Since the early 1990s, African states have been democratizing. Political parties now dominate the public spaces in many African democracies. The past 26 years have witnessed the growth and consolidation of “party democracy” in Africa. This is the longest period of uninterrupted growth of electoral politics in many countries on the continent. Recent Afrobarometer surveys show that almost two-thirds (63%) of Africans support pluralistic politics. Party identification in sub-Saharan Africa has also been on the rise. Across 16 states Afrobarometer surveyed, a majority of Africans (65%) claim they “feel close to” a political party in their country. The mass public who identified with a particular political party increased by 7 percentage points between 2002 and 2015.
Political parties are the vehicles for citizens to engage in party activism. The women and men who join a political party become the party activists. Party activists are the lifeblood of the party organization. And political party activism in sub-Saharan Africa is geared toward the election of the party and its candidates into office. Consequently, party activism is a continuum of high-intensity and low-intensity political activities. Party activists vary in their levels of involvement. Thus, it is a mixture of fanfare and aggressive participation. Political party activism is a multifaceted process where party members undertake any of the following political activities: display a poster, donate money, help with fund-raising, deliver election leaflets, help at a party function, attend party meetings, undertake door-to-door campaigning, and run for party office. The involvement of party members usually varies from active engagement to passive attachment to the party. There were several motives for party activists getting involved in “high-intensity participation.” Because of the crucial role party activists play in the intra- and inter-party competition, the parties provide some incentives to get members commitment. At the organizational level, party activists present themselves for election into party offices at the grassroots, regionally or nationally. They devote their time and financial resources in furtherance of the party agenda. In return, party activists expect the party to reward them with selective incentives when power is won. That said, more research is required at the country level to enable us to construct the profile of the African party activists.

The American judicial system is not a static, simple, or mechanical entity. Rather, it is a complex organization that is developed and staffed in response to changing caseload and societal pressures through a process that is inherently political. The key personnel who help the judiciary function bring varied backgrounds and perspectives with them that influence the work they do. As is the case with any political system, understanding American politics and policy making requires an understanding of the judiciary’s role in the American political system. In addition, on a daily basis, courts function to resolve disputes. While most cases have little direct impact on American policy or society broadly speaking, the resolution of these cases is important to those who turn to the courts of law to resolve their disputes.

Between 1990 and 2015, 184 multicandidate presidential elections and 207 multiparty legislative elections were held in some 46 countries of sub-Saharan Africa. What does the routinization of multiparty electoral politics mean for political life in Africa? Much that is unexceptional and recognizable about African elections is well worth documenting, since most international accounts of African elections focus on their more exotic side. In fact, candidates engage in standard political rhetoric in mass rallies and undertake campaign stops around the country. Many make use of social media to communicate with citizens. Voters reward office holders who have delivered good economic performance; they pay attention to the professional backgrounds and personal qualities of candidates and their policy promises. Opposition parties win legislative seats and subnational offices, as well as the presidency, albeit more rarely.
While the routinization of high-quality elections has deepened democracy in some countries, there is tremendous cross-national variation in election quality across the continent. The relationship between elections and democratic deepening is mediated by national political circumstances that vary across the region. Even in cases where incumbents do not resort to oppressive tactics during campaigns, the patterns of presidential dominance typically create tremendous incumbency advantage at the executive level.
Elections neither necessarily advance nor prevent further democratization. Instead, they should be conceptualized as “political moments,” which temporarily create greater uncertainty and heightened attention to politics, which can either lead to democratic gains or bring about regression. However, citizens across the continent are resolute in their commitment to elections. As opposition parties gain greater experience in office, as an older political elite transition out of politics, and as voters continue to access unprecedented information, the continent is likely to experience a democratic deepening in the longer term.
Survey evidence indicates that political corruption is more prevalent in Africa than in any other global region, though there is also evidence of considerable variation between countries in degrees of corruption and where it is most likely to be located. Traditional explanations for the frequency of corrupt political behavior emphasized the effects of conflicting values that were a consequence of the imposition of modern forms of bureaucratic government upon societies in which authority rested upon personalized relationships. Contemporary African corruption’s historic roots and its variation across the continent may be the effect of the disjuncture or “incongruency” between colonial and successor postcolonial states and the precolonial political settings upon which they were imposed. Modern neo-patrimonialism is a coping response by rulers and citizens to conditions fostered by economic scarcity and institutional incapacity. Since the 1990s, democratization and liberalization have supplied fresh incentives and opportunities for venal politicians and officials. And even among Africa’s more capable and resourceful states, the institutional fluidity generated by democratic transition and economic reform has opened up possibilities of systematically organized state capture. Consequences of corruption certainly further impoverish poor people, and it is likely that corruption also limits economic growth and distorts government efforts to promote development. It is arguable that in the past, corruption may have helped to facilitate political stability but this is less likely in 2018, as evidence emerges of its corrosive effects on public trust in institutions. African anti-corruption efforts are constrained by the extent to which political power is exercised through patronage but there are instances of successful action, sometimes the byproduct of factional struggles within the political elite. As of 2018, there is no clear evidence of trends in success or failure in the work of African anti-corruption agencies.

Latin American political systems experience significant levels of institutional uncertainty and unpredictability. One of the main dimensions of this institutional and political instability is the high level of electoral volatility in the region. In the last 30 years, traditional parties that had competed successfully for several decades abruptly collapsed or weakened considerably in a number of Latin American countries. New parties (or electoral movements) and political outsiders have attracted considerable electoral support in several national and subnational elections in the region. Even when the main partisan actors remain the same from one election to the next, it is not uncommon to observe large vote swings from one established party to another.
While some scholars and observers expected that the instability in electoral outcomes would decline as democracies aged and consolidated, electoral volatility has remained high in recent decades in many Latin American countries. However, in other Third Wave Latin American democracies (e.g., Chile, Costa Rica, Honduras, and Uruguay), the patterns of interparty competition have been much more stable, which suggests we should avoid blanked generalizations about the level of party system institutionalization and volatility in the region. Cross-national variation in the stability of electoral outcomes has also motivated interesting scholarly work analyzing the causes and the consequences of high volatility in Latin American democracies.
One of the major findings of this literature is that different forms of institutional discontinuity, such as the adoption of a new constitution, a significant enfranchisement, electoral system reforms, and irregular changes in the legislative branch (e.g., a dissolution of Congress) or in the executive branch (e.g., a presidential interruption), can result in higher volatility. Another major determinant of instability in electoral outcomes is the crisis of democratic representation experienced by several Latin American countries. When citizens are disenchanted with the poor performance and moral failures (e.g., corruption) of established political parties, they are more likely to support new parties or populist outsiders.
Weak party system institutionalization and high electoral volatility have serious consequences for democratic governability. Institutionalized party systems with low electoral volatility promote consensus-building and more moderate policies because political parties are concerned about their long-term reputation and constrain the decisions of political leaders. In contrast, party systems with high volatility can lead to the rise of outsider presidents that have more radical policy preferences and are not constrained by strongly organized parties. Electoral volatility also undermines democratic representation. First, the fluidity of the party system complicates the task of voters when they want to hold the members of the incumbent party accountable for bad performance. Second, high instability in the patterns of interparty competition hinders citizens’ ability to navigate programmatic politics. Finally, electoral volatility augments the cognitive load required to vote and foments voter frustration, which can lead to higher rates of invalid voting.
While women have succeeded in promoting a feminist agenda in some parliaments, the international research shows that this is not always possible, and accordingly, not a realistic expectation for women. Parliaments, like any institution, have specific cultural norms and practices, some of which actively work against the advancement of gender equality. Understanding the conditions under which female—and male—parliamentarians might succeed in promoting gender equality outcomes has become an important avenue for research and development practice. The focus on gender-sensitive parliaments allows for a framework to identify, and encourage the development of, those conditions.
There are four key elements of a gender-sensitive parliament. First, it accepts that the responsibility to achieve gender equality, both as a policy outcome and as a process, rests with the parliament as a whole (its male and female members and staff) and with the organizations that drive substantial policy, procedural, and normative development (political parties). Second, a gender-sensitive parliament is guided by institutional policies and legal frameworks, which allow the parliament to monitor its achievements toward gender equality and allow follow-up and review. Third, a gender-sensitive parliament institutionalizes a gender mainstreaming approach through its representational, legislative, and oversight work to ensure that all the parliament’s outputs consider, and counteract, any potential discrimination against women or men, girls or boys. This element requires a reconsideration of the process and structures of the parliament, including the respective roles and capacities of members and parliamentary staff. Fourth, a gender-sensitive parliament constantly strives to eliminate institutional cultures that sanction and perpetuate discriminatory, prejudicial norms and attitudes in the workplace against women members and staff.

The nature and evolution of the field of studies of public sector leadership can be understood by focusing on four theoretical orientations: institutional, transformational, collaborative, and contingent. The first one argues that, within a democracy, public sector executives do not exercise—or should not exercise—a strong leadership. The second one, on the contrary, stresses their “transformational” role. The third orientation favors more horizontal leading styles, while the last one argues that all the previous types of leadership could emerge depending on the specific conditions. Each of these four orientations takes a specific position toward change and has led to a considerable number of books and articles. This clearly shows that leadership is an important issue in the study of the public sector. It also shows the theoretical fragmentation present in this field and that there is not a fit-all type of leadership. Paradoxically, there is still a noticeable lack of research on some topics, such as the causes and effects of leadership. Thus, there is not a clear understanding yet of the extent to which leading within government makes a positive difference and, in case it does, of how to make it happen. Filling these voids would certainly help this field to gain greater relevance within the wider field of leadership studies as well as in the social sciences in general.

Leadership in the European Union is an empirical phenomenon that has increasingly come to attract scholarly attention. While a call for leadership in the EU is often heard, not least in times of crisis, it is also accompanied with a general reluctance to centralize powers. This leadership paradox has historical roots and has resulted in a dispersed type of leadership governance at the EU level. Scholarly work varies from mainly descriptive accounts of leadership by particular individuals to more theory-testing approaches to leadership.
The academic field of EU leadership studies contains variation along three primary dimensions: (1) how leadership is defined, (2) by which theories it is explained, and (3) through which empirical cases and approaches it is studied. First, there is a wide differentiation in the literature of how leadership is defined and approached as an object of study. Four leadership approaches can be distinguished in the literature, focusing on the role of individuals, an actor’s position, the process of leadership enactment, and the outcomes produced by leadership. Second, leadership in the EU has been theorized and explained in a variety of ways. Explaining leadership in the EU requires an understanding of what power resources different actors draw on, ranging from material to institutional and ideational powers. These sources often also translate into different types of leadership strategies. A substantial amount of research has departed from rational choice institutionalism, which highlights the importance of a formal position to exercise leadership. Sociological approaches have more recently attracted attention to conceptualize leadership as a social role based on the interaction between leaders and followers. Third, the empirical study of leadership in the EU encompasses a range of different approaches in terms of the type of actors studied, the issues covered, and the data and methods used. EU leadership studies include different types of leadership actors ranging from individuals to institutions, member states, and the EU itself as a global leadership actor. The empirical policy domains vary from issues relating to treaty amending processes, environment and climate policies, eurozone governance and crisis management, to foreign and security policy. Although comparative studies of leadership in the EU exist, the focus has predominantly been on single actors during particular policy processes. An increasing use of explicit comparative designs in the study of EU leadership could have the potential to further advance theory building in the scholarship of EU leadership.
As a group engaged in struggles for representation and inclusion, lesbian, gay, bisexual, and transgender (LGBT) people have vied for access to social and political power. There is little dispute that LGBT people are a relatively powerless group in society, but the extent to which the group is powerless is subject to debate in political science. Scholars disagree over the extent of powerlessness because the definition of power is contested among political scientists. As such, scholars have examined the powerlessness of LGBT people in varying ways and reached different conclusions about the success the group has had in achieving rights and visibility.
LGBT powerlessness emerges from the group’s status as sexual and gender minorities. Over time, the boundaries that constitute the group have shifted in response to power asymmetries between LGBT people and cisgender, heterosexuals who control access to political and social institutions. In addition, power asymmetries have emerged within the LGBT community at the intersection of race, class, and gender as well as across subgroups of the acronym LGBT. Thus, the distribution of power and powerlessness vary within the group as well as between the group and dominant groups in society. These within- and across-group variations in power shape LGBT group boundaries, representation and public opinion, and voting behavior. The powerlessness of LGBT people must be understood in relation to these contingencies that define the group’s boundaries, and the ways in which power is distributed within and across groups.

National secession seeks to create a new sovereign state for a nation residing on its homeland that is currently located inside another sovereign state. This goal distinguishes national secession from regional secession, autonomy, and decolonization and shapes the strategies, operational objectives, and tactical choices of the leaders of national-secession campaigns. Explanations for the success of some campaigns—particularly, success at getting on the global agenda—have focused on the identities, grievances, or greed of their members. Explanations for why some campaigns have turned to protracted intense violence have focused on these motivations and on tactical-logistical opportunities.
The existing literature suffers from its failure to agree on theoretical and conceptual fundamentals. As a consequence, empirical studies focus on very different universes of cases and operationalize key variables in diverging ways. The existing literature frequently does not consider how the goal of national secession constrains the strategies, operations, and tactics of such campaigns. And so, it often fails to consider whether studies with another dependent variable can be extended to the study of national secession. Explanations stress indeterminate or substitutable causes and remote constraints on most national-secession campaigns—causes and constraints taken “off the shelf” from theories about conflicts operating under very different strategic and operational constraints. Missing from these explanations is the authenticity and realism of the programs for national secession in the assessments of the populations that each program presents as a nation with a right to a sovereign state of its own. Explanations and recommendations for responses by common-state governments, their allies, and the international community often fail to understand the centrality of the war of programs between national secessionists and common-state governments and the ways this constrains what compromises are possible and what responses are most likely to lead to domestic and international peace in such conflicts.
Political party systems are an important element of political systems in Africa and elsewhere. They form the central intermediate institution between the general population and the government. Party systems represent and aggregate diverse political views and group interests, and they form coalitions that then form governments with potentially important consequences of democracy and political stability.
Unlike the case in the period directly after independence, African party systems have been overwhelmingly multiparty since the 1990s. As a result, the literature has grown significantly, although most works focus on political parties rather than party systems. Many efforts have been devoted to classification, referring to the legal context as well as, more specifically, the number of relevant parties, the levels of institutionalization, and, less often, the degree of ideological or other polarization. While levels of institutionalization and ideological differences are generally not pronounced, more than half of African party systems have been one-party dominant, of which most are authoritarian. In contrast, two-party and pluralist-party systems, which make up approximately one half of all multiparty systems, are generally more democratic. Besides determining classifications, most analytical work focuses on the determinants of African party systems using quantitative and qualitative as well as macro- and micro-level methodologies. Three determinants are debated: first, ethnicity, which has been cited as the main social cleavage behind African party systems; however, while ethnicity matters, its effects vary and are limited; second, political institutions, especially electoral systems for legislative elections, which only partly explain fragmentation or other features; third, the performance of political parties and rationalist approaches. Scholars largely agree that all of these elements need to be taken into account. While certain functions of party systems may facilitate democratization and political stability or other outcomes, little empirical work exists on the consequences of party systems. Some evidence suggests that highly institutionalized, moderately fragmented, and polarized systems promote democracy. Future research faces many challenges, in particular the development of integrated theory and more fine-grained data, as well as an increased focus on the consequences of party systems.

On a continent where the majority of people are poor, do political parties represent class cleavages? Do parties have strong linkages to ordinary voters? Do economic policies address their needs? In the initial years following democratic transitions across the African continent in the 1990s, the answers to such questions were negative. Clientelism and patronage were the principal means by which parties interacted with their constituencies; elites and elite interests determined the objectives of political parties; voters in many African countries shifted parties frequently; and neoliberal economic policies largely reflected the preferences of foreign donors and international financial institutions. As parties and voters have adjusted to the institutional arrangements and political demands associated with democracy, a more heterogeneous political landscape has materialized since 2010. Party systems demonstrate distinct patterns of variation, from the more stable, institutionalized systems in Ghana and Botswana to fluid, inchoate configurations in Benin and Malawi. These variations in the degree to which party systems have institutionalized affect economic policy choices by parties and those who benefit from them. Furthermore, democratic politics has intensified pressures on ruling parties to provide goods such as electricity and education. Here too, patterns of goods provision show substantial variation over time and across countries, calling attention to the differences in the incentives and capacities of parties to respond to distributive demands by the electorate.
To explore the political and economic heterogeneity of contemporary Africa, scholars have combined well-established qualitative and comparative approaches with new analytical tools. The use of cross-national public opinion surveys, field and survey experiments, satellite imagery, and geo-coded data have enabled more systematic, fine-grained study of the economic determinants of party system competition, economic voting, the distribution of goods, and the management of private sector development by ruling parties in recent years. These empirical approaches enrich understanding of the relationship between parties and political economy in Africa and facilitate more fruitful comparisons with other regions of the world.
Although widely used in reference to the Americas and Europe, the concept of populism has been less frequently applied to political dynamics in sub-Saharan Africa. Populism is variously viewed as a political strategy aimed at fostering direct links between a leader and the masses, an ideational concept that relies on discourses that conjure a corrupt elite and the pure people, and a set of socio-cultural performances characterized by a leader’s charisma, theatrics, and transgression of accepted norms. A cumulative approach that combines all three perspectives allows for identifying episodes of populism in Africa. These include historical cases of populist regimes in the 1980s as well as more contemporary examples of party leaders in the region’s democracies who use populism in their electoral campaigns to mobilize subaltern groups, especially those living in urban areas. As found in other regions of the world, those African leaders who have ascended to the presidency on the back of populism typically exert anti-democratic practices once in office. This reaffirms that populism can allow for greater representation of the poor and marginalized in the electoral process, but that populists’ celebration of popular will and supposedly unmediated ties to the people become convenient justifications for bypassing established institutions and undermining the rule of law.

When the Arab Spring of 2011 sparked a second revolution in Egypt (the first having occurred in 1952), it caught the longstanding Muslim Brotherhood almost by surprise. Arguably the oldest Sunni political mass movement in Egypt (having been established in 1928), it had proven remarkably resilient during more than eight decades of alternating repression and toleration by subsequent governments. Though its social composition changed over the years, its principles, as laid down by its founder Hasan al-Banna, continued to inspire large segments of the population in a quest for a state based on Shariʿa, and provided an alternative vision for a more just and moral society. Meanwhile, the Brotherhood built a wide network of social, educational, and welfare institutions.
From the early 1980s onwards, with Mubarak in power, the Brotherhood was condoned, if not officially recognized, and members were allowed to participate in several parliamentary and other elections. As an organization with formal traditional leadership bodies, but also a younger generation versed in the modern social media, the Brotherhood was seen to be slowly nearing a point where it would be able to make the transition to a party. It began to formulate a political platform and an economic blueprint for the country. A modicum of democracy was adopted, and more openness towards the integration of women was seen. After winning a relatively large (minority) representation in the 2005 parliamentary elections, the regime was scared enough to allow the Brotherhood to win only one token seat in 2010.
The revolution of 2011 ousted Mubarak and then led to relatively free elections with a solid victory for the Freedom and Justice Party, which had been formed by the Brotherhood, as well as a new Islamist-inspired constitution and the election of Muhammad Mursi as president. However, within a year the Muslim Brotherhood government had missed this historical window of opportunity. It proved inadequately prepared for efficient and orderly governance, did not bring order and stability, nor did it advance the aspirational goals of demonstrators. This is how the army, not for the first time in Egypt’s history, came to intervene and depose Morsi in July 2013, replacing him with Defense Minister ʿAbd al-Fattah al-Sisi. It was not long before the Brotherhood was once more suppressed and outlawed. With many leaders in jail, but latent support continuing, observers tend to believe it is not the end of the Brotherhood’s existence.
The boundary between the religious and the secular spheres of life is contested in many parts of the world. From the latter decades of the 20th century, controversies over issues such as the legalization of same-sex marriage, assisted dying, and freedom of speech, as well as clashes around reproductive rights and equality issues, have all featured highly on national political agendas. Set against a backdrop of the “return of religion” to public life, these debates and tensions have given rise to the notion that secularism might be in a state of crisis or moving toward some form of post-secular condition. The term “secularism” is itself also contested. The precise nature of the “secular” and the “religious” spheres of life is subject to interpretation, and secularism in practice can be manifest in a number of ways. This ranges from exclusivist forms of secularism in countries such as the United States and France to inclusive secularism in the case of India. Supporters of a role for religion in public life maintain that religion provides a range of valuable public goods and gives individuals a sense of meaning and identity. Secularists, on the other hand, claim that the separation of church and state provides the best framework for upholding the rights and freedoms of all citizens regardless of their religion or belief.

People do not always vote for the party that they like the most. Sometimes, they choose to vote for another one because they want to maximize their influence on the outcome of the election. This behavior driven by strategic considerations is often labeled as “strategic voting.” It is opposed to “sincere voting,” which refers to the act of voting for one’s favorite party.
Strategic voting can take different forms. It can consist in deserting a small party for a bigger one that has more chances of forming the government, or to the contrary, deserting a big party for a smaller one in order to send a signal to the political class. More importantly the strategies employed by voters differ across electoral systems. The presence of frequent government coalitions in proportional representation systems gives different opportunities, or ways, for people to influence the electoral outcome with their vote. In total, the literature identifies four main forms of strategic voting. Some of them are specific to some electoral systems; others apply to all.
Rational choice theory may seem like a separate theoretical approach with its own forbidding mathematics. However, the central assumptions of rational choice theory are very similar to those in mainstream political behavior and even interpretive sociology. Indeed, many of the statistical methods used in empirical political behavior assume axiomatic models of voter choice. When we consider individual voting behavior, the contribution of rational choice has been to formalize what empirical political scientists do anyway, and provide some new tools. However, it is when we consider collective voting choice—what elections mean and what kind of policy outcomes result—that rational choice leads to new, counterintuitive insights. Rational choice also has a normative dimension. Without voter rationality the traditional understanding of democracy as popular choice makes little sense.
Together, the European Parliament (EP) and the Council of the European Union form the bicameral legislature of the European Union (EU). However, as the analysis of voting behavior shows, decision-making is structured differently in the two institutions. In the EP, competition takes place between European party groups along a left-right and a rising pro-anti EU integration dimension. In the Council, ideology and party politics play a minor role. Voting behavior of ministers is determined by different national interests on an issue-by-issue basis. Furthermore, voting in the Council is dominated by the so-called culture of consensus. Despite the extension of qualified majority voting (QMV) to most areas of EU decision-making, many legislative proposals are adopted unanimously. Even if there is dissent, it is usually only one or two member states voting against the proposal. This makes it difficult to discover patterns of conflict and coalition formation through Council voting data. At the same time, consensus-seeking is something the Council and the EP have in common. In the EP, voting cohesion is high not only within groups but also in the EP plenary as a whole, with a grand coalition between Social Democrats and Conservatives forming frequently, often including the Liberals as well as parties on the left side of the political spectrum. Notwithstanding signs of a decline in consensual decision-making in the wake of the financial and the migration crisis, voting cohesion dominates within the Council and the EP, as well as across institutions in bicameral decision-making.
