In 1863 and 1864, historical and political contradictions in the River Plate region led to civil war in Uruguay, creating tensions with neighboring nations in the region. The Brazilian government intervened both politically and militarily in Uruguay to address the interests of ranchers in its province of Rio Grande do Sul, to distract the attention of the Brazilian citizens from domestic problems, and to preserve the political influence of the Empire of Brazil on Uruguay. This action by the Empire clashed with the new Paraguayan policy of political interference in the River Plate region and resulted in the declaration of war against Brazil by Paraguayan dictator Francisco Solano López. This conflict broadened into the Paraguayan War.

The effort of searching the effects of the War of the Triple Alliance against Paraguay on the building up of Brazilian national identity challenges the historian with a paradox: why the military victory promotes the fall of the political regime instead of strengthening it. The article tries to deal with some dimensions of this paradox underlining the distinctive characteristics of this war in the ongoing warmongering in the Platine region—the huge numbers of conscripted soldiers (“the Total War”), the hybrid political character of the alliance (Brazilian monarchy and Argentinian Republic), the opposition of most of the conservative classes, and the unveiling of slavery as a strategic weakness for the country—are some of the themes treated in order to explain how the empire lost both the battle of worldwide moral support and the battle of legitimacy inside the country. The massive recruitment coming from all parts of the country could bring the empowerment of ordinary people in the postwar decades, but the monarchical elites took careful steps to ensure that these sectors were quickly demobilized and also not to receive medals and other military honors. The postwar era was one of unfolding of an endemic crisis leading to contest of monarchical institutions. They came from military sectors, but also from regional elites, besides bitter criticism from middle-class intellectuals. Racial arguments filled an outstanding part in this period, leading to the giving prestige of “scientific” racism and the negative diagnosis for the future of a modern nation founded in a racially mixed society.

In the late 1960s, several leftist political movements in Latin America began to claim the use of political violence as a means of social transformation. This second wave of leftist political violence was distinct from an earlier wave—composed of rural guerillas inspired by the Cuban Revolution, roughly a decade and a half earlier—in several ways. The later proponents of armed struggle emphasized the importance of cities in armed actions, not just rural settings. They also advocated interaction between armed organizations and other actors in social movements, including far-left nationalist and populist factions within traditional political parties and the Catholic Church. Armed action was seen by such groups as a valid response to increasingly repressive governments, and to limitations on political action that made social change through peaceful means impossible. The use of violence provided a way to develop collective action in the hostile environment of the Latin American Cold War, which was marked by extreme political and ideological polarization.

Throughout the 19th and early 20th century, the Mexican populace demonstrated a fascination with the nation’s railroads. Newspapers, literature, poetry, music, and art focused their attention on the symbolic power of the locomotive, revealing its capacity to reshape people’s social and cultural worlds. As the most potent symbol of progress and civilization, the arrival of the iron horse offered both powerholders and ordinary individuals the opportunity to imagine new possibilities for their nation and themselves, musings that could be highly optimistic or dreadfully distrustful. The locomotive emerged as a ubiquitous symbol throughout the restored republic (1867–1876), the Porfiriato (1876–1911), and the Mexican Revolution (1910–1920) that inspired individuals to reflect on the meaning of an array of issues: modernization, cosmopolitanism, citizenship, sovereignty, and national identity. During the restored republic and Porfiriato, government officials and the press celebrated the railway as the dawning of new age of peace and prosperity, discourses that often sought to legitimize and justify sitting presidents and their policymaking. At the same time, popular and opposition groups used the symbolic power of the railway to question the decision-making of the elite that had resulted in extreme social inequality and foreign economic domination. These divisions were a portent of the conflicts that would spark the 1910 Revolution, a popular struggle where railroads and railway workers played principal protagonists. As such, the railroad emerged in a new context as a symbol to represent the heroism, violence, and disorder of those years.

The role of religion shifted dramatically in Central American politics during the 20th century, as the Catholic Church moved from a position as conservator of the status quo to a powerful force for reform and human rights. The century also witnessed the rise, then the “boom,” of Protestant—specifically Pentecostal—religion. By the century’s end, Central America had become among the most Protestant regions of Latin America, with every country except Costa Rica and Belize measuring a large and rising evangélico minority. These changes unfolded alongside, and deeply affected, one of the most traumatic and violent periods in the region’s history, the so-called Central American crisis of the late 1970s and 1980s, when Nicaragua, El Salvador, and Guatemala became the battlegrounds for one of the last large proxy wars of the larger Cold War, between Marxist insurgencies and authoritarian governments.

On November 22, 1910, Rio de Janeiro was convulsed by the four-day Revolta da Chibata (Revolt of the Lash). Approximately half of the predominantly Afro-Brazilian sailors stationed in the nation’s capital—likely fifteen hundred to two thousand men—seized four modern battleships, removed their officers, and besieged the city. They complained of mistreatment, forced recruitment, low pay, and meager food, but their only demand in their first communication to the president was the cessation of corporal punishment in the Brazilian navy. Three of the four ships seized had been recently obtained by the Brazilian government from British shipyards; two were the first all-big-gun dreadnought-class battleships ever sold by the British to any foreign navy. Their 12-inch guns could near-simultaneously launch twelve 850-pound explosive shells at targets miles away, meaning that should they fire almost every part of the Brazilian capital city was under threat. Their second communique to the president demanded an end to the “slavery as practiced in the Brazilian navy.” The institution’s nearly century-long traditions of forced conscription, systematic and ritualized lashing, long-term forced labor, and the conspicuous malnourishment of Afro-Brazilian men tempts comparison to the exploitation of the enslaved in preabolition Brazil, but other than a brief policy of purchase and subsequent freeing of enslaved men to serve in the armed forces during the Paraguayan War (1864–1870), naval service did not draw on the exploitation of the enslaved. Instead, it conscripted Brazil’s free Afro-descendant population; citizens who represented a 47 percent plurality of Brazil’s population, larger than either the free white or enslaved Black populations at the time of Brazil’s first national census in 1872. The Brazilian navy was just one part in a series of institutions and legislative controls created and used to control Brazil’s free Afro-Brazilian population both before and after abolition in 1888. The freedom and citizenship of free Black men, women, and children was often ephemeral and regulated. Although Brazil lacked institutionalized racial segregation such as apartheid or Jim Crow, controls such as restriction on land ownership, police policies, military conscription, the manipulation of orphans, forced apprenticeship, and incarceration were implemented in such racialized ways that the overall outcome for Afro-Brazilians was similar. The navy’s acquisition of cutting-edge weapons of war created an opportunity for powerless Afro-descendant men to challenge the generally unacknowledged state systems of racial oppression and hierarchy.

Will Fowler

Antonio López de Santa Anna (b. Xalapa, February 21, 1794; d. Mexico City, June 21, 1876) was one of the most notorious military caudillos of 19th-century Mexico. He was involved in just about every major event of the early national period and served as president on six different occasions (1833–1835, 1839, 1841–1843, 1843–1844, 1846–1847, and 1853–1855). U.S. Minister Plenipotentiary Waddy Thompson during the 1840s would come to the conclusion that: “No history of his country for that period can be written without constant mention of his name.”1 For much of the 1820s to 1850s he proved immensely popular; the public celebrated him as “Liberator of Veracruz,” the “Founder of the Republic,” and the “Hero of Tampico” who repulsed a Spanish attempt to reconquer Mexico in 1829. Even though he lost his leg defending Veracruz from a French incursion in 1838, many still regarded him as the only general who would be able to save Mexico from the U.S. intervention of 1846–1848. However, Mexicans, eventually, would remember him more for his defeats than his victories. Having won the battle of the Alamo, he lost the battle of San Jacinto which resulted in Texas becoming independent from Mexico in 1836. Although he recovered from this setback, many subsequently blamed him for Mexico’s traumatic defeat in the U.S.-Mexican War, which ended with Mexico ceding half of its territory to the United States. His corruption paired with the fact that he aligned himself with competing factions at different junctures contributed to the accusation that he was an unprincipled opportunist. Moreover, because he authorized the sale of La Mesilla Valley to the United States (in present-day southern Arizona) in the 1853 Gadsden Purchase, he was labeled a vendepatrias (“fatherland-seller”). The repressive dictatorship he led donning the title of “His Serene Highness” in 1853–1855, also gave way to him being presented thereafter as a bloodthirsty tyrant, even though his previous terms in office were not dictatorial. Albeit feted as a national hero during much of his lifetime, historians have since depicted Santa Anna as a cynical turncoat, a ruthless dictator, and the traitor who lost the U.S.-Mexican War on purpose. However, recent scholarship has led to a significant revision of this interpretation. The aim of this article is to recast our understanding of Santa Anna and his legacy bearing in mind the latest findings. In the process it demonstrates how important it is to engage with the complexities of the multilayered regional and national contexts of the time in order to understand the politics of Independent Mexico.

The Cristero Rebellion (1926–1929), also known as La Cristiada, was a conflict between the Catholic Church and the Mexican government. The Catholics, especially from western states, rose up in arms against the anticlerical and pro-agrarian measures of President Plutarco Elías Calles’s government (1924–1928). General Joaquín Amaro, Minister of War, was charged with fighting the Cristeros in various regions of Mexico. Certain army generals, unable to conquer the Cristeros on the battlefields, triumphed when negotiating the road to peace with certain priests and Cristero leaders. In the higher echelons, two bishops, Pascual Díaz y Barreto and Leopoldo Ruiz y Flores, arranged, with President Emilio Portes Gil (1928–1930), an end to the conflict. The known “arrangements” between church and state were agreed upon, officially, on June 22, 1929. Once the conflict was formally over, General Amaro planned for the writing of an authorized version of the Cristero uprising. For this, he created the Historical Commission within the Ministry of War. The commission, according to Amaro’s orders, would produce, beginning with military documents, its own version of what had happened during the war. The soldiers turned “historians” would present their interpretation to their colleagues as well as to future generations. In spite of this, in the end the version that was disseminated was that of the former Cristeros. General Amaro failed a second time upon trying to pacify newer generations.

The monarchies of the Iberian Peninsula—Spain and Portugal—formed large multicontinental empires in the 16th century, which lasted until the beginning of the 19th, when independence movements divided them into various nations in the Americas. The functioning of these political constructs depended to a great extent on the capacity to create channels of communication that allowed information to be frequently and reliably transmitted and received. In turn, the progressive development of information policies was linked to the strengthening of the powers of monarchs and those close to them, which implies that one of the elements affirming the state during the modern era was its capacity to administer communication among its various agents. This was made concrete through the development of diplomacy and intelligence systems, including espionage. More than marginal and isolated actions, the use of spies and infiltrated informers in rival states was a recurrent instrument throughout the period and counted on the knowledge and agreement of the Iberian kings and their ministers. Although it is a research field that is still little visited, there has been a growth in research on the modern period, showing that societies were thirsty for information and looked for it to calculate ways of defending and strengthening the Portuguese and Spanish kingdoms.

The Federal Republic of Central America existed for a brief but critical period in Central American history. Tension in the region between its colonial legacy and liberal aspiration and conflict between Guatemalan prevalence and state independence led to the eventual dissolution of the Federal Republic. The result was a confederate rather than a federal approach to government in which each state was sovereign in its own territory. The period convulsed with interspersed colonial and republican regimes, which reflected the politics of the heterogeneous society of the time. The imaginary unity failed and the new republics emerged, doomed to their own sovereignty.

The Dutch West Indies Company (WIC) occupied the heart of Brazil’s sugar economy between 1630 and 1654, benefiting from the lucrative Atlantic trade based on African slave labor. The changes that occurred with the end of the Iberian Union, with D. João IV acclaimed king of Portugal in 1640 and the signing of a truce with the United Provinces in 1641, created a favorable scenario for the organization of a plan to retake the Portuguese territories. The Luso-Brazilians of the northern captaincies were in debt, and, discontented with the WIC’s administration, they took advantage of the changes to articulate a revolt to expel the Dutch from Brazil. This movement was designed to be a definitive strike against the WIC, seeking to retake the occupied territories in a few months. However, adverse factors turned the revolt into a war that lasted almost nine years. The Luso-Brazilian forces that began the revolt were not made up of professional soldiers, and the men were often poorly equipped and suffered from a lack of supplies. The revolt had the veiled support of the general government of Brazil and the Portuguese king, who provided troops, ammunition, and money that were used to maintain the army and bribe Dutch officers. The wars that took place on both shores of the Atlantic during this period directly influenced the course of the revolt. The Portuguese reconquest of Angola in 1648 was a heavy blow to the main source of slaves that the WIC used in Brazil, while the defeats suffered during the First Anglo-Dutch War (1652–1654) weakened the ability of the Dutch to maintain maritime control in northeast Brazil. The deterioration caused by the prolonged war, the successive defeats, and the weak support of the WIC and the United Provinces to their forces in Brazil led the Dutch to capitulate in 1654, in the face of a naval blockade carried out by the fleet of the General Brazil Company.

In December 1801, First Consul Napoléon Bonaparte sent a massive expedition to the French colony of Saint-Domingue (today: Haiti). His goal was to restore direct French rule and overthrow Toussaint Louverture, a former slave who, as governor general of Saint-Domingue, had been suspected of plotting independence. Bonaparte’s secondary goal may have been to reinstate slavery, which France had abolished in 1793–1794. Bonaparte’s brother-in-law, General Victoire Leclerc, headed the expedition. After landing in Saint-Domingue in February 1802 with 20,000 troops, he managed, with great difficulty, to defeat Louverture’s army. He then deported Louverture to France, where he died in exile. In August 1802, however, resistance intensified as plantation laborers became convinced that the French intended to restore slavery. Leclerc, who lost much of his army to yellow fever, embraced increasingly murderous tactics against the black population until he died in November 1802. For one year, Leclerc’s successor, General Donatien de Rochambeau, battled Louverture’s successor, General Jean-Jacques Dessalines, in a brutal conflict with genocidal overtones. The bravery of Dessalines’s troops, lack of support from France, epidemic disease, and the renewal of Britain’s war with France eventually doomed the French effort. After the departure of the last remnants of the Leclerc expedition, Dessalines declared the independence of Saint-Domingue, now known as Haiti, on January 1, 1804, and then put to death most of the remaining French planters.

The strategy of irregular warfare has been used since ancient times, but the term “guerrilla warfare” seems to have originated in early-19th-century Spain during the Napoleonic wars. “Guerrilla” is the diminutive of the Spanish word for war—guerra. During the Napoleonic wars, British troops used the term guerrillero (warrior) to refer to the Spanish and Portuguese rebels. The form of irregular warfare waged by these resistance fighters, who were engaging French troops during the Napoleonic invasion and occupation, became known as “guerrilla warfare.” The term was then used to refer to rebel troops in the Americas who led the battles for independence against Spanish troops. More recently, “guerrilla warfare,” as both a strategy and an ideology, is most closely associated with the Cuban Revolution of 1959 and the subsequent publication of the treatise and manual Guerrilla Warfare by Ernesto “Che” Guevara. Guevara did not invent the idea of guerrilla warfare, but the unique (and ultimately successful) approach to making revolution in Cuba and Guevara’s important treatise on the subject did change the general understanding and meaning of the concept. Guevara’s explanation of guerrilla warfare in the context of the armed revolutionary struggle in Cuba changed the trajectory of Marxist revolutionary thought and actions in the 20th century as well.

During the last quarter of a century, Uruguay has contributed more to UN peacekeeping operations than any other South American nation and was one of the top twenty countries in the ranking of the UN’s Department of Peacekeeping Operations (DPKO) between 2001 and 2016. This is striking when one bears in mind that Uruguay’s population is less than 3.5 million and that the size of its armed forces has been steadily reduced since 1985. With these credentials, Uruguay secured a non-permanent seat on the UN Security Council between 2016 and 2017, a position it had only previously held between 1965 and 1966. Contributing to peace operations has been a novelty in Uruguay’s foreign policy in the post-dictatorship era, though without breaking with the traditional principles of its foreign policy and strategic identity. Indeed, multilateralism and an adherence to the principles of non-intervention and negotiated conflict resolution have been consistent elements of Uruguayan foreign policy since the beginning of the 20th century. In fact, the motivations for Uruguay’s striking level of commitment to the UN peace operations are mainly linked to the evolution of civil–military relations after the dictatorship of 1973–1985.

War played a crucial role in the political and administrative development of colonial Brazil. The adoption of different government solutions, from the initial naval expeditions and proprietary captaincies to the establishment of a general government, were, in part, a response to the military challenges the Portuguese faced in the New World. In the 17th century, the leading municipalities in Brazil expanded their political prominence and reinforced their autonomy precisely when they assumed the commitment to feed the troops and pay for the army’s wages. War and military conflicts also played an important role in the formation of the colonial society in Brazil. There was a natural overlay between the hierarchical structure of the military institutions created in, or transplanted to, the colony and the hierarchical society the Portuguese established in America. The armed forces consolidated the social status of local elites; while they provided opportunities for the more marginalized groups of blacks, mixed-race, and Indians—active participants in the defense of Brazil from the outset—they also helped colonial administrators organize society along racial lines. Regulars, militias, ordenanças, and other military units filled different functions in the territory. They often took part in different military operations in a territory that was hardly suitable for large-scale operations, prolonged siege warfare, or coordinated deployment of mass infantry formations. In Brazil, similarly to other colonies in America, a distinct kind of warfare emerged, marked by a synthesis of European, Indian, and African military knowledges. It was called Guerra Brasílica, and it was both admired for its effectiveness and disparaged for not fitting nicely in traditional European military orthodoxies and for being undisciplined and supposedly “uncivilized.” The negative imageries attached to military campaigns in Brazil persisted in the minds of colonial administrators for a long time, underpinning the territory’s undeserving military status (when compared with India and North Africa)—a status that the colony seldom escaped.

During the 1860s, widespread warfare beset the Americas and Europe. Fighting resulted from challenges to existing political accommodations, and evolved into civil wars or interstate violence. Concurrently, economic and technological transformations through the 1860s aided long-distance communications, such as the coming of the telegraph and a much faster spread of steam power that helped to disseminate news and share experiences. All over the Atlantic, the triumph of national unification was the most visible result of the bloodbath, expanding state capacities and reinforcing the role of national symbols as common elements of a shared identity. Political and administrative centralization affected the exercise of local power in different ways, mainly in its capacity to recruit members of communities for war; appealing to national values and identities gradually became central in the demands for cooperation and sacrifice. After the end of combat, national authorities established regimes founded either on new constitutions or on amendments added to existing documents, the goal of which was reordering society according to rules capable of regulating and institutionalizing regional conflicts, simultaneously incorporating demands for representation and liberalization. These same groups demonstrated less efficiency when dealing with ethnic and social conflicts, sources of deeper divisions in societies that pretended to be consistent, progressive, and unified.
