The considerable variation in the way national security agencies are structured is a function of two basic factors: the state’s political and social heterogeneity and the possibility of allying with a strong external state, usually the United States. The problem, however, with fragmenting the military and security forces to achieve “coup-proofing” is that a tradeoff exists between fragmentation and assuring internal security on the one hand, and ensuring offensive capabilities to ward off external enemies, on the other. According to this model, centralized homogenous entities enjoying U.S. protection will tend to fragment their security systems most. States that duplicate their security forces least are plural societies that cannot command U.S. interest and commitment to meet their external security threats. The Palestinian Authority (PA) under Yasser Arafat was emblematic of political entities that were homogenous and enjoyed the protection of the United States and Israel, and it could therefore fragment its security forces into 12 or more security agencies compared to Eritrea, which achieved independence a year before the establishment of the PA, and maintained a very unified security apparatus to meet the threat of a vastly larger enemy—Ethiopia.
As long as Israel (and the United States and its allies) supported the PA, Arafat made do with a fragmented inefficient security structure that was nevertheless efficient enough, with Israeli security backing, to meet the major external threat—Hamas and the Jihad al-Islami in both the West Bank/Judea and Samaria and Gaza. Israel’s decision to withdraw from Gaza in December 2003 and to complete its withdrawal from Gaza by September 2005 forced the fragmented PA to face these enemies alone, leading to the loss of Gaza to Hamas. By contrast, in the West Bank/Judea and Samaria, the more fragmented PA security structure prevailed as a result of considerable security cooperation with Israel. Hamas, bereft of a close external ally, challenges a superior Israeli military and therefore has a unified security structure much like Eritrea in the 1990s.

The Republic of the Congo: The Colonial Origins of Military Rule

The Republic of Congo secured its independence from France in 1960. The French colonial apparatus bequeathed an ethnically divided society. Native southerners dominated the sprawling civil service and, owing to their demographic advantage, elected Congo’s first two presidents, themselves both southerners. Native northerners, otherwise marginalized economically and politically, dominated the military’s rank and file. This cleavage has animated Congolese politics since. In 1969, a clique of northern military officers toppled the southern-dominated Brazzaville government. Among its members was former paratrooper Denis Sassou Nguesso, who has ruled Congo for all but 5 years since 1979. His tenure has been marked by massive corruption, gross economic mismanagement, and persistent human rights abuses. Accordingly, despite its status as one of Africa’s leading oil producers, Congolese citizens remain among the world’s poorest. To secure his political survival, Sassou Nguesso has used Congo’s longstanding ethnic cleavage as a tool: by directing state resources to northerners and using the northern-dominated military to repress southerners, who, after enduring nearly 50 years of northern rule, are profoundly frustrated.

Storytelling and Narrative Research in Crisis and Disaster Studies

Storytelling is a common and pervasive practice across human history, which some have argued is a fundamental part of human understanding. Storytelling and narratives are a very human way of understanding the world, as well as events, and can serve as key tools for crisis and disaster studies and practice. They play a tremendously important role in planning, policy, education, the public sphere, advocacy, training, and community recovery. In the context of crises and disasters, stories are a means by which information is transmitted across generations, a key strategy for survival from non-routine and infrequent events. In fact, the field of disaster studies has long relied on narratives as primary source material, as a means of understanding individual experiences of phenomena as well as critiquing policies and understanding the role of history in 21st-century levels of vulnerability. Over the past several decades, practitioners and educators in the field have sought to use stories and narratives more purposefully to build resilience and pass on tacit knowledge.

The U.S. Politico–Military–Industrial Complex

The three large military services—Army, Navy, and Air Force—comprise the core of the U.S. politico–military–industrial complex. They dominate decision making on multi-billion dollar weapon systems and the operational concepts these are intended to embody. The armed forces need private firms to realize their visions of new weaponry, since government has limited capacity in engineering design and development and limited production facilities. Running a successful defense business means giving the services what they want, or think they want, whether this makes technical and operational sense or not; thus industry caters to the views of the services, and while it seeks to influence them, does so mostly at the margins.
The political dynamics of the complex take place in two primary domains, only loosely coupled. The first is largely contained within the Defense Department. This is the main arena for conflict and bargaining within and among the services and between the services, individually and collectively, and Pentagon civilians. Most of what happens here stays hidden from outsiders. Service leaders generally seek to resolve disagreements among themselves; the goal, often although not always achieved, is to present a united front to civilian officials and the public at large. The second domain extends to the rest of government, chiefly Congress, with its multiple committees and subcommittees, and the White House, home of the powerful Office of Management and Budget among other sources of policy leverage.
The complex as a whole is an artifact of the Cold War, not greatly changed over the decades. Repeated efforts at restructuring and reform have led to little. The primary reason is that military leaders, senior officers who have reached the topmost ranks after lengthy immersion in generally conservative organizational cultures, usually have the upper hand in bureaucratic struggles. They believe the military’s views on choice of weapons—the views of seasoned professionals—should have precedence over those of civilians, whether Pentagon appointees and their staffs, elected officials, or outside experts. They usually prevail, since few of the political appointees on the civilian side of DoD and in policy-influencing positions elsewhere can command similar authority. If they do not prevail on a particular issue, service leaders expect to outwait their opponents; if they lose one battle over money or some cherished weapon system, they anticipate winning the next.

The Descriptive Representation of Women in Politics

Women remain strikingly underrepresented in politics: as of 2020, women hold only 25% of seats in the world’s national legislatures. Studies of women’s descriptive representation can be divided into two broad categories. The first category of scholarship seeks to understand when, why, and how women are elected to political office. Earlier academic work on the descriptive representation of women primarily analyzed social (educational levels, workforce participation rates) and cultural factors to understand women’s descriptive underrepresentation in politics. Institutional factors emerged as a significant area of scholarship, buoyed by the adoption and near immediate success of gender quotas. Scholarship has also centered on political parties and contextual factors (candidate selection and recruitment processes, the effects of crisis).
A second category of work examines the effects of women’s descriptive representation on the substantive and symbolic representation of women, and increasingly whether women’s descriptive representation begets more women in office. The scholarship on the relationship between descriptive and substantive representation has found strong evidence that having women in office results in the representation of women’s interests. Establishing how the descriptive representation of women affects citizen attitudes—such as their interest in politics and trust in government institutions—has yielded more mixed results. Nonetheless, the scholarship on the effects of women’s descriptive representation largely confirms that having women in office matters for outcomes related to policy and citizen attitudes.
The rich work that has been done to date on women’s descriptive representation could benefit from expanding the definition of the term. Although scholars have relied on a head count of women in positions of power—and notably often just in the national legislature—to assess descriptive representation, a more expansive approach to defining women’s descriptive representation is needed. Researchers ought to consider other ways in which representatives can descriptively represent constituents, for example, by calling attention to their role as women in their parliamentary speeches. Moreover, the study of women’s descriptive representation would benefit from greater attention to women’s descriptive representation at subnational levels; too often, the proportion of women in the national legislature is equated with women’s descriptive representation, leaving out how women can be descriptively represented at other levels of office, in particular, in local positions. Examining within-country variation in women’s officeholding could be particular fruitful in understanding the factors that affect women’s descriptive representation, including the pipelines to higher office. Furthermore, studying differences in descriptive representation for elected versus appointed positions could prove instructive. In addition, more scholarship is needed that takes an intersectional approach to studying both the factors that help or hinder women’s descriptive representation and the ways in which descriptive representation affects substantive and symbolic representation.

Education, Inequality, and Political Behavior

Educational level is one of the strongest factors in explaining how citizens behave in politics. Political scientists have shown time and again that the higher their level of formal education, the more people are interested in politics, the more they trust politicians, and the more they participate in politics. A strong educational gradient can be observed at almost every form of participation, and in many Western liberal democracies. Far less attention has been given to the political consequences of this gap in participation between the well- and the less-educated.
In the 21st century, educational level has turned out to be a driver behind the rise of new social and political divides in Western democracies. Increasingly, education is studied separately from class or income as a source of political attitudes, political behavior, and social and political inequalities. It is a very relevant factor to understand the contours of the contemporary political landscape in consolidated Western democracies. Traditional cleavages are eroding, and rising levels of education have been creating new social groups and new political inequalities between educational groups.
In many Western democracies, the well-educated have come to dominate democratic institutions. This rise of a political meritocracy has led to policy incongruences in favor of the well-educated and is a source of resentment among the lesser-educated. For example, education has been one of the main explanatory factors in the vote for Brexit, the support for Trump in the United States, and the election of Macron and the rise of the Yellow Vests movement in France.

Ethnic Inequality and Coups d’État

A coup d’état is an all-around consequential event, and coups remain frequent in sub-Saharan Africa. Historically, ethnic inequality—the measure of income disparities at the level of ethnic groups—has been paid little attention as a potential cause of coups and other types of regime breakdown. More work exists on the relationship between ethnicity broadly construed and coup d’état, and in particular the role of unequal access to the military for different ethnic groups and the role of ethnic exclusion from political power. Our own work presents a theory that links “between” and “within” ethnic group income inequality to coup d’état initiated by ethnic groups. The argument is that high income and wealth inequality between ethnic groups, coupled with within-group homogeneity, increases the salience of ethnicity and solidifies within-group preferences vis-à-vis the preferences of other ethnic groups, increasing the appeal and feasibility of a coup. Empirical findings from sub-Saharan Africa support the main theoretical claim linking ethnic inequality to coup d’état. Additional evidence from sub-Saharan Africa and a larger global sample are consistent with the causal mechanisms. More remains to be researched in this area, however. Directions for future research include looking at the access of ethnic groups to the military, the intervening role of natural resources in the calculus of ethnic groups, and the role of ethnic inequality in incumbent takeovers.

Gender and the Military in Western Democracies

Military institutions have been considered “gendered organizations” because gender is persistently related therein to the production and allocation of material and symbolic resources. Western states’ militaries consistently, even if unevenly, display three basic traits through which gendering occurs: the existence of structural divisions of labor and power along gender lines, organizational culture and ideology based on a distinction between masculinity and femininity, and patterns of interaction and identity formation that reflect these structural and ideological constraints.
Although women’s representation has been growing, and women have been accessing new roles, positions, and occupations in unprecedented numbers, their participation is statistically limited and substantially uneven. Notable differences between countries also exist. At a macro-sociological level, factors that explain these differences relate to the degree of convergence between armed forces and society, external political pressures, military organizational format, and the level of gender equality in society at large.
From a micro-sociological perspective, research shows that, because of their minority situation and less valued status in an organization normatively defined as masculine, women still have to face the negative consequences of tokenism: performance pressures, social isolation, and role encapsulation. However, this research also highlights two important conclusions. The first is that there is significant variation in individual and organizational responses depending on context; the second, that conditions for successful gender integration depend on specific combinations of structural, cultural, and policy dimensions: the existence or absence of institutional support, changes in the composition of groups, increase in the number of women, type of work, occupational status, level of shared experience, changing values of younger cohorts, and quality of leadership.
The Women, Peace and Security agenda, evolving from the approval of United Nations Security Council Resolution 1325 in 2000, has become the major reference framework to evaluate progress in this respect at both domestic and international levels. Despite the existence of an extremely robust set of norms, policies, and instruments, and the recognition of their transformative potential, results have been considered to lag behind expectations. Improving implementation and enhancing gender integration in the military will require context-sensitive and knowledge-driven policies, the reframing of an essentialist discourse linking women’s participation in international missions to female stereotypical characteristics, and greater congruence between national policies and the international agenda.

Blackness, Race, and Politics in Argentina

Africans and Afro-descendants in Argentina have a long tradition of organizing to resist all forms of oppression. This can be traced back to the 17th century with various forms of organizations including cofradias (religious brotherhoods or fraternal organizations), naciones (Afro-descendant social and cultural organizations), mutual aid societies, and military-based organizations in Río de la Plata, the region that would become Argentina and Uruguay. From the mid-19th to the early 20th centuries, as a part of the construction of the Argentine nation as European, white, and “civilized,” the myth of black disappearance was reified through discursive elimination and the cessation of collecting data on race or color in official records.
The rise of Peronism in the 1940s would cause the return of race to public discourse, as large internal migrations of nonwhites from the interior of the country descended on major cities like Buenos Aires. The opponents of Perón, and his policies that embraced these poor migrants, mocked these individuals as cabecitas negras (derogatory term meaning “little black heads”), but they would open the possibility for a new reworking of a more inclusive Argentina. The new migrants represented a merging of categories of race and class, as these negros included Afro-Argentines who formed part of Perón’s constituency.
The late 20th century would bring more direct challenges to black invisibility, with multiple new organizations and events centered on the experiences of the African diaspora in Argentina. One of the first organizations created after the return to democracy in Argentina was the Comité Argentino Latinoamericano contra el Apartheid (The Argentine Committee against Apartheid) in 1984. The example set by this organization, alongside inspiration from black liberation movements in the United States, Brazil, and on the African continent, would be a catalyst for the creation of numerous new black organizations for decades to come.
Black organizing in Argentina found support in activist networks across the globe as well as across international organizations, which was reflected by the multicultural turn in Latin America during the 1990s. The era sparked the creation of significant legislation and activities due to pressure from local activists and the international community through organizations like the Inter-American Development Bank and the World Bank. One of the earliest conferences organized by Argentine black activists was the first Jornada de Cultura Negra (Black Culture Conference) in 1991. The National Institute Against Discrimination, Xenophobia, and Racism (INADI) was created in 1995 by the Argentine state to address the needs of marginalized populations in Argentine society.
The late 1990s and early 2000s saw increased immigration of highly visible Africans and Afro-descendants from Latin America and Caribbean countries, which led to the creation of novel organizations to serve their specific needs. New conferences and events that provided opportunities for these diasporas to organize and interact, like the Semana de África (Africa Week), were also created. Along with the existing black communities in Argentina, these organizations contributed to new legislation officially recognizing Afro-descendant populations and condemning racism. Many of these legislative acts were passed under the Fernández de Kirchner administration (2007–2015), like the 2015 Law No. 5.261 Against Discrimination, which provided a more comprehensive antidiscrimination policy, and the historic 2010 Argentine census which restored the possibility of identifying as Afro-descendant. The reappearance of the category in the 2010 census after over a 120-year absence had been prompted by the World Bank’s landmark census 5 years prior. Though these gains were primarily symbolic, they helped fortify black activism.
Grassroots organizing and political mobilization has remained steadfast in spite of shifts in national politics, continuous economic instability, and increased antiblack racism at both the systemic and individual levels. As black activism increased incrementally over the decades, it inspired an upsurge of academic studies that in turn provided knowledge which helped propel activist efforts. The 21st century has been a particularly fruitful time in the Argentine academy as anthropological studies on Africans and Afro-descendants have proliferated. This time period has also marked a much-needed expansion of black organizing into more rural areas of the country, especially the northwest, which has historically had a large population of African descent. By holding more activities in the provinces and outside of the City of Buenos Aires, the decentralization of black activism has helped increase consciousness across the nation.

Gender and Racial Violence Against Afro-Brazilian LGBTQ+ Women

Afro-Brazilian lesbian, gay, bisexual, transgender, queer/questioning (LGBTQ+) women are often neglected in political and academic discourses on state-sanctioned violence. Despite global imagery and nationalist narratives that portray Brazil as racially democratic and sexually inclusive of its LGBTQ+ communities, Afro-Brazilian LGBTQ+ women disproportionately endure state-sponsored terror and violence in communities compounded by structural anti-LGBTQ+ and antiblack subalternity. Brazil houses the largest Afro-descendant populous in the world outside the African continent. Yet, law enforcement routinely targets and murders Afro-Brazilians in what is considered by many black Brazilian activists to be a “black genocide.” The country also has one of the highest rates of anti-LGBTQ+ hate crimes and murders in the world, which heavily impacts its robust Afro-descendant LGBTQ+ community.
As victims and survivors of police terror, community violence, and antiblack and gendered structural inequities, Afro-Brazilian LGBTQ+ women and their activism against repressive machinations of state violence, anti-LGBTQ+ hate crimes, and socioeconomic and political injustices is rarely discussed in scholarship on transnational, black political movement building. The chronic undertheorization of Afro-Brazilian LGBTQ+ women’s voices, lives, and scholarship has omitted their saliency as sociopolitical and intellectual agents of change in the field of black politics and influential articulators of the black radical tradition in Brazil. In examining the politics of gender, sexuality, race, violence, citizenship, and political resistance in Brazil, it is imperative to center Afro-Brazilian LGBTQ+ women’s political significance in Latin America and beyond.
