In Argentina, the provision of health care is divided into three components: a highly decentralized universal public sector, funded from general taxation; a constellation of compulsory collective insurance schemes, financed by contributions withdrawn from the salaries of workers in the formal labor market; and a system of private insurance companies used primarily by the middle and upper classes. Regarding the delivery of medical services, the configuration is mixed, as the weight of public and private providers is roughly equal. This complex structure, which derives from the historical development of particular institutions, produces high costs and unequal access to care according to a person’s geographical residence, occupational status, and purchasing power.

Stature, Poverty, and Inequality in 19th- and 20th-Century Mexico

Anthropometric studies have shown that the evolution of human stature can be helpful to examine human welfare. Adult stature is an indicator of health status and living standards for periods in which there has not been a systematic collection of data of other indicators, such as the price of goods and wages, as is the case in Mexico prior to 1950. Mexican anthropometric history studies have revealed that stature is a good measure to examine the evolution of living standards in the long run and that it has been effective for assessing poverty and inequality. These studies have shown that, for the period 1850–1950, the evolution of living standards was heterogeneous. There were different trajectories depending on the socioeconomic status. People from working-class backgrounds experienced a deterioration and/or stagnation, while people from upper-class backgrounds experienced a sustained increase in average stature. These trends challenged the official history of the post-revolutionary period, which argued that the living standards of the Mexican population deteriorated during the Porfirio Díaz administration (1876–1911) and improved afterwards with the promulgation of social legislation in the post-revolutionary era (post-1910). Additional studies show that, during the post-1950 period, there was a generalized improvement in stature, but it was limited by the challenges of economic downturns and persistent structural inequality.

Colonial Elites: Planters and Land Nobility in 17th- and 18th-Century Brazil

Portuguese colonists carried their conceptions of social organization to the Americas. Their ideal was to “live like a gentleman,” that is, to own land and command laborers in order to distance themselves from manual labor and exercise patriarchal authority over a large household. Their property also allowed them the time and resources to be active in local politics and serve the Crown. They intended to reproduce in the New World the lifestyle of the Portuguese provincial nobility. There were, however, huge differences, since in Brazil the elite lorded over enslaved persons instead of peasants. The first elite families made their fortunes through the conquest and enslavement of Native Americans in the second half of the 16th century, but many of them did not manage to maintain their position during the transition to enslaved African labor in the following decades. Especially in the most dynamic areas, such as Pernambuco and Bahia, the first half of the 17th century was a period of flux in elite composition. By mid-century, however, a small number of families controlled most local offices, slowly fashioning themselves into local nobilities and wielding these claims to negotiate with the Crown and its representatives. Planter elites also established broad patron-client networks that included even their enslaved property. Nevertheless, their preeminence was threatened by the rise of merchant power in the 18th century, boosted by the huge demographic and economic expansion derived from gold discoveries in the southeast and the development of the internal market. Nevertheless, the noble ideal did not lose its appeal, and many rich merchants linked themselves to old noble families through marriage and the adoption of an aristocratic lifestyle.

Race and Social Inequality in 20th and 21st-Century Brazil

Several voices inside and outside Brazil define it as a racial democracy—that is, a nation without segregation or rigid boundaries separating the different groups of race and color. This understanding interacts with issues like nationality and a positive image that this nation conveys for itself worldwide as a land of cordiality, happiness, and racial integration. More than origin, personal appearance is the basis of social interactions. Society can identify a continuum of hues of skin color among its individuals who are racially classified according to their social class and the social spaces in which they interact. However, it does not mean that the social prestige assigned to an individual’s skin color is neutral. The literature shows that the pattern of race relations in Brazil is characteristically ambiguous, based on constant racial prejudice and discrimination against the Afro-Brazilian population while systematically denying its existence. As such, Brazil’s individuals have an asymmetrical standard of social acceptance and access to economic, political, and symbolic power, based on their physical features, including their skin color, their hair type, and the shape or size of their lips and nose. Despite methodological complexities, several research pieces from 1990–2020 confirm that a racial hierarchy system exists in Brazil and that racial injustice, violence, and inequality are prevalent. Since the beginning of the 21st century, Brazil has implemented comprehensive social policies to combat poverty and affirmative action policies that target Afro-Brazilian individuals in an effort to improve the quality of the lives of Brazil’s poorest citizens. Nevertheless, these endeavors were not enough to overcome the consequences of a long historical period of slavery, discrimination, and racial injustice.
