Bolivia is in the process of consolidating 36 years of democracy amid important reforms and challenges. Despite a history of colonialism, racist oppression of the indigenous majority, and a national revolution and military reaction, the democratic transition to civilian rule and “pacted” electoral democracy among traditional political parties was established in 1982. The governments of pacted democracy failed to fully incorporate all of Bolivia’s citizens into the political process and imposed a severe neoliberal economic model that disproportionately disadvantaged the poor and indigenous. The constitutional popular participation reforms of 1994–1995 altered the party-dominated pacted democracy and opened up the political system to the unmediated and direct participation of indigenous organizations and popular social movements in local and national elections. Grassroots political mobilization and participation by previously marginalized and excluded indigenous groups and social movements, and the election of their candidates into office increased significantly. Indigenous and social movement protests erupted in the Cochabamba Water War in 2000 against the multinational Bechtel Corporation, and in the Gas War in 2003 against the export and exploitation of Bolivia’s natural gas. These mass demonstrations resulted in the turnover of five presidents in five years. The social and political agitation culminated in the game-changing, democratic election in December 2005 of Juan Evo Morales Ayma, as Bolivia’s first indigenous-heritage president.
In office for 14 years, longer than all previous presidents, Morales and the Movement Toward Socialism party launched the “Refounding Revolution,” and passed the new Constitución Política del Estado (CPE), the progressive reform constitution that established a multicultural model of plurinational democracy. The Morales-MAS administration provided unprecedented continuity of governance and relative stability. However, amid charges of interference, relations deteriorated with the United States. And disputes erupted over regional and indigenous autonomy, and extractive economic development in the protected lands of native peoples, especially over the proposed road through the Isiboro Sécure National Park and Indigenous Territory (Territorio Indígena Parque Nacional Isiboro Sécure, TIPNIS). These conflicts pitted highlanders against lowlanders, and divided indigenous organizations and social movements, and the government’s coalition of supporters. Contested term limits for the presidency created another acute and ongoing challenge. President Morales’s determination to run for re-election in 2019, despite constitutional restrictions, further tested the process of change and the resilience of Bolivia’s indigenous and social movement-based democracy.
Capitalist peace theory (CPT) has gained considerable attention in international relations theory and the conflict literature. Its proponents maintain that a capitalist organization of an economy pacifies states internally and externally. They portray CPT either as a complement or as a substitute to other liberal explanations such as the democratic peace thesis. They, however, disagree about the facet of capitalism that is supposed to reduce the risk of political violence. Key contributions have identified three main drivers of the capitalist peace phenomenon: the fiscal constraints that a laissez-faire regimen puts on potentially aggressive governments, the mollifying norms that a capitalist organization creates; and the increased ability of capitalist governments to signal their intentions effectively in a confrontation with an adversary. Defining capitalism narrowly through the freedom entrepreneurs enjoy domestically, this article evaluates the key causal mechanisms and empirical evidence that have been advanced in support of these competing claims. The article argues that CPT needs to be based on a narrow definition of capitalism and that it should scrutinize motives and constraints of the main actors more deeply. Future contributions to the CPT literature should also pay close attention to classic theories of capitalism, which all considered individual risk taking and the dramatic changes between booms and busts to be key constitutive features of this form of economic governance. Finally, empirical tests of the proposed causal mechanism should rely on data sets in which capitalists appear as actors and not as “structures.” If the literature takes these objections seriously, CPT could establish itself as central theory of peace and war in two respects. First, it could serve as an antidote to the theory of imperialism and other “critical” approaches that see in capitalism a source of conflict rather than of peace. Second, it could become an important complement to commercial liberalism that stresses the external openness rather than the internal freedoms as an economic cause of peace and that particularly sees trade and foreign direct investment as pacifying forces.
The variety in climate, vegetation, and population density in Central Africa is enormous, but some of the main features of policymaking and informal rules of politics—at first sight at least—appear quite similar between N’Djaména and Kinshasa, between Libreville and Bangui, in a vast territory bigger than the European Union: clientelism, personalization of power, politicized ethnicity, the impact of external intervention, and a legacy of repeated political violence establish some constant features. On the other hand, the variable size of countries (from island states in the Gulf of Guinea to large territorial states) has also come with various challenges. Also, Central Africa features land-locked countries such as Chad and Central African Republic, which negatively impacts economic development, in contrast to countries located at the Gulf of Guinea with an easy access to maritime trade routes. At closer inspection all of the eight countries have a specific history, but this overview article rather stresses the commonalities. Featuring in this contribution are the countries of Cameroon, Central African Republic (CAR), Chad, Congo, the Democratic Republic of the Congo (DRC), Equatorial-Guinea, Gabon, and São Tomé and Príncipe. The limited achievements of pro-democracy movements in Central Africa in the 1990s have enduring consequences on politics in Africa. Authoritarian regimes have consolidated their grip on power after surviving severe crises in most Central African states. Big man politics continue to prevail, only few opposition parties have upheld their initial strength and lack internal democracy. Enduring violent conflicts in DRC and CAR (and arguably to a somewhat lesser extent in Chad), have undermined conviviality between groups and state capacities in providing public goods with dramatic consequences on effectiveness and legitimacy of the state and its representatives. Prospects for a future allowing for more participation, truly competitive elections, and a peaceful change of government are therefore also grim. However, both violent and peaceful forms of contestation since about 2015 are also signs of renewed mobilization of citizens for political causes across Central Africa. New topics, including consumer defense and ecological issues, plus now-ubiquitous social media, may all be drivers for a new episode of engagement after two decades of frustration. The limited achievements of regional integration and the lack of dynamism of subregional organizations means that Central Africa is still a much less consolidated subregion compared to, for example, West Africa.
The question of membership and belonging is widely recognized to have been at the root of many political crises in Africa since independence. The legal frameworks for citizenship were largely inherited from the colonial powers and still show strong affinities across colonial legal traditions. However, most African states have enacted significant amendments to citizenship laws since independence, as they have grappled with issues of membership, aiming to include or exclude certain groups. Substantive provisions have diverged significantly in several countries from the original template. African states have shared global trends toward gender equality and acceptance of dual citizenship. In relation to acquisition of citizenship based on birth in the territory (jus soli) or based on descent (jus sanguinis), there has been less convergence. In all countries, naturalization is inaccessible to all but a few. Manipulation of citizenship law for political purposes has been common, as political opponents have at times been accused of being non-citizens as a way of excluding them from office, or groups of people have been denied recognition of citizenship as a means of disenfranchisement. Moreover, even in states where a substantial proportion of residents lack identity documents, it seems that the rules on citizenship established by law have themselves had an impact on political developments.
The citizenship status of many thousands of people living in different countries across Africa remains unclear, in a context where many citizens and non-citizens lack any identity documentation that records their citizenship. The content of the law is arguably therefore less influential than in some other regions. A rapid development in identification systems and the increasing requirement to show identity documents to access services, however, is likely to increase the importance of citizenship law.
In response to these challenges, the African continental institutions have developed, through standard setting and in decisions on individual cases, a continental normative framework that both borrows from and leads international law in the same field.

From global amplifications of local protests on social media to disinformation campaigns and transformative state surveillance capabilities, digital communications are changing the ways in which politics works in Africa and how and with whom power accrues. Yet while digital information technology and media are relatively new, the role of communication in state power and resistance on the continent is not. The “digital revolution” provokes us to better account for this past to understand a rapidly changing present. From language and script, to print and broadcast, to mobile applications and digital databases, how information is circulated, processed, and stored is central to political power on the African continent. The story of political change in Africa cannot be told without attention to how power manifests with and through changes in the technologies that enable these communication practices. A communication technology perspective on the study of politics in Africa provides a more sober analysis of how power relations circumscribe the possibilities of political change than more normative approaches would. Even so, a communication approach allows for social and ideational factors to mix with material ones in explaining the possibilities of such change.
Communication technologies have been central to what political actors in Africa from the precolonial past to the early 21st century can and cannot do, and to how political change comes about. Explorations across time, political era, and technological development in Africa allow us to unpack this relationship. In the precolonial period, across forms of centralized and decentralized political organization, oral communication modalities reflected and enabled fluid and radial logics of authority and power relations. Changes in moral and practical ideas for political organization occurred amid early encounters with traders and Islamic scholars and texts and the movement of people to, from, and within the continent. Colonialism, which heavily focused on narrow extractive aims, required alien central authorities to overcome the vulnerability of their rule through knowledge production and information control. Equally, the same communication technologies valued by colonial authority—intermediaries, print, radio—became means through which resistance ideas circulated and movements were mobilized. In independent Africa, political aims may have changed, but communication infrastructures and their vulnerabilities were inherited. The predicament facing postcolonial governments had a communications dimension. Later, their ability to forge rule through control and allegiance had to contend with a globalizing information economy and demands for media pluralism.
A communications perspective on the history of power on the African continent therefore guides a fuller understanding of change and continuity in politics in a digital age by drawing attention to the means and meanings by which legitimacy, authority, and belonging have continued to be produced and negotiated. Transnational configurations of information flows, global political economy logics of accumulation and security, and communicative terrains for contesting authority and mobilizing alternatives have been shown to possess both distinctly new characteristics and enduring logics.
Although militias have received increasing scholarly attention, the concept itself remains contested by those who study it. Why? And how does this impact contemporary scholarship on political violence? To answer these questions, we can focus on the field of militia studies in post–Cold War sub-Saharan Africa, an area where militia studies have flourished in the past several decades. Virtually all scholars of militias in post–Cold War Africa describe militias as fluid and changing such that they defy easy definition. As a result, scholars offer complex descriptors that incorporate both descriptive and analytic elements, thereby offering nuanced explanations for the role of militias in violent conflict. Yet the ongoing tension between accurate description and analytic definition has also produced a body of literature that is diffuse and internally inconsistent, in which scholars employ conflicting definitions of militias, different data sources, and often incompatible methods of analysis. As a result, militia studies yield few externally valid comparative insights and have limited analytic power. The cumulative effect is a schizophrenic field in which one scholar’s militia is another’s rebel group, local police force, or common criminal. The resulting incoherence fragments scholarship on political violence and can have real-world policy implications. This is particularly true in high-stakes environments of armed conflict, where being labeled a “militia” can lead to financial support and backing in some circumstances or make one a target to be eliminated in others. To understand how militia studies has been sustained as a fragmented field, this article offers a new typology of definitional approaches. The typology shows that scholars use two main tools: offering a substantive claim as to what militias are or a negative claim based on what militias are not and piggy-backing on other concepts to either claim that militias are derivative of or distinct from them. These approaches illustrate how scholars combine descriptive and analytic approaches to produce definitions that sustain the field as fragmented and internally contradictory. Yet despite the contradictions that characterize the field, scholarship reveals a common commitment to using militias to understand the organization of (legitimate) violence. This article sketches a possible approach to organize the field of militia studies around the institutionalization of violence, such that militias would be understood as a product of the arrangement of violence. Such an approach would both allow studies of militias to place their ambiguity and fluidity at the center of analyses while offering a pathway forward for comparative studies.

Cuba’s Revolutionary Armed Forces (FAR), founded in 1959, have been among the world’s most successful military. In the early 1960s, they defended the new revolutionary regime against all adversaries during years when Cuba was invaded at the Bay of Pigs in 1961, faced nuclear Armageddon in 1962, and experienced a civil war that included U.S. support for regime opponents. From 1963 to 1991, the FAR served the worldwide objectives of a small power that sought to behave as if it were a major world power. Cuba deployed combat troops overseas for wars in support of Algeria (1963), Syria (1973), Angola (1975–1991), and Ethiopia (1977–1989). Military advisers and some combat troops served in smaller missions in about two dozen countries the world over. Altogether, nearly 400,000 Cuban troops served overseas. Throughout those years, the FAR also worked significantly to support Cuba’s economy, especially in the 1960s and again since the early 1990s following the Soviet Union’s collapse. Uninterruptedly, officers and troops have been directly engaged in economic planning, management, physical labor, and production. In the mid-1960s, the FAR ran compulsory labor camps that sought to turn homosexuals into heterosexuals and to remedy the alleged socially deviant behavior of these and others, as well. During the Cold War years, the FAR deepened Cuba’s alliance with the Soviet Union, deterred a U.S. invasion by signaling its cost for U.S. troops, and since the early 1990s developed confidence-building practices collaborating with U.S. military counterparts to prevent an accidental military clash.
Following false starts and experimentation, the FAR settled on a model of joint civilian-military governance that has proved durable: the civic soldier. The FAR and the Communist Party of Cuba are closely interpenetrated at all levels and together endeavored to transform Cuban society, economy, and politics while defending state and regime. Under this hybrid approach, military officers govern large swaths of military and civilian life and are held up as paragons for soldiers and civilians, bearers of revolutionary traditions and ideology. Thoroughly politicized military are well educated as professionals in political, economic, managerial, engineering, and military affairs; in the FAR, officers with party rank and training, not outsider political commissars, run the party-in-the-FAR. Their civilian and military roles were fused, especially during the 1960s, yet they endured into the 21st century. Fused roles make it difficult to think of civilian control over the military or military control over civilians. Consequently, political conflict between “military” and “civilians” has been rare and, when it has arisen (often over the need for, and the extent of, military specialization for combat readiness), it has not pitted civilian against military leaders but rather cleaved the leadership of the FAR, the Communist Party of Cuba (PCC), and the government. Intertwined leaderships facilitate cadre exchanges between military and nonmilitary sectors. The FAR enter their seventh decade smaller, undersupplied absent the Soviet Union, less capable of waging war effectively, and more at risk of instances of corruption through the activities of some of their market enterprises. Yet the FAR remain both an effective institution in a polity that they have helped to stabilize and proud of their accomplishments the world over.

Prior research has found robust support for a relationship between gender inequality and civil war. These results all point in the same direction; countries that display lower levels of gender equality are more likely to become involved in civil conflict, and violence is likely to be even more severe, than in countries where women have a higher status. But what does gender inequality mean in this area of research? And how does research explain why we see this effect on civil war? To explore this, we start with reviewing existing definitions and measurements of gender inequality, noting that the concept has several dimensions. We then proceed to outline several clusters of explanations of how gender inequality could be related to civil war while more equal societies are better able to prevent violent conflict, as described in previous research. It is clear that existing misconceptions that gender inequality primarily involves the role of women are clouding the fact that it clearly speaks to much broader societal developments which play central roles in civil war. We conclude by identifying some remaining lacunas and directions for future research.

Hegemonic political regimes in Africa reflect the continent’s political history, in particular, its colonial past and postcolonial present. Hegemony is primarily a reference to the nature and character of specific modes of power. Political hegemony denotes prolonged, unchecked dominance and control, often by a dominant political party that comprises a section of the ruling coalition. On the continent, regime hegemony is embedded in neo-patrimonial structures of power. It is the outcome of (a) African patrimonial logics and Western bureaucratic institutions and (b) complex networks of patron–client relationships along with resource allocations which form the basis of political legitimacy. As well, the struggles for independence bequeathed a “movement legacy” that continues to frame political organization.
African discourses regarding the exercise of power address hegemony in the context of statist–corporatist regimes which, by definition, concentrate power in the state by closing political spaces and promulgating self-serving ideologies, both of which produce unchallenged social realities. Paradoxically, the state is deinstitutionalized, power is personalized, and informality underpins decision making.
In deconstructing hegemony in Africa, emphasis is placed on how three key tensions that distinguish hegemony from democracy are resolved. Hegemonies diminish consent in favor of effectiveness, opt for consensus at the expense of participation and competition, and subordinate representation to governability. The consequence of all this is that African polities struggle in sustaining a governance realm that is rooted in consent, competition, and representation. Finally, the nature and character of political hegemony among African polities vary and mutate over time, from independence to the late second decade of the 21st century.

In 1925, the Hindu nationalist organization Rashtriya Swayamsevak Sangh (RSS) was founded. The main aim of the RSS was to make India into a nation state defined according to Hindu cultural and religious values, which in the RSS version reflected a distinct high-caste outlook. Internal enemies, namely Muslims, Christians, and Marxists, had no place in such a state. This ideology goes under the name Hindutva, which can be translated as Hinduness. Due to the large-scale and religiously based violence experienced in the final stages of its freedom struggle, independent India adopted democracy and secularism as its foundational values. Hindu nationalist parties were present, but never influential in the first decades after independence. This circumstance was about to change in the 1980s, as the newly founded Bharatiya Janata Party (BJP), with strong links to the RSS, decided to mobilize on the Ayodhya issue. According to the BJP, the Ayodhya temple had been demolished by the Muslim ruler, Babur, and replaced with a mosque. The time had come to rebuild the temple.
This campaign catapulted the BJP onto the political scene in India. The strategy, however, was not without its flaws, and the weaknesses connected to the BJP’s Ayodhya campaign summed up the party’s main challenges. It has been difficult for the BJP to promote the existence of a nationwide Hindu identity in heterogeneous India, characterized by religious pluralism, different regional political cultures, and caste divisions. Particularly caste has proved difficult for the BJP, since the party is associated with high-caste values. Moreover, the way in which the BJP has utilized anti-Muslim rhetoric and campaigns has alienated potential alliance partners. The BJP has managed to overcome most of these challenges and was elected to power at the national level in 1998 and then again in 2014. In addition, the party governs many different states. During several national election campaigns, the BJP has actually chosen to background the most contentious issues in order to attract alliance partners. Instead, the party has conveyed its message of Hindu cultural unity in more subtle ways, most prominently through educational reforms. The BJP has also managed to adapt to regional variations and conveys its ideology in different ways throughout India. The landslide victory of Narendra Modi and the BJP in the 2014 elections represents a new phase in the history of the party. With a majority of its own, one could expect that the BJP would implement its Hindu nationalist agenda. For the most part, Modi has kept some degree of distance from Hindutva. However, through a division of labor, it appears that Modi has left the Hindutva agenda to the states governed by the BJP as well to the well-organized and influential Hindu nationalist movement.
Indigenous social movements have become influential political actors in Latin America over the past three decades. Indigenous peoples continue to experience higher than average political, social and economic marginalization throughout the region. The powerful organizations created by Indigenous groups and the positive outcomes they have achieved despite these barriers have produced a body of research that examines how these social movements emerged, why some have succeeded in influencing policy, the construction of collective identity, and the strategies and tactics used. Indigenous movements have made claims based on their status as pre-colonial peoples; their demands include land rights, control over natural resources, cultural recognition, and political autonomy. Indigenous movements in countries such as Bolivia, Ecuador, and Mexico have used disruptive tactics such as marches and roadblocks to demand the attention of governments, the public and media. They have also strategically participated in building alliances across borders, supporting political parties, and undertaking legal action against powerful actors including the state and extractive industries. The high-profile Indigenous protest cycle that marked the 1990s and early 2000s across Latin America began to wind down during the first decade of the 21st century, but Indigenous movements continue to engage in both politics and protest. In the digital age, they have adapted their tactics to include social media and other technologies.

Considering incidents that make headline news internationally, given the modern information and communication technology revolution, the facility of citizens to rapidly mobilize represents a considerable threat to autocratic survival. While the speed with which popular movements emerge has increased exponentially, and the news of their existence spreads faster and farther, civil unrest has threatened the stability and survival of dictators for centuries. The paranoia and machinations of dictators depicted in films, such as the portrayal of Ugandan dictator Idi Amin in The Last King of Scotland, while sensationalized, capture the astounding array of threats with which unelected leaders must concern themselves. On the one hand, they must worry about insider threats to their standing, such as conspiratorial plots from people within the dictator’s own circle or mutiny among government soldiers. On the other hand, dictators also must monitor threats originating from non-regime actors, such as new alliances forming among once-fragmented opposition groups or the possibility of sustained insurgency or a popular revolution. From force to finesse, autocratic leaders have developed a broad and evolving range of tactics and tools to diminish both internal and external domestic threats to their reign. The success of dictators’ endeavors to insulate their regimes from forces that might challenge them depends on accurate and reliable information, a resource that can be as valuable to the leader as would a large armory and loyal soldiers. Dictators invest significant resources (monetary as well as human capital) to try to gather useful information about their existing and potential opponents, while also trying to control and shape information emitted by the regime before it reaches the public. New information and communication technologies (ICTs), which have drawn a great deal of scholarly attention since the beginning of the 21st century—present both risks and rewards for dictators; inversely they also create new opportunities and hazards for citizens who might utilize them to mobilize people opposed to the regime. While civil unrest could encompass the full range of domestic, nonmilitary actors, there also needs to be a specific focus on various forms of mass mobilization. Historically, more dictators have been forced from office by elite-initiated overthrows via coups d’état than have fallen to revolution or fled amid street protests. Civil unrest, in its many forms, can affect autocratic survival or precipitate regime breakdown. While mass-based revolutions have been a relatively rare phenomenon to date, the actions of many 21st-century dictators indicate that they increasingly concern themselves with the threats posed by popular protests and fear its potential for triggering broader antigovernment campaigns. The ease of access to information (or the lack thereof) help explain interactions between authoritarian regimes and citizens emphasizes. The role of information in popular antigovernment mobilization has evolved and changed how dictators gather and utilize information to prevent or counter civil unrest that might jeopardize their own survival as well as that of the regime.
The International Criminal Court (ICC) has generated considerable controversy since it came into force in 2002, principally because of its overriding focus on African conflict situations and suspects. This has led to accusations that the ICC is a neocolonial meddler in African affairs, wielding undue and unaccountable influence over the domestic political arena. Drawing on the author’s field research in Uganda and the Democratic Republic of Congo since 2006 this article contends that the neocolonialism critique of the ICC exaggerates the power of the Court while underestimating the capacity of African states to use the ICC to their own ends. Delivering distanced justice from The Hague with limited expertise on African societies and spending scant time in the field, the ICC has failed to grapple sufficiently with complex political dynamics “on the ground.” Combined with the Court’s heavy reliance on state cooperation, these factors have enabled African governments to use the ICC to target their political and military enemies while protecting themselves from prosecution. This has also emboldened African states in continuing to commit atrocity crimes against civilians, especially during periods of mass conflict and fraught national elections. While claiming to hover above the political fray, the ICC has become heavily politicized and instrumentalized by African states, with lasting and damaging consequences for the practice of national politics across Africa. To avoid being willfully used by African governments, the ICC must bolster its political expertise and become politically savvier. Rather than claiming to be neutral while hovering above the domestic terrain, the ICC must embrace its inherently political nature and deliver justice in a way that improves rather than undermines the practice of national and community-level politics across Africa.
Land-related disputes and land conflicts are sometimes politicized in elections in African countries, but this is usually not the case. Usually, land-related conflict is highly localized, managed at the micro-political level by neo-customary authorities, and not connected to electoral competition. Why do land conflicts sometimes become entangled in electoral politics, and sometimes “scale up” to become divisive issues in regional and national elections? A key determinant of why and how land disputes become politicized is the nature of the underlying land tenure regime, which varies across space (often by subnational district) within African countries. Under the neo-customary land tenure regimes that prevail in most regions of smallholder agriculture in most African countries, land disputes tend to be “bottled up” in neo-customary land-management processes at the local level. Under the statist land tenure regimes that exist in some districts of many African countries, government agents and officials are directly involved in land allocation and directly implicated in dispute resolution. Under “statist” land tenure institutions, the politicization of land conflict, especially around elections, becomes more likely. Land tenure institutions in African countries define landholders’ relations to each other, the state, and markets. Understanding these institutions, including how they come under pressure and change, goes far in explaining how and where land rights become politicized.

For most of its history, the U.S. military has maintained a policy of exclusion toward lesbian, gay, bisexual, and transgender (LGBT) people serving in uniform. The justifications for these exclusions have included the view that being homosexual or transgender is a psychological disorder, that it undermines military morale and effectiveness, and a fear that LGBT people would be vulnerable to foreign espionage. Explicit policies banning consensual homosexual sex—and excluding from service those who engage in it—date to the period between World Wars I and II, but de facto efforts at exclusion have existed since the early days of the republic.
Regulations governing homosexuals in the military came under pressure in the 1970s and 1980s as societal views toward lesbian, gay, and bisexual (LGB) people changed, and those LGB service members discharged under the policy increasingly challenged their treatment in court. (Public pressure to change regulations governing transgender people in the military arose mostly in the 2000s, though litigation efforts date to the 1970s.) In addition to general shifts in public and legal opinion, the debate over LGB people serving in the U.S. military was affected by the experience of foreign militaries that allow LGB people to serve. United States law began to loosen formal restrictions on LBG people serving in uniform with the passage of “Don’t Ask, Don’t Tell” (DADT) in 1994, but it still required LGB people to serve in secret. Changing public perceptions of LGB people and problems implementing the ban galvanized support for eliminating such restrictions. In 2010, President Obama signed legislation repealing DADT and removing all restrictions on LGB people serving in the military. However, transgender people do not enjoy the same rights. The Trump administration has revised Obama-era rules on transgender service members to enable greater exclusion. The issue is being contested in the courts and appears ripe for further political and legal dispute.
Lesbian, gay, bisexual, trans, and queer (LGBTQ) migration is significantly understudied in the field of political science. The discipline has historically siloed the study of minority communities into different subcategories that have very little intellectual crossover. LGBTQ experiences are mostly absent in scholarship on migration, while scholarship on LGBTQ people tends to focus on white lesbian and gay citizens. As a result, there is a gap in political science scholarship when it comes to intersectionally marginalized people like LGBTQ immigrants. However, there is a burgeoning, interdisciplinary field that examines the politics of queer migration and spans a multitude of humanities and social science fields, including ethnic studies, American studies, history, anthropology, and sociology.
Like other humanities and social science fields, political science scholars should engage more directly with the interdisciplinary study of queer migration politics. Queer migration research encompasses overlapping subject areas that include studies on migration and gender and sexuality norms; queer complicities and migration; and queer migration and political movement formation. Scholars who study the politics of queer migration analyze how anti-normative sexualities and gender identities are constituted through migration processes and institutions. Thus, queer migration politics research is a sprawling field with studies that range from critiques that reveal how contemporary queer asylum seekers are marginalized and criminalized by the immigration state apparatus to historical studies that contemplate the formation of anti-normative identities in 19th-century Gold Rush migrations. Political science research can more actively engage in this area of interdisciplinary study by bringing queer migration studies concepts like homonationalism and homonormativity into transnational and comparative politics research, by expanding scholarship on prisons and mass incarceration to include the experiences of queer and trans migrants of color in immigration detention, and by examining how queer complicities are at work in LGBTQ social movement politics.
Liberation movements in Africa are nationalist movements that have resorted to armed struggle to overthrow colonialism, white minority rule, or oppressive postcolonial governments. Claiming to represent the national will, some are intolerant of opposition, others dubious of the legitimacy of multiparty democracy: this difference is a reflection of whether the military wing of the liberation movement dominates the political movement or whether the reverse situation applies. In the post–Cold War era, liberation movements espouse notions of the “developmental state,” continuing to ascribe the state a primary role in economic development event though they may simultaneously embrace the market. The extent to which they subordinate political considerations and freedoms to the pursuit of economic growth dictates whether they pursue paths of authoritarian development or developmental stagnation

The protests that began in Tunisia in December 2010, and quickly spread across the Arab world, have drawn significant attention to the impact of militaries and coercive institutions on protests and revolutionary movements. The actions of the militaries were a central determinant of the outcomes of the uprisings of 2010–2011. In Tunisia and Egypt the decision by military leaders to abstain from using force on mass protests to suppress them led to the downfall of the countries’ autocrats. In Syria and Bahrain, militaries defended political leaders with brutal force. In Yemen and Libya, militaries fractured, with some units remaining allied to the leader and using force on his behalf and others defecting. In still other states, leaders and militaries were able to forestall the emergence of large, regime-threatening protests.
To explain these divergent outcomes, scholars and analysts have looked to a variety of explanatory factors. These focus on the attributes of the militaries involved, their civil-military relations, the size and social composition of the protests, the nature of the regime’s institutions, and the impact of monarchical traditions. These explanations offer many useful insights, but several issues remain under-studied. These include the impact of authoritarian learning and diffusion on protest trajectory. They also include the endogeneity of the protests to the nature of a country’s civil-military relations (i.e., how preexisting patterns of civil-military relations affected the possibility that incipient demonstrations would escalate to mass protests). Scholars also have been understandably captivated by the aforementioned pattern of military defection-loyalty, focusing on explaining that observed difference at the expense of studying other dependent variables. The next generation of scholarship on the uprisings therefore would benefit from efforts to conceptualize and investigate different aspects of variation in military behavior.
Overall, the first-generation literature has proved enormously useful and laid the foundation for a much richer understanding of military behavior and reactions to popular uprisings in the Arab world and beyond.

National secession seeks to create a new sovereign state for a nation residing on its homeland that is currently located inside another sovereign state. This goal distinguishes national secession from regional secession, autonomy, and decolonization and shapes the strategies, operational objectives, and tactical choices of the leaders of national-secession campaigns. Explanations for the success of some campaigns—particularly, success at getting on the global agenda—have focused on the identities, grievances, or greed of their members. Explanations for why some campaigns have turned to protracted intense violence have focused on these motivations and on tactical-logistical opportunities.
The existing literature suffers from its failure to agree on theoretical and conceptual fundamentals. As a consequence, empirical studies focus on very different universes of cases and operationalize key variables in diverging ways. The existing literature frequently does not consider how the goal of national secession constrains the strategies, operations, and tactics of such campaigns. And so, it often fails to consider whether studies with another dependent variable can be extended to the study of national secession. Explanations stress indeterminate or substitutable causes and remote constraints on most national-secession campaigns—causes and constraints taken “off the shelf” from theories about conflicts operating under very different strategic and operational constraints. Missing from these explanations is the authenticity and realism of the programs for national secession in the assessments of the populations that each program presents as a nation with a right to a sovereign state of its own. Explanations and recommendations for responses by common-state governments, their allies, and the international community often fail to understand the centrality of the war of programs between national secessionists and common-state governments and the ways this constrains what compromises are possible and what responses are most likely to lead to domestic and international peace in such conflicts.

The increase in demand and prices of most high-value natural resources over the past five decades has resulted in massive income gains for resource-abundant countries. Paradoxically, many of these countries have suffered from slow economic growth, weak political institutions, and violent conflict. To combat corruption, increase accountability, and promote government effectiveness, the international community and advocacy groups have been promoting transparency as the remedy to misappropriation and mismanagement of revenues. Consequently, advocates, officials, and diplomats increasingly focus on transparency as the means to better manage revenues from high-value natural resources in developing countries.
The linkages between transparency, accountability, and management of revenues from high-value natural resources require careful examination. This article provides a review of the literature on transparency and accountability in the context of natural resource revenue management, discusses how transparency is conceptualized and understood to function in this context, and assesses the existing evidence for the proposition that increased transparency leads to more accountability and improved natural resource governance. The article concludes with a discussion on the evaluation of transparency policy initiatives.
