The emerging literature on the politics of social protection in Africa provides insights into the ways in which the unevenly changing character of representative democracy shapes processes of public policymaking in practice. Reforms are widely on the agenda, in part as a result of their advocacy by diverse international organizations and aid donors. But there are many obstacles between the policy agenda and policymaking (and implementation). In many countries, political elites hold conservative views on cash transfer programs. The institutionalization of regular and nominally contested elections has rarely resulted in significant pressures from below for pro-poor programmatic social policy reforms. In some countries, “democratic” politics continues to revolve around competition for patronage rather than programmatic reform. In others, voters themselves seem to prioritize other programs (especially agricultural subsidies) ahead of social protection. Nonetheless, a growing number of competitively elected governments have introduced reforms, as have some semi-democratic or authoritarian regimes. For both more and less democratic governments, regime legitimation through apparently more inclusive development seems to be a more powerful factor than voter pressure.

Youth Politics in Africa

The youth in Africa have been an important political force and performed a wide range of roles in the political field as voters, activists, party members, members of parliament, ministers, party “foot soldiers,” and apparatchiks. Although political parties, governments, and other political leaders often exploit young people’s political activity, their participation in both local and national level politics has been significant. In the academic literature and policy documents, youth are portrayed, on the one hand, as “the hope for the future” and, on the other, as a disadvantaged and vulnerable group. However, the spread of social media has created an alternative political space for young people. Active participation of young people in politics through social media channels suggests that they do not lack interest in politics, but that the political systems in Africa marginalize and exclude them from political dialogue, participation, decision-making, and policy implementation. The solution to the problem of the exclusion of young people from mainstream politics would involve encouraging their participation in constitutional politics and their greater interest and involvement in alternative sites, goals, and forms of youth political activism in contemporary Africa.

Identity, Internal State Conflict, and Religion

Social science literature does not identify a direct effect of religion on the occurrence of intrastate conflict. Yet religion as a sociopolitical identity does have several fairly unique features that render religious differences particularly useful to political entrepreneurs in the course of conflict. First, religions often have codified guidelines, typically written, that convey normative behaviors—what one should do to attain salvation, for example. The presence of such guidelines can reinforce the organizational strength of particular groups and underscore the nonnegotiable status of their beliefs, both of which can be useful in the course of conflict. Second, the religious identity includes multiple levels of division that do not exist within other identity types—including interfaith differences, differences between sects within religious traditions, and divisions between secularists and strong religionists. Such divisions create opportunities for outbidding that exacerbate tensions and conflict. Third, religious group membership confers nonmaterial benefits, such as perceived access to salvation, that can motivate behavior in very tangible, this-worldly ways, for example by encouraging fighters to choose martyrdom over negotiated settlements. Finally, religious networks link adherents transnationally in a manner that no other identity type can, creating opportunities to mobilize resources and support from abroad for a conflict within borders.
These features suggest that, whereas religion is no more likely than other types of identity divisions to cause conflict, it can be particularly powerful for political entrepreneurs to wield as a tool in conflict settings. In some cases, conflicts are viewed as religious because the religious labels of competing sides differ, even if the conflict itself has nothing to do with religion. In other cases, conflicts may be described as religious if the content over which adversary sides fight is itself religious in nature; violence over the imposition of Islamic sharia law in a religiously mixed country may be one such example. Even when intrastate conflicts are fought over religious content, however, from the perspective of political scientists the matter is still one of political choice. This underscores the critical role that political entrepreneurs play in the shaping of conflicts as religious. Understanding the power of codified behavioral guidelines, multiple layers of division, non-material payoffs, and transnational networks that religious identity provides, political entrepreneurs can use religion to exploit the (sometimes unrelated) grievances of their supporters and thus escalate conflict where doing so pays political dividends. In this way, scholars recognize that intrastate conflicts with various causal foundations frequently become fights in the name of God.

Protest and Religion: An Overview

After decades-long neglect, a growing body of scholarship is studying religious components of protests. Religion’s role as a facilitator, the religious perspective of protesters, the goals of religious actors as participants, and faith-based outcomes of protests have been examined using quantitative and qualitative methodology. Although it is now a thriving research field, due to recent contributions, incorporating faith-based variables in protest research is a challenging task since religion travels across different levels of analysis; effortlessly merges with thick concepts such as individual and collective identity; and takes different shapes and color when it surfaces in various social contexts across the globe. Therefore, at the religion and protest nexus, there are more questions than answers. Research in the field would improve by investing more on theoretical frameworks and expanding the availability of qualitative and quantitative data.

The Politics of African Literature

Noting that many pre- and post-colonial oral forms have always been political, the article focuses on the literary culture wars that arose in the context of mid-20th-century decolonization. These debates include the question of whether writers should use indigenous or colonial languages; the complexities of publishing with access to local and international markets; the adaptation and indigenization of European forms to African value-systems, mythic structures and social realities; and the relationship between cultural decolonization and debates in Europe after 1968, when the emphasis fell on questioning realism. The article concludes by noting that the cultural nationalism of the 20th century is giving way to new forms of transnational politics.

Religious Establishment as a Subject of Political Science

Recent scholarly attention to religious establishment can be understood as a response to the crisis of secularization theory and the apparent return of religion to global politics. As a category, religious establishment represents a concrete instance of the religious touching the political, which political scientists can systematically measure and analyze to qualify the nature of religion’s return to global politics. Theoretical advances in the conceptualization of religious establishment as a combination of various policies of government regulation and favoritism of religion, in addition to the creation of cross-national databases to measure these policies, has led scholars to rediscover and categorize a broad range of patterns of religious establishment across the globe. Furthermore, these advances in conceptualization and data collection have enabled scholars to produce new political science research on the relationship between religious establishment and patterns of national religious life; cross-national levels of democracy; and the probability of political violence. Several hidden threads bind much of this scholarship together, including implicit assumptions made about normative debates on the meaning of religious liberty, as well as historical patterns of state formation. By explicitly recognizing these assumptions and linking them to future research agendas, political science scholarship on religious establishment is well placed to advance debates on the contemporary role of religion in global politics.

Women, Equality, and Citizenship in Contemporary Africa

Though deeply contested, citizenship has come to be defined in gender-inclusive terms both as a status anchored in law, with attendant rights and resources, and as agency manifested in active political participation and representation. Scholars have argued that gender often determines how citizenship rights are distributed at household, community, national, and institutional levels, thereby leaving women with many responsibilities but few resources and little representation. Citizenship laws in different parts of Africa explicitly discriminate based on ethnicity, race, gender and religion, with women bearing the brunt of these inequities. In particular, African women have faced structural, institutional, and cultural barriers to ensuring full citizenship in policy and praxis, with contestations in the post-independence era centering around the fulfillment of citizenship rights embedded in law, practice, and lived experience.
While African women’s concerns about their subjective roles as equal citizens were often sidelined during nationalist liberation movements, the post-independence era has presented more meaningful opportunities for women in the continent to demand equality of access to citizenship rights, resources, and representation. In contemporary times, a number of local, national, continental, and transnational developments have shaped the contours of the battle for women’s citizenship equality, including the prominence of domestic women’s movements; national constitutional reviews and revisions processes; electoral quotas; female labor force participation; and feminism as a unifying principle of gender justice.
African women have had to overcome constraints imposed on them not only by patriarchy, but also by histories of slavery, colonialism, structural adjustment, land dispossession, militarism, and neoliberalism. They have often been subordinated in the domestic or private sphere, with gendered values and norms then undermining their agency in the public sphere. Although African women have managed to secure some political, socio-economic, and cultural rights, resources, and representation, this has certainly not been the panacea for achieving full equality of citizenship or gender justice.

Genocide and Religion in Times of War

To understand the relationship between religion and genocide in time of war, one needs to distinguish between sacred and secular political religions. Among the genocidal events inspired by political religions based on sacred texts are the St. Bartholomew’s Day Massacre, the Sack of Magdeburg, the British Civil War in Ireland, and Bosnia. I also examine several groups pursuing a genocidal agenda claiming religious justification: al-Qaeda and Islamic State of Iraq and Syria (ISIS). Civil religions and secular political religions discussed are the French Revolution, Italian Fascism, Nazism, and Stalinist Communism. Lacking the restraints found in traditional religions, secular political religion is most dangerous. Large-scale genocides are best explained by diachronic processes entailing subordination followed by gain and then loss by the perpetrators. The presence of loss in various forms is found in virtually all cases. Emotions that typically do not influence routine politics—such as anger and fear—are engaged. All of the cases, even those of minimal loss, are influenced by international events. Without the presence of war, genocides like the Holocaust, and those of the Armenians and Tutsis, are inconceivable. Even as an exclusionary ideology, traditional religion is neither a necessary nor a sufficient condition for all forms of genocide in time of war. But religion can be an enabler that together with other antecedents can lead to genocide. Sacred religious sites can be sensitive locations whose violation inspires violence. Radicalization of religious leaders can occur when their religion appears to be under attack, especially during or following a period of widespread violence.

The Politics of Language Education in Africa

Language policies in sub-Saharan African nations emerge out of specific political, historical, socioeconomic, and linguistic conditions. Education plays a crucial role for all spheres of language policy. Policies either upgrade or downgrade indigenous languages through their application at various educational institutions. The most significant example is the selection of the language(s) used as languages of learning and teaching at higher-education institutions. The region’s colonial history also influences the language policies of the independent African states. Language policy in Senegal is an example of a francophone country focusing on a linguistic assimilation policy in which minor reforms in favor of indigenous languages have taken place. Rwanda’s language policy is unique as the former francophone nation now uses English as an exoglossic language in a type of hybrid language policy. Botswana is an example of an anglophone country that follows a language policy that is dominated by a very close connection to the notion of nation-building through its concentration on a single language, Setswana, alongside English. Tanzania is an anglophone African country whose policy focuses on Kiswahili, which is one of the very few indigenous and endoglossic languages. Kiswahili is broadly used in Tanzanian educational institutions until the tertiary level, but its use as medium of instruction focuses on the primary level. South Africa demonstrates the very close relationship between general political decisions and language policy and vice versa. Language policy decisions are never neutral and are influenced by the politics of a specific country. As a result, individual and societal language attitudes influence language policies. In addition to this, the overt and official language policy on a macro level may differ from the implementation of such policies on a micro level. At the micro level, practice can include covert language practices by various stakeholders.

Although largely ignored by international relations scholars until the 21st century, religion has been and remains a pervasive social force both on and off the battlefield. It affects how combatants mobilize and prepare for war. It regulates how they fight, including unit organization and strategic decision making. In addition, religious identities, beliefs, practices, and symbols shape how and when combatants pursue peace. The study of religion and war seeks to discover and understand these varied influences, even when religion is not the pretext for fighting.
