century, the assessment of the impact of cultural diplomacy remains a challenge.

Revolutionary diplomacy presents an uneasy coupling of two slippery terms. Revolutions are said to disrupt, replace, and transform particular social orders, but the term revolution can be applied more broadly to almost any sort of change and the changes are carried out. Diplomacy is said to maintain the separateness of different social orders peacefully, while keeping them in touch with one another, but it can be used to describe a way of conducting all kinds of human relations. Spokespersons for both, in their narrower uses, have declared the other to be its enemy—diplomacy as a servant of the status quo, revolution as the servant of international disorder. This estrangement is reflected in the research and literature on revolutionary diplomacy in three ways. First, there is not much of it. Second, in the pairing between the two themes, researchers, following practitioners, are typically more interested in one side or the other, in revolution or diplomacy, and the junior partner receives little attention. Third, even in the literature that considers revolutionary diplomacy directly, the focus often shifts to other things: for example, the foreign policy problems posed by rogue states; the techniques of public diplomacy; or how to deal with terrorists and hostage-takers. Nonetheless, revolutionaries and established powers talk to each other and, in doing so, find themselves engaging in revolutionary diplomacy. The literature identifies several patterns in revolutionary diplomacy by tracking the practice, scope, and trajectory of revolutions themselves: for example, national revolutionary diplomacy directed at creating a place for a new actor in the established order of things; international revolutionary diplomacy directed at subverting and overturning the established order of things; and counter-revolutionary diplomacy directed at responding to and managing both types of challenges. In addition, however, the literature has developed its own themes, for example, identifying how revolutionary states are socialized into conformity with established state practices; and identifying how even subsumed revolutions leave markers and traces that change the way international relations are conducted. In so doing, the literature has become increasingly drawn into broader discussions of revolution, stability, and change rooted in historiography and philosophy but accelerated by sociological and linguistic inquiry into the relationship between communication and technology. Its focus is less on the diplomatic consequences of revolutions, seen as discrete, bounded historical events, with beginnings and ends, and more on the idea of the diplomacy of permanent revolution—the management of international and human relations in an era of constant and accelerating change—and the idea of the revolution of permanent diplomacy, which suggests that the legal, political, economic, cultural, and other dimensions of the way human beings relate to one another are increasingly governed by diplomatic assumptions about how the world works, what is to be valued in it, and how to succeed in such a world.

Mainstream studies of diplomacy have traditionally approached international relations (IR) using realist and neorealist frameworks, resulting in state-centric analyses of mainly political agendas at the expense of economic matters. Recently, however, scholars have begun to focus on understanding international relations beyond security. Consequently, there has been a significant shift in the study of diplomacy toward a better understanding of the processes and practices underpinning economic diplomacy. New concepts of diplomacy such as catalytic diplomacy, network diplomacy, and multistakeholder diplomacy have emerged, providing new tools not only to recognize a greater variety of state and nonstate actors in diplomatic practice, but also to highlight the varied and changing character of diplomatic processes. In this context, two themes in the study of diplomacy can be identified. The first is that of diplomat as agent, in IR and international political economy. The second is how to fit into diplomatic agency officials who do not belong to the state, or to a foreign ministry. In the case of the changing environment caused by globalization, economic diplomacy commonly drives the development of qualitatively different diplomatic practices in new and existing economic forums. Four key modes of economic diplomacy are critical to managing contemporary globalization: commercial diplomacy, trade diplomacy, finance diplomacy, and consular visa services in relation to increased immigration flows. The development of these modes of economic diplomacy has shaped the way we think about who the diplomats are, what diplomats do, and how they do it.

Sports diplomacy is a new term that describes an old practice: the unique power of sport to bring people, nations, and communities closer together via a shared love of physical pursuits. This “power”—to bring strangers closer together, advance foreign policy goals or augment sport for development initiatives—remains elusive because of a lack of a robust theoretical framework. Four distinct theoretical frameworks are, however, beginning to emerge: traditional sports diplomacy, new sports diplomacy, sport-as-diplomacy, and sports antidiplomacy. As a result of these new frameworks, the complex landscape where sport, politics, and diplomacy overlap become clearer, as do the pitfalls of using sport as a tool for overcoming and mediating separation between people, nonstate actors, and states. The power of sport has never been more important. So far, the 21st century has been dominated by disintegration, introspection, and the retreat of the nation-state from the globalization agenda. In such an environment, scholars, students, and practitioners of international relations are beginning to rethink how sport might be used to tackle climate change, gender inequality, and the United Nations Sustainable Development Goals, for example. To boost these integrative, positive efforts is to focus on the means as well as the ends, that is, the diplomacy, plural networks, and processes involved in the role sport can play in tackling the monumental traditional and human security challenges of our time.

There is a potentially serious difference between diplomacy and intelligence. Creative tension between diplomacy and intelligence stems from the involvement of both with questions of strategy and statecraft. Indeed, the source of this conflict is often clandestine or covert activities that become public and adversely affect both relations between states and diplomats’ ongoing work. Early works in the intelligence scholarship focuses basically at the descriptive level and centers on acquiring information. In 1922, studies began considering the political aspects of the intelligence–diplomacy connection, zeroing in on the defects of US intelligence and the adequacy of policies, including those related to intelligence gathering and its impact on diplomacy. Studies about the details of the intelligence–diplomacy connection also began to appear. These studies look at the interplay between intelligence and policy making as well as the morality of clandestine operations. In order to link intelligence goals to policy needs, future studies on the intelligence–diplomacy connection should further assess the impact of culture on intelligence gathering and perception, provide better insight into the characteristics of good versus bad intelligence officers and diplomats, include qualitative estimates of the effectiveness and efficacy of techniques and strategies as well as legal and ethical discussions of control and policy, and explore the strategic interactions between intelligence officers and diplomats and how these are managed in various governing systems.

Public diplomacy is a subfield of political science and international relations that involves study of the process and practice by which nation-states and other international actors engage global publics to serve their interests. It developed during the Cold War as an outgrowth of the rise of mass media and public opinion drivers in foreign policy management. The United States, in a bipolar ideological struggle with the Soviet Union, recognized that gaining public support for policy goals among foreign populations worked better at times through direct engagement than traditional, often closed-door, government-to-government contact. Public diplomacy is still not a defined academic field with an underlying theory, although its proximity to the originator of soft power, Joseph Nye, places it closer to the neoliberal school that emphasizes multilateral pluralistic approaches in international relations. The term is a normative replacement for the more pejorative-laden propaganda, centralizes the role of the civilian in international relations to elevate public engagement above the level of manipulation associated with government or corporate propaganda. Building mutual understanding among the actors involved is the value commonly associated with public diplomacy outcomes of an exchange or cultural nature, along with information activities that prioritize the foreign policy goals and national interests of a particular state. In the mid-20th century, public diplomacy’s emphasis was less scholarly and more practical—to influence foreign opinion in competition with nation-state rivals. In the post-Cold War period, the United States in particular pursued market democracy expansion in the newly industrializing countries of the East. Soft power, the negative and positive attraction that flows from an international actor’s culture and behavior, became the favored term associated with public diplomacy. After 9/11, messaging and making a case for one’s agenda to win the hearts and minds of a Muslim-majority public became predominant against the backdrop of a U.S.-led global war on terrorism and two active interventions in Afghanistan and Iraq. Public diplomacy was utilized in one-way communication campaigns such as the Shared Values Initiative of the U.S. Department of State, which backfired when its target-country audiences rejected the embedded messages as self-serving propaganda. In the 21st century, global civil society and its enemies are on the level of any diplomat or culture minister in matters of public diplomacy. Narrative competition in a digital and networked era is much deeper, broader, and adversarial while the mainstream news media, which formerly set how and what we think about, no longer holds dominance over national and international narratives. Interstate competition has shifted to competition from nonstate actors who use social media as a form of information and influence warfare in international relations. As disparate scholars and practitioners continue to acknowledge public diplomacy approaches, the research agenda will remain case-driven, corporate-centric (with the infusion of public relations), less theoretical, and more global than its Anglo-American roots.

Scholars acknowledge that there is a close connection between diplomacy and war, but they disagree with regard to the character of this connection—what it is and what it ought to be. In general, diplomacy and war are assumed to be antagonistic and polar opposites. In contrast, the present diplomatic system is founded on the view that state interests may be pursued, international order maintained, and changes effected in it by both diplomacy and war as two faces of a single statecraft. To understand the relationships between diplomacy and war, we must look at the development of the contemporary state system and the evolution of warfare and diplomacy within it. In this context, one important claim is that the foundations of international organizations in general, and the League of Nations in particular, rest on a critique of modern (or “old”) diplomacy. For much of the Cold War, the intellectual currents favored the idea of avoiding nuclear war to gain advantage. In the post-Cold War era, the relationship between diplomacy and war remained essentially the same, with concepts such as “humanitarian intervention” and “military diplomacy” capturing the idea of a new international order. The shocks to the international system caused by events between the terrorist attacks on the United States in 2001 and the invasion of Iraq in 2003 have intensified the paradoxes of the relationship between diplomacy and war.

The fields of geography and diplomacy have traditionally been closely intertwined. Diplomacy is conventionally the conduct of statecraft in the nonviolent manifestations of external relations by a specific institution. These nonviolent manifestations can be variously merged with the use of armed force. The political order of the system of states—statecraft emanates from its separate entities—is deeply permeated by geography, notably by the application of territorial control. The art of diplomacy is inextricably linked to spatial perceptions, aims at place-based assets, and plays out in a given geographical context. As the system of states has evolved by incremental increase, functional cooperation, fragmentations and mergers, and internal centralization and decentralization of separate states, the diplomatic institution has had to adapt. As more and more non-state parties commit themselves to transboundary relations or find themselves so implicated, diplomatic practice becomes more widely required, the core of the diplomatic institution still settled in the apparatus of states. This article is consecutively concerned with different aspects of the overlap of geography and diplomacy. In the introduction the ways in which academic geographers have over time shed light on this common ground is briefly reviewed. The next section provides an inventory of the mappings of the diplomatic web to get a sense of its general cartography, followed by descriptions of the diplomatic niche, the places where diplomacy is practiced. In the diplomatic worldview and the geographic frame, the geographic notions that are relevant to the diplomatic institution are followed according to reasoning and travel practice. Finally, shifts in the practice, contents, and functions of diplomacy are dealt with over time, based on the major geographical forces that affect the system of states in and beyond which diplomacy operates.

Both historical and contemporary trends suggest that the meaning of diplomacy varies considerably over time and across space. Diplomacy is defined neither by the types of actors on behalf of which it is undertaken nor by the status of those actors vis-à-vis one another, in the sense of their being, for example, sovereign and equal. There are, however, four common threads underlying these historical variations on diplomacy. The first is an assumption about the necessarily plural character of social relations, namely that people live in groups which regard themselves as separate from, yet needing or wanting relations with, one another. The second is that this plural social fact gives rise to relations that are somehow distinctive to and different from relations within groups. People believe and feel themselves to be under fewer obligations to those whom they regard as others than to those whom they regard as their own. Third, therefore, if these relations are to remain peaceful and productive, they require careful handling by specialists who should be treated neither as one’s own nor, at least in the usual sense, as others. Fourth, these specialists develop a measure of solidarity as the managers of relations in worlds distinguished by the plural social fact. Where these four elements are in play, then there emerges a system of relations which can be recognized as having the character of diplomacy.

The diplomat is formed in certain socially specific ways, and is defined by the role they play within certain contexts in the field of international relations. Since it is human beings, and not organizations, who practice diplomacy, the diplomats’ social traits are relevant to their work. Historically, diplomats can be defined in terms of two key social traits (class and gender) and how their roles depend on two contexts (bureaucrat/information gatherer and private/public). Before the rise of the state in Europe, envoys were usually monks. With the rise of the state, the aristocracy took over the diplomatic missions. Nonaristocrats were later allowed to assume the role of diplomats, but they needed to be trained, both as gentlemen and as diplomats. From the eighteenth century onwards, wives usually accompanied diplomats stationed abroad, though by the end of the nineteenth century, a few women came to work as typists and carry out menial chores for the Ministry of Foreign Affairs (MFA). As women became legal persons through performing such labor, they later became qualified to legally serve as diplomats. Meanwhile, in terms of context, the key context change for a diplomat is from “at home” (as in “my home country”) to “abroad.” Historically, work at home is the descendant of bureaucratic service at the MFA, and work abroad of the diplomatic service.

Within the international society, law and diplomacy have always been complementary and interdependent. However, lawyers and diplomats deal with international issues differently, making them rivals to be the primary mode of international interaction. Diplomacy is the art and practice of conducting negotiations between representatives of states; it usually refers to international diplomacy, the conduct of international relations through the mediation of professional diplomats with regard to a full range of topical issues. Nations sometimes resort to international arbitration when faced with a specific question or point of contention in need of resolution. For most of history, there were no official or formal procedures for such proceedings. They were generally accepted to abide by general principles and protocols related to international law and justice. International law is the set of rules generally regarded and accepted as binding in relations between states and between nations. It serves as a framework for the practice of stable and organized international relations. Much of international law is consent-based governance. This means that a state member is not obliged to abide by this type of law, unless it has expressly consented to a particular course of conduct, or entered a diplomatic convention. Interdisciplinary courses, like diplomacy and international law, are designed to help one think critically about diplomatic and international legal issues in real-life contexts, while applying theory to practice and addressing some of the key questions facing the world today.

Public opinion has long been associated with diplomacy. The earliest records of public involvement in diplomacy are available from the city-states of ancient Greece, where diplomats in the Greek city-states were chosen by public assemblies following thorough public deliberations. However, the growth of a sense of professional community among diplomats following the rise of foreign ministries led to a gradual structuring of the communication patterns. Most generally, a cleavage started to appear between modes of communication in relation to actors within the professional community and in relation to actors outside it. Within the diplomatic community, communication followed the rules, norms, and procedures of emerging diplomatic practice and ceremony. Outside the diplomatic community, the patterns that emerged can be conceptualized along two paths: (1) information gathering, and (2) informing the public at home and abroad about foreign policy. Modern professional diplomacy has been seeking to strike a balance between limiting public access to diplomatic processes and trying to communicate with the public with the aim of generating a public opinion favorable to government foreign policy. The current information-intensive global environment poses a challenge to foreign ministries’ institutionalized mode of limited public communication along two dimensions: the rising importance of so-called public diplomacy, and the increasing need for public legitimization of foreign policy decisions.

Negotiation has emerged as the foreign policy tool of choice within the broader context of “complex interdependence,” whether the issue is about human rights, economic development, and scientific, cultural, and educational exchanges, or organized crime, migration, disease, and pollution. The expanding role of international negotiation has been magnified by changes in the international system, including the emergence of issue-specific negotiation “subsystems,” regionalism, and international regimes. In addition to sovereign states, other actors involved in international negotiation and diplomacy include international governmental organizations/regional governmental organizations, nongovernmental organizations, multinational corporations, regional and substate actors, and even private individuals. A host of factors influence the behavior of these actors, such as cultural variables associated with national identity. Furthermore, both the character and the number of issues at stake in any particular negotiation play a crucial role in shaping the nature and complexity of the negotiation process. Research on diplomacy negotiation encompasses a substantial body of literature that provides a window into the complexity of the interactions that take place among and around diplomats. The intellectual richness of such literature offers a means of understanding the outcomes in the everyday world of diplomatic interactions, while also attesting to the value of pursuing multi-method approaches to social scientific research more generally.

Throughout history, technology has played a significant role in international relations (IR). Technological development is an important factor underlying much of humanity’s social, economic, and political development, as well as in interstate and interregional relationships. Beginning with the earliest tool industries of the Paleolithic and Neolithic periods to the present time, technology has been an integral component of the transformative processes that resulted in the organization, expansion, and establishment of distinctive societies. The presence or absence of equal access to technology has often determined the nature of relationships between societies and civilizations. Technology increases the options available to policymakers in their pursuit of the goals of the state, but also complicates their decision making. The question of whether, and how much, technological change has influenced IR has been the subject of considerable debate. Scholars are divided on the emphasis that should be placed on technological progress as an independent variable in the study of relations between states and as a factor in analyzing power configurations in the international system. Among the scientific and technological revolutions that are believed to have contributed to the changing nature of power and relations between states are transportation and communication, the industrial revolution, the nuclear revolution, and the contemporary information revolution. Future research should focus on how these technological changes are going to influence the debates on power, deterrence, diplomacy, and other instruments of IR.

Religion and culture have historically been neglected in international relations (IR) theories and in political science more generally. It was only recently that IR began to consider the role of culture and religion in war and peace. Several main scholarly trends in the study of culture, religion, conflict, and peace can be identified, starting with the definitional problems that IR scholars had to deal with as they tried to incorporate culture and religion. The first major attempt in the IR field to understand war almost exclusively through the religious prism was that of Samuel Huntington, who in his Clash of Civilization (1993, 1996) identifies two main reasons why religion can cause war: first, religion can be considered as a primordial and immutable identity; and second, religion is a form of ideology rather than identity. The scholarly literature has also addressed themes such as religious fundamentalism and violence, the role of religious actors in international conflict, the practical use of religion and culture to promote peace via diplomacy, and engagement of religion and culture in existing peace theories such as democratic peace theory. Avenues for future research may include the relational and constantly changing aspects of religion; what, when, and how various religious interpretations receive political prominence in promoting conflict or peace; how religion can be used as an independent variable across cases; and the hidden set of assumptions that are embedded in the cultural and religion labels.

The field of conflict analysis and resolution (CAR) is primarily defined as ideas about and applications of ways in which conflicts can be addressed constructively. The boundaries of the field cannot be sharply drawn. There are scholars, practitioners, and outside analysts who sometimes apply conflict resolution ideas and methods but who do not self-identify as belonging to the field. They do, nevertheless, contribute to the field. The field also refers to people designated or self-identified as conflict analysis and resolution scholars and/or practitioners. This article focuses on the development of the CAR field as an interdisciplinary social science endeavor within the broad international relations domain. The major periods covered include (1) development of the field and its preliminary beginnings from 1914 to 1945; (2) emergence of CAR as a field between 1946 and 1969; (3) expansion and institutionalization from 1970–1989; (4) diffusion and differentiation from 1990–2008; and, (5) advances and challenges 2009 through 2017. From 1914 to 1945, as a result of World War I, there was a rise in pacifism. The creation of the United Nations in 1945 following World War II was intended as a means to prevent war and maintain peace. CAR research focused on analyzing the causes of violent conflicts. Researchers drew on psychoanalytic tools to examine, for example, attributes of leaders and social movements. From 1946 to 1969, as a result of the Cold War and national liberation struggles, the world experienced an increase in the number of conflicts. Governmental organizations worked to avert a possible nuclear war and to limit conflict escalation through the United Nations and by the creation of forerunners to the European Union. In the nongovernmental sector, high-level unofficial meetings began taking place to build peace and reduce tensions. CAR research grew and included the use of game theory and rational models. The period of expansion and institutionalization (1970–1989) saw the growth of alternative dispute resolution that positively affected the creation of new CAR institutions. Nongovernmental CAR organizations grew in number and effectiveness offering dialogue and problem-solving workshops to disputing parties. Research focused on nonviolent means of resolving conflicts as well as how conflicts can be waged constructively. From 1990 to 2008, the field witnessed a period of diffusion and differentiation. The end of the Cold War gave way to a period with fewer armed conflicts. Nongovernmental organizations and university programs in CAR increased. Intergovernmental organizations such as the UN and the African Union began to focus on professionalizing their mediation and peacemaking efforts. The period from 2009 through 2017 saw the field continue to grow. New challenges included the quashing of nonviolent resistance movements in the Middle East and North Africa, the impacts of climate change, the rise in terrorism, and the widespread use of technology for both positive and negative impacts on peace. This period saw a dramatic increase in the application of CAR research and experience in governmental and intergovernmental organizations’ work.

Natural disasters such as cyclones, droughts, earthquakes, floods, landslides, volcanoes, or pandemics routinely have cross-border implications. Transboundary risks of natural disasters tend to be the greatest for neighboring countries but often extend regionally or even globally. Even disasters with seemingly localized impacts contained within the national borders of a given state may have indirect short-term or long-term effects on other countries through refugee flows, conflict spillovers, volatility of global commodity prices, disruption of trade relations, financial flows, or global supply chains. Natural disasters may increase the risk of interstate conflict because of commitment problems, reduced opportunity costs of conflict, shocks to status quo divisions of resources, or demarcation of territories among countries, or because of leaders’ heightened diversionary incentives in favor of conflict. In some cases, disasters may have a pacifying effect on ongoing hostilities by creating opportunities for disaster diplomacy among conflict parties. Population displacement in disaster zones can send refugee flows and other types of migration across borders, with varying short-term and long-term socioeconomic and political effects in home and host countries. Adverse effects of natural disasters on regional and global economic activity shape patterns of international trade and financial flows among countries. To mitigate such risks from natural disasters and facilitate adjustment and recovery efforts, countries may turn to international cooperation through mechanisms for disaster relief and preparedness. Regional and global governmental and non-governmental organizations (NGOs) are common means to initiate and maintain such cooperative efforts.

Mexican foreign policy should be analyzed in a comprehensive and systematic way. To do so, it is necessary to study the history of Mexican diplomacy, explaining how foreign policy has been used as a central instrument for the creation and consolidation of the Mexican national sovereign state. Then, it is necessary to examine the most relevant actors and institutions involved in the decision-making process and implementation of foreign policy, evaluating their powers, capacities, and actions. Based on this, it is possible to analyze the strategies and actions of Mexican foreign policy vis-à-vis the most important regions of the world (North America, Latin America, Europe, Asia-Pacific, Middle East, and Africa), with a special emphasis on its relationship with the United States, as well as its participation in multilateral and regional organizations.
