Brazilian Cinema and Moviegoing

As the world’s fifth most populous nation and by far the largest Portuguese-speaking country, Brazil possesses a massive media market. Despite factors boosting demand for homegrown audiovisual content, the fortunes of the country’s film industry—prized as a means of expressing national identity and as a testament to technological modernity—have fluctuated over time. Historically, the sector has struggled in the face of competition from imported cinema, especially Hollywood product, which has dominated Brazilian screens since the mid-1910s. Nevertheless, Brazilian cinema has attracted mass audiences at home and won critical acclaim abroad, though not always with the same films. The humorous chanchadas (musical comedies) that characterized the industry from the 1930s through the 1950s were tailor-made for domestic audiences, but gained little traction internationally. By contrast, the politically charged and stylistically inventive films of the Cinema Novo movement attracted the attention of European and US critics, but held limited appeal for most Brazilian spectators. After Cinema Novo, few works of Brazilian cinema circulated in international markets until a series of gritty crime-themed films like City of God (2002) and Elite Squad (2007) reached global screens at the turn of the 21st century, bolstered by state incentives for private investment in film production. While this fare was also popular domestically, present-day Brazilian audiences often prefer romantic comedies, biopics, and religiously-themed films. These trends in Brazilian cinema have responded dynamically to the tastes and expectations of both national and international audiences. Onscreen representations create enduring images of the nation that circulate at home and abroad, while everyday practices of moviegoing forge an evolving realm of shared experience.


Cardoso Presidency

Fernando Henrique Cardoso (b. Rio de Janeiro, June 18, 1931) had an influential academic career before going into politics and becoming a senator, foreign minister, finance minister and president of Brazil. His book Dependency and Development in Latin America, co-authored with Enzo Faletto, was translated into several languages and was very widely cited. Cardoso’s academic career was interrupted by a military coup d’état in 1964, forcing him and many other left-leaning Brazilian academics into exile. In 1968 he was allowed to return to Brazil, where he and a number of colleagues started an applied research institute. When the military government began a gradual transition back to democracy, Cardoso joined a movement to rally the middle class and intelligentsia to pressure for direct elections to the presidency. Cardoso was elected an “alternate senator” on an opposition party ticket and later succeeded to the Senate. As a senator, he played a key role in the Constituent Assembly that wrote a new constitution for Brazil in 1988. In 1992, he left the Senate to take the position of minister of external relations. In 1993, President Itamar Franco unexpectedly prevailed on him to accept the position of finance minister. Much to everyone’s surprise, Cardoso and his team succeeded in ending hyperinflation and giving Brazil a stable currency without imposing austerity or hardship. The success of the monetary reform led to his election as president of Brazil in 1994. In 1998, he again won the presidency, but in his second term the economy went into decline, largely due to crises in Mexico, Russia, and elsewhere. In 2002 he passed the presidential sash on to Luiz Inácio Lula da Silva of the Workers Party. In retirement from the presidency, he continued to be active in the leadership of his political party, and served on many international boards and commissions. In 2016, he supported the impeachment of Dilma Rousseff for violations of fiscal responsibility laws.


The Collor Presidency from the Electoral Campaign to the Impeachment

In December 1989, Fernando Collor was elected President of Brazil, in the first election after the 1988 democratic Constitution. The election occurred under the threat of hyperinflation. The winner did not have strong parliamentary support, but the urgency for fighting high inflation gave to the President some time to govern without Judiciary and Legislative resistance. Soon after his inauguration, on March 15, the President launched heterodox stabilization measures—the Collor Plan—to “liquidate inflation.” This plan froze prices, changed the currency, and retained part of checking and saving accounts and other financial assets in Central Bank accounts, to be returned to the owners from September 1991 on. The government also started liberal reforms, privatizing state-owned enterprises and reducing barriers to international trade. The Collor Plan reduced the high inflation, but prices soon increased. On March 31, 1991, the government launched the Collor Plan II, once more against inflation. Having had bad results with the original plan, the government adopted economic orthodoxy, but high inflation remained. The center and left-wing party opposition grew, claiming legal protection for lower salaries and other demands for a substantive democracy. The conservatives pressed for more participation in the Executive in exchange of parliamentary support. President Collor resisted these pressures but finally made a ministerial reform in April 1992, to please the conservative parties and to strengthen his power. However, in May, a magazine published two interviews where the President’s younger brother accused him of corruption. In reaction, the center and left opposition parties made a coalition, and the Congress decided to organize a Mixed Parliamentary Inquiry Commission (CPMI) to investigate the accusation. After three months of inquiry, the CPMI approved, on August 26, a report saying that the President had committed crimes that allowed Congress to impeach him. Since August 16, the CPMI had been supported by a huge mass mobilization for impeachment. The mobilization continued until the Chamber of Representatives decided, on September 27, to allow the judgment of the President by Senate. This decision was achieved because conservative parties were included in the alliance around Vice President Itamar Franco. In December 1992, the Senate voted for Collor’s impeachment.


Digital Resources: Social Media, Gender, and the Electronic Music Scene in São Paulo

Women occupy few professional roles in electronic music scenes worldwide. In Brazil, and particularly in the city of São Paulo, female collectives have been playing an important role in raising awareness and trying to change this scenario in recent years. In order to do so, they appropriate social media as communication tools, which become relevant digital resources. Mamba Negra was founded in 2013, and was initially organized by Carolina Schutzer and Laura Diaz. They are part of a cultural movement that seeks to occupy São Paulo’s underused public spaces for festivities that embrace especially the female, queer, and black communities. Their name is that of a dangerous snake from Africa (Dendroaspis polylepis). Their considerable number of supporters is concentrated on their Facebook fan page, which had more than 38,000 followers as of April 11, 2019. The page was created on August 27, 2013. Since its origin, the page aims at sharing multimedia content related to the collective’s activities, such as events (mostly performances and parties), their online radio show, and photos and videos from specific artists. Bandida Coletivo is a collective of female DJs, event and music producers, photographers, and graphic artists that was created in 2016 with the aim of building safe spaces for women within the electronic music scene, not only to experiment with their art, but also to obtain more visibility and professional participation in events. Their name can be translated as “Female Bandit Collective,” and they are especially addressed to an audience of women from the outskirts of São Paulo. Their Instagram profile, @bandidacoletivo, is their preferred outlet in social media. It was created in December 2016 and had almost 2,400 followers as of April 24, 2019. It is filled with pictures and videos from different events they promote, such as parties and workshops, and their DJs’ performances.


Football (Soccer) in Brazil

Football appeared in Brazil in the end of the 19th century, among a favorable environment for the practice of English sports. These sports were initially practiced not professionally by English migrants and young students of Law, Engineering, and Medicine. Fluminense was the first club from Rio de Janeiro, at that time the capital of the country, to be dedicated exclusively to practice football. In the beginning, football represented nobility for the local elite. The social profile of people who attended matches at Fluminense’s field was very near to that of the players, be it for family reasons, friendship, or other motivations. Young women who went there desired to see their distinguished idols, and from this practice many relationships started. While this idyllic image of the past was produced, a historical point of view can notice a decisive enhancement in social segments interested in football. In the decade of 1910, a collective enthusiasm arose for football, mainly due to the fact that it was easy to practice and watch football in any kind of open space. This allowed it to spread out of clubs and the National Team. Far from the spatial and economic restriction of performance arts, football could be practiced and watched freely, in most diverse situations. The clubs’ lack of structure to allocate players and fans contributed in making football a popular game, since they needed to seek public spaces to practice. At this point, the club that opposed to Fluminense has been Flamengo, which until then was not more than a regatta club. When it opened a football department, it practiced in open fields near the beaches. Many passersby started to look out their training and matches, and some of them adopted Flamengo as their club even if not participating of its internal sphere. The players became idols, first in the neighborhood and then in the whole city. This encouraged the talk about football in bars and cafés, with reflections on the increasing number of people to attend matches. Historian Leonardo Pereira says that in a few years football has become a mania. The making of the first national team to dispute friendly matches against England and Argentina has also stimulated football’s repercussion. Noticing public interest over matches with teams from different cities or countries, sports press left its poor attitude about football and began to carefully pay attention to this kind of rivalry and the consequent emotions each fan is able to express for his team, especially the National Team.


Gender and Sexuality in Brazil since Independence

Over the past forty years, increasing attention to gender and sexuality in Brazilian historiography has given us a nuanced understanding of diverse ways in which women and men in Brazil’s past experienced patriarchy, racism, and other forms of oppression. As gender historians have shed light on how racialized and patriarchal gender and sexual roles have been reconstituted in different historical contexts, empirical studies in the field of social history have focused primarily on the historical agency of women, particularly non-elite women, who lived within or pushed against the confines of prescribed gender roles. Pioneering histories of sexual minorities have accompanied this trajectory since the 1980s, although this subfield has grown more slowly. A few nodal themes help to explain transformations in gender relations during each of the major periods of Brazil’s social and political history. Under the empire (1822–1889), honor is the entryway for analysis of gender and sexuality. Gendered standards of honor were critical tools used to mark class and racial boundaries, and to traverse them. Historians of the imperial period also stress the centrality of gender to the social, cultural, and economic networks built by members of various occupational, familial, and kinship groups. During the First Republic (1889–1930), the focus shifts to state vigilance and social control, together with debates over modernization of sexual and gender norms, particularly regarding urban space and prostitution. In the Vargas era (1930–1945), patriarchy and racialized sexuality formed the core of intellectual constructions of the nation’s history and identity, at the same time that homosexuality and women’s and worker’s rights generated intense debate. A new emphasis on domesticity emerged in the context of developmentalism in the 1950s, helping to spur a reaction in the form of the counterculture and sexual revolution of the 1960s and 1970s. The dictatorship (1964–1985) went to great lengths to suppress challenges to gender and sexual norms as part of its broader strategy to demobilize society and repress oppositional political movements. These challenges reemerged in the 1970s, when feminists and sexual minorities gained much greater visibility within a new wave of social movements. The 1988 constitution articulated these movements’ aspirations for social justice and equality through its foundational principal of human dignity. Significant legal changes followed over subsequent decades, including recognition of equal labor rights for domestic and sex workers, affirmative-action policies, and the legalization of same-sex marriage, in 2011. Despite notable setbacks, the momentum toward gender and sexual equality at the start of the 21st century was remarkable. This momentum was halted by the political coup that ousted the first woman president in 2016. The anti-feminist mood that accompanied the impeachment process underscored an overarching theme that runs through the historiography of gender and sexuality in Brazil: the centrality of gender to the major legal and political shifts that mark the nation’s history.


Historiography of Brazil in the 20th Century

The founding of the first universities in the first decades of the 20th century in Brazil emerged from a context of public education reforms and expansion that modified the relationship between intellectuals and the public sphere in Brazil. The representation of national pasts was the object of prolific public debate in the social sciences and literature and fine arts through social and historical essays, pushed mostly from the 1920’s to the 1950’s, such as Gilberto Freyre’s, The Master and the Slaves (Casa Grande e Senzala, 1936) and Sérgio Buarque de Holanda’s Roots of Brazil (Raízes do Brasil, 1936). Just after the 1950s, universities expanded nationally, and new resources were available for academic and scientific production, such as libraries, archives, scientific journals, and funding agencies (namely CNPQ, CAPES and FAPESP). In the field of history, these effects would have a greater impact in the 1960s and 1970s with the consolidation of a National Association of History, the debate over curricula and required content, and the systematization of graduate programs (thanks to the University Reform of 1968, during the military dictatorship). Theses, dissertations, and monographs gradually gained ground as long social essays lost their prestige, seen as not befitting the standards of disciplinary historiography as defined in the graduate programs such as a wider empirical ground and more accurate time frames and scopes. Through their writing in more specialized formats, which moved away from essays and looked into the great Brazilian historical problems, historians played an important role in the resistance against the authoritarian regime (1964–1985) and, above all, contributed to a debate on the role of silenced minorities regarding redemocratization.


Japanese Immigration to Brazil

Japanese immigration to Brazil started in 1908 as a replacement for European immigrants to work for the state of São Paulo’s expanding coffee industry. It peaked in the late 1920s and early 1930s, in the face of growing anti-Japanese sentiment in Brazil. The Japanese migrated to Brazil in mandatory family units and formed their own agricultural settlements once they competed their colono labor contracts and became independent farmers. Under Getúlio Vargas’s nationalistic policies, a 1934 immigration law severely limited the entry of the Japanese. Strict legal restrictions were also imposed on them during Vargas’s Estado Novo (1937–1945). Japanese immigration was eventually terminated in 1942. Then the number of Japanese immigrants reached 188,986. At the end of the war, the Japanese were sharply divided among themselves over the defeat of Japan, and Sindō Renmei’s attacks on other Japanese factions terrified the nation of Brazil. Having given up their hope of returning to their homeland, the Japanese and their descendants began to migrate on a large scale to the cities, especially São Paulo City. Japanese immigration resumed in 1953 and peaked in 1959–1960. A total of 53,657 postwar immigrants, including many single adult men, arrived in Brazil before 1993. By 1980, the majority of Japanese Brazilians had joined the urban middle class, and many were already mixed racially. In the mid-1980s, Japanese Brazilians’ “return” labor migrations to Japan began on a large scale, due to Brazil’s troubled national economy. More than 310,000 Brazilian citizens were residing in Japan in June 2008, when the centenary of Japanese immigration was widely celebrated in Brazil. But the story does not end there: the global recession soon forced unemployed Brazilians and their Japanese-born children to return to Brazil.


Luiz Inácio Lula da Silva and the Brazilian Workers’ Party (PT)

Luiz Inácio Lula da Silva (b. Caetés, Pernambuco, Brazil, October 27, 1945) was born in severe poverty in the Brazilian northeast. “Lula” was a nickname which he legalized as an adult so that it could be listed on election ballots. He is universally referred to as Lula in Brazil. When he was seven years old his mother took the family on the back of a truck to the state of São Paulo in the hope of joining Lula’s father, who had abandoned the family. With her help, and without Lula’s illiterate and abusive father’s encouragement, he went to school to become a lathe mechanic. He then became a union activist and a leader of massive strikes in the industrial suburbs of São Paulo during the last years of Brazil’s military regime. In 1980, Lula joined with progressive union leaders, activists, and intellectuals in organizing the Partido dos Trabalhadores (PT), or Workers’ Party. The PT was distinguished by its internal democracy and intellectual openness, and many on the left, in Brazil and elsewhere, believed it had great potential for reconciling socialist economics with political democracy. It initiated participatory budgeting practices in an effort to go beyond formal electoral democracy. Lula da Silva’s charisma made him the Party’s most popular leader. Lula won a seat in Congress in 1986, then was defeated in presidential campaigns in 1989, 1994, and 1998. In 2002, he adopted a more moderate campaign platform and was elected president of Brazil. He was re-elected in 2006 and passed the presidency on to his chief of staff, Dilma Rousseff, at the end of his second term. As president of Brazil, Lula followed moderate economic and social policies, building on the accomplishments of his predecessor rather than making the radical changes many Workers’ Party activists and supporters wanted. The economy grew during his presidency, and he was able to increase funding for income redistribution programs that helped the poorest Brazilians. His administration was tarnished, however, by a massive corruption scandal involving illegal payments to members of Congress. Brazil went into a recession after Dilma Rousseff’s re-election in 2014, and there was an even larger corruption scandal involving the national oil company. Rousseff was impeached in 2016, and the Workers’ Party lost control of the Brazilian government and fared badly in municipal elections. Lula da Silva was convicted on corruption charges. If his conviction is not reversed on appeal, or if he is convicted on other pending indictments, he will not be allowed to compete for the presidency in the 2018 elections.


Popular Music since 1945 and the Growth of the Brazilian Culture Industries since 1945

The period following the end of Getúlio Vargas’s second government (1951–1954) saw a massive expansion of the media industries, with popular music in particular becoming an important cultural touchstone. A major feature of the postwar period was the politicization of music and other media such as radio, television, and social media. Other salient trends include the incorporation of international musical influences (especially jazz, rock, and countercultural postures) into Brazilian musical production starting in the late-1950s, and the rise and prominence of regional genres in the national discourse. Along with the fluctuations in the national economy, the recording industry expanded and contracted. Brazilian media industry infrastructures have taken part in artistic expression, including both major multinational record labels as well as independent record companies. Popular music production has regularly responded to the social and economic upheavals that have characterized Brazil since the end of World War II, including the military dictatorship (1964–1985). While much of the international reputation of Brazilian music in this period relies on the popularity of bossa nova, the history of the country’s media industries shows how other genres such as música popular brasileira, rock, brega, and sertanejo adapted to public tastes. Even during the height of the military regime’s repression, the efforts of record companies and recording artists saw the expansion of Brazilian popular music into still more diverse sounds, a trend that continued through the first decades of the 21st century. Interdisciplinary perspectives, including communication studies, history, anthropology, and ethnomusicology, show some possible new routes for music and cultural industry research in Brazil.


Race, Science, and Social Thought in 20th-Century Brazil

Race is a fundamental theme in the sciences and social thought of 20th-century Brazil. The republican regime, inaugurated in the country in 1889, was already born troubled by questions concerning the viability of the nation, which, from the viewpoint of European scientific theories on race, was doomed to fail due to the high contingent of black and indigenous people, and its racial mixture. The solution proposed by the country’s scientific and political elites was characteristically the theory of whitening, which, without breaking completely from scientific racism, established its own path for nation building. The 1910s were marked by the growth of the sanitarist movement led by the medical elite, the country’s leading scientific community at the time, which shifted the explanation for the country’s ills from its racial constitution to parasitic diseases. The eugenics movement emerged in Brazil closely connected to the sanitarist movement and was dominated in the 1920s by a Lamarckian conception of heredity, seeking to improve the “Brazilian race” through social medicine. This eugenics framework did not signify the absence of more racial interventionist proposals, however, such as the sterilization of the “unfit” and immigration restrictions. The latter proposition acquired the force of law under the 1934 Constitution and was maintained under the 1937 Constitution, which lasted throughout the Estado Novo. Nevertheless, the first Vargas government (1930–1945) invested in strengthening the image of a country with harmonious race relations and the identity of the Brazilian as miscegenated, an idea sustained by the social thought and intellectual production of the period. Following the end of the Estado Novo dictatorship and the Second World War, Brazil became a field for research on race relations promoted by UNESCO. The project’s starting point was the notion that the country could provide an example of harmonious race relations for a world traumatized by war and the Holocaust. The research findings, though, pointed to the existence of racial prejudice and discrimination. From the 1950s, research in the social sciences and the black movement deepened the investigation and the denunciation of racial inequalities in Brazil. Concurrently, research in the genetics of human populations insisted that the Brazilian population was characterized by racial mixture and biological diversity. After the 1970s, during the military dictatorship still, the black movement emphasized negritude as an identity and denounced racial democracy as a myth that concealed inequality. In this context, the sociology of race relations began to affirm race as one of the determinant variables of class structure in Brazil. In the 1990s, some sectors of the black movement and the social sciences asserted that antiracism should strengthen race as an identity and the black/white polarization. At the same time, in dialogue with the tradition of social thought and with modern research on the human genome, other intellectuals highlighted miscegenation as characteristic of the Brazilian population and advanced the need to combat prejudice and discrimination. The clashes of the 20th century eventually resulted in affirmative actions and quota policies being implemented by the Brazilian government from the 2000s.


Samba Schools

Samba schools are musical and recreational associations linked to carnival, created in Rio de Janeiro between 1928 and 1932 approximately. The first competitive samba school parade was held during the 1932 carnival, and since then they have held annually, always during carnival. Samba schools were also created in São Paulo later in the 1930s and gradually spread throughout Brazil, expanding internationally from the 1970s onwards. Since the end of the 1950s, the samba school parade has been recognized as the principal event in the Rio de Janeiro carnival. It is characterized as a performance involving music, dance, costume, and artwork. In the 1930s, each school sang up to three different sambas: the rule of just a single samba per parade was established later. Instrumental accompaniment is produced by the bateria, a set of membranophones and idiophones, which is perhaps the most the most characteristic element of a samba school. In addition, a small group of guitars and cavaquinho (a type of ukulele) provide the harmonic base for the singing. A group of judges mark the competition: points are organized by theme, music, dance, and outstanding features. The parade has gone through numerous transformations over the years. One such was the growing importance of the enredo, the central theme or story guiding the parade as a whole. In the 1950s, the composition of the sambas for the parade came to be driven by the need to present each aspect of the enredo in the music and lyrics, which led to the creation of a new type of samba, the samba-enredo. At time, the sambas performed in the parades were not very different from the sambas released on records and sung in different contexts in festivities. In the 1960s, the coordination of all aspects of the parade, with the aim of showing the enredo in the best manner possible, led to the emergence of a new role, the carnavalesco, who is charged with choosing the theme and designing and planning everything related to the parade’s visual and scenic dimensions. Increasing public interest in the samba schools was accompanied by the growth of the parade itself, implying ever greater costs, connections, and conflicts with the public authorities and with different private economic agents, including in some cases illegal economic activities, such as gambling. The importance of the parade of the samba schools for the city of Rio de Janeiro was expressed in the construction in 1983–1984 of a new and immense urban structure, known as the Sambódromo. Designed to shelter the parades without disturbing urban circulation, as had happened until then in the mounting and dismantling of stands, the Sambódromo is used throughout the year. Its open spaces host various festive events in the city, while the closed ones are used for activities linked to public education.


Science and Technology in 20th-century Brazil

Twentieth-century science and technology in Brazil were marked by the building of new institutions of higher education, research, and research funding as well as by the professionalization of scientific practice in the country. Most of these changes were state driven and state funded, while some support came from foreign philanthropic foundations and states and, on a smaller scale, from the private sector. The mid-20th-century was when most activity took place, for instance the founding of the University of São Paulo, as a reaction of the state of São Paulo to national political changes in 1930, and the establishment of funding agencies such as Conselho Nacional de Desenvolvimento Científico e Tecnológico (CNPq) and Coordenação de Aperfeiçoamento de Pessoal de Nível Superior (CAPES), as initiatives of the federal government. Throughout the century the institutionalization of science moved from a strictly pragmatic model toward the acknowledgement of science as the professional activity required for the production of new knowledge. In Brazil the development of science has been marked by a succession of ups and downs closely following economic cycles and political times, albeit not perfectly synchronously. Therefore, a major brain drain began in 1960 during a democratic regime, and the 1964 military dictatorship restrained civil rights while supporting science from 1970 on. Chronological limits in this history are not turning points. On the one hand, as the 21st century began Brazilian academia suffered further ups and downs closely related to political and funding crises, which have worsened since President Jair Bolsonaro assumed office in 2019. On the other hand, the huge impact of the 20th-century changes in Brazilian academia should not detract from the production of science and technology in previous centuries.


Transitional Justice in Brazil, 1970s–2010s

The struggle for transitional justice in Brazil has faced various roadblocks since the country’s return to democracy in the mid-1980s. The military dictatorship that ruled the country from 1964 to 1985 employed brutal political repression against civilians deemed “subversives.” For years, however, the state had persistently disregarded claims to hold perpetrators accountable. This was mostly the result of an extremely negotiated and military-controlled transition to democracy, marked by political continuities and legal impunity to human rights violators. Effective campaigns by civil society organizations and families of the dictatorship’s victims finally led the Brazilian state to implement constrained policies of transitional justice. Between 1995 and 2010, the state officially recognized the dictatorship’s practices of torture and forced disappearance, as well as offered reparations to the victims. A national truth commission was ultimately established in 2012, culminating in an extensive final report that illuminated the dictatorship’s systemic repression and recommended holding its key perpetrators accountable. Yet the Brazilian armed forces strongly repudiated the commission’s work and actively curbed attempts to prosecute human rights violators. Frustrated by the state’s protracted implementation of transitional justice, human rights advocates sought alternative routes to accountability and truth-seeking. Some pressured professional organizations to discipline members complicit in the dictatorship’s repression. Others formed local truth commissions in municipalities, universities, unions, and corporations across the country to broaden and enhance the work of the national commission. Brazil thus experienced a particularly gradual and decentralized trajectory of transitional justice.
