Contemporary administrative systems are shaped in part by their past and by the conceptions of good administration that are embedded in administrative culture. Administrative traditions shape contemporary administration in Europe and have been heavily influenced by European models. Administrative tradition means an historically based set of values, structures, and relationships with other institutions that define the nature of appropriate public administration. Seven dimensions can be used to both define these traditions and categorize public administration into four groups of nations. This explanation is similar to cultural explanations, but it includes the influence of structures as well as ideas. While the model of traditions developed is based largely on European and North American experiences, it can also be applied to a much broader range of administrative systems.

Burundi: Assessing Military Institutional Reforms Post-Arusha

Military politics have been entangled with the trajectory of Burundian public institutions, experiences of violence, and the army formation. From 1994 to 2009, the peace process brought together different political parties, security forces, and rebel groups to negotiate ceasefires and major institutional reforms. Adopted in 2000, the Arusha Peace and Reconciliation Agreement contained some of the most ambitious and sophisticated security reforms. While most literature emphasizes mostly on the Arusha Peace Agreement, 22 agreements were signed by different sets of parties, including political parties and rebel groups during these 15 years of peace meditation. The Arusha Peace Agreement provides for complex security arrangements: (a) a strictly defined role, structure, and mandate of the army and other security forces; (b) sophisticated power-sharing arrangements for both leadership and composition of the army and other security forces; (c) demobilization, disarmament, integration, and training of armed forces; (d) transformation of armed groups into political parties; and (e) ceasefires. The peace talks integrated various armed political groups into Burundian institutions.
Responding to four decades of violence and military dictatorship, these reforms of the military and other security forces aimed to disentangle the military from politics. Initially contested, the agreements shaped the reading of the historical contexts that justified these institutional military reforms. Indeed, provisions of these agreements also framed a narrative about violence and imposed fixed interpretations of political mobilization of violence. These imposed interpretations neglected key elements that enabled and, continue to enable, the political use of violence as well as the emergence of new forms of military politics. The main institutional approach adopted to tackle issues of inclusion and to correct imbalances in armed forces was the introduction of power-sharing arrangements based on ethnic dimensions. The formulation and further implementation of ethnic quotas reinforced the binary elements of ethnic identities, rather than promote a more fluid understanding that would appreciate intersecting elements, such as gender, political affiliation, and class and regional dimensions in the undertaking of power, alliance, and relations between executive and military institutions. Security reforms continue to affect the functioning of public institutions, with limited effects for disentangling politics and military.

Cohesion Policy and European Union Politics

Cohesion policy is one of the longest-standing features of the European construction; its roots have been traced as far back as the Treaty of Rome. Over time, it has become one of the most politically salient and sizable policies of the European Union, absorbing approximately one-third of the EU budget. Given its principles and “shared management” approach, it mobilizes many different actors at multiple territorial scales, and by promoting “territorial cooperation” it has encouraged public authorities to work together, thus overcoming national borders. Furthermore, cohesion policy is commonly considered the most significant expression of solidarity between member states and the most tangible way in which EU citizens “experience” the European Union.
While retaining its overarching mission of supporting lagging regions and encouraging the harmonious development of the Union, cohesion policy has steadily evolved and adapted in response to new internal and external challenges, such as those generated by subsequent rounds of enlargement, globalization, and shifting political preferences regarding what the EU should be about. Just as the policy has evolved over time in terms of its shape and priorities, so have the theoretical understandings of economic development that underpin its logic, the nature of intergovernmental relations, and the geographical and administrative space(s) within which the EU polity operates. For example, whereas overcoming the physical barriers to economic development were the initial targets in the 1960s and 1970s, and redesigning manufacturing clusters were those of the 1980s and 1990s, fostering advanced knowledge and technological progress became the focus of cohesion policy in the new century. At the same time, cohesion policy also inspired or even became a testing ground for new theories, such as multilevel governance, Europeanization, or smart specialization. Given its redistributive nature, debates have proliferated around its impact, added value, and administrative cost, as well as the institutional characteristics that it requires to function. These deliberations have, in turn, informed the policy in its periodic transformations.
Political factors have also played a key role in shaping the evolution of the policy. Each reform has been closely linked to the debates on the European budget, where the net positions of member states have tended to dominate the agenda. An outcome of this process has been the progressive alignment with wider strategic goals beyond cohesion and convergence and the strengthening of linkages with the European Semester. However, some argue that policymakers have failed to properly consider the perverse effects of austerity on regional disparities. These unresolved tensions are particularly significant in a context denoted by a rise of populist and nativist movements, increasing social discontent, and strengthening Euroskepticism. As highlighted by research on its communication, cohesion policy may well be the answer for winning back the hearts and minds of European citizens. Whether and how this may be achieved will likely be the focus of research in the years ahead.

Communist State Administrative Structures

Communist models of state administration constitute a type or “family” whose core logic and design differ fundamentally from Western standards of rule-bound, impartial, and transparent administration, at arm’s length from political control.
The most significant feature of communist-type administration is the Communist Party’s aspiration to merge politics and administration in all spheres of society. The so-called nomenclature system of cadre appointment ensures that politically reliable administrators occupy the influential positions within state and local administration, the military and security sector, state-owned enterprises, associations, media, cultural life—and the Communist Party organization itself. The central nomenclature system branches out into new pyramids at lower levels, where local managers appoint cadre. The linchpin of this system is the personnel dossier, which collects the individual administrator’s political and professional evaluations and follows the individual throughout their career.
A second distinguishing feature of communist administrative structures is their web-shaped complexity. Under the principle of democratic centralism, communist administration is shaped like a sheaf of hierarchical strings of command, which are all controlled from the center and monitor and influence each other. At each level, hierarchical steering takes precedence, but horizontal controls are encompassing. Administrative managers—including regional and local governors, company directors, media heads, and university chancellors—are appointed by and under their superiors’ command. Simultaneously, they are under supervision by regional and internal Communist Party organizations.
A third key feature of the communist administrative model is the practice of wide-ranging secrecy. In communist administration, vital rules, decrees, and instructions can be secret, for the eyes of security-screened cadre only. For example, throughout history, the structure of nomenclature systems has been kept secret. Little is known about how they function. An important exception is the former East Germany, where historical research on many aspects of communist administration has made singular progress based on the archives, which were opened for research after democratization in 1989–1990.

Constitutions and the Rule of Law in Asia

In the modern world, formal constitutions are ubiquitous as the legal foundation of the state, standing at the apex of the legal order. As they emerged in a North Atlantic context, constitutional law and the ideal of constitutionalism came to be associated with a liberal model of government in which the state, composed of its leaders and public officials, was limited by law. This model of a constrained government became encapsulated in the ideal of “rule of law”—distinguishing between autocratic systems that were ruled by “men,” on the one hand, and systems in which political leaders were constrained by law, on the other hand. In this model, the courts typically play a critical institutional role in keeping state power within constitutional boundaries. Although this “liberal” model of constitutionalism and the rule of law continue to dominate legal and political thought, the proliferation of postcolonial legal and political regimes, and competing understandings of government and the role of the state, have challenged the dominant liberal understanding of constitutions and the rule of law. Many of these challenges come from Asia, which encompasses a stunning variety of political regimes that shape the environment in which constitutionalism and the ideal of the rule of law acquire meaning. This makes Asia an ideal site from which to explore the contested notions of constitutions, constitutionalism, and the rule of law as powerful explanatory tools and, in some cases, important normative correctives to the liberal model.

Corruption in African Politics

Survey evidence indicates that political corruption is more prevalent in Africa than in any other global region, though there is also evidence of considerable variation between countries in degrees of corruption and where it is most likely to be located. Traditional explanations for the frequency of corrupt political behavior emphasized the effects of conflicting values that were a consequence of the imposition of modern forms of bureaucratic government upon societies in which authority rested upon personalized relationships. Contemporary African corruption’s historic roots and its variation across the continent may be the effect of the disjuncture or “incongruency” between colonial and successor postcolonial states and the precolonial political settings upon which they were imposed. Modern neo-patrimonialism is a coping response by rulers and citizens to conditions fostered by economic scarcity and institutional incapacity. Since the 1990s, democratization and liberalization have supplied fresh incentives and opportunities for venal politicians and officials. And even among Africa’s more capable and resourceful states, the institutional fluidity generated by democratic transition and economic reform has opened up possibilities of systematically organized state capture. Consequences of corruption certainly further impoverish poor people, and it is likely that corruption also limits economic growth and distorts government efforts to promote development. It is arguable that in the past, corruption may have helped to facilitate political stability but this is less likely in 2018, as evidence emerges of its corrosive effects on public trust in institutions. African anti-corruption efforts are constrained by the extent to which political power is exercised through patronage but there are instances of successful action, sometimes the byproduct of factional struggles within the political elite. As of 2018, there is no clear evidence of trends in success or failure in the work of African anti-corruption agencies.

Costa Rica’s Historical Development and New Age of Progress

Costa Rica has historically faced many of the same challenges as its Central American neighbors, but to a less dramatic extent. This has put the country on a unique path of political and economic development. Even today, it outperforms its neighbors, often including its more developed neighbors, like the United States, in essential measurements of human development, happiness, lack of corruption, and economics. Many Costa Rican scholars have concluded that the nation benefitted from its time as a colonial outcast and from a lack of exploitable resources like gold and silver. The common misbelief that Costa Rica was settled without the destruction of natives, that the country gained a peaceful independence, and that it somehow avoided all the pitfalls of Latin American development is now met with resistance, and a better understanding of Costa Rican history has emerged. Although Costa Rican development has not been without its complications, issues, and bloody epochs, it has been far less extreme and far more open to change, democracy, and progress. Costa Rica was able to gain a semi-peaceful independence, form a strong republic, and endure the “lost decade” better than many other countries in the region. Since 2008, this tiny country has progressed rapidly. It joined CAFTA-DR, elected its first female president, ended 70 years of two-party dominance, survived national-level scandal, legalized gay marriage, and elected a progressive leftist president in 2018 despite a global shift to the right for political leaders. Yet along with progress comes continued struggles. Costa Rica faces new challenges in the 21st century. In the new millennium, it confronts issues of social injustice, rising crime rates, economic dependency on international monetary institutions, corruption, and human rights, to name a few.

Denmark and the European Union

Denmark’s relationship with the European Union (EU) takes its point of departure in the Danish self-perception of being a minor power with a superior societal model. This calls for both adaptation to the power realities of the European political space and resistance against infringements of the Danish societal model, occasionally supplemented by attempts at actively influencing EU policy-making. Denmark’s general EU posture is reactive and defensive with a stronger focus on defending autonomy than influencing the future of the EU. It is pragmatic and functionalist, seeking primarily to utilize EU membership to secure the economic sustainability of the welfare state. Danish EU policy is increasingly characterized by dualism, navigating the integration dilemma in a way that allows for simultaneous protection against political integration and uploading of Danish interests to the EU level.

Development Policy and European Union Politics

Development cooperation is one of the traditional policy domains of the European Union (EU). Over the years it advanced from an instrument used in colonial times to one of modern partnership, although European self-interest remains a driving force. Jointly, the EU and its member states are the largest development donor in the world and also provide sizable market access and investment to developing countries. Their overall performance record has been assessed fairly positively by internal and external parties, although many possible improvements have been identified. The various enlargements of the EU traceably supported a widening of the geographic and substantive scope of EU development policies and practice. In addition, EU development cooperation was reinforced by the fact that it gradually received a firmer basis in the constituent EU treaties.
The “European Consensus on Development” document, as revised in 2017, laid out the main direction of and emphases in EU development cooperation until the year 2030. The European Consensus prescribed a rights-based approach, and squarely placed the United Nations “Agenda 2030” and the Sustainable Development Goals (SDGs) contained in it, as the main framework and objectives for EU development cooperation.
A wide range of actors is involved in EU development cooperation, in part because this is an area of shared competence among the EU member states that pursue their own national policies as well as those specified by the EU. Thus, EU actors such as the European Commission, Council, and Parliament feature in this policy field along with EU member states and individual or collective developing country actors. The most prominent example of this is the African, Caribbean, and Pacific (ACP) Group of States, which consists of 79 countries. Civil society organizations, including non-governmental development organizations, both from the North and the South, also seek to influence or otherwise engage with the policies and practices of EU development cooperation.
While EU development cooperation is an established policy field, it is also still very much a work in progress, and major challenges lay ahead for action in the period up to 2030, the year in which the SDGs are to be realized. These major challenges include funding, strengthening the EU’s political clout in the world by using development cooperation more strategically for forging and influencing global decision-making on relevant topics, renewing and innovating the relations between the EU and ACP countries, handling the consequences of Brexit, and improving on the delivery of EU development cooperation.

Diplomacy in Foreign Policy

Diplomacy’s role in foreign policy is hampered by multiple understandings of what diplomacy is and does. A broad definition of diplomacy holds that it encompasses more than the promotion of peaceful international relations. Instead, it applies to the sum of those relations—peaceful, hostile, and everything in between. Thus, foreign relations—so long as they involve the interests, direction, and actions of a sovereign power—may be regarded as being synonymous with diplomatic relations, whereby foreign policy relates to the theory and practice of setting diplomatic priorities; planning for contingencies; advancing strategic, operational, and tactical diplomatic aims; and adjusting those aims to domestic and foreign constraints. This conception of diplomacy is functional: it emphasizes the roles of diplomats and recognizes that many other people perform these roles besides official envoys; and it illustrates that diplomatic settings—and the means, methods, and tools of diplomacy—undergo continuous change. The basic mediating purpose of diplomacy, however, has endured, as has much of its institutional apparatus—embassies, ambassadors, treaties, and so on. This is likely to remain the case so long as there are multiple polities in the world, all having to relate to one another.

Foreign Policy Learning

An improved understanding of foreign policy learning necessitates a clarification of what foreign policy learning is, who learns, and how such learning occurs. Cognitive and social psychologists, sociologists, and political scientists situated in a variety of subfields have contributed to the understanding of foreign policy learning, a multidisciplinary area of inquiry. Learning theorists seek to show how a change in an actor’s beliefs due to experience or observation can lead to changes at other units, such as organizations and within the government. This cognitive dimension is important because actors may pursue a new course of action for politically expedient reasons rather than having genuinely “learned”—a distinction referred to as “complex” vs. “simple” learning.
Foreign policy learning can be internal or external. The former type of learning entails what individuals, governments, or organizations learn from their prior experience. Learning theorists who focus on the individual level of analysis borrow insights from political psychology in an effort to shed light on the personal characteristics, the belief structures, and the cognitive psychological mechanisms of political actors that can better inform policymaking. Leaders whose cognitive structures are described as relatively open and complex—like Soviet leader Mikhail Gorbachev, whose learning brought about the dramatic changes that ultimately led to the demise of the Soviet Union—are more likely to alter their beliefs than their cognitively closed and simple counterparts.
Yet external learning occurs as well. Policy diffusion studies show that learning can result from demonstration effects. Foreign policy learning via diffusion is not instrumental, but instead occurs through osmosis. Privatization in the former communist states, China’s Foreign Direct Investment liberalization, and the diffusion of environmental norms in the European Union are examples of learning that is contagious, not chosen. A more conscious mode of learning than diffusion is policy transfer, which entails policymakers’ transferring ideas from one country and implementing them in another. Technological innovations, unlike lessons that involve political ideology, are generally easier lessons to transfer—for example, Japan’s success in applying lessons from the West to modernize its army in the second half of the 19th century.
The constraints to foreign policy learning are formidable. Decision makers are not always open to reconsidering views that challenge their beliefs. Leaders tend to resort to, and misuse, analogies that prevent learning. Even a change in a decision maker’s beliefs may not lead to foreign policy change, given the myriad political pressures, bureaucratic hurdles, and economic realities that often get in the way of implementing new ideas. Indeed, foreign policy learning and foreign policy change are not synonymous.
Scholars face significant obstacles in studying foreign policy learning. There is no consensus on the definition of learning, on what constitutes learning, on how actors learn, when they learn, or on how to assess whether learning has taken place. Despite attempts to make sense of the confusion, scholars face the daunting challenge of improving understanding of how learning is shaped and funneled through the interaction of agents and the structures in which they are situated, as well as the relationship between learning and foreign policy change.

France: Civil-Military Relations in the Antiterrorist Frame

French civil–military relations are usually described as an example of subordination of the military command to political authorities. This subordination is the legacy of the mutual distrust inherited from the “events” in Algeria and, more specifically, the coups in Algiers in 1958 and 1961 that gave birth to the current Fifth Republic. With the end of the Cold War, civil–military relations have rebalanced to the benefit of general officers because of the increasingly technical nature of external interventions and the consolidation of interprofessional relations with diplomats and industrial networks, facilitating the return of some officers into decision-making circuits. After this functional reintegration, the antiterrorist framing, both outside of the country (Opération Serval in January 2013 in Mali) and within France’s borders (Opération Sentinelle , which followed the 2015 terrorist attacks in Paris), seems to recast the military as the forge of the national community. The evolution of the political uses of the military forces in France shows how ambivalent the antiterrorist resources are in the contemporary civil–military game.

Germany and the European Union

The Federal Republic of Germany (FRG) was a founder member of the European integration process, namely the European Coal and Steel Community (ECSC) created in 1952. However, the circumstances were very different from the 2010s. Germany was a divided and defeated state until 1990. Integration provided important political and economic support to West Germany. From the 1970s, it strengthened the FRG’s foreign policy reach, for the new state was constrained by Cold War politics as well as other legacies, notably the Holocaust. European integration provided a framework for building trust with western neighbors, particularly France. The collapse of the German Democratic Republic (GDR) in 1989 and its absorption into the FRG through unification in 1990 brought about significant change to Germany’s relationship to European integration. The unified Germany became the largest member state. Initial concerns about German power in Europe were allayed by Chancellor Helmut Kohl pursuing deeper integration to bind the unified Germany further to integration: through creating the European Union (EU) itself and setting a course toward monetary union. Specific concerns about German power only really emerged in the 2010s, as the EU was bedeviled by several crises.
In seeking to offer a comprehensive understanding of Germany’s relationship with the EU, coverage is organized around four broad themes: the historical dimension of the relationship; the substance of Germany’s European policy; the sources of Germany’s European policy; and Germany’s role and power in the EU.
The historical dimension of Germany’s relationship with European integration is important as a first theme. It is no exaggeration to suggest that European integration helped emancipate the FRG from the historical legacy of turbulent relations with France, Nazi tyranny, and the opprobrium of the Holocaust. European integration afforded a complementary framework for Germany’s political and economic order. The importance of embedding German unification in a context of European integration should not be underestimated.
Germany’s European policy has displayed considerable consistency up to the contemporary era. Support for further integration, for enlargement, the market order, and the development of an EU “civilian power” have been key components. These policies are important contributors to understanding Germany’s role in the EU: the second theme.
The political and economic system of the FRG forms an important backdrop to understanding Germany’s policy and role in the EU: the third theme. From the 1960s until the 2010s, EU membership was subject to cross-party consensus and permissive public support. These circumstances allowed the federal government autonomy in pursuing its European policy. However, the political climate of European policy has become much more contested in the 2010s.
Germany’s role was placed in the spotlight by the succession of crises that have emerged within the EU and in its neighborhood in the 2010s, particularly the eurozone and migration crises. The fourth theme explores how the question of German power re-emerged. These four themes are important to understanding Germany’s role in the EU, especially given Berlin’s centrality to its development.

The Great Lakes in Africa: Regional Politics and Dynamics

The study of politics in the African Great Lakes region is not exempt from the epistemological hardships that often accompany the study of Africa more broadly: dehistoricization and simplification, analogies with the West, a decontextualized miserabilism, and poverty porn. Internal political processes, often visible from a bottom-up perspective, allow us to understand sociopolitical transformation and the meanings that local citizens give to them. In the case of the Great Lakes region, it is a question of understanding the complexity of politics through an articulation of the historical heritage in the longue durée, the strategies adopted by the elites in power, and the national, regional, and international strategies that influence them. It is necessary to abandon an analogic, exotic, culturalist, or romantic point of view that represents a way of understanding African dynamics that still bears the legacy of colonialism. Such an improved framework calls for a rigorous analysis comparing different ideological visions and theories of realities with the reality on the ground in the Great Lakes region.

Historical Development of American Public Administration

The historical development of American public administration has evolved through four eras: clerks, civil service, administrative management, and under siege. During its early years government staffing was very sparse. A gradual thickening of the government workforce occurred during the 1800s, which was the era of clerks. Some were one-person agencies consisting of an elected official with administrative duties; others were patronage appointments by the candidate winning the presidency (or governor or mayor) rewarding supporters with jobs. After the Civil War, Union veterans increasingly populated nonpatronage positions.
The assassination of President Garfield in 1881 by a disappointed office seeker crystalized public dissatisfaction with patronage, whether in Washington or by corrupt urban political machines. In 1883, the U.S. Congress passed a bill to create a merit-based civil service system. This began a second era of American public administration, that of civil servants. The original law only covered about 10% of all federal employees, but it set the precedent for gradual expansion of an apolitical civil service. Presidents came and went, but expert civil servants were unaffected. The rise of civil service also necessitated having employees to oversee them. These apolitical and expert managers led to the new profession of public administration, a development that required not only qualified practitioners but also credentialed faculty to train them.
The 1932 election of Franklin Roosevelt as president triggered a third era, that of administrative management. This was a term used by FDR’s reorganization planning committee partly because it connoted a high-level focus on the president’s managerial needs. The concept encompassed both line and staff roles. Line officials ran bureaus and were accountable to the president. Staff functions, such as budgeting, HR, and planning facilitated effective management.
In the post-FDR decades, especially after the 1960s, there was a gradually growing backlash against his kind of public administration. This became the fourth era, of government employees under siege. The election of Ronald Reagan in 1980 epitomized it. Government was not the solution, he liked to say, government was the problem. Politicians now ran for office against government. Increasingly, the bureaucracy at all levels of government was viewed with hostility, an enemy needing to be controlled and reduced. Bureaucrats became the bad guys in America’s ongoing political narrative. After the election of President Donald Trump, a more ominous term came into use: the deep state. Supposedly, the bureaucracy now had a life of its own and could even destroy a president if it wanted to.
Presumably, a fifth era of American public administration will eventually succeed this age of hostility toward all things governmental. If American history tells us anything, the outlines and themes of the fifth era will likely be surprising and unexpected. Nonetheless, government in a democracy will always need some form of public administration. No matter its precise outline, future public administration will likely retain the core values that government cannot be run like a business, that government’s purpose is to promote the public interest, and that public administration cannot be perfect. Mistakes will always happen, but these can be learning experiences for improvement rather than excuses for increasingly dysfunctional bureaucratic behavior.

Honduras: All-Purpose Militarization

The Honduran military has a long history of established roles oriented toward both external defense and internal security and civic action. Since the end of military rule in 1982, the military has remained a key political, economic, and social actor. Politically, the military retains a constitutional mandate as guarantor of the political system and enforcer of electoral rules. Economically, its officers direct state enterprises and manage a massive pension fund obscured from public audit. Socially, the military takes on numerous civic action tasks—building infrastructure, conserving forests, providing healthcare, and policing crime—that make the state appear to be useful to its people and bring the military into direct contact with the public almost daily. As a result, the military has ranked high in public trust in comparison with other institutions of the state. Most significantly, the military has retained the role of arbiter in the Honduran political system. This became brutally clear in the coup of 2009 that removed the elected president, Manuel Zelaya. Although new rules enhancing civilian control of the military had been instituted during the 1990s, the military’s authority in politics was restored through the coup that ousted Zelaya. As no civilian politician can succeed without support for and from the military, the missions of the armed forces have expanded substantially so that the military is an “all-purpose” institution within a remarkably weak and increasingly corrupt state.

Iceland’s European policy is a puzzle. Iceland is deeply embedded in the European project despite its non-EU membership status. Iceland is a member of the European Free Trade Area (EFTA) (1970), the European Economic Area (EEA) (1994), and Schengen (2001). Moreover, Iceland applied for membership in the European Union (EU) in 2009. Nonetheless, the Icelandic political elite have been reluctant to partake in the European integration process. They have hesitated to take any moves toward closer engagement with Europe unless such a move is seen as necessary to deal with a crisis situation. Decisions to engage with the European project have not been made based on outright economic and political preferences. They have primarily been based on economic or political necessity at times when the country has faced a deep economic downturn or its close neighboring states have decided to take part in European integration. The country has essentially been forced to take part in the project in order to prevent crises from emerging or to cope with a current crisis situation. For instance, in 2009, Iceland unexpectedly applied for membership in the EU after the collapse of its economy nine months earlier. However, four years later, after a swift economic recovery and after Iceland having been “betrayed” by the EU in the so-called Ice-save dispute with the United Kingdom and the Netherlands, the accession process was put on hold. The EU was no longer seen as an economic and political savior. Iceland’s close relationships with its powerful neighboring states, the United States and the United Kingdom, have also had considerable influence on the country’s European policy. Iceland’s membership in the EFTA, the EEA, and Schengen was largely dictated by the Nordic states’ decisions to join the organizations and because of crisis situations their lack of membership would have meant for Iceland were it to be left out. Moreover, the decision by the United Kingdom to leave the Union has firmly frozen Iceland’s accession process and contributed to increased criticism of the transfer of autonomy from Reykjavik to Brussels that takes place with the EEA Agreement. Furthermore, many at the right of center in Icelandic politics do not see any security reasons for joining the EU, as Iceland’s defense is guaranteed by a bilateral defense treaty with the United States and membership in the North Atlantic Treaty Organization (NATO).
European debates about partial and full participation in the European project have led to harsh opposition in Althingi (the National Parliament), deep divisions in society at large, and public protests. Opposition has been driven by an overwhelming focus on sovereignty concerns. The political discourse on sovereignty and self-determination prevails except when the country is faced with a crisis situation. To prevent a crisis from emerging or to deal with a current crisis, Icelandic politicians reluctantly decide to take partial part in the European project. They are determined to keep autonomy over sectors of primary political importance, sectors that are close to the heart of the nation, those of agriculture and fisheries.

Inducements in Interstate Relations

What has the academic scholarship found to date on the role of inducements, external incentives, or punishments to change the behavior of states in the international system? To understand the role of inducements in international relations, it is imperative to explore the full package of options, often referred to as “carrots and sticks” that are available in foreign policy decision-making to best understand when and why certain inducements are successful and why some may be more so than others. There are two big debates of policy importance to note here: Can nuclear decision-making be influenced by external actors, such as the United States? And, second, which set of tools are most helpful to the state seeking to change the behavior of another: carrots, sticks, or some combination of both? Although both incentives and punishments are generally used to change behavior in interstate relations, there are unique policy levers in the nuclear arena that scholars have recently begun to explore. The literature on inducements directly impacts ongoing policy debates, which in turn ultimately highlights the need for more research on nuclear-specific inducements. This article offers the first in-depth, systematic analysis of these inducement options, starting with their general use and then focusing specifically on inducements in the nuclear proliferation arena.

LGBT Military Service Policies in the United States

For most of its history, the U.S. military has maintained a policy of exclusion toward lesbian, gay, bisexual, and transgender (LGBT) people serving in uniform. The justifications for these exclusions have included the view that being homosexual or transgender is a psychological disorder, that it undermines military morale and effectiveness, and a fear that LGBT people would be vulnerable to foreign espionage. Explicit policies banning consensual homosexual sex—and excluding from service those who engage in it—date to the period between World Wars I and II, but de facto efforts at exclusion have existed since the early days of the republic.
Regulations governing homosexuals in the military came under pressure in the 1970s and 1980s as societal views toward lesbian, gay, and bisexual (LGB) people changed, and those LGB service members discharged under the policy increasingly challenged their treatment in court. (Public pressure to change regulations governing transgender people in the military arose mostly in the 2000s, though litigation efforts date to the 1970s.) In addition to general shifts in public and legal opinion, the debate over LGB people serving in the U.S. military was affected by the experience of foreign militaries that allow LGB people to serve. United States law began to loosen formal restrictions on LBG people serving in uniform with the passage of “Don’t Ask, Don’t Tell” (DADT) in 1994, but it still required LGB people to serve in secret. Changing public perceptions of LGB people and problems implementing the ban galvanized support for eliminating such restrictions. In 2010, President Obama signed legislation repealing DADT and removing all restrictions on LGB people serving in the military. However, transgender people do not enjoy the same rights. The Trump administration has revised Obama-era rules on transgender service members to enable greater exclusion. The issue is being contested in the courts and appears ripe for further political and legal dispute.
