Dominant narratives and theories developed at the turn of the 21st century to account for the links between state formation and civil wars in Africa converged around two main ideas. First was the contention that the increase in civil wars across the continent—like that in many parts of the globe, including South Asia and Central Europe—was linked to state failure or decay. Violent conflict thus came to be seen as the expression of the weakness, disintegration, and collapse of political institutions in the postcolonial world. Second, guerrilla movements, once viewed as the ideological armed wings of Cold War contenders, then came to be seen as roving bandits interested in plundering the spoils left by decaying states, and their motives as primarily, if not only, economic or personal, rather than political. However, recent research has challenged the reductionism that underlay such accounts by looking into the day-to-day politics of civil war, thus moving beyond the search for the motives that bring rebels and rebel movements to wage war against the established order. Drawing on this literature, this article argues that violent conflict is part and parcel of historical processes of state formation. Thus, in order to understand how stable political institutions can be built in the aftermath of civil war, it is essential to study the institutions that regulate political life during conflict. This implies a need not only to look at how (and if) state institutions survive once war has broken out, but also to take into account the institutions put in place in areas beyond the control of the state.

The State of Hezbollah? Sovereignty as a Potentiality in Global South Contexts

The understanding of the differences in what a state and nonstate actors are and do in the Global South is augmented if we historicize these categories. In particular, the category of the nonstate actor is best understood when contextualized in the project of the state in which such actors operate. Building on established critical approaches, it is necessary to interrogate the a priori assumption that distinctions that frame as exclusively distinct categories of state and nonstate actors hold blanket validity for understanding politics in the Global South.
A meaningful understanding of how an actor’s influence—regardless of category—is enhanced when placed in a context, and where analysis addresses strategies and actions and their effects. To this end, an actor is defined as an entity with two characteristics: it is able to develop preferences and goals, and it is able to mobilize individuals and material resources in their pursuit. Presenting the benefits of contextual analysis shows how a focus on actors’ “sovereign potentialities” (i.e., attributes such as control over territory, service provision, generation of markers of identity, and the international recognition that an actor has and through which it can impose change on its context and environment) allows for a clearer understanding of what constrains or enables actors qua actors.
One way to explain the analytical purchase of this argument is via a novel reading of Hezbollah and of Lebanon’s politics, which is the party’s anchoring context. This makes it possible to analyze the profound effects of Hezbollah’s actions in Lebanon and regionally through its alliance with Syria (and Iran), its appeal to a wider Arab audience, and its confrontation with Israel. Special attention is given to Hezbollah’s actions in Lebanon, its involvement in the 2012–2013 Qusayr battle in support of the Syrian government, and its decision-making during the 2006 Israel War. This discussion will highlight Hezbollah’s state-like and non-state-like sovereign potentialities, and the factors that limit or enable its strategies in different contexts.

Storytelling and Narrative Research in Crisis and Disaster Studies

Storytelling is a common and pervasive practice across human history, which some have argued is a fundamental part of human understanding. Storytelling and narratives are a very human way of understanding the world, as well as events, and can serve as key tools for crisis and disaster studies and practice. They play a tremendously important role in planning, policy, education, the public sphere, advocacy, training, and community recovery. In the context of crises and disasters, stories are a means by which information is transmitted across generations, a key strategy for survival from non-routine and infrequent events. In fact, the field of disaster studies has long relied on narratives as primary source material, as a means of understanding individual experiences of phenomena as well as critiquing policies and understanding the role of history in 21st-century levels of vulnerability. Over the past several decades, practitioners and educators in the field have sought to use stories and narratives more purposefully to build resilience and pass on tacit knowledge.

Strategic Culture Theory: What, Why, and How

The concept of strategic culture has become widely used in the field of international relations, primarily in the context of efforts to explain the distinctive strategic behaviors of states through reference to their unique strategic properties. Despite this, a great deal of confusion remains regarding what strategic culture is, and how it may be used in the context of academic research. Two problems produce this confusion: much strategic culture literature continues to conflate culture-as-ideas with the behavior and artifacts through which those ideas become manifest, and strategic culture scholars have incorporated within their definitions of this concept overly narrow assumptions about where strategic culture may be said to exist.
To address these weaknesses in the literature, strategic culture is redefined as consisting of common ideas regarding strategy that exist across populations. This definition is narrower than many because it defines culture as common ideas rather than as ideas plus behavior (or as ideas plus artifacts). This matters not because it solves the methodological challenges faced by those who seek to study ideas, but because it forces us to confront these challenges directly in the context of efforts to understand the different ways that patterns of ideas may produce patterned behavior. This definition is also broader than many because it refuses to dismiss the possibility that common ideas related to strategic matters may exist across populations that are not bounded by the borders of existing countries. The rationale for such an approach is simply that one ought to look and see how common ideas are in fact distributed across populations, rather than assume that patterns will conform to taken-for-granted political units.

Sudan: Soldiers and Civilians, 1958–2019

Sudan has had an unstable relationship between soldiers and civilians since shortly after it came to independence in 1956. This has resulted in three military coups, in 1958, 1969, and 1989, all of which gave rise to successful, peaceful civilian resistance seeking democratic government in 1964, 1985, and 2018. In the south of the country, two lengthy civil wars started under periods of military rule and resulted in separation and the creation of South Sudan in 2011, in which the very definition of “soldiers” and “civilians” is central to continuing conflicts.

Suriname: The National Army in Politics

Suriname is a multiethnic society (from African, Asian, and European countries, and smaller contingents of the original indigenous peoples) formed in colonial times. After 1863, a small colonial army detachment with conscript Dutch soldiers was stationed in Suriname. The colony was provided autonomy in 1954, except for defense and foreign affairs. The same army detachment was now open for Surinamese noncommissioned officers (NCOs). Independence was obtained in 1975; the Dutch transferred all infrastructure of the colonial detachment. Suriname’s political culture was (and partially still is) based on ethnic belonging and clientelism.
After independence, the government started spending big money and rumors of corruption arose. The NCOs, headed by Sergeant-Major Bouterse, staged a coup in 1980. They appointed a new civilian government but remained in control though a Military Council overseeing government. After two and a half years it generated a strong civilian opposition, supported by the students, the middle classes, and the trade unions. In December 1982, the military arrested the leaders and tortured and killed them. Between 1980 and 1987, Bouterse, now a colonel, was the de facto president as leader of the Military Council.
The generally leftist but zig-zagging military government disrupted the economy. “Colombian entrepreneurs” assisted with financial support. Economic and political bankruptcy prompted the government to organize elections. The “old ethnic parties” won the election in 1987, but the army leadership remained in power. A second coup, in December 1991, was settled by general elections six months thereafter; the same ethnic parties returned to power.
Armed opposition had emerged in the Maroon region. The Army, backed by paramilitary forces, organized a counterinsurgency campaign during several years of civil war. The civilian government brokered a preliminary peace agreement, but Army Chief Bouterse continued the war. Eventually the Organisation of American States mediated, resulting in a formal peace. Bouterse and his staff were discharged and became businessmen and politicians. Consecutive civilian government strongly curtailed military budgets, personnel, and equipment. Instead, they strengthened the police.
In 2005, Bouterse participated in the elections with a pluriethnic political platform. His party became the largest one in parliament. He won the presidential elections in 2010 and was reelected in 2015. A Military Tribunal initiated a process against the actors of the December 1982 murders. In November 2019, the Tribunal convicted him of murder and sentenced him to 20 years in prison, without ordering his immediate arrest.
The National Army, after decades of neglect, was reorganized. It is in fact an infantry battalion equipped with Brazilian armored vehicles. Brazil, Venezuela, and India supplied some assistance and training. The Coast Guard is part of the Army, as well as the Air Force which has a couple of Indian helicopters. Of the 137 countries ranked in military strength by Global Firepower (2019), Suriname is positioned at place 135. On the other hand, the country has no external enemies, although there exists a dormant frontier dispute with Guyana since the late 1960s.

Sweden and the European Union

Membership in the European Union (EU) entails adjustments or changes in national democracies. Sweden joined the EU in 1995, and EU membership has given rise to controversies in the public debate as well as in the academic community.
In an effort to legitimize membership in the public debate, the consequences in terms of sovereignty were summarized in the official Swedish discourse on EU membership as a loss in formal sovereignty but an increase in real sovereignty. This entailed a reinterpretation of popular sovereignty, as stipulated by the Swedish constitution, as well as of democracy, implying that efficiency or problem-solving capacity was emphasized more than procedural democracy.
The controversy surrounding the question of influence came to the fore in connection with the euro referendum in 2003. While some argued that remaining outside the euro would come with a political price—marginalization—others emphasized the lack of evidence for such effects. To some extent, this remains a moot point, not least as a result of the expansion and importance of the euro zone.
Another salient question is whether or not there is political opposition, that is, conflict rather than consensus in EU affairs. Research claims that (allegedly almost nonexistent) previous research had underestimated the degree of political opposition or conflict, notably in parliament. Moreover, results suggest that there is variation in EU opposition across time and policy areas.
In addition there are different interpretations of either decentering or centering effects. Whereas some claim that fragmentation or decentralization is the central feature of the Europeanization of the Swedish state, other researchers submit that the predominant tendency is rather centralization, as the demands of EU decision making—not least EU summitry—on national policy coordination have been a principal driving factor in this process.
These are main themes in the debate over the EU and EU membership in Sweden. Included here are a series of analytical narratives and counternarratives, as well as a discussion of important implications for the national democracy and for the distribution or redistribution of power among domestic political actors therein.

Switzerland and European Integration

Despite its economic importance, Switzerland is surprisingly little studied. Hence it can be misunderstood. For many, it seems to have a successful relationship with the European Union (EU). In reality, Europe has become a problematic issue for the Swiss. Swiss policy has been reactive and largely driven by a conflict between pragmatic Swiss, inspired by traditional views of the needs of a neutral and federal country, and a growing body of populist Europhobes. The former are doubtful about the “European idea” but know that a price has to be paid for vital economic advantages. The latter detest the EU and want little involvement with it, regarding identity and political independence as more important than economic gains. The conflict between the two views can be bitter, and destabilizing.
Because of this, the key aim of Swiss policy has been to achieve some kind of third way, combining non-membership with deep economic integration. Achieving this has become increasingly difficult despite the country’s central geographical and cultural position. This means transport links and population movements are important elements in Swiss relationships with the EU, alongside its economic and legislative involvement. Yet, at the same time, Switzerland has preserved a notable detachment from Europe’s political institutions.
Swiss relations with the EU have been evolving since 1945. The present difficulties are merely the latest, as well as perhaps the most challenging, phase of a long-standing attempt at integrating Europe. There have been five phases in Swiss postwar relations with European integration. Initially, there was considerable reluctance to get involved, but, after some hesitation, the country entered the European Free Trade Association (EFTA) and secured a free trade deal with the European Community (EC). This worked well, bringing Switzerland into what the Swiss liked to see as quasi-membership.
This began to change in the mid-1980s, when Swiss needs and EC change led to a second phase, of seeking a deeper relationship. This led to the European Economic Area (EEA) negotiations and, when this was judged to be insufficient by the government, to a membership application. The defeat of the EEA proposal on December 6, 1992, by an emerging populist force unleashed increasing contestation over Europe. It also forced the country into a third phase of seeking bilateral makeweights for exclusion from the EEA. By the early years of the new century, this led to the present situation, which is more complicated than is often realized and is driven by indirect Europeanization. At the same time, the bilateral approach became both increasingly popular with a majority and sometimes contested on the right.
Moreover, a fourth phase saw bilateralism increasingly contested by the EU as well as by the Right, causing a long, drawn-out impasse. This was partly because the “Stop Mass Migration” initiative of February 9, 2014, and the Limitation Initiative of September 27, 2020, both threatened to undermine the existing bilaterals. The first was bypassed by a parliamentary implementing bill and the second was roundly defeated in 2017. Then, the country faced a new decision over whether to ratify a proposed Institutional Framework Agreement designed to regularize its sprawling range of EU deals. The sudden rejection of this agreement by the Swiss government on May 26, 2021, has propelled Switzerland into a fifth phase of great uncertainty, during which it is likely that it will rethink the whole range of its possible policy options on Europe, which could involve challenging choices and possible political conflicts and realignments at home.

Syria: Coup Politics, Authoritarian Regimes, and Savage War

Why did the Syrian army play such a crucial role in the country? How did it change over the years after independence? At first glance, one would look at the post-independence history of coups d’état for an explanation. Such path dependence helps us to understand how the army positioned itself close to politics and how the surge of the military in the state (cor)related with huge changes in Syrian society. The political role of the Syrian military, however, is much more complex to decipher. The officer corps that acted behind many different regimes became a crucible for political scripts in Syria. The military or politicized cliques within it came to control (civilian) politics in Syria. Yet, quite differently from other Arab countries where coups took place, such as in Egypt, the Syrian army was much more subjected to broad social trends active in the modernizing of Syrian society, in particular the role of ethnicity and confessionalism. Closeness to politics had blowback effects on the (civilian) political system and even on the army institution itself, as it literally imploded in politics.
Syrian politics was later “de-militarized” in a very specific sense, that is, politics was rebuilt on different grounds larger than just military politics, namely authoritarianism. The coup in November 1970 by Hafez al-Assad was a real break and not just another coup in a long series. A new political system was rebuilt by Hafez, himself an officer, with the army as a crucial pillar of his regime, much more focused on internal security functions than on waging wars with Israel. At the same time, however, Hafez pushed the officer corps away from direct politics and relied on other pillars, especially networks of power in the security services and the state bureaucracy. The Syrian military was transformed and adapted to this new enduring regime, quite a novelty in Syria when compared with the 1950s–1960s. The military was part of the enduring status quo of the Assad regime for 40 years and benefited from it—at least the high officers did. No wonder that in March 2011 and at times of Arab uprisings spreading from Tunisia to Egypt, Yemen, Libya, Bahrain, and Syria, the army was pulled by the regime into repression.
The role of the Syrian military became all the more crucial as Syria treaded the path toward full-scale civil war after 2012, or after the latter took the form of a proxy war around Syria with huge regional and international interventions. After a substantial number of individual defections, the military was rebuilt during the conflict with Russian and Iranian support, and this support will be a key component of regime reformation in Syria.

Tanzania: Civil–Military Relations and Nationalism

Why have there been no successful military interventions or civil wars in Tanzania’s nearly 60 years of independence? This one historical accomplishment, by itself striking in an African context, distinguishes Tanzania from most of the other post-1960 independent African countries and focuses attention on the possibilities and nature of successful civil–military relations in sub-Saharan Africa. Contrary to most civil–military relations theory, rather than isolating the military in order to achieve civilian oversight, Tanzania integrated the military, the dominant political party, and civil society in what one observer called a combination of “political militancy” and “antimilitarism,” somewhat akin, perhaps, to the Chinese model. China did provide intensive military training for the Tanzanians beginning in the 1960s, although this could in no way have been expected to ensure successful integration of the military with civil society, nor could it ensure peaceful civil–military relations.
Eight potentially causal and overlapping conditions have been outlined to explain this unique absence of civil–military strife in an African country. Relevant but admittedly partial explanations are: the largely salutary and national developmental role of the founding president, Julius Nyerere; the caution and long-term fear of military intervention engendered by the 1964 East African mutinies; Tanzania’s radical foreign policy as a Frontline State; its ongoing territorial disputes with Uganda and Malawi; concerted efforts at coup-proofing through the co-opting of senior military commanders; and the country’s striking ethnic heterogeneity, in which none of the 125 plus ethnolinguistic tribes had the capacity to assume a hegemonic dominance. Each factor has a role in explaining Tanzania’s unique civil–military history, and together they may comprise a plausible explanation of the over 50 years of peaceful civil–military relations. They do not, however, provide a hopeful prognosis for future civil–military relations in a system that is increasingly challenging the dominant-party state, nor do they account for Tanzania’s subsequent democratic deficit.

Terrorism and Religion: Palestine

In its early stages the Israeli-Palestinian conflict was dominated by two secular nationalist movements, which marginalized religious practices and institutions. However, since the early 1980s, it has gradually become a struggle that includes, and some may argue also is led by, fundamentalist parties that justify their national aspirations via religious texts, principles, and practices. It is no wonder then that a conciliation seems less and less of a realistic endeavor. On the Palestinian side, Hamas and the Palestinian Islamic Jihad are the main forces that dominant the violent Palestinian struggle, while aspiring to establish a Palestinian state that will operate as a theocracy. In Israel, Religious Zionist militant organizations engaged in violent campaigns to solidify Israel’s control over the West Bank as part of a theological framework that sees such a control as a crucial phase in the re-creation of a Jewish kingdom. Moreover, Jewish ultra-orthodox parties, which in the past refrained from engaging with the conflict with the Palestinians, in the last couple of decades became strong opposition to any conciliation efforts which will include territorial concessions by Israel.

Thailand: Camouflaged Khakistocracy in Civil–Military Relations

The history of civil–military relations in Thailand has paralleled the gradual post-1980 primacy of monarchical power over the country. Until 1932, the monarchy ruled absolute across Siam (Thailand). From 1932 until 1980, the military held more clout than the monarchy (though the palace slowly increased its influence after 1957). Since 1980, monarchy and military have dominated the country with the military as junior partner. The two form a khakistocracy: the military’s uniform color of khaki combined with the aristocracy (monarchy). Though there have been brief instances of elected civilian governments, all were overthrown by the military. In fact, Thailand likely holds the record for the highest number of military putsches in the world. Since the death of King Bhumipol Adulyadej in 2016, the clout of the armed forces has become more centralized under his successor and son King Maha Vajiralongkorn. At the same time, post-2019 Prime Minister (and post-2014 junta leader) General Prayuth Chanocha has sought to entrench military power across Thailand. As a result, in 2021, the monarchy and military continue to enhance authoritarian rule as a khakistocracy camouflaged behind the guise of a charade form of democracy. Civil–military relations represent exclusively a partnership between the monarch and the armed forces.

The 1956 Suez Crisis as a Perfect Case for Crisis Research

The Suez Crisis of 1956 is a perfect case for crisis research in the domain of international relations: the events leading to an Israeli attack on Egypt and an Anglo-French military invasion in the Suez Canal area seriously endangered regional and global peace and security. It also had major long-lasting consequences, notably the end of British influence in the Middle East, the expansion of the Cold War into that region, severe damage to the Western alliance, and, related to that, the acceleration of European integration as well as the development of the French nuclear bomb. An analysis of the Suez Crisis allows for a useful comparison of objectivistic and subjectivistic conceptualizations of the notion of crisis. This bears out that different actors attached, and still attach, different meanings to the events of 1956. Consequently, they look back on, and evaluate, the crisis in different terms. Also, Suez invites a confrontation of rationalist and constructivist approaches to the crisis phenomenon in the international relations literature. Furthermore, it invites an assessment of different approaches to foreign policy crisis decision-making, as they are employed in the comparative foreign policy analysis literature. In addition, the crisis serves to dissect important methodological issues regarding crisis research, particularly regarding causality and the issue of the decision unit. Finally, Suez offers insights into the specific legal and normative constraints faced by democracies seeking to go to war.

The Dominican Republic: From Military Rule to Democracy

Due to regionalism and both internal and external military interventions in politics, it was not until the last quarter of the 20th century that the Dominican Republic began a (true) transition to free democratic institutions in politics. While various forms of militarism and militarization dominated most of Dominican politics—and much of society—from independence to that period, liberalization from the 1970s and beyond led to a downsizing in military and police power and relatively stable and peaceful electoral transitions between legitimate political contenders. From independence in 1844 to the late 19th century, Dominican politics was characterized largely by fragmentation and caudillo warfare, including an 1861 reannexation to Spain and a long Restoration War to restore independence in 1865. These trends encouraged militarization in many aspects of society, and elevated many men of military experience and fame in politics. Despite a brief late-19th-century period of liberalization, the country quickly fell under the dictatorship of Ulíses Heureaux, whose caudillo system of rule was reinforced and funded through extensive internal and external loans—the latter of which were gradually taken over by the United States. His assassination in 1899 pushed the Dominican Republic into a series of governments and civil wars that, considering growing U.S. influence and interest, led to the direct U.S. military occupation of the country from 1916 to 1924. Using the structures of military centralization built up under the occupation, under which he had been trained, Rafael Trujillo took over the Dominican government at the end of the 1920s. He ruled from 1930 to 1961. While Trujillo’s rule built a semblance of a government with civilian branches, he used military intimidation and violence both to control and to modernize the state. After his assassination, the long-term military, political, and societal consequences of Trujillo’s dictatorship continued to hinder democratic development, yet some elements actually improved the possibilities of a democratic state, including economic growth, urbanization, and the consequent growth of a middle class, which challenged former followers of Trujillo such as Joaquín Balaguer through the 1960s and 1970s. By the mid-1970s and into the 1980s, the popular Dominican challenge to military intervention in politics aided the downsizing of the Trujillista military and therefore the power of the armed forces to intervene in the political system. The presidencies of Antonio Guzmán and Salvador Jorge Blanco in the late 1970s and 1980s, while peacefully and legally elected, were marred by corruption, yet popular pressure and personal interest caused these administrations to gradually scale back the armed forces and their role in politics. Through the 1980s and 1990s, a centralized and efficient civilian-controlled government formed. Despite some difficulties in transition, due to such issues as the fragility of early democratic institutions and International Monetary Fund–imposed austerity measures of the 1980s, by the mid-1990s the Dominican Republic had conducted highly contested but fair elections without direct police or military interference in the political process.

Trade Union Politics in Sub-Saharan Africa

Although unionized workers have rarely represented more than a small minority of the population anywhere in sub-Saharan Africa, trade unions have played, and continue to play, a significant political role. Trade unions still occupy strategic choke points in many African economies, particularly around transport infrastructure, and retain a spatially concentrated organizational base as well as a degree of symbolic power drawn from participation in struggles against colonialism, apartheid, and authoritarianism. Three persistent dilemmas have strongly shaped the role of African trade unions and driven much of the academic debate about them. First are debates about the relationships between trade unions and political parties. These date to the often-fraught relationships between unions and anti-colonial movements in the last years of colonial rule. Pitched struggles, both within trade unions and between unions and governing parties, were often fought in the decade after the end of formal colonization over the degree of autonomy that unions should have from governing parties. These were often resolved through the widespread repression of politically independent unionism in the 1970s. This relationship, however, became untenable under processes of structural adjustment, and unions have often played a significant role in protests against neoliberal reforms, which have spurred widespread political transformation. Second are debates about the relationships of trade unions to non-unionized workers, especially the unemployed or the “informal” sector. Critics on both left and right have long pointed to the relatively privileged position of trade unions. This has consistently been invoked by governments seeking to justify the limited political role of trade unions as well as policies for wage restraint, state retrenchment, or currency devaluation that have negatively affected organized labor. However, given the increasingly widespread nature of informality and unemployment in contemporary Africa, trade unions have begun to make tentative steps toward organizing informal and unemployed workers in some cases. Finally, the relationships of African unions to the international labor movement and to international organizations have often been important. African unions have frequently drawn on links to international trade unions, regional institutions, or the International Labour Organization (ILO) as a way of compensating for domestic weaknesses. These strategies, however, have often engendered significant conflicts around the differing objectives of African and metropolitan actors, between African unions over access to international resources, and concerning “imperialism” by American and European unions.

Traditional Leaders and Development in Africa

Traditional leaders have a significant role in the social, political, and economic lives of citizens in countries throughout Africa. They are defined as local elites who derive legitimacy from custom, tradition, and spirituality. While their claims to authority are local, traditional leaders, or “chiefs,” are also integrated into the modern state in a variety of ways. The position of traditional leaders between state and local communities allows them to function as development intermediaries. They do so by influencing the distribution of national public goods and the representation of citizen demands to the state. Further, traditional leaders can impact development by coordinating local collective action, adjudicating conflicts, and overseeing land rights. In the role of development intermediaries, traditional leaders shape who benefits from different types of development outcomes within the local and national community. Identifying the positive and negative developmental impacts of traditional leaders requires attention to the different implications of their roles as lobbyists, local governments, political patrons, and land authorities.

Transgender Law and Policy in the United States

Transgender people have a complicated history in U.S. law and policy. Once thought of as a symptom of homosexuality, gender nonconformity has long been the subject of social disapprobation and legal sanction, including criminalization. Beginning in the 1950s, an emergent interest by the medical community in individuals suffering from “gender dysphoria” precipitated an identity politics primarily organized around a goal of access to competent medical care and treatment for transsexual individuals. In ways both significant and ironic, this medicalization both promoted a binary ideology of gender, most obvious in concepts like male-to-female or female-to-male transsexualism, and created space for more transformative concepts of gender fluidity and transgender identity to emerge. Long conceptualized as a kind of subsidiary of the gay and lesbian rights movement in the United States, a status that entailed considerable turmoil, the transgender movement, especially since the 1990s, has emerged as a vocal and relatively effective rights lobby in its own right. The advent of the Trump administration presents a pivotal moment that will likely test not only the durability of recent policy gains but also whether those gains can be expanded in any significant measure.

The Treaties of Rome

Together with the Treaty of Paris (1951), which established the European Coal and Steel Community (ECSC), the two Treaties of Rome (1957) were the founding treaties of today’s European Union. Of the two Rome treaties, the more influential proved to be that which created the European Economic Community (EEC), although many contemporaries expected the European Atomic Energy Community (Euratom) to acquire that role. As during all major treaty negotiations in the history of European integration, there were divisions of opinion among the six ECSC member states (Belgium, France, West Germany, Italy, Luxembourg, and the Netherlands) along and within national lines. In the end, however, their governments were able to agree on a complex package deal with various components. To reach this result, the work of two preparatory bodies, the so-called Spaak Committee and an intergovernmental conference set up by the foreign ministers of the six ECSC states, proved crucial. In addition, transnational actors and networks had a considerable impact on the Treaties.
The ultimate treaty texts reflected this trajectory of negotiations and the wider political context of the time. The Treaties of Rome were less supranational than the Treaty of Paris, and the three resultant communities were characterized by their hybrid nature: until the Merger Treaty of 1967, they shared some common institutions, such as the Parliamentary Assembly and the Court of Justice, while they had three independent executive bodies. Euratom, which focused on cooperation in the sphere of nuclear power, soon experienced institutional crises, and the same holds true for the ECSC. The EEC, in contrast, possessed greater powers and unleashed more significant dynamics and thus became the core of European integration.
On the basis of the Treaties of Rome, the European Communities incrementally turned into the foremost forum of international cooperation and integration in (Western) Europe. That, however, was quite unclear in 1957, as reflected in opinion polls at the time. Moreover, there were important contenders for this role. By the end of the Cold War, the EC had outpaced them all, for three main reasons: its focus on market integration, its greater legal integration in comparison to organizations such as the Organisation for Economic Co-operation and Development (OECD) and the Council of Europe and, finally, its financial resources. In sum, one needs to know about the Treaties of Rome and the integration dynamics they unleashed in order to understand the enormous importance that today’s EU has acquired.

Turkey: The Rise and Fall of the Influence of the Military in Politics

The continued influence of the Turkish Armed Forces (TAF) on politics characterized the political history of the Turkish Republic, until such influence was first bridled and then ultimately broken by the Justice and Development Party governments during the 2000s. When the new regime was established in 1923, the military identified itself with its founding ideology, namely Kemalism, which was built on the ideas of modernism, secularism, and nationalism. Because the TAF assumed the roles of guardian of the regime and vanguard of modernization, any threat to the foundational values and norms of the republican regime was considered by the military as a threat to the constitutional order and national security. As a self-authorized guardian of the regime and its values, the TAF characterized itself as a non-partisan institution. The military appealed to such identity to justify the superiority of the moral and epistemological foundations of their understanding of politics compared with that of the elected politicians. The military invoked such superiority not only to intervene in politics and take power (1960, 1971, 1980, 1997, and 2007). They also used such identity to monitor and control political processes by means of the National Security Council (established after the 1960 military intervention) and by more informal means such as mobilizing the public against the elected government’s policy choices. In the context of the Cold War, domestic turmoil and lasting political polarization helped legitimate the military’s control over security issues until the 1980s. After the end of the Cold War, two threats to national security drew the TAF into politics: the rising power of Islamic movements and the separatist terrorism of the Kurdistan Workers’ Party (PKK), which posed threats to the constitutional order.
Turkey’s EU membership bid is one of the most important aspects that bridled the influence of the TAF on politics. Whereas the democratic oversight of the military and security sector constituted a significant dimension of the EU reforms, events that took place around the nomination of the Justice and Development Party’s candidate, Abdullah Gül, for the presidency created a rupture in the role and influence of the military on politics. Two juristic cases against members of the TAF in 2008 and 2010 made a massive impact on the power of the military, before the ultimate supremacy of the political sphere was established after the coup attempt organized by the Gülenist officers who infiltrated the TAF during the 2000s.
