Natural hazards are a complex governance problem. Managing the risks associated with natural hazards requires action at all scales—from household to national—but coordinating these nested responses to achieve a vertically cohesive course of action is challenging. Moreover, though governments have the legal authority and legitimacy to mandate or facilitate natural hazard risk reduction, non-governmental actors such as business firms, industry associations, research organizations and non-profit organizations hold much of the pertinent knowledge and resources. This interdependence demands horizontal collaboration, but coordinating risk reduction across organizational divides is fraught with challenges and requires skillful leadership.
Flood risk management (FRM)—an integrated strategy to reduce the likelihood and impacts of flooding—demonstrates the governance challenge presented by natural hazards. By engaging stakeholders, coordinating public and private efforts, and employing a diversity of policy instruments, FRM can strengthen societal resilience, achieve greater efficiency, and enhance the legitimacy of decisions and actions to reduce flood risk. Implementing FRM, however, requires supportive flood risk governance arrangements that facilitate vertical and horizontal policy coordination by establishing strategic goals, negotiating roles and responsibilities, aligning policy instruments, and allocating resources.

Natural hazard governance in countries in the Global South is shifting from a state-centered approach, which has predominantly focused on disaster risk management, with limited involvement of citizens, and a disaster response to a hazard event, to an approach which is more participatory, inclusive and proactive. This emerging approach aims to be transformative, as it draws on the knowledge and skills of multiple actors, including community members; focuses on risk reduction and adaptation; and builds new models of participatory risk governance at the local and city scale.
Progressive legislation has played a major role in supporting this evolution toward a more transformative approach to natural hazard governance, which recognizes the political economy and political ecology of risk. This includes acknowledging the vulnerability of communities in particular contexts, and the need to address development deficits to build resilience in the face of natural hazards. However, a significant gap exists between progressive legislation and policy, and implementation. Informal settlements experience some of the worst impacts of natural hazards due to their exposure, vulnerability, and social and political marginalization. However, they are also resilient and adaptive, developing innovative approaches in partnership with the state and other actors, to plan for and respond to natural hazards. Empirical research on particular case studies where these shifts in governance are evident, is necessary to explore the opportunities for and barriers to transformative, participatory natural hazard governance in cities in the South.

In the context of this article, risk governance addresses the ways and means—or institutional framework—to lead and manage the issue of risk related to natural phenomena, events, or hazards, also referred to popularly, although incorrectly, as “natural disasters.” At the present time, risk related to natural phenomena includes a major focus on the issue of climate change with which it is intimately connected, climate change being a major source of risk.
To lead involves mainly defining policies and proposing legislation, hence proposing goals, conducting, promoting, orienting, providing a vision—namely, reducing the loss of lives and livelihoods as part of sustainable development—also, raising awareness and educating on the topic and addressing the ethical perspective that motivates and facilitates engagement by citizens.
To manage involves, among other things, proposing organizational and technical arrangements, as well as regulations allowing the implementation of policies and legislation. Also, it involves monitoring and supervising such implementation to draw further lessons to periodically enhance the policies, legislation, regulations, and organizational and technical arrangements.
UNISDR (now known as UNDRR) was established in 2000 to promote and facilitate risk reduction, becoming in a few years one of the main promoters of risk governance in the world and the main global advocate from within the United Nations system. It was an honor to serve as the first director of the UNISDR (2001–2011).
A first lesson to be drawn from this experience was the need to identify, understand, and address the obstacles not allowing the implementation of what seems to be obvious to the scientific community but of difficult implementation by governments, private sector, and civil society; and alternatively, the reasons for shortcomings and weaknesses in risk governance.
A second lesson identified was that risk related to natural phenomena also provides lessons for governance related to other types of risk in society—environmental, financial, health, security, and so on, each a separate and specialized topic, sharing, however, common risk governance approaches.
A third lesson was the relevance of understanding leadership and management as essential components in governance. Drawing lessons on one’s own experience is always risky as it involves some subjectivity in the analysis. In the article, the aim has, nonetheless, been at the utmost objectivity on the essential learnings in having conducted the United Nations International Strategy for Disaster Reduction—UNISDR—from 2001 to around 2009 when leading and managing was shared with another manager, as I prepared for retirement in 2011.
Additional lessons are identified, including those related to risk governance as it is academically conceived, hence, what risk governance includes and how it has been implemented by different international, regional, national, and local authorities. Secondly, I identify those lessons related to the experience of leading and managing an organization focused on disaster risk at the international level and in the context of the United Nations system.

The frequency and severity of extreme weather events are expected to increase due to climate change. These developments and challenges have focused the attention of policymakers on the question of how to manage natural hazards. The main political discourse revolves around the questions of how we can make our society more resilient for possible future events. A central challenge reflects collective choices, which affect natural hazards governance, risk, and individual and societal vulnerability. In particular, transboundary river basins present difficult and challenging decisions at local, regional, national, and international levels as they involve and engage large numbers of stakeholders. Each of these groups has different perspectives and interests in how to design and organize flood risk management, which often hinder transnational collaborations in terms of upstream–downstream or different riverbed cooperation. Numerous efforts to resolve these conflicts have historically been tried across the world, particularly in relation to institutional cooperation. Consequently, greater engagement of different countries in management of natural hazards risks could decrease international conflicts and increase capacity at regional and local levels to adapt to future hazard events. Better understanding of the issues, perspectives, choices, and potential for conflict, and clear sharing of responsibilities, is crucial for reducing impacts of future events at the transboundary level.

As a result of the earthquakes that occurred in September 1985 and their human and material consequences, disaster care in Mexico became institutionalized and acquired the rank of public policy when the first national civil protection law was published years later. More than 30 years after the creation of the National Civil Protection System, there have been some important advances; however, they have not been translated into higher levels of safety for populations exposed to risk. On the contrary, the evidence shows that the country’s risk, as well as the number of disasters and associated material losses, increase year by year.
To a large extent, this stems from an approach based predominantly on post-disaster response by strengthening preparedness and emergency response capacities and creating financial mechanisms to address reconstruction processes, as opposed to broader approaches seeking to address the root causes of risk and disasters. Post-disaster actions and reconstruction processes have failed to achieve acceptable levels of efficiency, and disorganization and misuse of resources that should benefit disaster-affected populations still prevails.

The management of natural hazards is undergoing considerable transformation, including the establishment of risk-based management approaches, the encouragement to govern natural hazards more inclusively, and the rising relevance of the concept of resilience. The benefits of this transformation are usually framed like this: Risk-based approaches are regarded as a rational way of balancing the costs associated with mitigating the consequences of hazards and the anticipated benefits; inclusive modes of governing risks help to increase the acceptance and quality of management processes as well as their outcomes; and the concept of resilience is connoted positively since it demands a greater openness to uncertainties and aims at increasing the capacities of various actors to cope with radical surprises.
However, the increasing consideration of both concepts in policy and decision-making processes is associated with a changing demarcation between public and private responsibilities and with an altering relationship between organizations involved in the management process and the wider public. To understand some of these dynamics, this contribution undertakes a change of perspective throughout its development: Instead of asking how the concepts of risk or resilience might be useful to improve the management and governance of natural hazards, one must understand how societies, particularly with regard to their handling of risks and hazards, are governed through the concepts of risk and resilience.
Following this perspective, risk-based management approaches have a defensive function in deflecting blame and rationalizing policy choices ex-ante by enabling managing organizations to more clearly define which risks they are responsible for (i.e., non-acceptable risks) and which are beyond their responsibility (i.e., acceptable risks). This demarcation also has profound distributional effects as acceptable risks usually need to be mitigated individually, raising the question of how to ensure the just sharing of the differently distributed benefits and burdens of risk-based approaches.
The concept of resilience in this context plays a paradoxical yet complementary role: In its more operational interpretation (e.g., adaptive management), resilience-based management approaches can be in conflict with risk-based approaches as they require those responsible for managing risks to follow antagonistic goals. While the idea of resilience puts an emphasis on openness and flexibility, risk-based approaches try to ensure proportionality by transforming uncertainties into calculable risks. At the same time, resilience-based governance approaches, with their emphasis on self-organization and learning, complement risk-based approaches in the sense that actors or communities that are exposed to “acceptable risks” are implicitly or explicitly made responsible for maintaining their own resilience, whereas the role of public authorities is usually restricted to an enabling one.

South Asia is faced with a range of natural hazards, including floods, droughts, cyclones, earthquakes, landslides, and tsunamis. Rapid and unplanned urbanization, environmental degradation, climate change, and socioeconomic conditions are increasing citizens’ exposure to and risk from natural hazards and resulting in more frequent, intense, and costly disasters. Although governments and the international community are investing in disaster risk reduction, natural hazard governance in South Asian countries remain weak and often warrants a review when a major natural disaster strikes. Natural hazards governance is an emerging concept, and many countries in South Asia have a challenging hazard governance context.

Catastrophic natural disasters have served as reminders of the connection between fragile governments and human losses. Developing economies are impacted most from natural as well as anthropogenic hazards. For example, the Indian Ocean tsunami (2004) claimed 227,898 lives, primarily in three politically fragmented countries with developing economies: Indonesia, Sri Lanka, and India; and the 2010 Haiti earthquake affected more than 3 million people and killed between 46,190 and 316,000. According to EM-DAT, the cumulative number of global disaster deaths over the past 30 years was 1,677,000, with an annual average of 54,082 deaths. According to Swiss reinsurance companies, the average global natural disaster insurance loss for the last 10 years (2009–2018) was $67 billion, and global insurance losses accounted for 0.09% of global GDP on average. Over the past decade, “natural” disasters have caused more than 780,000 fatalities and destroyed physical properties worth a minimum of $960 billion.
The United Nations International Strategy for Disaster Risk Reduction (UNISDR) initiated the international disaster governance agenda for the Hyogo Framework for Action (HFA) global blueprint in 2005 and the Sendai Framework for Disaster Risk Reduction (SFDRR) in 2015. Since the HFA, the international disaster risk reduction (DRR) community is increasingly viewing disaster risk management (DRM) as a governance concern.
Governments are not a single structure; they are divided into various functions, hierarchies, policies, and responsibilities in working to create resilient communities at various levels (national and subnational). In countries with developing economies, government agencies have a significant role in DRM, which includes community-based organizations, science and technology research institutes, environmental protection agencies, and finance ministries. The existence of disaster management systems able to integrate vertical and horizontal coordination efforts is a critical weakness. Although there has been significant improvement globally in government capacities as well as institutional frameworks and legislative provisions for DRR in recent years, progress has been uneven. National-level policy
formulation in a top-down model has often not made a significant impact at lower levels of government, where awareness-raising, training, and capacity-building likely would be significantly addressed. An extensive literature review is provided to help understand decentralized governance and its efficacy for local-level risk management of natural hazards for developing economies. Community risk perceptions and ways to respond to disasters vary from location to location; thus, it is important to implement decentralized policies and customize them to local needs and priorities to achieve low-impact sustainable development.

Worldwide, many have gained recognition and respect for their work in their spheres of advocacy. Nobel Prize–awardees Mother Teresa for charity and Malala Yousafzai for a child’s right to education are but two of the more universally recognizable exemplars of women who have reshaped worldwide advocacy for social upliftment.
Away from the global limelight, countless other women, individually and as representatives of different sectors, have been steadily reshaping the political, social, economic, and development environments without much fanfare over the last several decades. Many civil society organizations in different parts of the world became avenues for women when advocating various issues, for example, promoting policy development and reforms, rights claiming, defending democratic spaces, affirming economic welfare and well-being in numerous sectors, and upholding gender equality and inclusion. Women are truly at the forefront of civil society advocacies, including disaster risk reduction.
In the world of disaster risk reduction and development, women have become vanguards in promoting good disaster risk reduction governance. The role of women in advocating the mitigation or even elimination of disaster risks, as individuals or members and leaders of civil society organizations, must be viewed in the context of women who continue to balance home life and community work as challenges to be overcome Since the turn of the 21st century (and before), they speak with greater authority on disaster risk reduction, environmental governance, or sustainable development in the larger public sphere, which serves as a testament to their hard-won victory in making the world sit up and listen to those whose voices are least heard.

Economics is the science of wealth, the main objective of which is to satisfy human needs within the constraint of limited available resources. The production and consumption patterns of economic agents are examined in order to identify the most efficient and optimal ways of meeting needs. At the same time, redistribution problems have an important place in economic science, and they lead to questions of development and economic growth.
Since the 1990s, officially declared by the United Nations as the International Decade for Natural Disaster Reduction (IDNDR), the relatively frequent occurrence of devastating disasters, induced mainly by natural hazards but also by human activities, development efforts and economic growth have been seriously threatened. Poverty alleviation efforts undertaken by nations in the Global South and supported by international donors, as well as development outcomes worldwide, are suffering from disasters. The international community has become more and more aware of the need to systematically mainstream disaster risk reduction in development policy and strategy. Therefore, disaster risk reduction economics is becoming a priority and part of economics as a science. For more than three decades, based on risk assessment, risk prevention and mitigation strategies, including structural and nonstructural measures, such as but not limited to, risk retention and transfer, preparedness as well as ex-post activities such as response, recovery and reconstruction are using economic variables and tools since mid-2000s to become more efficient. Furthermore, protecting economic growth and development benefits is possible only if enough attention is given to risk science. From this perspective, risk science is becoming part of economics, as evidenced by the new branch called risk reduction economics, which is essential to the attainment of sustainable development goals and resilient societies.

The sub-Saharan Africa (SSA) region, along with the rest of the African continent, is prone to a wide variety of natural hazards. Most of these hazards and the associated disasters are relatively silent and insidious, encroaching on life and livelihoods, increasing social, economic, and environmental vulnerability even to moderate events. With the majority of SSA’s disasters being of hydrometeorological origin, climate change through an increase in the frequency and magnitude of extreme weather events is likely to exacerbate the situation. Whereas a number of countries in SSA face significant governance challenges to effectively respond to disasters and manage risk reduction measures, considerable progress has been made since the early 2000s in terms of policies, strategies, and/or institutional mechanisms to advance disaster risk reduction and disaster risk management. As such, most countries in SSA have developed/reviewed policies, strategies, and plans and put in place institutions with dedicated staffs and resources for natural hazard management. However, the lack of financial backing, limited skills, lack of coordination among sectors, weak political leadership, inadequate communication, and shallow natural hazard risk assessment, hinders effective natural hazard management in SSA.
The focus here is on the governance of natural hazards in the sub-Saharan Africa region, and an outline of SSA’s natural hazard profile is presented. Climate change is increasing the frequency and magnitude of extreme weather events, thus influencing the occurrence of natural hazards in this region. Also emphasized are good practices in natural hazard governance, and SSA’s success stories are described. Finally, recommendations on governance arrangements for effective implementation of disaster risk reduction initiatives and measures are provided.

Natural hazards in Nepal have traditionally been managed on an ad hoc basis as and when they occur, with individuals and communities largely responsible for their own risk management. More recently, however, there has been a shift from response to disaster preparedness and risk reduction, in line with the United Nations Hyogo Framework for Action and the more recent Sendai Framework for Disaster Risk Reduction (DRR). Like many developing countries, Nepal has received significant financial and technical support to implement DRR programs from the national to the community levels. While this has provided a much-needed incentive for action in this post-conflict, transitional state, it has also created a complex governance landscape involving a multitude of government and non-government stakeholders. Heavily influenced by the neoliberal development agenda, and in the absence of an up-to-date disaster management act, DRR programs focused largely on institution-building and technical interventions, for example, the establishment of disaster management committees, the retrofitting of schools and hospitals, and the development of flood early warning systems. Such interventions are highly technocratic and have been critiqued for failing to address the root causes of disasters, in particular, the systemic poverty, social inequality and marginalization that characterizes Nepal. Nepal is also undergoing a complex political transition, which has seen the ratification of a new constitution, federal restructuring, and local elections for the first time in 20 years, as well as the passing of the new Disaster Risk Reduction and Management Act 2017. There is much scope for optimism but successful risk reduction moving forward will require commitment and action at all levels of the governance hierarchy, and a wider commitment to address the social injustice that continues to prevail.

Throughout the world, major climate-related catastrophic events have devastated lives and livelihoods. These events are predicted to increase in frequency and intensity across the globe, as greenhouse gas emissions continue to accumulate in our atmosphere. The causes and consequences of these disasters are not constrained to geographic and political boundaries, or even temporal scales, increasing the complexity of their management. Differences in cultures, governance and policy processes often occur among jurisdictions in a transboundary setting, whether adjacent nations that are exposed to the same transboundary hazard or across municipalities located within the same political jurisdiction. Political institutions and processes may vary across jurisdictions in a region, presenting challenges to cooperation and coordination of risk management. With shifting climates, risks from climate-related natural hazards are in constant flux, increasing the difficulty of making predictions about and governing these risks. Further, different groups of individuals may be exposed to the same climate hazard, but that exposure may affect these groups in unique ways. Managing climate change as a transboundary natural hazard may mandate a shift from a focus on individual climate risks to developing capacity to encourage learning from and adaptation to a diversity of climatic risks that span boundaries. Potential barriers to adaptation to climate risks must not be considered individually but rather as a part of a more dynamic system in which multiple barriers may interact, impeding effective management. Greater coordination horizontally, for example through networks linking cities, and vertically, across multiple levels of governance (e.g., local, regional, national, global), may aid in the development of increased capacity to deal with these transboundary risks. Greater public engagement in management of risks from climate change hazards, both in risk mitigation and post-hazard recovery, could increase local-level capacity to adapt to these hazards.

Nigeria is affected by several types of natural disasters, such as floods, landslides, drought, pest invasion, gully erosion, coastal erosion, soil erosion, and storms, among others. The National Emergency Relief Agency was established in 1976 by the federal government purely as a relief organization focusing only on post disaster management to coordinate its disaster response activities. It later became the National Emergency Management Agency (NEMA), delegated with the primary responsibility for coordinating federal emergency preparedness, planning, management, and disaster assistance functions in the country. NEMA also has been delegated with the responsibility for establishing a disaster assistance policy. In this stewardship role, NEMA has the lead in developing and maintaining the National Disaster Response Plan.
There have been significant strides made in the effort to clearly define policies and institutions and promote collaboration with critical national agencies and stakeholders and related international organizations. As such, an institutional perspective of the natural hazard governance structure in Nigeria became critical. The evolution of natural hazard governance in Nigeria also highlights the coordination and types of disasters as policy triggers. There is a legal framework of disaster management that empowered NEMA as the coordinating agency for disaster management in Nigeria, especially in collaborating with offices such as the Nigeria Hydrological Services Agency, the Surveyor General of the Federation, the National Space Research and Development Agency, and the Nigerian Meteorological Agency in areas of flood vulnerability mapping as well as international organizations such as the World Bank, the International Atomic Energy Agency, the International Fund for Agricultural Development, and nongovernmental organizations. A review of the challenges in the implementation and management of policy and of the implementation of the natural hazard governance in Nigeria are critically important.

These changes have been driven by greater social scientific knowledge around natural hazards and disasters, and by changes in structure of natural hazards governance. The governance of issues relating to natural hazards is challenging because of the considerable complexity inherent in preparing for, responding to, mitigating, or recovering from disasters.

Disaster and natural hazard governance has become a significant policy and legislative focus in South Africa since the early 1990s. Born out of necessity from a dysfunctional apartheid system, the new emphasis on disaster risk reduction in the democratic dispensation also ushered in a new era in the management of natural hazards and their associated risks and vulnerabilities. Widely cited as an international best practice in policy and law development, South Africa has led the way in natural hazard governance in sub-Sahara Africa as well as in much of the developing world. Various practices in natural hazard governance in South Africa are alluded to. Particular attention is given to the disaster risks of the country as well as to the various natural hazards that drive this risk profile. Statutory and legislative aspects are discussed through a multisectoral approach, and by citing a number of case studies, we show the application of natural hazard governance in South Africa. Certain remaining challenges are highlighted that are faced by the South Africa government such as a lack of political will at the local government level, deficits in risk governance, difficulties in resource allocation, a lack of intergovernmental relations, and a need for enhanced community participation, ownership, and decision making.

European mountain regions are diverse, from gently rolling hills to high mountain areas, and from low populated rural areas to urban regions or from communities dependent on agricultural productions to hubs of tourist industry. Communities in European mountain regions are threatened by different hazard types: for example floods, landslides, or glacial hazards, mostly in a multi-hazard environment. Due to climate change and socioeconomic developments they are challenged by emerging and spatially as well as temporally highly dynamic risks. Consequently, over decades societies in European mountain ranges developed different hazard and risk management strategies on a national to local level, which are presented below focusing on the European Alps.
Until the late 19th century, the paradigm of hazard protection was related to engineering measures, mostly implemented in the catchments, and new authorities responsible for mitigation were founded. From the 19th century, more integrative strategies became prominent, becoming manifest in the 1960s with land-use management strategies targeted at a separation of hazardous areas and areas used for settlement and economic purpose. In research and in the application, the concept of hazard mitigation was step by step replaced by the concept of risk. The concept of risk includes three components (or drivers), apart from hazard analysis also the assessment and evaluation of exposure and vulnerability; thus, it addresses in the management of risk reduction all three components. These three drivers are all dynamic, while the concept of risk itself is thus far a static approach. The dynamic of risk drivers is a result of both climate change and socioeconomic change, leading through different combinations either to an increase or a decrease in risk. Consequently, natural hazard and risk management, defined since the 21st century using the complexity paradigm, should acknowledge such dynamics. Moreover, researchers from different disciplines as well as practitioners have to meet the challenges of sustainable development in the European mountains. Thus, they should consider the effects of dynamics in risk drivers (e.g., increasing exposure, increasing vulnerability, changes in magnitude, and frequency of hazard events), and possible effects on development areas. These challenges, furthermore, can be better met in the future by concepts of risk governance, including but not limited to improved land management strategies and adaptive risk management.

The frequency and complexity of hazard occurrences in rural and urban Zimbabwe has made the governance discourse fashionable in efforts to mitigate the devastating effects in contemporary settings. So common is the reactive attitude at national and subnational levels that hazard governance has been made inescapable in aligning with the notion that “an ounce of prevention is worth a pound of cure” through design and implementation of context specific interventions. The 1992 drought is one unforgettable occurrence which triggered a plethora of actions such as dam construction, irrigation development, and the establishment of agricultural banks to support recovery initiatives in Zimbabwe. Strides to embrace the role of science and technology are evident through the establishment of research and academic institutions to anchor disaster risk management. Despite these efforts, vulnerable groups, government institutions, NGOs, and donors have invested less than in the predisaster phase.

Risk reduction is a policy priority in governments at all levels. Building community resilience is one of the keys to reducing disaster risks. Resilience-focused risk reduction considers the wider social, political, and cultural environments of a community and emphasizes the importance of working with community members. This is in stark contrast to the previous vulnerability-focused risk management that treats disasters as unavoidable natural events and recognizes people as passive or helpless under the unavoidable disasters.
Community resilience is a critical concept in identifying visions and directions for risk reduction strategies. Community resilience has two major qualities: inherent community conditions (inherent resilience) and the community’s adaptive capacity (adaptive resilience). There are at least four components that should be included in risk reduction strategies to enhance both inherent and adaptive community resilience: risk governance, community-based risk reduction policies, non-governmental disaster entrepreneurs, and people-centered risk reduction measures.
Risk governance is required to bridge the gap between national policies and local practices, scientific knowledge of natural hazards and locally accumulated knowledge, and national assistance and local actions. Community-based risk reduction policies should complement national disaster policies to reflect locally specific patterns of hazard, exposure, and resilience that are otherwise ignored in policy design process at the international and national levels. Risk reduction strategies should also encourage emergence of non-governmental entrepreneurs who can contribute to the speed and success of community relief and recovery following a disaster by resolving the immediate needs of the affected communities and transitioning people toward autonomy and self-reliance. Finally, risk reduction strategies should include people-centered policy measures that are designed to change the awareness, attitudes, and behaviors of people so that they are more prepared when facing a disaster.

The governance of natural hazards in Chile involves how different actors participate in all stages of managing natural hazards and their impacts. This includes monitoring and early warning systems and response to the most significant hazardous events in the country: earthquakes, tsunamis, volcanic eruptions, hydrological and meteorological events, and wildfires. Other general processes, such as disaster recovery, disaster risk reduction (DRR), and political economy and socioenvironmental processes of disaster risk creation are fundamental to understanding the complexity of natural hazard governance.
Chile has a long history of disasters linked to its geographical and climatological diversity as well as its history and development path. The country has made significant advances toward an effective disaster risk management (DRM) system, which is backed up by sophisticated monitoring systems for earthquakes, tsunamis, volcanic eruptions, hydro- and meteorological events, and wildfires. These technical advances are integrated with disaster response mechanisms that include trained personnel, regulatory frameworks, institutions, and other actors, all under the direction of the National Emergency Office. The Chilean mode of DRM and DRR is characterized by a centralized, top-down approach that limits the opportunities for community organizations to participate in discussions of DRR and decision-making. It also centralizes planning of post-disaster processes such as reconstruction. Likewise, the dominant politico-economic model of Chile is neoliberalism. This development path has reproduced the root causes of disaster vulnerability through socioeconomic inequalities as well as poorly regulated urbanization and the practices of extractive industries. This has created numerous socioenvironmental conflicts throughout the Chilean territory with sometimes hazardous effects on local communities, especially indigenous groups. The governance of hazards and risk reduction in Chile still has a long way to go to secure the country’s path to sustainable human development.
