Whether as a consequence of colonialism or more recent international migration, ethnic diversity has become a prominent feature of many contemporary democracies. Given the importance of ethnicity in structuring people’s identities, scholars have sought to incorporate ethnicity in their models of people’s political behavior. Studies focusing on individual support for group interests among ethnic minority members find that higher socioeconomic status generally leads to a reduced emphasis on ethnicity in forming individual political opinions. However, this relationship is often considerably weaker among ethnic minorities with frequent experiences of discrimination, pessimistic assessments of equal opportunities in a country, and social pressures from group members to comply with group norms. Research also shows that in comparison to majority populations, members of ethnic minorities are generally less active in politics, more likely to use contentious forms of political action, and support left-wing political parties that promote minority interests. Key explanations of differences between ethnic minorities and majorities in Western democracies focus on the importance of individual and group resources as well as political empowerment via representation in policymaking institutions, usually enabled by higher shares of minority populations within electoral districts.

Despite the predictions of Marxists and secularization theorists alike, the relationship between religion and government legitimacy is mixed. Religion, in its various forms, can serve to promote regimes of virtually any type—democratic or otherwise—and can just as easily undermine such regimes. Observers hoping for a one-size-fits-all account of the link between religion and legitimacy will surely be disappointed; the reality is far more complicated. Religion, encompassing a nearly infinite variety of beliefs, behaviors, and actors, exercises a diverse set of influences on its political context. For regimes, this diversity can be either helpful or dangerous. Religion is neither inherently pro-status quo nor revolutionary; it can be either one depending on the context. Likewise, religion is neither necessarily pro- nor anti-democratic. Political and theological conditions influence the ways in which religion interacts with politics, and in particular, the role it plays in building or undermining legitimacy.
Twenty-first-century research highlights the Janus-faced relationship between religion and political legitimacy. In some settings, religion has been the foundation of non-democratic rule. In others, it has been a crucial catalyst for unseating dictators in favor of democratic alternatives. Theological differences can only explain part of this variation. The same religious tradition may serve as a defense of authoritarianism in one instance but a spark for democracy in another. Political factors play a key role in explaining why religion sometimes supports the status quo but in other instances may fuel revolutionary fervor.

Issue voting concerns the extent to which citizens reward or punish elected officials for their actions or inaction on legislative issues. There are debates about styles of issue voting as well as whether it takes place in the United States, but nearly all theoretical models elevate the role of political knowledge. That is, voters must know where politicians stand on policy issues as well as their own positions. While there are a variety of ways citizens could learn about policy positions and actions, the mass media are presumed to play an important role. Yet, demonstrating the empirical linkages has been difficult in the past due to ever-present challenges with data and research designs. More research is needed to understand the various mechanisms underpinning representative democracy.

“Personality” refers to a multifaceted and enduring internal, or psychological, structure that influences patterns in a person’s actions and expressed attitudes. Researchers have associated personality with such attributes as temperament and values, but most scholarly attention has centered on individual differences in traits, or general behavioral and attitudinal tendencies. The focus on traits was reinvigorated with the rise of the Big Five personality framework in the 1980s and 1990s, when cross-cultural evidence pointed to the existence of the dimensions of openness to experience, conscientiousness, extraversion, agreeableness, and emotional stability. Studies have found these five trait dimensions to be highly heritable and stable over time, leading researchers to argue that the Big Five exert a causal impact on attitudes and behavior. The stability of traits also contrasts with more dynamic individual-level characteristics such as mood or with contextual factors in a person’s environment. Explanations of human decision-making, therefore, would be incomplete without attention to personality traits.
With these considerations in mind, political scientists have devoted an increasing amount of attention to the study of personality and citizen attitudes and behavior. The goal of this research program is not to claim that personality traits offer the only explanation for why some citizens fulfill the basic duties of citizenship, such as staying informed and turning out to vote, and others do not. Instead, scholars have studied personality in order to understand why individuals in the same economic and political environment differ in their political attitudes and actions. And accounting for the consistent influence of personality can illuminate the magnitude of environmental factors and other individual-level attributes that do shift over time.
Research on personality and political behavior has explored several substantive topics, including political information, attitudes, and participation. Major findings in this burgeoning literature include the following: (1) politically interested and knowledgeable citizens tend to exhibit high levels of openness to experience, (2) ideological liberalism is more prevalent among individuals high in openness and low in conscientiousness, and (3) citizens are more likely to participate in politics if they are high in openness and extraversion.
Although the personality and politics literature has shown tremendous progress in recent years, additional work remains to be done to produce comprehensive explanations of political behavior. Studies currently focus on the direct impact of traits on political attitudes and actions, but personality also could work through other individual-level attitudes and characteristics to influence behavior. In addition, trait effects may occur only in response to certain attitudes or contextual factors. Instead of assuming that personality operates in isolation from other predictors of political behavior, scholars can build on past studies by mapping out and testing interrelationships between psychological traits and the many other factors thought to influence how and how well citizens engage the world of politics.

Religion is a central and comprehensive identity for billions of people all over the world. Politicians and other political actors recognize the vitality of religion and use it for political purposes, deliberately signaling religion, religiosity, or religious values and connecting them to political outcomes or behaviors in an effort to influence the political preferences of religious practitioners. The most efficient way to make the connection between religion and politics is through religious cues. Religious cues create information shortcuts linking religious identity or values with a political candidate or issue. Religious cues are used by political and religious actors in secular and religious contexts and are typically one of two general types: identity cues, which engage an individual’s religious identity and activate an in-group/out-group effect, and linkage cues, which link religious values or beliefs with an issue or candidate. Identity cues are particularly tricky to use in secular contexts because they have been shown to have strong alienating effects on nonreligious people, thereby defeating the intended purpose of the cue sender. For this reason, coded religious language called “implicit cues” is used with greater frequency in political discourse where only the religious cue receiver recognizes the religious cue for what it is. This strategy allows a political candidate to reap the benefits of the cue without risking alienation.
While scholars have made substantial progress in using experimental methods to disentangle the ways religious cues influence political behavior, there is ample opportunity for more research exploring different types of religious cues and the way they interact with other forms of cues and identities. Furthermore, most of the research on religious cues has focused on Christian cues in the United States, and a more diverse range of religions and contexts should be explored to understand the way religious cues influence political behavior. Researchers should also expand the definition of “religious practitioners” to explore how religious cues influence the growing number of people who do not affiliate with a religion or engage in practices traditionally associated with religiosity but do identify as religious. This would help to expand conceptualization of political behavior to more accurately reflect lived political experiences. Embracing these opportunities will allow the scholarly community to gain a better understanding of the varied political dynamics of religious cueing, which offers insights into how fundamental identities and attitudes are linked, thereby shedding more light on the complex dynamics of political behavior.

Despite the prominence of lesbian, gay, bisexual, and transgender (LGBT) Americans and debates over LGBT rights in modern American politics, a substantial academic literature that examines their political attitudes has yet to develop. Prominent academic surveys have only relatively recently begun to ask respondent sexual orientation, though even the highest quality surveys that rely on random national samples still contain few LGBT respondents given their small share of the population. Further, questions about respondent gender identity are still largely absent in both academic and commercial surveys. As a result, systematic and deep knowledge about the contours of LGBT political attitudes and how they differ from those of non-LGBT Americans is understandably shallow.
However, existing surveys can provide a descriptive overview of the American LGBT community and its politics. Demographically, those who identify as gay, lesbian, or bisexual in surveys as of the mid- to late 2010s tend to be younger, disproportionately female, less religiously committed, less likely to be white, and somewhat lower income and more highly educated than those who identify as heterosexual. Given how these demographic tilts map onto modern political divides, it should not be a surprise that LGBT Americans skew more liberal and Democratic than others in their political orientations. When differences emerge between LGBT and non-LGBT Americans in their issue attitudes, LGBT respondents in surveys consistently tend toward more liberal-leaning opinions. However, this leftward tilt does not always place LGBT persons on the liberal side of issues on average, nor does it mean that LGBT and non-LGBT survey respondents are necessarily in opposition in the aggregate as oftentimes the difference between them is their degree of collective liberalism. Thus, the nature of these intergroup differences depends on the issue or set of issues under examination.
Existing data and research do have certain limitations that future research may improve upon. Given that most data on LGBT political attitudes comes from general population surveys of which LGBT respondents are only a small part, most current data do not strongly lend themselves to deeper analysis of subgroups within the LGBT community. Surveys specifically of LGBT people suggest important differences between gay men, lesbians, and bisexuals in how they view their identities as LGBT people and how they perceive how LGBT people fit into modern society, so future research may gather the data necessary to explore the consequences of these differences in political attitudes in greater depth. Also, there is substantial room for future research to explore the sources of LGBT political distinctiveness, and to what extent that distinctiveness stems from demographics, socialization, lived experience, psychology, or other factors.

Despite existing literature that often conflates the terms party membership and party activism, the first is a formal ascription with a given party organization, while the second entails a set of practices, whether sporadic, informal, or devoted, that (a group of) individuals perform to support a political party either during an electoral campaign or more permanently, independently of being enrolled in the party or not. Party members and activists can be analyzed from both the normative model of democracy and the inner functioning of political parties. Focusing on Latin America, party membership and party activism are related to various types of party organizations, social cleavages, and party identification. Individuals join, and/or work for, parties to gain tangible benefits, information, social advantages, and influence, as well as mental satisfaction, without which they could lose financial resources, time, and alternative opportunities. Moreover, prior contributions on party membership and activism based on Latin American countries has emphasized the functions party supporters have as connectors between the citizenry and the party organizations. In this regard, scholars conceive members’ participation not only as a mechanism for party rootedness (“vertical” function), but also as a connection between social and partisan arenas (“horizontal” function). In the region, the research area of party membership and activism portrays virtues and limitations in methodological terms both at the aggregate and the individual level. As a future research agenda, party membership and activism in Latin America should be further studied using comparative strategies, avoiding the pitfalls of public opinion research, not to mention making additional efforts to keep the two terms conceptually distinct. Also, party members and activists can be explored in transnational perspective, joining forces with the blooming literature of political party abroad.

People do not always vote for the party that they like the most. Sometimes, they choose to vote for another one because they want to maximize their influence on the outcome of the election. This behavior driven by strategic considerations is often labeled as “strategic voting.” It is opposed to “sincere voting,” which refers to the act of voting for one’s favorite party.
Strategic voting can take different forms. It can consist in deserting a small party for a bigger one that has more chances of forming the government, or to the contrary, deserting a big party for a smaller one in order to send a signal to the political class. More importantly the strategies employed by voters differ across electoral systems. The presence of frequent government coalitions in proportional representation systems gives different opportunities, or ways, for people to influence the electoral outcome with their vote. In total, the literature identifies four main forms of strategic voting. Some of them are specific to some electoral systems; others apply to all.

The study of e-participation is a young and growing discipline in which controversies are vibrant. One of these is the lack of a widely accepted definition of “e-participation.” Online political activities that involve little effort from the participant, such as liking or sharing political content on social media, are particularly divisive. Some scholars are reluctant to label expressive forms of online behavior as political participation. Others argue in favor of an adaptation of previous definitions to accommodate recent technological changes.
Levels of engagement in different types of e-participation are increasing steadily over time. While differences between democracies are often stark, the upward trend has been consistent, especially since the emergence and expansion of social media. Whether this means that previously unengaged individuals are now taking part is one of the central questions of the literature on e-participation. To date, research has shown positive but modest results in support for a mobilizing effect. Particularly promising are findings suggesting that online tools are attracting younger participants to the political arena.
Online forms of political engagement are often placed in a more general process leading to online and offline political participation. “Lean-forward” models that provide a contextualized understanding of the drivers and effects of e-participation are particularly insightful. In order to provide robustness to some of the questions that remain unresolved, scholars exploring e-participation should consider expanding their methodological repertoires. The trend is toward mixed designs that combine surveys and other forms of data (big data collected from social media or qualitative data).

Religion is among the most powerful forces in the world and therefore one of the most prominent sources of both individual and group identification. Because of this, scholars have spent decades attempting to pinpoint its impact on numerous psychological, social, and political outcomes. A review of extant work shows religion in general (and religious identity in particular) affects mental and physical health; social relations, outgroup hostility, and conflict; and political attitudes and behavior.
Importantly, however, the social scientific study of religion has conceptualized and operationalized religious “identity” along different lines: sociologists and political scientists typically define it as religious affiliation (assessed demographically or by self-placement into nominal religious categories) or religiosity (based on one’s frequency of worship attendance and/or how personally “important” one feels religion is), while social psychologists show greater interest in how psychologically central religion is to one’s self-concept. These distinct approaches underscore that scholars have both meant disparate things by their usage of “identity” and “identification,” as well as measured each term in nonequivalent ways. Moving forward, greater interdisciplinary dialogue—and ideally the establishment of a common metric—would be beneficial in order to better isolate why religion is a more central social identity for some people than others; the extent to which identification with religion overlaps with religiosity; where religious identity fits in among the multitude of identity options with which citizens are confronted; and how the determinants of strong versus weak religious identification vary across person, context, and religious tradition.

Individual differences in personality, religiosity, and political dispositions often are explained in conjunction with one another. Though the religious and political may share common themes of meaning-making, group identity, and societal organization, personality also influences these orientations. Specifically, the Big Five traits (openness, conscientiousness, extraversion, agreeableness, emotional stability) and authoritarianism demonstrate consistent relationships with religious/ political beliefs and behaviors. Personality is often thought of as the first mover to develop with an individual before exposure to the other two domains, leading to a conceptual influence model of: personality → religiosity → politics. Using longitudinal studies and genetically informed samples, however, some scholars suggest that these dispositions influence one another and could develop concurrently within individuals. Examining the measured boundaries and relationships between the three domains suggests these dispositions comprise an individual’s personhood, and the varied expression of traits, beliefs, and behaviors are somewhat dependent on culture and context.

Political systems involve citizens, voters, politicians, parties, legislatures, and governments. These political actors interact with each other and dynamically alter their strategies according to the results of their interactions. A major challenge in political science is to understand the dynamic interactions between political actors and extrapolate from the process of individual political decision making to collective outcomes. Agent-based modeling (ABM) offers a means to comprehend and theorize the nonlinear, recursive, and interactive political process. It views political systems as complex, self-organizing, self-reproducing, and adaptive systems consisting of large numbers of heterogeneous agents that follow a set of rules governing their interactions. It allows the specification of agent properties and rules governing agent interactions in a simulation to observe how micro-level processes generate macro-level phenomena. It forces researchers to make assumptions surrounding a theory explicit, facilitates the discovery of extensions and boundary conditions of the modeled theory through what-if computational experiments, and helps researchers understand dynamic processes in the real-world. ABM models have been built to address critical questions in political decision making, including why voter turnouts remain high, how party coalitions form, how voters’ knowledge and emotion affect election outcomes, and how political attitudes change through a campaign. These models illustrate the use of ABM in explicating assumptions and rules of theoretical frameworks, simulating repeated execution of these rules, and revealing emergent patterns and their boundary conditions. While ABM has limitations in external validity and robustness, it provides political scientists a bottom-up approach to study a complex system by clearly defining the behavior of various actors and generate theoretical insights on political phenomena.

It is established that values influence public opinion and political behavior. Multiple points of difference have emerged in the study of values and mass politics. First, different groups of scholars emphasize different sets of values. At the most fundamental level, researchers distinguish between core political values and core human values. Core political values are abstract beliefs about government, society, and public affairs. This line of research developed in political science. Core human values are abstract, transsituational beliefs about desirable end states and modes of conduct that can be rank-ordered in terms of personal importance. Human values are associated with research from social and cross-cultural psychology. The presence of two distinct streams of research raises questions about the conceptual, methodological, and theoretical differences between core political values and core human values. The principal differences are as follows. First, social psychologists define human values with greater conceptual precision, depth, and breadth than political scientists define political values. Second, the degree of semantic separation between the measures of values and political judgments is much greater for human values. This makes it harder for analysts to establish that values predict political opinions, and thus, serves as a conservative force in testing hypotheses about values-politics linkages in the public mind. As well, the empirical foundation validating the measurement of human values far surpasses the evidentiary basis validating political values. Third, theories of value-based reasoning and political choice are more plausible and possess greater analytical utility relative to political value theories. In short, human values are preferable to political values on conceptual, methodological, and theoretical grounds.

Affective intelligence theory offers a novel and systematic treatment on the impact of affective reactions on citizens’ information processes and political decisions based on neuroscience. Individuals have two distinct emotional systems that lead to two separate decision-making strategies. On the one hand, the disposition system, governed by enthusiasm and aversion, leads people to rely on habit or their sets of previously learned behaviors. On the other, the surveillance system is activated in novel or threating circumstances and is governed by anxiety. Once activated, anxiety leads individuals to seek for political information, break away from habitual political identifications, and consequently renders them more open to persuasion.

To understand Latin American politics, one must view it through the eyes and minds of Latin Americans. Since the middle of the 20th century, pollsters in academia, government, and industry have fielded public opinion surveys in an attempt to do just that. Although they are not typically considered political institutions, polls and surveys influence a variety of political processes directly and indirectly thanks to the legitimacy they enjoy among academics, policymakers, and publics. Large strides have been made toward making surveys more methodologically rigorous and toward improving the quality of survey data in the region. Scholars have leveraged the data to advance the theoretical understanding of a range of topics, especially political support, partisanship, and voting behavior. Despite these gains, public opinion surveys face clear challenges that threaten their hard-won legitimacy. To the extent that these challenges are met in the coming decades, public opinion polling’s role in shaping Latin American politics will remain, if not strengthen.

Creative participation refers to citizens’ invention of, and engagement in, new action forms that aim to influence, or take responsibility for, the common good in society. By definition, these action forms are constantly evolving and cannot be listed or summarized. Yet some, like guerrilla gardening, have over time become more established in political repertoires, and specific arenas are known to be particularly productive sites for their development. These include in particular the Internet, and lifestyles and consumption. The constant changes in how citizens become active represented by creative participation present considerable challenges for scholars of political participation—both in terms of theory and methodology. In particular, such forms test our ability to distinguish political from nonpolitical activities. However, how political creative participation is, is often subtle and implicit, and therefore hard to establish. Yet being able to do so is essential for an ongoing assessment of the quality of participatory democracy. With conventional forms of participation declining and creative participation becoming more common, scholars must be able to agree on definitions and operationalizations that allow for the comparison of participatory trends. For instance, a key concern has been whether creative forms of participation crowd out more conventional ones, like voting or lobbying politicians. Developments in survey research have been able to show that this is not the case and that creative participation may in fact increase conventional participation. In addition, qualitative research methods like focus groups and ethnography, allow for more open-ended explorations of this elusive research topic. As to who participates, creative participation has enabled traditionally underrepresented groups like women and young people to catch up with, and sometimes overtake, those older men who have long dominated conventional political participation. Still, education remains a key obstacle even to creative participation. The COVID-19 crisis that took hold of the world in 2020 has compromised access to collective action and public space. It has thereby once more put the onus on citizens to engage creatively with ways to influence, and take responsibility for, society. At the same time, the crisis presents a need and opportunity for political participation scholarship to engage more deeply with theoretical debates about what it means to be political or to participate.

Since the 1960s there has been an increase in the amount of negative advertising in American campaigns. Although only 10% of advertisements aired in the 1960 campaign were negative, in the 2012 campaign only 14.3% of aired ads were positive. The increase in negative advertising has raised questions about the effects these types of ads may have on the electoral outcomes and the political process at large. Indeed, many voters and political actors have assumed and argued that negative advertising will have negative consequences for American politics. Although many news consumers and people interested in politics make many assumptions about the role of negativity in politics, the effect of campaign negativity on the political process is ambiguous. If there is a relationship between negativity and political outcomes, this relationship is nuanced and conditional. Although negativity may, under certain conditions, have powerful effects on political outcomes, under other conditions the effects of negativity are minimal. Moreover, while there is some research to suggest that this type of campaigning can produce negative consequences, other research suggests that negativity may—at times—be beneficial for the political process.

The burgeoning field of gender and political behavior shows that the way in which ordinary citizens connect to the democratic process is gendered. Gender differences in voting behavior and participation rates persist across democracies. At the same time, countries vary substantially in the size of these gender gaps. In contemporary elections, women tend to support leftist parties more than men in many countries. Although men and women vote at similar rates today, women still trail men in important participatory attitudes and activities such as political interest and discussion. Inequalities in political involvement undermine the quality of deliberation, representation, and legitimacy in the democratic process. A confluence of several interrelated factors (resources, economy, socialization, political context) work together to account for these differences. Today, scholars more carefully consider the socially constructed nature of gender and the ways in which it interacts with other identities. Recent research on gender and political behavior suggests that political context affects different kinds of women in different ways, and future research should continue to investigate these important interactions.

Knowledge about mass political attitudes and behavior derives mainly from studies of established Western democracies. But do populations under autocracy engage in the political process and, if so, do they support or challenge the status quo? Much depends on the nature of political regimes. To the extent that spaces for political expression are closed under autocracy, citizens face an unpalatable choice between political acquiescence and violent protest, with all the risks that such options impose.
A key question for researchers is whether participants in authoritarian politics are active citizens or mobilized subjects. Survey evidence suggests that some people may be willing to grant legitimacy to strong leaders and to trust the institutions of a dominant state. Others nevertheless find ways to engage in conventional political behaviors such as discussing public affairs, taking collective action, and turning out to vote in elections, especially under hybrid competitive authoritarian regimes.
Under what conditions do citizens sometimes rebel against entrenched authority? Regime type again seems to matter, with popular protest more common under open than closed systems. With reference to prodemocracy social movements, like the Arab Spring of 2011, analysts debate whether people take to the streets principally for reasons of rational self-interest or propelled by emotions like anger. And scholars explore the effects of new information and communications technologies, finding mixed results for political mobilization. As emphasized in the literature on contentious politics, the displacement of autocratic regimes from below is likely only if social movements build strong and sustained political organizations.

Although widely used in reference to the Americas and Europe, the concept of populism has been less frequently applied to political dynamics in sub-Saharan Africa. Populism is variously viewed as a political strategy aimed at fostering direct links between a leader and the masses, an ideational concept that relies on discourses that conjure a corrupt elite and the pure people, and a set of socio-cultural performances characterized by a leader’s charisma, theatrics, and transgression of accepted norms. A cumulative approach that combines all three perspectives allows for identifying episodes of populism in Africa. These include historical cases of populist regimes in the 1980s as well as more contemporary examples of party leaders in the region’s democracies who use populism in their electoral campaigns to mobilize subaltern groups, especially those living in urban areas. As found in other regions of the world, those African leaders who have ascended to the presidency on the back of populism typically exert anti-democratic practices once in office. This reaffirms that populism can allow for greater representation of the poor and marginalized in the electoral process, but that populists’ celebration of popular will and supposedly unmediated ties to the people become convenient justifications for bypassing established institutions and undermining the rule of law.
