Communication Dynamics in Religion and Politics

In the main, the link between religious variables and political choices is wrapped up in a communicative process of exposure and adoption. Specifically, people become exposed to religious teachings and viewpoints within religious contexts, they then must determine whether and to what extent they will adopt those teachings and viewpoints as their own, and then they must adapt them to political ends. Critical to this approach is the acknowledgment that religious social and institutional contexts are rife with diversity, even within religious traditions. This diversity extends to religious adherents, congregations, and elites and means that people receive a variety of religious and political cues from religious sources across time and space. It is this variation that is critical to measure in order to understand religion’s effects on political behavior. That is, documenting the implications of religious diversity is as much a question of research design as it is a theoretical framework. This framework is flexible enough to accommodate the growing literature examining political input effects on religious output. The norms and patterns of exposure and adoption vary by the combination of the communicator and context: political communication in congregations, religious communication effects on politics in congregations, and religious communication by elites in public space. There are very few instances of political elites in religious spaces, at least in the United States. Presidents and other political elites have used religious rhetoric throughout American history in varying proportions, though how they have used it is changing in the Trump era to be much more particularistic and exclusive rather than the traditional broad and inclusive language of past presidents. A central variable moderating the impact of communication is credibility, which can be demonstrated in multiple ways, including political agreement as well as religious office, rhetorical choices, and decision-making processes. Religious elites, especially, battle against the weight of history, inattention, and misperception in their attempts to lead prophetically. As a result, religious elite influence, in the sense of changing hearts and minds, is a fraught enterprise. Naturally, we recommend adopting research designs that are appropriate for incorporating measurement on communication exposure so we can appropriately understand adoption decisions. This demands some creativity on behalf of researchers, which also drives them toward experimental work where exposure questions are built into the design and affords them a great deal of control.

Competitive Framing in Political Decision Making

Framing effects are produced by political communications that emphasize certain characteristics or consequences of an issue or policy to the exclusion of other features. By increasing the accessibility of those characteristics in people’s judgments, individuals can be swayed between supporting and opposing a policy depending on the valence of the highlighted feature. The preference inconsistencies that define framing effects were generated initially in environments in which individuals responded to a singular framing of an issue (i.e., a one-sided frame) at the expense of alternative conceptualizations of the problem. An important question is whether framing effects can be diminished by the competition among ideas that is characteristic of democratic politics. The analysis of competitive framing has focused on the interaction between individual predispositions and processing styles and the combination of messages that individuals receive. The effectiveness of any particular communication strategy will depend on the characteristics of the target audience (specifically its values, knowledge, and processing style), the availability and applicability of the frames employed (i.e., whether they are strong or weak), and the degree to which there is competition and debate over the issues. Research has been based on increasingly realistic experimental designs that attempt to reproduce how people encounter and process communications about politics in natural environments. The competitive context affects how much information people receive as well as how they process that information. In noncompetitive political environments, individuals, especially those who are unmotivated, tend to apply whatever considerations are made accessible by the one-sided messages they receive. In contrast, competing frames tend to stimulate individuals to deliberate on the merits of alternative interpretations. The key difference between competitive framing in a single period versus over time is that when people receive competing messages about political issues over the course of a campaign or debate, their attitudes are affected not only by the content of the messages but also the sequence and timing of communications. The same set of messages will have a different impact depending on the order and combinations in which those messages were received. The most significant implication of these dynamics is that democratic competition—even when the opposing frames are balanced and of equal strength—may reduce or eliminate framing effects only when people receive the opposing frames simultaneously. The magnitude of framing effects at different junctures of a campaign depends on the extent of exposure to frames and the degree to which citizens learn and retain information derived from those frames. Individuals who more efficiently process and store information—the online processors and those with a strong need to evaluate—are less likely to be moved by the latest frame because they are stabilized by the attitudes they have developed in prior phases of the campaign. There are promising hints in over-time studies that longer-term exposure to debate (beyond the short-term campaigns simulated in experiments) could gradually familiarize motivated individuals with both sides of the issue and diminish the subsequent influence of one-sided frames.

Contact Theory and the Distinct Case of LGBT People and Rights

Gordon Allport’s Intergroup Contact Theory predicts that coming into contact with a member of an outgroup will, under the right conditions, lead to reduced intergroup prejudice. Scholars have found significant evidence that contact with gay men and lesbians does typically lead to reductions in explicit prejudice, even when Allport’s specific conditions are not met. People who report that they personally know someone who is gay or lesbian are more supportive of gay and lesbian rights and relationships and people who report contact with same-sex couples in committed relationships are more supportive of legal recognition of those relationships. There is also evidence that mediated contact, also known as paracontact, can reduce prejudice—in other words, that exposure to positively portrayed gay men and lesbians via the media, including television shows, can shift attitudes. Less is known about how contact affects attitudes toward bisexuals, but initial evidence suggests similar effects. Contact with transgender people is more mixed, with some evidence that interpersonal contact is not as effective due to the negative reactions that many individuals have to transgender people, and some evidence that mediated contact may be more effective, although this is also limited due to the small (but growing) number of positively portrayed transgender characters in the media. A final complication is self-selection bias, in that members of the LGBT (lesbian, gay, bisexual, and transgender) community are more likely to come out to individuals whom they believe will respond positively but both observational and experimental evidence suggests that this does not completely explain the power of contact to reduce prejudice against LGBT people.

Corruption in African Politics

Survey evidence indicates that political corruption is more prevalent in Africa than in any other global region, though there is also evidence of considerable variation between countries in degrees of corruption and where it is most likely to be located. Traditional explanations for the frequency of corrupt political behavior emphasized the effects of conflicting values that were a consequence of the imposition of modern forms of bureaucratic government upon societies in which authority rested upon personalized relationships. Contemporary African corruption’s historic roots and its variation across the continent may be the effect of the disjuncture or “incongruency” between colonial and successor postcolonial states and the precolonial political settings upon which they were imposed. Modern neo-patrimonialism is a coping response by rulers and citizens to conditions fostered by economic scarcity and institutional incapacity. Since the 1990s, democratization and liberalization have supplied fresh incentives and opportunities for venal politicians and officials. And even among Africa’s more capable and resourceful states, the institutional fluidity generated by democratic transition and economic reform has opened up possibilities of systematically organized state capture. Consequences of corruption certainly further impoverish poor people, and it is likely that corruption also limits economic growth and distorts government efforts to promote development. It is arguable that in the past, corruption may have helped to facilitate political stability but this is less likely in 2018, as evidence emerges of its corrosive effects on public trust in institutions. African anti-corruption efforts are constrained by the extent to which political power is exercised through patronage but there are instances of successful action, sometimes the byproduct of factional struggles within the political elite. As of 2018, there is no clear evidence of trends in success or failure in the work of African anti-corruption agencies.

Democratic Norms and Religion

In research on religiosity and support for democratic norms, two major debates stand out: The first concerns whether some religious traditions, such as Islam or Orthodox Christianity, are inherently undemocratic, and hence whether supporters of these traditions have antidemocratic orientations. The second debate is about whether religious orientations beyond religious identification foster or hinder support for democratic norms. Both debates may be resolved by conceptualizing both individual religiosity and support for democratic norms as multidimensional orientations. At the individual level, religiosity consists of belief, behavior, and belonging dimensions. Support for democratic norms consist of overt approval of democracy as the ideal system of governing the country and intrinsic support, which refers to an understanding of democracy as being primarily associated with liberal-democratic norms and institutions such as popular sovereignty, political equality, civil rights, and free elections. Religious belief is negatively associated with over support, and religious social behavior is positively associated with overt support. Yet, there is some evidence that the effect of religious social behavior on intrinsic support for democracy may not be positive. Recent scholarship is also interested in identifying the psychological mechanisms through which different religiosity dimensions affect support for democratic norms, as well as establishing the causal effects of religiosity dimensions by experimentally manipulating different facets of religiosity. Although the multidimensional approach to religiosity provides a general framework that explains the effect of religiosity on support for democratic norms, there is still substantive variation across time and different contexts to be explained. Avenues exist for future research in terms of theorizing and identifying the moderating effects of different factors, most obviously the religious context and the influence of religious elites and social networks.

Direct Democracy and Political Decision Making

Direct democracy in the United States is the process whereby voters decide the fate of laws, through either an initiative or a referendum. Initiatives allow voters to approve or reject a policy proposal, whereas referendums permit voters to decide the fate of laws passed by the legislature. Although some high-profile ballot measures, especially those related to ‘moral’ issues, may induce people to vote, most ballot measures are unfamiliar to voters and so have a limited effect on participation. Rather than mobilizing voters, the more choice confronting voters faced with ballot measures is whether to “roll-off” or abstain from voting on them. The subsequent decision, how to vote, is intimately related to the decision over whether to vote and is largely motivated by the same factors. In deciding whether and how to vote, voters must know what a ballot measure is about, discern the political motivation underlying it, and match that information to their political predispositions to cast a Yes or No vote; otherwise they abstain. The more voters know about a given proposition, the more likely it is that they will vote and, furthermore, that the vote they do cast will reflect their underlying political values. In contrast both to the claims made by many critics of direct democracy and, also, some current studies in political science, votes in direct democracy are often underpinned by substantive, policy-based considerations. Voters are thus capable of meaningfully participating in the direct democracy process.

Don't Expose Yourself: Discretionary Exposure to Political Information

The news media have been disrupted. Broadcasting has given way to narrowcasting, editorial control to control by “friends” and personalization algorithms, and a few reputable producers to millions with shallower reputations. Today, not only is there a much broader variety of news, but there is also more of it. The news is also always on. And it is available almost everywhere. The search costs have come crashing down, so much so that much of the world’s information is at our fingertips. Google anything and the chances are that there will be multiple pages of relevant results. Such a dramatic expansion of choice and access is generally considered a Pareto improvement. But the worry is that we have fashioned defeat from the bounty by choosing badly. The expansion in choice is blamed for both, increasing the “knowledge gap,” the gap between how much the politically interested and politically disinterested know about politics, and increasing partisan polarization. We reconsider the evidence for the claims. The claim about media’s role in rising knowledge gaps does not need explaining because knowledge gaps are not increasing. For polarization, the story is nuanced. Whatever evidence exists suggests that the effect is modest, but measuring long-term effects of a rapidly changing media landscape is hard and may explain the results. As we also find, even describing trends in basic explanatory variables is hard. Current measures are beset with five broad problems. The first is conceptual errors. For instance, people frequently equate preference for information from partisan sources with a preference for congenial information. Second, survey measures of news consumption are heavily biased. Third, behavioral survey experimental measures are unreliable and inapt for learning how much information of a particular kind people consume in their real lives. Fourth, measures based on passive observation of behavior only capture a small (likely biased) set of the total information consumed by people. Fifth, content is often coded crudely—broad judgments are made about coarse units, eliding over important variation. These measurement issues impede our ability to answer the extent to which people choose badly and the attendant consequences of such. Improving measures will do much to advance our ability to answer important questions.

Dynamic Process Tracing Methods in the Study of Political Decision Making

Understanding how individuals make political decisions in a complex and ever-changing world requires recognition of the dynamic nature of the environment, as well as theoretical and methodological strategies to address these complications. As the scholarly understanding of the limits of human cognition expands, researchers can no longer rely on decision-making models that assume unlimited time, resources, and/or abilities of voters. Fortunately, dynamic process tracing models demonstrate the information processing component of decision-making, turning the focus away (slightly) from the decision outcome and toward the ways that people come to these decisions. These models derive from weaker, but more accurate, assumptions about the cognitive abilities of humans and provide critical insight into both the factors that voters consider when making decisions and the ways voters incorporate those factors into their decisions. In addition, thanks to the work of Lau and Redlawsk, these processes are directly observable with their Dynamic Process Tracing Environment (DPTE). Researchers relying on dynamic process tracing models are now able to assess the influence of political and demographic factors on the pattern, content, and amount of information voters access and rely on when making political decisions. These models offer a more realistic view of voter abilities than rational choice models, as well as providing greater insight into the process of decision-making (rather than the outcome of the process) than much of the work deriving from the Michigan model of public opinion. Additionally, the DPTE offers advantages over earlier static information board studies. Rather than seeing one’s self in conflict with decades of public opinion research, however, scholars in the dynamic process tracing tradition would be wise to consider their work as complementary. A focus on political variables as outcomes misses a crucial cognitive step: the evaluation of environmental stimuli through the lenses of short- and long-term predispositions. As scholars seek to understand why voters possess certain attitudes, they should ask how those attitudes were formed in the first place. Dynamic process tracing models allow for theorizing about and empirically testing components of the decision-making process previously left uninvestigated.

Economic Globalization, Democracy, and Political Behavior

The implications of economic globalization for economic policy, social policy, and party government have been well researched. But until recently one important topic has been relatively neglected: the effects of the process on mass political behavior, political parties, and electoral competition. As in the broader literature, two opposed theoretical approaches stand out: one inferring that globalization imposes “constraint” on actors, and the other that it generates incentives for efforts to “compensate” those disadvantaged by the process. Work on economic voting has established that economic globalization reduces the apparent effect of economic performance on vote for or against incumbents, although the explanations and implications remain a matter of debate. Testing expectations that economic globalization produces neoliberal party policy convergence within countries produces mixed results, some confirming and others refuting the claims of constraint theory. While there is an association between high levels of economic globalization and lower electoral turnout, an expected microlevel linkage by way of external efficacy has not been established. While economic globalization produces winners and losers, its effects on social and political cleavages vary between countries, although there is some evidence that economic globalization helps to promote the salience of a universalist/particularist or open/closed cultural cleavage. The ability to generalize from the research so far is somewhat limited by much of the literature’s European focus. Theoretically, there is a need to move beyond the constraint/compensation debate, particularly in the wake of the global financial crisis (GFC), as a result of which globalization stalled and in some respects, began to retreat. The COVID-19 pandemic has thrown even more doubt on the future: the ‘high years’ of globalization may now be behind us, but the research questions thrown up by the process should remain alive and well.

The Economic Voter Decides

In democracies, we elect our political leaders by choosing among a rival set of candidates or parties. What makes us pick one over all the others? Do we carefully weigh the platforms of all the candidates and then select the one closest to our personal desires? Or, do we select the candidate our friends and neighbors recommend? Perhaps, even, to save time, do we just vote for the same party we did last time? All of these are choice strategies, and there are many more. Here we focus on a well-known explanation of how voters decide, commonly called the Michigan Model, so named for the university where it was developed, in a path-breaking scholarly volume—The American Voter. The authors systematically gathered data, via scientific survey research, on individual voters in American presidential elections, measuring different traits, perceptions, and attitudes that they hypothesized might influence vote choice. They arranged these different factors, or variables, into long-term forces and short-term forces that acted on the voter, and could be arrayed as if they were spread along a funnel of causality: from more remote, fixed variables, such as social class or party identification, to more proximate, fluid variables, such as issue preferences and candidate attributes. All these variables generally mattered, but those that concern us here deal with issues, in particular economic issues. How do voter evaluations of the economy help the voter decide what party to favor? Is it the national economy or the pocketbook that counts? How important are economic issues compared to other issues? What conditions make economic considerations more (or less) impactful? Does economic voting operate differently in different countries? These and other questions are addressed herein, with special attention to three leading democracies where economic voting has been heavily studied—the United States, Britain, and Germany. As demonstrated, economic considerations are pervasive and powerful elements in the democratic voter’s calculus.

Electoral Choice and Religion: Turkey

With a conservative party in power since 2002 that has its roots in the pro-Islamist movement, the influence of religiosity upon party choice has attracted a lot of attention in the literature on Turkish elections and voting behavior. However, this literature uses measures of religiosity that change from one study to another and hence diagnosing trends over time or assessments concerning the influence of religiosity remains challenging. This article aims to first review the findings concerning the effect of religiosity upon party choice in Turkey. Second, using the Turkish Election Studies data for four general elections in the 2002–2015 period a unified comparable framework is adopted to evaluate the changing nature of the influence of religiosity upon party choice. The findings reached suggest that religiosity remains a potent variable in shaping party choice. However, over time and across parties its influence varies. A sectarian divide between the Sunni majority and the Alevi minority also appears to be useful especially differentiating the left-leaning main opposition party. This sectarian divide also seems to be shifting over time.

Electoral Choice and Religion: United States

Scholars have identified a variety of mechanisms through which religion could impact vote choice in the United States. Researchers have long recognized that, like other social identities, religion is an important factor in the development of party identification. In the United States, evangelical Protestants and highly committed members of other religious traditions tend to favor the Republican Party, while seculars and low-commitment members of other religious traditions tend to favor the Democratic Party. Religion also impacts views on a variety of issues, including abortion, social welfare policy, and foreign affairs. Under the right circumstances, religious voters may incorporate these policy positions into their vote choice. Finally, a growing body of research recognizes that voters use a candidate’s religious views as a heuristic to infer partisanship, ideology, competence, trustworthiness, and a variety of other traits. Given these numerous paths of influence, it is no surprise that researchers regularly find that religion is an important factor in electoral choice. Researchers have also identified a variety of ways in which religion can impact turnout, thereby creating a second means for religion to influence American elections. Religion helps in the development of social networks and civic skills, thus reducing the costs of political participation. Religion can also be a factor in the development of sociopsychological traits such as threat, thereby facilitating mobilization. By understanding the capacity of religion to impact both turnout and electoral choice, scholars can better understand the myriad ways in which religion influences elections in the United States.

Emphasis Framing and Political Decision Making

Frames are distilled and coherent representations of complex social and political issues. A frame defines what an issue is about. Emphasis frames give special prominence to one aspect or feature of an issue. An example is the “reverse discrimination” frame for the issue of affirmative action, which emphasizes the potential costs of affirmative action to the superordinate group. Emphasis frames have attracted attention from several disciplines, including political science, sociology, psychology, journalism, and communication, with each contributing theoretical insight and empirical demonstration. Emphasis frames manifest themselves in communicated messages and in the minds of individuals. Emphasis frames often originate in political actors such as social movement organizations, interest groups, and leaders. These actors hope to effect political change by disseminating framed messages that represent the actors’ positions on the issue. News organizations transmit emphasis frames, in whole or in part, in the course of covering an issue. Organizational norms and procedures within the mass media can also shape the frames that ultimately appear to the audience. Research has linked several political outcomes to emphasis frames, not the least of which is the influence that a communication frame has on the frame in the audience’s mind. Frames can influence the interpretations of the issue, judgments about what is most relevant to the issue, and even opinions about the issue. Framing has also been linked to changes in public policy. At the same time, there are a number of individual and contextual factors that can govern how strong a frame’s impact will be. Frames that harmonize with an individual audience member’s values or schemata might be especially effective, while individuals with strong prior opinions might be less affected by frames. Researchers have proposed different psychological models of how emphasis frames influence audiences. Some have argued that framing overlaps considerably with other communication effects such as agenda-setting or priming. The key argument is that the frame activates specific beliefs, feelings, values, or other components of political judgment and opinion. Other models propose that framing affects the perceived importance, relevance, or applicability of activated considerations. Still other models stress the impact of frames on the attributions audiences make about who or what is responsible the origins of a social problem and its solution. A final category of models includes emotional response as a key mediator of frame effects. Several significant challenges confront emphasis framing researchers. Scholars should seek to better integrate research at different levels of analysis of framing. They must also demonstrate framing’s relevance in the modern communication landscape, along with its distinctiveness from other familiar communication phenomena.

The Evolution of Same-Sex Marriage Policy in the United States

On June 26, 2015, the U.S. Supreme Court determined that same-sex couples have the right to marry, and newspapers across the country declared that gay couples could now exercise this right in all 50 states. While the Obergefell decision was an important moment in history and a significant victory for the LGBT movement, it was not an immediate and complete change in policy. Rather, the change emerged slowly over decades from numerous complex interactions among federal, state, and local governmental actors. These same actors continue to influence marriage equality even after the Supreme Court’s historic ruling. A careful consideration of the path of marriage equality demonstrates the importance of federalism in the evolution of policy in the U.S. context. Not only does the extent of federal involvement influence state decision-making, but state policies also respond to the policymaking processes in other states. Examining the progression of marriage rights for same-sex couples also illustrates how variation in state government institutions shape policy outcomes in the U.S. system. For example, aspects of state courts such as judicial capacity influence the nature of state policy responses on the issue of gay marriage. Finally, focusing on marriage equality provides an opportunity to consider how institutions of government and political actors strategically interact to influence the policymaking process. For example, advocacy coalitions make strategic choices to focus on levels and institutions of government that are more responsive to their interests. Overall, same-sex marriage policy and the scholarship that investigates it highlight the complex and sometimes convoluted development that characterizes the policymaking process on many important issues in American politics and society.

Finland and the European Union

Finland joined the European Union together with Austria and Sweden at the beginning of 1995. At first glance, Finnish membership appeared as a rapid change of political orientation, given the inflexible policy of neutrality the country had maintained until the early 1990s. In spite of the brevity of national adaptation and consideration, the decision to follow Sweden and submit an application for EU membership was based on an overwhelming political consensus. All the major political elites, including party and interest organizations, key actors in the private sector, and the media were in favor of Finnish membership. In the referendum for EU membership in October 1994, membership was supported by 57% of the people. A stable popular support characterized the Finnish EU policy for the first 15 years of its EU membership and distinguished Finland from its Nordic neighbours in the EU. The popular approach was anchored in a perception of EU membership representing a comprehensive change from the country’s difficult position in the Cold War era to full-fledged membership in the Western community. Finland thus joined the EU’s currency union as the only Nordic member state and adopted a constructive approach toward more integration in most policy fields. It was only in the context of the economic and financial crisis of 2008–2009 that Finnish public opinion became—at least temporarily—heavily polarized by the EU question. This resembled the situation in many other EU member states. During the two decades of Finland’s EU membership, the country has experienced a Europeanization of its political system and legislation. EU membership has contributed to a further parliamentarization of Finland’s semi-presidential political system with EU affairs being designated to the powers of the government and coordination of policies taking place at the prime minister’s office. Due mainly to EU membership, the Finnish Parliament has also become an influential actor in foreign and European policies. Finland has smoothly adjusted to the EU’s policies and has become a persistent proponent of the EU’s unity in external relations. Since the first years of its EU membership, the country has been in favor of majority decisions and a stronger role played by the commission and the EP in the Common Foreign and Security Policy (CFSP). It has also gone through a major change in its legislation on crisis management and the tasks of defense forces to be able to better fulfill membership commitments to the EU’s security and defense policies. After the polarization of EU opinion taking place in the framework of the general elections of 2011, and leading to the emergence of an anti-EU “Finns Party” as the third-largest party in Finland, a more consensual atmosphere has recently returned with increasing levels of public support to EU membership. The Finns Party first made its way to the governmental coalition together with the two largest center-right parties in 2015, which significantly softened its EU criticism and moved its focus to an anti-immigration agenda. Finally, in 2017 the Finns Party was split into two parts with the more moderate part practically failing to establish itself in parliamentary or European elections of the spring 2019.

Framing and Political Decision Making: An Overview

Political communicators have long used framing as a tactic to try to influence the opinions and political decisions of others. Frames capture an essence of a political issue or controversy, typically the essence that best furthers a communicator’s political goals. Framing has also received much attention by scholars; indeed, the framing literature is vast. In the domain of political decision making, one useful distinction is between two types of frames: emphasis frames and equivalence frames. Emphasis frames present an issue by highlighting certain relevant features of the issue while ignoring others. Equivalence frames present an issue or choice in different yet logically equivalent ways. Characterizing the issue of social welfare as a drain on the government budget versus a helping hand for poor people is emphasis framing. Describing the labor force as 95% employed versus 5% unemployed is equivalency framing. These frames differ not only by their content but also by the effects on opinions and judgements that result from frame exposure as well as the psychological processes that account for the effects. For neither emphasis nor equivalence frames, however, are framing effects inevitable. Features of the environment, such as the presence of competing frames, or individual characteristics, such as political predispositions, condition whether exposure to a specific frame will influence the decisions and opinions of the public.

Framing Methodology: A Critical Review

Since its emergence, framing has established itself as one of the most prominent areas of study within the political communication literature. Simply defined, frames are acts of communication that present a certain interpretation of the world that can change the ways in which people understand, define and evaluate issues and events. But while scholarly understanding of framing as a concept has been refined as a consequence of many years of constructive debate, framing methodology has evolved little since the introduction of the concept several decades ago. As a consequence, the methods employed to study and understand framing effects have not kept up with more modern conceptualizations of framing and have struggled to meaningfully contribute to framing theory on the whole. Specifically, analyses of the framing literature over the past two decades suggest framing studies often fall short in properly distinguishing framing effects from broader persuasion and information effects and the current state of the literature—characterized by inconsistencies and idiosyncrasies across individual works—has made generalization difficult, hampering further theoretical development. In light of these concerns, framing scholars must utilize research approaches that allow for a more precise understanding of the mechanisms by which framing effects occur and identify strategies by which broader insights may be gleaned from both current and future work on the subject in order to enrich framing theory moving forward.

Heuristics and Biases in Political Decision Making

Heuristics have rapidly become a core concept in the study of political behavior. The term heuristic stems from the ancient Greek heuriskein, which means “to discover.” In psychology and political science, the term is used to describe cognitive shortcuts in decision making under uncertainty. The key idea is that decision makers with limited time, information, or resources use such shortcuts, thereby bypassing a certain amount of information to reach appropriate decisions. In this sense, heuristics contrast with classical rational choice. Using heuristics allows efficient decision making but can lead to biases, errors, and suboptimal decisions. Heuristics allow decision makers to draw inferences, to fill in information gaps, and to form an impression of the decision at hand. Indeed, they may be the only way to come to grips with uncertainty, especially when a decision is urgent. In political science, the concept of heuristics, originating in mathematics, economics, and psychology, has long been hailed as a possible remedy to citizens’ lack of political knowledge. Citizens participate in democratic decisions, but these decisions often pose high cognitive and informational demands. Ideally, citizens with little information about a political issue or about a candidate could use heuristics in order to reach decisions resembling those of their more well-informed peers. More recently, however, the possible biases introduced by reliance on heuristics, in particular partisan bias and a lack of consideration of different alternatives, has received more attention. Moreover, some studies show that heuristics can be used most efficiently by voters who are relatively well informed and highly interested in politics. The question of whether, or under which circumstances, heuristics can be a useful tool for democratic decision making has not yet been answered conclusively.

Immigration Policy and European Union Politics

EU immigration policies have incrementally evolved from a purely intergovernmental to a deeply integrated EU policy area. In practice, EU immigration policies and EU secondary legislation still leave significant discretion to the Member States, as witnessed by key developments in the various subfields of immigration policies—including policies on border protection, return and irregular migration, as well as labor migration and family migration policies. The key academic debates on EU immigration policies have mainly focused on explaining the decision-making processes behind the adoption of EU policies as well as their impact on national policies. While scholars find that these EU policies have led to liberalizations in the areas of family migration or labor migration, the irregular migration and border policies of the EU have gradually produced more restrictive outcomes. Policy liberalizations are usually based on the impact of EU institutions, which tend to have more liberal positions than Member States. Lowest common denominator output at the EU level, such as on the Blue Card Directive, is usually due to a resistance of individual Member States. With deeper integration of the policy area over time and qualified majority voting, however, resistant minorities have been increasingly outvoted. The stronger politicization of some areas of immigration, such as family migration, has also led the European Commission to curb its legislative proposals, as it would be much harder to adopt a piece of legislation today (2019) that provides adequate protection standards.

Information and Communication Technology in Crisis and Disaster Management

Information and communication technologies (ICTs) cover a wide range of telecommunication devices and applications, which facilitate the flow of information. Within crisis and disaster management, these devices and applications may be used explicitly for hazards or crisis detection, information management, communication, situational awareness, search and rescue efforts, and decision support systems. Everything from cell phones and social media to unmanned aerial vehicles and weather stations are used to collect, disseminate, and monitor various types of information and data to provide a common operating picture. ICTs are continually evolving, with new features developed and deployed at a rapid pace. This development has had a unique impact on crisis and disaster management, allowing for real-time communication and situational awareness, as well as novel approaches to simulations and training. With the near-ubiquitous use of some devices, information is also no longer held solely by government or private sector officials; ordinary citizens are also able to contribute to and disseminate information during and after crises. For some segments of the population, this ability to meaningfully contribute is not only empowering but necessary to highlight unmet needs. Throughout the evolution of ICTs, new research and practical concerns have highlighted persistent unmet needs of more vulnerable populations due to growing interdependence and integration across jurisdictional boundaries worldwide. The continued expansion of ICTs will most likely have a profound impact on this field in the future.
