Continuing a history of inequity, private insurers have placed restrictions and limitations on coverage for mental health conditions making access to treatment services increasingly more challenging. A state-by-state advocacy movement has led to the enactment of various state laws to require mental health parity. With the Clinton Administration’s attempt at health care reform, mental health parity became part of the health reform debate and led to the passage of the Mental Health Parity Act of 1996. The inadequacies of this law were partially corrected in the Mental Health Parity and Addiction Equity Act of 2008, which included mandated coverage for substance use conditions. The Obama Administration in 2011 included these provisions in the Patient Protection and Affordable Care Act, which does not require compliance monitoring nor does it provide a definition for “mental health,” which leaves insurers to define it and hence determine what coverage will actually be available.

The idea that prices and exchange rates adjust so as to equalize the common-currency price of identical bundles of goods—purchasing power parity (PPP)—is a topic of central importance in international finance. If PPP holds continuously, then nominal exchange rate changes do not influence trade flows. If PPP does not hold in the short run, but does in the long run, then monetary factors can affect the real exchange rate only temporarily. Substantial evidence has accumulated—with the advent of new statistical tests, alternative data sets, and longer spans of data—that purchasing power parity does not typically hold in the short run. One reason why PPP doesn’t hold in the short run might be due to sticky prices, in combination with other factors, such as trade barriers. The evidence is mixed for the longer run. Variations in the real exchange rate in the longer run can also be driven by shocks to demand, arising from changes in government spending, the terms of trade, as well as wealth and debt stocks. At time horizon of decades, trend movements in the real exchange rate—that is, systematically trending deviations in PPP—could be due to the presence of nontraded goods, combined with real factors such as differentials in productivity growth. The well-known positive association between the price level and income levels—also known as the “Penn Effect”—is consistent with this channel. Whether PPP holds then depends on the time period, the time horizon, and the currencies examined.

Historically, U.S. policy has been characterized by long-standing ambivalence evident in the changing emphasis placed on prohibition as the aim of drug policy, and in debate about the relative merits of various approaches to drug control. Often characterized as supply reduction versus demand reduction efforts, significant changes have occurred over time in these efforts, and in the emphasis placed on them. In the last quarter of the twentieth century, U.S. drug policy adopted a more prohibitionist stance, with increased reliance on a variety of law enforcement, and even military actions, to control the supply and use of drugs, even in the face of evidence for the effectiveness of prevention and treatment, and high costs associated with the burgeoning incarceration rates.

Educational leaders in many countries have come to realize that (a) many of their problems are similar to those in other nations; (b) some of those problems fall outside the boundaries of the nation-state and involve many countries; (c) not only does the problem of social, material, and political inequalities fall outside the purview of the school to resolve, but beyond basic literacy and numeracy skills, schools tend to reproduce such inequalities; and (d) an awareness of educational issues when shared and dissected can present new opportunities for the local leader. Educational Leader without Borders (ELWB) is a group of international scholars and researchers who have joined together to study and discuss their potential solutions outside the politics of the local nation-state. An urgent situation has developed as mass migrations have erupted from climate change and war (leading to failed states) and from neoliberal attacks on promoting solutions for schools, thus further eroding schools’ efficacy for children of the poor and disenfranchised. The most difficult problems are those resulting from long-standing cultural practices which are deeply embedded in the public mindset and past traditions. Misogyny is one such tradition. It begins with denying young girls access to formal schooling in many parts of the world, excluding them when menstruation begins, and following the cultural traditions that support limiting rural boys in their education. Neoliberal pursuits have erupted and expanded the chasm between those-who-have and those-who-have-not. Western education is bashed and seen as polluted by these neoliberal norms. As ELWB scholars, we wrestle with the research done on others by others as the field of education is a context-bound integration of the society within which it is embedded. The context is shaped by the history, culture, and political policies of the specific nation state which are heavily influenced especially by economic and military considerations. Global awareness of issues, we believe as educational leaders, raise the possibilities of greater local understanding and ultimately on-the-ground actions by those immediately affected: school leadership, staffs, students, families, and communities. The counternarrative for this is the one-size-fits-all educational neoliberal approach found in the growing tentacles of artificial intelligence and all of its media supports. ELWB seeks new knowledge that is enhanced by all that technology offers but is not bound by it. We believe that human interactions are steeped in promising practices, with localized actions and the belief that education offers happiness in life while supporting the planet earth. This is the goal of the ELWB.
The past two decades have witnessed a surge in the growth of initiatives and funding to weave physical and behavioral health care, particularly with identification of the high costs incurred by their comorbidity. In response, a robust body of evidence now demonstrates the effectiveness of what is referred to as collaborative care. A wide range of models transverse the developmental lifespan, diagnostic categories, plus practice settings (e.g., primary care, specialty medical care, community-based health centers, clinics, and schools). This article will discuss the foundational elements of collaborative care, including the broad sweep of associated definitions and related concepts. Contemporary models will be reviewed along with identified contextual topics for practice. Special focus will be placed on the diverse implications collaborative care poses for the health and behavioral health workforce, especially social workers.
Economists have long been preoccupied with trying to understand the nature and causes of poverty. From Adam Smith to David Ricardo, Thomas Malthus, Karl Marx, and John Stuart Mill, a common belief among economists is that the benefits of economic growth are rarely experienced by the poorer sections of society. An important issue is how to measure global poverty accurately. International organizations such as the United Nations and the World Bank have endeavored to measure global poverty since the adoption of the Millennium Development Goals (MDG), stated in the UN’s Millennium Declaration which was adopted in 2000 by 189 nations. However, measuring global poverty is far from simple. Estimates of poverty and particularly of global poverty are very sensitive to the underlying assumptions, such as the notion of poverty itself, the choice of welfare indicator, the unit of measurement used, and purchasing power parity rates. One of the significant advances in global poverty studies was the World Bank’s introduction of a poverty line in the 1990 World Development Report (WDR). Despite these efforts, the precise number of poor in the world remains ambiguous. Nevertheless, emerging frontiers in poverty analysis indicate new interest in measuring poverty more broadly. Some ideas that may dominate the future of poverty research include multidimensional poverty, vulnerability to poverty, and chronic poverty.

An enduring resilience characterizes Philippine–American relationship for several reasons. For one, there is an unusual colonial relationship wherein the United States took control of the Philippines from the Spanish and then shared power with an emergent Filipino elite, introduced suffrage, implemented public education, and promised eventual national independence. A shared experience fighting the Japanese in World War II and defeating a postwar communist rebellion further cemented the “special relationship” between the two countries. The United States took advantage of this partnership to compel the Philippines to sign an economic and military treaty that favored American businesses and the military, respectively. Filipino leaders not only accepted the realities of this strategic game and exploited every opening to assert national interests but also benefitted from American largesse. Under the dictatorship of President Ferdinand Marcos, this mutual cadging was at its most brazen. As a result, the military alliance suffered when the Philippines terminated the agreement, and the United States considerably reduced its support to the country. But the estrangement did not last long, and both countries rekindled the “special relationship” in response to the U.S. “Global War on Terror” and, of late, Chinese military aggression in the West Philippine Sea.
