Partisan organizations are the set of structured patterns of interaction among political cadres and members alike that are prescribed either by formal rules of procedure or by traditions and unwritten rules. Scholars of Latin America have generally described local partisan organizations as weak but have also devoted significant attention to the study of informal party structures, whose robustness and complexity have tended to contrast with the general fragility of their formal counterparts. Although important data-related challenges have precluded more systematic and generalizable analyses of the causes and consequences of party organizations, meticulous theoretical works and case studies have explored the questions of what organizations look like, how they operate, how they were built, and what outcomes they result in. This literature has identified ideational and tangible resources as the primary predictors of organizational strength. Strong and easily identifiable party brands provide both politicians and partisans with incentives to join and remain in a political party even in times of bad electoral performance and limited selective benefits. Material resources are shaped by countries’ institutional frameworks and structure politicians’ priorities in terms of their career ambitions and their relationships to voters and partisans. In turn, robust organizations have been associated with longer party survival and a narrower margin of action of the party leaderships. The presence of an extended network of party members and sympathizers make parties more resilient to short-term challenges, which is no small feat in a region marked by relatively high electoral volatility and many institutions of fleeting existence. The recent release of several important data sets and the proliferation of knowledge of how parties work create exciting avenues for future research.

Fundamentals of Government Structure: Alignments of Organizations at and Beyond the Center of Power

The structure of government is fundamentally a matter of multiple alignments of organizations and power involving politics, policy, administration, management, governance, and law. The alignments vary significantly, with numerous conflations of form and function. At the center of power, under immediate executive control and legislative oversight, policy and administration occurs in ministries and departments for which members of the executive are directly responsible. Beyond the center of power, with varying degrees of distance from executive control and legislative oversight, of the interplay of policy, administration and management happens in an array of organizations as executive agencies and corporate entities with diffuse executive responsibility. In all alignments, the synthesis of networks and undertaking of reviews are essential, encompassing politics, policy, administration, management, governance, law, and judicial intervention of varying nature and consequence. The situation overall is one of complexity and diversity, requiring acute understanding and strategic action in response to the demands of continuity and change in the conduct of public affairs.

Sociological Institutionalism and European Integration

Sociological institutionalism is part of the larger group of new institutionalisms that share the basic understanding that institutions matter in social processes. Opposing a more descriptive, “old” institutionalism and a rational-choice version of institutionalism, which defends the idea that actors have the option to choose independently from a large number of attitudes, sociological institutionalists introduced the notion of logic of appropriateness, influenced by a specific strand of the sociology of organizations. This understanding, however, led to limits in the explicatory force of the approach: institutional change, as well as continued conflict and differentiated power relations among actors, could not be explained well. More recent approaches that took sociological institutionalist assumptions very seriously offered a series of possible solutions to those difficulties. While elements of rationality and power exist implicitly in different conceptualizations of sociological institutionalism, these authors explicitly brought together both actors’ rational behavior and their embeddedness in broad institutional frameworks through concentrating on the power relations that exist among agents.

Institutionalizing Public Action: Multiple Alignments of Goods, Services, Roles, and Tasks

Public action through the organizational use of power and rules in government and governance is multidimensional in form, scope, and reach. Approaches to action, embodying differing interactions of the state, market, and civil society, include statism, state–market dualism, state–civil society dualism, and state–market–civil society synergism. The approaches are distinctive while interrelated. They concern goods and services as focuses of action involving availability, accessibility, consumption, and use. This requires the performance of roles and tasks as modes of action. The roles are owner, producer, provider, regulator, facilitator, buyer, seller, consumer, and user, with each entailing tasks of making, implementing, and reviewing decisions. The result is a complex institutionalization of action, with multiple alignments of goods, services, roles, and tasks in the public interest.
