International Relations theory has tended to overlook the role of Africa and Africans in the international system. Traditionally, the discipline’s most influential theorists have focused instead on relationships between and perspectives of “major powers.” A growing body of work, however, has challenged these more limited efforts to conceptualize African agency in international politics. This scholarship has emphasized the significant space available to, and carved-out by, African states in molding the agendas of international institutions, and the role of African governments and advocacy networks in influencing the trajectory of major international debates around issues such as aid, development, trade, climate change, and migration. The study of African agency in international politics continues to wrestle with two key debates: the meanings of “agency” and “African.” Much of the literature focuses primarily on the role and influence of African states rather than that of African citizens and communities. This focus provides, at best, only a partial and qualified view of the ways in which African agency is secured and exercised at the global level, particularly given the significant structural constraints imposed on Africa by global economic and political inequalities. The extent to which contemporary analysis captures the breadth of African engagement with the international system is also compromised by current state-centric approaches. It is thus necessary to examine a range of approaches adopted by scholars to deepen and nuance the study of African agency in international politics, including work on agenda-setting, mesolevel dynamics and microlevel dynamics.
Most people in human history have lived under some kind of nondemocratic rule. Political scientists, on the other hand, have focused most efforts on democracies. The borders demarcating ideal types of democracies from nondemocracies are fuzzy, but beyond finding those borders is another, arguably greater, inferential challenge: understanding politics under authoritarianism. For instance, many prior studies ignored transitions between different authoritarian regimes and saw democratization as the prime threat to dictators. However, recent scholarship has shown this to be an error, as more dictators are replaced by other dictators than by democracy.
A burgeoning field of authoritarianism scholarship has made considerable headway in the endeavor to comprehend dictatorial politics over the past two decades. Rather than attempting to summarize this literature in its entirety, three areas of research are worth reviewing, related to change inside of the realm of authoritarian politics. The two more mature sets of research have made critical contributions, the first in isolating different kinds of authoritarian turnover and the second in separating the plethora of authoritarian regimes into more coherent categories using various typologies. How do we understand authoritarian turnover? Authoritarian regimes undergo distinct, dramatic, and observable changes at three separate levels—in leaders, regimes, and authoritarianism itself. Drawing distinctions between these changes improves our understanding of the ultimate fates of dictators and authoritarian regimes. How do we understand the diversity of authoritarian regimes? Scholarship has focused on providing competing accounts of authoritarian types, along with analyses of institutional setup of regimes as well as their organization of military forces. Authoritarian typologies, generally coding regimes by the identities of their leaders and elite allies, show common tendencies, and survival patterns tend to vary across types. The third research area, still developing, goes further into assessing changes inside authoritarian regimes by estimating the degree of personalized power across regimes, the causes and consequences of major policy changes—or reforms—and rhetorical or ideological shifts.
The banking union is considered to be one of the main steps in economic integration in the European Union. Given the rather recent establishment of this policy, academic research on the banking union does not have a long lineage, yet it is an area of bourgeoning academic enquiry. There are three main “waves” of research on the banking union in political science, which have mostly proceeded in a chronological order. The first wave of scholarly work focused on the “road” to banking union, from the breaking out of the sovereign debt crisis in the euro area in 2010 to the agreement on the blueprint for the banking union in 2012, explaining why it was set up. The second wave of literature explained how the banking union was set up and took an “asymmetric” shape, whereby banking supervision was transferred to the European Central Bank (ECB); however, banking resolution partly remained at the national level, whereas other components of the banking union, namely, a common deposit guarantee scheme and a common fiscal backstop, were not set up. The third wave of research discussed the functioning of the banking union, its effects and defects. The banking union has slowly brought about significant changes in the banking systems of the member states of the euro area and in government–business relations in the banking sector, even though these effects have varied considerably across countries.
Capitalist peace theory (CPT) has gained considerable attention in international relations theory and the conflict literature. Its proponents maintain that a capitalist organization of an economy pacifies states internally and externally. They portray CPT either as a complement or as a substitute to other liberal explanations such as the democratic peace thesis. They, however, disagree about the facet of capitalism that is supposed to reduce the risk of political violence. Key contributions have identified three main drivers of the capitalist peace phenomenon: the fiscal constraints that a laissez-faire regimen puts on potentially aggressive governments, the mollifying norms that a capitalist organization creates; and the increased ability of capitalist governments to signal their intentions effectively in a confrontation with an adversary. Defining capitalism narrowly through the freedom entrepreneurs enjoy domestically, this article evaluates the key causal mechanisms and empirical evidence that have been advanced in support of these competing claims. The article argues that CPT needs to be based on a narrow definition of capitalism and that it should scrutinize motives and constraints of the main actors more deeply. Future contributions to the CPT literature should also pay close attention to classic theories of capitalism, which all considered individual risk taking and the dramatic changes between booms and busts to be key constitutive features of this form of economic governance. Finally, empirical tests of the proposed causal mechanism should rely on data sets in which capitalists appear as actors and not as “structures.” If the literature takes these objections seriously, CPT could establish itself as central theory of peace and war in two respects. First, it could serve as an antidote to the theory of imperialism and other “critical” approaches that see in capitalism a source of conflict rather than of peace. Second, it could become an important complement to commercial liberalism that stresses the external openness rather than the internal freedoms as an economic cause of peace and that particularly sees trade and foreign direct investment as pacifying forces.
The Common Agricultural Policy (CAP) can be fruitfully construed as an instance of European embedded liberalism, shaped by overlapping layers of domestic, European Union, and international policymaking. Such a conceptualization reveals the large role of domestic politics, even in an area like the CAP, where policy competences were early on extensively transferred to the supranational level. This in turn reflects the rather prominent role of national governments in the EU construction, compared with traditional federal polities. This role can be probed by analyzing two related scholarly agendas: an agenda devoted to the shaping of the CAP by member states (policy shaping); and an agenda devoted to the domestic impact of the CAP. Current policy challenges highlight our need to develop our understanding of: (1) the interaction between different types of CAP decisions at the EU level; (2) the domestic impact of the CAP; (3) and the experience of Central and Eastern European Countries (CEEC).
Energy policy has been considered as a “special case of Europeanization,” due to its tardy and patchy development as a domain of EU activity as well as its important but highly contested external dimension. Divergent energy pathways across Member States and the sensitivity of this policy domain have militated against a unified European Energy Policy. And yet, since the mid-2000s cooperation in this policy area has picked up speed, leading to the adoption of the Energy Union, presented by the European Commission as the most ambitious energy initiative since the European Coal and Steel Community. This dynamism has attracted growing scholarly attention, seeking to determine whether, why and how European Energy Policy has consolidated against all odds during a particularly critical moment for European integration. The underlying question that emerges in this context is whether the Energy Union represents a step forward towards a more homogenous and joined-up energy policy or, rather a strategy to manage heterogeneity through greater flexibility and differentiated integration. Given the multilevel and multisectoral characteristics of energy policy, answering these questions requires a three-fold analysis of (1) the degree of centralization of European Energy Policy (vertical integration), (2) the coherence between energy sub-sectors (cross-sectoral integration), and (3) the territorial extension of the energy acquis beyond the EU Member States (horizontal integration). Taken together, the Energy Union has catalyzed integration on the three dimensions. First, EU institutions are formally involved in almost every aspect of energy policy, including sensitive areas such as ensuring energy supplies. Second, the Energy Union, with its new governance regulation, brings under one policy framework energy sub-sectors that had developed in silos. And finally, energy policy is the only sector that has generated a multilateral process dedicated to the integration of non-members into the EU energy market. However, this integrationist dynamic has also been accompanied by an increase in internal and external differentiation. Although structural forms of differentiation based on sectoral opt-outs and enhanced cooperation have been averted, European Energy Policy is an example of so-called “micro-differentiation,” characterized by flexible implementation, soft governance and tailor-made exemptions and derogations.
Despite theoretical assumptions about the potential for financial liberalization in Latin America to foster economic growth, empirical developments revealed a different story. With financial liberalization came greater macroeconomic instability, exposing countries to financial crises even when domestic economic fundamentals were mostly in order. At the policy front, capital account liberalization posed crucial challenges to macroeconomic governance. Indeed, international political economy literature on financial globalization has highlighted that developing countries’ governments who chose to implement policies that contradicted financial markets’ expectations could be “disciplined” or “punished” by the threat of capital outflows. Yet, capital flows to emerging economies are not determined solely by domestic (push) factors. Even in the most extreme case of noncompliance with investors’ (creditors’) preferences—i.e., sovereign default—evidence shows that market re-access and the cost of new debt are a function of credit cycles rather than solely determined by investors’ decisions to “punish” defaulters. In addition, to the extent that the “market” can indeed be considered as a single analytical category, industry-specific incentives shape portfolio investors’ bets. Caveats also apply to how market reforms differed in nature and degree, even in Latin American countries subjected to similar external pressures. The same is true for policy responses to the 2008 financial crisis. These dynamics add necessary nuance to broad depictions of financial liberalization as a deterministic process unequivocally constraining domestic policy autonomy in predictable ways.

The open economic policies Latin American countries adopted in the wake of the debt crisis of the early 1980s were expected to bring a variety of benefits. Trade liberalization and privatization make domestic firms more competitive, and deregulation helps to create an efficient business climate. Notably, such policies are also likely to spur foreign investment seeking new opportunities, and Latin American countries did indeed begin to see large inflows in the 1990s. Foreign direct investment (FDI) is thought to be particularly complementary to economic development. Compared to portfolio investment in stocks and bonds, FDI consists of the construction or purchasing of physical assets including manufacturing facilities, retail outlets, hotels, and mines. FDI should spur local economic activity and bring with it jobs and technology transfers. Furthermore, because divestment takes planning and time, direct investment is relatively long-term, so investors are expected to display greater commitments to the economic and political futures of their hosts.
As a result of these substantial potential benefits, a body of scholarship has emerged to try to understand the political dynamics of FDI. Is investment more likely to flow to democratic or authoritarian regimes? Are direct investors seeking countries with few labor protections and weak environmental regulations or are they attracted to public investments in human capital? Do they eschew governments with poor human rights records or do they see abusers as potential partners in managing a compliant workforce? What are the effects of FDI flows on the political contexts of their hosts? Among others, these questions have received significant scholarly attention, and while we have learned a great deal about the behavior and effects of FDI, considerable potential remains. Having received massive inflows averaging more than $100 billion between 2000 and 2017 and consisting of countries with broadly similar development trajectories, Latin America offers a rich landscape for such analysis. In particular, finer-grained examinations of FDI to Latin American countries can help us understand how it might affect political systems and which types of investment best complement national development projects. In so doing, studies of FDI flows to Latin America are poised to make major contributions to the fields of international political economy, development studies, and comparative politics.
Globalization, or increased interconnectedness between world regions, is a dialectical and recursive phenomenon that consequently tends to deepen through time as one set of flows sets off other related or counterflows. This is evident in the history of the phenomenon in Africa, where transcontinental trade, and later investment, were initially small but have grown through different rounds including slavery, colonialism, neocolonialism, and the early 21st-century era of globalization. However, globalization on the continent, as in other places, is not unilinear and has generated a variety of “regional responses” in terms of the construction of organizations such as the African Union and other more popularly based associations. The phenomenon of globalization on the continent is deepening through the information technology “revolution,” which also creates new possibilities for regional forms of association.
The Islamic Republic of Iran and the European Union (EU) have not yet established formal diplomatic relations, but since 1979 the Union and its member states have had various strong if often conflictual interactions. The relationship has been marked by distinct phases that reflect the emerging character of the partners, a theocratic republic on the one hand and a Union of interdependent democratic states on the other. While mutual economic interests have formed the basis for substantial interactions, relations with member states and the EU itself have been colored by a long and sometimes hurtful history of European states’ role in Iranian politics, including the Russian and British imperial influence over Persia in the late 19th and early 20th century, the British (and American) involvement in the coup against democratically elected Prime Minister Mohammad Mosaddeq in 1953, and the French hosting of Ayatollah Ruhollah Khomeini, an avowed critic of the Pahlavi dynasty, prior to the anti-authoritarian revolution in 1979. Over time, the relationship has substantially shaped the character and direction of the politics of the EU’s common foreign and security policy, resulting in more policy coherence between member states and the EU, more policy autonomy, particularly vis-á-vis the United States, and more proactive behavior, such as during the nuclear negotiations leading to the Joint Comprehensive Plan of Action (in 2015). By engaging with a problematic member of the nonproliferation treaty, the EU not only specified and thus strengthened the treaty, but it also grew into an international nonproliferation actor to reckon with.

The labor market of the 21st century is evolving at a rapid pace, making traditional manufacturing and agricultural jobs increasingly precarious and generating significant pressure for turnover, retraining, and adaptation by workers. Latin America’s labor regulation, adopted in the middle of the 20th century to foster industrial development and incorporate urban workers, has been slow to adapt to these conditions. Its restrictive and costly hiring and firing rules offer stronger protections than in many other parts of the world, but they often apply to a diminishing minority of laborers. Despite a few exceptions, once-strong unions have been hollowed out in the region, and workers have become increasingly atomized in their job seeking. The region’s educational systems are plagued by underinvestment, and they struggle to provide the needed technical skills that could galvanize investment that would provide higher-wage employment. Large segments of the workforce—a majority in most countries—find themselves in the informal sector, in jobs that are not registered with the state and that do not make contributions to pensions and social security systems.
Why has Latin America—a region endowed with a variety of natural resources and a resilient entrepreneurial spirit—exhibited these patterns in its labor market regulation? The answer lies in an overlapping nexus of economic and political influences in the region. In this complex mix, one strand of scholarship has documented the lasting and recurrent alliance between organized labor and political parties on the left. Another strand has highlighted the concentrated power of business interests—both local and transnational—that have had the power to shape policies. And a third body of research concentrates on the electoral dynamics that have given rise to a growing set of politically motivated policies that seek to support informal sector workers, but may incentivize their remaining in that status. Finally, considerable attention has been given to the under-resourced state agencies that are not adequately monitoring labor regulations, allowing for widespread evasion of required payroll taxes.
A change-resistant cycle has predominated in the region, in which protected insiders in the unionized sectors seek to preserve a set of protections that apply to a shrinking few, while politicians court support among outsiders with direct benefits that address immediate needs but have not yet achieved long-term or intergenerational change. Business interests have largely benefited from the status quo of labor law evasion and social security avoidance, so they have been slow to invest in upgrading the workforce or changing technology that would inspire additional investment in education. Addressing this situation will require efforts at both the political and economic levels, perhaps loosening the partisan ties that lock in preferential policies, as well as increasing the skill levels that would attract higher-tech industries and higher-paying jobs.

If Latin American and Caribbean integration arose from the interests of nation-state institutions, linked to an international context where commerce and the global market was the mainframe of the economic development theory, some state and academic actors sought to expand the autonomy of nation-states in negotiating trade agreements and treaties under the paradigm of an autonomous governance of regionalism and economic integration. The autonomous integration initiatives arose between the 1960s and 1980s, before neoliberalism emerged as the sole model of development. However, since the 1990s, neoliberal policies have left little room for autonomous integration. A new period of autonomous integration emerged between the late 1990s and 2015, supported by progressive Latin American governments, along with a novel projection of social autonomy, complementary to autonomous integration, held by new social movements that oppose, resist, and create alternatives to neoliberal integration.
Inspired by the critical theory, the research linkages between the state and social autonomy question the neoliberal integration process, its perverted effects on exclusion and social inequality, and the conflicts related to the regional integration of democratic governance. The debates on autonomous regional integration cover three fields: economic interdependence, the realist perspective in international politics, and the theses of the field of International Political Economy. Arguments question their critique of the colonial outcomes of the modern world system, even more so than had been posited by dependency theory. Finally, there is the question of the emergence of an original Latin American and Caribbean theory of autonomous integration initiatives.
In a seemingly virtual era, maritime commerce and shipping retain a central role in contemporary global capitalism. Approximately 90% of global imports and exports currently travel by sea on around 93,000 merchant vessels, carrying almost six billion tons of cargo. Oceanic mobility and long-distance networks of trade are made possible and sustained by the life and labor of over 1.25 million seafarers currently working at sea as well as regimes of global security and governance. Yet, this oceanic world and its role in shaping politics, sociality, and regulation remains, for the most part, obscured and hidden out of sight in everyday life. As one of the oldest perils at sea, maritime piracy is not only a daily threat to seafaring and global shipping but makes visible this oceanic world and the larger networks of security and regulation that govern maritime commerce.
In recent years, coastal Africa, specifically the waters off the coast of Somalia and the Gulf of Guinea, has seen an unprecedented rise in incidents of maritime piracy. The geopolitical and global trade importance of these areas has led to numerous national, regional, and international military and legal responses to combat this problem. While often seen as a seaborne symptom of failed states or criminality, maritime piracy has a more complex relationship with land- and sea-based governance. Occurring primarily in spaces that are politically fragmented but reasonably stable maritime piracy is better understood as a practice of extraction and claim making on mobility that emerges from deeper historical contexts and is linked to land-based economies and politics. Emphasizing maritime piracy in the Horn of Africa and the Gulf of Guinea within these wider historical and geographic contexts highlights the imbrication of the political and economic in shaping the emergence and transformations of this practice. This is not to deny the violence that constitutes maritime piracy, but to locate piracy within larger processes of mobility, governance, and political economy on the African continent and beyond. In addition to impacting local communities, seafarers, and global shipping, maritime piracy is key to apprehending challenges to global governance from the vantage point of the world’s oceans.
Transboundary haze pollution affects about half of the countries in Southeast Asia with varied intensities on an almost annual basis. Haze not only affects visibility, but also causes widespread health problems, transportation disruptions, and other socioeconomic issues. This haze, and the fires that cause it, has been a key topic for environmental politics research in the region since the late 1990s. This has largely been driven by one overarching objective: how to prevent haze from returning in the following years. However, conditions on the ground (mostly in Indonesia and in the larger Southeast Asian region) have been changing and evolving drastically. This has resulted in a very dynamic research agenda that has to keep up with these changes.
Within the context of environmental politics, fires and haze can be viewed through the broad lens of national interest. There is a strong link between the severity of haze and the burgeoning agribusiness sector in the region: that of oil palm in particular. Oil palm is a very important crop in the region, with Indonesia and Malaysia making up almost 90% of total global palm oil output. Hence, national and business interest theories have often been used as a framework for research in this area, with commercial oil palm plantations often being the unit of analysis. This includes research by this author, using the patronage politics framework. However, this has been called to question lately as these plantations face increasing market pressure to act more sustainably. A new group of actors that have since been highlighted are smallholders, either independent or in contract with larger plantations. There is potentially much to be uncovered with regard to the relationships between smallholders and commercial plantations, and how this affects patterns of fire use and global sustainability issues.
Related to this is the ever-evolving collection of local, regional, and national policies (and related enforcement issues) over land and fire use in Indonesia. One key area of contention is the use of peatlands. Fires on peat produce the thick, sooty smoke that travels across national boundaries, and are notoriously hard to put out. Political research in this area is heavily framed by a tough debate between the scientific community and socioeconomic concerns. While peatlands play an important role in the global climate change balance, at the same time, these peat areas face immense pressure for development fueled by the scarcity of land.
The regional context has also been an important theme for haze research. Haze primarily affects the Southern Southeast Asian subregion. And the major players of the palm oil sector also come from this region. The Indonesian palm oil sector is a vibrant combination of Malaysian, Singaporean, and local companies. And ASEAN has been the hub of cooperation and mitigation activities over haze. Hence, many scholars have searched for answers at the regional level. However, new national developments like Singapore’s Transboundary Haze Pollution Act suggest that countries may be losing confidence with regional efforts, which may be an indicator for future directions for solutions as well.

In the era following the decolonization of Africa, the economic performance of countries on the continent can be traced across three periods. The early postindependence years reflected moderate growth and policy variation, with occasional distress in some countries. From the 1980s through the late 1990s, the region was gripped by a sweeping crisis of growth and solvency shaped by a steep economic downturn and a slow, stuttering recovery. This was also a period of convergence and restrictions on policy space. By the early 2000s, accelerated growth buoyed most economies in Africa, although commodity price shocks and the global economic slump of 2008–2009 created episodic problems. Different approaches to policy and strategy once again marked the landscape. A number of influences help to explain variations in the occurrence of economic crisis across Africa, and the different responses to economic distress. In addition to structural factors, such as geography, resource wealth, and colonial legacies, middle-range political conditions contributed to these downturns. Key institutions, core constituencies, and fiscal pressures were domestic causes and external factors include donor convergence, access to finance, and policy learning.
One framework of analysis centers on three factors: ruling coalitions, the fiscal imperative, and policy space. The ruling coalition refers to the nature of the political regime and core support groups. The fiscal imperative refers to the nature of state finance and access to external resources. And the policy space comprises the range of strategic alternatives and the latitude for governments to make choices among broad policy options. Applying the framework to Africa’s economic performance, the first period was marked by distributional imperatives, a flexible fiscal regime, and considerable space for policy experimentation. During the long crisis, regimes came under pressure from external and domestic influences, and shifted toward a focus on macroeconomic stabilization. This occurred under a tight fiscal imperative and a contraction of policy space under the supervision of multilateral financial institutions. In the 2000s, governments reflected a greater balance between distributional and developmental goals, fiscal constraints were somewhat relaxed, and policy variation reappeared across the region. While the early 21st century has displayed signs of intermittent distress, Africa is not mired in a crisis comparable to those of earlier periods. Developmental imperatives and electoral accountability are increasingly influential in shaping economic strategy across the continent.

Serbia is negotiating European Union (EU) membership, a process that started in 2014 after the Brussels-mediated agreement between Kosovo and Serbia was signed in April 2013. Although the Federal Republic (FR) of Yugoslavia (Serbia and Montenegro) was officially included into the EU’s Stabilization and Association Process soon after the fall of the Milošević regime in October 2000, complex political issues have prevented its faster progress toward the EU. EU measures after 2001 in the areas of financial assistance, trade, and legal harmonization have sustained in a major way the country’s political and economic reforms, facilitating fast economic integration with the EU economy, financial and banking integration, the adoption of many laws in conformity with the acquis communuataire, new business opportunities, and increasing foreign direct investment. However, the Serbia–EU integration process has also been accompanied by strict political conditionality that has greatly delayed the establishment of contractual relations. Despite major efforts of various governments to comply with EU conditions, it was only in late April 2008 that Serbia concluded a Stabilization and Association Agreement with the EU, which has paved the way for obtaining candidate status in 2012 and the opening of EU accession negotiations in 2014. In the meantime, EU’s enlargement negotiations framework has been strengthened further, making the negotiation talks much more complex and demanding. In addition to Serbia’s insufficient compliance with accession criteria, particularly reforms of the judiciary and public administration, the contested issue of Kosovo’s independence continues to pose a major threat to Serbia’s entry into the EU. Despite the absence of a common position on the part of the EU, given that Kosovo has still not been recognized by five EU member states, the limited progress in the Belgrade–Priština EU-facilitated dialogue represents one of the major obstacles for Serbia’s EU membership. Serbia’s entry into the EU, which could possibly take place in 2025, is likely to bring many benefits to the country and its population, but also to the EU, as this is a region of not only risks but also opportunities.
The sovereignty of postcolonial African states is largely derived from their recognition by other states and by the United Nations, irrespective of their actual effectiveness. Such international legal sovereignty has been a resource to weak African states, allowing them to endure against the odds, and to their rulers who have instrumentalized it to foster their domestic authority and domination. Yet, African sovereignty has also been a curse. Being exogenous to domestic social and political relations, it tends to isolate and shield rulers from the ruled and predisposes state institutions toward predation. It also standardizes and homogenizes the continent’s institutional landscape in disregard to the wealth and promise of effective institutional arrangements on the ground, to which it denies legitimacy. Despite the equilibrium properties of the African sovereignty regime, there might be opportunities to tweak the system in ways that could unleash more effective and accountable state and nonstate institutions.
China’s economic rise has been accompanied by the maturation and increasing professionalization of academic disciplines in China, including the discipline of international relations. The emergence of an indigenous international relations discipline in China has led to an intense debate about the development of a distinctive “Chinese School” that draws on China’s intellectual traditions and historical record to inspire the development of new international relations theories. While the debate continues, the outlines of a Chinese School are becoming clear. The Chinese School of international relations theory draws on Confucian concepts of relationality and hierarchy to theorize the character of the relations between countries rather than focus on the attributes of countries themselves. It also highlights the historical existence of interstate systems organized in a hub-and-spoke pattern around a single, central state.
The premodern East Asian world-system in which China was embedded and classical Chinese scholars developed their ideas was a central state system. Premodern China was always by far the dominant state in East Asia, with the result that international relations in the East Asian world-system exhibited a hub-and-spoke pattern centered on China, as in the tributary system of the Ming and Qing Dynasties. Moreover the Confucian worldview that ultimately came to be China’s state ideology served in effect as the governing moral code of the system as a whole. The combination of a central state structure with a universal moral code created what in Chinese is called a tianxia (“all under heaven”), a world-embracing system of governance centered on a particular state, in this case China.
In a tianxia system international relations tend to be hierarchical because of the clear power differentials between the central state and other states. They can be either expressive (showing social solidarity) or purely instrumental, depending on the stance taken by the central state. Chinese School international relations theorists tend to assume that the “best” (most stable, most peaceful, most prosperous, etc.) world-system configuration would be a tianxia system dominated by expressive rationality and centered on China, but this is no more self-evident than the widely held Western preference for a liberal, rules-based order. What Chinese School international relations theory really offers the discipline is a new set of concepts that can be applied to the theorization and empirical analysis of today’s millennial world-system. This postmodern interstate system appears to be a central state system with a universal moral code, an American tianxia based on individualism. The historical Confucian Chinese tianxia may be the best precedent for modeling this system.

In an integrated European Union, transport would be expected to be a major enabler of economic development and consumer services. This role, however, was not acknowledged, though laid down in initial treaties, until 30 years into the EU’s existence. A verdict of the European Court of Justice condemning the longstanding inactivity of the European Council and subsequent efforts toward a dedicated policymaking have changed the significance. The regular definition and monitoring of goals and objectives in European transport policy by means of White Papers and trans-European transport networks guide public attention to the policy area. From an initial stage, when transport was considered as a functional enabler for cooperation after World War II, transport has evolved toward a Community task, featuring a long phase of stagnation and a sudden change to actionism after the court verdict. From the 1990s onward, goals like liberalization, cohesion, environmental protection, modal shift, competitiveness, globalization, and resource efficiency characterize European transport policy. Despite the output failure in European transport policy over many years, the Single European Market propelled transport onto the center stage of European policies and later made it a key object of sustainability policies. This change in focus has also attracted citizens’ attention with the effect that the EU needs and manages to portray itself as an interactive and accountable legislator dialoguing with its population. This new openness is a mere necessity if the EU wants to pursue its goal of a Single European Transport Area that is both supported by its business and citizens. At the same time, European transport policy is subject to numerous external influences—both by other European and national policies and different stakeholder interest groups. The ordinary legislative procedure is preceded by the initial agenda setting over the proposal planning and issuing and ranges from the proposal to three readings before being passed by European Parliament and Council of Ministers. The stakeholders accompany the whole process and influence it at different stages. Several examples from the history of European transport policymaking are proof of this.

The history of the European Union (EU) is closely associated with the development of the United States. As the process of European integration has produced institutions and gained a collective international presence, the United States has been a close observer, partner, and often critic of the policies and actions of the EU and its member states. A steady progression of events delineates this path: the Marshall Plan, origins of European integration, the Cold War, the post–Cold War, 9/11 and its effects on the international system, the Great Recession, and the deterioration of global democracy. All throughout, the EU and the United States have both cooperated and collided with one another, in line with the combination of three main factors: (a) the evolution of the EU as an independent, international actor; (b) American strategies for engagement with Europe and then with the EU; and (c) the adaptive capacity and cohesion of the overall transatlantic relationship.
The EU–U.S. relationship is significant not only for the influential role of the EU in world affairs but also because, as opposed to China or Russia, the transatlantic area hosts one of the most solid relationships around the world. Crises surely have been, and will be, a frequent aspect of the intense interdependences on both sides of the Atlantic; however, the level of contestation and conflict is relatively low, particularly as compared with other areas that smoothly allow the flow of goods, services, people, and ideas. Taken altogether, then, the transatlantic relationship possesses a strong foundation: it is integral, resilient, and enduring over a history of diplomatic disagreements and conflicts. The primary question remains just how this steady stream and confluence of shared challenges ultimately will fare in face of evolving crises and systemic disruptors. In any case, the answer is determined by the enduring nature, and foreign policy choices, of the primary actors on each side of the Atlantic.
