The literature on contemporary Western punishment presents us with a number of possible approaches to political ideologies and penality. The first approach requires us to ask what different political ideologies have to say about crime and punishment. This entails a close analysis of the ideologies’ main claims on matters of power, authority, and collective co-existence, to see if and how such claims have played out in the penal sphere. Analyses of social democratic penality serve here as useful case studies for such an approach. Such analyses also illustrate the second approach to questions of political ideology and penality. This approach requires us to ask what impact crime has had upon the fate of different ideologies. Have the changing incidence and changing perceptions of crime come to threaten the legitimacy of dominant ideologies? The third approach is that of critique of ideology: penality is studied as ideology, to discern what it conceals about reality and existing power relations. Here the analysis of contemporary UK offences of dangerousness acts as a case study for such an approach. To the extent that offences of dangerousness are rooted in neoliberalism, the discussion also introduces us to debates concerning neoliberalism and penality, in particular the idea that contemporary punishment expresses both the ascendancy of neoliberal doxa, and the decline of existing macro-ideologies such as social democracy. This decline can be seen as a move toward a post-ideological era, in which crime and punishment have come to replace political visions and utopias. However, recent scholarship on political ideologies argues that the latter are ubiquitous and permanent features of political thinking. This implies that the contemporary era cannot be described as post-ideological. Rather, it is an era in which macro-ideologies such as social democracy—which provided a holistic view of social order and comprehensive ideational resources to construct it—have been replaced by thin ideologies—which offer us narrower visions and ambitions. Examples of such thin ideologies include populism and technocracy. It is then possible to study the link between thin-ideologies and penality, a study that is here exemplified by the analysis of populism and penal populism, and technocracy and epistemic crime control. An analysis of thin ideologies and penality can also be undertaken with a normative project in mind, namely that of identifying within these thin ideologies, possible ideational resources that might be used to imagine a better penal future: one that is more moderate, more democratic, and less punitive.

With a conservative party in power since 2002 that has its roots in the pro-Islamist movement, the influence of religiosity upon party choice has attracted a lot of attention in the literature on Turkish elections and voting behavior. However, this literature uses measures of religiosity that change from one study to another and hence diagnosing trends over time or assessments concerning the influence of religiosity remains challenging. This article aims to first review the findings concerning the effect of religiosity upon party choice in Turkey. Second, using the Turkish Election Studies data for four general elections in the 2002–2015 period a unified comparable framework is adopted to evaluate the changing nature of the influence of religiosity upon party choice. The findings reached suggest that religiosity remains a potent variable in shaping party choice. However, over time and across parties its influence varies. A sectarian divide between the Sunni majority and the Alevi minority also appears to be useful especially differentiating the left-leaning main opposition party. This sectarian divide also seems to be shifting over time.

Recent research in political psychology and biopolitics has begun to incorporate theory and methods from cognitive neuroscience. The emerging interdisciplinary field of political neuroscience (or neuropolitics) is focused on understanding the neural mechanisms underlying political information processing and decision making. Most of the existing work in this area has utilized structural magnetic resonance imaging, functional magnetic resonance imaging, or electroencephalography, and focused on understanding areas of the brain commonly implicated in social and affective neuroscience more generally. This includes brain regions involved in affective and evaluative processing, such as the amygdala, insula, anterior cingulate, and orbitofrontal cortex, as well as regions involved in social cognition (e.g., medial prefrontal cortex [PFC]), decision making (e.g., dorsolateral PFC), and reward processing (e.g., ventral striatum). Existing research in political neuroscience has largely focused on understanding candidate evaluation, political participation, and ideological differences. Early work in the field focused simply on examining neural responses to political stimuli, whereas more recent work has begun to examine more nuanced hypotheses about how the brain engages in political cognition and decision making. While the field is still relatively new, this work has begun to improve our understanding of how people engage in motivated reasoning about political candidates and elected officials and the extent to which these processes may be automatic versus relatively more controlled. Other work has focused on understanding how brain differences are related to differences in political opinion, showing both structural and functional variation between political liberals and political conservatives. Neuroscientific methods are best used as part of a larger, multimethod research program to help inform theoretical questions about mechanisms underlying political cognition. This work can then be triangulated with experimental laboratory studies, psychophysiology, and traditional survey approaches and help to constrain and ensure that theory in political psychology and political behavior is biologically plausible given what we know about underlying neural architecture. This field will continue to grow, as interest and expertise expand and new technologies become available.

The study of ideology hinges upon several important characteristics. First, the term “ideology” may connote different things to voters. To some, it indicates a preference for “conservatism” over “liberalism”; others adopt a more nuanced perspective, identifying ideology as “libertarianism,” “environmentalism,” and “populism” (among others). Some view it is an identity. Ideological labels are entrenched in political and non-political identities. The term “conservative” may signal a social orientation only loosely related to conservatism’s philosophical tenets (e.g., limiting the size and scope of the federal government). “Liberalism” or “progressivism,” signal a different worldview that also perhaps loosely related to the philosophical characteristics of modern (American) liberalism (e.g., “expanding the social safety net”). Ideology is also a means of cognitive organization; it is used to make sense of oftentimes complex public policy. Individuals organize policy beliefs around organizing principles, such as a preference for reducing the size of the federal government. Considering this heterogeneity, it is important to use the term with precision, in order to better understand how voters rely upon ideology in their decision calculus. Second, ideology is a central characteristic in the general structure of political beliefs. It acts as a lens through which the political and social world is interpreted. Third, ideology is functional in nature. Ideological preferences often fulfill a voter’s unique psychological, motivational, and personality-oriented characteristics. Finally, ideology has unique consequences in contemporary politics, as evidenced by increased political polarization, partisan-ideological sorting, and ideologically divisive rhetoric.

Research using variants of political settlement analysis have gained prominence in scholarship on Africa. Political settlement research provides an analytical lens that takes the researcher beyond a narrow focus on formal institutions to examine how distributions of power among groups affect the way that institutions work. A political settlement can be defined as a combination of power and institutions that is mutually compatible and also sustainable in terms of economic and political viability. The main theoretical building blocks of the framework are institutions, power, and rents. Despite its burgeoning influence as an analytical approach, existing literature contains considerable differences in the core concepts and causal mechanisms described as constituting a political settlement framework. There are key differences within the literature between research that conceptualizes political settlement as action and political settlement conceptualized as process. In understanding political settlement as process, a political settlement is conceptualized as a stable political order that has not necessarily been planned or consciously willed by different social groups. The outcomes intended from the adoption of any particular set of institutions cannot be taken for granted. Groups that may appear powerful in terms of their formal political and economic positions in society may not be able to actually enforce compliance with formal and informal institutions they desire, leading to a much more complex relationship between institutions and paths of political and economic change. Approaches that understand political settlement as action emphasize the role of agreements made by powerful groups or elites. Forging a viable and inclusive political settlement is treated as a desirable policy outcome where institutions that generate inclusion, stop war, or reduce violent conflict can be purposefully established and enforced by elites. The two versions of the framework have been deployed to explore a range of different phenomena including economic change and industrialization, corruption, social policy, conflict, and state-building in a number of African countries. A key insight of the political settlement framework is that it provides many new insights into the variation between political economies on the continent. However, it is crucial that those seeking either to deploy or to critique the framework recognize the diverse way in which concepts and underlying causal processes have been defined. Such tensions within the framework can be important for driving research and thinking forward.

Hegemonic political regimes in Africa reflect the continent’s political history, in particular, its colonial past and postcolonial present. Hegemony is primarily a reference to the nature and character of specific modes of power. Political hegemony denotes prolonged, unchecked dominance and control, often by a dominant political party that comprises a section of the ruling coalition. On the continent, regime hegemony is embedded in neo-patrimonial structures of power. It is the outcome of (a) African patrimonial logics and Western bureaucratic institutions and (b) complex networks of patron–client relationships along with resource allocations which form the basis of political legitimacy. As well, the struggles for independence bequeathed a “movement legacy” that continues to frame political organization. African discourses regarding the exercise of power address hegemony in the context of statist–corporatist regimes which, by definition, concentrate power in the state by closing political spaces and promulgating self-serving ideologies, both of which produce unchallenged social realities. Paradoxically, the state is deinstitutionalized, power is personalized, and informality underpins decision making. In deconstructing hegemony in Africa, emphasis is placed on how three key tensions that distinguish hegemony from democracy are resolved. Hegemonies diminish consent in favor of effectiveness, opt for consensus at the expense of participation and competition, and subordinate representation to governability. The consequence of all this is that African polities struggle in sustaining a governance realm that is rooted in consent, competition, and representation. Finally, the nature and character of political hegemony among African polities vary and mutate over time, from independence to the late second decade of the 21st century.

The term political correctness (PC) has been used since the 1930s in Maoist China, where it meant fall in line with the Communist Party’s politics. In the 1980s, there was a revival of the use of the term. For some, PC now primes the prohibition of speech that is seen as derogatory toward historically marginalized groups, and well as the encouragement of more multicultural perspectives. Others see PC in a pejorative sense, thinking of liberal extremism. Since the start of the liberal PC movement in the 1980s, people ranging from sensationalist conservative politicians to serious and thoughtful academics have raised concerns about the negative consequences of PC. Those in support of PC claim that using more inclusive language representing more diverse voices in college classrooms helps improve the lives of members of marginalized groups. On the other hand, many professors and university health professionals have raised concerns that PC culture is too extreme, and the norms are preventing students from developing critical thinking skills. Despite the fact that the debate has being going on for nearly 30 years, little has been resolved. Though many have written their opinions of PC, few have theorized about why it exists or how it functions. Furthermore, although empirical research has peripherally examined the effects of some PC-related issues, very little empirical research has explicitly tested the effects of PC. In order to encourage further theorizing and empirical research about this topic, a short history of the PC movement is presented, a background on social norms and ideology helps provide useful insight for understanding PC, and the small amount of empirical research that explicitly examines PC, such as research on language and the pressure to appear PC, is presented to help with ideas for future research.

“Ideology” has fallen out of favor as a term of art. Terms like “equity,” “bias,” “gap,” “discourse,” “norm,” various “isms,” “consciousness,” “experience,” and “policy” tend to appear in scholarly and mainstream education dialogue when it comes to social-political practices. Yet the term is important both historically and for the present day. After its first formal usage in the 18th century, intellectuals produced several concepts of ideology. Ideology transformed from a science of ideas to propaganda; from critiques of truth and falsity to necessary strategy; from a focus on consciousness to a focus on practice. These transformations impacted educational research, particularly in the postwar period during a renewed emphasis on schooling’s social context. Revisiting the various concepts of ideology, particularly ideology as a practice, is valuable for educators and scholars today.

One of the ways that citizens and elites orient themselves to politics is in reference to a Left-Right vocabulary. Left and Right, respectively, refer to a specific set of progressive and conservative policy preferences and political goals. Thus, Left-Right becomes a framework for positioning oneself, political figures, and political parties into a common framework. Most citizens identify themselves in Left-Right terms and their distribution of these orientations vary across nations. These orientations arise both from long-term societal influences and from the short-term issues of the day. Most people also place political parties in Left-Right terms. This leads citizens to use Left-Right comparisons as an important factor in their voting choice, although this impact varies considerably across nations. Most parties attract voters that broadly share their Left-Right orientations.

Conceptions of party family serve as signals to political actors, but also as analytical categories for scholars to classify parties with the purpose of developing theoretical arguments about their origins, electoral and executive government trajectory, and policy impact. Historically, political “brands” and scholars’ efforts to distinguish party “families” originate in the mobilization of mass parties following the introduction of universal suffrage and pinnacle in the literature on political cleavage formation. For contemporary research, party families may be classified by at least three analytical dimensions indicating principles according to which they generate policy positions on questions of economic distribution (greed), political and social governance (grid), and delineation of polity membership status (group). The configuration of positions on the three dimensions constitutes a party’s ideology, which may be grouped into a party family. In any particular polity, only a subset of the conceivable ideological positions is empirically present. Moreover, there are parties that change their party family affiliation over time, if not their brand names. Finally, many party classifications do not meet the criteria of party family as introduced here. This applies to the characterization of parties according to whether they are based on personalism, clientelism, cartel formation, catch-all politics, or niche strategy.

Media often portrays European Union (EU) decision-making as a battleground for national governments that defend the interests of their member states. Yet even the most powerful individuals, such as the German chancellor, the French president, or the Commission president, are party politicians. At the same time the consistent empowerment of the European Parliament (EP) means that the party groups of European-level “Europarties”—political parties at European level—are in a key position to shape EU legislation. The Parliament has also become more directly involved in the appointment of the Commission, with the results of EP elections thus influencing the composition of the Commission. Examining the “partyness” of European integration, this article argues that scholarly understanding of the role of parties in the EU political system has taken great strides forward since the turn of the millennium. This applies especially to the EP party groups, with research focusing particularly on voting patterns in the plenary. This body of work has become considerably more sophisticated and detailed over the years; it shows that the main EP groups do achieve even surprisingly high levels of cohesion and that the left–right dimension is the primary axis of contestation in the chamber. It nonetheless also emphasizes the continuing relevance of national parties that control candidate selection in EP elections. Considering that most votes in the Parliament are based on cooperation between the two largest groups, the center-right European People’s Party (EPP) and the center-left Party of the European Socialists (PES), future research should analyze in more detail how these groups build compromises. Actual Europarties, however, remain relatively unexplored. Case studies of treaty reforms or particular policy sectors reveal how individual Europarties have often wielded decisive influence on key integration decisions or key appointments to EU institutions. The Europarty meetings held in conjunction with European Council summits are particularly important in this respect. The regular, day-to-day activities of Europarties deserve more attention, both regarding decision-making and vertical links between national parties and their Europarties. Overall, it is probably more accurate to characterize Europarties as networks of like-minded national parties or as loose federations of member parties, especially when compared with the often centralized and strongly disciplined parties found in the member states.

A nascent body of research is growing on the issue of disclosing one’s sexuality, also termed “coming out,” and the implications for attitudes, behavior, and health. This research engages (a) the political attitudes of those reporting their sexual identity, and (b) the social conditions that lead people to express different forms of sexual identity. Four main findings help to characterize the relationship between coming out and political attitudes among sexual minorities. First, people who come out tend to be socially liberal, but the reasons behind this pattern remain unclear. Second, tolerant social conditions correlate with coming out; expressions of tolerant attitudes; and political engagement on behalf of lesbian, gay, and bisexual rights. Third, the reverse holds as well: Intolerant, homophobic social conditions correlate with the concealment of one’s homosexuality and the expression of homophobic attitudes. Fourth, homophobic social conditions also may lead to worse mental health outcomes, which in turn reduce political efficacy and participation. However, the causal relationships between social conditions, coming out, political outcomes, and health outcomes elude existing research. Future research can unpack these relationships and include more cases outside Western Europe and North America, where most research on this topic is conducted.

Individuals’ political membership of and identification with their political parties or ideologies influence how they interact with members of their own group/party (ingroup) and other groups/parties (outgroups). Such sense of “group-ness” (i.e., us-them) motivates people to find ways to posit their group in a positive light (i.e., ingroup favoritism) and engage in attitudes and behaviors that help maintain a desired political group status. These attitudes and behaviors can include a positively biased attitude toward one’s own political group over the other groups, a tendency to seek information that confirms the viewpoints and reflects positive aspects of one’s own political group, or a perception that the media exhibit bias toward their political group. Hence, we can consider political activities, attitudes, and communication (including media use) as inherently intergroup behaviors where members of political groups constantly appraise political discourse and political landscape through an intergroup lens. These intergroup phenomena are particularly salient during election seasons where political group boundaries are erected and political discourses around core ideological beliefs are debated. Accordingly, it is important to understand better links between intergroup factors (e.g., intergroup attitudes and behaviors), and political media use. This requires: (a) examining how intergroup factors have been considered in political communication research; (b) assessing political media use and effects in a political context, specifically media effects that could potentially be driven by political group identity and political intergroup attitudes; (c) discussing studies that have highlighted intergroup variables in the process of media selection and effects and how we may conceptualize political media research in an intergroup framework; and (d) considering additional intergroup factors that might be relevant and informative to our understanding of political activities and attitudes and media selection and effects in political settings.

Cost-benefit analysis (CBA) is a widely used economic appraisal method that aims to support politicians in making decisions about projects and policies. Several researchers have tried to uncover the extent to which CBA actually impacts decision-making by investigating the statistical relation between the results of CBA studies and political decisions. Although these studies show that there is no significant statistical relation between the outcomes of CBA studies and political decisions, there is clear evidence that the institutionalization of CBA affects the planning and decision-making process within the bureaucracy. Civil servants, for instance, use CBAs to government projects in the early phases of the planning process. The literature identifies various barriers that hamper politicians’ use of CBA when forming their opinion. First, politicians often receive results of CBA studies too late in the process. When politicians receive a CBA after they already made up their mind and communicated their viewpoint, the chance is low that the results of the CBA will (substantially) influence their decision. A second important barrier that limits the use of CBA by politicians is that they do not have enough trust in CBA’s impartiality. A third barrier is that politicians contest value judgments implicit in CBA. The literature distinguishes six ideological value judgments that inevitably need to be made when conducting a CBA: (a) Which individuals have standing in a CBA? (b) Which preferences have standing in a CBA? (c) Which procedure is used to value impacts? (d) On which dimensions are standard numbers differentiated? (e) Which weight is assigned to preferences of individuals in the social welfare function? (f) Which approach is adopted to select the social discount rate? The implication of the fact that CBA analysts cannot escape from making value judgments when conducing the study is that CBA is currently a problematic tool for democratic decision-making because, when applied in practice, the analysis is based on a specific set of politically loaded premises that fosters (damages) the interests of politicians (not) endorsing these premises. It is possible to overcome this problem through informing politicians about the extent to which switching value judgements leads to different CBA outcomes. The introduction of so-called normative sensitivity analyses safeguards that politicians with different belief systems are equally equipped to use the results of a CBA to arrive at a well-founded evaluation of a government project.

In 1925, the Hindu nationalist organization Rashtriya Swayamsevak Sangh (RSS) was founded. The main aim of the RSS was to make India into a nation state defined according to Hindu cultural and religious values, which in the RSS version reflected a distinct high-caste outlook. Internal enemies, namely Muslims, Christians, and Marxists, had no place in such a state. This ideology goes under the name Hindutva, which can be translated as Hinduness. Due to the large-scale and religiously based violence experienced in the final stages of its freedom struggle, independent India adopted democracy and secularism as its foundational values. Hindu nationalist parties were present, but never influential in the first decades after independence. This circumstance was about to change in the 1980s, as the newly founded Bharatiya Janata Party (BJP), with strong links to the RSS, decided to mobilize on the Ayodhya issue. According to the BJP, the Ayodhya temple had been demolished by the Muslim ruler, Babur, and replaced with a mosque. The time had come to rebuild the temple. This campaign catapulted the BJP onto the political scene in India. The strategy, however, was not without its flaws, and the weaknesses connected to the BJP’s Ayodhya campaign summed up the party’s main challenges. It has been difficult for the BJP to promote the existence of a nationwide Hindu identity in heterogeneous India, characterized by religious pluralism, different regional political cultures, and caste divisions. Particularly caste has proved difficult for the BJP, since the party is associated with high-caste values. Moreover, the way in which the BJP has utilized anti-Muslim rhetoric and campaigns has alienated potential alliance partners. The BJP has managed to overcome most of these challenges and was elected to power at the national level in 1998 and then again in 2014. In addition, the party governs many different states. During several national election campaigns, the BJP has actually chosen to background the most contentious issues in order to attract alliance partners. Instead, the party has conveyed its message of Hindu cultural unity in more subtle ways, most prominently through educational reforms. The BJP has also managed to adapt to regional variations and conveys its ideology in different ways throughout India. The landslide victory of Narendra Modi and the BJP in the 2014 elections represents a new phase in the history of the party. With a majority of its own, one could expect that the BJP would implement its Hindu nationalist agenda. For the most part, Modi has kept some degree of distance from Hindutva. However, through a division of labor, it appears that Modi has left the Hindutva agenda to the states governed by the BJP as well to the well-organized and influential Hindu nationalist movement.

The emerging literature on the politics of social protection in Africa provides insights into the ways in which the unevenly changing character of representative democracy shapes processes of public policymaking in practice. Reforms are widely on the agenda, in part as a result of their advocacy by diverse international organizations and aid donors. But there are many obstacles between the policy agenda and policymaking (and implementation). In many countries, political elites hold conservative views on cash transfer programs. The institutionalization of regular and nominally contested elections has rarely resulted in significant pressures from below for pro-poor programmatic social policy reforms. In some countries, “democratic” politics continues to revolve around competition for patronage rather than programmatic reform. In others, voters themselves seem to prioritize other programs (especially agricultural subsidies) ahead of social protection. Nonetheless, a growing number of competitively elected governments have introduced reforms, as have some semi-democratic or authoritarian regimes. For both more and less democratic governments, regime legitimation through apparently more inclusive development seems to be a more powerful factor than voter pressure.

Slavoj Žižek stands as one of the most influential contemporary philosophical minds, stretching across a wide variety of fields: not just communication and critical/cultural studies, but critical theory, theology, film, popular culture, political theory, aesthetics, and continental theory. He has been the subject (and object) of several documentaries, become the source of a “human megaphone” during Occupy Wall Street, and become, while still living, the subject of his own academic journal (the International Journal of Žižek Studies). Žižek’s theoretical claim to fame, aside from his actual claim to fame as a minor “celebrity philosopher,” is that he weaves together innovative interpretations of G. W. F. Hegel, Karl Marx, and Jacques Lacan to comment on a variety of subjects, from quantum physics to Alfred Hitchcock films to CIA torture sites. While there are as many “Žižeks” as there are philosophical problem-spaces, Žižek proposes an essential unity within his project; in his work, the triad Hegel-Marx-Lacan holds together like a Brunnian link—each link in the chain is essential for his project to function. Further, his intentionally provocative work acts as a counterweight to what he views as the dominant trends of philosophy and political theory since the 1980s—postmodernism, anti-foundationalism, deconstruction, vitalism, ethics, and, more recently, speculative realism and object-oriented ontology.

Terrorism is a multifaceted phenomenon. It is by no means the sole province of religious fundamentalism although it can be (and sometimes is) the end result of an ideological trajectory identified as “fundamentalist.” Following a “higher dictate” or a “divine command” may obviate otherwise normal attributions of culpability. Thus, Christian extremism can issue in terrorism, where an otherwise negatively valued destructive act can be transformed and rendered acceptable, even laudable. Such acts may qualify as terrorist, at least in some respects. An analysis of the ideology of religious fundamentalism reveals that an extreme perspective can originate as simply a passive viewpoint, manifest as an assertive identity orientation, and emerge to be a fanatically imposed program of aggressive behaviors and actions. Christian fundamentalism is a specific variant of religious fundamentalism and, indeed, it is from within modern Christian history that the term “fundamentalism” arose. Its use today is much broader, denoting a generic phenomenon with wide application, even beyond religion. The motif of exclusivism, which is inherent to fundamentalist ideologies and values, is an important dimension to be taken account of. It is critical to understanding the specifics of Christian extremism and terrorism. Similarly, the issue of theological justification for Christian extremism and violence, together with biblical motifs and references for violence and extremism, are important dimensions for critical study. Christian extremism rests on select biblical models and references, such as that of Phineas (Num. 25) and proffers self-justifying theological support. In short, Christian fundamentalism manifests an ideological sequence of factors whose cumulative impact once (or if) the final factor of enacting violence is reached, can be devastating. There is historical evidence for this as well as contemporary examples. The ideological and behavioral trajectory of 21st-century fundamentalist Christians can—and in some situations does—result in deadly terrorist behavior. And as with any religion, such ideology leading to terrorism is necessarily extreme: a deviance from the norm of religious values and behaviors.

Neither liberalism nor neoliberalism can be grasped coherently without talking about capitalism and democracy. If liberalism names the political ideology aligned to the historical emergence of “free market” capitalism and Western-style representative democracy, neoliberalism signifies a particular regime of liberalism, capitalism, and democracy that has been globalized since the 1970s, in the form of an active state promotion of market and competition principles that critics see as antithetical to democracy. Liberalism also can be described as the hegemonic common sense of communication research. The political philosophy and ideology that shaped the establishment and trajectory of American democracy was inscribed in the US-foundations of the field. It was internalized in a teaching curriculum—the vaunted liberal arts degree—that inculcated the liberal reflexes of the professions and institutions that employed communication graduates. However, for critical communication scholars—all the way back to the Frankfurt School—liberalism has functioned as an exemplary ideological antagonist: a signifier of political values inseparable from the workings and class dynamics of the capitalist system. This interrogatory view of liberalism underpinned the historical distinction between critical and administrative or empirical communication research; the former signified a desire to interrogate the presuppositions of a liberal democratic capitalist social order that were essentially taken for granted by the latter. It also textured the emergence of British cultural studies in the 1970s and 1980s, which questioned the pluralist assumptions and motifs of liberal media and journalism cultures. In contrast, neoliberalism is sometimes constructed as an ideological antagonist of both critical theorists and progressive liberal identities. Marxist scholars conceptualize neoliberalism as a particular historical regime of capitalism, more corrosive and iniquitous than the “embedded liberalism” of the post-war era in Europe and the United States. Similarly, socially progressive liberals criticize neoliberalism for subordinating public life to market forces and for displacing the welfare state commitments of the Keynesian era. Some on the political left collapse the distinction between liberalism and neoliberalism, seeing them as simply two ways of ideologically justifying capitalist rule. Conversely, some of those most likely to be identified as neoliberals are motivated by a deep hostility to political liberals, particularly in right-wing political discourses where liberal operates as code for left-liberal, even socialist, values that are opposed to a free market identity. Any discussion of the relationship between liberalism and neoliberalism must therefore start by recognizing the contested and nebulous nature of both categories, and their variegated use as signifiers of political identification and disidentification. This article begins by outlining some of the philosophical foundations of liberal thought, highlighting the historical tensions between discourses that privilege economic freedom and those that stress the social character of liberalism. The next section considers different critical perspectives on liberalism, including discussions of the limitations of the account of free speech and press freedom inherited from 19th century liberals. Neoliberalism’s status is examined as a distinct political project that reshaped Western and global political economy from the 1970s onwards, but which had its intellectual origins in 1920s and 1930s debates about the nature of liberalism and its antagonistic relationship with socialism. Following that is an overview of research on neoliberalism and media, where, as in other fields, neoliberalism is commonly invoked as a name for the dominant ideology and social formation. The penultimate section identifies the outlines of a future research program for critical communication researchers, based on critical interrogation of the relationship between neoliberalism and liberalism. The article ends with an overview of further reading suggestions for those interested in making their own contributions to the field. The nature of the topic necessitates an interdisciplinary register that moves between general reflections on liberalism and neoliberalism to questions of particular interest to communication, media, and journalism researchers. There is no attempt to refer to all the communication research of relevance to our topic; liberalism’s hegemonic status would make that an impossible task. Liberal assumptions are arguably most authoritative when they are not named at all, but simply presupposed as part of the common sense framing of the research question.

Why do people support the harsh punishment of criminal offenders? Understanding public punitiveness is relevant because punitive measures have been increasing worldwide since the year 2000, while public perceptions are an important factor driving penal policies. These punitive trends have taken place even though crime rates have generally not increased and even decreased in many parts of the world. Punitive attitudes—understood here as general support for the application of harsh sentences to criminal offenders—have been captured measuring people’s beliefs about specific sanctions and their intensity, the support for specific sentencing policies, and the evaluation of the penal system, among others. Research on the factors explaining public punitiveness can be broadly classified into two categories: utilitarian and retributive perspectives. According to the utilitarian perspective, punishment is a means to reduce future crime and control the behavior of offenders, usually through deterrence and incapacitation. From this perspective, punitiveness should be driven by concerns about high crime rates, fear of crime, and victimization experiences. From a retributive perspective, punishment serves a symbolic function by retaliating a wrong more than preventing future crimes. Two retributive and symbolic functions of punishment are discussed in the literature: On the one hand, it is argued that punishment helps clarify moral and normative boundaries; on the other hand, punishment can also help clarify status boundaries and maintain dominant groups’ power. Other factors found to influence people’s attitudes are political ideology (e.g., right-wing authoritarianism and social dominance orientation), situational antecedents (e.g., the presence of a social threat or specific characteristics of victim and offender), and the media.
