Nonbinary Trans Identities

Nonbinary trans identities have historically referred to a range of gender non-normative embodiments and self-making practices that stand on the outside of, or sometimes in direct opposition to, the Western binary classifications of sex/gender (i.e., man or woman, male or female). These identities include but are not limited to androgyny, genderqueer, genderfluid, gender nonconforming, and genderf*ck. Increasingly, nonbinary has become its own free-standing identity, without many of the historical connotations that genderqueer, for instance, might invoke. Nonbinary people identify themselves with gender-neutral pronouns or a fluid mixture of gendered pronouns in social practices. Some transition and take on embodiments that have a particular gendered aesthetic. This may or may not include sexual reassignment surgeries and other procedures that are body confirming. In short, nonbinary people have varied and robust social lives. The umbrella category of “trans” helps to situate some of the meaning and history of gender-non-normative identities. On the one hand, it can be a productive political vehicle that mobilizes communities of similarly felt histories toward collective action. On the other hand, it can limit the range of recognized embodiments and practices that have participated in the historically pertinent conventions that trans describes. The history of nonbinary identities is then a complex prospect. Such identities alter the categorical assumptions that underscore transsexual and transgender identities within binary terms. The complex narratives and histories of nonbinary trans identities raise some timely questions about the conventions of sex/gender in contemporary life. What constitutes one’s enduring sense of gender now that the binary itself has come under dispute? Should the gender binary be protected and for whom? In what varied ways do nonbinary identities alter a commonly shared imaginary of the bodily aesthetic? What role does desire play in the ongoing social changes in this long revolution of the body? The politics that emerge from these questions are becoming increasingly pressing as technology can now link otherwise isolated people across global boundaries. And finally, the reception of nonbinary identities offers important spaces of dialogue about the proliferation of identity politics, political movements, and the social divisions of labor these forces demand.

Out Lesbian and Gay Politicians in a Multiparty System

Even though it may be challenging to determine both someone’s sexual orientation and the time of their coming out, or sometimes even their gender for that matter, taking all those as the starting point for analyzing the proliferation of out LGBT parliamentarians will offer intriguing insights into a country’s political life. When following over some 40 years the developments in two European countries with a multi-party system, but with different proportional representation voting systems, such as Germany and Finland, one can notice interesting differences begging for closer scrutiny. In Germany, the list voting combined with constituency voting has allowed openly lesbian or gay candidates from all parties to enter the Bundestag, whereas in Finland only candidates from younger parties have made it to the eduskunta through the open list system. In both countries, gay men have been able to benefit comfortably from their incumbency advantage, whereas lesbians have faced far more difficulties in sustaining their political careers. Thus the descriptive representation and political careers of out lesbians and gays present themselves as highly gendered. This can be explained partly by the prejudices held by party selectorates, and partly by the gendered differences in symbolic representation of politicians in the media, which affects the electorate. It remains to be seen what effect the changing political meaning of politicians’ coming out will have in relation to substantial representation in an era when being lesbian or gay becomes ordinary, but, at the same time, LGBT issues get politicized and remain contested.

Parties and Non-State Actors in Latin America

Since the dual transition to democracy and the market in Latin America, associational linkages or the exchanges between parties and interest associations representing different groups in society gained prominence for their crucial role in structuring political representation and framing policy processes. In the early 21st century, how do the relationships between political parties and interest associations vary across and within countries? The literature on party–voter linkages has begun to examine the distinct relations that emerge when political parties interact with interest associations that represent societal groups in order to incorporate those groups into party organizations or coalitions. Although associational linkages can be constructed when party leaders reach out to interest associations, they can also be constructed when interest associations negotiate the terms of their political support. One approach to analyzing associational linkages involves focusing on the diverse relationships that emerging societal actors established with political parties. Social movements have constructed movement-based parties. These parties are a particularly puzzling phenomenon because they incorporate social movements into their organizations without necessarily demobilizing them. Emerging sectors of organized labor have also established an array of relationships to parties, with unions engaging in contentious or electoral mobilization, with different degrees of support for political parties. There are major opportunities to advance a broad agenda for research on associational linkages that highlights cross-regional contrasts and changes in the political economy.

Party Systems in Africa

Political party systems are an important element of political systems in Africa and elsewhere. They form the central intermediate institution between the general population and the government. Party systems represent and aggregate diverse political views and group interests, and they form coalitions that then form governments with potentially important consequences of democracy and political stability. Unlike the case in the period directly after independence, African party systems have been overwhelmingly multiparty since the 1990s. As a result, the literature has grown significantly, although most works focus on political parties rather than party systems. Many efforts have been devoted to classification, referring to the legal context as well as, more specifically, the number of relevant parties, the levels of institutionalization, and, less often, the degree of ideological or other polarization. While levels of institutionalization and ideological differences are generally not pronounced, more than half of African party systems have been one-party dominant, of which most are authoritarian. In contrast, two-party and pluralist-party systems, which make up approximately one half of all multiparty systems, are generally more democratic. Besides determining classifications, most analytical work focuses on the determinants of African party systems using quantitative and qualitative as well as macro- and micro-level methodologies. Three determinants are debated: first, ethnicity, which has been cited as the main social cleavage behind African party systems; however, while ethnicity matters, its effects vary and are limited; second, political institutions, especially electoral systems for legislative elections, which only partly explain fragmentation or other features; third, the performance of political parties and rationalist approaches. Scholars largely agree that all of these elements need to be taken into account. While certain functions of party systems may facilitate democratization and political stability or other outcomes, little empirical work exists on the consequences of party systems. Some evidence suggests that highly institutionalized, moderately fragmented, and polarized systems promote democracy. Future research faces many challenges, in particular the development of integrated theory and more fine-grained data, as well as an increased focus on the consequences of party systems.

Process Tracing in Crisis Decision Making

Process tracing is an in-depth case study method that can be used to study how causal processes play out within cases. Given its focus on processes and temporality, process tracing is a useful method for analyzing crisis and crisis decision making in the fields of foreign policy analysis and public policy. As can be seen from its name, process tracing involves theorizing a causal process that is then traced by investigating the observable manifestations of the operation of the process as a whole in the more minimalist variant, or for each of its parts in the more maximalist variant. Minimalist process tracing is typically used early in a research program as a form of plausibility probe to understand what types of processes might be linking a crisis event with particular outcomes like policy change. Maximalist process tracing can then be used once there is preliminary knowledge about processes, and where the goals become gaining a better theoretical understanding of how they operate, and making stronger causal inferences using more direct evidence of their operation.

Process Tracing Methods in the Social Sciences

Process tracing (PT) is a research method for studying how causal processes work using case study methods. PT can be used for both case studies that aim to gain a greater understanding of the causal dynamics that produced the outcome of a particular historical case and to shed light on generalizable causal mechanisms linking causes and outcomes within a population of cases. PT as a method has three core components: theorization about causal mechanisms linking causes and outcomes, the analysis of the observable empirical manifestations of theorized mechanisms, and questions of case selection and generalization. There are at least three distinct variants of PT that stem from differences in how scholars understand the ontological nature of the theories being traced. This means there is not one “correct” way to use PT.

Pro-Government Militias and Conflict

Pro-government militias are a prominent feature of civil wars. Governments in Ukraine, Russia, Syria, and Sudan recruit irregular forces in their armed struggle against insurgents. The United States collaborated with Awakening groups to counter the insurgency in Iraq, just as colonizers used local armed groups to fight rebellions in their colonies. A now quite wide and established cross-disciplinary literature on pro-government nonstate armed groups has generated a variety of research questions for scholars interested in conflict, political violence, and political stability: Does the presence of such groups indicate a new type of conflict? What are the dynamics that drive governments to align with informal armed groups and that make armed groups choose to side with the government? Given the risks entailed in surrendering a monopoly of violence, is there a turning point in a conflict when governments enlist these groups? How successful are these groups? Why do governments use these nonstate armed actors to shape foreign conflicts, whether as insurgents or counterinsurgents abroad? Are these nonstate armed actors always useful to governments or perhaps even an indicator of state failure? How do pro-government militias affect the safety and security of civilians? The enduring pattern of collaboration between governments and pro-government armed groups challenges conventional theory and the idea of an evolutionary process of the modern state consolidating the means of violence. Research on these groups and their consequences began with case studies, and these continue to yield valuable insights. More recently, survey work and cross-national quantitative research have contributed to our knowledge. This mix of methods is opening new lines of inquiry for research on insurgencies and the delivery of the core public good of effective security.

Prospect Theory and Political Decision Making

Prospect theory—a psychologically founded account of decision making under risk and uncertainty—revolutionized how economists and, later, political scientists thought about decision making under uncertainty. Conceptually, prospect theory is based on two central notions: reference dependence, which is the notion that the utility of outcomes is defined over changes in outcomes from a reference point instead of over absolute outcome levels; and likelihood dependence, which is the notion that people distort probabilities non-linearly when making a decision. Likelihood dependence gives rise to the possibility and certainty effects—changes in probabilities are given much more weight if they fall toward the probability endpoints than if they fall into intermediate probability ranges. Reference dependence gives rise to the reflection effect, predicting mirrored risk attitudes for gains and for losses; and to loss aversion, predicting that people display a disproportionate dislike for losses. Prospect theory has been extensively applied in the literature on political decision making. Two observations stand out. One, some aspects, such as the reflection effect, have received considerably more attention than others, such as loss aversion or likelihood dependence. Two, there is a twin challenge arising from the combination of this selective modelling and ex post rationalization. A step-wise procedure may help making modelling approaches more principled and systematic. This could furthermore help predicting future decision making behaviour—an aspect that has been neglected in favour of fitting past data.

Q Methodology in Research on Political Decision Making

Q methodology was introduced in 1935 and has evolved to become the most elaborate philosophical, conceptual, and technical means for the systematic study of subjectivity across an increasing array of human activities, most recently including decision making. Subjectivity is an inescapable dimension of all decision making since we all have thoughts, perspectives, and preferences concerning the wide range of matters that come to our attention and that enter into consideration when choices have to be made among options, and Q methodology provides procedures and a rationale for clarifying and examining the various viewpoints at issue. The application of Q methodology commonly begins by accumulating the various comments in circulation concerning a topic and then reducing them to a smaller set for administration to select participants, who then typically rank the statements in the Q sample from agree to disagree in the form of a Q sort. Q sorts are then correlated and factor analyzed, giving rise to a typology of persons who have ordered the statements in similar ways. As an illustration, Q methodology was administered to a diverse set of stakeholders concerned with the problems associated with the conservation and control of large carnivores in the Northern Rockies. Participants nominated a variety of possible solutions that each person then Q sorted from those solutions judged most effective to those judged most ineffective, the factor analysis of which revealed four separate perspectives that are compared and contrasted. A second study demonstrates how Q methodology can be applied to the examination of single cases by focusing on two members of a group contemplating how they might alter the governing structures and culture of their organization. The results are used to illustrate the quantum character of subjective behavior as well as the laws of subjectivity. Discussion focuses on the broader role of decisions in the social order.

Qualitative Comparative Analysis (QCA) in Public Administration

Qualitative Comparative Analysis (QCA) is increasingly establishing itself as a method in social research. QCA is a set-theoretic, truth-table-based method that identifies complex combinations of conditions (configurations) that are necessary and/or sufficient for an outcome. An advantage of QCA is that it models the complexity of social phenomena by accounting for conjunctural, asymmetric, and equifinal patterns. Accordingly, the method does not assume isolated net effects of single variables but recognizes that the effect of a single condition (that is, an explanatory factor) often unfolds only in combination with other conditions. Moreover, QCA acknowledges that the occurrence of a phenomenon can have a different explanation from its non-occurrence. Finally, QCA allows for different, mutually non-exclusive explanations of the same phenomenon. QCA is not only a technique; there is a diversity of approaches to how it can be implemented before, during and after the “technical moment,” depending on the analytic goals related to contributing to theory, engaging with cases, and the approach to explanation. Particularly since 2012, an increasing number of scholars have turned to using QCA to investigate public administrations. Even though the boundaries of Public Administration (PA) as an academic discipline are difficult to determine, it can be defined as an intellectual forum for those who want to understand both public administrations as organizations and their relationships to political, economic, and societal actors—especially in the adoption and implementation of public policies. Owing to its fragmented nature, there has been a long-lasting debate about the methodological sophistication and appropriateness of different comparative methods. In particular, the high complexity and strong context dependencies of causal patterns challenge theory-building and empirical analysis in Public Administration. Moreover, administrative settings are often characterized by relatively low numbers of cases for comparison, as well as strongly multilevel empirical settings. QCA as a technique allows for context-sensitive analyses that take into account this complexity. Against this background, it is not surprising that applications of QCA have become more widespread among scholars of Public Administration. A systematic review of articles using QCA published in the major Public Administration journals shows that the use of QCA started in mid-2000s and then grew exponentially. The review shows that, especially in two thematic areas, QCA has high analytical value and may (alongside traditional methodological approaches) help improve theories and methods of PA. The first area is the study of organizational decision-making and the role of bureaucrats during the adoption and implementation of public policies and service delivery. The second area where QCA has great merits is in explaining different features of public organizations. Especially in evaluation research where the aim is to investigate performance of various kinds (especially effectiveness in terms of both policy and management), QCA is a useful analytical tool to model these highly context-dependent relationships. The QCA method is constantly evolving. The development of good practices for different QCA approaches as well as several methodological innovations and software improvements increases its potential benefits for the future of Public Administration research.

Qualitative Comparative Analysis (QCA) and Set Theory

Qualitative Comparative Analysis (QCA) is a method, developed by the American social scientist Charles C. Ragin since the 1980s, which has had since then great and ever-increasing success in research applications in various political science subdisciplines and teaching programs. It counts as a broadly recognized addition to the methodological spectrum of political science. QCA is based on set theory. Set theory models “if … then” hypotheses in a way that they can be interpreted as sufficient or necessary conditions. QCA differentiates between crisp sets in which cases can only be full members or not, while fuzzy sets allow for degrees of membership. With fuzzy sets it is, for example, possible to distinguish highly developed democracies from less developed democracies that, nevertheless, are rather democracies than not. This means that fuzzy sets account for differences in degree without giving up the differences in kind. In the end, QCA produces configurational statements that acknowledge that conditions usually appear in conjunction and that there can be more than one conjunction that implies an outcome (equifinality). There is a strong emphasis on a case-oriented perspective. QCA is usually (but not exclusively) applied in y-centered research designs. A standardized algorithm has been developed and implemented in various software packages that takes into account the complexity of the social world surrounding us, also acknowledging the fact that not every theoretically possible variation of explanatory factors also exists empirically. Parameters of fit, such as consistency and coverage, help to evaluate how well the chosen explanatory factors account for the outcome to be explained. There is also a range of graphical tools that help to illustrate the results of a QCA. Set theory goes well beyond an application in QCA, but QCA is certainly its most prominent variant. There is a very lively QCA community that currently deals with the following aspects: the establishment of a code of standards for QCA applications; QCA as part of mixed-methods designs, such as combinations of QCA and statistical analyses, or a sequence of QCA and (comparative) case studies (via, e.g., process tracing); the inclusion of time aspects into QCA; Coincidence Analysis (CNA, where an a priori decision on which is the explanatory factor and which the condition is not taken) as an alternative to the use of the Quine-McCluskey algorithm; the stability of results; the software development; and the more general question whether QCA development activities should rather target research design or technical issues. From this, a methodological agenda can be derived that asks for the relationship between QCA and quantitative techniques, case study methods, and interpretive methods, but also for increased efforts in reaching a shared understanding of the mission of QCA.

Qualitative Comparative Analysis: Discovering Core Combinations of Conditions in Political Decision Making

Qualitative Comparative Analysis (QCA) was launched in the late 1980s by Charles Ragin, as a research approach bridging case-oriented and variable-oriented perspectives. It conceives cases as complex combinations of attributes (i.e. configurations), is designed to process multiple cases, and enables one to identify, through minimization algorithms, the core equifinal combinations of conditions leading to an outcome of interest. It systematizes the analysis in terms of necessity and sufficiency, models social reality in terms of set-theoretic relations, and provides powerful logical tools for complexity reduction. It initially came along with one technique, crisp-set QCA (csQCA), requiring dichotomized coding of data. As it has expanded, the QCA field has been enriched by new techniques such as multi-value QCA (mvQCA) and especially fuzzy-set QCA (fsQCA), both of which enable finer-grained calibration. It has also developed further with diverse extensions and more advanced designs, including mixed- and multimethod designs in which QCA is sequenced with focused case studies or with statistical analyses. QCA’s emphasis on causal complexity makes it very fit to address various types of objects and research questions touching upon political decision making—and indeed QCA has been applied in multiple related social scientific fields. While QCA can be exploited in different ways, it is most frequently used for theory evaluation purposes, with a streamlined protocol including a sequence of core operations and good practices. Several reliable software options are also available to implement the core of the QCA procedure. However, given QCA’s case-based foundation, much researcher input is still required at different stages. As it has further developed, QCA has been subject to fierce criticism, especially from a mainstream statistical perspective. This has stimulated further innovations and refinements, in particular in terms of parameters of fit and robustness tests which also correspond to the growth of QCA applications in larger-n designs. Altogether the field has diversified and broadened, and different users may exploit QCA in various ways, from smaller-n case-oriented uses to larger-n more analytic uses, and following different epistemological positions regarding causal claims. This broader field can therefore be labeled as that of both “Configurational Comparative Methods” (CCMs) and “Set-Theoretic Methods” (STMs).

Reconceptualizing Field Research

Generations of political scientists have set out for destinations near and far to pursue field research. Even in a digitally networked era, the researcher’s personal presence and engagement with the field context continue to be essential. Yet exactly what does fieldwork mean, what is it good for, and how can scholars make their time in the field as reflective and productive as possible? Thinking of field research in broad terms—as leaving one’s home institution to collect information, generate data, and/or develop insights that significantly inform one’s research—reveals that scholars of varying epistemological commitments, methodological bents, and substantive foci all engage in fieldwork. Moreover, they face similar challenges, engage in comparable practices, and even follow similar principles. Thus, while every scholar’s specific project is unique, we also have much to learn from each other. In preparing for and conducting field research, political scientists connect the high-level fundamentals of their research design with the practicalities of day-to-day inquiry. While in the field, they take advantage of the multiplicity of opportunities that the field setting provides and often triangulate by cross-checking among different perspectives or data sources. To a large extent, they do not regard initial research design decisions as final; instead, they iteratively update concepts, hypotheses, the research question itself, and other elements of their projects—carefully justifying these adaptations—as their fieldwork unfolds. Incorporating what they are learning in a dynamic and ongoing fashion, while also staying on task, requires both flexibility and discipline. Political scientists are increasingly writing about the challenges of special types of field environments (such as authoritarian regimes or conflict settings) and about issues of positionality that arise from their own particular identities interacting with those of the people they study or with whom they work. So too, they are grappling with what it means to conduct research in a way that aligns with their ethical commitments, and what the possibilities and limits of research transparency are in relation to fieldwork. In short, political scientists have joined other social scientists in undertaking critical reflection on what they do in the field—and this self-awareness is itself a hallmark of high-quality research.

Red Teaming and Crisis Preparedness

Simulations are an important component of crisis preparedness, because they allow for training responders and testing plans in advance of a crisis materializing. However, traditional simulations can all too easily fall prey to a range of cognitive and organizational distortions that tend to reduce their efficacy. These shortcomings become even more problematic in the increasingly complex, highly dynamic crisis environment of the early 21st century. This situation calls for the incorporation of alternative approaches to crisis simulation, ones that by design incorporate multiple perspectives and explicit challenges to the status quo. As a distinct approach to formulating, conducting, and analyzing simulations and exercises, the central distinguishing feature of red teaming is the simulation of adversaries or competitors (or at least adopting an adversarial perspective). In this respect, red teaming can be viewed as practices that simulate adversary or adversarial decisions or behaviors, where the purpose is informing or improving defensive capabilities, and outputs are measured. Red teaming, according to this definition, significantly overlaps with but does not directly correspond to related activities such as wargaming, alternative analysis, and risk assessment. Some of the more important additional benefits provided by red teaming include the following: ▪ The explicit recognition and amelioration of several cognitive biases and other critical thinking shortfalls displayed by crisis decision makers and managers in both their planning processes and their decision-making during a crisis. ▪ The ability to robustly test existing standard operating procedures and plans at the strategic, operational, and tactical levels against emerging threats and hazards by exposing them to the machinations of adaptive, creative adversaries and other potentially problematic actors. ▪ Instilling more flexible, adaptive, and in-depth sense-making and decision-making skills in crisis response personnel at all levels by focusing the training aspects of simulations on iterated, evolving scenarios with high degrees of realism, unpredictability through exploration of nth-order effects, and multiple stakeholders. ▪ The identification of new vulnerabilities, opportunities, and risks that might otherwise remain hidden if relying on traditional, nonadversarial simulation approaches. Key guidance in conducting red teaming in the crisis preparedness context includes avoiding mirror imaging, having clear objectives and simulation parameters, remaining independent of the organizational unit being served, judicious application in terms of the frequency of red teaming, and the proper recording and presentation of red-teaming simulation outputs. Overall, red teaming—as a specific species of simulation—holds much promise for enhancing crisis preparedness and the crucial decision-making that attends a variety of emerging issues in the crisis management context.

Regional Politics and Powers: Hierarchy and Comparative Regional Analysis in International Relations

Comparative regionalism constitutes a new frontier of international relations analysis that provides a more focused theoretical lens for understanding the localized phenomena dominant in international politics. However, as is often the case with a relatively new area of academic inquiry, the subfield currently suffers from a number of challenges in conceptual agreement and operationalization conventions that have slowed progress. Having perhaps finally caught up with area specialists and researchers in the field of comparative politics in recognizing the relative importance of regional spaces, the question remains as to how to most effectively understand the extent regions—as either levels of analysis or units unto themselves—are substantively integral in generating the outcomes studied by international relations scholars. Following almost four decades of theorizing, future steps lie in clearer conceptual definitions followed by generating novel empirical findings that may complement, or contradict, existing international relations theories. While some early attempts at engaging comparative regionalism exist prior to the Cold War’s conclusion, most theorizing begins at the point at which the region as a concept is able to emerge from the shadow of international relations research’s emphasis on the bipolar order of the American–Soviet rivalry. These early explorations, however, were frequently limited to either qualitative discussion of emerging trading behaviors and political institutions or, alternatively, the exploration of “non-Western” types of political engagement that challenged the traditional Anglo-European understanding of both international relations and the conduct of political science. Building on the backdrop of this conceptual theorizing, empirical work highlighting regional distinctions began to emerge as well. This renewed emphasis on comparing regional spaces is often undertaken from a small-N comparative methodological approach to identify similarities and differences between regions, with a very specific interest in developing an understanding for the causal variation behind how regional spaces’ trajectories develop and diverge. Finally, one of the greatest theoretical challenges of comparative regionalism is the applicability of theories designed to understand the interactions of the entire international system (with primary focus on the major powers) to more localized spaces and conflicts. This is not to claim that politics necessarily follows different rules within different regions, but instead that because regional-local contexts are sufficiently unique, the combination of causal variables present may lead to very different outcomes for many phenomena of interest that scholars seek to understand. As regional importance has risen over the past 20 years, a clear set of criteria upon which theoretical development and empirical analysis can proceed is required in order to delineate the effects of regions on states and international politics.

The Search for Real-World Media Effects on Political Decision Making

Empirical media effects research involves associating two things: measures of media content or experience and measures of audience outcomes. Any quantitative evidence of correlation between media supply and audience response—combined with assumptions about temporal ordering and an absence of spuriousness—is taken as evidence of media effects. This seemingly straightforward exercise is burdened by three challenges: the measurement of the outcomes, the measurement of the media and individuals’ exposure to it, and the tools and techniques for associating the two. While measuring the outcomes potentially affected by media is in many ways trivial (surveys, election outcomes, and online behavior provide numerous measurement devices), the other two aspects of studying the effects of media present nearly insurmountable difficulties short of ambitious experimentation. Rather than find solutions to these challenges, much of collective body of media effects research has focused on the effort to develop and apply survey-based measures of individual media exposure to use as the empirical basis for studying media effects. This effort to use survey-based media exposure measures to generate causal insight has ultimately distracted from the design of both causally credible methods and thicker descriptive research on the content and experience of media. Outside the laboratory, we understand media effects too little despite this considerable effort to measure exposure through survey questionnaires. The canonical approach for assessing such effects: namely, using survey questions about individual media experiences to measure the putatively causal variable and correlating those measures with other measured outcomes suffers from substantial limitations. Experimental—and sometimes quasi-experimental—methods provide definitely superior causal inference about media effects and a uniquely fruitful path forward for insight into media and their effects. Simultaneous to this, however, thicker forms of description than what is available from close-ended survey questions holds promise to give richer understanding of changing media landscape and changing audience experiences. Better causal inference and better description are co-equal paths forward in the search for real-world media effects.

Sovereignty as a Resource and Curse in Africa

The sovereignty of postcolonial African states is largely derived from their recognition by other states and by the United Nations, irrespective of their actual effectiveness. Such international legal sovereignty has been a resource to weak African states, allowing them to endure against the odds, and to their rulers who have instrumentalized it to foster their domestic authority and domination. Yet, African sovereignty has also been a curse. Being exogenous to domestic social and political relations, it tends to isolate and shield rulers from the ruled and predisposes state institutions toward predation. It also standardizes and homogenizes the continent’s institutional landscape in disregard to the wealth and promise of effective institutional arrangements on the ground, to which it denies legitimacy. Despite the equilibrium properties of the African sovereignty regime, there might be opportunities to tweak the system in ways that could unleash more effective and accountable state and nonstate institutions.

Storytelling and Narrative Research in Crisis and Disaster Studies

Storytelling is a common and pervasive practice across human history, which some have argued is a fundamental part of human understanding. Storytelling and narratives are a very human way of understanding the world, as well as events, and can serve as key tools for crisis and disaster studies and practice. They play a tremendously important role in planning, policy, education, the public sphere, advocacy, training, and community recovery. In the context of crises and disasters, stories are a means by which information is transmitted across generations, a key strategy for survival from non-routine and infrequent events. In fact, the field of disaster studies has long relied on narratives as primary source material, as a means of understanding individual experiences of phenomena as well as critiquing policies and understanding the role of history in 21st-century levels of vulnerability. Over the past several decades, practitioners and educators in the field have sought to use stories and narratives more purposefully to build resilience and pass on tacit knowledge.

Transgender-Specific Policy in Latin America

The situation of trans rights in Latin America varies greatly by country and region despite a binding 2017 opinion from the Inter-American Court of Human Rights (IACHR) clarifying member states’ obligations to guarantee trans rights. While countries in the Southern Cone and Northern Andes have recently made great strides in protecting and supporting their trans citizens, Central America, the Caribbean, and several countries in South America continue to offer little or no legal support for trans rights. Some countries, such as Argentina, Chile, Colombia, Ecuador, and Uruguay, have passed Gender Identity Laws that provide trans people with the ability to rectify their documents to reflect their names and gender identities. The current state of trans-specific policy in the region is explored by first framing it through an overview of the relevant parts of the IACHR ruling and then presenting the case for the depathologization of trans identities, one of the movement’s most pressing goals. Crucial to this discussion is the next section, which presents the current rights and limitations in trans-specific healthcare in the region. A discussion of the importance of gender identity as a basic human right, recognized in the IACHR ruling, follows, continuing on to an analysis of the place of children, adolescents, and their parents in relation to this right. Relatedly, the next section explores the prevalence and force of anti-discrimination laws in the region, which vary greatly in their specific protection of trans people. Finally, we attempt to look forward to what may be next in the fight for trans rights in the region, exemplifying cases such as that of Uruguay, which has recently begun to debate trans-specific reparations, and Argentina, which has begun to debate dedicated employment slots for trans people.
