Survey evidence indicates that political corruption is more prevalent in Africa than in any other global region, though there is also evidence of considerable variation between countries in degrees of corruption and where it is most likely to be located. Traditional explanations for the frequency of corrupt political behavior emphasized the effects of conflicting values that were a consequence of the imposition of modern forms of bureaucratic government upon societies in which authority rested upon personalized relationships. Contemporary African corruption’s historic roots and its variation across the continent may be the effect of the disjuncture or “incongruency” between colonial and successor postcolonial states and the precolonial political settings upon which they were imposed. Modern neo-patrimonialism is a coping response by rulers and citizens to conditions fostered by economic scarcity and institutional incapacity. Since the 1990s, democratization and liberalization have supplied fresh incentives and opportunities for venal politicians and officials. And even among Africa’s more capable and resourceful states, the institutional fluidity generated by democratic transition and economic reform has opened up possibilities of systematically organized state capture. Consequences of corruption certainly further impoverish poor people, and it is likely that corruption also limits economic growth and distorts government efforts to promote development. It is arguable that in the past, corruption may have helped to facilitate political stability but this is less likely in 2018, as evidence emerges of its corrosive effects on public trust in institutions. African anti-corruption efforts are constrained by the extent to which political power is exercised through patronage but there are instances of successful action, sometimes the byproduct of factional struggles within the political elite. As of 2018, there is no clear evidence of trends in success or failure in the work of African anti-corruption agencies.

Counterfactuals and Foreign Policy Analysis

Counterfactuals seek to alter some feature or event of the pass and by means of a chain of causal logic show how the present might, or would, be different. Counterfactual inquiry—or control of counterfactual situations—is essential to any causal claim. More importantly, counterfactual thought experiments are essential, to the construction of analytical frameworks. Policymakers routinely use then by to identify problems, work their way through problems, and select responses. Good foreign-policy analysis must accordingly engage and employ counterfactuals.
There are two generic types of counterfactuals: minimal-rewrite counterfactuals and miracle counterfactuals. They have relevance when formulating propositions and probing contingency and causation. There is also a set of protocols for using both kinds of counterfactuals toward these ends, and it illustrates the uses and protocols with historical examples. Policymakers invoke counterfactuals frequently, especially with regard to foreign policy, to both choose policies and defend them to key constituencies. They use counterfactuals in a haphazard and unscientific manner, and it is important to learn more about how they think about and employ counterfactuals to understand foreign policy.

Cuba in an Age of Economic Reform

Cuba in the second decade of the new millennium remains as interesting as ever, commanding a place on the world stage much greater than its small size would indicate. Fidel Castro passed away in November 2016 after 10 years of retirement from public life, during which time his brother Raúl assumed the leadership of the country and led Cuba through some very important political and economic changes that are still being played out. In 2011, a long delayed Communist Party congress mandated the scaling back of government employment and the re-creation of a services sector of the economy dominated by private economic activity. These market mechanisms have threatened the island’s vaunted egalitarianism but have moved the economy forward after years of stagnation. In 2013 Raúl declared the political reform of a two-term limit on the presidency, and in 2018 Miguel Diaz-Canal, a man in his 50s, assumed the presidency, signaling a shift of political control to a generation born after the revolution triumphed in 1959. The final results of these political and economic reforms, especially in the face of continued hostility from the United States, are not clear, but if they succeed, it will not be the first time that Cuba will be an inspiration to those in the world seeking a successful model of social justice.

Cuba: The Military and Politics

Cuba’s Revolutionary Armed Forces (FAR), founded in 1959, have been among the world’s most successful militaries. In the early 1960s, they defended the new revolutionary regime against all adversaries during years when Cuba was invaded at the Bay of Pigs in 1961, faced nuclear Armageddon in 1962, and experienced a civil war that included U.S. support for regime opponents. From 1963 to 1991, the FAR served the worldwide objectives of a small power that sought to behave as if it were a major world power. Cuba deployed combat troops overseas for wars in support of Algeria (1963), Syria (1973), Angola (1975–1991), and Ethiopia (1977–1989). Military advisers and some combat troops served in smaller missions in about two dozen countries the world over. Altogether, nearly 400,000 Cuban troops served overseas. Throughout those years, the FAR also worked significantly to support Cuba’s economy, especially in the 1960s and again since the early 1990s following the Soviet Union’s collapse. Uninterruptedly, officers and troops have been directly engaged in economic planning, management, physical labor, and production. In the mid-1960s, the FAR ran compulsory labor camps that sought to turn homosexuals into heterosexuals and to remedy the alleged socially deviant behavior of these and others, as well. During the Cold War years, the FAR deepened Cuba’s alliance with the Soviet Union, deterred a U.S. invasion by signaling its cost for U.S. troops, and since the early 1990s developed confidence-building practices collaborating with U.S. military counterparts to prevent an accidental military clash.
Following false starts and experimentation, the FAR settled on a model of joint civilian-military governance that has proved durable: the civic soldier. The FAR and the Communist Party of Cuba (PCC) are closely interpenetrated at all levels and together endeavored to transform Cuban society, economy, and politics while defending state and regime. Under this hybrid approach, military officers govern large swaths of military and civilian life and are held up as paragons for soldiers and civilians, bearers of revolutionary traditions and ideology. Thoroughly politicized military are well educated as professionals in political, economic, managerial, engineering, and military affairs; in the FAR, officers with party rank and training, not outsider political commissars, run the party-in-the-FAR. Their civilian and military roles were fused, especially during the 1960s, yet they endured into the 21st century. Fused roles make it difficult to think of civilian control over the military or military control over civilians. Consequently, political conflict between “military” and “civilians” has been rare and, when it has arisen (often over the need for, and the extent of, military specialization for combat readiness), it has not pitted civilian against military leaders but rather cleaved the leadership of the FAR, the PCC, and the government. Intertwined leaderships facilitate cadre exchanges between military and nonmilitary sectors. The FAR enter their seventh decade smaller, undersupplied absent the Soviet Union, less capable of waging war effectively, and more at risk of instances of corruption through the activities of some of their market enterprises. Yet the FAR remain both an effective institution in a polity that they have helped to stabilize and proud of their accomplishments the world over.

Cyprus and the European Union

The Republic of Cyprus (or Cyprus) joined the European Union (EU) in May 2004 and adopted the single currency (the euro) in 2008. This article consists of three parts: it begins with a historical contextualization, explaining the reasons for Cyprus’ application for an Association Agreement with the (then) European Economic Community (EEC), and also examining the latter´s reaction and policy towards the 1974 Turkish invasion following a failed coup d´état against the Makarios Presidency that has led to a divided island since then (Part 1). In brief, what is known as the “Cyprus Problem.” This part also looks at the evolution of the Association Agreement during the period since 1975 which ended with the conclusion of a customs union Agreement between Cyprus and the European Community in 1987. The article next turns to an analysis of the Republic of Cyprus´ EU accession negotiations process (Part 2). It also covers the impact (or lack thereof) of various reunification plans, and most notably what is seen as the culmination of such efforts in the so-called 2002–2004 Annan Plans. The following section presents an assessment of how Cyprus has fared as a member state since it joined the EU (Part 3). It covers several key questions regarding the EU–Cyprus relationship. Whereas this article is not about the Cyprus problem itself, but as will be made clear throughout this study, it remains the dominant issue for the island. Others issues encompass EU relations with the Turkish-Cypriot community, the question of Turkey´s EU accession, the impact of the economic crisis of 2013, as well as energy security considerations following the discovery of gas in the region. The study concludes that being in the EU offers better perspectives for the Republic of Cyprus than if it had been kept outside it. If only because as the Accession Treaty makes it clear: it is the whole island that has joined the EU albeit the acquis communautaire cannot apply to the north, occupied, part of the Island following the invasion by Turkey. But all Cypriots are EU citizens. Yet, to a large extent, the experience of Cyprus prior to and after EU membership also reflects the kind of specific problems that a “small state” is facing in its international relations.

Decolonizing the University in Africa

Since the euphoria of independence in the 1960s and subsequent attempts at decolonization of university education through promotion of perspectives grounded in African realities and experiences, African universities have almost without exception significantly Africanized their personnel but not their curricula, pedagogical structures, or epistemologies in a systematic and productive manner. Even a late arrival to political independence such as South Africa has, however reluctantly, embarked upon and covered some mileage toward Africanization of university personnel. Hardly addressed in any meaningful and transformative manner (even in countries that gained independence in the 1960s or shortly before), however, is the tradition of knowledge production and the epistemological order that informs it. This paper argues that any serious attempt at making African universities uncompromisingly inclusive institutions through embracing African traditions of knowing and knowledge production would require looking beyond the academy in its current configuration for inspiration. It uses the example of Amos Tutuola—a man of limited formal colonial education, and his writings depicting African universes as inspired by his Yoruba cosmology and ontology, to make the case on the reservoirs of insights and wisdom in the lived experiences of ordinary Africans, waiting to be tapped and channelled into the lecture halls of universities to refresh minds and reconfigure practice in the interest of a more relevant scholarship. The paper baptizes as convivial such a scholarship that dwells less on zero-sum games of absolute winners and losers, encourages a disposition of incompleteness and humility through the reality of the ubiquity of debt and indebtedness, and finds strength in themes of interconnections, interdependences, compositeness, and incompleteness of being that Tutuola’s writings exude.

Development Policy and European Union Politics

Development cooperation is one of the traditional policy domains of the European Union (EU). Over the years it advanced from an instrument used in colonial times to one of modern partnership, although European self-interest remains a driving force. Jointly, the EU and its member states are the largest development donor in the world and also provide sizable market access and investment to developing countries. Their overall performance record has been assessed fairly positively by internal and external parties, although many possible improvements have been identified. The various enlargements of the EU traceably supported a widening of the geographic and substantive scope of EU development policies and practice. In addition, EU development cooperation was reinforced by the fact that it gradually received a firmer basis in the constituent EU treaties.
The “European Consensus on Development” document, as revised in 2017, laid out the main direction of and emphases in EU development cooperation until the year 2030. The European Consensus prescribed a rights-based approach, and squarely placed the United Nations “Agenda 2030” and the Sustainable Development Goals (SDGs) contained in it, as the main framework and objectives for EU development cooperation.
A wide range of actors is involved in EU development cooperation, in part because this is an area of shared competence among the EU member states that pursue their own national policies as well as those specified by the EU. Thus, EU actors such as the European Commission, Council, and Parliament feature in this policy field along with EU member states and individual or collective developing country actors. The most prominent example of this is the African, Caribbean, and Pacific (ACP) Group of States, which consists of 79 countries. Civil society organizations, including non-governmental development organizations, both from the North and the South, also seek to influence or otherwise engage with the policies and practices of EU development cooperation.
While EU development cooperation is an established policy field, it is also still very much a work in progress, and major challenges lay ahead for action in the period up to 2030, the year in which the SDGs are to be realized. These major challenges include funding, strengthening the EU’s political clout in the world by using development cooperation more strategically for forging and influencing global decision-making on relevant topics, renewing and innovating the relations between the EU and ACP countries, handling the consequences of Brexit, and improving on the delivery of EU development cooperation.

Diplomacy in Foreign Policy

Diplomacy’s role in foreign policy is hampered by multiple understandings of what diplomacy is and does. A broad definition of diplomacy holds that it encompasses more than the promotion of peaceful international relations. Instead, it applies to the sum of those relations—peaceful, hostile, and everything in between. Thus, foreign relations—so long as they involve the interests, direction, and actions of a sovereign power—may be regarded as being synonymous with diplomatic relations, whereby foreign policy relates to the theory and practice of setting diplomatic priorities; planning for contingencies; advancing strategic, operational, and tactical diplomatic aims; and adjusting those aims to domestic and foreign constraints. This conception of diplomacy is functional: it emphasizes the roles of diplomats and recognizes that many other people perform these roles besides official envoys; and it illustrates that diplomatic settings—and the means, methods, and tools of diplomacy—undergo continuous change. The basic mediating purpose of diplomacy, however, has endured, as has much of its institutional apparatus—embassies, ambassadors, treaties, and so on. This is likely to remain the case so long as there are multiple polities in the world, all having to relate to one another.

Enlargement has been one of the European Union’s (EU) most successful foreign policies, but it has its limits: the EU cannot expand endlessly. The Treaty on European Union stipulates that any European country may apply for membership if the state respects and follows the EU’s democratic values and meets all the membership criteria. The timely process can be shown by the example of Estonia. Estonia applied for membership in 1995 and became a member in 2004. Estonia had been occupied by the Soviet Union for a long time and, due to that, the skepticism of joining a new union arose when the membership talks started. Estonia has gone through a very interesting historical period from regaining its independence, its path to the EU membership, eventual EU membership, and the country’s EU presidency in the second half of 2017. In the 1990s, the integration into the EU was accepted by many Estonians as a touchstone of belonging to the free world, a status as that would help to consolidate freedom and boost the economy. The harmonization of Estonian economic, legal, political and social system into the EU framework was a difficult and not a problem-free process. There were several heated discussions related to the sovereignty and constitutional independence the accession turned out to be possible. The majority of Estonians still supports the EU membership. After joining EU, Estonians feel more secure, granted with freedom, and well-being. According to a Eurobarometer survey, citizens feel the biggest benefits in the area of free movement of persons, goods, and services. Estonia has also significantly contributed to the structures of the EU. However, the growth of Euro-skepticism can be also detected recently in Estonia with growing popularity of the Conservative People’s Party of Estonia, a member of a government coalition established after the parliamentary elections of 2019.

The European Union, Latin America, and the Caribbean

Since 1957, the European Union (EU) has been a constant and reliable partner of Latin America, on the one hand, and the Caribbean, on the other. It still offers a unique model of idealist interregionalism based on the promotion of its own integration model, combined with limited economic interests, soft power and, more recently, shared global visions such as sustainable development, Compared with the two bigger external actors, the United States and China, the EU is a normative actor that complements and sometimes counterbalances (in the cases of Brazil, Cuba, and Mexico) relations with the dominant power. Although, in relative terms, trade exchanges have declined since the 1990s, Latin America and the EU share a solid network of multilevel and contractual relations integrated by political dialogue, development cooperation, and investment flows. The EU signed free trade agreements plus (dialogue and cooperation) with Chile, Colombia, Ecuador, Mexico, Peru, the Caribbean, and Central America. In June 2019 finalized a twenty year process of free trade negotiations between the EU and MERCOSUR. Once in force and approved by EU institutions and the four South American states, the EU-MERCOSUR association agreement will reactivate trade exchange grounded on economic, political, social and cultural cooperation between state and non-state actors. Nonetheless, it remains unclear if the 32 states involved in the mixed agreement (European Commission’s exclusive trade competences plus EU member states) will approve the deal in a foreseeable future.

Federalism and Regional Politics in Africa

During the anticolonial struggle and immediately after independence, African political leaders were preoccupied with the creation of a “nation-state.” As a result, many of postcolonial African leaders not only promoted national unity but also instituted centralized governance. Unity and centralization were considered important antidotes to the challenges of consolidating postcolonial states, which by and large were created by the partitioning of the continent by colonial powers. As a result, many of the postcolonial leaders were hostile to federalism in general and power-sharing in particular. This explains why many of the federal arrangements, which were created by departing colonial powers, were dismantled within the first few years after independence. In contrast to the earlier periods, the 1990s could be regarded as a turning point for federalism and devolution of power in the continent. Among African states, Nigeria, Ethiopia, and South Africa could be considered fully fledged federations, which have constitutionally devolved power to different tiers of governments. There is also an ongoing attempt to establish a federal system in war-torn Somalia. Some argue that, although federalism does not have a stellar record in postcolonial Africa, it is possible to contend that in the foreseeable future the importance of federalism will grow in the continent given the challenges that many African countries face in the management of their ethnolinguistic diversity. This is evidenced by the increasing application of the federalist principles of decentralization by several African countries.

Foreign Policy Learning

An improved understanding of foreign policy learning necessitates a clarification of what foreign policy learning is, who learns, and how such learning occurs. Cognitive and social psychologists, sociologists, and political scientists situated in a variety of subfields have contributed to the understanding of foreign policy learning, a multidisciplinary area of inquiry. Learning theorists seek to show how a change in an actor’s beliefs due to experience or observation can lead to changes at other units, such as organizations and within the government. This cognitive dimension is important because actors may pursue a new course of action for politically expedient reasons rather than having genuinely “learned”—a distinction referred to as “complex” vs. “simple” learning.
Foreign policy learning can be internal or external. The former type of learning entails what individuals, governments, or organizations learn from their prior experience. Learning theorists who focus on the individual level of analysis borrow insights from political psychology in an effort to shed light on the personal characteristics, the belief structures, and the cognitive psychological mechanisms of political actors that can better inform policymaking. Leaders whose cognitive structures are described as relatively open and complex—like Soviet leader Mikhail Gorbachev, whose learning brought about the dramatic changes that ultimately led to the demise of the Soviet Union—are more likely to alter their beliefs than their cognitively closed and simple counterparts.
Yet external learning occurs as well. Policy diffusion studies show that learning can result from demonstration effects. Foreign policy learning via diffusion is not instrumental, but instead occurs through osmosis. Privatization in the former communist states, China’s Foreign Direct Investment liberalization, and the diffusion of environmental norms in the European Union are examples of learning that is contagious, not chosen. A more conscious mode of learning than diffusion is policy transfer, which entails policymakers’ transferring ideas from one country and implementing them in another. Technological innovations, unlike lessons that involve political ideology, are generally easier lessons to transfer—for example, Japan’s success in applying lessons from the West to modernize its army in the second half of the 19th century.
The constraints to foreign policy learning are formidable. Decision makers are not always open to reconsidering views that challenge their beliefs. Leaders tend to resort to, and misuse, analogies that prevent learning. Even a change in a decision maker’s beliefs may not lead to foreign policy change, given the myriad political pressures, bureaucratic hurdles, and economic realities that often get in the way of implementing new ideas. Indeed, foreign policy learning and foreign policy change are not synonymous.
Scholars face significant obstacles in studying foreign policy learning. There is no consensus on the definition of learning, on what constitutes learning, on how actors learn, when they learn, or on how to assess whether learning has taken place. Despite attempts to make sense of the confusion, scholars face the daunting challenge of improving understanding of how learning is shaped and funneled through the interaction of agents and the structures in which they are situated, as well as the relationship between learning and foreign policy change.

France: Civil-Military Relations in the Antiterrorist Frame

French civil–military relations are usually described as an example of subordination of the military command to political authorities. This subordination is the legacy of the mutual distrust inherited from the “events” in Algeria and, more specifically, the coups in Algiers in 1958 and 1961 that gave birth to the current Fifth Republic. With the end of the Cold War, civil–military relations have rebalanced to the benefit of general officers because of the increasingly technical nature of external interventions and the consolidation of interprofessional relations with diplomats and industrial networks, facilitating the return of some officers into decision-making circuits. After this functional reintegration, the antiterrorist framing, both outside of the country (Opération Serval in January 2013 in Mali) and within France’s borders (Opération Sentinelle , which followed the 2015 terrorist attacks in Paris), seems to recast the military as the forge of the national community. The evolution of the political uses of the military forces in France shows how ambivalent the antiterrorist resources are in the contemporary civil–military game.

Genocide and Religion in Times of War

To understand the relationship between religion and genocide in time of war, one needs to distinguish between sacred and secular political religions. Among the genocidal events inspired by political religions based on sacred texts are the St. Bartholomew’s Day Massacre, the Sack of Magdeburg, the British Civil War in Ireland, and Bosnia. I also examine several groups pursuing a genocidal agenda claiming religious justification: al-Qaeda and Islamic State of Iraq and Syria (ISIS). Civil religions and secular political religions discussed are the French Revolution, Italian Fascism, Nazism, and Stalinist Communism. Lacking the restraints found in traditional religions, secular political religion is most dangerous. Large-scale genocides are best explained by diachronic processes entailing subordination followed by gain and then loss by the perpetrators. The presence of loss in various forms is found in virtually all cases. Emotions that typically do not influence routine politics—such as anger and fear—are engaged. All of the cases, even those of minimal loss, are influenced by international events. Without the presence of war, genocides like the Holocaust, and those of the Armenians and Tutsis, are inconceivable. Even as an exclusionary ideology, traditional religion is neither a necessary nor a sufficient condition for all forms of genocide in time of war. But religion can be an enabler that together with other antecedents can lead to genocide. Sacred religious sites can be sensitive locations whose violation inspires violence. Radicalization of religious leaders can occur when their religion appears to be under attack, especially during or following a period of widespread violence.

Germany and the European Union

The Federal Republic of Germany (FRG) was a founder member of the European integration process, namely the European Coal and Steel Community (ECSC) created in 1952. However, the circumstances were very different from the 2010s. Germany was a divided and defeated state until 1990. Integration provided important political and economic support to West Germany. From the 1970s, it strengthened the FRG’s foreign policy reach, for the new state was constrained by Cold War politics as well as other legacies, notably the Holocaust. European integration provided a framework for building trust with western neighbors, particularly France. The collapse of the German Democratic Republic (GDR) in 1989 and its absorption into the FRG through unification in 1990 brought about significant change to Germany’s relationship to European integration. The unified Germany became the largest member state. Initial concerns about German power in Europe were allayed by Chancellor Helmut Kohl pursuing deeper integration to bind the unified Germany further to integration: through creating the European Union (EU) itself and setting a course toward monetary union. Specific concerns about German power only really emerged in the 2010s, as the EU was bedeviled by several crises.
In seeking to offer a comprehensive understanding of Germany’s relationship with the EU, coverage is organized around four broad themes: the historical dimension of the relationship; the substance of Germany’s European policy; the sources of Germany’s European policy; and Germany’s role and power in the EU.
The historical dimension of Germany’s relationship with European integration is important as a first theme. It is no exaggeration to suggest that European integration helped emancipate the FRG from the historical legacy of turbulent relations with France, Nazi tyranny, and the opprobrium of the Holocaust. European integration afforded a complementary framework for Germany’s political and economic order. The importance of embedding German unification in a context of European integration should not be underestimated.
Germany’s European policy has displayed considerable consistency up to the contemporary era. Support for further integration, for enlargement, the market order, and the development of an EU “civilian power” have been key components. These policies are important contributors to understanding Germany’s role in the EU: the second theme.
The political and economic system of the FRG forms an important backdrop to understanding Germany’s policy and role in the EU: the third theme. From the 1960s until the 2010s, EU membership was subject to cross-party consensus and permissive public support. These circumstances allowed the federal government autonomy in pursuing its European policy. However, the political climate of European policy has become much more contested in the 2010s.
Germany’s role was placed in the spotlight by the succession of crises that have emerged within the EU and in its neighborhood in the 2010s, particularly the eurozone and migration crises. The fourth theme explores how the question of German power re-emerged. These four themes are important to understanding Germany’s role in the EU, especially given Berlin’s centrality to its development.

Globalization, or increased interconnectedness between world regions, is a dialectical and recursive phenomenon that consequently tends to deepen through time as one set of flows sets off other related or counterflows. This is evident in the history of the phenomenon in Africa, where transcontinental trade, and later investment, were initially small but have grown through different rounds including slavery, colonialism, neocolonialism, and the early 21st-century era of globalization. However, globalization on the continent, as in other places, is not unilinear and has generated a variety of “regional responses” in terms of the construction of organizations such as the African Union and other more popularly based associations. The phenomenon of globalization on the continent is deepening through the information technology “revolution,” which also creates new possibilities for regional forms of association.

Historical Approaches to African Politics

Since the late 1980s, historians have paid increasing attention to party politics and political movements in Africa. Recent work has emphasized the importance of World War II in transforming political constituencies, mobilizing opposition to colonial regimes, and encouraging new political imaginaries. Documenting these processes has also enabled a richer appreciation of the complexity of African publics, and the ongoing power demanded and asserted by women as well as men, non-elites as well as elites. In this way, the role of history has often been to tell important stories from the bottom up. Africanist historians’ interdisciplinary research methodologies, emphasizing local discourses and cultural frames, have also contributed to an increased understanding of the specificities of political participation and state practices in African countries. In turn, these insights represent a useful addition to—and in some cases revision of—existing accounts of “weak” African states and other notions of African dysfunction.

Historical Institutionalism in the Study of European Integration

Since the 1990s, historical institutionalism has established itself as a frequently used approach in the study of European integration. One basic tenet of those who use this approach is to take history seriously in the study of European integration—in particular how historical choices on institutionalizing particular procedures and policies explain subsequent patterns of agency. Looking at the manner in which time and institutional structures affect outcomes is central in this approach. In the context of the European Union (EU), the works that have adopted this approach have typically examined developments in policies and institutions over time. While sharing with other institutionalist approaches (such as rational choice and sociological institutionalism) the recognition that “institutions matter,” historical institutionalism introduced particular concepts such as “path dependence” and “critical juncture” into the study of the EU. The distinct contribution here is the capacity of historical institutionalism to explain the persistence of institutional structures and the continuity of policies as well as the reasons for change. In the study of European integration, this approach has been adopted in many areas of research, ranging from studies about the legal foundations of the EU, the workings within institutions of the EU, the process of enlargement, to analyses of various sectors of EU policy-making, and the study of the multiple crises confronting the integration project in the 2010s.

Historical Legacies of Political Violence

Legacies of political violence are long-term changes in social behavior and attitudes, which are attributable—at least in part—to historical episodes of political conflict and contention. These legacies can potentially reshape the subsequent political and social order. Their catalysts can range from armed conflict, mass repression, and genocide to oppressive institutions and interpersonal violence. The lasting effects of violence include changes in political participation and preferences, intergroup relations, economic activity and growth, and public health outcomes. Estimating these effects presents a methodological challenge, due to selection, posttreatment bias, and the difficulty of isolating specific mechanisms. These challenges are particularly acute given the long time span inherent in studying historical legacies, where effects may be measured generations or centuries after the precipitating event. Understanding these legacies requires distinguishing between persistence mechanisms, where effects of violence continue within an individual directly exposed to violence through trauma, and the secondary transmission of effects between individuals through family socialization, community and peer influences, institutionalization, and epigenetic and evolutionary changes. Research on this subject remains nascent—across many disciplines—and inconclusive on whether violence fosters mostly negative or positive forms of social and political change.

Historical Views of Homosexuality: Asia

How does Asia compare to other regions in terms of LGBT (lesbian, gay, bisexual, and transgender) rights? While Asia lags behind the West on typical metrics of LGBT rights, this fails to capture the diversity of tolerance historically in the region. At the same time, conservative backlashes to LGBT policies are evident across the region, often invoking traditionalist or religious opposition, as also seen outside of the region.
Moreover, much of the literature myopically focuses on one or two countries in Asia, rarely attempting to make broad comparisons across East, South, and Central Asia. Part of this is due to terminology differences, where “homosexual” is commonly used in some countries as a catch-all term for members of the LGBT community, compared to others in the region countries, especially in South Asia, with a longer history of specialized terminology for transgendered people. Yet broader comparisons in the absence of terminology differences remain rare despite growing attention to LGBT issues in public opinion polls, news, and academic work and despite the fact that the legal avenues chosen by LGBT rights proponents often mirror those chosen in the West.
State policies on LGBT policies also range considerably in the region, with only Taiwan currently recognizing same-sex marriage at the national level, but with decriminalization and antidiscrimination policies at the national and local levels increasingly common. However, a commonly overlooked trend is that of harsher LGBT policies enacted by local governments. Meanwhile, despite trends in the West of growing public tolerance on LGBT issues, far less consistency emerges in Asia, further complicating state efforts.
It is important to highlight Asia’s diversity in terms of rights and tolerance, but it is equally important to integrate evidence from Asia into cross-national research on LGBT issues to understand what is unique about the region and what may have been ignored in other regions.
