The quality of education in any country rests on school communities as a whole. However, the real implementers of innovations and changes in curriculum are teachers. Teachers, as practitioners, are the ones most often held accountable for successes and failures in educating schoolchildren. The way to facilitate teachers in handling challenges and keeping up with curriculum renewals is through constant support in the form of continuing professional development (CPD) by means of action research. Action research as CPD has been viewed as a critical platform for advocating change, which is the outcome of teachers’ ability and autonomy to lead in making informed decisions about their own practices. Given its usefulness, action research is found well established, vastly practiced, and widely published in Western countries. This has raised the question of the widespread use of action research as CPD in the Southeast Asian (SEA) region. Preliminary analysis reveals that in some SEA countries, such as Timor Leste, there is limited literature on action research, while in countries such as Malaysia, Singapore, and Thailand, action research has been well documented. At the same time, there is an emerging trend in SEA countries to adopt different models of action research. In Malaysia, for instance, action research has been primarily classroom based, whereas in Indonesia, a critical and community based approach to action research seems to be prevalent. This suggests that the kinds of action research conducted in the different SEA countries may reflect variations in cultural, economic, and geographical landscapes. Given the importance of action research to teacher practitioners and school leaders, and in providing an identity to the action research approaches conducted in Southeast Asia, the historical trail of action research presents a window into the nature of CPD concerns of each country, as well as the successes and challenges of conducting action research as CPD for sustained impact.

Curriculum, while often conceived as a static entity delivered as a neutral set of facts arranged in disciplinary categories, is, in reality, a pedagogical artifact—a product generated as a result of decisions made by a range of stakeholders who represent different cultural imperatives linked to contested perspectives about the purposes of school. Students’ and teachers’ experiences of school, then, are dialogic performances of a curriculum that promotes various levels of power and privilege, as well as understandings of equity and diversity. Therefore, whether or not it is recognized, the curriculum delivered in schools serves to either maintain or interrupt the status quo. Given the number of students who participate in public education, curriculum contributes a great deal to shaping the national narrative. Curriculum contributes to social movements, and the nature of the curriculum determines the direction of the movement.
Since curriculum development and implementation involves myriad decisions, influence is wielded by those with decision-making power. Social status and cultural capital, both of which are historically linked with political power, largely determine who makes curricular decisions, as well as how decisions are made. These conditions pose challenges for those who have been historically marginalized within educational institutions. Despite obstacles related to systemic inequities, different forms of curriculum can and do contribute to the creation and perpetuation of social movements. Moreover, educators who understand how educational institutions function, how curricular changes occur, and how curriculum can be a source of and vehicle for change can create conditions for transformative activist curricular movements.

Adiabatic quantum computing (AQC) is a model of computation that uses quantum mechanical processes operating under adiabatic conditions. As a form of universal quantum computation, AQC employs the principles of superposition, tunneling, and entanglement that manifest in quantum physical systems. The AQC model of quantum computing is distinguished by the use of dynamical evolution that is slow with respect to the time and energy scales of the underlying physical systems. This adiabatic condition enforces the promise that the quantum computational state will remain well-defined and controllable thus enabling the development of new algorithmic approaches.
Several notable algorithms developed within the AQC model include methods for solving unstructured search and combinatorial optimization problems. In an idealized setting, the asymptotic complexity analyses of these algorithms indicate computational speed-ups may be possible relative to state-of-the-art conventional methods. However, the presence of non-ideal conditions, including non-adiabatic dynamics, residual thermal excitations, and physical noise complicate the assessment of the potential computational performance. A relaxation of the adiabatic condition is captured in the complementary computational heuristic of quantum annealing, which accommodates physical systems operating at finite temperature and in open environments. While quantum annealing (QA) provides a more accurate model for the behavior of actual quantum physical systems, the possibility of non-adiabatic effects obscures a clear separation with conventional computing complexity.
A series of technological advances in the control of quantum physical systems have enabled experimental AQC and QA. Prominent examples include demonstrations using superconducting electronics, which encode quantum information in the magnetic flux induced by a weak current operating at cryogenic temperatures. A family of devices developed specifically for unconstrained optimization problems has been applied to solve problems in specific domains including logistics, finance, material science, machine learning, and numerical analysis. An accompanying infrastructure has also developed to support these experimental demonstrations and to enable access of a broader community of users. Although AQC is most commonly applied in superconducting technologies, alternative approaches include optically trapped neutral atoms and ion-trap systems.
The significant progress in the understanding of AQC has revealed several open topics that continue to motivate research into this model of quantum computation. Foremost is the development of methods for fault-tolerant operation that will ensure the scalability of AQC for solving large-scale problems. In addition, unequivocal experimental demonstrations that differentiate the computational power of AQC and its variants from conventional computing approaches are needed. This will also require advances in the fabrication and control of quantum physical systems under the adiabatic restrictions.

Affixation is the morphological process that consists of adding an affix (i.e., a bound morpheme) to a morphological base. It is cross-linguistically the most common process that human languages use to derive new lexemes (derivational affixation) or to adapt a word’s form to its morphosyntactic context (inflectional affixation). Suffixes (i.e., bound morphemes following the base) and prefixes (i.e., bound morphemes preceding the base) are the most common affixes, with suffixation being more frequently recorded in the world’s languages than prefixation. Minor types of affixation include circumfixation and infixation. Conversion and back-formation are related derivational processes that do not make use of affixation.
Many studies have concentrated on the need to differentiate derivation from inflection, but these morphological processes are probably best described as two end points of a cline. Prototypically, derivation is used to change a word’s category (part of speech) and involves a semantic change. A word’s inflectional distinctions make up its paradigm, which amounts to the different morphological forms that correlate with different morphosyntactic functions. Form-function mapping in (derivational and inflectional) affixation is a key issue in current research on affixation. Many deviations from the canonical One Form-One Meaning principle can be observed in the field of affixation.
From a diachronic point of view, it has been demonstrated that affixes often derive from free lexemes by grammaticalization, with affixoids being recognized as an intermediate step on this cline. More controversial, but still attested, is the opposite change whereby affixes and affixoids develop into free morphemes through a process of degrammaticalization.
Biomass burning is widespread in sub-Saharan Africa, which harbors more than half of global biomass burning activity. These African open fires are mostly induced by humans for various purposes, ranging from agricultural land clearing and residue burning to deforestation. They affect a wide variety of land ecosystems, including forests, woodlands, shrublands, savannas, grasslands, and croplands. Satellite observations show that fires are distributed almost equally between the northern and southern hemispheres of sub-Saharan Africa, with a dipole-type annual distribution pattern, peaking during the dry (winter) season of either hemisphere. The widespread nature of African biomass burning and the tremendous amounts of particulate and gas-phase emissions the fires produce have been shown to affect a variety of processes that ultimately impact the earth’s atmospheric composition and chemistry, air quality, water cycle, and climate in a significant manner. However, there is still a high level of uncertainty in the quantitative characterization of biomass burning, and its emissions and impacts in Africa and globally. These uncertainties can be potentially alleviated through improvements in the spatial and temporal resolutions of satellite observations, numerical modeling and data assimilation, complemented by occasional field campaigns. In addition, there is great need for the general public, policy makers, and funding organizations within Africa to recognize the seriousness of uncontrolled biomass burning and its potential consequences, in order to bring the necessary human and financial resources to bear on essential policies and scientific research activities that can effectively address the threats posed by the combined adverse influences of the changing climate, biomass burning, and other environmental challenges in sub-Saharan Africa.
While the literature on the Algerian War of Independence (1954–1962) is extensive, studies on the armed conflict between the Algerian military and the armed Islamic groups, which cost the lives of more than 200,000 remain insignificant. The complex intersections between the political, social, and economic factors leading to the war in the 1990s show that the critical junctures began after independence in 1962. These junctures continued through the 1970s (Arabization movement) and 1980s (1988 Berber Spring), which together can help in contextualizing the Algerian Civil War. These different periods reveal the history of the National Liberation Front (FLN) as a one-party rule and contextualize its historical strong relationship with the Algerian National Army, revealing the power dynamics between the two and the roots of the struggle over the country’s sovereignty. Furthermore, the 1980s were marked by the youth riots in 1988 (Berber Spring) and their crucial role in what president Chadli Benjedid presented as a political reform program, including a new constitution, which ended the political monopoly of the FLN and saw the emergence of more than thirty new political parties. In January 1992, the Islamic Salvation Front (FIS) overwhelmingly won the municipal elections, with a much larger number of votes than the ruling FLN in the first round. However, instead of accepting the Islamists’ victory, the military promptly stepped in and cancelled parliamentary elections, banned the FIS, and arrested its leaders. After President Mohamed Boudiaf’s assassination, the government imposed a national state of emergency and used a combination of strategies including economic reforms as well tough laws to repress the Islamic armed groups and control the situation. The idea that the armed Islamic groups started after the official ban of the FIS has been contested. Two parallel strategies were adopted by the successive governments of the 1990s: one was based on the repression of the FIS, who in turn retaliated with car bombs and assassinations of women, intellectuals, police, and military forces; and the other was based on the introduction of social and economic reforms. The country went into cycles of extreme violence for more than a decade, in which the negotiations between the Islamists and the military were not interrupted. President Liamine Zaroual’s amnesty initiative, Rahma, was unsuccessful, yet it was the basis upon which his successor, President Abdelaziz Bouteflika, proposed his project of amnesty, known as the Civil Concord, in 1999, later replaced by the Charter for Peace and National Reconciliation in 2005. Bouteflika resigned on April 2, 2019, after months of mass protest called the Revolution of Smiles, which started on February 22, 2019, against his candidacy to the presidency for a fifth mandate.
The law applicable to transboundary waters is a corpus juris that dates back to the 19th century. It originally focused on regulating the uses of transboundary watercourses for navigation and commercial transport. It was crafted primarily on the European and North American continents, and it has gradually become universally applicable, thereby taking a new shape. The regulation of transboundary waters was rooted in a strict dynamic of coexistence between sovereign entities: each acted as it saw fit with respect to “its” portion of the watercourse, which was treated at the same time as the image of the territory to which it is attached.
The need for regulation only arose when uses affected the riparian states’ exercise of their “sovereign rights.” Since the 1990s, the law has tried to break away from this “classical” logic to make room for more community-based and even “ecosystem” notions based on aspects of joint management, and sometimes even pool of shared resources.
A number of treaties have been negotiated and adopted by states bordering transboundary watercourses in Europe, Asia, Africa, and the Americas. They reflect, and sometimes even develop, some of the principles and rules enacted in broader forums, such as the United Nations (UN) or its Economic Commission for Europe, or the European Union. These efforts show the steps taken in the field of transboundary waters management, but they also reveal some of its limits, as they do not always comprehend all facets of water management and protection.
The subject of other-than-human animals, their conscious, conative and cognitive life and also their moral status and their treatment at our (human) hands, is a surprisingly novel topic within philosophy of education, apart from the odd reference to humane education. By contrast, environmental education has received wide coverage, not only by philosophers but also by social scientists, natural scientists and politicians. The present article attempts to fill this gap, at least in part. The psychophysical continuity between humans and other animals has profound moral and pedagogical implications and suggests the desirability of animal-centered (as opposed to human-centered) education. Does antiracist and antisexist education logically entail antispeciesist education? Similarly, is there a logical link between human rights education and animal rights education? Various approaches have been suggested toward including the moral status and ethical treatment of animals as an urgent concern within pedagogy, and teaching and learning generally:
• Environmental and sustainability education, ecophilia, and biophilia.
• Humane education and theriophilia.
• Philosophical posthumanism, critical pedagogy, and ecopedagogy.
• Critical animal studies and animal standpoint theory.
• Vegan education.
Each of these has undeniable strengths and considerable weaknesses. A viable alternative to these approaches is animal rights education. The possibility of animal rights education is clearly contingent on the possibility of animals having (moral) rights – or in principle being ascribable such rights. The promise of animal rights education, in turn, depends on the possibility of animal rights education. If animals were not among the sorts of beings who could meaningfully be said to possess rights, and if animal rights education were logically impossible (other than in a considerably more diluted or trivial sense), then it would make little sense to speak of the ‘promise’ of animal rights education. On the other hand, if animal rights education is philosophically and pedagogically meaningful, then this arguably also involves considerations of desirability, benefits and interests. The account animal rights education presented here involves education in matters of both social justice and “moral feeling,” cultivation of (appropriate) moral sentiments. Given most children’s natural interest in and feeling for animals, this should be easier than is commonly assumed. However, it does require effort, commitment, and consistency on the part of caregivers and educators, parents and teachers alike.
Anthropometrics is a research program that explores the extent to which economic processes affect human biological processes using height and weight as markers. This agenda differs from health economics in the sense that instead of studying diseases or longevity, macro manifestations of well-being, it focuses on cellular-level processes that determine the extent to which the organism thrives in its socio-economic and epidemiological environment. Thus, anthropometric indicators are used as a proxy measure for the biological standard of living as complements to conventional measures based on monetary units.
Using physical stature as a marker, we enabled the profession to learn about the well-being of children and youth for whom market-generated monetary data are not abundant even in contemporary societies. It is now clear that economic transformations such as the onset of the Industrial Revolution and modern economic growth were accompanied by negative externalities that were hitherto unknown. Moreover, there is plenty of evidence to indicate that the Welfare States of Western and Northern Europe take better care of the biological needs of their citizens than the market-oriented health-care system of the United States.
Obesity has reached pandemic proportions in the United States affecting 40% of the population. It is fostered by a sedentary and harried lifestyle, by the diminution in self-control, the spread of labor-saving technologies, and the rise of instant gratification characteristic of post-industrial society. The spread of television and a fast-food culture in the 1950s were watershed developments in this regard that accelerated the process. Obesity poses a serious health risk including heart disease, stroke, diabetes, and some types of cancer and its cost reaches $150 billion per annum in the United States or about $1,400 per capita. We conclude that the economy influences not only mortality and health but reaches bone-deep into the cellular level of the human organism. In other words, the economy is inextricably intertwined with human biological processes.
The Christian Right continues to oppose lesbian, gay, bisexual, and transgender (LGBT) rights, but the nature of this opposition has evolved over time—often in conjunction with changes in public opinion. From the formation of groups such as the Moral Majority and Concerned Women in America in the late 1970s through the late 2010s, Christian Right groups and LGBT rights groups have frequently responded to each other’s arguments, strategies, and tactics.
The Christian Right of the 1980s used anti-gay themes and rhetoric to raise money and to motivate its members, but it was not effective in reaching individuals outside of its relatively narrow membership base. In the 1990s and 2000s, a number of more sophisticated Christian Right groups were active at the national level, and a number of state and local-level organizations formed to address LGBT issues specifically. Focus on the Family, for example, took a national approach. Its radio programs reached millions of listeners and its mailing list consisted of 2.5 million names. Focus on the Family’s efforts were aimed at converting sexual minorities and attacking both the “radical homosexual agenda” and the gay rights groups that promoted it. At the same time, Family Research Council (FRC) worked with state affiliates to distribute materials across the country.
As public opinion shifted in support of same-sex marriage (SSM), and after the Supreme Court overturned state bans on SSM in Obergefell v. Hodges in 2015, the movement then worked to pass “religious freedom” laws. These laws would allow conservative Christians to refuse to provide services for SSMs, and in many cases allow far broader forms of discrimination. Although the Christian Right was successful in the realm of electoral politics (e.g., the Christian Coalition once claimed to control 35 state Republican Party committees), it has not been able to stop growing public acceptance of LGBT rights.
