Since the early 1990s, African states have been democratizing. Political parties now dominate the public spaces in many African democracies. The past 26 years have witnessed the growth and consolidation of “party democracy” in Africa. This is the longest period of uninterrupted growth of electoral politics in many countries on the continent. Recent Afrobarometer surveys show that almost two-thirds (63%) of Africans support pluralistic politics. Party identification in sub-Saharan Africa has also been on the rise. Across 16 states Afrobarometer surveyed, a majority of Africans (65%) claim they “feel close to” a political party in their country. The mass public who identified with a particular political party increased by 7 percentage points between 2002 and 2015. Political parties are the vehicles for citizens to engage in party activism. The women and men who join a political party become the party activists. Party activists are the lifeblood of the party organization. And political party activism in sub-Saharan Africa is geared toward the election of the party and its candidates into office. Consequently, party activism is a continuum of high-intensity and low-intensity political activities. Party activists vary in their levels of involvement. Thus, it is a mixture of fanfare and aggressive participation. Political party activism is a multifaceted process where party members undertake any of the following political activities: display a poster, donate money, help with fund-raising, deliver election leaflets, help at a party function, attend party meetings, undertake door-to-door campaigning, and run for party office. The involvement of party members usually varies from active engagement to passive attachment to the party. There were several motives for party activists getting involved in “high-intensity participation.” Because of the crucial role party activists play in the intra- and inter-party competition, the parties provide some incentives to get members commitment. At the organizational level, party activists present themselves for election into party offices at the grassroots, regionally or nationally. They devote their time and financial resources in furtherance of the party agenda. In return, party activists expect the party to reward them with selective incentives when power is won. That said, more research is required at the country level to enable us to construct the profile of the African party activists.

A Disproportionate Policy Perspective on the Politics of Crisis Management
Disproportionate policy response—which is composed of two core concepts, namely policy overreaction and under-reaction—is typically understood to be a lack of “fit” or balance between the costs of a public policy and the benefits deriving from this policy and/or between a policy’s ends and means. The disproportionate policy perspective introduces an intentional component into disproportionate response. It represents a conceptual turn whereby the concepts of policy overreaction and under-reaction are reentering the policy lexicon as types of intentional policy responses that are largely undertaken when political executives are vulnerable to voters. In times of crisis, disproportionate policy responses may be intentionally designed, implemented as planned, and sometimes successful in achieving policy goals and in delivering the political benefits sought by the political executives who design them. The premise underlying this argument is that crises vary in many respects, some of which may incentivize a deliberate crisis response by political executives that is either excessive, or lacking. For example, when crises occur at times of electoral vulnerability, the relevancy of policy instruments’ visibility, theatricality, spectacularity, and popularity may dominate the calculus of crisis management decisions. The same applies in cases where strong negative emotions emerge, and subsequently, political executives may opt to overwhelm hysterical populations cognitively and emotionally, trying to convince them that the policy system is viable.
Advice, Decision Making, and Leadership in Security Crises

A growing body of the scholarship within security studies looks at the influence that crisis has on decision making. Critical areas of focus provide insight into the political leader as a key decision maker, groups as decision-making bodies, and the impact of organizational culture and bureaucratic politics. With crises becoming more complex, the security of states can be impacted in a variety of ways. Under extreme stress, a leader can succumb to flawed decision making as a result of information-processing errors and cognitive biases which skew the way that information is assessed. These decisions can lead to policies and responses to security situations that may impact one or more political entities. When a looming threat is no longer imminent, attention turns inward and investigations into threat preparedness and decision-making processes are carried out. While the stress from the threat itself subsides, leaders can still feel the effects of extreme stress as inquiries into decision making can lead to questions of accountability and blame placement. A look at crisis decision making also requires a foundational understanding for how someone’s leadership style will impact the way that information is sought and how advisory member guidance will be utilized. As leaders surround themselves with supporting advisory groups, it is important to consider the overall impact that advisory groups play during times of crisis, as well as the functionality of advisory group decision making. Broadening this out to the organizational level, when assessing the impact that crisis has on decision making, it is essential to also consider how organizational dynamics and culture might come to be impacted by crises as well.
Advisory Groups and Crisis
Advisory groups and their dynamics play a critical role in crisis management. If they function well and complement the leadership styles of political leaders, advisory groups can provide broad information search, diverse advice and perspectives, and reinforce a leader’s own strengths. They can surround an inexperienced leader with advisors possessing policy expertise or experience in an issue area. On the other hand, advisory groups can also easily fall into more dysfunctional patterns where they do not compensate for a leader’s weaknesses, fail to provide varied perspectives or alternative views, and engage in limited information gathering. Advisory groups can help seal an administration into an “alternative reality bubble” during crises, resulting in policy decisions being made based upon faulty perceptions instead of realities. How should we seek to understand advisory groups and crises? The first cut should involve the consumer of the advisory group’s inputs themselves, the leader. Advisory groups almost always serve at the pleasure of the leader, not themselves, and therefore the leaders will play a major role in determining their influence, how the groups will function, and their importance during crisis decision making. Important variables such as leadership style, sensitivity to context and need for information on the part of leaders, how much control they require over the policy process, and how their prior experience or expertise leads them to rely more or less upon advisors must be examined. The second focus should be upon the advisory groups themselves, their internal dynamics and reactions to stress, how decision rules and policy formulation occurs, and how group pathologies can undermine their crisis performance. Variables such as group malfunctions resulting from stress and the needs for cohesion during crisis (like groupthink) or the splintering of group consensus to warring factions that undercut cohesion (like polythink) must be considered. The stage of development an advisory group is in (i.e., newgroup versus established), the stage of the policymaking process involved (i.e., deliberative versus implemental), how sequential decision-making processes function, the composition of the group members (i.e., experts versus novices), the type of crisis the group faces, and the bureau-political dynamics involved all impact crisis management.
Affective Intelligence and Emotional Dynamics in Voters’ Decision-Making Processes
Affective intelligence theory offers a novel and systematic treatment on the impact of affective reactions on citizens’ information processes and political decisions based on neuroscience. Individuals have two distinct emotional systems that lead to two separate decision-making strategies. On the one hand, the disposition system, governed by enthusiasm and aversion, leads people to rely on habit or their sets of previously learned behaviors. On the other, the surveillance system is activated in novel or threating circumstances and is governed by anxiety. Once activated, anxiety leads individuals to seek for political information, break away from habitual political identifications, and consequently renders them more open to persuasion.
Agent-Based Modeling in Political Decision Making

Political systems involve citizens, voters, politicians, parties, legislatures, and governments. These political actors interact with each other and dynamically alter their strategies according to the results of their interactions. A major challenge in political science is to understand the dynamic interactions between political actors and extrapolate from the process of individual political decision making to collective outcomes. Agent-based modeling (ABM) offers a means to comprehend and theorize the nonlinear, recursive, and interactive political process. It views political systems as complex, self-organizing, self-reproducing, and adaptive systems consisting of large numbers of heterogeneous agents that follow a set of rules governing their interactions. It allows the specification of agent properties and rules governing agent interactions in a simulation to observe how micro-level processes generate macro-level phenomena. It forces researchers to make assumptions surrounding a theory explicit, facilitates the discovery of extensions and boundary conditions of the modeled theory through what-if computational experiments, and helps researchers understand dynamic processes in the real-world. ABM models have been built to address critical questions in political decision making, including why voter turnouts remain high, how party coalitions form, how voters’ knowledge and emotion affect election outcomes, and how political attitudes change through a campaign. These models illustrate the use of ABM in explicating assumptions and rules of theoretical frameworks, simulating repeated execution of these rules, and revealing emergent patterns and their boundary conditions. While ABM has limitations in external validity and robustness, it provides political scientists a bottom-up approach to study a complex system by clearly defining the behavior of various actors and generate theoretical insights on political phenomena.
Ambivalence in Political Decision Making

Behavioral research largely treats attitudinal ambivalence as a component of attitude strength. Specifically, attitudinal ambivalence exists when someone simultaneously possesses positive and negative evaluations of a single attitude object. Ambivalent individuals do not have a single “true” attitude about political issues but rather a store of multiple and sometimes conflicting attitudes that they might draw upon at any given time when making a decision. Research has suggested that such ambivalence is quite common when it comes to political attitudes. Thus, understanding the measurement of ambivalence, the sources of ambivalence, and the consequences of ambivalence is critical to understanding political decision making. Ambivalence measures largely fall within one of two types: Meta-attitudinal measures where individuals assess their own ambivalence and operative measures where researchers construct indicators that assess ambivalence without individuals’ cognizance that it is being measured. Most research suggests that operative measures perform better. Research generally assumes that the causes of ambivalence are rooted in individual differences in attitude strength that may result from a host of individual or combined sources. The most common sources of ambivalence researchers focus on are value conflict, differences in political knowledge, Context/Political Environment, and Cross-Cutting Information/Conflicting Networks/Groups. Finally, some of the most prevalent consequences of ambivalence are an increase in susceptibility to influence, an effect on the rate of political participation, and increased variance in vote choice. It is here, in the consequences of ambivalence, where the most direct connection to political decision making is evident. In a democratic society, the decision centered on for whom one votes, is perhaps, the quintessential political decision.
Anger in Political Decision Making
One of the most frequently evoked emotions on a daily basis is anger. Regardless of time and context, anger is a central emotion of action and motivation. Closely related with a number of high arousal negative emotions, such as hatred, disgust, feelings of revenge, and contempt, anger stands out among all with its neural and appraisal foundations and attitudinal and behavioral consequences. More importantly, anger differs from anxiety in essential aspects that place the two emotions in different dimensions. So far, various studies have demonstrated the potential consequences of anger (and its distinct nature from anxiety) across an array of domains including risk assessments, policy preferences, information processing and motivated biases, political participation, social media engagement, group relations and ethnocentrism, intractable conflicts and conflict resolution, and vote behavior. Some others have treated anger as a mediator or a moderator between prior attitudes and beliefs, with evidence on how it could alter primary associations. It is thus relevant to begin with the overview of the theoretical debates and matters of conceptualization, followed by a discussion of how anger differs from anxiety. In pursuit of these foundations, contemporary research tackles the domains where anger plays a critical role in exploration of early 21st-century phenomena such as the populist surge, growing polarization, and disconnected networks across distinct contexts.
Anxiety, Fear, and Political Decision Making

Research has shown emotions affect decision-making in ways that do not simply undermine rationality. Instead, in recent decades researchers have recognized that emotions also motivate and focus individuals and moderate how they make decisions. Initial research into emotions divided these simply into positive and negative, but this perspective has largely been displaced in political psychology by an emphasis on the impact of distinct emotions; among these, anxiety has received the most scholarly attention, rivaled only by anger. The causes of anxiety, also termed fear and unease, are diverse, but research highlights certain attributes of situational evaluation such as low self-control, low certainty, and low external agency. Once present, anxiety has important consequences for decision-making. First, anxiety increases how much information individuals seek out, a pattern of behavior meant to reduce uncertainty. Second, anxiety decreases heuristic processing and weakens the reliance of underlying convictions in determining decisions. Instead, anxious individuals are more likely to think systematically about choices they face. Importantly, anxiety can affect choices and decisions even if they are not directly related to what caused anxiety to emerge, that is, if anxiety is incidental rather than integral. In addition to influencing how people make decisions, anxiety may also directly influence the decisions individuals make. Thus, anxiety increases risk aversion, leading individuals to choose safer paths of action. Anxiety also makes individuals less likely to take action at all, with the most common response being withdrawal and passivity. Applied to political decision-making, anxiety may have the important consequence of decreasing political participation. Research into the role of anxiety in decision-making is fast moving and vibrant, but to become fully established it needs to ensure rigor in measurement and research design; this will require considerable methodological research. Substantively, future research should focus on the effects of elite messages on anxiety as well as on how anxiety influences citizen attitudes and evaluations.
A Revisionist Perspective on Framing Effects

There is a dichotomy in framing research that can be traced back to its multidisciplinary origins in psychology and sociology. Definitions of framing rooted in psychology are concerned with the differential presentation of the otherwise identical information and are often referred to as equivalence framing. Definitions rooted in more sociological traditions investigate how a message can be constructed with different sets of information to highlight contrasting perspectives on the same issue. The latter is typically referred to as emphasis framing. Although often subsumed under the same label, equivalence framing and emphasis framing are systematically different, both conceptually and operationally. Therefore, the two traditions need to be carefully distinguished in terms of their origins, conceptualization and operationalization of frames, underlying mechanisms, cognitive outcomes, and their relationships with other media effects theories. Categorizing existing studies revealed two major pitfalls in framing effects literatures. First, many political communication studies to date have adopted the emphasis framing approach. However, as substantial manipulation of information introduces confounding variables making it difficult for researchers to attribute the effect on the audience to the change of frames, this approach has relatively low internal validity in experiments and can hardly be distinguished from other cognitive media effects models, such as agenda setting and priming. Thus, the bias toward emphasis framing needs to be addressed by conducting research with equivalence frames so that a more concrete causal relationship between message framing and its effects can be established. In addition, little attention has been given to visuals in framing effects research so far. Considering that people consume information in a multimedia environment online, visual frames and verbal-visual interactions need to be further investigated.
Associative Memory and Political Decision Making
Citizens are continuously inundated with political information. How do citizens process that information for use in decision-making? Political psychologists have generally thought of information processing as proceeding through a series of stages: (1) exposure and attention; (2) comprehension; (3) encoding, interpretation, and elaboration; (4) organization and storage in memory; and (5) retrieval. This processing of information relies heavily on two key structures: working memory and long-term memory. Working memory actively processes incoming information whereas long-term memory is the storage structure of the brain. The most widely accepted organizational scheme for long-term memory is the associative network model. In this model, information stored in long-term memory is organized as a series of connected nodes. Each node in the network represents a concept with links connecting the various concepts. The links between nodes represent beliefs about the connection between concepts. These links facilitate retrieval of information through a process known as spreading activation. Spreading activation moves information from long-term memory to working memory. When cued nodes are retrieved from memory, they activate linked nodes thereby weakly activating further nodes and so forth. Repeatedly activated nodes are the most likely to be retrieved from long-term memory for use in political decision-making. The concept of an associative network model of memory has informed a variety of research avenues, but several areas of inquiry remain underdeveloped. Specifically, many researchers rely on an associative network model of memory without questioning the assumptions and implications of the model. Doing so might further inform our understanding of information processing in the political arena. Further, voters are continuously flooded with political and non-political information; thus, exploring the role that the larger information environment can play in information processing is likely to be a fruitful path for future inquiry. Finally, little attention has been devoted to the various ways a digital information environment alters the way citizens process political information. In particular, the instantaneous and social nature of digital information may short-circuit information processing.
Attitudes Toward Homosexuality and LGBT People: Causal Attributions for Sexual Orientation
Social scientists have debated whether belief in a biological basis for sexual orientation engenders more positive attitudes toward gay men and lesbians. Belief in the biological theory has often been observed to be correlated with pro-lesbian/gay attitudes, and this gives some “weak” support for the hypothesis. There is far less “strong” evidence that biological beliefs have caused a noteworthy shift in heterosexist attitudes, or that they hold any essential promise of so doing. One reason for this divergence between the weak and strong hypothesis is that beliefs about causality are influenced by attitudes and group identities. Consequently beliefs about a biological basis of sexual orientation have identity-expressive functions over and above their strictly logical causal implications about nature/nurture issues. Four other factors explain why the biological argument of the 1990s was an intuitively appealing as a pro-gay tool, although there is no strong evidence that it had a very substantive impact in making public opinion in the USA more pro-gay. These factors are that the biological argument (a) implied that sexuality is a discrete social category grounded in fundamental differences between people, (b) implied that sexual orientation categories are historically and culturally invariant, (c) implied that gender roles and stereotypes have a biological basis, and (d) framed homosexual development, not heterosexual development, as needing explanation. Understanding this literature is important and relevant for conceptualizing the relationship between biological attributions and social attitudes in domains beyond sexual orientations, such as in the more recent research on reducing transphobia and essentialist beliefs about gender.
Attitudes Toward LGB Families: International Policies and LGB Family Planning

According to recent U.S. census data, there are over 700,000 same-gender couples, of which 114,00 have children. U.K. census data further revealed over 200,000 same-gender parented families, and there is evidence that these numbers have been increasing in the last few decades. Between the late 1980s and early 1990s, research on the psychosocial well-being of LGB families was established with a focus on the potential impact of parents’ sexual orientation on the psychological adjustment of their children. Interest in LGB families was evidenced by the growing political and public attention, and became a central issue within the LGBT+ movement across the Western world, especially in Europe and the United States. However, attitudes toward LGB family policies have not evolved in a linear fashion insofar as they have accompanied the constant back and forth in LGB family policies and legislation. Negative attitudes toward LGB family policies are rooted in the negative evaluations of LGB individuals based on beliefs that LGB people are less fit as parents or unable to form and sustain healthy relationships because of their sexual or gender identity. However, these negative beliefs differ according to heterosexual individuals’ characteristics. Research has shown that men, older, less educated, non-White, politically conservative, highly religious, and authoritarian, as well as those who believe that homosexuality is controllable, strictly adhere to traditional gender roles and authorities, and do not have frequent or close contact with LGB individuals, hold higher levels of sexual prejudice toward LGB individuals and LGB family policies. As of January 2020, same-gender marriage and parenthood are recognized in around 30 countries worldwide, although some countries recognize some forms of same-gender unions, but not marriage, whereas others recognize the right of LGB individuals to have children but not to marry. LGB family policies have progressed mostly through two different pathways: (a) the judicial pathway, which has involved litigation and court rulings on specific matters related to same-gender relationships and parenthood and which was undertaken in the United States, and (b) the legislative pathway, which has relied on political discussion and policy initiatives and was undertaken in the Iberian Peninsula (Portugal and Spain). The different pathways to equality in LGB family policies have different impacts for LGB individuals. In particular, the constant negative messages regarding same-gender couples as being unable to have healthy relationships have been shown to contribute to chronic minority stress and psychological distress among LGB individuals. By contrast, the legalization of same-gender marriage and parenthood provide important benefits and protections for LGB families in addition to promoting their well-being. Examining the evolution of attitudes and legislation regarding LGB family policies is important to inform further initiatives aimed at correcting inequalities for LGB families.
Attitudes Toward LGBT+ People and Policies: Political Tolerance and Egalitarianism
Political tolerance and commitment to egalitarianism have long been examined as possible contributors to attitudes toward LGBT+ people and policies. Since the 1970s, American attitudes toward LGBT+ issues have changed drastically. During this period, public policy and measures of public opinion toward LGBT+ rights have focused on a variety of areas, such as nondiscrimination laws, gay military service, and family matters such as adoption and marriage. Interestingly, although support for equality has remained the same in the United States, individuals have become rapidly more supportive of LGBT+ people securing equal rights in a variety of domains. There are three primary reasons for this shift: elite messaging, attributions of homosexuality, and contact with members of the LGBT+ community, both direct and indirect. These factors have led to an environment in which the value of equality is more readily applied to LGBT+ issues, therefore increasing support for these rights over time. Elite messaging has played a key role in this shift. Across LGBT+ issues, equality frames are often countered with moral traditionalism, thus leading to an increased propensity for individuals to associate LGBT+ issues with these values. The effectiveness of equality frames has been bolstered by the growing belief that homosexuality is a fixed rather than chosen trait, which yields a greater reliance upon egalitarianism when evaluating LGBT+-related issues. At the same time, both direct and indirect contact with the LGBT+ community increased following the Stonewall Riots of 1969. Americans were first introduced to gay characters on television in the 1970s. LG characters gained more prominent roles throughout the 1990s on shows such as The Real World and Will and Grace. Following Stonewall, LGBT+ activist organizations also advocated that members of the community “come out of the closet” and reveal their sexual orientation to the people in their lives. Thus, the chances of Americans knowing—or at least feeling like they knew—an LGBT+ person increased. Consistent with Allport’s Contact Theory (1954) and Zajonc’s work on “mere exposure effects” (1968), affect toward LGBT+ individuals has generally grown more positive with greater interaction and familiarity. These various factors interacted with underlying predispositions to drastically move public opinion in favor of greater equality for LGBT+ people.
Attitudes Toward LGBT People and Rights in Africa

Capturing the nuanced attitudes toward LGBT (lesbian, gay, bisexual, transgender) people and rights in Africa involves examining them from within and outside the African context. Constructions of the entire African continent as holding negative attitudes toward LGBT peoples and denying them any rights remain quite commonplace across the Global North. However, closer analysis of specific nation-states and regions complicates our understanding of LGBT people and rights in Africa. Advances in the global study of LGBT attitudes through tools such as the Global LGBTI Inclusion Index and the Global Acceptance Index survey African peoples’ beliefs about LGBT communities. These measures locate African attitudes about LGBT peoples within a comparative context to decenter assumptions and many inaccurate, often colonialist, constructions. Attitudinal measures also expose the gap between legislation securing formal rights and the beliefs driving peoples’ everyday practices. These measures further specify how African governments can, often in response to Western political and economic forces, leverage homophobia on a national level to serve their interests despite a misalignment with the population’s attitudes toward LGBT peoples. Nongovernmental organizations and advocates raise awareness about LGBT rights and issues to impact socialization processes that shape these attitudes to generate political, social, and economic change. A rights-based approach and research on attitudes emerging from the African context represent shifts critical to better understanding how LGBT peoples and rights can be more effectively advanced across the continent.
Attitudes Toward Women and the Influence of Gender on Political Decision Making
There is a great deal of research, spanning social psychology, sociology, and political science, on politically relevant attitudes toward women and the influence of gender on individual’s political decision making. First, there are several measures of attitudes toward women, including measures of sexism and gender role attitudes, such as the Attitudes Toward Women Scale, the Old-Fashioned Sexism Scale, the Modern Sexism Scale, and the Ambivalent Sexism Inventory. There are advantages and disadvantages of these existing measures. Moreover, there are important correlates and consequences of these attitudes. Correlates include education level and the labor force participation of one’s mother or spouse. The consequences of sexist and non-egalitarian gender role attitudes include negative evaluations of female candidates for political office and lower levels of gender equality at the state level. Understanding the sources and effects of attitudes toward women is relevant to public policy and electoral scholars. Second, gender appears to have a strong effect on shaping men’s and women’s attitudes and political decisions. Gender differences in public opinion consistently arise across several issue areas, and there are consistent gender differences in vote choice and party identification. Various issues produce gender gaps, including the domestic and international use of force, compassion issues such as social welfare spending, equal rights, and government spending more broadly. Women are consistently more liberal on all of these policies. On average, women are more likely than men to vote for a Democratic Party candidate and identify as a Democrat. There is also a great deal of research investigating various origins of these gender differences. Comprehending when and why gender differences in political decision making emerge is important to policymakers, politicians, the political parties, and scholars.
Automaticity in Political Decision Making

Rather than being a slow, deliberative, and fully conscious process, political thinking is steeped in automaticity: that is, it is fast, relatively effortless, and often unconscious. Political and social psychologists have made great strides in measuring different components of this automaticity while pinpointing its influence on different types of citizens under a variety of social and political circumstances. There are manifold ways through which automaticity seeps into political cognition by focusing on various important domains of political decision-making, including intergroup relations, identity and information processing, and candidate evaluation. Multiple research frontiers in political science exist where automaticity can help break new conceptual and theoretical ground as it relates to people’s thinking, judgment, and evaluation of politics.
The Availability Heuristic, Political Leaders, and Decision Making
The cognitive and emotional mechanics of the human brain have profound effects on when and what people and political leaders learn, and this can have significant effects on their causal beliefs, preferences, and policies. The existence of the availability heuristic and its biasing effects on political judgment is one of the most robust findings from decades of research in cognitive psychology. The core mechanism involves people being more likely to learn from the phenomena that are most easily recalled by memory, which tend to be dramatic and vivid events, rather than other, often more normatively probative sources. Most applications of this insight to foreign policy decision-making also tend to assume that an actor’s personal experiences will impact what tends to be more or less easily recalled and thus better predict who learns which lesson from which event. This heuristic enables leaders to deal with the vast amount of extant information but also can cause systematic biases in causal inference. Documenting the availability heuristic and its effects on political decision-making requires (usually archival) data on leaders beliefs’ over long periods of time, from their formative political lessons through decisions and nondecisions when in power, in order to reliably clarify which lessons were in fact learned, when and why a leader learned which lesson from what data point, why that data point happened to be cognitively available, and whether these lessons influenced policy. Ideally, studies should also assess these leaders’ associates where possible to determine whether they learned similar lessons from the same events. Studies can also apply statistical analysis to larger populations of leaders who are likely to have found different events cognitively available. This article focusses on decisions in the realm of foreign policy and international security, although availability certainly plays a role in other domains as well. Decades of scholarship have now shown the relevance of the availability heuristic in U.S., Soviet, Indian, Chinese, and Pakistani grand strategy and foreign policy, approaches to nuclear weapons, and extant alliances and threat perceptions. But much work remains to be done in these cases and elsewhere, as well as in other fields like international political economy and comparative politics.
Behavioral Analysis in the Study of Politics: The Conflict Laboratory

Behavioral economics is an interdisciplinary field of inquiry that incorporates insights from psychology to enrich standard economic models that assume perfectly rational individuals. Empirical research in behavioral economics typically employs incentivized experiments that use economic games with real money on the line. In these experiments, subjects are awarded financial payoffs based on the decisions they make (either individually or as part of a group) in an institutional context designed by the researcher. Behavioral economics is well suited for political science because behavioral economics is interdisciplinary by nature and political science is not bound by any particular research paradigm. At the same time, the method is still novel to many political scientists despite many years of its use to study political topics in a variety of research areas. What unites the application of the method to these areas is the explicit consideration of conflict. For instance, scholars have uncovered social conflict between groups (e.g., voter polarization in the United States) using behavioral games as measures, or they have designed experiments around elections to test theories of candidate and voter behavior. Because of the clear financial incentives, economic experiments are especially useful for studying people’s actual preferences in areas such as redistribution as opposed to their stated preferences. Finally, the method can be used to design institutions that will help overcome conflict over scarce resources. In sum, the strengths of behavioral economics include: (a) the ability to vary institutional contexts; (b) clear incentives that ensure valid measures of preferences; (c) direct measures of behaviors instead of stated intentions which could be confounded by outside pressures such as social desirability.
Behavioral Decision Theory
Behavioral decision theory is a descriptive psychological theory of human judgment, decision making, and behavior that can be applied to political science. Behavioral decision theory is closely related to behavioral economics and behavioral finance. Behavioral economics is an attempt to understand actual human economic behavior, and behavioral finance studies human behavior in financial markets. Research on people’s decision making represents an important part of these fields, in which various aspects overlap with the scope of behavioral decision theory. Behavioral decision theory focuses on the decision-making phenomena that are broadly divisible into those under certainty, those under risk, and others under uncertainty that includes ambiguity and ignorance. What are the theoretical frameworks that could be used to explain the decision-making phenomenon? Although numerous theories related to decision making have been developed, they are, in essence, often broadly divided into two types: normative theory and descriptive theory. The former is intended to support rational decision making. The latter describes how people actually make decisions. Both normative and descriptive theories reflect the nature of actual human decision making to a degree. Even descriptive theory seeks a certain level of rationality in actual human decision making. Consequently, the two are mutually indistinguishable. Nonetheless, a major example of normative theory is regarded as the system of utility theory that is widely used in economics. A salient example of descriptive theory is behavioral decision theory. Utility theory has numerous variations, such as linear and nonlinear utility theories. Most theories have established axioms and mathematically developed principles. In contrast, behavioral decision theory covers a considerably wide range of variations of theoretical expressions, including theories that have been developed mathematically (such as prospect theory) and those expressed only with natural language (such as multiattribute decision-making process models). Behavioral decision theory has integrated the implications of the normative theory, descriptive theory, and prescriptive theory that help people to make better decisions.
