Genocide and Religion in Times of War

To understand the relationship between religion and genocide in time of war, one needs to distinguish between sacred and secular political religions. Among the genocidal events inspired by political religions based on sacred texts are the St. Bartholomew’s Day Massacre, the Sack of Magdeburg, the British Civil War in Ireland, and Bosnia. I also examine several groups pursuing a genocidal agenda claiming religious justification: al-Qaeda and Islamic State of Iraq and Syria (ISIS). Civil religions and secular political religions discussed are the French Revolution, Italian Fascism, Nazism, and Stalinist Communism. Lacking the restraints found in traditional religions, secular political religion is most dangerous. Large-scale genocides are best explained by diachronic processes entailing subordination followed by gain and then loss by the perpetrators. The presence of loss in various forms is found in virtually all cases. Emotions that typically do not influence routine politics—such as anger and fear—are engaged. All of the cases, even those of minimal loss, are influenced by international events. Without the presence of war, genocides like the Holocaust, and those of the Armenians and Tutsis, are inconceivable. Even as an exclusionary ideology, traditional religion is neither a necessary nor a sufficient condition for all forms of genocide in time of war. But religion can be an enabler that together with other antecedents can lead to genocide. Sacred religious sites can be sensitive locations whose violation inspires violence. Radicalization of religious leaders can occur when their religion appears to be under attack, especially during or following a period of widespread violence.

Guatemala: The Military in Politics

Since the mid-20th century, the Guatemalan military has played a prominent role in the country’s political life. Yet, this was not always the case. During Guatemala’s first century of independence, the armed forces operated largely as the pawn of personalist rulers and oligarchic elites, utilizing coercion to quell labor unrest and impose order in the countryside. Developments during the Cold War era, however, transformed the Guatemalan military into a centralized source of political and economic power and the key protagonist in domestic politics. Following World War II and on the heels of popular uprising, nationalist junior army officers ushered in a series of popular reforms, which included land redistribution. A 1954 CIA-orchestrated coup supported by the Guatemalan oligarchy and reactionary military factions toppled Guatemala’s “Democratic Spring,” reversed the reforms, and paved the way for four decades of hardline military rule. The subsequent rise of a leftist insurgent movement and the outbreak of armed conflict (1960–1996) gave the armed forces a pretext to dramatically expand their power. They consolidated formal political control over the Guatemalan state and pursued a counterinsurgent campaign, which escalated into genocidal violence in the predominantly Mayan indigenous highlands. Pulled between the political protagonism of civil war and the subordination to civilian rule required in liberal democracy, the Guatemalan military struggled to redefine its institutional identity with the end of armed conflict. It lurched reluctantly toward peace and democracy following a split in its ranks between a moderate institutionalist faction and right-wing groups wary of ceding political control. Despite peace accord provisions to reduce the military’s size and budget and to confine its institutional activities to external defense, military officials, particularly those from intelligence, continued to wield extraordinary control in the postwar era. Challenging the strictures of peace and democracy, they have fought to maintain key interests, notably impunity for war crimes, political decision-making influence, and wartime sources of illicit enrichment.

Historical Legacies of Political Violence

Legacies of political violence are long-term changes in social behavior and attitudes, which are attributable—at least in part—to historical episodes of political conflict and contention. These legacies can potentially reshape the subsequent political and social order. Their catalysts can range from armed conflict, mass repression, and genocide to oppressive institutions and interpersonal violence. The lasting effects of violence include changes in political participation and preferences, intergroup relations, economic activity and growth, and public health outcomes. Estimating these effects presents a methodological challenge, due to selection, posttreatment bias, and the difficulty of isolating specific mechanisms. These challenges are particularly acute given the long time span inherent in studying historical legacies, where effects may be measured generations or centuries after the precipitating event. Understanding these legacies requires distinguishing between persistence mechanisms, where effects of violence continue within an individual directly exposed to violence through trauma, and the secondary transmission of effects between individuals through family socialization, community and peer influences, institutionalization, and epigenetic and evolutionary changes. Research on this subject remains nascent—across many disciplines—and inconclusive on whether violence fosters mostly negative or positive forms of social and political change.

Hungary: A Historically Apolitical Military

In Hungary, the military has traditionally not played a significant political role since the country became independent following World War I. Though various changes of regime and political transitions have taken place, these did not involve the military in any notable role. Even when the historical context offered an opportunity for the military to gain a determining political role (i.e., during the 1956 revolution or possibly the 1989 regime change), apolitical traditions, institutional checks, and civilian control, as well as a lack of will from the armed forces, prevented such outcomes. The main reason why Hungarian armed forces have never interfered in politics is not the historical traditions of civilian control over the armed forces, but actually the lack of them. Before 1989, the armed forces have always been directly subordinated to the actual highest political leadership, which was above everyday party politics. Consequently, the armed forces too have historically stayed out of everyday politics, with the partial exception of the Communist era, when the army was heavily politicized according to the Soviet model. Nevertheless, the periods when the armed forces became politicized or played an active political role have later always been considered as anomalies by the subsequent political systems. After 1989, along with the democratic transition a full-fledged, functional system of civilian control over the armed forces was established. Early-21st-century norms and practices of civilian control over the Hungarian Defense Forces (HDF) are institutionally fully aligned with the practices of any democratic North Atlantic Treaty Organization (NATO) or European Union (EU) member state in this regard, prohibiting the possibility of any political participation of the HDF or even its members. Legal and institutional checks, as well as the apolitical socialization of service members support this tradition.

The Inclusion-Moderation Thesis: India’s BJP

In 1925, the Hindu nationalist organization Rashtriya Swayamsevak Sangh (RSS) was founded. The main aim of the RSS was to make India into a nation state defined according to Hindu cultural and religious values, which in the RSS version reflected a distinct high-caste outlook. Internal enemies, namely Muslims, Christians, and Marxists, had no place in such a state. This ideology goes under the name Hindutva, which can be translated as Hinduness. Due to the large-scale and religiously based violence experienced in the final stages of its freedom struggle, independent India adopted democracy and secularism as its foundational values. Hindu nationalist parties were present, but never influential in the first decades after independence. This circumstance was about to change in the 1980s, as the newly founded Bharatiya Janata Party (BJP), with strong links to the RSS, decided to mobilize on the Ayodhya issue. According to the BJP, the Ayodhya temple had been demolished by the Muslim ruler, Babur, and replaced with a mosque. The time had come to rebuild the temple. This campaign catapulted the BJP onto the political scene in India. The strategy, however, was not without its flaws, and the weaknesses connected to the BJP’s Ayodhya campaign summed up the party’s main challenges. It has been difficult for the BJP to promote the existence of a nationwide Hindu identity in heterogeneous India, characterized by religious pluralism, different regional political cultures, and caste divisions. Particularly caste has proved difficult for the BJP, since the party is associated with high-caste values. Moreover, the way in which the BJP has utilized anti-Muslim rhetoric and campaigns has alienated potential alliance partners. The BJP has managed to overcome most of these challenges and was elected to power at the national level in 1998 and then again in 2014. In addition, the party governs many different states. During several national election campaigns, the BJP has actually chosen to background the most contentious issues in order to attract alliance partners. Instead, the party has conveyed its message of Hindu cultural unity in more subtle ways, most prominently through educational reforms. The BJP has also managed to adapt to regional variations and conveys its ideology in different ways throughout India. The landslide victory of Narendra Modi and the BJP in the 2014 elections represents a new phase in the history of the party. With a majority of its own, one could expect that the BJP would implement its Hindu nationalist agenda. For the most part, Modi has kept some degree of distance from Hindutva. However, through a division of labor, it appears that Modi has left the Hindutva agenda to the states governed by the BJP as well to the well-organized and influential Hindu nationalist movement.

The International Crisis Behavior Project

Over the course of more than four decades the International Crisis Behavior (ICB) Project, a major and ongoing data-gathering enterprise in the social sciences, has compiled data that continues to be accessed heavily in scholarship on conflict processes. ICB holdings consist of full-length qualitative case studies, along with an expanding range of quantitative data sets. Founded in 1975, the ICB Project is among the most visible and influential within the discipline of International Relations (IR). A wide range of studies based either primarily or in part on the ICB’s concepts and data have accumulated and cover subjects that include the causes, processes, and consequences of crises. The breadth of ICB’s contribution has expanded over time to go beyond a purely state-centric approach to include crisis-related activities of transnational actors across a range of categories. ICB also offers depth through, for example, potential resolution of contemporary debates about mediation in crises on the basis of nuanced findings about long- versus short-term impact with regard to conflict resolution.

International Security in Latin America

Latin America exhibits some of the world’s most worrisome patterns of insecurity. Homicide rates have reached alarming levels in dozens of cities in Mexico, Central America, Brazil, Venezuela, and Colombia. Drug and other illicit trafficking generate massive income for criminal organizations. Fighting among these organizations, and between criminal groups and the state, threatens human security in zones of production and along transit routes. Refugee crises—especially an exodus of 4 million Venezuelans by 2019—could increase substantially. Receiving countries struggle to respond. Insecurity in Latin America cannot be fully understood through comparison of the domestic challenges of each country in the region. The sources of contemporary insecurity are not contained within countries, but extend to transnational criminal networks, flows of illicit goods, and human trafficking and displacement. Likewise, isolated state responses are insufficient to respond to transnational dynamics; although some coordination has been achieved, intergovernmental responses have produced limited gains and substantial unintended consequences. Thus, we consider security challenges in the region as a “security complex” that includes Latin American and Caribbean countries, but in which the United States remains significant. On the other hand, international conflict and civil war, as traditionally defined, have almost vanished from Latin America. Threats of military coups and politically motivated violence have declined after being a key security issue for decades. However, some troubling cases and trends complicate this positive trend. Venezuela’s governing civilian–military alliance eroded basic democratic institutions and produced an economic, political, and humanitarian crisis. In response, the United States has raised the specter of military intervention or coup sponsorship. Honduras and especially Nicaragua have turned to authoritarianism, accompanied by alarming levels of repression of protesters and civil society activists. U.S. policies under the Trump administration toward migrants from Central America and Mexico are creating great tension in the region and fear of reprisals. Although most border disputes have been settled a few still are unresolved or contested and could generate tensions between countries in the region. The academic literature about international security in Latin America reflects the complex dynamics described above, covers historical and contemporary security challenges in the region, and presents debates and developments on Latin American security at the international and national levels. Despite its wide scope, the existing literature presents areas where more work is needed to account for emerging trends of (in)security.

Japan: The Culture of Insubordination in the Army, 1868–1945

The soldiers and sailors of Imperial Japan (1868–1945) are often presented in Western popular publications as obedient robots, unblinkingly following their commanders to certain death. In fact, however, the Imperial Japanese Army and Navy were among the most disobedient military forces in modern history. Structural flaws in the political code of the early Japanese state, as well as a series of misguided reforms to the Army, incubated an ideology of military independence from civilian rule. The Army, placed directly under the Emperor, did not institutionally believe it had to unconditionally obey the civilian government. Even worse, generals used their connections with the sovereign as an excuse for their individual disobedience. In the 1920s, this ideology of military independence converged with a subculture of insubordination from below, recalling revolutionary traditions of the mid-19th century. According to this ideology, prevalent among both officers and civilian activists, spontaneous political violence was justified when motivated by sincere patriotism and imperial loyalty. By the 1930s, insubordination from above and from below converged to produce a strong sense of military superiority, independence from any kind of civilian supervision, and endemic violence. The result was an unending series of unauthorized military operations, political assassinations, and coups d’état. These terrified the civilian leadership and eventually drove Japan to imperial overreach and disastrous, unwinnable wars.

Kenya: The King’s Shadow Army

The classical theoretical civil–military relations (CMR) perspective is traditionally concerned with how to obtain civil control of the armed forces. This theme is preeminent in the writings of Samuel Huntington and Morris Janowitz, the two most dominant voices in the debate of this subject field since the 1960s. By 2019, the character of the Kenya Defence Forces (KDF) was heavily influenced, if not determined, by CMR, as CMR seems to be the only constant factor when trying to understand KDF. During British colonial rule in the East African protectorate, the use of force was primarily dedicated to securing the extraction of natural resources from Kenya and maintaining internal security. It was in this colonial context of exploitation and extraction that the KDF was born in 1902, in the form of the King’s African Rifles (KAR). Therefore, to understand the “genetics” of the present-day KDF, one has to understand the political context in which the KDF was born and raised. The surprising point here is that although Kenya has since undergone far-reaching political changes, the KDF still seems to be caught in King Edward VII’s long shadow of colonial repression. The effective, ethnically driven political system and Britain’s military guaranties have dominated CMR and kept an iron grip on the military for more than 100 years.

Land-Related Conflict and Electoral Politics in Africa

Land-related disputes and land conflicts are sometimes politicized in elections in African countries, but this is usually not the case. Usually, land-related conflict is highly localized, managed at the micro-political level by neo-customary authorities, and not connected to electoral competition. Why do land conflicts sometimes become entangled in electoral politics, and sometimes “scale up” to become divisive issues in regional and national elections? A key determinant of why and how land disputes become politicized is the nature of the underlying land tenure regime, which varies across space (often by subnational district) within African countries. Under the neo-customary land tenure regimes that prevail in most regions of smallholder agriculture in most African countries, land disputes tend to be “bottled up” in neo-customary land-management processes at the local level. Under the statist land tenure regimes that exist in some districts of many African countries, government agents and officials are directly involved in land allocation and directly implicated in dispute resolution. Under “statist” land tenure institutions, the politicization of land conflict, especially around elections, becomes more likely. Land tenure institutions in African countries define landholders’ relations to each other, the state, and markets. Understanding these institutions, including how they come under pressure and change, goes far in explaining how and where land rights become politicized.

Lebanon: A Military in Politics in a Divided Society

Since Lebanon’s independence in the mid-1940s, its military—the Lebanese Armed Forces (LAF)—has played a pivotal role in the country’s politics. The political role of the LAF in Lebanon might seem surprising since the Lebanese state did not militarize, and its political leaders have continuously managed to keep their military relatively weak and small. Indeed, in this respect Lebanon has been markedly different from its close neighbors (Syria and Israel), but also from several other Middle Eastern states (especially Egypt and Iraq), where the military, which was large and powerful, was continuously involved in politics. Additionally, both Lebanon and the LAF have persistently striven to distance themselves from regional conflicts since 1949, particularly in relation to the Palestinian issue, albeit not always successfully. Still, and despite these ostensibly unfavorable factors for the military’s involvement in politics in Lebanon, the LAF has played an important political role in the state since its independence. This role, which has been marked by elements of continuity and change over the years, included mediation and arbitration between rival political factions (in 1945–1958, 2008, 2011, and 2019); attempts to dominate the political system (in 1958–1970 and 1988–1990); intervention in the Lebanese civil war (in 1975–1976 and 1982–1984); attempts to regain its balancing role in politics (in 1979–1982 and 1984–1988); and facilitating the state’s postwar reconstruction (since 1991). The political role of the military in Lebanon can be explained by several factors. First, the weakness of Lebanon’s political system and its inability to resolve crises between its members. Second, Lebanon’s divided society and its members’ general distrust towards its civilian politicians. Third, the basic characteristics of Lebanon’s military, which, in most periods, enjoyed broad public support that cuts across the lines of community, region, and family, and found appeal among domestic and external audiences, which, in their turn, acquiesced to its political role in the state.

LGBT Military Service Policies in the United States

For most of its history, the U.S. military has maintained a policy of exclusion toward lesbian, gay, bisexual, and transgender (LGBT) people serving in uniform. The justifications for these exclusions have included the view that being homosexual or transgender is a psychological disorder, that it undermines military morale and effectiveness, and a fear that LGBT people would be vulnerable to foreign espionage. Explicit policies banning consensual homosexual sex—and excluding from service those who engage in it—date to the period between World Wars I and II, but de facto efforts at exclusion have existed since the early days of the republic. Regulations governing homosexuals in the military came under pressure in the 1970s and 1980s as societal views toward lesbian, gay, and bisexual (LGB) people changed, and those LGB service members discharged under the policy increasingly challenged their treatment in court. (Public pressure to change regulations governing transgender people in the military arose mostly in the 2000s, though litigation efforts date to the 1970s.) In addition to general shifts in public and legal opinion, the debate over LGB people serving in the U.S. military was affected by the experience of foreign militaries that allow LGB people to serve. United States law began to loosen formal restrictions on LBG people serving in uniform with the passage of “Don’t Ask, Don’t Tell” (DADT) in 1994, but it still required LGB people to serve in secret. Changing public perceptions of LGB people and problems implementing the ban galvanized support for eliminating such restrictions. In 2010, President Obama signed legislation repealing DADT and removing all restrictions on LGB people serving in the military. However, transgender people do not enjoy the same rights. The Trump administration has revised Obama-era rules on transgender service members to enable greater exclusion. The issue is being contested in the courts and appears ripe for further political and legal dispute.

Liberation Movements in Power in Africa

Liberation movements in Africa are nationalist movements that have resorted to armed struggle to overthrow colonialism, white minority rule, or oppressive postcolonial governments. Claiming to represent the national will, some are intolerant of opposition, others dubious of the legitimacy of multiparty democracy: this difference is a reflection of whether the military wing of the liberation movement dominates the political movement or whether the reverse situation applies. In the post–Cold War era, liberation movements espouse notions of the “developmental state,” continuing to ascribe the state a primary role in economic development event though they may simultaneously embrace the market. The extent to which they subordinate political considerations and freedoms to the pursuit of economic growth dictates whether they pursue paths of authoritarian development or developmental stagnation

Mexico: The Evolution of a Multiparty State

Several distinct features have shaped Mexico’s political development, among them its geographic characteristics, including its proximity to, and shifting relations with, the United States; the existence of a significant indigenous population whose distinct cultures and interaction with the Spanish colonists helped determine the trajectory of Mexican history; and the Mexican revolution, which in turn shaped the political system and ideology of much of the 20th century. These in turn have influenced research issues and debates, including (a) conceptualizations of the indigenous populations and the impact of colonialism (caste system vs. mestizo/cosmic race), growing emphasis on size and identity of indigenous groups and other minorities, and the search for autonomy by indigenous communities; (b) foreign relations, and especially the impact of the United States, including annexation of half of Mexico’s territory following the Mexican–American War, foreign ownership and control of Mexican assets (dependent development, “triple alliance”), and the impact of globalization and neoliberalism (outward- vs. inward-oriented development, North American Free Trade Agreement, cross-border alliances); (c) the nature and impact of the Mexican revolution, including origins and goals of distinct revolutionary groups, the Constitution, reforms and their limits in the early postrevolutionary period, and the creation of a unique political system combining elements of flexibility and repression; (d) the role of the state, including debates regarding the independence of the state vs. class control, and its significance in the protection of national interests and promoting social reforms and economic development; and (e) migration, including U.S. recruitment of Mexican labor, increasing emphasis on the Mexican border and restrictions on migrants, contributions of Mexican migrants to Mexico (remittances, hometown associations and other associations linking Mexicans to their home communities), and cooperation of Mexico with the United States in controlling Central American migration. International research issues, including concerns about human rights and the rights of women, minorities and other disadvantaged groups, as well as developments in Mexico in the late 20th and early 21st centuries, have also had an important impact on Mexican research, among them (a) democratization, including the role of social groups, decentralization, and the limits to democracy (ongoing corruption, fraudulent elections, and continued poverty and inequality), and (b) the drug issue, including the emergence of the cartels and increased violence with the militarization of the drug war under the Calderón presidency, policy concentrating on kingpin strategy, and the role of the United States as drug market and supplier of guns as well as a source of assistance in the drug war focused on military aid and the destruction of drug producing areas. These conditions present formidable challenges to President Andrés Manuel López Obrador, whose anticorruption, proreform agenda and widespread support brought hope for change.

Militaries’ Organizational Cultures in a Globalizing World

Organizational cultures in military organizations consist of symbols, practices, habits, hidden assumptions, and beliefs about what needs to be done, and what is appropriate and what is not, before, during, and after operations. Generally speaking, organizational cultures in military institutions are similar to those in any other work organization. Upon closer examination, however, it appears that the military’s 24/7, communal life outside society, its emphasis on hierarchy and discipline, and in particular its license to use large-scale force make it different. Relatedly, the way in which the military’s organizational cultures are created and recreated has aspects and emphases that are less common in conventional work organizations. Recruiting and socialization patterns of new organizational members in the military have been studied frequently because they are so distinctive. Military organizational cultures are not identical worldwide. Military organizations differ internationally, because military organizations are still strongly connected to their national backgrounds, including the languages, legal regimes, political atmospheres, and general ways of living in the many nations across the globe. National societies and their histories shape military organizational cultures in multiple ways. Dramatic experiences at the national level, for instance during World War II, may lead to a continuation or, just the opposite, the disruption, of armed forces’ organizational cultures. Yet, despite the differences, something of a world culture impacting on the use of force seems to emerge as well. In an era when international alliances carry out most missions, different national backgrounds influence strategic decision-making and the way operations are conducted. Most of the time, national armed forces operate separately, in their own area (or time) of operations, sometimes guiding troops from smaller and less wealthy partnering nations. The coordination of actions between the various areas of operation is generally not very well elaborated. This applies not only to combat operations but also to peace missions. A full integration of national armed forces, such as in a United Nations security force or a European army, is an ideal that some may dream of, but it is still far from reality. The greatest degree of integration is likely to be found in international headquarters.

Military Learning and Evolutions in Warfare in the Modern Era

The way militaries learn has evolved over time, and the first two decades of the 21st century once again see military learning on the cusp of change. Since the start of the modern era in the early 18th century, military learning has evolved from a focus on technical, tactical skills relevant to specific combat branches to a generalized study of war and warfare that blends theory and practice. These changes have come about in response to developments in human capital, battlefield technology, and warfare, or how military forces fight. The early 21st century has witnessed a new shift in warfare, from networked warfare—in which information is synchronized across location, targeting, and precision guidance systems to find, fix, and destroy the enemy with deadly efficiency—to unconventional information warfare—in which non-state actors have access to many of the same information resources and, combined with cyber capabilities that rely on anonymity and occasional state support, negate many of the advantages of networked warfare. This portends a change in how militaries learn, to patterns of learning that can cope with a battlespace that is potentially omnipresent, where states must incorporate all elements of national power coherently in order to achieve success in war. These changes are evident not only on the battlefield, but also in military schools. The theories of Napoleonic warfare born at the dawn of the modern era seem increasingly inadequate for the realities of modern combat. This calls for the generation of new bodies of knowledge by military officers and other specialists in the field. The notion that war itself is politics conducted by other means is increasingly under threat. Likewise, curricula at military schools bear an increasing resemblance to curricula at academic civilian programs in security studies, leadership, and international relations, and more and more civilians are sitting side by side with military officers in the classroom. Since the end of World War II, the bounds of the battlefield have bled into the traditionally civilian space of information, so the study of war and warfare is no longer the unique province of the military officer. This process has accelerated in the 21st century, and a range of defense analysts, scholars, and policymakers have commented on how military forces prepare to fight.

Nationalism and Party System Formation in Southeast Asia

Because the party literature is dominated by approaches with references to Western, especially European, party systems, it tends to neglect the specific circumstances of party system formation in colonial and postcolonial settings. This includes the role of agency, especially by foreign and Indigenous elites interested in crafting political, partisan cleavages. This can be studied by comparing Indonesia and Malaysia, two neighboring countries with many similarities but very different cleavage structures and trajectories. In British Malaya, Malay groups led by aristocrats reached independence rather smoothly through negotiations with the slowly retreating colonial power. The hegemonic national model was henceforth essentially Malay, royalist, and Islamic. Ethnic minorities and their respective cultures and languages were tolerated, with certain minority rights explicitly legitimated, but the national culture was leaning toward an exclusionary stance. The preindependence, elite-centered construction of an illiberal consociational arrangement and the parallel state violence against the leftist opposition resulted in postindependence political stability against a backdrop of restricted spaces for civil society coupled with conservative Islam and Malay chauvinism. The political left had already fundamentally been weakened beginning in 1957, and a conservative coalition of ethnically based, elitist parties dominated politics through semicompetitive elections. The major structures of the party system formed during the critical juncture in the late 1940s until the early 1950s existed until the mid-2010s before a slow disintegration of old coalitions and parties began. By contrast to British Malaya, in the Netherlands Indies a radically anticolonialist, well-rooted nationalist movement led by middle-class activists emerged, creating a fundamentally new notion of being “Indonesian” and supporting a religiously tolerant, multiethnic, democratic nation-state. After 1945, the movement was further instilled with nationalist passion by fighting an independence war against the returning Dutch. The period from 1945 until 1949 was marked by a number of social revolutions, and local aristocracies were substantially weakened. A mass-based and militant nationalist movement fighting against the colonial power resulted in social conflicts that were not settled at the time of independence. The path after the formation of the party system until the 1950s was interrupted by a long period of authoritarianism, but mass organizations such as Nahdatul Ulama and Muhammadiyah, certain dynamics of interparty competition, and the attempt at solving political conflicts consensually still characterize party politics in Indonesia. In short, deep political cleavages produced a strongly polarized party system, resulting in a long period of authoritarianism and eventually a resurgence of old cleavages in a newly democratized polity after 1998.

Nonbinary Trans Identities

Nonbinary trans identities have historically referred to a range of gender non-normative embodiments and self-making practices that stand on the outside of, or sometimes in direct opposition to, the Western binary classifications of sex/gender (i.e., man or woman, male or female). These identities include but are not limited to androgyny, genderqueer, genderfluid, gender nonconforming, and genderf*ck. Increasingly, nonbinary has become its own free-standing identity, without many of the historical connotations that genderqueer, for instance, might invoke. Nonbinary people identify themselves with gender-neutral pronouns or a fluid mixture of gendered pronouns in social practices. Some transition and take on embodiments that have a particular gendered aesthetic. This may or may not include sexual reassignment surgeries and other procedures that are body confirming. In short, nonbinary people have varied and robust social lives. The umbrella category of “trans” helps to situate some of the meaning and history of gender-non-normative identities. On the one hand, it can be a productive political vehicle that mobilizes communities of similarly felt histories toward collective action. On the other hand, it can limit the range of recognized embodiments and practices that have participated in the historically pertinent conventions that trans describes. The history of nonbinary identities is then a complex prospect. Such identities alter the categorical assumptions that underscore transsexual and transgender identities within binary terms. The complex narratives and histories of nonbinary trans identities raise some timely questions about the conventions of sex/gender in contemporary life. What constitutes one’s enduring sense of gender now that the binary itself has come under dispute? Should the gender binary be protected and for whom? In what varied ways do nonbinary identities alter a commonly shared imaginary of the bodily aesthetic? What role does desire play in the ongoing social changes in this long revolution of the body? The politics that emerge from these questions are becoming increasingly pressing as technology can now link otherwise isolated people across global boundaries. And finally, the reception of nonbinary identities offers important spaces of dialogue about the proliferation of identity politics, political movements, and the social divisions of labor these forces demand.

North Korea: The Korean People’s Army in the Shadow of Its Supreme Leader

The Democratic People’s Republic of Korea has long remained a hermit socialist nation. The North Korean leaders have endeavored to build a strong military with a large manpower and nuclear weapons capabilities even though some of its military gear is outmoded. The dictatorship in Pyongyang has used the ever-present threats from external hostile forces as well as potential domestic enemies as a rationale for beefing up its armed forces. The origin of the North Korean military dates back to Kim Il-sung’s anti-Japanese armed struggle in the 1930s. Kim Jong-il and Kim Jong-un, his successors, have continued to improve the country’s nuclear and missile programs with vigor, even at the expense of a failing economy. Kim Jong-un has been bargaining with the United States over the scaling down of his nuclear and missile programs while hinting at major economic reform and opening up projects to revive the economy. Whether Pyongyang is genuine about denuclearization in exchange for international economic support and security guarantees remains unclear. North Korea has a highly militarized regime and, thus, some have referred to it as a garrison state or a fortress state. Its posture to the outside world is oftentimes militant and abrasive. The regime in Pyongyang invaded its southern neighbor in a fratricidal war in the early 1950s. The history of inter-Korean relations since then has been marred by repetitive currents of feuds and crises, many of which have been inflamed by the North. The North Korean military holds a firm place in society. Over its history, North Korea’s Supreme Leader, along with the Korean Workers’ Party, has maintained tight control over the military. The leader’s firm control of the armed forces is likely to persist for the time being.

Peasant Movements in Latin America

The peasantry has always acted in the production of food as a condition of maintaining its existence. Threatened continuously by large landowners, governments, national and multinational corporations, peasants organize themselves in movements or other institutions to resist the expropriation processes. The peasant movements of Latin America are the most active in the world. One of the reasons for their high level of organization is their history. Formed in territories dominated by colonizers, enslaved and subordinates, they fought for independence and freedom. Since the 1960s, agribusiness has become territorialized on the ruins of peasant communities; again, the perseverance of the peasantry promotes persistent resistance in the continuous struggle for land and agrarian reform. Knowing the realities of the peasant movements in Latin America makes it possible to understand the reason for their existence—not for the development of capitalist agriculture but by the continuous process the formation of family agriculture that distinguishes more and more conventional agriculture. Since the 1970s, the peasantry has built an agroecological path against agribusiness that increasingly develops commodities with pesticides for the production of ultraprocessed foods. These realities are permanently in people’s daily lives and make them pay attention to the types of food that are on their tables for breakfast, lunch, and dinner. Few people understand the importance of the peasantry in their daily lives.
