Jihadist Governance in Civil Wars

Although many nonstate armed groups try to rule over citizens, of special concern are jihadist groups that take power in conflict-affected states. Not only do jihadists espouse an extreme political vision, but these religiously motivated rebels also have an uncanny ability to rout and even overthrow incumbent governments. Whenever possible, jihadists will try to seize control of the entire state and replace incumbents with a new regime. If decisive military victory is not possible, they will seek control over pockets of territory and will build rudimentary proto-states within official state boundaries. Jihadist insurgents are not only motivated to fight, but are also very keen to govern over territory and people. In their mission to build alternative forms of order, they therefore collect taxes, enforce laws, and even offer rudimentary public services. In many conflict zones, jihadists are able to build stronger social contracts with citizens than the official government. Because of this success, many scholars and practitioners have erroneously assumed that jihadists must be spreading their ideologies to local communities, and thus converting citizens to their extremist beliefs. This analysis fundamentally misdiagnoses why jihadists are able to establish parallel forms of order in civil wars. Jihadists do not succeed in areas where communities have converted to extremism; rather, they thrive in regions where the official government has catastrophically failed to provide citizens with security, order, justice, and other basic services. Evidence from multiple cases shows that government corruption, ineptitude, and abuse—not extremism or ideological radicalization—best explain the rise of jihadist governance in conflict zones. It is not that local communities are enamored with the idea of jihadist rule; rather, they are disgusted and outraged by their incumbent governments.

Servilia

Servilia (c. 100 bce–?) was one of the most prominent women in the generation of Cicero and Caesar and the older half-sister of Cato Uticensis, who would become a martyr for the republican cause. She was the mother of Marcus Brutus, a leader in the plot to assassinate Servilia’s long-time lover, Gaius Julius Caesar, the dictator. Cicero describes her as having her own political views and as working to influence the chaotic events that unfolded rapidly after Caesar’s murder on the Ides of March 44 bce. Her life exemplifies many aspects that were traditional in the personal aspirations and family situation of elite women in republican Rome, as well as the uniquely harsh experiences of violence, civil war, and political disintegration that few in her generation escaped. Servilia is the subject of the first large-scale book treatment of a Roman family organized around the life of an individual Roman woman, published by Susan Treggiari in 2019.

United Nations Peacekeeping and Civil Conflict

UN peacekeeping serves as the foremost international tool for conflict intervention and peace management. Since the Cold War, these efforts have almost exclusively targeted conflicts within, rather than between, states. Where traditional peacekeeping missions sought to separate combatants and monitor peace processes across state borders, modern peacekeeping in civil wars involves a range of tasks from intervening directly in active conflicts to rebuilding political institutions and societies after the fighting ends. To accommodate this substantial change, peacekeeping operations have grown in number, size, and scope of mandate. The increasing presence and changing nature of peacekeeping has sparked great interest in understanding when and how peacekeeping is used and how effective it is in delivering and sustaining peace. Significant advances in peacekeeping data collection have allowed for a more rigorous investigation of the phenomenon, including differentiation in the objectives, tasks, and structure of a mission as well as disaggregation of the activities and impact of peacekeepers’ presence across time and space. Researchers are particularly interested in understanding the adaption of peacekeeping to the unique challenges of the civil war setting, such as intervention in active conflicts, the greater involvement and victimization of civilians, the reintegration of rebel fighters into society, and the establishment of durable political, economic, and social institutions after the fighting ends. Additional inquiries consider why the UN deploys peacekeeping to some wars and not others, how and why operations differ from one another, and how the presence of and variation across missions impacts conflict countries before and after the fighting has stopped.

The Formation and Success of Peace Agreements in Civil Wars

Peace agreements are becoming a more common outcome of civil wars in the post–Cold War era. Yet, scholars tend to view this outcome as less stable than military victory. For this reason, much research seeks to explain why some peace agreements remain robust while others fail. From this literature, it is clear that the reason why an agreement is formed greatly influences whether it will succeed. There are four key findings regarding whether an agreement succeeds. First, power-sharing, especially political power-sharing, helps increase the robustness of agreements. Second, provisions that allow for the reporting and verification of compliance with the agreement decrease chances the agreement will fail. Third, various actors—including elites, fighters, and the broader population—must be compensated to some degree to increase the chances that no group seeks to break the agreement in the future. Last, the sequence and steps through which the agreement is implemented help determine whether peace persists following the negotiated settlement.

The Conduct and Consequences of War

The academic study of warfare has expanded considerably over the past 15 years. Whereas research used to focus almost exclusively on the onset of interstate war, more recent scholarship has shifted the focus from wars between states to civil conflict, and from war onset to questions of how combatants wage and terminate war. Questioned as well are the longer-term consequences of warfare for countries and their populations. Scholarship has also shifted away from country-conflict-year units of analysis to micro-level studies that are attentive to individual-level motives and explanations of spatial variation in wartime behavior by civilians and combatants within a country or armed conflict. Today, research focuses on variations in how states and rebel groups wage war, particularly regarding when and how wars expand, whether combatants comply with the laws of war, when and why conflicts terminate, and whether conflicts end with a clear military victory or with a political settlement through negotiations. Recent research also recognizes that strategic behavior continues into the post-conflict period, with important implications for the stability of the post-conflict peace. Finally, the consequences of warfare are wide-ranging and complex, affecting everything from political stability to public health, often long after the fighting stops.

Power Sharing as a Strategy to Resolve Political Crises in Africa

Power sharing is often offered as a strategy to resolve political crises. In contrast to power capture and power division, power sharing entails exercising power in cooperation with rival groups. The outcome of power sharing largely rests on the purpose and context of the agreement. Power sharing has proven effective at attenuating political violence and providing stability when enacted to guide a transition from white-minority to black-majority rule in former settler states (e.g., South Africa) or to bring persistent civil wars to an end (e.g., Sierra Leone and Burundi). However, in the context of an election dispute, power sharing fails to solve the underlying concerns that contribute to election-related conflict. Although power sharing may attenuate or end violence, the outcome is poor reconciling election winners and losers and deepening democratic practices (e.g., Kenya and Zimbabwe). Recognizing the failure of power sharing after election disputes, external mediators—particularly in West Africa (e.g., Côte d’Ivoire and The Gambia)—have tended to emphasize maintaining normal constitutional processes rather than power-sharing settlements.

Sudan: Soldiers and Civilians, 1958–2019

Sudan has had an unstable relationship between soldiers and civilians since shortly after it came to independence in 1956. This has resulted in three military coups, in 1958, 1969, and 1989, all of which gave rise to successful, peaceful civilian resistance seeking democratic government in 1964, 1985, and 2018. In the south of the country, two lengthy civil wars started under periods of military rule and resulted in separation and the creation of South Sudan in 2011, in which the very definition of “soldiers” and “civilians” is central to continuing conflicts.

The Geography of Civil War

Attention to geography in the study of civil war has risen dramatically in recent years. Beginning with county-level data in the fields of classical political geography, international relations, and comparative politics, a vast body of conflict research is now dedicated to sub-national analysis. This later turn is itself geographical. Innovations in the geographical study of civil war have dramatically improved our collective understanding of violence and continue to call for modifications of conflict theory. While a turn toward geography has therefore proved valuable for academic research that is most often dominated by political science, there remain fundamental differences within the research community about what constitutes geographical inquiry. An example of such a difference is the attention that physical geography (such as forest cover, mountainous terrain) has received in civil war research over investigations of the nuanced social composition of regions and localities, which tends to dominate for conflict research within the discipline of human geography. The spatial dependencies among conflict locations and events need to be highlighted for their importance. These patterns can reveal important underlying social forces that are interesting to scholars in various disciplines, as well as to the study of key geographical processes and the shift toward spatial disaggregation. This localization of violence studies is necessary and concerns the notion of hierarchical scale, which is a conceptual foundation of human geography. In studying the geography of civil war, there are methodological tools that can outline some risks associated with geospatial analysis of violence.

Civil War from a Transnational Perspective

Civil war is the dominant form of armed conflict in the contemporary international system, and most severe lethal armed conflicts in the post-Cold War era have been civil/intrastate rather than interstate. Still, it would be misleading to see these conflicts as purely domestic, as many contemporary civil wars such as Syria display clear transnational characteristics, including inspirations from events in other countries, links to actors in other countries, as well as international interventions. Moreover, civil wars often have important implications for other states, including security concerns and economic impacts. There is a need to focus on the growth and core findings in the literature on transnational dimensions of civil war, in particular on how factors outside a particular state can influence the risk of conflict within states as well as some of the central consequences of domestic conflict for other states or relations between states. This line of research has helped expand our understanding of both civil conflict and interstate war, and that a comparative focus on varieties conflict and attention to the possible transnational dimensions of civil war deserve a prominent role in future research.

Fractionalization and Civil War

Civil wars have becoming increasingly complex in the last 50 years, the role of fragmentation in contemporary civil wars needs to be addressed. Two primary dimensions of fractionalization are: (1) fragmented conflict (i.e., those with many different actor) and (2) fragmented actors (i.e., internally divided “sides” of a conflict). In addition to the two types of fragmentation, there are also various causes of fragmentation. The primary causes of fractionalized conflicts are rooted in the interplay between opposition actors and the government, and among opposition actors. Peace negotiations, accommodation, and the process of war all put stress on opposition actors (and to perhaps a more limited extent, on governments). Lastly, there is a set of conflict-related outcomes and processes that have been linked empirically to fractionalization. These include accommodation of opposition demands, higher rates of violence (against the state and civilians), infighting, duration of conflict, and side-switching.

Fighting Abroad, Fighting at Home (and Vice Versa): Identifying the Relationship Between Civil and Interstate Conflict with Fewer Assumptions

There has been increasing scholarly attention paid to the relationship between civil war and international disputes. Although this literature includes a rich set of theoretical expectation, the empirical evidence offered to support them thus far has included several important shortcomings. Most crucially, previous influential models of the effect of civil war on interstate disputes assume that civil war initiation and duration is exogenous from underlying international hostilities. This assumption neither matches the theoretical mechanisms being analyzed, nor is it necessary to bring quantitative evidence to bear on the interstices of domestic and interstate conflict. Special regressor methods (as suggested by Lewbel in 2001) help account for the cross-level, monadic-to-dyadic, relationship, as well as the potential for endogeneity. Conventional single-equation approaches, as well as parametric bivariate probit models, produce biased inferences on the effect of civil war on interstate disputes. Using the negative of the log of inter-capital distance as the special regressor, there is an absence of clear evidence for an exogenous effect of civil war on interstate conflict. Instead, more research should explore the role of dynamic international hostility in causing both conflict processes.

What Do We Know About Civil War Duration? A Bargaining Perspective

Civil wars vary greatly in duration—some end within months; others last for decades. What explains this variation? Civil wars drag on when no combatant can win a military victory and the various actors involved are unable, or unwilling, to reach a compromise agreement that resolves the war. Military victory does happen in civil war, but it is rare, so understanding why civil wars last as long as they do requires examining the barriers to negotiated settlement. Wars last longer when the parties involved perceive the war as less costly relative to peace and when the combatants are overly optimistic about how they will do in the war. Even when key decision-makers see the war as costly and are realistic about their chances of prevailing, negotiated settlements prove elusive if the parties cannot accept a division of the issues at stake or if the government or rebels are unable to trust the commitments the other side makes in a negotiation. Additionally, bargaining is more complicated when there are more combatants that must accept the terms of any agreement, and conflicts with more combatants last much longer than those with fewer. Many factors affect the bargaining environment, and these barriers to bargaining can explain why civil wars are on average quite long. International actions can alleviate some of the barriers and help combatants reach comprehensive settlements, as happened in the conflicts in Mozambique, El Salvador, Guatemala. In particular, peacekeeping and mediation strategies are effective at resolving wars sooner. International action in general is more effective, however, when the parties involved are interested in peace but need some help overcoming commitment or informational problems. These actions are much less successful when that interest is lacking. The current civil war in Syria has many of the factors identified as prolonging wars. It is an extremely fractionalized conflict, and many external actors are involved. Syria has a large majority population that has been historically excluded from political power and economically marginalized, and a minority government that has been dominant. These factors make reaching a comprehensive settlement very challenging and mean the war is likely to be very long-lasting.

El Salvador: The Consolidation and Collapse of Military Domination

El Salvador experienced five decades of direct military rule from 1931 through 1982, followed by a semi-authoritarian phase from 1982 to 1992 during which elected civilians ostensibly governed while the military retained veto power and impunity. Twelve years of civil war produced significant political change, and a 1992 peace settlement finally brought constitutional and institutional reforms that curbed the military’s political power. In the 19th and early 20th centuries, the armed forces had a somewhat informal structure, and while coups d’état occurred periodically, the military was more the tool of powerful individuals than the source of their power. An uncompetitive electoral system in the early 20th century broke down in 1931 after a combination of political reforms and financial crisis undermined civilian authority, and a coup enabled the minister of defense to seize power. Shortly thereafter, the fledgling military government suppressed a peasant uprising with extreme violence, thereby consolidating its own position and discouraging challenges from oligarchic elites. Initially military rule was personalistic, with power vested in General Maximiliano Hernández Martínez, but in the 1940s this transitioned to a more institutional system in which the officer corps collectively shaped the broad outlines of how the country would be governed and prevented any one leader from dominating. For over 30 years the institutional military government sought to achieve a degree of legitimacy through controlled elections, repressed opposition when it grew too strong, promoted economic growth, and implemented mild social reforms that always stopped short of challenging oligarchic interests. The military’s strategy failed to resolve severe social and political tensions that arose from the country’s highly unequal distribution of land and income. The military faced popular demands for access to land and adequate wages, while the agrarian elite resisted any reform. Factional strife broke out regularly within the military over whether to rely mainly on repression to contain social and political demands, or to break with the oligarchy and deliver deeper reforms. The result was an inconsistent policy that occasionally created political space for opposition and then violently closed it. By the late 1970s there were massive protests and the beginnings of armed insurgency. Outright civil war began in 1980, and the country began a partial transition to civilian rule in 1982. Despite ample help from the United States, the military failed to defeat the insurgents. In 1990, the conservative elected civilian government began negotiating with the insurgents, leading to accords that definitively excluded the military from political power. After 1992 the country struggled with a sluggish economy and pervasive crime, and questions remained about past human rights crimes. The political system was genuinely democratic, featuring unrestricted debate and a wide range of political ideologies. The military remained largely subordinate to civil authority under governments of both the right and the left. Yet legacies of authoritarianism persisted, and in 2020 a populist elected civilian president called on the military for political support and used it to detain people unlawfully during the COVID-19 pandemic.

Understanding Government Behavior During Armed Conflict

How and why do governments choose the strategies that they do during armed conflict? While there is a substantial body of research on the use of different tactics by governments and rebels during armed conflict, this work has rarely made an attempt to engage with scholars of different tactics in order to develop a broader understanding of how and why actors make the behavioral choices that they do and how these choices advance certain intended strategies. Furthermore, the work across tactics does not have unified findings. Understanding both the range of behaviors by conflict actors and the motivations for these behaviors is an important and necessary step for understanding the course of armed conflict more generally and for developing relevant policy aimed at changing these behaviors. Within existing literature on belligerent tactics, important lessons about government behaviors and why these specific behaviors are selected can be distilled. Objectives, strategies, and tactics should be disaggregated in order to think through the implications of different government decisions for understanding or changing behavior. This disaggregation aids us in identifying the areas of research in which we have confirmed findings and those questions regarding government behavior that require additional investigation. Moving forward we could and should develop a systematic list of the types of factors that impact certain behavioral choices, across tactics, but this is most useful if we can then link these factors to an understanding of the broader objectives and strategies that a government is trying to pursue.

Renamo and Mozambique

The history of independent Mozambique is a history of war and peace, and it is closely intertwined with the history of the main opposition movement Renamo (Resistência Nacional Moçambicana), which formed as an armed movement and transitioned into a political party. Mozambique gained independence from Portuguese colonial rule in 1975 after a ten-year liberation struggle. The main liberation movement Frelimo (Frente de Libertação de Moçambique) became the ruling party and introduced far-reaching social, economic, and political reforms. These reforms generated discontent, which contributed to the formation of opposition movements in the center of the country. From the late 1970s onwards, an armed movement, later known as Renamo, gained ground in central Mozambique and fought a guerrilla war against the Mozambican government. Renamo received support from Rhodesia (present-day Zimbabwe) and apartheid South Africa who sought to undermine Frelimo aid to liberation movements in their respective countries. It was only in 1992 that Renamo and Frelimo reached a settlement with the help of international mediators, with a path to multiparty elections in 1994. Since then, Renamo has participated in elections as a political party but has never won a majority in parliament nor was it able to claim the presidency. Political conflict between Frelimo and Renamo has never subsided, with Renamo regularly protesting election results and alleging fraud. Tensions escalated in 2013 and led to low-level conflict in the central region. A ceasefire agreement in 2014 and a unilateral truce by Renamo in December 2016 ended that conflict, but a peace accord was only struck after Afonso Dhlakama—president of Renamo—died of natural causes in 2018. Since then, tensions have remained due to armed activity by a Renamo breakaway movement and a slow demobilization process, and peace remains precarious. Renamo’s transition from an armed movement into a political movement, similarly to Mozambique’s transition from war to peace, has not yet fully materialized.

Conflict Forecasting and Prediction

Predictive models, which includes forecasting models, are used to study all types of conflict and political violence, including civil wars, international conflict, terrorism, genocide, and protests. These models are defined as those where the researcher explicitly values predictive performance when building and analyzing the model. This is different from inferential models, where the researcher values the accurate operationalization of a theory, and experimental or quasi-experimental designs where the focus is on the estimation of a causal effect. Researchers employ preditive models to guide policy, to assess the importance of variables, to test and compare theories, and for the development of research methods. In addition to these practical applications, there are more fundamental arguments, rooted in the philosophy of science, as to why these models should be used to advance conflict research. Their use has led to numerous substantive findings. For example, while inferential models largely support the democratic peace hypothesis, predictive models have shown mixed results and have been used to refine the scope of the argument. Among the more robust findings are the presence of nonlinear relationships and the importance of dependencies in all types of conflict data. These findings have implications for how researchers model conflict processes. As predictive models become more common and more integrated into the study of conflict, it is important that researchers understand their underlying components to use them appropriately.

Civil Wars and Displacement

The growing number of civil wars in the post-Cold War era has been accompanied by a rising number of forcibly displaced people, who either stay within the borders of their own countries, becoming internally displaced persons (IDPs), or cross borders to become refugees. Although many studies have been conducted on the reasons of conflict-induced displacement, various questions remain of interest for the scholars of international relations, especially questions pertaining but not limited to the (a) gendered aspects of conflict, displacement, and peace processes, (b) predicting possible future displacement zones, and (c) best political and social designs for returnee communities in post-civil war contexts. Most studies still focus on the negative consequences of forced migration, undermining how refugees and IDPs can also contribute to the cultural and political environment of the receiving societies. Considering that there is a huge variation in types of conflict, motivations for violence, and the resulting patterns of displacement within the category of civil war, more research on the actors forcing displacement, their intentions, and subsequent effects on return dynamics can benefit research in this field. Similarly, research on return and reconciliation needs to treat displacement and return as a continuum. Paying attention to conflict parties in civil war bears the potential for new areas of exploration whose outcomes can also shed light on policies for post-civil war construction and intergroup reconciliation.

The Spatial Analysis of War

Analysis of civil and international conflict is an important component of the fields of political science and international relations. The theories that animate the study of conflict have focused on a combination of economic and ethnic–ideological motivations, along with political and systemic factors such as alliances and support from external benefactors. However, few studies have presented a coherent and compelling account of the persistence and patterns of conflict since 1945. Many conflict studies that consider spatial phenomena ignore the particularities of the data and the context of spatial relationships. Three strands of research on spatial analysis of war can be identified: studies that explored how neighboring states influence the propensity for the international spread of disputes; studies that lend support to both spatial heterogeneity and dependence explanations of civil war patterns in developing states; and work that incorporates space into quantitative civil war studies by modeling how subnational characteristics affect civil war risk. In general, the qualitative literature on conflict has provided insights that help to identify predictive variables for quantitative analysis, in particular the local spatial distribution of violence and its trends over time. This is evident in the case of the Democratic Republic of the Congo, where violent events have erupted since independence in 1960. Despite the substantial progress in conflict research, there are a number of areas that deserve further investigation, including the specific contextual factors that govern the ebb and flow of conflict such as terrain, forest cover, distribution of supportive and opponent populations.

Civil War Spillover

Civil wars are destabilizing and destructive not only for states experiencing conflict, but also for states and other actors nearby and around the world. Civil war spillover includes tangible flows of people and resources, including refugees, government and rebel soldiers crossing borders, and arms and military material. Intangible spillover includes economic effects, learning and emulation mechanisms to outside populations, and changes in incentive and priorities as a result of spillover effects. Different civil war dynamics, including guerilla warfare, irregular warfare, and conventional warfare, lead to variations in spillover type and severity, and externalities also persist in the post-conflict period. Tangible and intangible sources of spillover do not operate in isolation, and the interaction of spillover types can affect states and other actors in different ways, though domestic conditions within a recipient state can either exacerbate or mitigate the effects. Scholars have moved from treating neighbors and regional actors as passive recipients of spillover, and research considers both external and internal policy decisions made in response to civil war externalities. States and other actors suffering the consequences of civil war violence occurring outside their borders or region attempt to influence or mitigate the effects through direct and indirect means of intervention, as well as domestic measures meant to ensure stability and security against current and possible future threats. In both cases the ability of actors to insulate themselves from civil war spillover is contingent on factors related to the spillover as well as domestic factors that constrain or enable certain policy responses.

Civilian Self-Protection and Civilian Targeting in Armed Conflicts: Who Protects Civilians?

Studies have shown that civilians are often intentionally targeted in civil wars and that civilian protection efforts launched by the international community have not always been successful, if they occur at all. Civilians, therefore, have had to rely on themselves for protection in most conflicts. However, despite the pervasiveness of civilian self-protection (CSP) and its success at protecting civilians from violence in some cases, it is rarely discussed in the civilian protection literature, and its impact on civilian targeting is inadequately explored. Addressing this gap in the study and practice of civilian protection by carefully conceptualizing CSP and appreciating its role in civil war dynamics can further scholarly and practitioner discussions on civilian protection. CSP is defined as (a) actions taken to protect against immediate, direct threats to physical integrity imposed by belligerents or traditional protection actors; (b) primarily selected and employed by civilians; and (c) employed during an armed conflict. CSP strategies can be organized into three categories. The first, non-engagement, describes strategies in which civilians do not interact with belligerents or traditional protection actors who pose a threat to them. The second, nonviolent engagement, entails some interaction with one or more actors who may harm civilians. The third, violent engagement, includes CSP strategies that incorporate physical violence. These CSP strategies may actually render civilians more vulnerable to threats. First, some CSP strategies might lock civilians into unpredictable relationships with belligerents, which can become dangerous. Second, allying with one set of belligerents might lead to targeting by opposition forces, who view these CSP strategies as crucial support for their enemies. Third, civilians may overestimate how successful their CSP strategies can be, exposing them to harm. Fourth, civilian use of violence may cause belligerents to view them as threats, leading to intentional targeting. Appreciation of the reasons why civilians engage in CSP and understanding when and how this may endanger them can inspire more effective protection policies, as well as advance our understanding of civil war dynamics. For instance, further study on these issues can provide some insights into the conditions under which CSP is effective in protecting civilians and how the international community can support CSP. This information could be particularly useful in the design and execution of peacekeeping strategies that are sensitive to the efforts and needs of conflict-affected communities. Additionally, studying CSP can advance the vast literature on civilian targeting by shedding additional light on why belligerents kill civilians.
