In the European Union (EU), there are two consultative committees, the European Economic and Social Committee (EESC) and the Committee of the Regions (CoR). Both, the EESC and the CoR are involved in EU decision-making but lack formal competencies to influence European secondary law directly. Instead of having votes or veto rights concerning EU directives or regulations, the two consultative committees provide recommendations to the European Parliament and the Council of Ministers. In addition to providing advice to the two EU legislative chambers, the two consultative committees can also approach the European Commission and give input into the drafting of EU policies at the very early stage.

Crises and disasters come in many shapes and sizes. They range from global pandemics and global financial crises to tsunamis, hurricanes, volcanic ash clouds, bushfires, terrorist attacks, critical infrastructure failures and food contamination episodes. Threats may be locally isolated such as an explosion at a local fireworks factory, or they may cascade across multiple countries and sectors, such as pandemics. No country is immune from the challenge of managing extraordinary threats, and doing so out of their comfort zone of routine policy making. The crisis management challenge involves managing threats ‘on the ground’, as well as the political fallout and societal fears.
Populist and journalistic commentary frequently labels crisis management initiatives as having either succeeded or failed. The realities are much more complex. Evaluators confront numerous methodological challenges. These include the careful consideration of multiple and often competing outcomes, differing perceptions, issues of success for whom, and gray areas stemming from shortfalls and lack of evidence, as well as variations over time. Despite such complexity, some key themes appear continually across evaluations, from internal reviews to royal commissions and accident inquiries. These pertain to the ways in which evaluations can be shaped heavily or lightly by political agendas, the degree to which evaluating organizations are able to open up, the degree to which gray areas and shortfalls are stumbling blocks in producing findings, and the challenge of producing coherent investigative narratives when many storylines are possible. Ultimately, evaluating crisis initiatives is “political” in nature because it seeks to provide authoritative evaluations that reconcile multiple views, from experts and lawyers to victims and their families.

Going public is the preeminent governing strategy of modern presidents. When presidents go public, they attempt to influence the decisions, actions, and opinions of others through speechmaking and other public engagement. Although some scholars of the rhetorical presidency show how presidents have used speeches to govern since the dawn of American democracy, the bulk of scholarship centers on the modern presidency, as both advances in communications technologies and changes in federal policymaking institutions spurred presidents to go public.
Going public as a leadership strategy involves a variety of presidential speeches designed to reach a range of institutions and actors. Strategies include going local, speaking on national television, or saturating news coverage by sustaining attention to a top priority. The president’s target audience can be Congress, the public, news media, or bureaucracy. Presidents have had some success going public, although the ways in which presidents have been successful vary by strategy and target audience.
Going public is more than just presidential leadership of others. It is also about what incentivizes the president’s efforts to use speeches to govern in the first place. Thus, a second focus of research on going public is what explains speechmaking and the tendency of presidents to respond to those institutions and actors that they also attempt to lead. The majority of existing research centers on presidential leadership of, and responsiveness to, mass public opinion, but the emergence of a more polarized public may influence why presidents go public and may change what political scientists conclude concerning going public and presidential leadership in a more polarized political age.

Political scientists use the concept of legitimacy to assess the rightfulness of political rule. Their research can approach legitimacy from two perspectives: When taking a normative approach, political scientists develop and justify their own evaluation of the rightfulness of political arrangements. When taking an empirical approach, they study how other people—such as political elites or citizens—evaluate the rightfulness of political rule.
Both approaches have been used in research on the European Union. Scholarly discussions that approach the EU’s legitimacy from a normative perspective revolve around the question of which standards of rightfulness are appropriate for the EU. These depend largely on how the EU polity is conceptualized: as a technocratic regulatory agency, an intergovernmental organization, a federation, a demoi-cracy, or a system of multilevel governance. Since the EU is hybrid polity that possesses elements of each of these models, and is therefore difficult to classify, no consensus has emerged in this debate.
Scholarship that approaches the EU’s legitimacy as an empirical phenomenon examines political attitudes and discourses in European society, asking whether, and why, societal actors treat the EU as legitimate. A diverse set of research methods—including public opinion surveys, content analysis of different kinds of texts, and qualitative interviews with citizens—have been applied to shed light on this question. While this research has not provided clear evidence of a “legitimacy crisis” of the EU, it does show that many Europeans relate to the EU with a sense of diffuse unease and skepticism, in part because they find it opaque and difficult to understand.

Recently, the number of studies examining whether media coverage has an effect on the political agenda has been growing strongly. Most studies found that preceding media coverage does exert an effect on the subsequent attention for issues by political actors. These effects are contingent, though, they depend on the type of issue and the type of political actor one is dealing with. Most extant work has drawn on aggregate time-series designs, and the field is as good as fully non-comparative.
To further develop our knowledge about how and why the mass media exert influence on the political agenda, three ways forward are suggested. First, we need better theory about why political actors would adopt media issues and start devoting attention to them. The core of such a theory should be the notion of the applicability of information encapsulated in the media coverage to the goals and the task at hand of the political actors. Media information has a number of features that make it very attractive for political actors to use—it is often negative, for instance. Second, we plead for a disaggregation of the level of analysis from the institutional level (e.g., parliament) or the collective actor level (e.g., party) to the individual level (e.g., members of parliament). Since individuals process media information, and since the goals and tasks of individuals that trigger the applicability mechanism are diverse, the best way to move forward is to tackle the agenda setting puzzle at the individual level. This implies surveying individual elites or, even better, implementing experimental designs to individual elite actors. Third, the field is in dire need of comparative work comparing how political actors respond to media coverage across countries or political systems.

The politics of crisis terminology is rarely examined directly. Crisis is an “umbrella,” under which resides a multitude of terms such as accidents, emergencies, fiascos, disasters, and catastrophes, as well as variations such as natural disasters, transboundary crises, and mega-crises. Yet the sheer diversity and frequent ambiguity among terms reflects the “politics” of how societies and political actors seek to cope with and address extreme events, which often pose a mixture of threat and opportunity. Central to an understanding is how (a) different terms are means of framing issues such as the scale and causes of the crisis, (b) crisis terms are part of governing strategies, and (c) nongovernmental actors (opposition parties, media, lobby groups, social movements, and citizens) can seek to influence government. A pivotal point in developing an understanding of crisis terminology is that rather bemoaning the lack of singular meanings for crisis and associated terms, or criticizing actors for “abuse” of the terms, one should recognize and accept that complex and contested crisis language and definitions are in themselves manifestations of politics in political societies.

Smaller European Union member states face size-related challenges in the EU multilevel system, such as weighted voting in day-to-day policymaking in which EU secondary law is produced or high workloads and fewer resources during intergovernmental conferences (IGC) to set EU primary law. Coping with these challenges is paramount to smaller states’ success. Thus, they can use different strategies, most notably selective engagement and negotiation strategies that do not require much material power, such as persuasion, framing, and coalition-building, as well as the Council Presidency as a window of opportunity to influence the agenda. Applying these strategies allows small states to punch above their weight. Yet, doing so is easier the longer states have been members of the EU. Older, smaller states have more extensive networks, more insights about past policies, and in-depth knowledge on best practices that help them in effectively navigating day-to-day EU negotiations as well as IGCs.

Typologies are a central tool of comparative analysis in the social sciences. Typologies function to identify common patterns in the relationships among elements of a media system and wider social system, and to generate research questions about why particular patterns occur in particular systems, why particular cases may deviate from common patterns, and what the consequences of these patterns may be. They are important for specifying the context within which particular processes operate, and therefore for identifying possible system-level causes, for specifying the scope of applicability of particular theories and for assessing the validity of measurements across systems. Typologies of media systems date to the publication of Four Theories of the Press, which proposed a typology of authoritarian, libertarian, social responsibility, and Soviet Communist media systems. Hallin and Mancini’s typology of media systems in Western Europe and North America has influenced recent work in comparative analysis of media systems. Hallin and Mancini proposed three models differentiated on the basis of four clusters of variables: the development of media markets; the degree and forms of political parallelism; journalistic professionalism; and the role of the state. Much recent research has been devoted to operationalizing these dimensions of comparison, and a number of revisions of Hallin and Mancini’s model and proposals for alternative approaches have been proposed. Researchers have also begun efforts to develop typologies including media systems outside of Western Europe and North America.
