Our current era is one of profound changes and uncertainties, and one issue is to understand their implications for high-risk systems and critical infrastructures (e.g., nuclear power plants, ships, hospitals, trains, chemical plants). Normal Accidents (NA), Perrow’s classic published in 1984, is a useful guide to explore the contemporary epoch, in the third decade of the 21st century. One reason is that this landmark book has triggered a sustained interest by scholars who have debated, challenged, rejected, refined, or expanded its core thesis over almost now 40 years. With La Porte’s, Sagan’s, Vaughan’s, and Hopkins’s contributions into what can be described as the “standard NA debate” in the late 20th century and the more recent “new controversies and debates” by Downer, Pritchard, or Le Coze in the early 21st century, the book can still resonate with current changes in the 2020s. These changes include phenomena as large, massive, intertwined, consequential, and diverse as the advent of internet and of digital societies, the increase of transnational flows of diverse nature (people, data, capital, images, goods) and the ecological crisis captured by a notion such as the Anthropocene. Taking stock, historicizing, and revisiting NA with such debates and changes in mind leads to characterize a post-NA narrative.

Disasters and the theory of emergency management are vibrant subjects for scholars. Researchers have focused on a variety of topics, including the definition of disasters, human behavior in extreme events, the nature of emergency management, ways to make the profession more effective, the pros and cons of various paradigms, and new areas of research. In studying these subjects, scholars have employed a variety of methods, including observation, field research, and comparison, among others.
Findings from research reveals that humans are responsible for disasters and that vulnerability must be reduced. Studies reveal that antisocial behavior is less likely to occur than more common activities to support victims of disasters. The principles of emergency management have been elaborated, and scholars have argued that the phases of disasters are more complex that initially meets they eye. Research also reveals that bureaucratic approaches to emergency management are based on false assumptions and are too rigid. Scholarship also explores how to make emergency management functions more effective, and a number of articles have been written to explore paradigms to guide research and practice.
Theoretical work on disasters and emergency management has examined planning, improvisation, and spontaneous planning. Research has also explored humanitarian logistics, the use of social media, the scholarship of teaching and learning, cultural competency and the culture of preparedness. Going forward, more research is needed on the complexity of disasters and the use or impact of technology in emergency management. A greater understanding of public health emergencies is warranted due to the challenges of Covid-19.

The Special Role of Religion in LGBT-Related Attitudes

Religious tradition and religiosity affect attitudes toward LGBT people, their rights, and their position within religious communities. There is significant variability within the American context concerning how religious traditions approach issues related to sexuality and gender identity, with monotheistic religions holding more conservative positions. These positions and the elites who hold them often influence the attitudes of their congregants, but not always, as some congregations diverge from the official positions of their denominations in terms of attitudes toward LGBT rights, religious leadership, and congregational membership. As the religious landscape is consistently changing in terms of attitudes toward sexual minorities, understanding the special role of religion in LGBT-related attitudes remains important and an area ripe for future scholarship.

France: Civil-Military Relations in the Antiterrorist Frame

French civil–military relations are usually described as an example of subordination of the military command to political authorities. This subordination is the legacy of the mutual distrust inherited from the “events” in Algeria and, more specifically, the coups in Algiers in 1958 and 1961 that gave birth to the current Fifth Republic. With the end of the Cold War, civil–military relations have rebalanced to the benefit of general officers because of the increasingly technical nature of external interventions and the consolidation of interprofessional relations with diplomats and industrial networks, facilitating the return of some officers into decision-making circuits. After this functional reintegration, the antiterrorist framing, both outside of the country (Opération Serval in January 2013 in Mali) and within France’s borders (Opération Sentinelle , which followed the 2015 terrorist attacks in Paris), seems to recast the military as the forge of the national community. The evolution of the political uses of the military forces in France shows how ambivalent the antiterrorist resources are in the contemporary civil–military game.

The Quality of Government and Public Administration

In 1999, Evans and Rauch showed a strong association between government effectiveness (quality of government)—particularly the presence of a Weberian-like bureaucracy, selected and promoted on merit alone and largely autonomous from private interests—and economic growth. In 1997 and the aftermath of the Washington Consensus controversial reforms the World Bank promoted this finding in its influential World Development Report 1997 as part of its broader paradigm on “institutional quality.” Twenty years of investment in state capacity followed, by means of foreign assistance supporting the quality of public administration as a prerequisite to development. However, most reviews found the results well under expectations. This is hardly surprising, seeing that Max Weber, credited as the first promoter of the importance of bureaucracy as both the end result and the tool of government rationalization in modern times, never took for granted the autonomy of the state apparatus from private interest. He clearly stated that the power using the apparatus is the one steering the bureaucracy itself. In fact, a review of empirical evidence shows that the quality of public administration is endogenous to the quality of government more broadly and therefore can hardly be a solution in problematic contexts. The autonomy of the state from private interest is one of the most difficult objectives to accomplish in the evolution of a state, and few states have managed in contemporary times to match the achievements of Denmark or Switzerland in the 19th century. Two countries, Estonia and Georgia, are exceptional in this regard, but their success argues for the primacy of politics rather than of administration.

Hurricane Maria: Disaster Response in Puerto Rico

On September 20, 2017, Hurricane Maria struck the island of Puerto Rico with great ferocity. The impact and outcomes of this event were devastating for the population of over three million American citizens. The electrical grid was decimated, the transportation infrastructure was significantly impacted, and an already deteriorating healthcare system was further eroded. Furthermore, the local, islandwide, and especially the federal response to Hurricane Maria failed to meet the emerging and critical needs of those impacted by the catastrophic event and left island residents and isolated communities on their own. Official estimates placed the death toll close to 3,000. Hurricane Maria also accelerated the largest migratory movement in Puerto Rico’s history from the island to the continental United States and decimated an already weak and deteriorating economy after more than a decade of a severe economic crisis. Recovery efforts remained slow in many parts of the island, and the social, economic, and healthcare impacts of the hurricane will be felt for decades to come.
The disaster research literature shows the disasters are not “natural,” but socially constructed or produced events. Indeed, a number of preexisting factors contributed to the disaster situation in Puerto Rico, including the severe economic crisis, which was also reflected in high levels of unemployment and poverty; the island’s complicated relationship with the U.S. mainland; massive net outmigration; and a frail and deteriorating healthcare system. Furthermore, the political relationship between Puerto Rico and the mainland affected federal-level disaster response and recovery efforts after Hurricane Maria.

The European External Action Service (EEAS)

The European External Action Service, with its 140 delegations all over the world and its headquarters in Brussels is a unique institution, which has been likened to a state diplomatic service or EU ministry of foreign affairs. The composition of the EEAS and its functions have been the result of complex negotiations between the member states of the European Union and EU institutions. The ability of the EEAS to have an influence in the European Union’s foreign policy process and outcome is still a subject of controversy, not least because it co-exists with 28 national diplomatic services. The impact of the establishment of the EEAS on the emergence of a esprit de corps among its ranks and whether it has led to the transformation of European diplomacy as a result constitutes other key questions in existing scholarly debates.

The Legitimacy of Civil Services in the 21st Century

For a lengthy period, governments worldwide believed that civil servants should be linked to the authority of the state and could not be compared to employees in the private sector. This group of public employees were perceived as agents of the “Leviathan” (Hobbes), intended to uphold the rule of law and to implement government policies. In this conception, where the state was separated from society and citizens, it was inconceivable that civil servants could be compared to other employees.
Towards the end of the 20th century, in almost all countries worldwide, reform measures have encouraged the change, deconstruction and decentralization of the civil service on all fronts. In the meantime, there are now as many different categories of public employees as there are different public functions, organizations, and tasks. Overall, the number of civil servants has decreased and some countries have abolished traditional civil service features. Moreover, working conditions and working life have changed. Thus, whereas for a long time, civil servants were very different from the employees of private companies, this distinction is much less clear in the early 21st century. Such a situation had been unthinkable 10 years earlier.
Consequently, the traditional concept of the civil service as a distinct employment group and status is slowly disappearing.
In addition, current organizational reform trends have made public administration as such into a somewhat heterogeneous body. In the early 21st century, civil services have become more diverse, less hierarchical and standardized, more flexible, diverse, representative and less separated from the citizenry than they were traditionally. Whereas the term “bureaucracy” had represented clear values (hierarchy, formalism, standardization, rationality, obedience etc.), new reforms have brought with them new values, but also more conflicting ones, and value dilemmas. Whereas most governments still agree that human resource management (HRM) policies should continue to be based on rational principles such as the rule of law, equity, and equality, the increasing popularity of behavioral economics and behavioral ethics and the trend toward the delegation of responsibilities to employees through different concepts such as engagement, lifelong learning, and competency development, illustrate that current trends run counter to classical bureaucratic styles. Moreover, digitalization and flexibilization trends are changing work systems and leading to an individualization of HR practices by facilitating the monitoring and measuring of individual efforts and engagement practices.
Thus, the problem with this description of administration in the 21st century is obvious. Whereas the terms “bureaucracy” or “civil service” can be defined and broken down into concrete definitions, this is much less the case with the new civil service systems and new administrative models.
However, stereotypes around public organizations and civil servants continue to survive, even though they were shaped in a world that no longer exists. Even in the early 21st century, many people still have the perception that civil servants work in an environment that is clearly separated from the private sector. Also, most public-service motivation theories start from the assumption that civil servants are different because they are civil servants.

HIV/AIDS Politics and Policy in Eastern Europe and Central Asia

Eastern Europe and Central Asia (EECA) is the only region in the world where annual HIV infection rates continue to grow. According to the Joint United Nations Program on HIV/AIDS (UNAIDS), in 2019 approximately 1.4 million people in the region were living with HIV. The main factors that have contributed to the spread of the epidemic over the past two decades include injecting drug use, the stigmatization and marginalization of vulnerable groups, the increasing spread of HIV into the general population, and the lack of evidence-based prevention and treatment programs necessary for controlling the epidemic. Limited access to life-saving antiretroviral treatment has intensified the impact of the epidemic in EECA and increased mortality rates among people living with HIV (PLWH).
In the post-Soviet space, Russia is experiencing by far the biggest HIV/AIDS epidemic. This can be attributed largely to the government’s failure to introduce evidence-based prevention measures for vulnerable groups, e.g., harm reduction programs, which are recommended by international health organizations. Other countries in the region have been more pragmatic in their approach and introduced harm reductions programs on a broader scale. In Ukraine, the efforts to combat HIV, which led to an initial stabilization of the epidemic in 2012, have been endangered by the military conflict in the eastern part of the country and subsequent internal displacement, which has increased HIV vulnerability. In comparison with Russia and Ukraine, the countries of the South Caucasus and Central Asia are less affected by HIV. However, labor migration to Russia constitutes a persistent risk factor for HIV transmission from higher-prevalence Russia to lower-prevalence South Caucasus and Central Asia.
Although initially the HIV/AIDS epidemic has been mainly driven by injecting drug use, it is also clearly linked to lesbian, gay, bisexual, and transgender (LGBT) politics and policies in EECA. Because of widespread stigmatization and marginalization, the spread of HIV within LGBT communities remains underreported and is barely visible in official HIV statistics. This makes it difficult for prevention programs to reach out to vulnerable groups. In all countries in the region, prevention efforts among LGBT communities remain inadequate and largely depend on local civil society organizations (CSOs), which lack the capacities to provide nationwide information campaigns and other prevention programs for the LGBT community. In addition, the work of CSOs that advocate for HIV prevention among LGBT groups is further undermined by repressive laws, e.g., the 2013 “gay propaganda law” in Russia, which has increased the stigmatization of LGBT people and has made prevention outreach more difficult. Research has contributed to our understanding of HIV vulnerability and its impact in EECA. Further research is needed, however, into the social and political factors that explain the persistent failure of regional decisionmakers to adequately address the growing HIV epidemic.

The Changing Shapes of Latin American Welfare States

Latin American welfare states have undergone major changes over the past half century. As of 1980, there were only a handful of countries (Argentina, Brazil, Chile, Costa Rica, and Uruguay) with social policy regimes that covered more than half of their population with some kind of safety net to insure adequate care during their old age and that provided adequate healthcare services. With few exceptions, access to social protection and to healthcare in these countries and others was based on formal employment and contributions from employees and employers. There were very few programs, and those few were poorly funded, for those without formal sector jobs and their dependents. The debt crisis and the ensuing neoliberal reforms then damaged the welfare state in all countries, including these leading nations. Deindustrialization, shrinking of the public sector, and cuts in public expenditures reduced both coverage and quality of transfers and services. Poverty and inequality rose, and the welfare state did little to ameliorate these trends.
With the turn of the century, the economic and political situation changed significantly. The commodity boom eased fiscal pressures and made resources available for an increase in public social expenditure. Democracy was more consolidated in the region and civil society had recovered from repression. Left-wing parties began to win elections and take advantage of the fiscal room which allowed for the building of redistributive social programs. The most significant innovation has been expansion of coverage to people in the informal sector and to people with insufficient histories of contributions to social insurance schemes. The overwhelming majority of Latin Americans now have the right to some kind of cash assistance at some point in their lives and to healthcare provided by their governments. In many cases, there have also been real improvements in the generosity of cash assistance, particularly in the case of non-contributory pensions, and in the quality of healthcare services. However, the least progress has been made toward equity. With very few exceptions, new non-contributory programs were added to the traditional contributory ones; severe inequalities continue to exist in the quality of services provided through the new and the traditional programs.
