Since the early 1990s, African states have been democratizing. Political parties now dominate the public spaces in many African democracies. The past 26 years have witnessed the growth and consolidation of “party democracy” in Africa. This is the longest period of uninterrupted growth of electoral politics in many countries on the continent. Recent Afrobarometer surveys show that almost two-thirds (63%) of Africans support pluralistic politics. Party identification in sub-Saharan Africa has also been on the rise. Across 16 states Afrobarometer surveyed, a majority of Africans (65%) claim they “feel close to” a political party in their country. The mass public who identified with a particular political party increased by 7 percentage points between 2002 and 2015.
Political parties are the vehicles for citizens to engage in party activism. The women and men who join a political party become the party activists. Party activists are the lifeblood of the party organization. And political party activism in sub-Saharan Africa is geared toward the election of the party and its candidates into office. Consequently, party activism is a continuum of high-intensity and low-intensity political activities. Party activists vary in their levels of involvement. Thus, it is a mixture of fanfare and aggressive participation. Political party activism is a multifaceted process where party members undertake any of the following political activities: display a poster, donate money, help with fund-raising, deliver election leaflets, help at a party function, attend party meetings, undertake door-to-door campaigning, and run for party office. The involvement of party members usually varies from active engagement to passive attachment to the party. There were several motives for party activists getting involved in “high-intensity participation.” Because of the crucial role party activists play in the intra- and inter-party competition, the parties provide some incentives to get members commitment. At the organizational level, party activists present themselves for election into party offices at the grassroots, regionally or nationally. They devote their time and financial resources in furtherance of the party agenda. In return, party activists expect the party to reward them with selective incentives when power is won. That said, more research is required at the country level to enable us to construct the profile of the African party activists.

Bureaucracy, the Bureaucratic Politics Model, and Decision Making During Crisis

To understand how policy is made, one must understand not only the individuals who make the decisions, but also the role of bureaucratic politics and the goals of the institutions themselves. Graham Allison’s classic Essence of Decision created the bureaucratic politics model and was the catalyst for a rich research agenda on decision-making. Using Allison as a starting point, researchers have expanded the understanding of the role of bureaucracies in deliberation and decision-making, particularly during times of crisis. Typically, institutions fill the day-to-day “politics as usual” role of decision-making, but their actions during crisis, by definition an abnormal event, allow bureaucracies to pursue their own objectives by way of a new opportunity to exert influence and to reshape the power structure of the political landscape.
The research agenda on individuals and decision-making has also made great strides since the 1970s and helps to illuminate when the bureaucratic politics model has great explanatory power and when it is less useful. The level of influence bureaucracies have is dependent upon where they sit within the system and how they are utilized by the executive branch of government. Leaders, such as the President of the United States, hold a significant amount of power, and the ways in which they hold onto power, or allocate it to other actors, which is a function of their leadership style, can either empower or disempower bureaucracies. In other words, the importance of bureaucracies connected to the executive branch of government fluctuates with an individual’s personality characteristics and leadership style. Specifically, a leader’s personal need for power, their expertise, and their personal interest in policymaking, as well as their cognitive complexity, the amount of differing information they want and are capable of cognitively processing, influence the way in which the leader will delegate decision-making. Leaders like Lyndon B. Johnson relied heavily upon expert advisers and allocated decision-making to lower-level agencies. Alternatively, some leaders (e.g., Richard Nixon) have experience, particularly in foreign policy, and believe they are their own expert adviser; thus, they are involved in nuanced decision-making and rely upon only a very small number of advisers (in Nixon’s case, just Henry Kissinger).
A common normative criticism of bureaucratic politics, and group decision-making in general, is the collective cognitive conformity, commonly known as groupthink. The general assumption is that individuals within a group will seek conformity and avoid the conflict caused by raising alternatives during policy deliberation. However, bureaucratic politics mitigates groupthink by bringing in a greater number of actors with differing goals and perspectives, making deliberation more open. Again, this is significantly influenced by how the leader utilizes advisers and their respective bureaucracies. Where Kennedy was very open-minded and actively sought various perspectives during the Cuban missile crisis, George W. Bush created an insulated decision-making environment after 9/11 and leading up to the invasion of Iraq.
As society continues to change, particularly with regard to reliance upon technological adaptations, such as nuclear energy, new crises will occur. These crises will require the cooperation of more bureaucracies and occasionally new bureaucracies. Through these crises, bureaucracies will compete for political influence, and the power structure of the political landscape will inevitably change and affect policy decision-making.

Leadership and Change in the Public Sector

The nature and evolution of the field of studies of public sector leadership can be understood by focusing on four theoretical orientations: institutional, transformational, collaborative, and contingent. The first one argues that, within a democracy, public sector executives do not exercise—or should not exercise—a strong leadership. The second one, on the contrary, stresses their “transformational” role. The third orientation favors more horizontal leading styles, while the last one argues that all the previous types of leadership could emerge depending on the specific conditions. Each of these four orientations takes a specific position toward change and has led to a considerable number of books and articles. This clearly shows that leadership is an important issue in the study of the public sector. It also shows the theoretical fragmentation present in this field and that there is not a fit-all type of leadership. Paradoxically, there is still a noticeable lack of research on some topics, such as the causes and effects of leadership. Thus, there is not a clear understanding yet of the extent to which leading within government makes a positive difference and, in case it does, of how to make it happen. Filling these voids would certainly help this field to gain greater relevance within the wider field of leadership studies as well as in the social sciences in general.

The Poliheuristic Theory of Crisis Decision Making and Applied Decision Analysis

Poliheuristic theory addresses the “why” and “how” of decision making. It focuses on how decision makers use heuristics en route to choice by addressing both the process and the choice related to the decision task. More specifically, decision makers use a two-stage process wherein a more complicated choice set is reduced to one that is more manageable through the use of these heuristics, or cognitive shortcuts. In the second stage, decision makers are more likely to employ maximizing and analytical strategies in making a choice. Poliheuristic theory also focuses on the political consequences of decision making, arguing that decision makers will refrain from making politically costly decisions.
While poliheuristic theory helps us better understand how decision makers process information and make choices, it does not specifically address how choice sets and decision matrices were created in the first place. Applied decision analysis (ADA) rectifies this shortcoming by focusing on how leaders create particular choice sets and matrices and then how they arrive at a choice. It does so by first identifying the decision maker’s choice set or decision matrix; that is, the alternatives or options available to choose from as well as the criteria or dimensions upon which the options will be evaluated. ADA then focuses on uncovering the decision maker’s decision code through the use of multiple decision models.
Combining poliheuristic theory with ADA allows researchers to more fully explain decision making in general and crisis decision making in particular. An application of poliheuristic theory and ADA to decision making pertaining to the Fukushima nuclear disaster reveals that even in this high-stress crisis environment decision makers followed the two-stage process as predicted by poliheuristic theory. More specifically, in the first stage, decision makers simplified the decision task by resorting to cognitive heuristics (i.e., decision making shortcuts) to eliminate politically damaging alternatives such as voluntary evacuation. In the second stage, decision makers conducted a more analytical evaluation of the compulsory evacuation options.

Rational Choice Theory in Political Decision Making

Rational choice theory builds from a very simple foundation. To wit: individuals are presumed to pursue goal-oriented behavior stemming from rational preferences. Rational choice theory benefits from the very precise formulations of its assumptions. Individual-level rationality is generally defined as having complete and transitive preferences. Both completeness and transitivity have precise, formal definitions. From complete and transitive preferences, one can develop utility function presentations reflecting those preferences. Utility functions have the advantage of establishing a measure and allowing one to assess attitudes toward risk. That is, utility functions can reflect risk acceptance, risk neutrality, or risk aversion.
Although some rational choice theorists focus on individual-level decision making, most rational choice theorists consider the ways in which individuals’ decisions are aggregated into some sort of social outcome or social preference order. The aggregation of individuals’ preferences occurs in both social choice and game theoretic models. Arrow’s theorem is the best-known result in social choice theory. Arrow showed that the rationality of individuals’ preferences could not be readily preserved at the group level when those individuals’ preferences were aggregated. That is, individual-level rationality does not ensure group-level rationality. Put slightly differently, irrationality at the group level cannot impugn rationality at the individual level. Other examples highlighting the difficulty of aggregating individuals’ preferences into a collective outcome abound. For instance, game theoretic presentations of the collective action problem highlight how individually rational decisions can lead to suboptimal outcomes.
Rational choice models have been used to model interactions in a wide array of political institutions. Rational choice models have been developed to tackle some of the most challenging concepts in the social sciences, even in areas long thought impenetrable to rational choice theorizing. For instance, concepts such as ideology or personal identification have typically been used as preestablished descriptors. In contrast to treating those concepts as extant descriptors, rational choice theorists have modeled the endogenous development of ideologies and personal identification. Given the complexity of social phenomena, the relative parsimony and the clarity of rational choice models can be particularly helpful. The usefulness of rational choice models stems from their parsimony and their applicability to a wide range of settings.

Secularism and Religion

The boundary between the religious and the secular spheres of life is contested in many parts of the world. From the latter decades of the 20th century, controversies over issues such as the legalization of same-sex marriage, assisted dying, and freedom of speech, as well as clashes around reproductive rights and equality issues, have all featured highly on national political agendas. Set against a backdrop of the “return of religion” to public life, these debates and tensions have given rise to the notion that secularism might be in a state of crisis or moving toward some form of post-secular condition. The term “secularism” is itself also contested. The precise nature of the “secular” and the “religious” spheres of life is subject to interpretation, and secularism in practice can be manifest in a number of ways. This ranges from exclusivist forms of secularism in countries such as the United States and France to inclusive secularism in the case of India. Supporters of a role for religion in public life maintain that religion provides a range of valuable public goods and gives individuals a sense of meaning and identity. Secularists, on the other hand, claim that the separation of church and state provides the best framework for upholding the rights and freedoms of all citizens regardless of their religion or belief.

Strategic Voting Versus Sincere Voting

People do not always vote for the party that they like the most. Sometimes, they choose to vote for another one because they want to maximize their influence on the outcome of the election. This behavior driven by strategic considerations is often labeled as “strategic voting.” It is opposed to “sincere voting,” which refers to the act of voting for one’s favorite party.
Strategic voting can take different forms. It can consist in deserting a small party for a bigger one that has more chances of forming the government, or to the contrary, deserting a big party for a smaller one in order to send a signal to the political class. More importantly the strategies employed by voters differ across electoral systems. The presence of frequent government coalitions in proportional representation systems gives different opportunities, or ways, for people to influence the electoral outcome with their vote. In total, the literature identifies four main forms of strategic voting. Some of them are specific to some electoral systems; others apply to all.

Theoretical Perspectives on LGBT Representation and Party Politics

LGBT people have gone from being a “politics” to a “people” from the end of the 20th century to the beginning of the 21st. They were mostly excluded from public life, and reduced to their sexuality. And when they weren’t reduced, they were restricted. Legislatures, not only failed to protect LGBT people from discrimination, but created new barriers for them under the guise of “protecting” the presumed heterosexual and cisgender basis of society. In America, the Defense of Marriage Act, (DOMA) and Don’t Ask Don’t Tell (DADT) are the most consequential examples of legislative action that treats LGBT people as morality issues rather than citizens. As LGBT people have gone from the margins to the center of public life, however, their political status changed. LGBT people are no longer a sexuality—but a constituency. There is an undisputed electoral connection. Legislators act on behalf of LGBT constituents in symbolic and substantive ways ranging from membership in LGBT caucuses in their chambers, to voting for bills that clearly help LGBT citizens in specific ways. They also exert pressure on representatives for whom they share no electoral connection, and who are not themselves LGBT. These allies act for LGBT citizens because they it aligns with ideological beliefs in justice and equity. This growth in activity has not only been limited to the US Congress, but has also occurred in US state legislatures and around the world. Activity has not always been synonymous with success, as the US Congress’s long struggle to pass an Employment Non-Discrimination Act (ENDA) that is inclusive of all aspects of the “LGBT” umbrella demonstrates. Nevertheless, LGBT voters are no longer “an issue”, but a part of the polity. Now that “LGBT” is an established political group there are serious questions that need to be addressed about what is being represented—and why it matters.
