Looking back at the so-called Arab Spring, one sees people across these countries where the uprisings took place (e.g., Libya) still enduring political repression and change, a growth in threats of terror, and conflicts between tribes and militias, all of which have led to constant violence and a struggle for power. Events in Libya in 2019 suggest that there is an urgent need for education about democracy—a culture of creating a positive environment among people, increasing their awareness of their community, and helping them make decisions and achieve their goals. The qualities a democratic education set out to develop such a positive environment, and undoubtedly schools should be the place where all of this should begin. However, the supreme leader of Libya (Al-Qaddafi) used education in mainstream schools as a propaganda tool for his dictatorship; perhaps this is why the role of schools in Libya has been far removed from cultivating the practices necessary to maintain democratic values. Hence, the idea of democracy was not fostered from within its mainstream school system. A strong need exists to move away from schools that reproduce authoritarianism and toward schools that consciously encourage the notions of democratic skills, values, and behaviors within the classroom and the school as a whole. At present, mainstream schools in Libya are still predominantly organized along authoritarian, hierarchical, and bureaucratic lines; consequently, they continue teaching obedience and submission rather than encouraging freedom of thought and responsibility. The traditional methods of teaching, which focus on rote learning to pass exams instead of fostering creative and independent thinking, are still heavily used. Thus, teachers have a moral responsibility to use education to advocate for democracy, empowering students to learn about democratic values and prepare them to participate in democracy and become better citizens.
Recent protests in the Middle East and North Africa, as well as protests a decade earlier in East Central Europe, have peaked public interest while raising concerns about the potential for democracy protests to catalyze major reforms in governance. Although the number of protests that occurred in these periods was remarkable, democracy protests are not a new phenomena, but rather have come and gone throughout history. In some cases, the potential of these protests has been realized and significant reforms have resulted, while in others, the protests have been repressed and hopes of a more democratic future have been crushed. To shed light on these issues, the five Ws of democracy protests—namely what are democracy protests, who organizes and participates in these protests, when and where are democracy protests more likely to emerge, and why do these protests matter—are discussed.

The protests that began in Tunisia in December 2010, and quickly spread across the Arab world, have drawn significant attention to the impact of militaries and coercive institutions on protests and revolutionary movements. The actions of the militaries were a central determinant of the outcomes of the uprisings of 2010–2011. In Tunisia and Egypt the decision by military leaders to abstain from using force on mass protests to suppress them led to the downfall of the countries’ autocrats. In Syria and Bahrain, militaries defended political leaders with brutal force. In Yemen and Libya, militaries fractured, with some units remaining allied to the leader and using force on his behalf and others defecting. In still other states, leaders and militaries were able to forestall the emergence of large, regime-threatening protests. To explain these divergent outcomes, scholars and analysts have looked to a variety of explanatory factors. These focus on the attributes of the militaries involved, their civil-military relations, the size and social composition of the protests, the nature of the regime’s institutions, and the impact of monarchical traditions. These explanations offer many useful insights, but several issues remain under-studied. These include the impact of authoritarian learning and diffusion on protest trajectory. They also include the endogeneity of the protests to the nature of a country’s civil-military relations (i.e., how preexisting patterns of civil-military relations affected the possibility that incipient demonstrations would escalate to mass protests). Scholars also have been understandably captivated by the aforementioned pattern of military defection-loyalty, focusing on explaining that observed difference at the expense of studying other dependent variables. The next generation of scholarship on the uprisings therefore would benefit from efforts to conceptualize and investigate different aspects of variation in military behavior. Overall, the first-generation literature has proved enormously useful and laid the foundation for a much richer understanding of military behavior and reactions to popular uprisings in the Arab world and beyond.

The Constitution of Madinah, written by the Prophet after his flight from Mecca and arrival in Madinah (622 ce/1 ah), is considered by many to be the first written constitution. Nevertheless, and although Islamic law has developed in rich detail since then in a number of other areas, constitutionalism remains a comparatively underdeveloped area of Islamic law. Only recently has this started to change. Since 2011 and in part due to events of the so-called Arab Spring, the topic of Islam and constitutions has been the subject of heightened interest. In recent years, a number of Muslim-majority countries, including Tunisia, Algeria, Libya, Egypt, Yemen, and Palestine, have embarked upon constitutional processes, and the relationship between Islam and the state has been debated in each of them. A variety of models has emerged over time; whereas in Saudi Arabia the Qur’an serves as the constitution itself, in Egypt Shari’ah is the principal source of legislation. Similarly, while the 2012 draft constitution of Libya states that Islam shall be the state religion and Islamic Shari’ah the main source of legislation, the constitution of Iraq provides that no law contradicting established provisions of Islam may be enacted. Language in the Afghan constitution is even more precise and states that Afghanistan is an Islamic republic, that no law shall contravene the tenets and provisions of Islam, and that in the absence of specific constitutional or legislative language governing the disposition of a case, courts shall implement principles of Hanafi jurisprudence. In similar fashion, academic scholarship analyzing the relationship between Islam and constitutionalism has increased in scope and vibrancy in recent years. Historically, scholarship in this field tended to focus on issues relating to governance and administrative structures in Muslim-majority countries—not on normative constitutional principles. More recently, Islamic perspectives on constitutional norms have become the focus of significant scholarship. Some constitutional issues of recent academic interest include state sponsorship of a particular religion to the exclusion of others, freedom to practice Islam and other religions, and options for articulating the role of Shari’ah within constitutional frameworks, including the use of supremacy and repugnancy clauses, the role of Shari’ah as a source of legislation, “Shari’ah checks” to ensure that legislation does not contravene Islamic law, review by Shura Councils, and the role of the judicial branch in interpreting Islamic law. Additional constitutional issues impacted by defined relationships between Shari’ah and the state include human and women’s rights, protection of religious minorities; criminal law and hudud punishments; finance law and restrictions on charging interest; rights of freedom of association, expression, and expression; and provisions governing marriage, divorce and inheritance.
Social media refer to websites and other Internet applications that enable users to create and share content with other users, as well as to react to such content in various ways. As social media have become more accessible, in terms of both Internet access and ease of use, it has become one means by which people, nonstate actors, and governments can share their foreign policy priorities in an effort to receive feedback, engage in diplomacy, educate people, and attempt to influence foreign policy outcomes. Foreign policy practitioners and scholars have rushed to describe and begin to analyze the ways in which social media has become part of the foreign policy process. The social and political upheaval associated with the Arab Spring, some of which has been traced to both foreign and domestic use of social media outlets such as Facebook, Twitter, and YouTube, created a greater sense of urgency among those who seek a greater understanding of the impact of social media on foreign policy. Thematically, much of the academic work concerning social media and foreign policy is conducted as part of the broader public diplomacy literature. Public diplomacy, which relates to efforts by international actors to engage with foreign publics in the pursuit of policy goals, can be advanced along a number of paths. However, given their accessibility, low cost, and ease of use, social media has become a critical tool for a wide variety of international actors running the gamut from governments to portions of civil society to terrorist groups such as al-Qaeda and the Islamic State of Iraq Syria (ISIS, also known as the Islamic State of Iraq and the Levant or ISIS based in part on the group’s territorial claims). Social media and foreign policy work can also be found in the political communication literature, in working papers and articles generated by foreign policy think tanks such as the Council on Foreign Relations, and in academic journals dedicated to area studies that often concentrate on specific episodes of social media used to influence foreign policy. Theoretical development in the area of social media and foreign policy is fragmented across disciplines and approaches. Network theories focus on interactions between parts of a network (in this case a social network); network analysis methods are sometimes employed as part of this theoretical framework. Other theories in this area focus on traditional problems associated with collective action and how these problems can be overcome by removing barriers to communication and lowering the cost of some types of political action. Different theoretical perspectives are often accompanied by different empirical results. Results vary from findings of a profound impact of social media on foreign policy outcomes to skepticism of the role played by social media in the face of other, potentially confounding, factors.

The Jordanian Armed Forces (JAF), unlike their counterparts in many other parts of the Middle East, have never taken power in a coup. The military has no direct role in governance, but its shadow looms large in Jordanian politics, especially as the kingdom has been challenged by regional wars, internal conflicts, and (after 2010) by the domestic and regional effects of the Arab Spring (Arab uprisings). The only time Jordan came close to a military coup was in 1957, in an era marked by heightened pan-Arab nationalism and politicization of armed forces across the Arab world. But that coup was foiled almost as soon as it began, leaving the armed forces thereafter to cast themselves as the protectors not only of the country but also of the Hashemite monarchy. Jordan’s armed forces fought in multiple wars with Israel, including in 1948 and 1967, with a more limited role in the 1973 Arab–Israeli war. The military was also involved intensely in internal conflict, especially in 1970–1971, when King Hussein’s armed forces clashed with the guerilla forces of the Palestine Liberation Organization (PLO). Although they never overthrew the state nor established a military government in Jordan, the Jordanian Armed Forces nonetheless played a large role in Jordanian politics, society, and even in the economy. The military was also part of a broader array of security institutions, including the intelligence services, the police, and the gendarmerie. An aid-dependent country with limited resources, Jordan faced countless fiscal crises over the years, but its military and security budgets continued to grow. Hashemite kings have tended to dote on the armed forces, ensuring large budgets and the latest in arms and equipment. Even the regime’s attempt to cultivate a strong Jordanian national identity was deeply rooted in the images of the military, the monarchy itself, and the other key security institutions. But while the military’s influence loomed large in public life, it did not necessarily reflect a broad range of Jordanian society, being drawn heavily from Jordan’s tribal, rural, and East Jordanian communities, rather than from more urban, largely Palestinian-Jordanian communities. But in the era of the Arab uprisings across the Middle East (especially after 2010), military veterans—especially those with tribal and East Jordanian roots—played ever more vocal roles in Jordanian politics, remaining loyal to the monarchy, but also feeling empowered to lecture the monarchy about perceived flaws in social and economic policies. The personnel in Jordan’s military and security institutions, in short, were drawn from the same tribes, regions, and communities that were most fervently challenging the regime and its policies in the Arab Spring era, changing the nature of Jordanian politics itself.

Moral, political, and strategic factors have contributed to the emergence and durability of the U.S.-Israel alliance. It took decades for American support for Israel to evolve from “a moral stance” to treating Israel as a “strategic asset” to adopting a policy of “strategic cooperation.” The United States supported Israel’s creation in 1948 not only because of the lobbying efforts of American Jews but also due to humanitarian considerations stemming from the Holocaust. Beginning in the 1950s, Israel sought to portray itself as an ally of the United States on grounds that America and Israel were fellow liberal democracies and shared a common Judeo-Christian cultural heritage. By the mid-1960s, Israel was considered a strategic proxy of American power in the Middle East in the Cold War, while the Soviet Union armed the radical Arab nationalist states and endorsed a Palestinian “people’s wars of national liberation” against Israel. Over the subsequent decades, Israel repeatedly sought to demonstrate that it was allied with the United States in opposing instability in the region that might threaten U.S. interests. Israel also sought to portray itself as a liberal democracy despite its continued occupation of territories that it conquered in the Arab-Israeli War of 1967. After the terrorist attacks of September 11, 2001, and the rise of regional instability and radicalism in the Middle East following the 2003 U.S. invasion of Iraq and the Arab Spring of 2011, Israel’s expertise in the realms of counterterrorism and homeland security provided a further basis for U.S.-Israel military-strategic cooperation. Although American and Israeli interests are not identical, and there have been disagreements between the two countries regarding the best means to secure comprehensive Arab-Israeli and Israeli-Palestinian peace, the foundations of the relationship are strong enough to overcome crises that would imperil a less robust alliance.

When the Arab Spring of 2011 sparked a second revolution in Egypt (the first having occurred in 1952), it caught the longstanding Muslim Brotherhood almost by surprise. Arguably the oldest Sunni political mass movement in Egypt (having been established in 1928), it had proven remarkably resilient during more than eight decades of alternating repression and toleration by subsequent governments. Though its social composition changed over the years, its principles, as laid down by its founder Hasan al-Banna, continued to inspire large segments of the population in a quest for a state based on Shariʿa, and provided an alternative vision for a more just and moral society. Meanwhile, the Brotherhood built a wide network of social, educational, and welfare institutions. From the early 1980s onwards, with Mubarak in power, the Brotherhood was condoned, if not officially recognized, and members were allowed to participate in several parliamentary and other elections. As an organization with formal traditional leadership bodies, but also a younger generation versed in the modern social media, the Brotherhood was seen to be slowly nearing a point where it would be able to make the transition to a party. It began to formulate a political platform and an economic blueprint for the country. A modicum of democracy was adopted, and more openness towards the integration of women was seen. After winning a relatively large (minority) representation in the 2005 parliamentary elections, the regime was scared enough to allow the Brotherhood to win only one token seat in 2010. The revolution of 2011 ousted Mubarak and then led to relatively free elections with a solid victory for the Freedom and Justice Party, which had been formed by the Brotherhood, as well as a new Islamist-inspired constitution and the election of Muhammad Mursi as president. However, within a year the Muslim Brotherhood government had missed this historical window of opportunity. It proved inadequately prepared for efficient and orderly governance, did not bring order and stability, nor did it advance the aspirational goals of demonstrators. This is how the army, not for the first time in Egypt’s history, came to intervene and depose Morsi in July 2013, replacing him with Defense Minister ʿAbd al-Fattah al-Sisi. It was not long before the Brotherhood was once more suppressed and outlawed. With many leaders in jail, but latent support continuing, observers tend to believe it is not the end of the Brotherhood’s existence.

The concept of the African Renaissance was popularized by Cheikh Anta Diop in the mid-1940s. But in 1906 Pixley ka Isaka Seme had introduced the idea of “regeneration” of Africa, while in 1937 Nnamdi Azikiwe of Nigeria had engaged with the idea of a “renascent Africa,” both of which formed a strong background to the unfolding of the idea of African Renaissance. President Thabo Mbeki of South Africa made it the hallmark of his continental politics in the 1990s. Consequently, in 1998 South Africa became a host to an international conference on the African Renaissance and by October 11, 1999, Mbeki officially opened the African Renaissance Institute in Pretoria in South Africa. Scholars such as Ngugi wa Thiong’o picked up the theme and defined the African Renaissance as a “re-membering” of a continent and a people who have suffered from “dismembering” effects of colonialism and “coloniality.” “Coloniality” names the underside of Euro-North American-centric modernity, which enabled mercantilism accompanied by the enslavement of African people. The reduction of African people into tradable commodities (thingification and dehumanization) and their shipment as cargo across the Transatlantic Ocean formed the root cause of the underdevelopment of Africa. The rise of a capitalist world economic system involved the forcible integration of Africa into the evolving nexus of a structurally asymmetrical world system with its shifting global orders. The physical colonial conquest was accompanied by genocides (physical liquidation of colonized people), epistemicides (subjugation of indigenous knowledges), linguicides (displacement of indigenous African languages and imposition of colonial languages), culturecides (physical separation of African people from their gods and cultures and the imposition of foreign religions and cultures), alienations (exiling African people from their languages, cultures, knowledges, and even from themselves), as well as material dispossessions. The African Renaissance emerged as an anti-colonial phenomenon opposed to colonialism and coloniality. As a vision of the future, the African Renaissance encapsulated a wide range of African initiatives such as Ethiopianism, Garveyism, Negritude, pan-Africanism, African nationalism, African humanism, African socialism, Black Consciousness Movement (BCM), the demands for a New International Economic Order (NIEO), the various African economic blueprints including the Lagos Plan of Action (LPA) and New Partnership for African Development (NEPAD) as well as the regional integration economic formations such as the Economic Community of West African Countries (ECOWAS) and the Southern Africa Economic Development Community (SADC), among many others. These liberatory initiatives have been framed by five waves of popular African movements/protests, namely: (a) the decolonization struggles of the 20th century that delivered “political decolonization”; (b) the struggles for economic decolonization that crystallized around the demands for NIEO; (c) the third wave of liberation of the 1980s and 1990s that deployed neoliberal democratic thought and discourses of human rights to fight against single-party and military dictatorships as well imposed austerity measures such as structural adjustment programs (SAPs); (d) the Afro-Arab Spring that commenced in 2011 in North Africa, leading to the fall some of the long-standing dictatorial regimes in Tunisia, Egypt, and Libya; and finally (e) the Rhodes Must Fall (RMF) movements (Fallism discourse of liberation) that emerged in 2015 in South Africa, pushing forward the unfinished business of epistemological decolonization.

There is an argument that nonviolent civil resistance or protest campaigns should be studied as dynamic and complex phenomenon, rather than a single case comprised of various attributes, such as size, scale, and scope, which are then compared with other cases. As protest campaigns have increased all over the world during the last few years, international relations scholars have begun to devote more time and resources to studying them systematically with new data projects and analytical tools and methods. In light of this emerging research program, one needs to understand that protest campaigns contain large-scale processes of political contention that evolve across time and space. Such evolutionary processes are the result of the interactive relationships among multiple governmental and nongovernmental actors. These interactions reflect “highly interdependent sets of actions and reactions” that generate causal mechanisms and intersect with other large-scale processes which can produce similar and dissimilar outcomes across different political contexts. An argument will be advanced that a “relational mechanisms-process” approach articulated by McAdam, Tarrow, and Tilly provides analytical leverage over such complexity. Most, international relations scholars, unlike social movement scholars, are not familiar with this approach. So, the effort herein is to not only make the case for a relational mechanisms-process approach but also to illustrate it with a partial analysis of the Egyptian uprising on January 25, 2011, which led to Mubarak’s resignation. The end result is a call for theoretical and empirical research that bridges two communities of scholars, one that is dominated by sociologists (social movement scholars) and the other that is dominated by political science (international relations political violence scholars).
