The last global financial and economic crisis started in 2007–2008; it had serious effects on public sectors of OECD countries and was still affecting some of them when the COVID-19 pandemic began. Different streams of literature contribute to understanding the public management and governance challenges emerging from economic crises: the public administration literature on cutback management of the late 1970s and 1980s, the contemporary literature on managing austerity, and the more generic management literature on organizational decline.
Although public administrations are reacting to the same global crisis, they are expected to adopt a variety of approaches when designing policy and managerial responses, including strategic approaches, across-the-board approaches (cheese-slicing or piecemeal incremental shifts), or rhetoric and inertia, avoiding real change and manipulating discursive frames. A strategic approach is based on systematic, selective, or targeted measures, and it includes different reactions to the crisis, such as a directive, hollow, or communitarian approach.
In light of the different approaches available to public administrations for addressing an economic crisis, attention turns to the factors that determine such a choice. Public administrations’ responses to austerity are shaped by external and internal determinants. The external drivers make the crisis faced by each public administration longer or more severe and shape the way public managers react. External forces include economic and social features of the environment in which the public administration operates as well as national austerity policies. According to the literature, the harsher the fiscal stress, the more likely it is that targeted cuts will be adopted, instead of an across-the-board approach that doesn’t take into account the different levels of efficiency of public administrations or the strategic priority of different policy areas.
Internal forces influencing crisis management approaches are financial and fiscal dimensions, such as financial autonomy (reliance on central government for revenue), spending autonomy and flexibility, degree of fiscal stress, and financial vulnerability. All these forces influence a proactive response to the crisis. Another key factor is leadership: the literature is excessively focused on incentives faced by political leaders, and few studies examine the role of administrative leadership.
Finally, the crisis management approach matters in terms of impact; the literature developed after the 1970s and 2007–2008 global economic crises all agrees on this. Such a link, however, is difficult to assess.
Strategic and longer-term approaches seem to favor the strengthening of trust, resilience, and avoidance of electoral costs, whereas shorter-term changes lower employee morale, create recruitment and retention problems, cause loss of managerial expertise, cause distraction from the core purpose of the service, and increase costs.

Micro-Foundations of Institutional Logic Shifts: Entrepreneurial Action in Response to Crises

Institutional logics shape how actors interpret and organize their environment. Institutional logics include society’s structural, normative, and symbolic influences that provide organizations and individuals with norms, values, assumptions, and rules that guide decision-making and action. While institutional logics influence individuals and organizations, they do not exist/form in a vacuum, but rather are instantiated in the practices and patterned behaviors of actors who act as carriers of logics in specific contexts. Given the dynamic interaction between institutional logics and individual/organizational actors, research has begun to explore the micro-level processes that influence institutional logic changes to help explain how and why those who are shaped by an institution enact changes in the very context in which they are embedded. Thus, the formation and changing of institutional logics involve precipitating action—which can include entrepreneurial action. Entrepreneurial action—especially in moments of crisis (e.g., when there is a disruptive event, natural disaster, or external feature that disturbs the status quo), can function as a micro-foundation for institutional logic shifts. An entrepreneurship model of dominant logic shifts therefore reveals how crises induce sensemaking activities that can influence shifts in how actor’s see the world, which in turn motivates the pursuit of entrepreneurial opportunities. Significant disruptions, such as environmental jolts, have a triggering effect in enabling individuals to problematize previously held beliefs and logics, allowing them to temporarily “step out of” status quo institutional logics. With prior beliefs and logics problematized, individual decision-makers become open to seeing new interpretations of their surroundings as it is and as it could be. Therefore, actors shift their dominant way of seeing the world (e.g., dominant logic) and then enact this new logic through ventures that, ultimately, can shift and alter institutional-level logics. Therefore, an entrepreneurship model of dominant logic shifts serves as an explanation for how broader institutional logics may shift as a result of the interaction between entrepreneurial action and the environment following a major disruption.

Lebanon: A Military in Politics in a Divided Society

Since Lebanon’s independence in the mid-1940s, its military—the Lebanese Armed Forces (LAF)—has played a pivotal role in the country’s politics. The political role of the LAF in Lebanon might seem surprising since the Lebanese state did not militarize, and its political leaders have continuously managed to keep their military relatively weak and small. Indeed, in this respect Lebanon has been markedly different from its close neighbors (Syria and Israel), but also from several other Middle Eastern states (especially Egypt and Iraq), where the military, which was large and powerful, was continuously involved in politics. Additionally, both Lebanon and the LAF have persistently striven to distance themselves from regional conflicts since 1949, particularly in relation to the Palestinian issue, albeit not always successfully. Still, and despite these ostensibly unfavorable factors for the military’s involvement in politics in Lebanon, the LAF has played an important political role in the state since its independence. This role, which has been marked by elements of continuity and change over the years, included mediation and arbitration between rival political factions (in 1945–1958, 2008, 2011, and 2019); attempts to dominate the political system (in 1958–1970 and 1988–1990); intervention in the Lebanese civil war (in 1975–1976 and 1982–1984); attempts to regain its balancing role in politics (in 1979–1982 and 1984–1988); and facilitating the state’s postwar reconstruction (since 1991). The political role of the military in Lebanon can be explained by several factors. First, the weakness of Lebanon’s political system and its inability to resolve crises between its members. Second, Lebanon’s divided society and its members’ general distrust towards its civilian politicians. Third, the basic characteristics of Lebanon’s military, which, in most periods, enjoyed broad public support that cuts across the lines of community, region, and family, and found appeal among domestic and external audiences, which, in their turn, acquiesced to its political role in the state.

Play Therapy

Play makes children happy, and it also helps them problem-solve, learn, and create new imaginary worlds. Play therapy employs this natural interest to engage and help children who are having emotional difficulties. This article includes a historical overview of the development of different models of play therapy that have evolved since the 1920s and reviews some of the distinctive approaches and trends in the field. Almost all play therapists value the therapeutic relationship as critical in the helping process, but the methods of helping vary. Play therapists come from a variety of professional backgrounds, including social work. All have received education and supervision in this specialized method of practice with children. Certification as a play therapist requires post-master’s degree level training. The article pays special attention to the use of play therapy with children who have experienced crises and trauma, and to specific approaches that address this reality of modern life.

The Policy Capacity of Bureaucracy

Bureaucracy is one of the oldest institutions of a government system. Its role and importance have grown immensely in modern government systems. Bureaucrats or public administrators are indispensable in the policy decision making process in the 21st century. From the early conception as a branch of government responsible for the implementation of policy decisions and everyday functioning, bureaucracy has assumed a more active role in the policymaking process. It has gone through many reforms; however, these reforms have been largely incremental and static. While the external environment or the problems faced by bureaucracy is continuously evolving, the change in bureaucracy has not been in the same proportion. In the 21st century, many issues confronting bureaucracy are not only wicked but also global in nature. Moreover, challenges posed by technological disruptions and long-term processes such as climate change put bureaucracy at all levels of a government in a far trickier position than their earlier envisaged basic functions.
In dealing with such challenges, the policy capacity of bureaucracy cannot be taken for granted. There are often significant gaps in capacity to anticipate a policy problem, to ensure coordination and preserve legitimacy, to translate global issues at local levels, and to learn from the past. It is crucial to strengthen analytical capacity at the individual and organizational level, operational capacity at the organizational level, and political capacity at the systems level to address these gaps. Tackling capacity gaps systematically would enable bureaucracy to design and implement policy and administrative reforms with a long-term vision of adaptation and evolution instead of merely in reactive mode. The policy capacity framework presented in this article is useful in identifying the capacity gaps that inhibit bureaucracy from evolving and the remedies to address these gaps.

Constructivist Perspectives in Crisis Studies

Two important perspectives have come to dominate crisis studies. The first most traditional and dominant is what could be termed the crisis management or “crisis as event” perspective. The second more critical approach to crisis studies is the constructivist “crisis as a social construct” perspective. The purpose, structure, and focus of the two approaches differ significantly in virtually every regard.
The crisis management perspective assumes a positivist set of assumptions by adopting an objective epistemology and ontology. Crisis is taken to be a concrete, objective thing. Approaching storms, terrorist attacks, global pandemics, financial upheavals, and so on, are all taken to be crises with objectively threatening and urgent characteristics. Starting with an analysis of the crisis event, crisis management analysis considers the response to the event with the ultimate goal of improving reactions to and preparation for future events.
Constructivist crisis studies, conversely, participate in a broad post-modernist project that critiques dominant narratives, disputes epistemological certainty and ontological objectivity, and takes cognizance of language “games” and coded messages embedded in discursive acts. Constructivists take an antipositivist ontological position, insisting that the world as people perceive it is a human invention. The emphasis is not on corporeal things or objectively verifiable facts, but rather on the construction of knowledge and the resulting assignment of meaning. The constructivist crisis perspective shifts analytic focus away from the so-called “crisis event,” itself a contested construct, and to the claim that certain contingencies constitute a crisis. The process by which individuals and groups assert a claim of urgency, as well as the interests behind all such claims, comes into focus in a constructivist perspective. Who are the individuals and groups making the claim that a crisis exists, and what are their interests in so doing? In positivist crisis management studies, the event constitutes the independent variable; for constructivist scholars, it is the claim that is the independent variable.

Immigration Policy and European Union Politics

EU immigration policies have incrementally evolved from a purely intergovernmental to a deeply integrated EU policy area. In practice, EU immigration policies and EU secondary legislation still leave significant discretion to the Member States, as witnessed by key developments in the various subfields of immigration policies—including policies on border protection, return and irregular migration, as well as labor migration and family migration policies. The key academic debates on EU immigration policies have mainly focused on explaining the decision-making processes behind the adoption of EU policies as well as their impact on national policies. While scholars find that these EU policies have led to liberalizations in the areas of family migration or labor migration, the irregular migration and border policies of the EU have gradually produced more restrictive outcomes. Policy liberalizations are usually based on the impact of EU institutions, which tend to have more liberal positions than Member States. Lowest common denominator output at the EU level, such as on the Blue Card Directive, is usually due to a resistance of individual Member States. With deeper integration of the policy area over time and qualified majority voting, however, resistant minorities have been increasingly outvoted. The stronger politicization of some areas of immigration, such as family migration, has also led the European Commission to curb its legislative proposals, as it would be much harder to adopt a piece of legislation today (2019) that provides adequate protection standards.

Public Relations in Health and Risk Communication

Research on public relations (PR) in health and risk message design and processing is a small but persistent area of publication within the broader fields of science/health journalism, health communication, and public understanding of science. PR scholars define their field as the creation of two-way communication that emphasizes understanding of the organization’s position among stakeholders like journalists or the general public. In health, medicine, and science, PR is understood to be a bridge between scientists or scientific organizations and journalists, who tell scientific stories to the public. Most studies of science-related PR emphasize that it encourages a positive perception of science in general and scientists or scientific organizations in particular. This emphasis on a positive image for the scientific organization leads to mistrust of PR professionals by journalists.
PR in health, medicine, and science consists of two areas. The first involves crisis PR, where the PR professional works to either prevent or respond to an emergency situation. This begins with environmental scanning and then creating plans to anticipate potential crises by considering ongoing political, social, environmental, and technological developments. The second area consists of science popularization, where the PR office provides journalists with story ideas and information that they can use to write their stories. Much of this information is provided in the form of press releases. Research has shown that press releases increase the amount of coverage of scientific and medical findings, and scholars are examining the ways in which press releases contribute to journalistic reportage and the situations in which the efforts of PR offices are frustrated.

Information and Communication Technology in Crisis and Disaster Management

Information and communication technologies (ICTs) cover a wide range of telecommunication devices and applications, which facilitate the flow of information. Within crisis and disaster management, these devices and applications may be used explicitly for hazards or crisis detection, information management, communication, situational awareness, search and rescue efforts, and decision support systems. Everything from cell phones and social media to unmanned aerial vehicles and weather stations are used to collect, disseminate, and monitor various types of information and data to provide a common operating picture. ICTs are continually evolving, with new features developed and deployed at a rapid pace. This development has had a unique impact on crisis and disaster management, allowing for real-time communication and situational awareness, as well as novel approaches to simulations and training.
With the near-ubiquitous use of some devices, information is also no longer held solely by government or private sector officials; ordinary citizens are also able to contribute to and disseminate information during and after crises. For some segments of the population, this ability to meaningfully contribute is not only empowering but necessary to highlight unmet needs. Throughout the evolution of ICTs, new research and practical concerns have highlighted persistent unmet needs of more vulnerable populations due to growing interdependence and integration across jurisdictional boundaries worldwide. The continued expansion of ICTs will most likely have a profound impact on this field in the future.

Blame Avoidance and Crisis Inquiries

Public inquiries are ad hoc institutions, formally external to the executive branch, established by governments or a minister for the task of investigating crises, policy failures, or disasters. Inquiries play an important role in the aftermath of crisis by serving as instruments of accountability and policy learning. Yet the very existence and function of public inquiries are shaped by post crisis politics, in which public and politically independent inquiries create risks to potentially implicated players, who seek to avoid and mitigate potential blame. The blame-avoidance literature indeed provides a useful theoretical framework for the study of public inquiries. Empirical studies suggest that blame-attribution patterns are predictive of the political decision of whether to appoint an inquiry into a crisis. Studies of the effects of inquiries on public opinion show that, at the investigation stage, the institutional attributes of inquiries foster their legitimacy as a procedure for policy learning and accountability. However, after an inquiry reports its findings, members of the public can evaluate the report, rendering institutional attributes negligible in evaluating the inquiry. As for the effects of inquiries on the public agenda, existing evidence provides no support for a quantitative effect of inquiry appointment on the level of media coverage of a crisis. An integrated analysis of these findings offers an up-to-date theory of the political role of post crisis inquiries and points to some current gaps in our understanding of them.

Banking Regulation in and for Crisis

This chapter deals with a case of radical regulatory innovation as a result of the financial crisis of 2007–2009. Since the financial crisis of 2007–2009, the question of how to manage banking crises has risen in prominence. The considerable financial, social, and political consequences of various governments’ rescue packages established demands for creating more orderly ways of dealing with bank failure, reducing the exposure of states and the taxpayer. Consequently, considerable institutional innovation over the 2010s has led to new banking crisis management mechanisms, including new organizations, new legal regimes, and a new profession, in particular in the European Union context. The emergence of an explicit European banking crisis management has to be understood within the context of different modes of transboundary crisis management and in relation to the various rationales and accounts of bank crisis management experiences. Before the financial crisis, the emerging European regime was characterized by an absence of formal crisis prevention and management powers. Since then, banking crisis management has witnessed the rise of new institutions that illustrate broader trends in crisis management, namely the growing importance of planning and preparation rather than actual firefighting. Besides, the banking crisis management regime is shaped by deep underlying tensions that are shared by multilevel crisis management regimes more generally. To explore these issues, this chapter sets out the rationale for regulating for “orderly failure,” provides for a brief account of the emergence of the EU’s Single Resolution Mechanism, before turning to unresolved, and arguably irresolvable tensions that exist in multi-level crisis management in the case of banking.

Bureaucracy, the Bureaucratic Politics Model, and Decision Making During Crisis

To understand how policy is made, one must understand not only the individuals who make the decisions, but also the role of bureaucratic politics and the goals of the institutions themselves. Graham Allison’s classic Essence of Decision created the bureaucratic politics model and was the catalyst for a rich research agenda on decision-making. Using Allison as a starting point, researchers have expanded the understanding of the role of bureaucracies in deliberation and decision-making, particularly during times of crisis. Typically, institutions fill the day-to-day “politics as usual” role of decision-making, but their actions during crisis, by definition an abnormal event, allow bureaucracies to pursue their own objectives by way of a new opportunity to exert influence and to reshape the power structure of the political landscape.
The research agenda on individuals and decision-making has also made great strides since the 1970s and helps to illuminate when the bureaucratic politics model has great explanatory power and when it is less useful. The level of influence bureaucracies have is dependent upon where they sit within the system and how they are utilized by the executive branch of government. Leaders, such as the President of the United States, hold a significant amount of power, and the ways in which they hold onto power, or allocate it to other actors, which is a function of their leadership style, can either empower or disempower bureaucracies. In other words, the importance of bureaucracies connected to the executive branch of government fluctuates with an individual’s personality characteristics and leadership style. Specifically, a leader’s personal need for power, their expertise, and their personal interest in policymaking, as well as their cognitive complexity, the amount of differing information they want and are capable of cognitively processing, influence the way in which the leader will delegate decision-making. Leaders like Lyndon B. Johnson relied heavily upon expert advisers and allocated decision-making to lower-level agencies. Alternatively, some leaders (e.g., Richard Nixon) have experience, particularly in foreign policy, and believe they are their own expert adviser; thus, they are involved in nuanced decision-making and rely upon only a very small number of advisers (in Nixon’s case, just Henry Kissinger).
A common normative criticism of bureaucratic politics, and group decision-making in general, is the collective cognitive conformity, commonly known as groupthink. The general assumption is that individuals within a group will seek conformity and avoid the conflict caused by raising alternatives during policy deliberation. However, bureaucratic politics mitigates groupthink by bringing in a greater number of actors with differing goals and perspectives, making deliberation more open. Again, this is significantly influenced by how the leader utilizes advisers and their respective bureaucracies. Where Kennedy was very open-minded and actively sought various perspectives during the Cuban missile crisis, George W. Bush created an insulated decision-making environment after 9/11 and leading up to the invasion of Iraq.
As society continues to change, particularly with regard to reliance upon technological adaptations, such as nuclear energy, new crises will occur. These crises will require the cooperation of more bureaucracies and occasionally new bureaucracies. Through these crises, bureaucracies will compete for political influence, and the power structure of the political landscape will inevitably change and affect policy decision-making.

Threat Framing

What is “threat framing”? It concerns how something or someone is perceived, labeled, and communicated as a threat to something or someone. The designation “threat,” notably, belongs to the wider family of negative concerns such as danger, risk, or hazard. Research on threat framing is not anchored in a single or specific field but rather is scattered across three separate and largely disconnected bodies of literature: framing theory, security studies, and crisis studies. It is noteworthy that whereas these literatures have contributed observations on how and under what consequences something is framed as a threat, none of them have sufficiently problematized the concept of threat. Crisis analysis considers the existence or perception of threat essential for a crisis to emerge, along with a perception of urgency and uncertainty, yet crisis studies focus on the meaning of “crisis” without problematizing the concept of threat. Likewise, security studies have spent a lot of ink defining “security,” typically understood as the “absence of threat,” but leave the notion of “threat” undefined. Further, framing theory is concerned with “problem definition” as a main or first function of framing but generally pays little or no attention to the meaning of “threat.” Moreover, cutting across these bodies of literature is the distinction between constructivist and rationalist approaches, both of which have contributed to the understanding of threat framing. Constructivist analyses have emphasized how threat framing can be embedded in a process of socialization and acculturation, making some frames appear normal and others highly contested. Rationalist approaches, on the other hand, have shown how threat framing can be a conscious strategic choice, intended to accomplish certain political effects such as the legitimization of extraordinary means, allocation of resources, or putting issues high on the political agenda. Although there are only a handful of studies explicitly combining insights across these fields, they have made some noteworthy observations. These studies have shown for example how different types of framing may fuel amity or enmity, cooperation, or conflict. These studies have also found that antagonistic threat frames are more likely to result in a securitizing or militarizing logic than do structural threat frames. Institutionalized threat frames are more likely to gain and maintain saliency, particularly if they are associated with policy monopolies. In the post-truth era, however, the link between evidence and saliency of frames is weakened, leaving room for a much more unpredictable politics of framing.

Social Complexity, Crisis, and Management

Because social complexity is rarely defined beforehand, social science discussions often default to natural language concepts and synonyms. Assert a large sociotechnical system is complex or increasingly complex, and notions are triggered of many unknowns, out-of-sight causal processes, and a system difficult to comprehend fully. These terms intimate the potential for, if not actuality of, catastrophes and their unmanageability in the sociotechnical systems. It is not uncommon to find increasing social complexity credited for the generation or exacerbation of major crises, such as nuclear reactor accidents and global climate change, and the need to manage them better, albeit the crises are said to be far more difficult to manage because of the complexity.
The costs of leaving discussions of “complexity, crisis, and management” to natural language are compared here to the considerable benefits that accrue to analysis from one of the few definitions of social complexity developed and used during the past 40 years, that of political scientist Todd R. La Porte. Understanding that a large sociotechnical system is more or less complex depending on the number of its components, the different functions each component has, and the interconnections (including interdependencies) among functions and components highlights key issues that are often missed within the theory and practice of large sociotechnical systems, including society’s critical infrastructures. Over-complexifying the problems and issues of already complex systems, in particular, is just as questionable as oversimplifying that complexity for policy and management purposes.

Legitimacy Strategies and Crisis Communication

Legitimacy and crisis are closely related concepts. A crisis may even be viewed as a process of legitimation. Legitimacy is a collective perception about which actors and institutions that have the right to rule, regulate, and decide. Crises put legitimacy at stake and may, depending on the premises and management strategies, challenge, enhance, or impair legitimacy. Legitimacy and communication are entwined into each other. Legitimacy as a process is dependent on communication in its original sense: ritual communication as a sacred ceremony that unites people and creates a community. When legitimacy is put at stake, organizations and other actors use strategic communication to respond to, confront, and impact the outcome by the use of different crisis (or legitimacy) communication strategies and tactics. But while legitimacy is an old concept, the premises for handling legitimacy have changed. One way to view this shift, from a societal theoretical standpoint, is to focus the shift between modernity and late modernity as an interpretative framework. Increased diversity and mobility, globalization, reflexivity, and mediation are new premises for legitimacy work. The multivocal and multifaceted character of late modern society challenges organizational as well as societal legitimacy, especially in crisis situations. Political debates and critical reasoning questioning the role and actions of different social institutions are necessary from a democratic standpoint, but when core societal institutions are delegitimized, risks occur. This may be happening in several Western societies, with increased polarization and fundamental questioning of important institutions. Crises (e.g., the coronavirus pandemic) and how they are handled and managed by existing institutions may be radical turning points of legitimacy in governance. Crisis management and communication have developed as possible tools for organizations to handle legitimacy crises. Simplified, one may use three theories of legitimacy strategies in crisis as developed in the applied field of crisis communication. These three theories include image repair theory (rhetoric), situational crisis communication theory, and a broader array of alternative network and complexity theory.

The Concept of Crisis in the History of Western Psychology

With roots that range from medicine to politics, to jurisdiction and historiography in ancient Greece, the concept of “crisis” played an eminent role in the founding years of Western academic psychology and continued to be relevant during its development in the 19th and 20th century. “Crisis” conveys the idea of an imminent danger of disintegration and breakdown, as well as a pivotal turning point with the chance of a new beginning. To this day, both levels of meaning are present in psychological discourses. Early diagnoses of a state of “crisis” of psychology date back to the end of the 19th century and focused on the question of the correct metaphysical foundation of psychology. During the interwar period, warnings of a disintegration of the discipline reached their first climax in German academia, when many eminent psychologists expressed their worries about the increasing fragmentation of the discipline. The rise of totalitarian systems in the 1930s brought an end to these debates, silencing the theoretical polyphony with physical violence. The 1960s saw a resurgence of “crisis literature” and the emergence of a more positive connotation of the concept in U.S.-American experimental psychology, when it was connected with Thomas Kuhn’s ideas of scientific “revolutions” and “paradigm shifts.” Since that time, psychological crisis literature has revolved around the question of unity, disunity, and the scientific status of the discipline. Although psychological crisis literature showed little success in solving the fundamental problems it addressed, it still provides one of the most theoretically rich and thought-provoking bodies of knowledge for theoretical and historical analyses of the discipline.

The “Crisis” in Teacher Education

In 1954, Hannah Arendt wrote that talk of a crisis in education “has become a political problem of the first magnitude.” If one trusts the steady stream of books, articles, jeremiads, and statements from public officials lamenting the fallen status of our schools and calling for bold reforms, the 21st century has shown no abatement in crisis as an abiding theme in education discourse. But why does education occupy such a privileged space of attention and why is it so susceptible to the axiomatic evocation of “crisis?” Arendt provides a clue when she argues that “Education is the point at which we decide whether we love the world enough to assume responsibility for it and by the same token, save it from the ruin which, except for renewal, except for the coming of the new and young, would be inevitable.”
The crisis in education has come to signal a variety of issues for which the teacher is either a direct or indirect participant: declining student performance, inadequacy of teacher preparation, inequities of opportunity as well as outcome, or a curriculum ill-fitted to the shape of the modern world. However, at base is the issue of social reproduction that Arendt sees at the heart of education. Thus, the crisis in education serves as a forum for expressing, critiquing, and instantiating the values that are at play when considering “the coming of the new and the young.”

Dollarization and Crisis in Argentina

Since the early 21st century the US dollar has been a public issue in Argentina, where the dollarization of sectors of the economy has been an ongoing process for some time. Indeed, circulation of the dollar has grown to the point that it is considered the best way to build savings and has a significant influence on daily economic life. Since 1980, the process of dollarization and outbreak of economic crises have been intertwined. This period can be divided into different crises: 1989 was a crisis of hyperinflation, 2001 was a major debt crisis, and the 2011–2015 crisis grew out of a struggle between the middle classes and the government in response to a ban on buying and accumulating dollars in large quantities. This latest round of crisis continues.
Money is a universal measurement of value, encompassing values beyond the purely economic. In Argentina, the US dollar both activates crisis and is activated by crisis. Quotidian rituals have developed and standardized in conjunction with the popularization of the dollar, making it a central object of everyday life in Argentina. Indeed, the dollar provides an excellent starting place for a decently thorough history of contemporary Argentina. By focusing on the relationships and practices that have developed around the dollar, one can begin to understand how flesh and blood people have worked to build dignified lives and ways of living in relationship to one another. The dollar, both as a form of currency and in its demonetarized form, articulates a series of imaginaries about what a life worth living is. The dollar has catalyzed national models and projects. The dollar is a part of the daily experience of large portions of the population. And, when uncertainty grows, the dollar stabilizes.

Political History of Zimbabwe Since 1980

The political history of Zimbabwe has been one of radical shifts and turns. Winning its political independence from white minority rule in 1980, Zimbabwe emerged as a promising nation. The new prime minister, Robert Gabriel Mugabe, preached hope and reconciliation. There was euphoria at independence as the nation celebrated political freedom achieved through war and highly emotive negotiations at Lancaster House Conference. Before the first half of the decade passed, the new government was already engaged in a war against its citizens, dubbed Gukurahundi. By the end of the decade, it was also clear that its socialist rhetoric and corruption, among other things, were plunging the nation into an economic crisis, which drove the nation into the jaws of the IMF and World Bank. The economic crisis only worsened, and the so-called neoliberal era in the 1990s sent the nation into an economic quagmire. The economy has always been inextricably intertwined with the politics of the country. Political (mis)calculations triggered economic problems, while on other occasions the reverse was true. The years 2000–2009, in particular, were truly a lost decade. The century began with the controvertible Fast Track Land Reform Programme (FTLRP). After a period of extreme political tensions in the country, a Government of National Unit (GNU) was established in 2009 in which the ruling party, the Zimbabwe African National Union–Patriotic Front (ZANU PF), and the opposition party, the Movement for Democratic Change (MDC), came to form a government. The period from 2010 to 2013 seemed to offer some relief to the nation, partly as a result of the GNU. However, this honeymoon was short-lived. As soon as ZANU PF regained power after the contested 2013 elections, there was a noticeable decline of the economy. Meanwhile, as the economy melted, power struggles intensified within ZANU PF. These reached their peak in 2017, culminating in what has come to be known as the November coup that saw the demise of Mugabe and the takeover by his deputy, Emmerson Dambudzo Mnangagwa, as president. The post-coup era in Zimbabwe has been a period of political drama and deeper economic challenges.

Beyond the Earthquake: Disaster and Improvisation in Haiti

The ethnographic examination of community response to disasters helps to understand what disasters and long-term vulnerability are and how they are experienced by individuals and communities. More than that, it offers a unique insight into how the problems and challenges posed by critical events might be addressed more effectively, despite the lack of resources and despair caused by destruction. Through a processual approach and drawing on catastrophes and humanitarian aid literature, the anthropological perspective situates both themes of disaster and aid in a broader dimension. The response of communities in the province of Grand’Anse to the 2010 earthquake in Haiti is an exemplary case that highlights the crucial role of familial and community mechanisms that goes beyond the reach of state and international institutions in ensuring the survival of those affected. These often overlooked mechanisms constituted an effective emergency response not to be underestimated.
The ways in which Haitian society dealt with the aftermath question existing commonsense notions of both disaster and aid, making use of an available repertoire and articulating creative devices that, however, do not operate in a vacuum. Faced with a context of insecurity, marked by structural uncertainties, precariousness, and major transformations, Haitians have long had to look for shortcuts and improvise to get rid of countless difficulties and obstacles. The expression degaje in Haitian Creole reveals an important relationship between crisis and improvisation in which change, conflict, and instability are always mixed with permanence, integration, and balance. It can also be understood as a value and an important analytical category to explain the unpredictability of social life and the mechanisms used to cope with challenges posed by it.
