While three-quarters of the population in Ireland still declare to be Catholic in census data collection, the position and role of the Catholic Church has changed dramatically. A fruitful relationship between the state, church, and nation that developed in the 19th century became meaningfully embedded in social and political relations from the 1920s. Involvement of the church in the running of education, health, and welfare meant that its “moral monopoly” extended into both the institutional and individual spheres of life. The Irish Republic relied on the church organizations and personnel to provide education and guidance in absence of the state’s infrastructure and Will to consolidate the new political entity around a state-building project based on inclusivity, reciprocity, and diversity. The confessional state that emerged with its own constitution favored one religion over others, economic stagnation over progress, and patriarchal social values over equality. The internal processes of social change and the external impetus for economic development sent Ireland into modernization and changes in attitudes and behaviors. It became obvious that the church did not hold a monopoly on truth and that accountability of the relations between the state and the church should be called into question. Economic prosperity propelled Ireland into the world of consumerism, materialism, and instant gratification, teaching a new generation that religion helps keep your parents appeased and at times can provide solace, and that the Catholic Church is just an institution that seems to be around but nobody is quite sure what its role is. The vicariousness of the church coupled with cultural Catholicism makes the Ireland of today more open to change.

Religious Traditions in Politics: Judaism

Lacking sovereignty, a well-developed theology of politics, and a central organizing mechanism, the Jewish political experience is unique among the three Abrahamic faiths. Apart from research on the political content implicit in Jewish scriptures, there has been little scholarship on what Jews do when they engage in political action. Using a contextual framework, this article examines the politics of Jews by reviewing both single-country studies and the few extant cross-national analyses. In considering why Jewish political behavior differs from one place to another, political process theory and Medding’s theory of Jewish interests guide the analysis. Medding argued that Jewish politics is primarily a response to threats perceived in the political environment. The ability of Jewish communities to resist such threats depends largely on the rules governing the political environment, the political opportunity structure. Where Jews are a majority and control the rules, as in the state of Israel, they have adopted a regime that prioritizes the Jewish character of the state against perceived threats from the country’s Arab citizens. Where Jews are a minority, as in the United States, their ability to control the political environment is limited. However, the political rules of the game embodied in the U.S. Constitution have levelled the playing field to the advantage of religious minorities like Jews. Specifically, by rejecting “blood and soil” citizenship and denying the religious character of the state, those rules provide Jews and other minorities a valuable resource and access to sympathetic allies in the political system. Hence American Jews have been able to counter what they perceive as the major threat to their political interests—a replacement of the secular state by a confessional regime. Focusing on threats, the political opportunity structure, and political context helps to anchor Jewish political studies in research on ethnic political cohesion and to bring such research into the scholarly mainstream.

The Rise of Transgender Social Movements: Narrative Symbolism and History

Trans is both an umbrella term for heterogeneous identities and a discrete collective identity type unto itself. It now encompasses a wide range of binary and nonbinary identifications like transsexual and transgender. Social movements arising that take up trans issues do so with certain caveats. Many make the important distinction that “trans” describes human practices and social identities preceding the construction of its modern name and meaning. Furthermore, social movements and activism advance the argument that trans embodiments are not confined to Western or medical imaginaries. Indeed, what is expressed within trans identity narratives have gone by other cultural names, with diverse histories all their own. The rise and ongoing role of American trans activism within social and political domains are careful to consider the narrative histories being summoned. Trans social movements are generally aware of the risks that analytic terms like movement or protest might imply.
For better or worse, scholars often associate the rise of social and political protest movements of the 20th century in broadly fantastic terms. The emergence of trans communities, however, unfolded over the course of a century. The episodic ruptures that mark historical events (Compton’s Cafeteria or the Stonewall riots) tend to spur organizational consolidation. Indeed, many of the most recent trends in trans activism then consolidated into organized interests. On that many scholars can agree. But the historical process that led to this point of trans politics is not clear-cut. Often eclipsed by the twin narrative of queer liberation, trans social movements linger among a number of narrative histories. Three periodizations help identify how trans narratives of identity and social justice are deployed, by whom, and for what purpose.
The nominal period marks the rise of transsexual identities as they emerged within the space of medical currents in the early 20th century. Trans people in mid-century America may have participated in the power of medical discourse in their own lives. For example, autobiographical texts describe psychic pain, depression, and suicidal ideation that were alleviated only through transition. Naming provides intelligibility to an otherwise opaque set of phenomena. The symbolic period moves away from privileging the medical archive to highlight the connections made between radical identity groups and the growth of organized resources by and for trans activists. Narratives here are socially symbolic and detail how terms like transsexual and transgender(ist) entered a complex cultural milieu. Many activists would permanently shape the lesbian, gay, bisexual, trans, queer, intersex, and agender (LGBTIA) communities for decades. The symbolic emphasizes a politics of narrative origins. Identifying the events and voices that shaped the mainstream conception of trans issues is critical to contemporary movements for social justice. The pluralist period reflects upon the various institutional interventions that shaped popular discourse around sex and gender in everyday life for trans people. It typically recasts the last three decades of the 20th century as a crucial epoch in trans activism (for both social and political forces). Between 1980 and 1990, new energy emerged that ran on the heels of a new posttranssexual politics. What emerged in the early 2000s was a rapid growth of organized advocacy and interest-group formation. Many of the organizations are still active and continue to shape national, state, and local policies. They represent one form of a blend of movement-related strategies for participating in the construction and durability of trans politics.

The boundary between the religious and the secular spheres of life is contested in many parts of the world. From the latter decades of the 20th century, controversies over issues such as the legalization of same-sex marriage, assisted dying, and freedom of speech, as well as clashes around reproductive rights and equality issues, have all featured highly on national political agendas. Set against a backdrop of the “return of religion” to public life, these debates and tensions have given rise to the notion that secularism might be in a state of crisis or moving toward some form of post-secular condition. The term “secularism” is itself also contested. The precise nature of the “secular” and the “religious” spheres of life is subject to interpretation, and secularism in practice can be manifest in a number of ways. This ranges from exclusivist forms of secularism in countries such as the United States and France to inclusive secularism in the case of India. Supporters of a role for religion in public life maintain that religion provides a range of valuable public goods and gives individuals a sense of meaning and identity. Secularists, on the other hand, claim that the separation of church and state provides the best framework for upholding the rights and freedoms of all citizens regardless of their religion or belief.

Sexual Orientation, Gender Identity, and Political Decision Making

Public opinion on LGBT Americans’ rights has become more supportive of equal treatment over time. The movement toward greater egalitarianism has been particularly pronounced on attitudes toward same-sex marriage and gay adoption. Today, the general public is overwhelmingly supportive of laws to protect gays and lesbians against job discrimination, the right of gay and lesbian couples to adopt children, and legal recognition of same-sex marriages. It is also overwhelmingly supportive of legal protections for gay and lesbian employees, although we do not know whether abstract support for equality in the workplace translates into support for the hiring of gays and lesbians in all occupations. Yet, many questions concerning LGBT Americans’ rights remain controversial. The general public is especially polarized on the questions of whether transgender individuals should be able to use the bathrooms of the gender with which they identify and whether business owners in the wedding services industry can discriminate against same-sex couples on religious grounds.
Systematic research on political attitudes of LGBT individuals using probability samples is practically nonexistent, although there are many studies of lesbians, gays, and bisexuals’ attitudes, identities, and behavior that use convenience samples. The existing studies demonstrate that lesbians, gay men, and bisexuals tend to identify as ideologically liberal and favor the Democratic Party in their affinities and votes. LGBT Americans are far more supportive of equality in all issue domains although bisexuals—compared to lesbians and gay men—are more lukewarm in their embrace of equality on the basis of sexual orientation and gender identity.
Scholarship on LGBT Americans in public opinion has primarily explored attitudes toward gays and lesbians and has tended to focus on attitudes toward same-sex marriage and adoption. It examines psychological, political, and demographic correlates of public opinion regarding LGBT individuals and explores links between interpersonal contact with LGBT individuals and attitudes toward them. Generally speaking, moral traditionalism, gender role conceptions, and attributions for the existence of homosexuality are especially important psychological predictors of attitudes toward sexual and gender identity minorities. Partisan and ideological identities play an important role too as do cues from ideologically compatible political elites. Of the several demographic attributes that researchers have included in their models, religion-related variables stand out for their predictive prowess. Finally, interpersonal contact with sexual and gender minorities, as well as community exposure to LGBT individuals, is associated with more favorable views toward them.
Another yardstick by which commitment to equal treatment for LGBT Americans could be measured is whether and how sexual orientation and gender identity influence political fortunes of candidates for electoral office. Scholarship to date suggests that sexual orientation and gender identity function as important heuristics that influence voters’ thinking about LGBT candidacies. Some scholarship mines survey questions that inquire about respondents’ willingness to support hypothetical LGBT candidates for office. Others use experimental design to isolate the influences of sexual orientation and gender identity on political evaluation. Altogether, these studies demonstrate that LGBT individuals do not face a level playing field when they launch campaigns for office.

Social Capital

Social capital is created by engagement in groups or associations. As a product of social involvement inside and outside of the family, people trust others more. Social commitment leads to activism while expanding social trust and cooperation for mutual benefit. Social capital develops typically through interaction that happens face-to-face, locally, and over a period of time.
A large variety of measures are used to assess quantity and quality of social capital in society. The number of associations, types of groups, and intensity of membership in a club are examples of social engagement generating social capital. Scholars are also employing empirical data from longitudinal and cross-national studies. Research looks at family interactions and membership in sports clubs, environmental groups, arts associations, nonprofit organizations, volunteer networks, and a variety of other state institutions.
Since the development of social media, social capital also has been measured digitally. Users in online communities show that engagement connects to political action. Although operating electronically, people can still interact socially. Online individuals can become politically involved, and new digital movements have developed from simple social interaction via Twitter.
A major concern is the type of social capital generated. Some associations create bridging social capital, a version of social engagement that is inclusive and supportive of bonding across social divides. In this situation, social trust benefits the most from individuals with different backgrounds interacting in a social activity. Other organizations generate bonding social capital, which is exclusive because it focuses on a social bond among similar individuals only, at the exclusion of others. This type of social capital represents the dark side of social engagement that may undermine democracy by creating trust within groups, at the expense of society at large. Social engagement at an early age inside the family, and later in life in recreational associations, generates social capital. As a resource that can benefit all members in a network, social capital creates a community across society.

Social Structure and Voting Choice

The linkage between voters and political parties is to some degree based on stable social cleavages. Such cleavages express important and lasting societal divisions, allow parties and voters to establish long-term ties, and provide incumbents with clear representative and policy-making tasks against which they can be evaluated. Most research on cleavages has been based on the classic cleavages that were outlined in the Lipset-Rokkan model for social cleavages in industrial societies. These are:
(1) the center–periphery cleavage, which is anchored in geographical regions and related to different ethnic and linguistic groups as well as religious minorities; (2) the religious conflict between the Church and the State, which pitted the secular state against the historical privileges of the churches; this cleavage has more recently polarized the religious section against the secular section of the population; (3) the class conflict in the labor market, which involved owners and employers versus tenants, laborers, and workers; and (4) the conflict in the commodity market between buyers and sellers of agricultural products, or more generally, between the urban and the rural population.
Other social cleavages, such as gender, educational differences, and new divisions within the large new middle class, have been focused upon during the last decades. The new divisions within the new middle class are “horizontal” conflicts and can be conceptualized as a basic conflict between public and private employees, and as an alternative way of conceptualization, between those who work within technical, organizational, or interpersonal service environments.
Some of the cleavages have declined in importance over time, while others have increased. Some cleavages have changed character such as the class cleavage where part of the new middle class has voted for the New Left and part of the working class has voted for the New Right in the last decades. Changes in the impact and character of different cleavages have resulted in strategic reconsideration of important policies and changing location of the parties in the political space.

Space, Mobility and Legitimacy

While migration has always existed, and its consequences have always been important, few people have lived a mobile life in the history of mankind. Population immobility has recurrently been part and parcel of political strategies of social control and domination. Since the second half of the 20th century, however, the extent of geographical movements of individuals has expanded enormously. In particular, the size and scope of international travel has increased at an exponential pace. Favored by globalization and technological progress, transnationalism, initially linked to migration, has emerged as a relatively widespread phenomenon that involves a growing portion of the general population, especially, but not only, in developed countries. Mainly on the basis of research carried out in Europe, there is evidence that transnational practices tend to strengthen cosmopolitanism and the legitimacy of supranational polities (particularly the European Union [EU]), while it is less clear whether they entail denationalization. Further research is needed to improve the quality of independent and dependent variables in this area and assess the effect of international mobility and transnationalism outside the European context.

Spain’s LGBT Movement

The LGBT movement has been successful in improving the legal and social standing of sexual minorities in Spain; this includes the recognition of same-sex marriages, joint adoption, and the right to change identification in public registers. The movement has also contributed to a wider acceptance of LGBT diversity at the societal level. LGBT mobilizations in Spain started in the 1970s, with the transition toward democracy. The first political generation of activists believed in gay liberation, supported revolutionary ideas, and defended street protesting. This did not prevent activists from seeking collaboration with the state, as urgent legal action was required to end the criminalization of homosexual relations. After a decade of demobilization, a new generation of activists revamped LGBT activism in Spain during the 1990s, again with a well-defined political agenda: reacting to the devastation caused by AIDS, and also to the changes taking place in the international stage, the new “proud” generation demanded not only individual rights, but also family rights. The legalization of same-sex marriage (and joint adoption) in 2005 was the outcome of a vibrant cycle of mobilization. Contrary to some expectations, the Spanish LGBT movement has not become the victim of its own success. By shifting its attention toward the goal of substantive equality and by reaching out to new communities, the movement remains influential and vigilant against threats posed by the consolidation of new forms of conservative countermobilization.

The Special Role of Religion in LGBT-Related Attitudes

Religious tradition and religiosity affect attitudes toward LGBT people, their rights, and their position within religious communities. There is significant variability within the American context concerning how religious traditions approach issues related to sexuality and gender identity, with monotheistic religions holding more conservative positions. These positions and the elites who hold them often influence the attitudes of their congregants, but not always, as some congregations diverge from the official positions of their denominations in terms of attitudes toward LGBT rights, religious leadership, and congregational membership. As the religious landscape is consistently changing in terms of attitudes toward sexual minorities, understanding the special role of religion in LGBT-related attitudes remains important and an area ripe for future scholarship.

The Study of Discrete Emotions in Politics

Numerous empirical works document that discrete emotions have substantive and differential effects on politically motivated processes and outcomes. Scholars have increasingly adopted a discrete-emotions approach across various political contexts. There are different theoretical paths for studying discrete emotions. Appraisal theories contend that cognition precedes emotion, where distinct cognitive appraisal tendencies elicit discrete emotional reactions associated with specific coping mechanisms. Affective Intelligence Theory, another dominant paradigm in the study of discrete emotions in politics, argues for affective primacy. Others are more concerned with the level of analysis issue than the emotion-cognition sequence. For instance, Intergroup Emotions Theory calls for differentiating between individual-level and group-based discrete emotions, asserting that the latter form is a stronger predictor of collective political actions. Scholars also need to consider which methodological strategies they should employ to deal with a range of issues that the study of discrete emotions brings about. For instance, one issue is how to effectively induce a specific emotional state such as hope without also triggering other related yet discrete emotions such as enthusiasm in an experimental setting. Beyond these theoretical and methodological choices, there are various opportunities to diversify the field of study. Above all, the field needs more cross-national replications and extensions of U.S.-based findings to help resolve the debate over the universality versus contextuality of discrete emotions. The field would also benefit from the study of a wider array of emotional states by expanding beyond its main focus on negative discrete emotions. Contemporary developments—such as the increasing use of social media by the public and political actors—further offer novel platforms for investigating the role of discrete emotions.

Suriname: The National Army in Politics

Suriname is a multiethnic society (from African, Asian, and European countries, and smaller contingents of the original indigenous peoples) formed in colonial times. After 1863, a small colonial army detachment with conscript Dutch soldiers was stationed in Suriname. The colony was provided autonomy in 1954, except for defense and foreign affairs. The same army detachment was now open for Surinamese noncommissioned officers (NCOs). Independence was obtained in 1975; the Dutch transferred all infrastructure of the colonial detachment. Suriname’s political culture was (and partially still is) based on ethnic belonging and clientelism.
After independence, the government started spending big money and rumors of corruption arose. The NCOs, headed by Sergeant-Major Bouterse, staged a coup in 1980. They appointed a new civilian government but remained in control though a Military Council overseeing government. After two and a half years it generated a strong civilian opposition, supported by the students, the middle classes, and the trade unions. In December 1982, the military arrested the leaders and tortured and killed them. Between 1980 and 1987, Bouterse, now a colonel, was the de facto president as leader of the Military Council.
The generally leftist but zig-zagging military government disrupted the economy. “Colombian entrepreneurs” assisted with financial support. Economic and political bankruptcy prompted the government to organize elections. The “old ethnic parties” won the election in 1987, but the army leadership remained in power. A second coup, in December 1991, was settled by general elections six months thereafter; the same ethnic parties returned to power.
Armed opposition had emerged in the Maroon region. The Army, backed by paramilitary forces, organized a counterinsurgency campaign during several years of civil war. The civilian government brokered a preliminary peace agreement, but Army Chief Bouterse continued the war. Eventually the Organisation of American States mediated, resulting in a formal peace. Bouterse and his staff were discharged and became businessmen and politicians. Consecutive civilian government strongly curtailed military budgets, personnel, and equipment. Instead, they strengthened the police.
In 2005, Bouterse participated in the elections with a pluriethnic political platform. His party became the largest one in parliament. He won the presidential elections in 2010 and was reelected in 2015. A Military Tribunal initiated a process against the actors of the December 1982 murders. In November 2019, the Tribunal convicted him of murder and sentenced him to 20 years in prison, without ordering his immediate arrest.
The National Army, after decades of neglect, was reorganized. It is in fact an infantry battalion equipped with Brazilian armored vehicles. Brazil, Venezuela, and India supplied some assistance and training. The Coast Guard is part of the Army, as well as the Air Force which has a couple of Indian helicopters. Of the 137 countries ranked in military strength by Global Firepower (2019), Suriname is positioned at place 135. On the other hand, the country has no external enemies, although there exists a dormant frontier dispute with Guyana since the late 1960s.

Transgender-Specific Politics and Policy in Asia

Acute discrimination has been witnessed across Asia regardless of individual countries’ specific policies towards transgender people. As individuals, it would be reassuring to believe that Article 1 of the UN Charter, which states that “All human beings are born free and equal in dignity and rights,” would encourage people to ignore gender differences. In different parts of Asia, even where transgender people have been officially recognized, their rights are fragile. Indeed, today activists focus more on women’s rights than on the rights of all sexual minorities, who as a consequence often live in extreme poverty and ill-health. The exclusion of the transgender community in governmental policymaking is another salient reason for their current living conditions. Even though transgender candidates participate in elections in most countries, their representation in parliaments is rare. Furthermore, violence toward the transgender community is such a common scenario that it has become normalized. Victims rarely get support because of legal loopholes and the unwillingness of the law enforcement agencies to help. Transgender and gender diverse people are not only targeted but also discriminated by law through a denial of gender marker change on official documents; the criminalization of the gender and sexual preferences of transgender and gender diverse people; the exploitation of public order, homelessness, and minor offenses; the criminalization of consensual homosexuality and intimacy; and police abuses even in the absence of a specific offense. Regardless of parliamentary legislation and other legal frameworks, policymakers and law enforcement agencies routinely operate outside the law to violate the rights of transgender and sexual minority people. Among the abuses reported by transgender persons are blackmail, extortion, public humiliation, and physical and sexual violence. If policies to socially integrate transgender and gender diverse peoples are not implemented, the state of the transgender community in Asia will not improve.

Trust and Social Relations in African Politics

Africa is a place of low social trust. This fact is significant for understanding the politics and economics of the region, whether for questions of national unity or economic coordination and growth. One of the central ways in which trust and social relations have come to be examined within the social sciences is through the notion of social capital, defined as the norms and networks that enable collective action. Use of the concept of social capital has mushroomed in popularity within academia since the 1980s and has been used within African studies to interpret the developmental effects of social relations. It is important to review how researchers have been synthesizing the study of African societies with the social capital approach, and offer suggestions on how this can be better achieved. Specifically, there is contradiction between the view that social capital is useful for economic development and the view that social capital means a community can decide its own economic goals. Students of social capital in Africa must accept that the cultural and normative diversity of the continent necessitates appreciation of the diverse aims of social networks. This means a rejection both of modernist theories of development and postmodern reduction of human relations to forms of power exchange. Future research on trust and social capital in Africa must give weight to community articulations of motivations to trust, what activities count as communal, and what new economic cultures are being formed as a result of present communal varieties.

Venezuela's Oil Wealth and Social Transformation

With the victory of Hugo Chávez in the 1998 presidential elections, Venezuela became the first country in the Latin American “pink tide.” Up to then, mainstream political analysis had considered Venezuela a stable liberal democracy. Little attention had been paid to the country internationally. Former army officer Chávez was met with suspicion by the international left, which knew little about the Venezuelan left and the contemporary history of the country, and the right thought it could persuade him to act in its interests. The process of social transformation launched, named the “Bolivarian Revolution” after Venezuelan independence leader Simón Bolivar, became radicalized rapidly and was soon declared socialist. Internal policies were characterized by popular participation, expropriations, and redistribution of the oil wealth. Internationally, Venezuela took an active role in promoting regional integration and South–South cooperation. Chávez and the social transformation process in Venezuela rapidly gained strong sympathies among social movements and the radical left throughout the Latin American and Caribbean (LAC) region; for the same reasons, Venezuela came to be the number-one enemy of the Latin American right and the United States, which supported several attempts to overthrow the government. After Chávez’s death in 2013, his successor, Nicolás Maduro, faced an increasingly violent opposition, a severe economic crisis, growing hostility from the United States and the European Union (EU), and a regional context in which the rise of right-wing governments reversed the “pink tide.” Since early 2019, the situation has escalated because of sanctions by the U.S. and EU countries; the recognition of a self-proclaimed “interim president” belonging to the opposition, by the United States, most EU countries, and the right-wing governments in Latin America; coup attempts; and the open threat of U.S. military intervention. The unfolding of the Bolivarian Revolution, the forces at play, and the main points of conflict need to be analyzed in their historical context.

What Is Political Participation?

Vibrant democracies are characterized by a continuous expansion of the available forms of participation. This expansion has confronted many researchers with the dilemma of using either a dated conceptualization of participation and excluding many new modes of political action or stretching their concept to cover almost everything. Many newer, “creative,” “personalized,” and “individualized” modes of participation such as political consumption, street parties, or guerrilla gardening, are hard to define because they basically concern nonpolitical activities used for political purposes. Especially using internet-based technologies for these activities (“connective action”) makes it very difficult to recognize political participation. Social, societal, and political developments in democratic societies have made the search for a single encompassing definition of political participation obsolete. Therefore, an alternative approach is to integrate the core features of political participation in a conceptual map. Five modes cover the whole range of political participation systematically and efficiently, based on the locus (polity), targeting (government area or community problems), and circumstance (context or motivations) of these activities. While especially the rise of expressive modes of participation requires the inclusion of contextual information or the aims and goals of participants, attention is paid to the (dis)advantages of including these aspects as defining criteria for political participation. A conceptual map of political participation offers a comprehensive answer to the question “What is political participation?” without excluding future participatory innovations that are the hallmark of a vibrant democracy.

What’s a “Norm” After Queer Movements?

The question of “norm” is central to queer theory. As this reading of Judith Butler’s Gender Trouble (1990), regarded as one of the pioneering texts in queer theory, shows, queer theory has consistently discussed the actual power of the norm, how it works, and how it is appropriate for minority movements to position themselves in relation to norms to abolish them. As many writings and discussions on this subject suggest, the reflection on the norm is based on an internal feminist discussion of identity. Just as there is no naturalness of sex, there is also no natural, preexisting identity. Denaturalizing identity by asserting that identities do not preexist when they are invoked calls for strategic use of identity while at the same time conducting a critique of how identities are produced.
More fundamentally, the discussion of norms is linked to a reflection on “priority.” By asserting that there is no being or ontology that precedes socialization and the application of social norms, Butler denies any relevance to the project of reconnecting with practices and identities that have not been shaped by these norms and are thus considered free, escaping power.
Postulating that there is no state prior to law, norm, and power calls for strategies of resistance and subversion. There is a need to place oneself within the normative devices and structures produced by power to subvert them. The notion of “performativity” condenses this conclusion by describing the possibility of producing acts that, within the normative system, displace normative meanings. Resistance and subversion lie in the parodic game, in the displacement of gender norms within the structure that produces them.
The assertion that “there is no political position purified of power, and perhaps that impurity is what produces agency as the potential interruption and reversal of regulatory regimes” leads to a radical redefinition of politics. All subversive politics thus remain dependent on prevailing norms and structures, within which it acts to contest them. Subversion can only ever be local and never total, as much temporally as geographically. It can only intervene in a place, at a given moment, with reference to a given normative apparatus. Insofar as it remains necessary always to draw on a norm in order to challenge and resignify it, it will never be possible to contest all social norms definitively; it will only be possible to weaken certain ones from time to time. It then remains to identify, at some point, the power with which one wishes to fight, and the most effective strategies to weaken it.

Work and Labor Movements in Latin America

Labor studies in Latin America have undergone important transformations in the early 21st century. Workers in several countries have contested the flexible processes of labor and work that were common through the 1980s and 1990s and the labor movement has transformed some of its traditional strategies. As a consequence, the field is witnessing important debates, such as those linked to the spatiality of labor strategies, the emergence of a broader notion of work, and the potential networks among labor and other struggles.

Youth Politics in Africa

The youth in Africa have been an important political force and performed a wide range of roles in the political field as voters, activists, party members, members of parliament, ministers, party “foot soldiers,” and apparatchiks. Although political parties, governments, and other political leaders often exploit young people’s political activity, their participation in both local and national level politics has been significant. In the academic literature and policy documents, youth are portrayed, on the one hand, as “the hope for the future” and, on the other, as a disadvantaged and vulnerable group. However, the spread of social media has created an alternative political space for young people. Active participation of young people in politics through social media channels suggests that they do not lack interest in politics, but that the political systems in Africa marginalize and exclude them from political dialogue, participation, decision-making, and policy implementation. The solution to the problem of the exclusion of young people from mainstream politics would involve encouraging their participation in constitutional politics and their greater interest and involvement in alternative sites, goals, and forms of youth political activism in contemporary Africa.

Zapatistas and New Ways of Doing Politics

Scholars of Latin American social movements since the 1980s have sought to explain the apparent upswing in cycles of contentious politics, the innovative characteristics of these new movements, and variations in how they interact with or sidestep conventional institutional politics. The regional context for these developments is very different from the postmaterialist conditions said to have spawned European “new social movements” since the 1970s revolving around identity and values, such as ecology, peace, gay rights, and women’s movements. Relevant causal factors for Latin America’s contemporary movements include popular reaction against neoliberal policies imposed by international financial institutions and brokered by national governments. Another factor was the transition from military authoritarianism in much of the region, inaugurating a struggle between political elites with a liberal-representative vision of democratization and social movements favoring radical/participatory democracy. The era of globalization also brought reexamination of the citizenship pact and of the hegemonic (mestizo) construction of the nation-state, fueling a reinvigoration of indigenous movements, some with their own cosmovisions of buen vivir (living well) that destabilized mainstream notions of the political. The interplay between party-electoral politics and grassroots movement activism took place against the backdrop of the “pink tide” of elected leftist governments, which swept much of the region in the first decade of the 21st century and subsequently appeared to recede. Throughout this period, scholars and activists alike debated whether fundamental change could best be achieved by movements pushing parties and governments to use state power to enact reforms or by movements themselves adopting radically horizontal and inclusive patterns of organizing—“new ways of doing politics”—that would transform society from below.
The January 1, 1994, Zapatista uprising among mostly Maya peasants in the poor southeastern Mexican state of Chiapas, launched the day the North American Free Trade Agreement took effect, became emblematic of new ways of doing politics from below. What began as a rebellion of the Zapatista Army of National Liberation (Ejército Zapatista de Liberación Nacional [EZLN]) quickly morphed into a social movement that both criticized national and global power structures and sought to empower local communities through everyday practices of de facto autonomy. Negotiations with the state over indigenous rights and culture quickly broke down, but the Zapatistas proceeded anyway to develop their own structures of self-government, autonomous education, healthcare, justice, and agrarian and economic relations, among other innovative practices. The Zapatista movement continues to raise important issues such as the role of culture and identity in popular mobilization, the social spaces for organizing in an era of globalization, the new characteristics of movements that practice alternative forms of prefigurative politics, and the possibility of redefining power from below. Scholars of the Zapatista movement have also posed probing self-reflective questions about the adequacy of conventional definitions of politics and Western positivist epistemologies and about the need for decolonizing research in indigenous and other oppressed communities.
