What is “threat framing”? It concerns how something or someone is perceived, labeled, and communicated as a threat to something or someone. The designation “threat,” notably, belongs to the wider family of negative concerns such as danger, risk, or hazard. Research on threat framing is not anchored in a single or specific field but rather is scattered across three separate and largely disconnected bodies of literature: framing theory, security studies, and crisis studies. It is noteworthy that whereas these literatures have contributed observations on how and under what consequences something is framed as a threat, none of them have sufficiently problematized the concept of threat. Crisis analysis considers the existence or perception of threat essential for a crisis to emerge, along with a perception of urgency and uncertainty, yet crisis studies focus on the meaning of “crisis” without problematizing the concept of threat. Likewise, security studies have spent a lot of ink defining “security,” typically understood as the “absence of threat,” but leave the notion of “threat” undefined. Further, framing theory is concerned with “problem definition” as a main or first function of framing but generally pays little or no attention to the meaning of “threat.” Moreover, cutting across these bodies of literature is the distinction between constructivist and rationalist approaches, both of which have contributed to the understanding of threat framing. Constructivist analyses have emphasized how threat framing can be embedded in a process of socialization and acculturation, making some frames appear normal and others highly contested. Rationalist approaches, on the other hand, have shown how threat framing can be a conscious strategic choice, intended to accomplish certain political effects such as the legitimization of extraordinary means, allocation of resources, or putting issues high on the political agenda. Although there are only a handful of studies explicitly combining insights across these fields, they have made some noteworthy observations. These studies have shown for example how different types of framing may fuel amity or enmity, cooperation, or conflict. These studies have also found that antagonistic threat frames are more likely to result in a securitizing or militarizing logic than do structural threat frames. Institutionalized threat frames are more likely to gain and maintain saliency, particularly if they are associated with policy monopolies. In the post-truth era, however, the link between evidence and saliency of frames is weakened, leaving room for a much more unpredictable politics of framing.

Transfer and Learning: Do They Go Together?

While a phenomena dating back to antiquity, it wasn’t until the 1960s that American and European social scientists began seriously discussing occurrences in which it appeared as if localities, states and nations in close proximity were adopting similar policies and programs. These early diffusion studies led to a new field that has variously been referred to under titles such as policy transfer, lesson drawing, policy translations, and policy mobility. While having different focuses and agendas, all of these studies attempt to address issues associated with the movement (or active rejection of a possible movement) of ideas, information, policies, and programs from one political system to another.
While all transfer studies have helped focus social scientists’ attention on the processes and actors involved in the transfer of ideas, techniques, policies, information, and programs, a better link to the knowledge utilization and learning literatures would help advance the usefulness of transfer studies. At a minimum, by considering the insights from the learning and utilization literatures, social scientists should begin understanding some of the outlook changes that individuals involved in transfer undertake that impact individual and institutional long-term understanding of the process and results. It will also start to help opening up the policymaking process to further scrutiny, particularly in relation to where information is flowing and how it is being used as a policy develops and changes.

Transgender-Specific Policy: Gender Identity Inclusion in Public Accommodations

In the early 21st century the public debates about the inclusion of gender identity in public accommodations municipal ordinances and statewide and national laws represent another step in the ongoing struggle of the social movement seeking to advance the rights and liberties of lesbians, gay men, bisexual, transgender, and other queer (LGBTQ) people. Situating these current debates in the larger context of the LGBTQ movement connects this emergent issue to that broader struggle. The LGBTQ social movement and its counter-movement, often referred to as the Religious Right, have had numerous battles over social policy since the late 20th century. Importantly, movements and their counter-movements identify winning strategies and, at times, tactically innovate so as to effect a shift in current tactics in light of a failing strategy. Tactical innovation includes shifting policy debates, which has been a primary tactic of the counter-movement to LGBTQ rights. Transgender rights broadly and public accommodations policies specifically represent a tactical innovation in the ongoing development of LGBTQ rights in the United States.
How has gender identity inclusion in public accommodations been addressed in politics, policy, and law? There are numerous dimensions of gender identity public accommodations policies as understood in social movements, American law, public policy and administration, public opinion, and sociology and social psychology. Public accommodations are a constant source of public contention. The legal landscape in constitutional, federal, state, and municipal approaches to these policies remains uncertain, and there are competing interpretations of law in whether gender identity protections are covered in existing federal statutes. The rhetoric of the policy debates in both state legislatures and initiative and referendum campaigns primarily focuses on the potential harms to women and girls brought about by men taking advantage of such laws to assault them in sex-segregated public facilities. An account of public opinion about these policies also shows that American adults are far more divided about transgender people using restrooms consistent with their current gender identity than other aspects of transgender rights such as employment nondiscrimination policies. Experimental interventions, such as in-depth conversations encouraging people to consider the day in the life of a transgender person, reduce transphobia and make people more resistant to arguments opposed to the inclusion of gender identity in public accommodations laws. Finally, some have questioned whether sex classifications are needed in public policy and how current nondiscrimination laws achieve their stated goals without such a system. Further development and inquiry absolutely are needed in all these areas.

Transnational Administration of Regional and Global Policies

Transnational administration is the routinization and bureaucratization of global governance. Concepts of transnational administration move beyond methodological nationalism and absolutist understandings of administrative sovereignty vested solely with nation-state authorities to articulate various administrative arenas of global policy. Transnational administration is a new “third scale” of public administration. The first two scales of public administration are national administration, and its internationalization due to globalization, and the international public administration located in the secretariats of international organizations. Transnational administration incorporates nonstate actors in decentralized, devolved, or delegated interactions within and between policy communities operating in global and regional spheres. Organizations such as the Bank of International Settlements, the Kimberley Process, the Global Health and Partnership Model, and Transparency International highlight the actions of transnational administrative actors. Critiques of these and other organizations have raised new concerns about accountability, representation, and transparency.

Transparency in Public Administration

Transparency is one of the keywords of contemporary governance. It is often associated with democratic accountability, but it also carries connotations of market efficiency. Though transparency is a key concept for economics and politics, its ideational roots lie in access to government information. Transparency holds promises for increased democratization and economic performance, but these may also stand in contradiction. Coinciding with the rise of transparency as a token of responsible governance, we have witnessed rapid global diffusion of information access laws. In debates on public accountability, transparency appears as an element of both deliberation and performance, which is peculiar as these are often seen as complementary types of accountability. Moreover, increased transparency is often assumed to lead to increased citizen trust in government, but the relation of trust and transparency is more complex. Transparency also implies access to public information, which can consist of various types of documents and registries. Through digitalization, public information has become a pressing topic of interest, including as raw material for a knowledge-based economy. Public administration also manages significant amounts of personal data of citizens, raising additional concerns for privacy. While transparency and privacy are not antonyms, there is a trade-off between them. Nevertheless, transparency also appears as a means for holding government accountable for its use of registry data. Finally, transparency has become a measured element of governance indicators that are themselves an instance of transparency. As a key concept of public administration, transparency is relevant for both democracy and efficiency of governance, but it is ambiguous and even paradoxical by nature.

The U.S. Civil–Military Relations Gap and the Erosion of Historical Democratic Norms

The gap between the American people and the United States military is growing, with implications for the preservation of democratic institutions. The gap has contributed to the erosion of democratic norms by negatively affecting perceptions of citizenship obligations and weakening the attachment to national institutions. Ironically, a feature of the gap is the rise of a “warrior caste” of men and women who self-select to join the all-volunteer force (AVF), leaving the remaining 99.5% of citizens to think that national defense is a concern for “other people.” With only 1 in 200 Americans directly involved in military service, the wars that the AVF serves in do not directly affect most Americans or their elected representatives. This indifference has led to perpetual wars with poor oversight, eroding the democratic norm of citizen oversight of and participation in the nation’s wars. The civil–military gap can be mitigated with a comprehensive expansion of programs that offer opportunities for military and national service, the adoption of more robust civic education in civilian and military education systems, and fostering a culture of defense among the citizenry.

U.S. Military Service and LGBT Policy

Examining the evolution of U.S military policy reveals how debates about the rights and opportunities of lesbian, gay, bisexual, and transgender (LGBT) people have been shaped by military personnel policies, federal laws, and cultural practices within military units. LGBT individuals have experienced U.S. military service through regulatory regimes that have often defined them as burdensome deviants and denied them civil rights enjoyed by other service members.
LGBT people have served as volunteers and conscripts, openly and in the closet. Key periods of U.S. military history for LGBT service include World War II, the Cold War, as well as the Vietnam War era, the “Don’t Ask, Don’t Tell” (DADT) regime (1994–2010), and the post-DADT period (2011 and beyond). During these periods of time, the armed forces and the United States reassessed the regulation of the service of LGBT service members and implemented changes that affected the rights, opportunities, and safety of LGBT military personnel and potential recruits. Those changes traced a path from outright exclusion of open service by LGBT persons to exemption, under which LGBT persons may serve under certain conditions, which often included the threat of expulsion, punishment, and extra-legal violence. In the post-DADT period, inclusion, or open service by some, but not all, LGBT groups, was made legal and safer through changes in law and military regulations and training that protected against some types of gender-identity and sexual orientation discrimination.
Because serving openly in the military is a sign of full citizenship in the United States as well as a means of achieving economic security, eliminating limits on LGBT military service has long been a focus of advocates for civil rights. Military service has been perceived as proving a citizen’s loyalty and patriotism as well as offering material and social advancement. With many LGBT people at greater risk of unemployment, homelessness, and premature death as a result of violence and social ostracism, military service has been an especially critical opportunity for political and economic advancement.
Honoring this history and identifying existing trends can help the United States, other nations, and international organizations to adapt their policies in recognition of gender and sexual diversity. Even when excluded by formal policy, people have found ways to serve, sometimes at great personal risk. Although their labor is officially lauded as an asset, their contributions and needs have not been fully recognized or appreciated by the state they pledged to serve. As the nation’s largest employer and provider of structural resources, the U.S. military’s support of LGBT military personnel and veterans matters greatly to social equity for a still-vulnerable LGBT population.

The U.S. Politico–Military–Industrial Complex

The three large military services—Army, Navy, and Air Force—comprise the core of the U.S. politico–military–industrial complex. They dominate decision making on multi-billion dollar weapon systems and the operational concepts these are intended to embody. The armed forces need private firms to realize their visions of new weaponry, since government has limited capacity in engineering design and development and limited production facilities. Running a successful defense business means giving the services what they want, or think they want, whether this makes technical and operational sense or not; thus industry caters to the views of the services, and while it seeks to influence them, does so mostly at the margins.
The political dynamics of the complex take place in two primary domains, only loosely coupled. The first is largely contained within the Defense Department. This is the main arena for conflict and bargaining within and among the services and between the services, individually and collectively, and Pentagon civilians. Most of what happens here stays hidden from outsiders. Service leaders generally seek to resolve disagreements among themselves; the goal, often although not always achieved, is to present a united front to civilian officials and the public at large. The second domain extends to the rest of government, chiefly Congress, with its multiple committees and subcommittees, and the White House, home of the powerful Office of Management and Budget among other sources of policy leverage.
The complex as a whole is an artifact of the Cold War, not greatly changed over the decades. Repeated efforts at restructuring and reform have led to little. The primary reason is that military leaders, senior officers who have reached the topmost ranks after lengthy immersion in generally conservative organizational cultures, usually have the upper hand in bureaucratic struggles. They believe the military’s views on choice of weapons—the views of seasoned professionals—should have precedence over those of civilians, whether Pentagon appointees and their staffs, elected officials, or outside experts. They usually prevail, since few of the political appointees on the civilian side of DoD and in policy-influencing positions elsewhere can command similar authority. If they do not prevail on a particular issue, service leaders expect to outwait their opponents; if they lose one battle over money or some cherished weapon system, they anticipate winning the next.

Ukraine and the European Union

In early 2014, a series of dramatic crises in Ukraine generated headlines around the world. Most scholarly attention was placed on the tensions between the West and Russia, and the emergence of a new Cold War, especially following Russia’s annexation of the Crimean peninsula and its military incursion in eastern Ukraine. The relations between Ukraine and the European Union (EU) have often been reduced to debates on whether the EU was to blame for the conflict, having “sleepwalked” into the Ukraine crisis by focusing on technical trade issues and failing to recognize the delicate geopolitical context. Other analysts pointed to the EU’s pursuit of regional hegemony, which has failed to recognize Russia’s legitimate geopolitical and economic interests in Ukraine. In practice, Ukraine‒EU relations have been more complex and nuanced, certainly when considering that Ukraine already declared its ambition to “return to Europe” and to seek EU membership with its proclamation of independence, in 1991.
Ukraine-EU relations are perhaps best understood along four levels of inquiry. The first is domestic dynamics in Ukraine. Since the end of the Cold War, all Ukrainian governments have underlined the “Europeanness” of Ukraine and have also by and large followed a pro-EU course in their foreign policies, including the government under pro-Russian president Viktor Yanukovych. However, Ukraine’s European choice has often been limited to foreign-policy declarations. Even the pro-European and reform-oriented governments that led Ukraine after the 2004 Orange Revolution and the 2014 Maidan Square protests struggled to introduce far-reaching reforms because of the power of the “iron triangle” of oligarchic rule, corruption, and financial instability.
The second line of inquiry concerns Ukraine-Russia relations. Since gaining independence, Ukraine’s strategy has been one of limited participation in Russia’s post-Soviet regional integration initiatives in order to safeguard its independence. However, Russia always used “sticks and carrots” vis-à-vis Ukraine to further its own policy objectives, ranging from offering gas-price discounts to cutting off gas supplies, imposing import bans on Ukrainian produce, and, since 2014, threatening and using the military to force Ukraine to acquiesce to its demands.
A third line of inquiry is the EU’s policy toward Ukraine, based on bilateral relations and cooperation through the European Neighbourhood Policy and the Eastern Partnership. The EU has approached Ukraine as one among several neighbors in its attempt to build a ring of well-governed countries along its borders. Although the EU’s enlargement to Central and Eastern Europe generated more interest in Ukraine, member states have consistently ruled out EU membership for Ukraine.
A fourth theme of inquiry is that of EU-Russia relations in the wider international context. Throughout the 1990s and the early 2000s, the EU clearly prioritized good political and economic relations with Russia over its relationship with its neighbors in the East, including Ukraine. Even when Russia annexed Crimea and when evidence of the role of Russian forces in eastern Ukraine had become impossible to ignore, the EU struggled to find a common stance on Russia.

Ukraine: Democratizing Civil–Military Relations in the Midst of Conflict

Ukraine’s civil–military relations continue to democratize in the midst of its ongoing conflict with Russia. Ukraine’s progress in its political, economic, and military reforms is linked to the development of its civil–military relations, which, in turn, can be a catalyst for further advances in democratization and the application of the national power so essential to it prevailing in its existential struggle to preserve its national independence and fledgling democracy. However, Ukraine’s challenging geopolitical hand has limited its democratic and economic development postindependence. Prior to the war with Russia, due to the Ukraine swaying between the liberal democracies of Europe and the lure of authoritarian Russia, the conflicting interests of stakeholders from the disparate camps limited Ukraine’s ability to break decisively toward either one. The Euromaidan protests, followed by Russia’s annexation of Crimea and incursion into the Donbas region of eastern Ukraine propelled Ukraine onto a pro-Europe path. However, the legacy of Soviet-era bureaucracy, weak political culture, and scarce resources have limited the country’s progress. Key elements of democratic civil–military relations, such as meaningful civilian oversight within the relevant ministries and parliamentary defense committees, are still insufficiently present. So far, the combined impact of limited progress in the development of democratic institutions, poor economic performance, insufficiently mitigated corruption, and war in eastern Ukraine has held the country as a whole back from achieving the results of the higher-performing postcommunist states in the region. However, the Zelensky administration has a clear mandate and the parliamentary majority to implement its vision for Ukraine.
Ukraine’s civil–military relations are an important aspect of its strategic success. Political–military and societal–military cooperation and coordination can serve as the catalysts needed to bridge crucial divides and reinforce the parallel reforming tracks of democratic, economic, military, and cultural development and institution-building.

The United Kingdom and the European Union

Since the end of World War II a key question that successive U.K. governments have faced is what position the country should occupy in global affairs. Such a question stemmed from the legacy of Empire, which both offered global connections and at the same time financial demands in terms of the need to maintain a global footing. These issues came to a head when the United Kingdom applied (unsuccessfully) to join the European Community (the forerunner of the European Union (EU)) in the 1960s when the country was reappraising its position in the world. And while the United Kingdom eventually joined the Community in 1973, there remained an underlying skepticism about membership within the public at large as well as within sections of the Conservative and Labour parties. This suspicion gained more traction from the 1990s onward as the then EU appeared to be moving to a deeper level of integration in the wake of the Maastricht Treaty. This spurred on Euroskeptics in the United Kingdom to campaign for independence. To put a lid on this pressure for reform, David Cameron held a referendum on U.K. membership in 2016. His gamble that this would once and for all seal the United Kingdom within the EU by closing down the issue of withdrawal did not actually materialize, as the electorate voted to leave, which in turn set the country on a path to depart the EU in 2020. Yet, despite these developments, just as was the case in 1945, the United Kingdom is in many ways still searching for a role in the world in 2020.

Vulnerabilities and Cyberspace: A New Kind of Crises

While cyberspace has become central to all vital processes in the global economy and people’s social lives, it also carries a wide variety of risks. Framing these risks is no easy feat: Some lead to harm in cyberspace itself, while others lead to harm in the offline world as well. Moreover, sometimes harm is brought about intentionally, while at other times it may be the result of accidents. The “cyber harm model” brings these challenges together and provides an opportunity to get a comprehensive overview of the different types of incidents related to cyberspace.
It also reveals where the biggest challenges for cyber crisis management lie, and it provides a typology of different types of cyber crises that may arise. Cyber-induced crises have characteristics that make them hard to grapple with, for instance the fact that they can be induced remotely and instantaneously at multiple locations. Moreover, cyber crises are not always easily traceable, and sometimes it is difficult to see that the cause of a particular crisis in the offline world is an act in cyberspace. Finally, the borderless nature of cyberspace leads to potential large-scale geographical spread for cyber crises.
Cyber crises also lead to a number of specific challenges for leadership, especially with respect to sense-making, meaning making, decision making, termination, and learning.

Weberian Bureaucracy

The term Weberian bureaucracy refers to Max Weber’s (1864–1920) ideal type (or model) of rational bureaucracy, published in Economy and Society posthumously in 1921/22 by his wife Marianne Weber. His ideal type of bureaucracy consists of a number of organizational features of administrative order. At the ideal type’s core lies a hierarchically structured, professional, rule-bound, impersonal, meritocratic, and disciplined body of public servants who possess a specific set of competences and who operate outside the sphere of politics. An ideal type is an analytical construct against which to contrast empirical observations. Weber never meant it to be a descriptive nor a prescriptive account of how bureaucracy should be. Weberian bureaucracy is part of his broader sociology and must therefore be understood as part of its methodological, theoretical, and empirical context. The model is not an isolated concept; it derives from Weber’s historical analysis of modernization and the emergence of the rational state, and serves as the epitome of it.
To Weber, modernization and people’s corresponding transformed worldviews were preconditions for rational rule and inevitably led to rational bureaucracy. Weber’s rationalization thesis draws from his sociology of rule, which comprises three types of authority: charismatic, traditional, and rational. Weber wrote in dynamic historical times. His bürgerlicher (bourgeois) background and his politically liberal stance contributed to the model’s normative objective of keeping administration out of democratic politics. The model received immense scholarly attention. Due to its simplicity and how catchy it was, the model was prone to become a stereotype, which is exactly what happened. In post–World War II public administration literature, Weber’s model was made into the scapegoat for unfashionable bureaucracy based on hierarchy and red tape. The model’s reception was not only negative because of de-contextualized reading and misinterpretation. There were also serious criticisms regarding the model itself, including claims of empirical inaccuracy. Twenty-first-century attempts to launch a neo-Weberian approach in Public Administration have not yet eclipsed the stereotypical use of Weber. Weber’s legacy as an intellectual giant of 20th-century social sciences is best served if 21st-century Public Administration scholarship treats the model as what it actually is—an integral part of a historical scholarly masterpiece, not an analytical or normative guideline for the study and design of early 21st-century administrative praxis.

Welfare Politics in Africa

The emerging literature on the politics of social protection in Africa provides insights into the ways in which the unevenly changing character of representative democracy shapes processes of public policymaking in practice. Reforms are widely on the agenda, in part as a result of their advocacy by diverse international organizations and aid donors. But there are many obstacles between the policy agenda and policymaking (and implementation). In many countries, political elites hold conservative views on cash transfer programs. The institutionalization of regular and nominally contested elections has rarely resulted in significant pressures from below for pro-poor programmatic social policy reforms. In some countries, “democratic” politics continues to revolve around competition for patronage rather than programmatic reform. In others, voters themselves seem to prioritize other programs (especially agricultural subsidies) ahead of social protection. Nonetheless, a growing number of competitively elected governments have introduced reforms, as have some semi-democratic or authoritarian regimes. For both more and less democratic governments, regime legitimation through apparently more inclusive development seems to be a more powerful factor than voter pressure.

Whole-of-Government Crisis Management: From Research to Practice

When a crisis manifests, the problem or situation is often at a terrible point where sage and timely decisions are of critical importance. Ideally, the particular emergency has been known previously and various challenges, roadblocks, and solutions workshopped in a tabletop or other exercise. Whether in advance or at a sudden precipice, a whole-of-government approach can navigate, mitigate, and alleviate the disaster in a holistic and comprehensive manner that is tailored to the task at hand. Whole-of-government crisis management—at the local, state, national, or international level—involves several elements. First, those in command need to know the myriad of players who may have roles and responsibilities to play at pivotal moments. Every organization will not be required in every crisis, and a strategic mix and match is often valuable. Second, each agency needs to understand how it fits into the larger puzzle and adjust their internal culture accordingly to support interagency operations, regardless of who is providing a lead function and who is supporting. Then, the agencies must have the staff available to fulfill their tasks and surge capacity, making provisions for alternative personnel or a “backbench” to execute everyday operations while the frontlines are busy. Elements of whole-of-government approaches appear throughout all aspects of crisis management.
A relatively recent term, whole of government is an expansive framework for coordinating interagency responses that is often invoked in policy documents, as well as examined in academic studies. As it is adopted by various administrations and organizations during times of calm and emergency, the whole-of-government approach has aspects that are enduring, countervailing, and aspirational. The instruments of national power—diplomatic, information, military, and economic (DIME)—provide one lens through which to examine whole-of-government crisis management. Past interagency responses demonstrate best practices and difficult lessons learned for future whole-of-government operations. A broad analysis of whole-of-government crisis management enables government leaders, practitioners, scholars, researchers, and others to create comprehensive and flexible strategies with delineated roles for dedicated interagency partners in advance of the next hurricane or terrorist attack.

Women in Public Administration in the United States: Leadership, Gender Stereotypes, and Bias

In the public and private sectors, women continue to address multiple hurdles despite diversity and equity initiatives. Women have made tremendous strides in the workforce but are still a minority in leadership positions worldwide in multiple sectors, including nonprofit, corporate, government, medicine, education, military, and religion. In the United States women represent 60% of bachelor’s degrees earned at universities and outpace men in master’s and doctoral programs. However, a significant body of research illustrates that women’s upward mobility has been concentrated in middle management positions. Women hold 52% of all management and professional roles in the U.S. job market, including physicians and attorneys. Yet women fall behind in representation in senior level positions. In the legal profession, for example, women represent 45% of associates but only 22.7% are partners. In medicine, women represent 40% of all physicians and surgeons but only 16% are permanent medical school deans. In academia, women surpass men in doctorates but only 32% are full professors. Furthermore, only 5% of chief executive officers (CEOs) in Fortune 500 companies and 19% of the board members in companies included in Standard & Poor’s (S&P) Composite 1500 Index are women. Progress is even more elusive for women of color despite making up 38.3% of the female civilian labor force. Only two women of color are Fortune 500 CEOs and only 4.7% of women are executive or senior level official managers in S&P 1500 companies.
There are more women in leadership positions in the public sector than in the private sector. In 2014, 43.5% of women between the ages of 23 and 34 were managers at public companies, compared to 26% in similar positions in the private sector. In 2018, 127 women were elected to the U.S. Congress and 47 of those serving in 2018 were women of color. In addition, the first Native American woman, first Muslim woman, and Congress’s youngest woman were elected in that year. However, there is still progress to be made to close the gap, especially in senior-level positions. The significance of these statistics is staggering and confirms the need for attention. The percentage of women holding leadership positions in the public and private sectors, especially in business and education, has grown steadily in the past decade. However, subtle barriers like bias and stereotypes unfavorably encumber women’s career progression and are often used to explain the lack of women in leadership positions.

Woodrow Wilson and the Tradition of Dualism in Public Administration

Woodrow Wilson’s early writings contributed to the emerging effort in the 1880s to redefine and reform the field of public administration and to clarify its relationship to elected officials. Wilson envisioned an active and independent administration that was accountable to elected officials for carrying out the policies they established. Administrators should display expertise and operate efficiently, yet they should be attuned to the views of the public and not seek to determine the content of public policy. Elected officials should stop intervening in determining the detailed decisions made by administrators. The central interpretation of Wilson’s views is that politics and policy, on the one hand, and administration, on the other, were not strictly divided in a dichotomous relationship. They were two distinct but interconnected parts of a duality. There was clear support for the view espoused by Wilson in the next half century and a recognition that administrators assisted elected officials in the formulation of policy. The view that the ideal relationship between elected officials and administrators was a dichotomy took hold, and some claimed that Wilson advocated this strict separation. Subsequent theorizing and empirical research by public administration scholars have clearly supported a dualistic view of the relationship and have recognized Wilson’s contribution to establishing a model for the field that would stress complementarity between elected officials and administrators, rather than dichotomy.
