Numerous empirical works document that discrete emotions have substantive and differential effects on politically motivated processes and outcomes. Scholars have increasingly adopted a discrete-emotions approach across various political contexts. There are different theoretical paths for studying discrete emotions. Appraisal theories contend that cognition precedes emotion, where distinct cognitive appraisal tendencies elicit discrete emotional reactions associated with specific coping mechanisms. Affective Intelligence Theory, another dominant paradigm in the study of discrete emotions in politics, argues for affective primacy. Others are more concerned with the level of analysis issue than the emotion-cognition sequence. For instance, Intergroup Emotions Theory calls for differentiating between individual-level and group-based discrete emotions, asserting that the latter form is a stronger predictor of collective political actions. Scholars also need to consider which methodological strategies they should employ to deal with a range of issues that the study of discrete emotions brings about. For instance, one issue is how to effectively induce a specific emotional state such as hope without also triggering other related yet discrete emotions such as enthusiasm in an experimental setting. Beyond these theoretical and methodological choices, there are various opportunities to diversify the field of study. Above all, the field needs more cross-national replications and extensions of U.S.-based findings to help resolve the debate over the universality versus contextuality of discrete emotions. The field would also benefit from the study of a wider array of emotional states by expanding beyond its main focus on negative discrete emotions. Contemporary developments—such as the increasing use of social media by the public and political actors—further offer novel platforms for investigating the role of discrete emotions.

Political Partisanship as a Social Identity

Partisanship remains a powerful influence on political behavior within developed and developing democracies, but there remains a lively debate on its nature, origins, and measurement. In this debate, political scientists draw on social identity theory to clarify the nature of partisanship and its political consequences in the United States and other developed and developing democracies. In particular, social identity theory has been used to develop an expressive model of partisanship, which stands in contrast to an instrumental model grounded in ideological and policy considerations. Included here are a discussion of the key motivational and cognitive components of social identity theory and an explanation of how the theory can be applied to the study of partisanship. The focus is on the measurement of partisanship, its social nature, its origins in convergent identities, and its ability to generate strong emotions and drive political engagement. Lastly, areas for future partisanship research are discussed. These areas include the study of negative partisan identities, coalitional identities in multiparty systems, and the political situations in which expressive and instrumental aspects of partisanship are most common.
Emotions and Warfare: The Social Dynamics of Close-Range Fighting
Emotions play a central role in warfare. Nearly all soldiers who encounter combat zones experience intense emotional reactions. Some of these emotions are negative, such as fear, panic, anger, rage, or shame, while others are more positive, including pride, elation, joy, or exhilaration. These emotional responses are usually characterized by physiological and psychological changes that affect the bodies and minds of soldiers facing close-range fighting encounters. Researchers have documented a number of physiological effects that accompany intense emotional reactions on the battlefield, including hormonal increases, heavy breathing, increased heart rate, dilation of the pupils, and the loss of urinary control, among others. These similarities in biological responses have led some scholars to make generalizations about the inherent uniformity of emotional reactions on the battlefield. However, recent studies indicate that emotional dynamics in the combat zone are more complex and flexible. In particular, much contemporary historical, sociological, and anthropological scholarship shows that the emotional responses of soldiers are highly variable and context-dependent. Although some physiological reactions are present in many battlefield situations, they too, like psychological effects, tend to be specific to time and place. In other words, there are pronounced historical and cultural differences in the emotional responses of soldiers in combat zones. Facing the same realities of the close-range fighting, soldiers tend to display different emotional reactions and these reactions are more variable as the cultural and historical contexts change. Military organizations have become aware that emotions are central to the behavior of soldiers on the battlefield and they continue to devise new methods to control and shape the emotional reactions of soldiers.
Moral Emotions in Political Decision Making

Moral emotions such as guilt, shame, and pride play a central role in motivating and regulating many of people’s thoughts, feelings, and behaviors. When moral emotions are experienced on behalf of one’s group, they can have a deep impact on intergroup relations as well, particularly in situations of intergroup conflict. If society members feel that they, due to their association with the group, are responsible for the disproportional and illegitimate suffering of outgroup members, they may experience moral emotions like guilt and shame. These emotional responses can potentially motivate society members to enact a range of political response tendencies, varying from pure defensiveness, resulting in opposition to any relevant compromise, to sincere willingness to offer an apology or to compensate the outgroup. Of these group-based emotions, guilt has the greatest potential to contribute to the amelioration of intergroup relations in violent, protracted conflicts. Group-based guilt requires the fulfillment of several conditions, including perceived responsibility for the offense; a specific composition or level of identification with the transgressing group; and appraisal of the guilt-inducing action as unjust, immoral or unfair. Group-based guilt is not a prevalent emotion, and various defense mechanisms are frequently employed to curb it. However, when it does arise the experience of guilt in the name of the group can be an important factor in motivating individuals to support policies aimed at compensating victimized groups and their society, either through material reparations or more symbolic gestures such as formal apologies for the harm incurred. Guilt-driven ameliorative actions such as formal apologies or monetary compensation are an important step towards conflict resolution and reconciliation. While up-regulation of group-based guilt is a challenging process, several research directions demonstrate that this emotion can be induced and harnessed to promote conflict resolution and more harmonious intergroup relations.
Emotions in Foreign Policy Decision Making
There are lots of ways that emotions have been studied in psychology and various ways that their use has been examined in the context of foreign policy. Perhaps one of the most useful ways to examine the influence of emotion on foreign policy is through the lens of risk and threat assessment. Some approaches to emotion tend to categorize emotions as valence-based, in terms of broad-based positivity or negativity. Certainly, elements of this kind of approach can be useful, particularly in terms of thinking about the ways in which political conservatives appear to have a negativity bias. However, an investigation of discrete emotions allows a more sophisticated and nuanced exploration of the effect of emotion on risk analysis and threat assessment, in particular the effect of fear, anger, and disgust on decision-making under conditions of risky threat. Genetic, as well as environmental, circumstances can influence individual variance in the experience and expression of such emotions, and any comprehensive approach to understanding the influence of emotion on decision-making should take all these factors into account.
Friendship and Foreign Policy

International friendship affects the making and conduct of foreign policy, an angle that is largely neglected in the International Relations (IR) literature. Friendship constitutes the Other as familiar rather than foreign and implies a significant degree of trust, and analysts need to pay careful attention to the various ways close bonds develop and “work” across state boundaries. They need to understand how seeking friends can be an explicit goal of foreign policy and how established friendships function by studying their discursive, emotional, and practical expressions and their impact on decision making in concrete situations and as a disposition for cooperation in the long term. Yet, tracing these bonds and associated practices, especially the informal ones, is an analytical challenge. This article presents international friendship as a particular relationship of mutually agreed role identities embedded in a strong cognitive, normative, and emotional bond revolving around a shared idea of order. It discusses three types of practices unique to this relationship: providing privileged/special access, solidarity and support in times of need, and resolve and negative Othering against third parties. These friendship bonds and associated practices can be observed across three levels: political leaders, government bureaucracies, and civil society.
Vicissitudes of Emotions and Political Action During the Greek Crisis
Action readiness is considered a central property of emotions in most psychological theories. Emotions are the engine of behavior. They are the motivating, directing, prioritizing function of the brain, and impel to an immediate reaction to challenges and opportunities faced by the organism. Nevertheless, under sociopolitical malaise, emotions do not always lead to action. People leave in societies characterized by particular emotional cultures, climates, and atmospheres that set the background to what emotions are felt under which circumstances. The impact of an emotion depends on how relevant, that is, emotionally significant is the event for the individual; on the implications of the event for the person’s well-being and immediate or long-term goals; on the individual’s capacity to cope with or adjust to the consequences of the event; and on the significance of the event with respect to individual and collective self-concept and to social norms and values. Although emotions trigger action, events with high emotional intensity may mobilize defense mechanisms that distort facts, so that the event may appear distant or not concerning the individual personally. In such cases action is hindered because the meaning of the emotive event, although fully intellectually understood, does not have personal emotional reality. If the defense mechanisms prove inefficient or collapse, the event may be experienced as traumatic, that is, as a shocking occurrence that brings about a rupture in the continuity of existence, numbing of senses and mental faculties, and inability to think about what happened for periods that may last from days to years, although individuals and collectives may appear quite normal in carrying out everyday routines. Interpretative “emotion work” in formal or informal contexts may change emotions from immobilizing to mobilizing, or from destructive to constructive, as the traumatic event is being “worked through” and a cohesive narrative about it develops. But even then, action and in our case, political action, depends on the individual’s available repertoire—political efficacy and resilience—built up from past recoveries and a sense of support from social networks, and hope in assessing the costs and benefits from the harms brought by acting and the harms brought by non-acting.
The Somatic Marker Hypothesis and Political Life

The somatic marker hypothesis has not always been fully understood, or properly applied, in political science. The hypothesis was developed to explain the personally and socially harmful decision making of neurological patients who appeared to have largely intact cognitive skills. It posits that affect (consisting of emotions, feelings, and drives) facilitates and expands cognition, is grounded in states of bodily physiology and on the processing of those states in the entire nervous system, and is shaped by a person’s past experiences in similar situations. Thus far, it has received empirical support from lesion studies, experiments based on the Iowa Gambling Task, and brain imaging studies. The somatic marker hypothesis is not compatible with key assumptions on which various influential political and social approaches are based. It disagrees with the largely cognitive view of decision making presented in rational choice analysis. Contrary to behavioral public policy, the somatic marker hypothesis emphasizes the extent to which affect and cognition are integrated and mutually enabling. Finally, it differs from poststructuralist frameworks by highlighting the constraints that evolutionarily older bodily and neuronal networks impose on decision making. Rather, the somatic marker hypothesis implies that political decision making is socially constructed yet subject to constraints, is often sluggish but also is prone to wholesale, occasional reversals, takes place at both conscious and unconscious levels, and subserves dynamic, sociocultural homeostasis.
A Somatic Marker Perspective of Political Decision Making

Decisions on matters affecting a group by a member of that group (e.g., decisions on a political choice) engage a mix of cognitive and emotion-based resources. Political decision-making involves rationality, but also empathy, intuition, compassion, morality, and fairness. Importantly, coping with uncertainty, assuming risk, dealing with huge responsibilities and resisting disappointment and considerable pressure are also crucial. Some of those decision-making elements from a neurocognitive framework proposed under the somatic marker hypothesis (SMH) are developed here. Based on the observation of abnormal decision-making characterizing patients with ventromedial prefrontal cortex (VMPFC), the SMH affords discussions of mechanisms involved in antisocial decision-making in the political realm, such as engaging in immoral and corrupt behaviors. In addition, the SMH sheds light on pivotal attributes required for good leadership and governance, such as resistance to pressure, risk-taking, seduction, and dominance, discussed with respect to modern theories of psychopathic tendencies in the context of political decision-making.
Political Neuroscience: Understanding How the Brain Makes Political Decisions

Recent research in political psychology and biopolitics has begun to incorporate theory and methods from cognitive neuroscience. The emerging interdisciplinary field of political neuroscience (or neuropolitics) is focused on understanding the neural mechanisms underlying political information processing and decision making. Most of the existing work in this area has utilized structural magnetic resonance imaging, functional magnetic resonance imaging, or electroencephalography, and focused on understanding areas of the brain commonly implicated in social and affective neuroscience more generally. This includes brain regions involved in affective and evaluative processing, such as the amygdala, insula, anterior cingulate, and orbitofrontal cortex, as well as regions involved in social cognition (e.g., medial prefrontal cortex [PFC]), decision making (e.g., dorsolateral PFC), and reward processing (e.g., ventral striatum). Existing research in political neuroscience has largely focused on understanding candidate evaluation, political participation, and ideological differences. Early work in the field focused simply on examining neural responses to political stimuli, whereas more recent work has begun to examine more nuanced hypotheses about how the brain engages in political cognition and decision making. While the field is still relatively new, this work has begun to improve our understanding of how people engage in motivated reasoning about political candidates and elected officials and the extent to which these processes may be automatic versus relatively more controlled. Other work has focused on understanding how brain differences are related to differences in political opinion, showing both structural and functional variation between political liberals and political conservatives. Neuroscientific methods are best used as part of a larger, multimethod research program to help inform theoretical questions about mechanisms underlying political cognition. This work can then be triangulated with experimental laboratory studies, psychophysiology, and traditional survey approaches and help to constrain and ensure that theory in political psychology and political behavior is biologically plausible given what we know about underlying neural architecture. This field will continue to grow, as interest and expertise expand and new technologies become available.
Emotions and Foreign Policy
Increasingly, scholars are recognizing the influences of emotion on foreign policy decision-making processes. Not merely feelings, emotions are sets of sentimental, physiological, and cognitive processes that typically arise in response to situational stimuli. They play a central role in psychological and social processes that shape foreign policy decision-making and behavior. In recent years, three important areas of research on emotion in foreign policy have developed: one examining the effects of emotion on how foreign policy decision makers understand and think-through problems, another focused on the role of emotion in diplomacy, and a third that investigates how mass emotion develops and shapes the context in which foreign policy decisions are made. These literatures have benefitted greatly from developments in the study of emotion by psychologists, neuroscientists, and others. Effectively using emotion to study foreign policy, however, requires some understanding of how these scholars approach the study of emotion and other affective phenomena. In addition to surveying the literatures in foreign policy analysis that use emotion, then, this article also addresses definitional issues and the different theories of emotion common among psychologists and neuroscientists. Some of the challenges scholars of emotion in foreign policy face: the interplay of the psychological and the social in modelling collective emotions, the issues involved in observing emotions in the foreign policy context, the theoretical challenge of emotion regulation, and the challenge of winning broader acceptance of the importance of emotion in foreign policy by the broader scholarly community.
Political Psychology of Foreign Policy
For over 60 years, scholars of international relations (IR) and foreign policy have focused intermittently on the psychology of leaders and decision-makers in general, but attention has waxed and waned. Within political science, interest in the psychology of foreign policy seems to have peaked in the early 1970s and mid-1980s, but it would be quite mistaken to think of the topic as somehow passé. Since that time, the work of Irving Janis on groupthink (to cite just one instance) has proved repeatedly useful. That approach has focused on the social psychology of foreign policy, although more attention has been directed in recent years toward individual or cognitive psychology. Cognitive consistency theory, schema theory, and analogical reasoning have all particularly influenced the field, and each continues to provide the analyst with vital clues as to why people make the decisions that they do. The methodology of studying foreign policy psychologically has also undergone significant change. Reacting to the strongly positivist focus typified by James Rosenau, a more recent generation of scholars have become rather more eclectic and dynamic in their approach to studying how foreign policy is made. This generation has also produced an extraordinary range of theories, discussed in this article, which depart from or significantly modify the well-known Rational Actor Model (RAM) of state and leadership behavior. Prospect theory, and poliheuristic theory in particular, have come onto the scene in recent years. Most recently, a welcome and much-needed turn toward the study of emotion (as opposed to merely cognition) has been especially evident in the study of the psychology of foreign policy. It has never been clear exactly where foreign policy theory fits within IR theory, and it has often been treated as an addendum to studying IR—and even an element of unnecessary complexity—rather than being absolutely central to what we study. Indeed, the study of foreign policy decision-making (FPDM) has acquired a reputation as a discipline that is merely “marking time.” But this perspective on the psychology of foreign policy is as wrong as it is analytically dangerous. Attempts to create IR and foreign policy theories that conspicuously leave out psychological variables—or that simply “assume away” how real individuals actually behave—have proven repeatedly insufficient and have led to marked changes in the way that psychology is treated within the study of foreign policy. Most notably, the rise of constructivism and the failure of overly systemic theories like neorealism to account for foreign policy outcomes have caused neoclassical realists to deliberately incorporate the psychology of decision-makers into their theories. Within the discipline of psychology, meanwhile, a whole new field called behavioral economics that rejects the simplifying assumptions of a rational choice perspective has sprung up in recent years. In short, knowledge of psychology has proved invaluable to those attempting to understand why leaders make the decisions they do, and the entire approach remains indispensable to those who study foreign policy in general.
Affective Intelligence and Emotional Dynamics in Voters’ Decision-Making Processes
Affective intelligence theory offers a novel and systematic treatment on the impact of affective reactions on citizens’ information processes and political decisions based on neuroscience. Individuals have two distinct emotional systems that lead to two separate decision-making strategies. On the one hand, the disposition system, governed by enthusiasm and aversion, leads people to rely on habit or their sets of previously learned behaviors. On the other, the surveillance system is activated in novel or threating circumstances and is governed by anxiety. Once activated, anxiety leads individuals to seek for political information, break away from habitual political identifications, and consequently renders them more open to persuasion.
Interviews as a Means to Understand (and Silence) Contemporary Africa and Its Voices
Interviewing is commonly utilized in all disciplines of the social sciences. Across Africa, interviews are undertaken in a variety of diverse contexts by researchers from within and without the continent. Although the challenges many face are context specific, they are certainly not Africa specific: from research design and preparation, to implementation in cross-cultural, extremely rural, or conflict-affected environments. In order to overcome these challenges, researchers must first recognize that interview data encompass much more than respondents’ answers to posed questions. Interview data, obtained in the process of organizing and conducting interviews, are the information collected before, during, and after the interview encounter; and analyses of the context in which they are pursued, including encountered difficulties. Together, these rich data further our understanding of contemporary Africa, as they do of other continents. It is rare, however, for published outputs to fully engage with the processes of preparing for, enacting, and interpreting the interview encounter. Such omissions limit our understanding of the research process and impede methodological transparency, thereby obscuring possible biases in data and the conclusions drawn from it.
Voter Information Processing and Political Decision Making
Contemporary political information processing and the subsequent decision making mechanisms are suboptimal. Average voters usually have but vague notions of politics and cannot be said to be motivated to invest considerable amount of times to make up their minds about political affairs; furthermore, political information is not only complex and virtually infinite but also often explicitly designed to deceive and persuade by triggering unconscious mechanisms in those exposed to it. In this context, how can voters sample, process, and transform the political information they receive into reliable political choices? Two broad set of dynamics are at play. On the one hand, individual differences determine how information is accessed and processed: different personality traits set incentives (and hurdles) for information processing, the availability of information heuristics and the motivation to treat complex information determine the preference between easy and good decisions, and partisan preferences establish boundaries for information processing and selective exposure. On the other hand, and beyond these individual differences, the content of political information available to citizens drives decision making: the alleged “declining quality” of news information poses threats for comprehensive and systematic reasoning; excessive negativity in electoral campaigns drives cynicism (but also attention); and the use of emotional appeals increases information processing (anxiety), decreases interest and attention (rage), and strengthens the reliance on individual predispositions (enthusiasm). At the other end of the decisional process, the quality of the choices made (Was the decision supported by “ambivalent” opinions? And to what extent was the decision “correct”?) is equally hard to assess, and fundamental normative questions come into play.
Anxiety, Fear, and Political Decision Making

Research has shown emotions affect decision-making in ways that do not simply undermine rationality. Instead, in recent decades researchers have recognized that emotions also motivate and focus individuals and moderate how they make decisions. Initial research into emotions divided these simply into positive and negative, but this perspective has largely been displaced in political psychology by an emphasis on the impact of distinct emotions; among these, anxiety has received the most scholarly attention, rivaled only by anger. The causes of anxiety, also termed fear and unease, are diverse, but research highlights certain attributes of situational evaluation such as low self-control, low certainty, and low external agency. Once present, anxiety has important consequences for decision-making. First, anxiety increases how much information individuals seek out, a pattern of behavior meant to reduce uncertainty. Second, anxiety decreases heuristic processing and weakens the reliance of underlying convictions in determining decisions. Instead, anxious individuals are more likely to think systematically about choices they face. Importantly, anxiety can affect choices and decisions even if they are not directly related to what caused anxiety to emerge, that is, if anxiety is incidental rather than integral. In addition to influencing how people make decisions, anxiety may also directly influence the decisions individuals make. Thus, anxiety increases risk aversion, leading individuals to choose safer paths of action. Anxiety also makes individuals less likely to take action at all, with the most common response being withdrawal and passivity. Applied to political decision-making, anxiety may have the important consequence of decreasing political participation. Research into the role of anxiety in decision-making is fast moving and vibrant, but to become fully established it needs to ensure rigor in measurement and research design; this will require considerable methodological research. Substantively, future research should focus on the effects of elite messages on anxiety as well as on how anxiety influences citizen attitudes and evaluations.
