Since the euphoria of independence in the 1960s and subsequent attempts at decolonization of university education through promotion of perspectives grounded in African realities and experiences, African universities have almost without exception significantly Africanized their personnel but not their curricula, pedagogical structures, or epistemologies in a systematic and productive manner. Even a late arrival to political independence such as South Africa has, however reluctantly, embarked upon and covered some mileage toward Africanization of university personnel. Hardly addressed in any meaningful and transformative manner (even in countries that gained independence in the 1960s or shortly before), however, is the tradition of knowledge production and the epistemological order that informs it. This paper argues that any serious attempt at making African universities uncompromisingly inclusive institutions through embracing African traditions of knowing and knowledge production would require looking beyond the academy in its current configuration for inspiration. It uses the example of Amos Tutuola—a man of limited formal colonial education, and his writings depicting African universes as inspired by his Yoruba cosmology and ontology, to make the case on the reservoirs of insights and wisdom in the lived experiences of ordinary Africans, waiting to be tapped and channelled into the lecture halls of universities to refresh minds and reconfigure practice in the interest of a more relevant scholarship. The paper baptizes as convivial such a scholarship that dwells less on zero-sum games of absolute winners and losers, encourages a disposition of incompleteness and humility through the reality of the ubiquity of debt and indebtedness, and finds strength in themes of interconnections, interdependences, compositeness, and incompleteness of being that Tutuola’s writings exude.

Three successive parts are presented within this article, all intended to raise the visibility and show the utility of classical geopolitics as a deserving and separate international-relations model: (a) a common traditional definition, (b) relevant theories that correspond to that definition, and (c) applications of certain theories that will delve at some depth into three case studies (the Ukrainian shatterbelt, contemporary Turkish geopolitics, and a North American heartland). The placement of states, regions, and resources, as affecting international relations and foreign policies, defines classical geopolitics. This definition emphasizes the application of spatially composed unbiased theories that should bring insight into foreign-affairs events and policies. Specifically, a “model” contains theories that correspond to its description. A “theory” is a simple sentence of probability, with “A” happening to likely affect “B.” Importantly, models are passive; they merely hold theories. In contrast, theories possess their own titles and perform actively when taken from such models. Various methodological challenges are presented: (a) combining concepts with theories, (b) estimating probability for testing theories, (c) claiming the “scientific,” (d) accounting for determinism, (e) revealing a dynamic environment for geopolitics, (f) separating realism from geopolitics, and (g) drawing classical geopolitics away from the critical. Certain theories that are placed within the geopolitical model are examined next: (a) heartlands and rimlands, (b) land and sea power, (c) choke points and maritime lines of communication, (d) offshore balancing, (e) the Monroe doctrine, (f) balances of power, (g) checkerboards, (h) shatterbelts, (i) pan-regions, (j) influence spheres, (k) dependency, (l) buffer states, (m) organic borders, (n) imperial thesis, (o) borders/wars, (p) contagion, (q) irredentism, (r) demography, (s) fluvial laws, (t) petro-politics, and (u) catastrophic events in nature. Additional theories apply elsewhere in the article as well. Of the three case studies, the Ukrainian shatterbelt represents the sole contemporary geopolitical configuration of this type, a regional conflict coupling with a strategic rivalry. Here, partisans of the civil war between the eastern and the western sectors of the country have joined with the Russians against the Europeans and Americans, respectively. Next, Turkey’s pivotal location has afforded it both advantages and disadvantages, a topic discussed at some length earlier in the article. Its “zero-problems” strategy of seeking positive relations with neighbors has now been forced to change tactics, reflective of new forces within and beyond the country. Finally, a North American heartland compares nicely to Halford Mackinder’s earlier Eurasia heartland thesis, with the American perhaps proving more stable, wealthy, and enduring, based in large part on its stronger geopolitical features.

A structural understanding of the contextualized behavior of states is introduced and operationalized. Context is a central theme of the discipline of geography and identifies context specific, rather than universal, social behavior. Social behavior is both defined by and creates contexts in a constant recursive interaction. Context is defined through a geographic perspective on world-systems analysis, and we focus on the behavior of states. States are central actors because, through territorial sovereignty, they are able to define key social relations and economic flows. The idea of context is developed in a way that extends the key International Relations (IR) concepts of milieu and opportunity and willingness. The recursive interaction between agency and context is conceptualized in a relational way as maneuver, the process by which the aggregate behavior of elites define state-level choices and behaviors that are made by considering the contextual position relative to all other states in the capitalist world-economy. In turn, the decision by any one state changes the behavior of other states so that context and state-level decisions interact and are constantly in flux. The elements of context include the position of a state in the hierarchy of the capitalist world-economy as well as regional and local interstate relations, some of which may display path dependency. The operationalization of maneuver requires an understanding of states as signaling and learning entities and a set of modeling techniques that identify: (1) the degree of change within the system as a whole—or the degree of stability in the number and identity of states within particular positions in the hierarchy of the capitalist world-economy; (2) the maneuver of particular states—or which states change position (or not) within the hierarchy; and (3) the explanatory power of variables measuring political and economic interstate relations in explaining the maneuver behavior of particular states.

Until the end of the 1980s, most observers believed that democratic prospects in Africa were limited, given the low level of economic development, the absence of strong nation-states, and the inexistence of a long history of social and political pluralism. However, beginning in 1989, a wave of popular protests demanding democratic reforms swept the continent. Within a couple of years, virtually all the countries liberalized their political systems. Since then, Africans have shown consistently that they strongly prefer and support democratic rule. At the same time, democratic institutions such as electoral commissions and constitutional courts have taken root on the continent. These developments suggest that the question of the feasibility of democracy in Africa is no longer relevant. Nonetheless, the existence of democratic demands, support, and institutions does not mean that democracy is easy to establish and consolidate. In many African countries, democratic gains are reversible and face several hindering factors, including state weakness, autocratic mindset, unstable and divided civic and political organizations, and widespread identity politics. This is why the level and quality of democracy on the African continent vary dramatically from country to country and from one region to another.

The field of international relations has long focused on understanding and explaining the causes of war. In contrast, scholars have devoted relatively little attention to war’s consequences. However, scholarly literature on the consequences of violent conflict, including its effects on liberal democracy, has burgeoned and improved in recent decades, since the 1990s. Existing research shows that security threats, mobilization, and warfare are neither entirely negative nor entirely positive with respect to liberal democracy. On the one hand, in the short run, these pressures erode liberal institutions and values. On the other hand, large-scale mobilization and warfare—both interstate and civil—encourage broader and more intense participation at the individual level and strengthen participation’s structural foundations. However, despite recent advances, there remains much that we still do not know, which suggests promising avenues for future research. The existing literature has not sufficiently or systematically distinguished among the effects of threat/insecurity, mobilization, and warfare. It has been stronger on empirical findings than on developing the mid-range theories and causal mechanisms that would make sense of those findings. It has been firmer on conflict’s impact on individual attitudes and predilections than on how and when violence reshapes larger political processes and structures. It has had more to say about conflict’s short-run effects than its long-term effects, especially with respect to contestation. The impact of violent conflict on liberal democracy remains a rich soil for future research.

Democracy promotion has been a key aspect of U.S. identity and foreign policy, though Washington also has a long history of supporting non-democratic forms of governance; it has both consolidated democratic regimes and intervened to overthrow democratically elected governments. Democracy promotion is a broad term encompassing different activities, undertaken as part of a nation’s foreign policy, which intend to initiate and foster democratic governance abroad. Democracy promotion efforts may include, among other strategies, “traditional” diplomacy, targeted foreign aid and assistance, and both covert and overt military intervention. While democracy promotion has now become an accepted foreign policy norm among many nations, numerous issues and debates continue to surround its deployment, ranging from granular questions concerning how to best distribute foreign aid up to larger, more fundamental disputes centered on the effectiveness and legitimacy of democracy promotion. Such issues have a particular relevance to the history of U.S. foreign policy: the meta-narrative of U.S. foreign policy and its grand strategy is axiomatically associated with democracy and with democracy promotion. Indeed, given its self-characterization as a shining “city on a hill,” charges of inconsistency and double-standards frequently attend U.S. efforts at democracy promotion. Certainly, despite the rhetorical positions of many presidents, democracy promotion has never been the driving factor behind U.S. foreign policy but rather one component of a wider picture. The United States has frequently supported authoritarian regimes, undermined democracy, or supported a form of “low-intensity” or limited veneer of democratic practice. That said, the institutionalization of U.S. democracy promotion has not only set it more firmly on the agenda but also made it a more visible feature of U.S. policy. The democracy promotion efforts that served the Reagan administration’s goals in Latin America—mainly funding quasi-governmental groups that sought to foster opposition to unfriendly governments and strengthen civic society in target countries more generally—have provided a model for the basis of a large democracy promotion industry, providing a genuine substance to U.S. democracy promotion rhetoric in the process. The “industrialization” of democracy promotion, however, has created its own issues; namely an uncritical environment in which the promotion of a relatively shallow form of U.S.–style democracy has been presumed to be best, no matter the individual circumstances and nuances of target countries. The problems formed by such biases, along with a host of other challenges, will likely ensure that U.S. democracy promotion remains a contentious issue for some time to come.

A substantial body of scholarship has considered the impact of regime types on public spending and basic service provision, much of which has implications for education. While some of the theoretical and empirical conclusions from this work are globally applicable, there are also important ways in which the relationship between democracy and education may be influenced by the African context. The most useful theoretical arguments for why democracy may influence public spending, and spending on education in particular, focus on the political incentives generated by multiparty electoral competition. Related but distinct arguments focus on how this may impact in turn on education outcomes, and on why these dynamics may vary because of factors that are particularly pertinent in many African countries. These include variations in the degree of electoral competitiveness and political competition as well as in levels of economic development and ethnic fractionalization. A large body of empirical evidence investigates these various arguments, evaluating the impact of democracy on both education spending and education outcomes. Although evidence for the positive impact of democracy on education is compelling, evidence for this relationship in Africa remains limited and is hampered by limitations to data. In particular, although evidence suggests democracy may have a positive impact on access to education in Africa, there is less evidence for its impact on the quality of education. Future work should continue to address these issues while seeking to investigate sources of heterogeneity in the impact of democracy on education in Africa.

Scholarship on the relationship between domestic institutions and foreign policy is driven by the assumption that a state’s domestic political arrangement can explain important aspects of its foreign policy behavior. Democratic domestic institutions, in particular, are thought to be significant for explaining an important set of outcomes. Research shows, for example, that democracies tend to cooperate with each other; uphold their commitments; make more effective threats; engage in fewer wars with each other (but do fight non-democracies quite frequently); perform better in the wars in which they are involved; and tend to fight wars of shorter duration. Studying the impact of democratic domestic institutions on foreign policy has developed along two broad lines. The first and most established approach is rooted in the basic distinction between democracies and non-democracies. In this view, democratic institutions constrain leaders in a way that produces distinct democratic foreign policy patterns. This approach has yielded a tremendous amount of research and insight into democratic foreign policy, but also suffers from several important shortcomings. One is that democracy tends to be correlated with a host of other variables, making it difficult to specify what exactly it is about democracy that explains certain foreign policy outcomes. A second and related critique of this approach is that it tends to treat democracy uniformly when in fact there is often great variation in democratic domestic institutions across cases. A second and more recent approach focuses on the differences among democracies and seeks to explain how this variation, in turn, creates variation in foreign policy behavior. Democracies differ in terms of their underlying institutional arrangements in a variety of ways, including whether they have presidential or parliamentary systems, autonomous or constrained executives, and open or closed institutions to modulate the flow of information between leaders and citizens, among others. Even within a country, there can be a different set of institutional constraints on democratic leaders depending on the given foreign policy instrument they seek to employ. Studying these variations and their impact on policy processes and outcomes provides great promise for further unpacking the relationship between domestic democratic institutions and foreign policy.

There is a global trend of democratic retrenchment across the world, in both new and more established democracies. The African continent is part of the trend, although there are distinct regional variances on the continent. Yet, despite democratic gains in some states and along some dimensions of democratic rights, the overall trend is that the democratic gains won in the period after 1990 are now eroding. Democracy is challenged in ways that pose threats to freedom of speech, association, and information, the ability to choose political leaders, protection of personal integrity and private life, and the rule of law with recourse to independent courts. As part of a global trend of democratic backsliding, African states have adopted legal restrictions on key civil and political rights that form the basis of democratic rule in a range of countries, from dominant party regimes such as Zimbabwe, Rwanda, and Tanzania to competitive electoral democracies like Zambia, Senegal, and Malawi. In South Africa, where democracy and rule of law appear deeply institutionalized, the succession battles and exposed levels of corruption under President Zuma, now removed from the leadership of the ANC party, suggest a weakening of the institutions intended to check executive powers. The September 2017 court annulment of the Kenyan elections suggests that the courts were able to perform an important accountability function and safeguard free and fair elections. Yet, the aftermath of the 2017 Kenyan elections culminated in early 2018 with President Uhuru Kenyatta closing down television and radio stations. Civil society actors, policy makers, and scholars warn against the democratic backlash and its negative implications for domestic and international politics. Internationally, the African democratic backlash challenges global actors who have long pressured developing countries to politically liberalize. Yet, following what appears to be a global trend of democratic backsliding, space for international influence and the spread of liberal norms is closing rapidly. Domestically, the observed backlash against democracy may pose further social and political threats with wide-reaching implications for development. This may, in turn, challenge the implementation of Sustainable Development Goals (SDGs). Whereas closing space for civil society impacts first and foremost on voice and participation, restrictions on civil society ultimately may curb even the most seemingly apolitical activities such as humanitarian relief. At present, there is limited understanding of possible response mechanisms to the conscious attempts at democratic rollback from political elites. How do activists come together to advocate for particular rights? When are activists more effective in generating mass citizen support for their campaigns? How can researchers, international actors, and domestic civil society organizations work together to disseminate and use knowledge about organizational resilience in these circumstances? These will be pressing questions for scholars and activists going forward.

Is democratization good for peace? The question of whether democratization results in violence has led to a spirited and productive debate in empirical conflict studies over the past two decades. The debate, sparked by Mansfield and Snyder’s foundational work, raised a challenge to the notion of a universal democratic peace and elicited numerous critical responses within the literature. One set of such responses has emphasized issues of replicability, mismatches between the research design and directionality of the proposed causal mechanism, the role of outliers, and model specification. In addition, two issues have not been discussed sufficiently in the existing literature. First, conceptually, is the issue of concept stretching, specifically the form Sartori labeled the “cat-dog” problem. While past criticisms were mainly about model specification, we debate whether Mansfield and Snyder’s findings can be seen as a product of concept misformation. Second, quantitatively, are conceptual and empirical issues that Mansfield and Snyder use to capture state strength in their most recent attempts to provide ongoing evidence for their theory. The most optimistic estimates show that even when democratization has a statistically significant association with war onset at lower levels of institutional strength, the effect is substantively insignificant.

Foreign direct investment (FDI) is a major component of globalization. Because of the important role it plays in economic growth and development, many scholars have directed their interest and knowledge to theoretical and/or empirical studies of the causes of FDI. There has been a rapidly growing body of literature that theorizes, hypothesizes, and empirically tests the determinants of FDI. There is no single theory of FDI; rather, various theories look at FDI from different angles and complement each other. Likewise, the empirical studies of FDI are incremental and experimental. The main theoretical approaches to FDI are presented, the empirical evidence gathered in the literature is introduced, and future research is discussed.

Development cooperation is one of the traditional policy domains of the European Union (EU). Over the years it advanced from an instrument used in colonial times to one of modern partnership, although European self-interest remains a driving force. Jointly, the EU and its member states are the largest development donor in the world and also provide sizable market access and investment to developing countries. Their overall performance record has been assessed fairly positively by internal and external parties, although many possible improvements have been identified. The various enlargements of the EU traceably supported a widening of the geographic and substantive scope of EU development policies and practice. In addition, EU development cooperation was reinforced by the fact that it gradually received a firmer basis in the constituent EU treaties. The “European Consensus on Development” document, as revised in 2017, laid out the main direction of and emphases in EU development cooperation until the year 2030. The European Consensus prescribed a rights-based approach, and squarely placed the United Nations “Agenda 2030” and the Sustainable Development Goals (SDGs) contained in it, as the main framework and objectives for EU development cooperation. A wide range of actors is involved in EU development cooperation, in part because this is an area of shared competence among the EU member states that pursue their own national policies as well as those specified by the EU. Thus, EU actors such as the European Commission, Council, and Parliament feature in this policy field along with EU member states and individual or collective developing country actors. The most prominent example of this is the African, Caribbean, and Pacific (ACP) Group of States, which consists of 79 countries. Civil society organizations, including non-governmental development organizations, both from the North and the South, also seek to influence or otherwise engage with the policies and practices of EU development cooperation. While EU development cooperation is an established policy field, it is also still very much a work in progress, and major challenges lay ahead for action in the period up to 2030, the year in which the SDGs are to be realized. These major challenges include funding, strengthening the EU’s political clout in the world by using development cooperation more strategically for forging and influencing global decision-making on relevant topics, renewing and innovating the relations between the EU and ACP countries, handling the consequences of Brexit, and improving on the delivery of EU development cooperation.

Since independence, African states have been striving for economic development, but relatively few countries have achieved their goal. Between 1970 and 2016, real GDP per capita in sub-Saharan Africa grew by an annual average of just 0.48%. However, there was a wide range of economic performance across different countries, as well as clear variation in growth rates over time. Countries such as the Central African Republic, Democratic Republic of Congo, Liberia, and Madagascar had, on average, a negative growth rate in terms of real GDP per capita. Meanwhile, countries such as Botswana, Lesotho, Mauritius, Seychelles, and Swaziland had positive average annual growth rates of at least 3%. The differences in economic growth rates reflect the diversity of economic structures, governance, and political stability across African states. Although deeper economic integration among African countries may work to reduce the large disparities in economic development, any projections must nonetheless recognize that countries will differ in their economic trajectories. Variation over time is also important. The dominant patterns of economic development in sub-Saharan Africa in the 1980s and 1990s on the one hand, and the 1970s and past the 1990s on the other, were quite different, reflecting a long business cycle. If we look solely at economic growth statistics, the 1980s and 1990s can be described as lost decades. On average, real GDP per capita on the continent declined annually by 1.54% and 0.62% in the 1980s and 1990s, respectively. By contrast, between 2000 and 2016, real GDP per capita increased by an annual average of 2.13%. One important debate has focused on whether these shifts are primarily the result of domestic or international factors. Structural adjustment programs (SAPs) imposed by the International Monetary Fund (IMF) and the World Bank have been blamed for the decline in the economic fortunes of African countries in the 1980s. At the same time, they are praised for pulling many countries out of unsustainable macroeconomic policies. Moreover, a balanced overview of Africa’s development trajectory must conclude that even without major policy shifts such as those brought forth by the SAPs, many countries would still have remained highly dependent on one or just a few commodities, and would therefore have continued to experience wild swings in their business cycles in the absence of international intervention. The lack of economic diversification of many economies on the continent means that the future is hard to predict. However, the prerequisites for a prosperous Africa are not a mystery—they include good governance, economic diversity, and genuine economic integration.

Political outcomes in Africa are increasingly shaped by ideas, actors, and processes that are transnational in character. Diasporas and transnational communities living in new host countries but still connected to homelands provide resources, leadership, and other forms of support that shape political outcomes in the country of origin. African politics take place in these transnational spaces, less restricted by the need to be close geographically. From civil war in Burundi and Somalia, electoral outcomes in Liberia, Ghana, and Kenya, and civil society initiatives in Zimbabwe and the Democratic Republic of Congo, actors and processes that are globally distributed and linked through transnational networks are increasingly at the center of African politics. Much of the literature on diasporas emphasizes cultural links or specific forms of identity whereby residents at a distance remain deeply connected with their kin back home in a form of “long-distance nationalism.” From the perspective of seeking an understanding of the transnationalization of African politics, however, it is more useful to see diasporas as the outcomes of processes of political mobilization, constituencies activated by political entrepreneurs to advance specific political agendas. Leaders invest in creating and sustaining diasporas because these networks are strategic assets that allow them to deploy specific identity frames and categories, to make claims for resources and loyalty, and to engage in diverse activities in dispersed locations to maximize impact. In many cases African governments wish to engage with diasporas in order to encourage remittances and investments in the homeland. Many have created special directorates for diaspora affairs and some have considered different forms of dual citizenship or overseas voting in order to build these linkages. Diasporas play important roles in lobbying new host governments to either increase pressures on homeland regimes or to increase donor support. In addition, politically mobilized populations in the diaspora often play key roles as sources of financial support for opposition political parties and through diaspora media that can shape the nature of political debates. Liberian and Ethiopian politicians often campaign and fundraise in the United States. In authoritarian settings such as Zimbabwe and Togo, the closing of political space at home makes the diaspora even more important as a means to fill the vacuum. Civil wars always have transnational dimensions as both rebels and incumbent regimes reach beyond their borders for political support and resources. Whether it is African National Congress’s (ANC’s) de facto embassies during apartheid, diaspora support for the Eritrean People’s Liberation Front, refugee recruits to rebel movements in the Mano River region of West Africa, or exiled politicians attempting to stage-manage peace talks in Darfur from Paris, the contentious politics of armed conflict is rarely contained by borders. Extended civil wars and political crises that generate substantial refugee flows, particularly to Europe and North America, have created cases where transnational politics is most pronounced. “Conflict-generated diasporas” may be more categorical in their political positions and therefore limit options for homeland politicians dependent on the diaspora’s support. A complete analysis of African politics therefore requires consideration of how transnational mobilization can shape outcomes. Political actors on the continent, whether they are governments, opposition parties, civil society organizations, or rebels, recognize that linking their goals to the resources and ideas based in diasporas provides advantages in their struggles at home. Increasingly, scholars have recognized that understanding political processes and outcomes in Nigeria, Cameroon, or Zimbabwe entails consideration of transnational dimensions. This seems to be even more the case in countries that have experienced conflict, such as Liberia, Somalia, or Eritrea.

Diffusion with respect to international politics is commonly defined as the tendency for events or behaviors occurring in one spatial unit to influence the likelihood of similar events or behaviors occurring in another spatial unit. General definitions and mechanisms of diffusion that can be thought of as somewhat ubiquitous to the broader literature of diffusion in international politics tend to focus on processes of spillover or learning/emulation. These processes are common to the adoption and diffusion of policy innovations, the spread of democracy and democratic revolutions, and the contagion of civil and international conflicts. While the nomenclatures of these literatures often differ quite significantly, considerable overlap exists in terms of the primary conceptualizations of diffusion mechanisms. Most literatures appear to identify some combination of the following mechanisms: coercion and external pressure; constructivist norm cycles; social networks and linkages; geographic proximity and demonstration effects; learning and emulation. While the study of these phenomena and mechanisms has advanced significantly in recent years, some notable areas of future growth remain. First, differentiating between learning/emulation and spillover processes still presents considerable difficulty. Second, the role of “firewalls” in limiting diffusion processes is not well understood in either general or specific cases. Third, while understanding of social and geographic spaces is now rather nuanced, it remains unclear how best to theorize and model timing in diffusion processes.

One of the long-standing debates between diplomatic historians and social scientists focusing on diplomacy and negotiation turns on what we know and how we know it. While diplomatic history points to the necessity of micro-level approaches rooted in the details of discrete and idiosyncratic negotiations and interactions, social science strives to identify broad aggregate patterns gleaned from a cross section of such activities. The primary benefit of the latter approach is the same as this volume: namely, the advancing of empirically grounded theory. This disjuncture in the study of diplomacy and negotiation helps explain why international relations as a field has spent so little time studying diplomacy—and, as a result, why negotiation and diplomacy remains undertheorized. The overarching objective of this entry is to draw attention to contributions to the negotiation theorizing gleaned from the macro-level social scientific analysis of diplomacy and negotiation. Undoubtedly the range, depth, and quality of this work exceeds its visibility within the mainstream study of negotiation. By necessity, we have elected to draw connections between some of the more prominent examples of the quantitative empirical study of negotiation processes and outcomes and prevailing theoretical arguments in the field of international negotiation and cooperation. In doing so, we hope to draw attention to if not help close the gap between theory and practice in the study of negotiation and diplomacy.

Diplomacy’s role in foreign policy is hampered by multiple understandings of what diplomacy is and does. A broad definition of diplomacy holds that it encompasses more than the promotion of peaceful international relations. Instead, it applies to the sum of those relations—peaceful, hostile, and everything in between. Thus, foreign relations—so long as they involve the interests, direction, and actions of a sovereign power—may be regarded as being synonymous with diplomatic relations, whereby foreign policy relates to the theory and practice of setting diplomatic priorities; planning for contingencies; advancing strategic, operational, and tactical diplomatic aims; and adjusting those aims to domestic and foreign constraints. This conception of diplomacy is functional: it emphasizes the roles of diplomats and recognizes that many other people perform these roles besides official envoys; and it illustrates that diplomatic settings—and the means, methods, and tools of diplomacy—undergo continuous change. The basic mediating purpose of diplomacy, however, has endured, as has much of its institutional apparatus—embassies, ambassadors, treaties, and so on. This is likely to remain the case so long as there are multiple polities in the world, all having to relate to one another.

Critical discourse analysis continues to remain a valuable method for understanding foreign policy. Situated in the broader interpretive methodological approach to the social sciences, it challenges the ontological and epistemological assumptions of more positivist methodologies by observing that the world is not pregiven, but socially constructed. In essence, we live in an intersubjective world where discourse serves as a powerful tool to set agendas, produce meaning, legitimize interests, and enforce power structures. Scholars devoted to discourse analysis enrich our understanding of foreign policy by highlighting the powerful role that discourse ultimately plays. One useful way of understanding its value is through representational practices. Relying upon the study of discourse from a wide range of sources (politicians, policymakers, scholars, journalists, and film), this research program emphasizes discursive representations. Far from being neutral representations, the United States constructs a U.S.-centric view of the world based on its own images, identities, and interests, while marginalizing the voices and experiences of others. U.S. foreign policies are described as positive. Those of other countries, particularly U.S. so-called enemies, are negative. Our knowledge of the world comes from these representational practices, which in turn has serious implications for foreign policy. Ultimately, discursive activities are used not only to frame and define foreign policy initiatives, but also sell such policies to the broader public. U.S. military interventions help illustrate this point. Interventions in Panama and Iraq become “Just Cause” and “Iraqi Freedom,” whereas interventions by, say, Russia are “acts of aggression.” Discourse often develops into binary oppositions that inform policy and create and sustain a dominant world position. Compared to the Global South, the United States is “developed” and “civilized,” while other nations are “underdeveloped” and “uncivilized.” Discourse analysis is not limited to military intervention. Scholars have applied the approach to a broad array of foreign policy initiatives, ranging from foreign aid and diplomacy to international economics. Nor is the approach limited to the United States; it has evolved into a far-reaching research program that offers insight into the foreign policy of any state. Discourse analysis stands in stark contrast to the more rationalist approaches, such as neorealism and neoliberal institutionalism. These approaches, related to scientific positivism, emphasize self-interest, rational actors, material factors, objectivity, and causal hypotheses. Academics related to this scholarly community have expressed dissatisfaction with discourse analysis. Most important, critics point out that there is an objective reality, and therefore, research has little relevancy for the real world. But scholars who focus on discourse concede that there is a reality; however, reality has no value until we attach meaning to it. The deadly attacks of September 11, 2001, happened, but they remain neutral until discursive activities (enemy, terrorism, Islamic fundamentalism, and so on) frame them and inform foreign policy. Consequently, such representations have real-world relevancies, justifying war and surveillance, among other courses of action. Critical discourse analysis, as a result, has significant value for understanding foreign policy in the past, present, and future.

Existing theories of international law are largely state-centric. While international cooperation can benefit all, states are often tempted to violate their promises in order to manage economic and political crises. States must accordingly balance enforcement against flexibility: legal institutions must provide enough enforcement that states comply most of the time yet also provide enough flexibility that states can violate during crises. Such a balance is possible when laws are crafted and enforced by unitary actors that will tolerate occasional violations by others in order to preserve their own right to occasionally violate. However, the changing doctrine of sovereign immunity has dramatically transformed the actual practice of international law. Non-state actors and domestic courts play an increasingly important role in challenging state legal violations, generating a divergence between the theory and practice of contemporary international law. This divergence is apparent in many issue areas, including terrorism, human rights, sovereign debt, and foreign investment. This divergence suggests that political scientists and legal scholars must reconsider the limits of state-centric theories and examine the role of non-state actors and domestic courts.

Deterrence theory is slowly beginning to emerge from a long sleep after the Cold War, and from its theoretical origins over half a century ago. New realities have led to a diversification of deterrence in practice, as well as to new avenues for its study and empirical analysis. Three major categories of changes in the international system—new actors, new means of warfare, and new contexts—have led to corresponding changes in the way that deterrence is theorized and studied. First, the field of deterrence has broadened to include nonstate and nonnuclear actors, which has challenged scholars with new types of theories and tests. Second, cyberthreats, terrorism, and diverse nuclear force structures have led scholars to consider means in new ways. Third, the likelihood of an international crisis has shifted as a result of physical, economic, and normative changes in the costs of crisis, which had led scholars to more closely address the crisis context itself. The assumptions of classical deterrence are breaking down, in research as well as in reality. However, more work needs to be done in understanding these international changes and building successful deterrence policy. A better understanding of new modes of deterrence will aid policymakers in managing today’s threats and in preventing future deterrence failures, even as it prompts the so-called virtuous cycle of new theory and additional empirical testing.
