Public contestation regarding European integration is becoming increasingly important for the future of the European project. While traditionally European Union (EU) scholars deemed public opinion of minor importance for the process of European integration, public support and scepticism is now seen as crucial for the survival of the European project. One important reason for this change in perspective is the increasing politicization of the EU in domestic politics. In recent years, a burgeoning literature on public contestation concerning European integration has developed. Students of public opinion in the EU have primarily focused their attention on the explanations of fluctuations in support and scepticism. This work stresses both interest- and identity-based explanations showing that support for European integration increases with skill levels and more inclusive identities. Less attention has been given to the conceptualization of the precise nature of public opinion and its role in EU politics. When it comes to the politicization of European integration and its effects on public opinion, many scholarly contributions have aimed to explore the conditions under which EU attitudes affect voting behavior in elections and referendums. Yet, the way in which public opinion affects policy making and responsiveness at the EU level has received much less scholarly attention. This suggests that more work needs to be undertaken to understand the conditions under which public contestation of the EU constrains the room to maneuver of domestic and European elites at the EU level, and the extent to which it poses a challenge to, or opportunity for, further integrative steps in Europe. Only by gaining a better understanding about the ways public opinion limits the actions of domestic and European elites or not at the EU level, will scholars be able to make predictions about how public opinion might affect the future of the European project.

Public service broadcasters are a central part of national news media environments in most advanced democracies. Although their market positions can vary considerably between countries, they are generally seen to enhance democratic culture, pursuing a more serious and harder news agenda compared to commercial media . . . But to what extent is this perspective supported by empirical evidence? How far can we generalize that all public service news media equally pursue a harder news agenda than commercial broadcasters? And what impact does public service broadcasting have on public knowledge? Does exposure to public service broadcasting increase citizens’ knowledge of current affairs, or are they only regularly viewed by citizens with an above average interest in politics and hard news?
The overview of the evidence provided by empirical research suggests that citizens are more likely to be exposed to hard news, and be more knowledgeable about current affairs, when they watch public service news—or rather news in media systems where public service is well funded and widely watched. The research evidence also suggests there are considerable variations between public broadcasters, just as there are between more market-driven and commercial media. An important limitation of previous research is related to the question of causality. Therefore, a main challenge for future research is to determine not only if public service broadcasting is the preferred news provider of most knowledgeable citizens, but also whether it more widely improves and increases citizens’ knowledge about public affairs.

Q methodology was introduced in 1935 and has evolved to become the most elaborate philosophical, conceptual, and technical means for the systematic study of subjectivity across an increasing array of human activities, most recently including decision making. Subjectivity is an inescapable dimension of all decision making since we all have thoughts, perspectives, and preferences concerning the wide range of matters that come to our attention and that enter into consideration when choices have to be made among options, and Q methodology provides procedures and a rationale for clarifying and examining the various viewpoints at issue. The application of Q methodology commonly begins by accumulating the various comments in circulation concerning a topic and then reducing them to a smaller set for administration to select participants, who then typically rank the statements in the Q sample from agree to disagree in the form of a Q sort. Q sorts are then correlated and factor analyzed, giving rise to a typology of persons who have ordered the statements in similar ways. As an illustration, Q methodology was administered to a diverse set of stakeholders concerned with the problems associated with the conservation and control of large carnivores in the Northern Rockies. Participants nominated a variety of possible solutions that each person then Q sorted from those solutions judged most effective to those judged most ineffective, the factor analysis of which revealed four separate perspectives that are compared and contrasted. A second study demonstrates how Q methodology can be applied to the examination of single cases by focusing on two members of a group contemplating how they might alter the governing structures and culture of their organization. The results are used to illustrate the quantum character of subjective behavior as well as the laws of subjectivity. Discussion focuses on the broader role of decisions in the social order.
Whether as a consequence of colonialism or more recent international migration, ethnic diversity has become a prominent feature of many contemporary democracies. Given the importance of ethnicity in structuring people’s identities, scholars have sought to incorporate ethnicity in their models of people’s political behavior. Studies focusing on individual support for group interests among ethnic minority members find that higher socioeconomic status generally leads to a reduced emphasis on ethnicity in forming individual political opinions. However, this relationship is often considerably weaker among ethnic minorities with frequent experiences of discrimination, pessimistic assessments of equal opportunities in a country, and social pressures from group members to comply with group norms. Research also shows that, in comparison to majority populations, members of ethnic minorities are generally less active in politics, more likely to use contentious forms of political action, and support left-wing political parties that promote minority interests. Key explanations of differences between ethnic minorities and majorities in Western democracies focus on the importance of individual and group resources as well as political empowerment via representation in policymaking institutions, usually enabled by higher shares of minority populations within electoral districts.

A great deal of work in the domain of race and politics has focused on two phenomena: racial prejudice and racial solidarity. Scholarship on racial prejudice has primarily examined the nature and consequences of white racial animus, particularly toward blacks. In the latter half of the 20th century, in the post-Civil Rights era, scholars argued that racial prejudice had been transformed, as most whites rejected the belief that there were innate, biological differences between racial groups. Instead, whites came to embrace the belief that blacks did not subscribe to particular cultural values associated with the protestant work ethic. While these attitudes profoundly shape public opinion and political behavior in the United States, we suspect that there has been a resurgence in the belief that consequential biological differences between racial groups exist, and that biological racism is a growing force in American politics. Most of the development of work on racial consciousness has examined the effects of racial solidarity among racial and ethnic minorities on public opinion. Individuals’ psychological attachments to their racial group are an important element in American politics, and their importance may increase as the country becomes more racially and ethnically diverse.

Religious communication affects political behavior through two primary channels: political messages coming from a religious source and religious messages coming from a political source. In terms of the first channel, political scientists have found that clergy do tend to get involved in politics, and church-goers often hear political messages over the pulpit, although not as frequently as might be expected. Sometimes these political messages are successful in swaying opinions, but not always; context matters a great deal. In terms of the second channel, politicians use religious rhetoric (“God talk”) in an attempt to increase their support and win votes. When this happens, some groups are more likely to respond than others, including political conservatives, more frequent church attenders, and racial/ethnic minorities. The scope and effectiveness of religious communication remains a field ripe for further research, especially in contexts outside of the United States.
Despite predictions that urbanization, economic development and globalization would lead to the recession of religion from public life, populations around the world continue to be highly religious. This pattern holds in most parts of the Global South and also in some advanced industrial democracies in the North, including in the United States. In grappling with the influence (or lack thereof) of religion on political life, a growing body of literature pays attention to how clergy–congregant communication might shape listeners’ political attitudes and behaviors. Considerable debate remains as to whether clergy–congregant communication is likely to change political attitudes and behavior, but there is a greater consensus around the idea that exposure to religious communication can at the very least prime (that is, increase the salience of) certain considerations that in turn affect how people evaluate political issues and whether they participate in politics. Religious communication is more likely to exert a persuasive and a priming influence among those already inclined to select into the communication and when the source of the communication is credible. More research is needed on the duration of religious primes and on the effects of religious communication in different political and social contexts around the world.

When the Arab Spring of 2011 sparked a second revolution in Egypt (the first having occurred in 1952), it caught the longstanding Muslim Brotherhood almost by surprise. Arguably the oldest Sunni political mass movement in Egypt (having been established in 1928), it had proven remarkably resilient during more than eight decades of alternating repression and toleration by subsequent governments. Though its social composition changed over the years, its principles, as laid down by its founder Hasan al-Banna, continued to inspire large segments of the population in a quest for a state based on Shariʿa, and provided an alternative vision for a more just and moral society. Meanwhile, the Brotherhood built a wide network of social, educational, and welfare institutions.
From the early 1980s onwards, with Mubarak in power, the Brotherhood was condoned, if not officially recognized, and members were allowed to participate in several parliamentary and other elections. As an organization with formal traditional leadership bodies, but also a younger generation versed in the modern social media, the Brotherhood was seen to be slowly nearing a point where it would be able to make the transition to a party. It began to formulate a political platform and an economic blueprint for the country. A modicum of democracy was adopted, and more openness towards the integration of women was seen. After winning a relatively large (minority) representation in the 2005 parliamentary elections, the regime was scared enough to allow the Brotherhood to win only one token seat in 2010.
The revolution of 2011 ousted Mubarak and then led to relatively free elections with a solid victory for the Freedom and Justice Party, which had been formed by the Brotherhood, as well as a new Islamist-inspired constitution and the election of Muhammad Mursi as president. However, within a year the Muslim Brotherhood government had missed this historical window of opportunity. It proved inadequately prepared for efficient and orderly governance, did not bring order and stability, nor did it advance the aspirational goals of demonstrators. This is how the army, not for the first time in Egypt’s history, came to intervene and depose Morsi in July 2013, replacing him with Defense Minister ʿAbd al-Fattah al-Sisi. It was not long before the Brotherhood was once more suppressed and outlawed. With many leaders in jail, but latent support continuing, observers tend to believe it is not the end of the Brotherhood’s existence.
The definition of the term “religious discrimination” is contested, but for the purposes of this discussion religious discrimination is defined as restrictions on the religious practices or institutions of minority religions that are not placed on the majority religion. Religious discrimination can include restrictions on (a) religious practices, (b) religious institutions and clergy, (c) conversion and proselytizing, and (d) other types of discrimination. Globally, 88.5% of countries discriminate against at least one religious minority, and religious discrimination is becoming more common over time. Religious discrimination is the norm worldwide regardless of world region, government type, and majority religion.
Motivations to discriminate are multiple and complex. They include (a) differences in religious ideologies and beliefs—many religions are ideologically intolerant of other religions; (b) religious organizations seeking an institutional monopoly in a country; (c) religious beliefs and practices running counter to liberal and secular values, including human rights; (d) countries seeking to protect their national culture from outside influences, including nonindigenous religions; (e) countries having anti-cult policies; (f) countries restricting minority religious practices that are considered objectionable to the national ideology or culture; (g) a historical conflict between minority groups and the majority; (h) the perception of minorities as a security threat; (i) the perception of minorities as a political threat ; (j) long-lasting historical tensions between the majority and minority; (k) national politicians mobilizing supporters along religious lines; (l) societal prejudices against minorities leading to government-based discrimination; (m) religious identity; (n) general discrimination that is also applicable to religious minorities. Although these are among the most common motivations for discrimination, in many cases the motivations are unique to the specific situation.

Lacking sovereignty, a well-developed theology of politics, and a central organizing mechanism, the Jewish political experience is unique among the three Abrahamic faiths. Apart from research on the political content implicit in Jewish scriptures, there has been little scholarship on what Jews do when they engage in political action. Using a contextual framework, this article examines the politics of Jews by reviewing both single-country studies and the few extant cross-national analyses. In considering why Jewish political behavior differs from one place to another, political process theory and Medding’s theory of Jewish interests guide the analysis. Medding argued that Jewish politics is primarily a response to threats perceived in the political environment. The ability of Jewish communities to resist such threats depends largely on the rules governing the political environment, the political opportunity structure. Where Jews are a majority and control the rules, as in the state of Israel, they have adopted a regime that prioritizes the Jewish character of the state against perceived threats from the country’s Arab citizens. Where Jews are a minority, as in the United States, their ability to control the political environment is limited. However, the political rules of the game embodied in the U.S. Constitution have levelled the playing field to the advantage of religious minorities like Jews. Specifically, by rejecting “blood and soil” citizenship and denying the religious character of the state, those rules provide Jews and other minorities a valuable resource and access to sympathetic allies in the political system. Hence American Jews have been able to counter what they perceive as the major threat to their political interests—a replacement of the secular state by a confessional regime. Focusing on threats, the political opportunity structure, and political context helps to anchor Jewish political studies in research on ethnic political cohesion and to bring such research into the scholarly mainstream.
The representativeness heuristic was defined by Kahneman and Tversky as a decision-making shortcut in which people judge probabilities “by the degree to which A is representative of B, that is, by the degree to which A resembles B.” People who use this cognitive shortcut bypass more detailed processing of the likelihood of the event in question but instead focus on what (stereotypic) category it appears to fit and the associations they have about that category. Simply put: If it looks like a duck, it probably is a duck. The representativeness heuristic usually works well and provides valid inferences about likelihood. This is why political scientists saw it as an important part of a solution to an enduring problem in their field: How can people make political decisions when so many studies show they lack even basic knowledge about politics? According to these scholars, voters do not need to be aware of all actions and opinions of a political candidate running for office. To make up their mind on who to vote for, they can rely on cues that represent the performance and issue position of candidates, such as the party they are affiliated with, their ranking in the polls, and whether (for instance) they act/appear presidential. In other words, they need to answer the question: Does this candidate fit my image of a successful president? The resulting low-information rationality provides voters with much confidence in their voting decision, even though they do not know all the details about the history of each candidate. Using heuristics allows relatively uninformed citizens to act as if they were fully informed.
Despite this optimistic view of heuristics at their introduction to the discipline, they originated from research showing how heuristic use is accompanied by systematic error. Tversky and Kahneman argue that using the representativeness heuristic leads to an overreliance on similarity to a category and a neglect of prior probability, sample size, and the reliability and validity of the available cue. Kuklinsky and Quirk first warned about the potential effect of these biases in the context of political decision-making. Current research often examines the effects of specific cues/stereotypes, like party, gender, race, class, or more context-specific heuristics like the deservingness heuristic. Another strand of research has started exploring the effect of the representativeness heuristic on decision-making by political elites, rather than voters. Future studies can integrate these findings to work toward a fuller understanding of the effects of the representativeness heuristic in political decision-making, more closely consider individual differences and the effects of different contexts, and map the consequences that related systematic biases might have.
The concept of resource mobilization helps explain how and why religious beliefs and attachments can become a political force. Religious actors achieve their political aims only when they are able to mobilize resources on behalf of a particular cause. While material resources are perhaps the most intuitive prerequisite for social movement success, what sets religious activism apart is not access to capital, but rather activists’ ability to leverage organizational, moral, cultural, and human resources. Religious groups ranging from local churches to broad-based parachurch organizations take advantage of organizational resources to support their goals. Religious activists also leverage moral resources by reframing a cause in appropriate moral terms to spur potential supporters into action or gain direct institutional access. Cultural resources, particularly civic skills that are developed in apolitical contexts, are regularly adapted and appropriated to achieve political objectives. And, human resources such as local congregational leadership are an important factor in political movements ranging from the American civil rights movement to the prolife movement.
The idea of satisficing as a decision rule began with Herbert Simon. Simon was dissatisfied with the increasingly dominant notion of individuals as rational decision-makers who choose alternatives that maximize expected utility on two grounds. First, he viewed the maximizing account of decision-making as unrealistic given that individuals have cognitive limitations and varying motivations that limit cognitive ability and effort. Second, he argued that individuals do not even choose alternatives as if they are maximizing (i.e., that the maximizing account has predictive validity). Instead, he offered a theory of individuals as satisficers: decision-makers who consider a limited number of alternatives, expending limited cognitive effort, until they find one that is “good enough.” At this point, he argued, the consideration of alternatives stops.
The satisficing decision rule has influenced several subfields of political science. They include elite decision-making on military conflicts, the economy, and public policy; ideas of what the mass public needs to know about politics and the extent to which deficits in political knowledge are consequential; and understanding of survey responses and survey design. Political and social psychologists have also taken Simon’s idea and argued that satisficing rather than maximizing is a personality trait—stable characteristics of individuals that make them predisposed toward one or other type of alternative search when making decisions. Research in these subfields additionally raises normative questions about the extent to which satisficing is not only a common way of making decisions but a desirable one. Satisficing seems superior to maximizing in several respects. For example, it has positive effects on aspects of decision-makers’ well-being and is more likely to result in individuals voting their interests in elections.
There are, however, a number of directions in which future research on satisficing could be taken forward. These include a fuller incorporation of the interaction of affect and cognition, clearer tests of alternative explanations to satisficing, and more focus and understanding on the effects of the Internet and the “information age.”

Empirical media effects research involves associating two things: measures of media content or experience and measures of audience outcomes. Any quantitative evidence of correlation between media supply and audience response—combined with assumptions about temporal ordering and an absence of spuriousness—is taken as evidence of media effects. This seemingly straightforward exercise is burdened by three challenges: the measurement of the outcomes, the measurement of the media and individuals’ exposure to it, and the tools and techniques for associating the two.
While measuring the outcomes potentially affected by media is in many ways trivial (surveys, election outcomes, and online behavior provide numerous measurement devices), the other two aspects of studying the effects of media present nearly insurmountable difficulties short of ambitious experimentation. Rather than find solutions to these challenges, much of collective body of media effects research has focused on the effort to develop and apply survey-based measures of individual media exposure to use as the empirical basis for studying media effects. This effort to use survey-based media exposure measures to generate causal insight has ultimately distracted from the design of both causally credible methods and thicker descriptive research on the content and experience of media. Outside the laboratory, we understand media effects too little despite this considerable effort to measure exposure through survey questionnaires.
The canonical approach for assessing such effects: namely, using survey questions about individual media experiences to measure the putatively causal variable and correlating those measures with other measured outcomes suffers from substantial limitations. Experimental—and sometimes quasi-experimental—methods provide definitely superior causal inference about media effects and a uniquely fruitful path forward for insight into media and their effects. Simultaneous to this, however, thicker forms of description than what is available from close-ended survey questions holds promise to give richer understanding of changing media landscape and changing audience experiences. Better causal inference and better description are co-equal paths forward in the search for real-world media effects.

An increasingly important area within the subfield of religion and politics is the study of secularism, an ideology that seeks to limit the influence of religion in public and private life. Secularism can refer to conditions at the societal level (public secularism) or at the individual level (private secularism). In addition, it can take the form of simply an absence of religion (passive secularism), or it can include an affirmative acceptance of secular ideals (active secularism).
Comparative studies highlight the complex ways in which secularism both influences and is influenced by politics. In Western Europe, the long-standing practice of established and/or preferred religions has led to a lack of vitality in the religious marketplace, resulting in high levels of private secularism. In Russia and other Eastern European nations, the end of communism and political motivations are leading to both decreasing public and private secularism. In the Middle East, secularization throughout the 20th century seems to have led to a fundamentalist backlash. Similarly, in the United States, the increasing association between religion and political conservatism seems to be driving increasing levels of private secularism. Together, these lessons suggest that both political factors and local context are key to understanding the relationship between secularism and politics.
The boundary between the religious and the secular spheres of life is contested in many parts of the world. From the latter decades of the 20th century, controversies over issues such as the legalization of same-sex marriage, assisted dying, and freedom of speech, as well as clashes around reproductive rights and equality issues, have all featured highly on national political agendas. Set against a backdrop of the “return of religion” to public life, these debates and tensions have given rise to the notion that secularism might be in a state of crisis or moving toward some form of post-secular condition. The term “secularism” is itself also contested. The precise nature of the “secular” and the “religious” spheres of life is subject to interpretation, and secularism in practice can be manifest in a number of ways. This ranges from exclusivist forms of secularism in countries such as the United States and France to inclusive secularism in the case of India. Supporters of a role for religion in public life maintain that religion provides a range of valuable public goods and gives individuals a sense of meaning and identity. Secularists, on the other hand, claim that the separation of church and state provides the best framework for upholding the rights and freedoms of all citizens regardless of their religion or belief.

Public opinion on LGBT Americans’ rights has become more supportive of equal treatment over time. The movement toward greater egalitarianism has been particularly pronounced on attitudes toward same-sex marriage and gay adoption. Today, the general public is overwhelmingly supportive of laws to protect gays and lesbians against job discrimination, the right of gay and lesbian couples to adopt children, and legal recognition of same-sex marriages. It is also overwhelmingly supportive of legal protections for gay and lesbian employees, although we do not know whether abstract support for equality in the workplace translates into support for the hiring of gays and lesbians in all occupations. Yet, many questions concerning LGBT Americans’ rights remain controversial. The general public is especially polarized on the questions of whether transgender individuals should be able to use the bathrooms of the gender with which they identify and whether business owners in the wedding services industry can discriminate against same-sex couples on religious grounds.
Systematic research on political attitudes of LGBT individuals using probability samples is practically nonexistent, although there are many studies of lesbians, gays, and bisexuals’ attitudes, identities, and behavior that use convenience samples. The existing studies demonstrate that lesbians, gay men, and bisexuals tend to identify as ideologically liberal and favor the Democratic Party in their affinities and votes. LGBT Americans are far more supportive of equality in all issue domains although bisexuals—compared to lesbians and gay men—are more lukewarm in their embrace of equality on the basis of sexual orientation and gender identity.
Scholarship on LGBT Americans in public opinion has primarily explored attitudes toward gays and lesbians and has tended to focus on attitudes toward same-sex marriage and adoption. It examines psychological, political, and demographic correlates of public opinion regarding LGBT individuals and explores links between interpersonal contact with LGBT individuals and attitudes toward them. Generally speaking, moral traditionalism, gender role conceptions, and attributions for the existence of homosexuality are especially important psychological predictors of attitudes toward sexual and gender identity minorities. Partisan and ideological identities play an important role too as do cues from ideologically compatible political elites. Of the several demographic attributes that researchers have included in their models, religion-related variables stand out for their predictive prowess. Finally, interpersonal contact with sexual and gender minorities, as well as community exposure to LGBT individuals, is associated with more favorable views toward them.
Another yardstick by which commitment to equal treatment for LGBT Americans could be measured is whether and how sexual orientation and gender identity influence political fortunes of candidates for electoral office. Scholarship to date suggests that sexual orientation and gender identity function as important heuristics that influence voters’ thinking about LGBT candidacies. Some scholarship mines survey questions that inquire about respondents’ willingness to support hypothetical LGBT candidates for office. Others use experimental design to isolate the influences of sexual orientation and gender identity on political evaluation. Altogether, these studies demonstrate that LGBT individuals do not face a level playing field when they launch campaigns for office.

Traditional models of political decision making tend to focus on the subject’s information levels or information-processing strategy. One of the most common conceptions of political decision making assumes that voters who are informed by a store of factually accurate policy information make more optimal decisions—that is, decisions more in line with their supposed political interests—than those who lack such information. However, this traditional view of political decision making minimizes the roles of affect and social influence on judgment. No phenomenon underscores the primary place of these constructs more so than the meteoric rise of online social media use. Indeed, scholars working at the intersection of social media use and political judgment have made important revisions to the traditional model of political decision making. Specifically, the popularity of online social networks as a tool for exchanging information, connecting with others, and displaying affective reactions to stimuli suggest that new models of competent political decision making which take into account social, affective, and cognitive elements are replacing older, information-based and rational choice models. In this essay, I review some of the pertinent literature on social media use and decision-making and argue that motivation, emotion, and social networks are key components of political judgment and are in fact more relevant to understanding political decisions than political knowledge or political sophistication. I also propose that new models of political decision-making would do well to take into account automaticity, social approval, and the role of information in both rationalizing preferences and persuading others.

As the most common form of voluntary association in America, houses of worship remain an unquestionably critical component of American civil society. Major approaches to studying religion and politics in the United States are described, and the authors present an argument for focusing more attention on the organizational experience provided by religious contexts: studying how individuals’ social networks intersect with their associational involvements (i.e., studying religion from a “interpersonal” perspective) may actually shed new light on intrapersonal, psychological constructs like identity and religiosity.
Evidence is presented from two nationally representative data sets that suggests considerable variance in the degree to which individuals’ core social networks overlap with their houses of worship. This variance exists within and between individuals identifying with major religious traditions, and such networks are not characterized solely by agreement (as theories of self-selection might suggest).
The linkage between voters and political parties is to some degree based on stable social cleavages. Such cleavages express important and lasting societal divisions, allow parties and voters to establish long-term ties, and provide incumbents with clear representative and policy-making tasks against which they can be evaluated. Most research on cleavages has been based on the classic cleavages that were outlined in the Lipset-Rokkan model for social cleavages in industrial societies. These are:
(1) the center–periphery cleavage, which is anchored in geographical regions and related to different ethnic and linguistic groups as well as religious minorities; (2) the religious conflict between the Church and the State, which pitted the secular state against the historical privileges of the churches; this cleavage has more recently polarized the religious section against the secular section of the population; (3) the class conflict in the labor market, which involved owners and employers versus tenants, laborers, and workers; and (4) the conflict in the commodity market between buyers and sellers of agricultural products, or more generally, between the urban and the rural population.
Other social cleavages, such as gender, educational differences, and new divisions within the large new middle class, have been focused upon during the last decades. The new divisions within the new middle class are “horizontal” conflicts and can be conceptualized as a basic conflict between public and private employees, and as an alternative way of conceptualization, between those who work within technical, organizational, or interpersonal service environments.
Some of the cleavages have declined in importance over time, while others have increased. Some cleavages have changed character such as the class cleavage where part of the new middle class has voted for the New Left and part of the working class has voted for the New Right in the last decades. Changes in the impact and character of different cleavages have resulted in strategic reconsideration of important policies and changing location of the parties in the political space.
