Basques formed a minority ethnic group whose diaspora had a significant impact on the history of colonial Latin America. Basques from the four Spanish or peninsular Basque territories—the Lordship of Vizcaya, the provinces of Álava and Guipúzcoa, and the Kingdom of Navarra—migrated to the New World in significant numbers; the French Basques were also prominent in the Atlantic, particularly in the Newfoundland fisheries.
The population density of the Basque Atlantic valleys, which was the highest of any region in Spain, was an important factor that encouraged emigration. And, in response to demographic pressure, in the second half of the 15th century most villages and towns adopted an impartible inheritance system that compelled non-inheriting offspring to seek their fortunes outside the country. Castile was the immediate choice for the Basque émigré, but after 1492 America gradually became an attractive destination. Outside their home country, their unique language and sense of collective nobility (hidalguía universal) were to become two outstanding features of Basque cultural identity.
The Basques’ share of total Spanish migration to the New World increased significantly in the second half of the 17th century. By the 18th century they were one of the largest and most influential peninsular regional groups in America. The typical Basque émigré was a young, single man aged between fifteen and thirty. In the New World they left their mark in economic activities that their countrymen had developed in their homeland for centuries: trade, navigation, shipbuilding, and mining. Furthermore, Basques’ collective nobility and limpieza de sangre (blood purity) facilitated their access to important official positions.
What can we learn about the documents we work with if we incorporate a study of document creation, travel, and storage into the consideration of document content? Some well-known documents, such as the Popol Vuh, have backstories that reveal as much as their content. But even obscure documents, such as a dispute over a road detour in 18th-century Guatemala, can be read productively as objects with life trajectories. Understanding the “life” of this document—the world in which it was made, the tools and knowledge of its making, its travel while being written, its storage in colonial and national archives—sheds new light on its meaning. Similarly, all colonial documents can be interpreted in new ways if their lives are treated as part of the interpretation.

On 19 March 1812, representatives from across the Hispanic Monarchy put forward a constitution in the Spanish port city of Cádiz. This foundational document was a response to their king’s abdication in favor of Napoleon’s brother Joseph Bonaparte, obtained under pressure from invading French troops. The constitution aimed to address what they viewed as a lack of legitimacy because the monarch was captive, as the drafters expected it would be the basis of government in all the corners of the empire, from Madrid to Mexico and Manila. Written under the protection of the British fleet in the last bastion of the Peninsula that remained unoccupied, the constitution instituted a very extensive male suffrage, freedom of the press, national sovereignty, and the abolition of privileges for citizens from all parts of the vast empire. These measures were the reason why the men who debated the constitution were the first ones to be called liberal. The liberalism of the drafters at Cádiz must be considered in the context of the early nineteenth century. When in 1814 Ferdinand VII returned to Spain, he abolished the constitution. But in 1820 a mutiny of troops forced the king to accept it grudgingly. A constitutional monarchy was established lasting until 1823, when the so-called 100,000 sons of Saint Louis crossed from France to reinstate absolutism. This period came to be known as the Liberal Triennium. In 1836 the Progressives reinstated the Cádiz Constitution, albeit briefly when they passed a new charter in 1837.
Until quite recently there was very limited scholarship on the Cádiz Constitution in English, and, as Roberto Breña shows, even the literature in Spanish had been mostly limited to the study of the text itself and its impact in the peninsula. In the past decade, Atlantic history and studies on the Enlightenment’s influence on revolution in general have led to renewed interest in the Spanish constitutional experience. The reevaluation of Spanish American independence movements in light of the Cádiz Constitution have also sparked debate among historians. François-Xavier Guerra (1992) and Jaime Rodriguez O. (1998)1 consider that it is impossible to understand the process of independence if attention is not paid to Cádiz and the enacting of the constitution. Guerra goes as far as to state that the election of deputies to Cortes was the revolution2 (1993) Bicentennial celebrations have led to a dramatic increase of publications on the constitution. Its importance, especially in influencing subsequent constitutions, is increasingly acknowledged today in academic circles.
In this article I will discuss the calling of the Cortes, the elections that brought representatives from all over the empire to Cádiz, the demands made from far-away provinces, and major issues discussed in the constitutional debates. I conclude by assessing the constitution’s reception, as well as the way in which it influenced the advent of modernity in the Hispanic world and beyond. I begin by discussing the development of constitutional thinking in the late eighteenth century and the beginning of the nineteenth century. A revision of the events that led to the Peninsular War and the context in which the constitution was put forward follows. The article then analyzes the process through which the constitution was passed, the intellectual debates that surrounded it, the impact the charter had in the wider Atlantic world, as well as the role it played in the process of independence in Spanish America. Finally, it ends with a review of how liberalism developed in the Hispanic Monarchy and the long-lasting legacy of the Cádiz Constitution.

Since the early 1800s, Chileans have imagined their nation’s history and destiny through an ever-changing array of transoceanic connections with the rest of the planet. At a deeper level, Chile’s relationship with the Pacific Ocean is built upon myriad collective memories and aspirational identities. The long arc of Chile’s linkages with the Pacific World—or the peoples and ecosystems in and around the Pacific Ocean—has yet to be fully explored by historians. This article fills this lacuna by analyzing five diverse historical episodes that span more than two centuries: first, Valparaíso’s growth into a Pacific commercial hub during the early 1800s; second, Chile’s role in the Californian and Australian gold rushes of the mid-1800s; third, the Chilean victory in the late-19th-century War of the Pacific; fourth, Chile’s burgeoning commercial relationship with China, which began in the years following the Second World War; and, finally, the emergence of a Chilean-Pacific variant of neoliberal ideology in the final decades of the 20th century. These five developments reveal a litany of ambiguities and antagonisms in Chile’s complicated, ongoing association with its western ocean.
For three centuries New Spain was one of the great jewels of Spain’s colonial empire, producing wealth for immigrants and the Crown. The brunt of the labor was performed by indigenous Mexicans, often under duress, but natives also succeeded in seizing opportunities to promote their interests. It is tempting to portray the economic history of Mexico as a simple story of domination of colonial subjects by their European rulers, and indeed historians have often resorted to this straightforward rendition. This article, while certainly presenting the conventional wisdom, presents a more complex story, highlighting debates among historians on a wide range of issues, from the experiences of indigenous people to the profitability of colonialism. What follows is a general presentation of New Spain’s economy.

Portuguese colonists carried their conceptions of how society should be organized to the Americas. Their ideal was to “live like a gentleman,” that is, to own land and command laborers in order to distance themselves from manual labor. Property was also essential, to provide them with time and resources to be active in local politics and to serve the Crown. They intended to reproduce in the New World the lifestyle of Portuguese provincial nobility. There were huge differences, however; in Brazil the elite lorded over enslaved persons, instead of peasants. The first elite families made their fortunes through the conquest and enslavement of Native Americans in the second half of the 16th century, but many of them did not manage to keep their power in the following decades, when the transition to enslaved African labor occurred. Above all, in the most dynamic areas, such as Pernambuco and Bahia, the first half of the 17th century was a period of flux in elite composition. By mid-century, though, a small number of families controlled most of the local offices, slowly fashioning themselves as local nobilities and wielding these claims to negotiate with the Crown and its representatives. Their preeminence was threatened by the rise of merchant power in the 18th century, boosted by the huge demographic and economic expansion derived from gold discoveries in the southeast and the development of an internal market. Nevertheless, the noble ideal didn’t lose its appeal—many rich merchants linked themselves to the old noble families through marriage and bought land and enslaved laborers to live up to the aristocratic model. Planter elites established wide patron-client networks to shore up their influence that encompassed even their enslaved property, but this strategy wasn’t always enough to withstand the test of time.

Spanish legal organization required that political communities be represented by a concejo or cabildo, which used customary law to determine and enforce the common good. In the Spanish colonial world, this entailed vesting indigenous communities with jurisdiction and political representation, parallel to that of the municipal cabildo, which represented the common good of most Spanish citizens. Nevertheless, the supposed common good of indigenous and Spanish jurisdictions often intersected or contested one another. In these cases, agents of the Spanish Crown might intervene, or the parties might negotiate new relations. Because Andean cabildos were entreated not to keep minutes of their deliberations or actions, historians have had difficulty in recognizing the role of indigenous authorities in self-governance, and given more credence to the acts of Spanish cabildos and the Crown. But Indian cabildos and caciques took meaningful decisions within their communities, as demonstrated by moments where they came into conflict with Spanish authorities, and as inferred from a small number of documents available for the similar Mexican case.
Regarded as an ethnohistorical treasure, the Popol Wuj narrative has been read exclusively as a freestanding, self-contained text used to inquire into a history far removed from when it was actually created. Consequently, the colonial context of the text itself has been minimized, including the central role of Dominican friar Francisco Ximénez as transcriber and translator of the only copy in existence. The present study delineates a historical trajectory of the Popol Wuj, reframing the narrative within its colonial ecclesiastic context. It explores the physical structure of Friar Ximénez’s 18th-century manuscript, preserved as MS 1515 by the Newberry Library in Chicago, to demonstrate that his work was first and foremost a series of religious treatises intended to carry out the conversion of the K’iche’ to Christianity. As a cautionary word, rather than revisiting the old, biased approach of questioning the authenticity and authorship of this Popol Wuj narrative, the current study suggests a broader reading, addressing the complexities intrinsic in this text, particularly the fact that the narrative was the result of the cultural contact between mendicant friars, whose main objective was to evangelize, and indigenous groups, who strived to maintain their cultural continuity by recording their oral history in the face of such a threat. Finally, this study invites scholars to ponder on the implications that the present structure of Ximénez’s manuscript (MS 1515) presents for future Popol Wuj studies as the narrative enters the age of electronic information and digital imaging.

This article provides a larger panorama of the cultural politics of the Brazilian Empire during the 19th century and following the long Second Reign of Pedro II. The central figure of the emperor—as a kind of animator of cultural, scientific, and artistic life—and the conservative profile of the national movement are key issues. The article analyzes the development of the main professional schools of the country, which taught medicine (in Rio de Janeiro and Salvador) and law (in São Paulo and Recife), and also tells the story of the Historical and Geographical Institute and the origins of the museums of art in Rio de Janeiro, the former capital of the court, and scientific museums in Rio de Janeiro, São Paulo, and Belém.
The very nature of Spanish colonization meant that New Spain brought together people from different cultures, ethnicities, religions, and attitudes. Mexico City was the meeting place of all these various populaces. Before the conquest, Tenochtitlan had neighborhoods composed of residents from various parts of the empire. Apart from the many indigenous cultures, colonization also meant the addition of Spaniards, Africans, and Asians, some of whom were enslaved and others simply migrants. The result was a culture that expressed itself both in high and popular culture with a melding of elements—a joyous cacophony that reflected its mestizo nature. This culture was played out not only in institutional settings such as the viceregal court, ceremonies, the theater, and in church but also in the streets, parks, and taverns that dotted towns and cities. Although culture, to a certain extent, reflected New Spain’s hierarchical nature, separation between high and low was never absolute. In the cathedral, as in many other institutions, popular pursuits and music infiltrated the formal singing. This pattern of cultural slippage prevailed within many areas of daily life as the colonial world of New Spain layered pastimes and pursuits from its many constituents.
Recorded in UNESCO’s Memory of the World Register in 2007, Felipe Guaman Poma de Ayala’s Nueva corónica y buen gobierno (1615) offers remarkable glimpses into ancient Andean institutions and traditions as well as those of colonialized Andean society in the Spanish viceroyalty of Peru. Housed at the Royal Library of Denmark since the 1660s and first published in photographic facsimile in 1936, the autograph manuscript (written and drawn by its author’s own hand) has been the topic of research in Andean studies for several decades. Prepared by an international team of technicians and scholars, the digital facsimile was placed online on the newly created Guaman Poma Website at the Royal Library in 2001. Thanks to its free global access, research has accelerated, offering new and ongoing challenges in such fields as history, art history, environmental studies, linguistics, literary, and cultural studies in Andeanist, Latin Americanist, and post-colonialist perspectives. The work’s 1,200 pages (of which 400 are full-page drawings) offer Guaman Poma’s novel account of pre-Columbian Andean and modern Spanish conquest history as well as his sometimes humorous but most often harrowing exposé of the activities of all the castes and classes of the colonial society of his day. Guaman Poma’s account reveals how social roles and identities could evolve under colonial rule over the course of a single individual’s lifetime. As a Quechua speaker who learned Spanish, and thus called an “indio ladino” by the colonizers, Guaman Poma’s Quechua-inflected Spanish prose may present reading challenges in both its handwritten form and searchable typeset transcription, but his 400 drawings welcome casual as well as scholarly and student readers into the rooms and onto the roadways of that multi-ethnic—Andean, African, Spanish, and Spanish creole—world.

Of the many conditions pronounced that have been strongly featured in the Caribbean experience since the ending of slavery in the 19th century, exile ranks as one of the most profound. Its impact is far-reaching. The circumstances that encourage exile are well known and involve either a willful decision to leave one’s country as a result of political and economic distress or a forced departure sanctioned by the state in an effort to quash internal dissent. There is also the case of political exile of state leaders who fall from grace, a situation associated more with Haiti than with other countries in the Caribbean. Whatever the reasons, exiles and refugees—like other migrants from the Caribbean—brought the Caribbean experience to wider attention. People from the islands surrounded by the Caribbean Sea have since the first days of colonial rule made of that sea a highway for travel to other places, an escape and entry into the wider Atlantic.
The personal impact of exile is manifest in several domains, but most obviously in Caribbean culture. The Rastafari faith in Jamaica has as one of its fundamental beliefs that blacks in the Caribbean are in a state of displacement, taken by force to an oppressive Babylon. The Rastafari desire for repatriation to Africa as necessary to bring to an end centuries of exilic life in the Caribbean is not uncommon, nor is their spiritual and cultural preoccupation with exile. Caribbean writers have consistently written about exile and a yearning to return to an imagined home: Barbadian writer George Lamming’s The Pleasures of Exile, Martinican Aimé Césaire’s Return to My Native Land, Jamaican Thomas MacDermot’s poem “A Song for Exiles” (written under the name Tom Redcam), or Bob Marley’s Exodus document the exile experience from several perspectives. Common to all these examples is a melancholic sense of rootlessness and guilt that exile creates among those who have left. There is also a persistent theme of the Caribbean exile as wanderer, moving in and out of different locations across the Atlantic while searching for both a spiritual and physical home and a rationale for their condition. It is a perceived inability to settle completely in a foreign country that produces this guilt. Bob Marley captured this perfectly in “Running Away,” the most poignant of his songs recorded during his exile from Jamaica in 1977: “You must have done something wrong / Why you can’t find a place where you belong?” which is followed later by the rationalization of the decision to leave—“It is better to live on the house top than in a house full of confusion.”
The longing to return, whether to Africa, Europe, or Haiti, has been a constant theme in Haiti and the Caribbean, and it is linked to the long centuries of slavery. Metaphors of slavery and its associated sense of displacement are replete in the literature on exile not only in the 20th-century writings of Depestre, Dany Lafferière, Danticat, the art of Edouard Duval-Carrié, and the music of the Haitian diaspora, but also in references to the social conditions of the Caribbean’s populations during the period of slavery. If exile has been a persistent theme in Caribbean history, popping in and out of narratives of the nation at various points on a temporal map of the region, in Haiti it has been woven completely into the fabric of Haitian national history. Exile has always carried a powerful resonance in Haitian culture because it has been a pervasive aspect of Haitian political life. Twentieth-century cultural references to exile and displacement are numerous. In the decades since the coming to power of François Duvalier in 1957, which precipitated mass migration from the island, the theme of exile has been consistently and most powerfully articulated by Haitian writers and singers. From Réne Depestre’s famous poem “Exile,” in which he compared the country itself to a departure gate in an airport with people waiting to leave, to Edwidge Danticat’s novels, the theme is ever-present. Rodrigue Milien’s painful song of exile in the Duvalier years, “Nostalgie,” sung in both Creole and English, poignantly captured the loneliness of the Haitian exile: “When someone leaves his country far away and life is mistreating you and you want to kill yourself … take me back to Haiti, take me back to Haiti.”
This article considers the roots of exile in Haiti’s long 19th century, which Haitian scholar Patrick Bellegarde-Smith has suggested began with independence in 1804 and ended with U.S. military occupation in 1915, through the personal experiences and writings of three prominent 19th-century exiles: Joseph Balthazar Inginac (Mémoires, 1843), Edmond Paul (Les causes de nos malheurs, 1882), and Anténor Firmin (Lettres de Saint-Thomas, 1910). None of these men were ever president of Haiti, but they all wielded political and intellectual influence. Common to all three was their forced departure from Haiti for political reasons. They each settled in locations across the Caribbean at different times. Notably, none of these writers settled in North America or Europe. From afar they wrote extensively on Haiti’s predicament and the impact of exile on Haiti and their personal lives. Through a reading of their experiences in exile it is possible to arrive at a fresh perspective of the place of exile in the unfolding of Haiti’s post-independence development.

The history of foreign travel to Mexico has been dependent on the country’s political, economic, and social conditions. Travel restrictions, banditry, the condition of transportation routes and ports, political stability, revolution, and the development of a tourist industry have all played a role in how travelers have written about Mexico. Despite periodic challenges, Mexico has proven to be an alluring destination for foreign travelers since the colonial era. Men and women have journeyed to Mexico for different reasons, some on official business and others for pleasure or to escape their lives back home, and in turn have produced numerous accounts that have served to attract more visitors and have functioned as a valuable source of information on the everyday life of Mexico’s peoples. Still others have traveled to Mexico for conquest, and while their motivations were violent, their journals have served as a guide for those interested in retracing the same routes. Travelers have depicted landscapes, communities, peoples, and practices; offered insight into important historic periods; and depicted Mexico as exotic, bountiful, primitive, or dangerous.
This historical topic is divided into three distinct eras: the colonial period, the 19th century, and the 20th century. The Spanish Crown restricted foreign travel to Mexico during the colonial era (1521–1821), resulting in the relative scarcity of accounts from the period. Foreign travelers during this period were conquistadors, clerics, officials, or explorers, all with varying degrees of literacy. During the 19th century, foreign travelers came in three overlapping waves: the early republic era (1821–1840), when most were either investors or diplomats; the middle period (1830–1870), an era dominated by soldiers, travelers, and archeologists; and the Porfiriato (1876–1911), when investors and wealthy tourists flooded Mexico. The 1910 Mexican Revolution marks the beginning of Mexico’s 20th century and two distinct periods of foreign travel, both influenced by state power and violence. The revolutionary and state-building era (1910–1946) saw foreign travelers as primarily war journalists and writers exploring the effects of the revolution’s social and cultural measures. After World War II, foreign travelers encountered the tourism era (1946–1968), a period under the influence of a burgeoning state tourism industry. Despite this challenge, travelers, many of them writers, carved out their own niches.

Huguenots refer to the group of French Calvinists in France, those expelled from France into the wider European, Atlantic, and global diaspora, and those descendant from either of the first two groups. Driven by faith, religious factionalism, and dynastic rivalries, Huguenots enflamed the French Wars of Religion (1562–1598). Henri IV ended the war by extending a degree of toleration to the Huguenots in 1598 with the Edict of Toleration. Despite the king’s royal edict, the first wave of Huguenots (1530s–1660s) continued to leave France well into the 17th century. The second wave (1670s–1710s) occurred in the second half of the 17th century, when Louis XIV’s persecutory policies began to limit Huguenot communal activities, meeting spaces, available professions, and then with the Revocation of the Edict of Nantes (1685), the ability to be Calvinist legally at all. Following 1685, those who remained in France entered into what is often called the Désert period, when French Calvinists continued to practice their faith in clandestine settings, away from the French dragonnades. Those who rode the two waves out of France, settled in the Netherlands, Switzerland, Great Britain, Ireland, and many of the German states. Some used other European states to ride successive waves of diaspora movement out further into Europe and the Atlantic World, relocating to North America, the Caribbean, Suriname, Brazil, South Africa, and then later on into the Indian and Pacific oceanic worlds. Huguenots took advantage of Atlantic spaces in order to prove their value to the French state, but when France no longer proved safe for Huguenots, the Atlantic offered them a refuge, wherein a complex diaspora community emerged in the early modern period.
The epistemic assumptions, methods, and rhetoric employed by colonial indigenous intellectuals in Latin America were based on preconquest intellectual labor and literacy systems. These practices were deeply impacted by collaborative projects and historical scholarship undertaken in the 16th century, as indigenous elites embraced European literacy and scholarly models. This merging of diverse traditions led to a “golden age” of indigenous intellectual achievements in the 17th century, and to a diversity of genres cultivated by native scholars in late colonial times. Indigenous historical actors were intellectuals not only because they recorded and disseminated historical, religious, or political knowledge, but also because they were inserted in culturally hybrid social networks through which collective knowledge circulated. While the works of Chimalpahin, Guaman Poma, Garcilaso de la Vega, and don Fernando de Alva Ixtlilxochitl are relatively well known, this small sample of native and mestizo intellectuals must be expanded considerably to examine works produced through co-authorship arrangements with friars and priests, and to address clandestine works composed exclusively for native audiences by less known, or even anonymous, indigenous scholars.

For historians of the Spanish Americas indigenous portraits and casta paintings offer two distinctive lenses for understanding the relationships between indigeneity and colonialism. Both genres of painting anchor indigenous bodies and subjectivities in the racialized practices that were constitutive of, and crucial to, colonialism in the Americas. Indigenous portraits record individual biographies and family histories, offering scholars of the present insights into the lives of people whose desires rarely surface in prose sources. Indigenous portraits also document the economic and material investments people were willing to make in preserving images of lives well lived. In the colonial past, as in the present, indigenous portraits therefore speak to the ways social ambitions fueled identity formation. Cuadros de castas, or casta paintings, are a genre of painting invented and painted in the Spanish Americas in the late 17th and 18th centuries. Casta paintings, like indigenous portraits, describe status and economic wealth; their main aim, however, was to portray the ethnic mixing and concomitant racialized thinking in colonial society. According to the iconography and composition of casta paintings, the mixing of people from Europe, Africa, and the Americas could be ordered and organized such that everyone seemed to have a place and appropriate ethnic designation. Today, casta paintings are understood as persuasive works of art that presented an idealized, hierarchical view of urban life. The painters and patrons of indigenous portraits and casta paintings participated in networks formed by habits of material exchange, patterns of urban mobility, and practices linked to Catholic religious beliefs. Some of these networks stretched across the Americas; others were bound to trade and travel across the Atlantic and Pacific oceans. The histories referenced in indigenous portraits and casta paintings should be understood, then, as tethered to local concerns, global economies, and cosmopolitan ambitions.
The mission economy supported tens of thousands of Guaraní Indians and made the Jesuit reducciones (1609 to 1767) the most populous and financially prosperous of all the missions among native peoples of the Americas. The communal structure of collective labor, shared ownership, and redistribution of communal property formed the basis of the mission economy and seemed to leave little room for the possession of private property, independent trade, and economic initiative on the part of the resident Guaraní. Late 18th century Jesuit authors reinforced such an understanding in an attempt to defend their order and its actions in Paraguay. They argued that the Guaraní were incapable of managing their own affairs and that Jesuit management of the communally structured economy was indispensible for the wellbeing of both the missions and the Guaraní. Such accounts overlook evidence to the contrary. Mission Guaraní did in fact own private property—yerba mate, horses, clothing, and jewelry—and Jesuit leaders repeatedly issued orders for the missionaries to allow the Guaraní to independently trade yerba mate. Furthermore, although Jesuit authors repeatedly denied that they paid mission Guaraní wages—to do so would go against the communal structure that they so vehemently defended—the missionaries acknowledged that they paid mission Guaraní bonuses as a reward for their skills or extra labor. These bonuses served as a way to motivate individual economic initiative or agency within the framework of the missions’ communal structure. In sum, the communal structure allowed for more flexibility in the ownership of private property, independent commerce, and economic initiative by the Guaraní than has been portrayed in both the 18th century writings of Jesuit authors and much of the current literature.
This purpose of this essay is to reveal the diversity of writers responsible for creating the texts of lawsuits in the Spanish empire. It peeks behind the curtain of pages in civil complaints in an attempt to figure out how legal papers actually made it into the court record and who was doing their writing. While historians have recently thrown a spotlight on various official writers, from notaries to native procurators, in fact unidentified, unofficial writers penned quite a few petitions in civil suits. Knowing who wrote the filings in civil cases has a bearing on our understanding of Spanish imperial subjects, their interactions with the law, and ultimately how much of a hand they had in making their own historical record.
The role that liberals and liberalism played from the beginning of the crisis hispánica of 1808 until the death of Simón Bolívar in 1830 can be separated for analytical purposes in two different strands: the Peninsular and the Spanish American. This is a distinction that should be adopted with care, because in the end it can be considered that we are dealing with a single liberalism, the liberalismo hispánico. However, different historical, political, and social realities on each side of the Atlantic gave this liberalism different connotations. At first, Peninsulars and Spanish Americans worked in the same direction and with the same objective (the rejection of the French king that Napoleon imposed in the throne of Spain), but soon they parted ways in a practical, though not necessarily in a theoretical sense, at least concerning liberalism. In any case, contrary to what Western historiography has repeated for a long time, liberalism was a major player in the mundo hispánico during the Age of Revolutions. In fact, the term “liberal” used to define a political group made its first appearance in the Cortes (parliament or congress) that gathered in the Spanish port of Cádiz from 1810 to 1814. Nevertheless, the revolutionary contents of liberalism had to confront sociopolitical histories and realities that forced it to adapt itself to the prevailing social circumstances and to make concessions to other currents of thought and practices that do not coincide with the “liberal model” that still has ascendancy in Western historiography. This model tends to ignore the historical liberalisms that have existed in Europe, America, and other parts of the world since the “liberals” made their appearance in Spain more than two hundred years ago and in the Hispanic case in particular fails to address its radical character when considered against the Spanish Ancien régime. The result in the case of the mundo hispánico was an original and revolutionary doctrine that during the second and third decades of the 19th century transformed Hispanic politics on both sides of the Atlantic. The fact that these transformations were not consolidated or in the Peninsular case did not last for long does not diminish their importance for political and intellectual history.
When Mexico became independent in 1821, the first choice for a political system for the new country was a monarchy. In fact, the Plan of Iguala, which prompted the separation from Spain, called for Ferdinand VII or any member of his family to come rule over the novel nation. While such efforts did not prosper then and in fact precipitated a failed attempt for a national empire, the monarchist option remained alive for several decades, until a French intervention sponsored the enactment of Habsburg archduke Ferdinand Maximilian as emperor of Mexico. When that attempt was defeated in 1867 it marked the end of monarchism there.
One of the main promoters of such a political system was Lucas Alamán. A member of a miner’s family from Guanajuato, he became an important and influential statesman of independent Mexico. From 1821, when he first participated in the Spanish congress, until his death in 1853, Alamán, like other thinkers who lived through a transitional period, held paradoxical views; while he promoted industrialization and economic development, he maintained more-traditional views on politics and rather ancestral conceptions regarding the treatment of Indian communities. Either as minister of foreign relations, congressman, or advisor to various governments, he defended his ideas, and more than once they aimed for a monarchist option. His career illustrates the quandaries and dilemmas that the officials of Hispanic America and Old Spain as well confronted in modernizing their societies. As he got involved in public office, he also became the administrator of the Duke of Terranova and Monteleone’s state in Mexico; such a position provided him—through the British agents of the Neapolitan-Sicilian nobleman—with a regular source of information on the European scene. Thus, Alamán was one of the most learned public officials of his time. He also wrote historical works that granted him recognition in academic institutions, such as the Philosophical Society of Philadelphia.
