For decades, scholarly inquiry into political trust has been motivated by concerns about declining levels of public trust in politics. Because political trust is considered a necessary precondition for democratic rule, a decline in trust is thought to fundamentally challenge the quality of representative democracy. Fundamentally, political trust can be understood as citizens’ support for political institutions such as government and parliament in the face of uncertainty about or vulnerability to the actions of these institutions. While political trust is conventionally treated as a pro-democratic value, its absence is not evidently detrimental to democracy. Rather, skepticism stimulates political engagement and signals a willingness to judge political institutions by their own merits. In cross-national comparisons political trust is consistently highest in countries that are not considered liberal democracies. Within the set of liberal democracies, the Nordic countries tend to have the highest trust rates, while the former communist countries in Central and Eastern Europe have the lowest. Despite evidence that political trust declines in many longstanding democracies in the 1960s and 1970s, the last few decades are characterized by trendless fluctuations in most countries. While scholars have made great headway in understanding the sources of political trust—most notably corruption, procedural fairness, (economic) performance, inclusive institutions, and socialization—this article argues that knowledge about its consequences has remained remarkably scarce.

Support for democracy, human rights, and good governance reforms in Africa has become a prominent objective in engagement by European Union (EU) institutions, EU member states, and the United States with African countries since the early 1990s. Western actors have gradually increased democracy aid, used sanctions, and developed a range of other instruments to support political reforms on the continent. Academic research has analyzed the “substance” and “content” of political reforms that Western actors seek to promote, what instruments they use, and how effective these instruments are in different political contexts. This body of work comes to mixed conclusions as to whether and under what conditions external support has contributed to democratic reforms in African countries between 1990 and 2015. Yet, evidence suggests that external democracy support has made some positive contributions and has been more effective in Africa compared to other regions. However, after a period of 25 years during which democracy support gradually became an important element in the United States’ and European cooperation with African countries, this agenda is now under considerable pressure. Domestic challenges to democracy within Europe and the United States, domestic dynamics in African countries, and the rise of China as an alternative political model make it difficult for European and other external actors to contribute to political reforms on the continent. In this new era of uncertainty, there are three main areas to which policymakers as well as academic research should pay more attention. First, more debate is needed how the contestation of democratic norms in Europe and the United States affects not only the legitimacy but also the decision-making processes on democracy support. Second, more research is needed how urbanization, demographic change and digitalization and their combined effects influence political reforms in Africa and what implications emerge for democracy support. Finally, how China’s more proactive and assertive foreign policy will affect democracy support in Africa is an area that policy-makers and researchers should follow closely.
While migration has always existed, and its consequences have always been important, few people have lived a mobile life in the history of mankind. Population immobility has recurrently been part and parcel of political strategies of social control and domination. Since the second half of the 20th century, however, the extent of geographical movements of individuals has expanded enormously. In particular, the size and scope of international travel has increased at an exponential pace. Favored by globalization and technological progress, transnationalism, initially linked to migration, has emerged as a relatively widespread phenomenon that involves a growing portion of the general population, especially, but not only, in developed countries. Mainly on the basis of research carried out in Europe, there is evidence that transnational practices tend to strengthen cosmopolitanism and the legitimacy of supranational polities (particularly the European Union [EU]), while it is less clear whether they entail denationalization. Further research is needed to improve the quality of independent and dependent variables in this area and assess the effect of international mobility and transnationalism outside the European context.
Countries can regulate both the majority religion and minority religions. Although most countries do both, the motivations and dynamics of these two types of regulation are distinct. The regulation, restriction, or control by a government of all religion in a country, including the majority religion, can take multiple forms. These include regulating (1) religion’s role in politics, (2) religious institutions and clergy, (3) religious practices, and (4) other aspects of religion. At least one form of religious regulation is engaged in by 95.5% of governments, and religious regulation is becoming more common over time. Regulating, restricting, and controlling religion is the norm worldwide regardless of world region, government type, and majority religion. Multiple motivations exist for regulating, restricting, and controlling majority religions. (1) Some countries have secular or anti-religious national ideologies. (2) Some countries support religion, but countries that support a religion often also want to influence and control that religion. In fact, control is a nearly inevitable consequence of support. (3) Politicians often fear religion’s potential political power and seek to keep it in check. (4) Autocratic governments often seek to restrict any aspect of civil culture they cannot control, and this includes religion. On the other hand, regulation is costly. It requires resources that can be used elsewhere, so regulating religion represents a decision to use resources despite these costs.

In research on religiosity and support for democratic norms, two major debates stand out: The first concerns whether some religious traditions, such as Islam or Orthodox Christianity, are inherently undemocratic, and hence whether supporters of these traditions have antidemocratic orientations. The second debate is about whether religious orientations beyond religious identification foster or hinder support for democratic norms. Both debates may be resolved by conceptualizing both individual religiosity and support for democratic norms as multidimensional orientations. At the individual level, religiosity consists of belief, behavior, and belonging dimensions. Support for democratic norms consist of overt approval of democracy as the ideal system of governing the country and intrinsic support, which refers to an understanding of democracy as being primarily associated with liberal-democratic norms and institutions such as popular sovereignty, political equality, civil rights, and free elections. Religious belief is negatively associated with over support, and religious social behavior is positively associated with overt support. Yet, there is some evidence that the effect of religious social behavior on intrinsic support for democracy may not be positive. Recent scholarship is also interested in identifying the psychological mechanisms through which different religiosity dimensions affect support for democratic norms, as well as establishing the causal effects of religiosity dimensions by experimentally manipulating different facets of religiosity. Although the multidimensional approach to religiosity provides a general framework that explains the effect of religiosity on support for democratic norms, there is still substantive variation across time and different contexts to be explained. Avenues exist for future research in terms of theorizing and identifying the moderating effects of different factors, most obviously the religious context and the influence of religious elites and social networks.
Political scientists use the concept of legitimacy to assess the rightfulness of political rule. Their research can approach legitimacy from two perspectives: When taking a normative approach, political scientists develop and justify their own evaluation of the rightfulness of political arrangements. When taking an empirical approach, they study how other people—such as political elites or citizens—evaluate the rightfulness of political rule. Both approaches have been used in research on the European Union. Scholarly discussions that approach the EU’s legitimacy from a normative perspective revolve around the question of which standards of rightfulness are appropriate for the EU. These depend largely on how the EU polity is conceptualized: as a technocratic regulatory agency, an intergovernmental organization, a federation, a demoi-cracy, or a system of multilevel governance. Since the EU is hybrid polity that possesses elements of each of these models, and is therefore difficult to classify, no consensus has emerged in this debate. Scholarship that approaches the EU’s legitimacy as an empirical phenomenon examines political attitudes and discourses in European society, asking whether, and why, societal actors treat the EU as legitimate. A diverse set of research methods—including public opinion surveys, content analysis of different kinds of texts, and qualitative interviews with citizens—have been applied to shed light on this question. While this research has not provided clear evidence of a “legitimacy crisis” of the EU, it does show that many Europeans relate to the EU with a sense of diffuse unease and skepticism, in part because they find it opaque and difficult to understand.

A decision support system is an interactive human–computer decision-making system that supports decision makers rather than replaces them, utilizing data and models. It solves unstructured and semi-structured problems with a focus on effectiveness rather than efficiency in decision processes. In the early 1970s, scholars in this field began to recognize the important roles that decision support systems (DSS) play in supporting managers in their semi-structured or unstructured decision-making activities. Over the past five decades, DSS has made progress toward becoming a solid academic field. Nevertheless, since the mid-1990s, the inability of DSS to fully satisfy a wide range of information needs of practitioners provided an impetus for a new breed of DSS, business intelligence systems (BIS). The academic discipline of DSS has undergone numerous changes in technological environments including the adoption of data warehouses. Until the late 1990s, most textbooks referred to “decision support systems.” Nowadays, many of them have replaced “decision support systems” with “business intelligence.” While DSS/BIS began in academia and were quickly adopted in business, in recent years these tools have moved into government and the academic field of public administration. In addition, modern political campaigns, especially at the national level, are based on data analytics and the use of big data analytics. The first section of this article reviews the development of DSS as an academic discipline. The second section discusses BIS and their components (the data warehousing environment and the analytical environment). The final section introduces two emerging topics in DSS/BIS: big data analytics and cloud computing analytics. Before the era of big data, most data collected by business organizations could easily be managed by traditional relational database management systems with a serial processing system. Social networks, e-business networks, Internet of Things (IoT), and many other wireless sensor networks are generating huge volumes of data every day. The challenge of big data has demanded a new business intelligence infrastructure with new tools (Hadoop cluster, the data warehousing environment, and the business analytical environment).
