Power is a complex topic that is viewed in entirely different ways by different writers. Power can be seen as a property of agents, with some agents having more power than others. It can be seen as a property of social systems, where structures hold power. It can also be seen in terms of specific actions by people to coerce or dominate, or it can be regarded as a subliminal force that leads people to think and behave in one way rather than another. It can be analyzed descriptively to try to explain how it is distributed, and critically to argue for changing structures to provide a more egalitarian and fairer distribution. Power studies flourished in the great community power studies of the 1950s and 1960s. Some of these works suggested that democratic nations were controlled by powerful elites who ruled in their own interests; some that power was more widely distributed and elites could not simply rule for themselves; others that in capitalist societies, despite some counterexamples, elites generally ruled in favor of developers and capitalists. Later studies examined how people’s interests are defined in terms of the structural positions in which they find themselves, and how the very ways in which we think and express ourselves affect our individual powers.

Vibrant democracies are characterized by a continuous expansion of the available forms of participation. This expansion has confronted many researchers with the dilemma of using either a dated conceptualization of participation excluding many new modes of political action or stretching their concept to cover almost everything. Demarcation problems are especially evident for many newer, “creative,” “personalized,” and “individualized” modes of participation such as political consumption, street parties, or guerrilla gardening, which basically concern nonpolitical activities used for political purposes. Moreover, the use of Internet-based technologies for these activities (“connective action”) makes it almost impossible to recognize political participation at first sight. Because social, societal, and political developments in democratic societies have made the search for a single encompassing definition of political participation obsolete, an alternative approach is to integrate the core features of political participation in a conceptual map. Five modes cover the whole range of political participation systematically and efficiently, based on the locus (polity), targeting (government area or community problems), and circumstance (context or motivations) of these activities. While the rise of expressive modes of participation especially requires the inclusion of contextual information or the aims and goals of participants, attention is paid to the (dis)advantages of including these aspects as defining criteria for political participation. In this way, the map offers a comprehensive answer to the question “what is political participation” without excluding future participatory innovations that are the hallmark of a vibrant democracy.

Lesbian, gay, bisexual, transgender, and queer (LGBTQ) individuals have historically been considered non-religious. This disconnect has typically been due to the anti-LGBTQ stances that many religions have taken. However, as many Christian denominations begin to take more open and progressive stances on issues related to sexuality, gender, and identity, there are some in the LGBTQ community who desire and are able to reconcile their LGBTQ and religious identities. This is especially true for members of the LGBTQ community who grew up in Christian spaces. Prior research has explored LGBTQ participation in religious communities and has found that participation in these activities has positive implications for the well-being of the LGBTQ community. However, despite the growing number of Christian churches welcoming members of the LGBTQ community, the literature has not explored the implications for LGBTQ collective action and civic behavior within the context of progressive church communities. Participation in social justice work, whether in formal or informal ways, can offer individuals an altruistic outlet to become actively involved in causes impacting the world around them. This social justice work may include attending a justice-themed rally, volunteering for an organization promoting equality, or engaging in dialogue with others to promote a justice-themed cause. Social justice work like this can be a form of activism, which has been found to be an important stage of LGBTQ identity development. Prior research has found that higher levels of minority group identification are associated with a higher likelihood of participation in collective action and that higher levels of church attendance are associated with higher levels of civic participation. The church has historically been a space for social justice behavior and thus can connect LGBTQ individuals to a deeper passion for social justice and civic behavior. Members of the LGBTQ community are able to reconcile their LGBTQ and religious identities. And through the connection to a church, they can engage in collective action connected to LGBTQ-related and other issues (e.g., women’s rights, the environment, poverty, immigration, and housing).
Traditional leaders have a significant role in the social, political, and economic lives of citizens in countries throughout Africa. They are defined as local elites who derive legitimacy from custom, tradition, and spirituality. While their claims to authority are local, traditional leaders, or “chiefs,” are also integrated into the modern state in a variety of ways. The position of traditional leaders between state and local communities allows them to function as development intermediaries. They do so by influencing the distribution of national public goods and the representation of citizen demands to the state. Further, traditional leaders can impact development by coordinating local collective action, adjudicating conflicts, and overseeing land rights. In the role of development intermediaries, traditional leaders shape who benefits from different types of development outcomes within the local and national community. Identifying the positive and negative developmental impacts of traditional leaders requires attention to the different implications of their roles as lobbyists, local governments, political patrons, and land authorities.
Academic studies on the globalized dimension of African protests have complexified the understanding of “transnational social movements,” too often considered as the mechanical and adequate response to a newly globalized neoliberal economy. The long history of globalized protest in and about Africa, starting from the antislavery campaigns to the global justice movements, shows that these movements, often initiated outside the continent, have contributed to the “invention of Africa.” The notion of “extraversion” developed by Jean-François Bayart to explain African states’ relation to the outside world helps interrogating the material and symbolic asymmetrical relationships inside these networks but also the agency of African protesters in shaping their causes. Resources, legitimate knowledge, and audiences of protest are structurally located with Western actors, creating misunderstanding or conflicts in these globalized networks. But African activists do benefit from their internationalization, acting as a protection and a—sometimes contested—legitimation. Also, against the imposition of supposedly universal causes, African protesters have developed new concepts and narratives, especially on gender and sex rights, to assert an African way of framing these causes. Far from being completely constrained by Western agenda, funding, or audience, some local conflicts also benefit from often international ramifications born out of the development of transnational criminal economies. Lastly, reflections on the regional variations and the diffusion of protest inside the continent shows a differential density of international networks and the growing importance of social media in the globalization of protest.

Historically, the Catholic Church in Latin America has supported conservative interests. It legitimized Spanish colonial rule and sided with traditionalist elites following Latin American independence. However, beginning in the mid-20th century, some within the Church engaged with social causes, and a new progressive theology inspired many priests and bishops to advocate politically on behalf of the poor. The resultant movement helped topple dictatorships, facilitated transitions to democracy, and developed as a result of three factors. First, liberation theology emboldened clergy to support the political causes of the poor and created an ideological frame encouraging Catholic laity to organize for social change. Furthermore, competition from new Protestant religions provided Catholic leadership with an incentive to support secular political movements and created an opportunity for political engagement through the Catholic Church. Finally, decentralization within the Church encouraged Catholic adherents to engage and develop organizational capacities at the grass-roots. Taken together, scholarly explanations emphasizing framing, opportunity, and resource mobilization create a compelling account of the development of progressive Catholic activism. Less sustained theoretical attention has been given to assessing the dynamics of conservative Latin American Catholic advocacy. The Church consistently opposes abortion, divorce, the use of contraceptives, and gay marriage. Moreover, although the Catholic Church has enabled many women’s political movements, it suppresses efforts at liberalizing reproductive rights. Future research on Catholic advocacy in Latin America should identify additional pathways through which framing, opportunity, and resource mobilization influence conservative Catholic advocacy in the region. Additionally, the Church’s relationship with environmental issues is understudied. Finally, Latin America offers untapped potential to examine the complicated relationship between ethnicity, religion, and collective action.

Antimicrobial resistance (AMR) is a global health crisis estimated to be responsible for 700,000 yearly deaths worldwide. Since the World Health Assembly adopted a Global Action Plan on AMR in 2015, national governments in more than 120 countries have developed national action plans. Notwithstanding this progress, AMR still has limited political commitment, and existing global efforts may be too slow to counter its rise. The article presents five characteristics of the global AMR health crisis that complicate the translation from global attention to effective global initiatives. AMR is (a) a transboundary crisis that suffers from collective action problems, (b) a super wicked and creeping crisis, (c) the product of trying to solve other global threats, (d) suffering from lack of advocacy, and (e) producing distributional and ethical dilemmas. Applying these five different crisis lenses, the article reviews central global initiatives, including the Global Action Plan on AMR and the recommendations of the Interagency Coordination Group on AMR. It argues that the five crisis lenses offer useful entry points for social science analyses that further nuance the existing global governance debate of AMR as a global health crisis.

Rational choice theory builds from a very simple foundation. To wit: individuals are presumed to pursue goal-oriented behavior stemming from rational preferences. Rational choice theory benefits from the very precise formulations of its assumptions. Individual-level rationality is generally defined as having complete and transitive preferences. Both completeness and transitivity have precise, formal definitions. From complete and transitive preferences, one can develop utility function presentations reflecting those preferences. Utility functions have the advantage of establishing a measure and allowing one to assess attitudes toward risk. That is, utility functions can reflect risk acceptance, risk neutrality, or risk aversion. Although some rational choice theorists focus on individual-level decision making, most rational choice theorists consider the ways in which individuals’ decisions are aggregated into some sort of social outcome or social preference order. The aggregation of individuals’ preferences occurs in both social choice and game theoretic models. Arrow’s theorem is the best-known result in social choice theory. Arrow showed that the rationality of individuals’ preferences could not be readily preserved at the group level when those individuals’ preferences were aggregated. That is, individual-level rationality does not ensure group-level rationality. Put slightly differently, irrationality at the group level cannot impugn rationality at the individual level. Other examples highlighting the difficulty of aggregating individuals’ preferences into a collective outcome abound. For instance, game theoretic presentations of the collective action problem highlight how individually rational decisions can lead to suboptimal outcomes. Rational choice models have been used to model interactions in a wide array of political institutions. Rational choice models have been developed to tackle some of the most challenging concepts in the social sciences, even in areas long thought impenetrable to rational choice theorizing. For instance, concepts such as ideology or personal identification have typically been used as preestablished descriptors. In contrast to treating those concepts as extant descriptors, rational choice theorists have modeled the endogenous development of ideologies and personal identification. Given the complexity of social phenomena, the relative parsimony and the clarity of rational choice models can be particularly helpful. The usefulness of rational choice models stems from their parsimony and their applicability to a wide range of settings.
