Social media are defined as applications and websites that allow users to share content, usually of their own making. Social media users include individuals and organizations across a broad range of social strata. Key social work organizations, such as the National Association of Social Workers and the Association of Social Work Boards, have begun noting the proliferation of social media usage in education and practice and have begun developing guidelines to govern their use. The American Academy of Social Work and Social Welfare, in their Grand Challenges of Social Work initiative, highlighted social media as an important area of growth for research and education. Despite the field’s nascent enthusiasm, practical and ethical concerns persist. This article defines social media; discusses its usage in social work practice, research, and education; and discusses the ethical and practical considerations in each domain.

The internet has emerged as an important medium for terrorists. Two key trends can be discerned from cyberterrorism: the democratization of communications driven by user generated content on the internet, and modern terrorists’ growing awareness of the internet’s potential for their purposes. The internet has become a favorite tool of the terrorists because of the many advantages it provides, such as easy access; little or no regulation, censorship, or other forms of government control; potentially huge audiences spread throughout the world; anonymity of communication; fast flow of information; interactivity; inexpensive development and maintenance of a Web presence; a multimedia environment; and the ability to influence coverage in the traditional mass media. These advantages make the network of computer-mediated communication ideal for terrorists-as-communicators. Terrorist groups of all sizes maintain their own websites to spread propaganda, raise funds and launder money, recruit and train members, communicate and conspire, plan and launch attacks. They also rely on e-mail, chatrooms, e-groups, forums, virtual message boards, and resources like YouTube, Facebook, and Google Earth. Fighting online terrorism raises the issue of countermeasures and their cost. The virtual war between terrorists and counterterrorism forces and agencies is certainly a vital, dynamic, and ferocious one. It is imperative that we become better informed about the uses to which terrorists put the internet and better able to monitor their activities. Second, we must defend our societies better against terrorism without undermining the very qualities and values that make our societies worth defending.

Research on questions related to colonial Brazil has always been a challenge for historians of the period. In addition to the habitual adversities of historiographic research, studies of the colony have presented some specific difficulties as it involves documentation with at least three centuries of existence. For this reason, these primary sources have often seriously deteriorated due to the actions of time, environmental factors, or bad conservation. In addition to these problems, there exists the question that these documents are scattered among various archives in different regions of Brazil and on the other side of the Atlantic in Portugal, since the central administrative bodies of the Portuguese Empire were concentrated there, from where they communicated with their colonies and conquests. To shorten these distances, preserve the sources, and allow wide-ranging democratic access, websites have emerged to host the digitalized documentation of archives, libraries, and research collections. Since the 2000s, websites with both specific and more general subjects have been created, covering a wide range of content related to colonial Brazil, organized in digital collections. Various types of sources, such as cartographic, iconographic, and textual which allow aspects from social, political, economic, and cultural history to be dealt with, among others, can currently be found and analyzed without researchers having to physically visit institutions, which can be many kilometers from their residence. Much work which previously was either not done or which was limited due to the lack, or even the complete absence, of documents can now be carried out, which above all collaborates with the growth of the area.
E-government refers to a set of public administration and governance goals and practices involving information and communication technologies (ICTs). It utilizes such technologies to serve public agencies’ external audiences and constituents. However, the scope of that service is the subject of much debate and, consequently, no consensual definition of e-government had been formulated. The prehistory of e-government resonates with assumptions from the “new public management” (NPM), which proposed a restructuring of governmental agencies by adopting a market-based approach to ensure cost efficiencies in the public sector. Coined in the mid-1990s, the notion of e-government as equivalent to better government, economic growth, human development, and the knowledge society in general was quickly and uncritically accepted by practitioners and scholars alike. As scholars from different disciplines, including politics communication and sociology, paid increasing attention to the intersections of structural factors, hardware, and culture in the adoption and use of ICTs, research on e-government began to show some diversification. By the twenty-first century, the number of e-government websites from local and national administrations has grown sufficiently to allow some generalizations based on empirical observation. Meanwhile critical and comprehensive approaches to e-government frequently adopt a critical stance to denounce oversimplifications, determinisms, and omissions in the formulation of e-governance projects, as well as in the evaluation, adoption, and assessment of e-government effectiveness. Beyond the particularities of each emerging technology, reflection on the intersections between ICTs and government is moving away from an exclusive focus on hardware and functionality, to consider broader questions on governance.
