The Autonomous Department of Press and Publicity (DAPP) created by Lazaro Cardenas’s administration responded to the need for a fixed ideological framework that would allow for the construction of a modern, prosperous, and politically unified nation based on the Six-Year Plan. The materials produced by the DAPP designated collective identities; defined relations between the government and its enemies, rivals and allies; preserved and molded past memories, and sought to project fears and hopes into the future. The department used a variety of mass media technology to produce messages with the aim of controlling criticism of the regime, shaping public attitudes, generating a collective “us,” and effecting change in the thoughts and actions of the public. The continuous use of the media was a response of the Cardenista administration to the constant rejection that its public policies generated, either because they affected particular economic interests or because they were considered as an affront to the way of thinking of various social sectors, particularly those identified with Catholicism. President Cárdenas and his associates perceived that they were a besieged and criticized administration, both inside and outside the country. Hence, they deemed it essential to start up a strong propaganda apparatus in order to reverse the opposition and generate supporters. Its creation is framed by the efforts taken by various governments during the 1930s that viewed propaganda as an effective tool for producing political consensus, generating feelings of national unity, and changing public habits.

Free speech was a greater concern for Mexican politicians, legislators, and intellectuals during the 19th century than electoral democracy. This can be easily verified by looking at the large number of laws, decrees, trials, appeals, and polemics provoked by contradictory efforts to guarantee the right to express reasonable opinions, formulated since the 1812 Cádiz Constitution, and the concern to limit that freedom for the preservation of stability, morality, religion, and honor. Mexican public men spent considerably more energy reading and arguing about written words than counting votes. Yet the historiography of Mexican liberalism has, for the most part, stressed the history of frustrated attempts to expand representation and thus consolidate sovereignty. This article looks at the public sphere as a space for but also of contention. Politics, as was understood by most political agents of the time, took place in that virtual space, and a good part of political conflict revolved around the right to speak on behalf of public opinion. The broader arc to be described here starts with the contentious and romantic decades since the 1857 Constitution consecrated free speech and press juries and moves through the taming of the press using legal reforms and politically motivated prosecutions under Porfirio Díaz, to the consolidation of a new order in which a diverse and prosperous press struck an understanding with the post revolutionary regime to constrain the possibilities of political debate, around 1930.

In the first half of the 20th century, Uruguay was a relatively educated, democratic, and politically progressive South American country, and women there used old and new media for professional and political ends. Radical, Catholic, and liberal feminist women all utilized print media to promote their views and build support for their respective causes in publications aimed at both female and general audiences. Anarchist feminist María Collazo, for example, edited an important publication, La Batalla, from 1915 to approximately 1927. By the late 1920s, radio was an emerging mass medium, and women activists, journalists, and others sought to make their voices heard, literally and figuratively, on its airwaves. Starting in 1935, those airwaves included Radio Femenina, the first all-woman format radio station in the Western Hemisphere. One of the voices heard on Radio Femenina was Dra. Paulina Luisi, Uruguay’s leading feminist activist, who became a powerful voice of both the Socialist Party and the politics of the Popular Front in the late 1930s and early 1940s.

At least four major periods help to understand Brazilian history from pre-contact until modern times: the era of indigenous societies prior to 1500; the Portuguese colonial period (1500–1808); the experience of the Monarchy (1808–1889); and the Republic (1889–2019). Although the expanding and varied repositories offering digital resources do not necessarily cover these four highlighted periods thoroughly, researchers should still know them before navigating through the documents and images such repositories are making freely available to the public. Historical Brazilian digital holdings can be grouped into nine broad areas: (1) documents produced by national, state, and municipal governments; (2) records relating to specific historical moments; (3) sources for immigrant, indigenous, and African and Afro-Brazilian studies; (4) collections helpful for examining labor, industry, and plantations; (5) sources relevant for sex and gender studies; (6) materials for the history of science; (7) personal and private collections; (8) periodicals (newspapers and magazines); (9) and sources related to artistic, patrimonial, and cultural production. Researchers will find abundant sources about Brazilian society, political changes, the economy, education, commercial relations, wars and revolts, urban reforms, companies, violence, customs, and values, among many other topics and issues. Scholars and students can access interviews, photographs, newspapers, magazines, books, civil and parish records, laws and reports from government institutions, correspondence, music, movies, documentaries, maps, and much more.

Gaceta de Guatemala is the name of a newspaper spanning four series and published in Central America before the region’s independence from Spain. As one of the first newspapers to appear in Spanish America on a periodical basis, the initial series (1729–1731) was inspired by its Mexican counterpart (Gaceta de México) and thus it adopted a strong local and chronological focus. The title resurfaced at the end of the 18th century thanks to the printer and bookseller Ignacio Beteta who would assure its continuity until 1816. The paper appeared as a mainly news-oriented publication (1793–1796), only to be reshaped and energized by a small group of enlightened men close to the university and the local government (1797–1807). In an effort to galvanize society along the lines of the reforms promoted by the Bourbon regime, and to engage in a dialogue with readers beyond the borders of the capital city of Guatemala, they relied on a vast array of sources (authorized and censored) and on a journalistic model associated with the British Spectator: it allowed them to explore different genres and a wide variety of topics, while also allowing the paper to fulfill its role as an official and practical news channel. The closure of the Economic Society which had been the initial motor for the third series, and the failure to attract or retain strong contributors led slowly to the journal’s social irrelevance. It was resurrected a year after ceasing publication, to address the political turmoil caused by the Napoleonic invasion of the Peninsula and to curb this event’s repercussions overseas. These circumstances warranted a mainly news-oriented format, which prevailed in the following years. The official character of the paper was confirmed in 1812 when it appeared as the Gaceta del Gobierno de Guatemala, a name with which it finally ended publication (1808–1816).

A persuasive literature has argued that the course of Latin American history from the arrival of Europeans to the present has been shaped to a large extent by a small but expanding group of literate bureaucrats, church officials, lawyers, and intellectuals, known as letrados, who made their lives in urban centers. Those marked by this combination of power, urban living, and the written word, an assemblage that Angel Rama has dubbed “the lettered city,” utilized literature, history, the law, politics, and higher education to imagine the country into existence textually and to justify the hierarchies and inequalities that characterized their rule. Yet in Mexico, as elsewhere in Latin America, writing has a long history in nonelite settings, a venue that, in recognition of this fact, has now been referred to as “the lettered countryside.” Moreover, as understandings of a single literacy are giving way to a concern with “literacies,” defined in the plural and operating in relationship rather than opposed to such things as orality and visuality, traces of literacy practices are being discovered in many locations. Foregrounding the conjunction of the lettered city and the lettered countryside is an attempt to bring these venues into conversation while doing away with the binary that associates literary with the city and orality with the rural. Over the course of the 19th century in Mexico, although the written word was still pressed into the service of national imagining, a number of other characteristics shaped the conjunction of the lettered city and the lettered countryside. A struggle over secularization was one new development, as authority came increasingly to be invested in the written word itself rather than justified in religious terms. New forms of literacies emerged, especially those associated with the novel and other forms of publications, including newspapers, periodicals for and by women, and the penny press, creating new publics with distinct senses of themselves as communities of readers and listeners; oratory, public discussion of politics and other issues in various venues, and the phenomenon of indirect readers also brought together these two locations. As early as the 1840s, rural residents in some parts of the country had made writing their own, drafting political proclamations in which they defined such things as federalism in their own terms and asserted themselves in national politics. While elite diarists, both men and women, left traces of their emotional lives in various forms of life writing over the course of the entire period, ordinary people, including mine workers, agricultural laborers, and women who carried out household duties, wrote love letters to each other by the last third of the century, if not before. Composed and exchanged by means of cooperation, the use of intermediaries known as evangelistas, or by individuals with various degrees of facility in reading and writing, love letters served as privileged means of communicating the emotions they brought into being while often ending up as evidence in legal proceedings that continued to assert the prerogatives of the lettered city even as it came ever more intimately conjoined with the lettered countryside.

The Documented Border: An Open Access Digital Archive combines creative and research strategies to contribute to the digital humanities. Officially launched in October 2014, the project advances understanding about the borderlands between the United States and Mexico and their peoples during a period of unprecedented change. As a repository and interactive tool, the open-access archive is useful for faculty and student research, journalists, and the community at large. Currently, the archive divides into two parts. The first part focuses on journalists and human rights activists, and it includes the oral histories of journalists who cover northern Mexico from both sides of the border and human rights activists who are working to improve freedom of expression in Mexico. More than a hundred journalists in Mexico have been murdered since 2000. The oral histories help to illuminate the complex environment in which journalists must work as they negotiate between political and economic forces and the need to inform the public. The second part of the archive features the inner workings of US immigration policies through the documentation (artists’ illustrations) of Operation Streamline, a “streamlined” federal-court proceeding in which a judge determines the status of migrants who are detained by US Immigration and Customs Enforcement, or ICE. A unique aspect of the Documented Border is its living-archive status. As archives in general struggle to close the gap in the representation of underrepresented communities in the historical record, the Documented Border Digital Archive has gotten in front of current research and primary-source documentation. The archive not only presents the documentation being created by interdisciplinary researchers in digital form but also donates it to the institution to ensure long-term preservation and access. The project forms part of the Borderlands Collection of the University of Arizona Libraries Special Collections.

With the surge of social struggles tied to the implementation of capitalist modernization at the end of the 19th century, diverse forms of technology-based mass communication in Chile arose to represent the emergence of social sectors that didn’t participate in the dominant culture and sought to disseminate an alternative. Working-class and feminist newspapers, neighborhood theaters, and Cordel literature broke away from the traditional elitist and pedagogical nature that had defined the media until that time. Since then, with cycles that have ebbed and flowed, numerous communicative experiences were related to mass culture in controversial ways: they opposed it, converged with it, et cetera. Even though it is possible to trace the continuity between the cases described, this continuity is not clear upon first glance, due to its underground and nascent character. In general terms, these experiences were not established as an autonomous space for technical or aesthetic experiments; when there was a strategy, it tended to be political in nature, whereas communicative material remained conditional. Finally, the study of these cases implies a paradox: the 20th century began with a vast number of alternative communication projects that became institutionalized over the years, but they re-emerged more autonomously during Augusto Pinochet’s dictatorship and the era that followed. This process of institutionalization alludes to an inversely proportional relationship between the process of incorporating the masses into positions of power (in the period between 1925 and 1973) and the development of alternative communication: these experiences are plentiful in the less institutionalized contexts of the enlightened working-class culture (that is, preceding the founding of the Communist Party in 1922 and after the anti-working-class culture that has accompanied the neoliberalism imposed since the dictatorship).

The Portuguese Empire in the tropics, established in Rio de Janeiro, the political center of Portuguese America between 1808 and 1821, was characterized by a government in flux, dealing with a revolutionary Atlantic, an immediate result of the French Revolution and the Napoleonic invasions. This was a period of instability and transition. Studies from the perspective of political culture analysis have demonstrated the strength of enlightened ideas, the reformist strategy of the Portuguese monarchy in the reorganization of its overseas empire, and the regimentation of Luso-Brazilian elites since the 1780s and 1790s. After 1808, the association of interests between those born in Brazil and those from Portugal benefited from King João’s policy to distribute lands, offices, privileges, and mercês (favours). The process of the interiorization of the metropole in Southern Central Portuguese America corresponded with the interests of the Luso-Brazilian elites around the city of Rio de Janeiro, who expanded their political projects toward other regions of Brazil. In Pernambuco, by contrast, the 1817 insurrection and the republican choice of its leaders explained the fracturing of the empire and monarchical authority. Revisiting debates about the empire in the tropics—including in the press that emerged following the establishment of the court of Rio de Janeiro—implies rethinking the dynamics of the reconfiguration and apprehension of the territories and their geopolitics, thinking about heterogeneous temporalities, and investigating the transit of people on a large scale across the world, the increase in black slave traffic, and forms of compulsory labor. These dynamics were the subject of innovative studies during the bicentenary of the transfer of the court, providing details of the unprecedented experience of a European king in the Americas. In 2008, many academic, cultural, and artistic events were held, and numerous books, collections, and catalogues were published, fruit of a dialogue between Brazilian and Portuguese historians. Among these were the publication of biographies, correspondence, and studies of scientists and artists who were in the court in Rio de Janeiro and who traveled through Brazil from north to south at the beginning of the 19th century. Furthermore, the project of civility in the tropics helped gestate liberal constitutional politics and a limit on the Joanino government in relation to the forms of reappropriation of the revolutionary ideal. Thus, the court in exile was an important element of the redefinition of the autonomization process in Brazil in the 1820s.

Printed periodicals constitute sources increasingly used by researchers in the human sciences, as the catalogues of publishers, dossiers of academic journals, and research carried out in graduate programs show. The enormous variety of titles, many of which are easily available thanks to the digitalization programs of the institutions that hold them, seems capable of meeting a wide variety of interests. While heterogeneity is one of the attractions of this type of documentation, it also raises significant challenges for those who use this material as a source, since methodological procedures are subordinated to the specific nature of the selected printed material. Not by chance, wide-ranging works, which propose to cover the history of the press as a whole, have ceded space to monographic works dedicated to in-depth analysis of a single periodical or a restricted number of titles. Cultural and literary periodicals have attracted particular attention from specialists, since they included in their editorial teams combative intellectuals committed to disseminating aesthetic, social, and political postures, which makes these publications privileged vehicles to investigate sensibilities, tastes, themes, and ideas, in short shared readings that help us to understand the dynamics of cultural life at a given moment.
