Framing and dealing with complexity are crucially important in environment and human health science, policy, and practice. Complexity is a key feature of most environment and human health issues, which by definition include aspects of the environment and human health, both of which constitute complex phenomena. The number and range of factors that may play a role in an environment and human health issue are enormous, and the issues have a multitude of characteristics and consequences. Framing this complexity is crucial because it will involve key decisions about what to take into account when addressing environment and human health issues and how to deal with them. This is not merely a technical process of scientific framing, but also a methodological decision-making process with both scientific and societal implications. In general, the benefits and risks related to such issues cannot be generalized or objectified, and will be distributed unevenly, resulting in health and environmental inequalities. Even more generally, framing is crucial because it reflects cultural factors and historical contingencies, perceptions and mindsets, political processes, and associated values and worldviews. Framing is at the core of how we as humans relate to, and deal with, environment and human health, as scientists, policymakers, and practitioners, with models, policies, or actions.

Media can play a crucial role in dousing tensions and maintaining peaceful coexistence among culturally diverse peoples. However, the role of media is yet to be fully comprehended in the ongoing sociopolitical crisis in the northwest and southwest regions of Cameroon since 2016, arising from two distinct colonial heritages. Mindful that Cameroon has not experienced threats of separation stemming from cultural diversity prior to this time, the Cameroon radio and television (CRTV) is challenged as to how to report this crisis in a manner that will result in containment and management, promoting unity in diversity. The theory of framing was used to analyze interviews with key informants, CRTV news content, and documentaries.
Therefore, the question of how state television uses frames in this sociocultural and political crisis involving two cultural entities brought together by history is at the heart of this study. The state through mainstream media uses news frames that promote national unity in cultural diversity in contrast to separation advocated for by separatists through social media.

Strategic Framing and Persuasive Messaging to Influence Climate Change Perceptions and Decisions

The importance of framing as a concept is reflected by the massive amount of attention it has received from scholars across disciplines. As a communicative process, framing involves making certain considerations salient as a way to simplify or shape the way in which an audience understands a particular problem and its potential solutions. As recently as the early 2000s, social scientists began to examine how strategic frames in a communication affect both individuals’ beliefs about climate change and the actions they are willing to support to mitigate the likely effects. Research on the effects of how strategic frames influence the attitudes, beliefs, and preferences of individuals in this domain primarily builds on insights from framing theory, which explains that an individual’s attitude or preference in any given context depends on the available, accessible, and most applicable (i.e., perceived strongest) considerations. But it is much more than theory: frames related to the effects and potential solutions for climate change have been employed strategically by various actors in an effort to shape public opinion and public policy.
Perceptions of scientific consensus on climate change are thought to play an important role in determining support for policy actions. Consequently, strategic actors promote a particular agenda by accentuating the inherent uncertainty of climate science, thus casting doubt on the scientific consensus. This has contributed to partisan polarization on climate change and the rise of protective forms of information processing and reasoning in this domain. Strategic messages and frames that resonate with particular subgroups have no effect, or may even backfire, on other segments of the population. Additionally, as individuals who possess different partisan identities become more knowledgeable and numerate, they become increasingly likely to accept information and messages that bolster their existing group loyalties and to reject communications that challenge those identities. Science communicators are thus presented with a considerable barrier to building consensus among the public for action on climate change. In response, scholars have begun to identify strategies and approaches for addressing audiences with the kinds of messages that are most likely to resonate with individuals possessing a diverse range of values and political identities. Further research must identify ways to overcome partisan motivated reasoning on climate change and the persistent and deleterious effects that have resulted from the politicization of climate science.

Communicating the Public Health Risks of Climate Change

Effective public communication and engagement have played important roles in ameliorating and managing a wide range of public health problems including tobacco and substance use, cardiovascular disease, HIV/AIDS, vaccine preventable diseases, sudden infant death syndrome, and automobile injuries and fatalities. The public health community must harness what has been learned about effective public communication to alert and engage the public and policy makers about the health threats of climate change. This need is driven by three main factors.
First, people’s health is already being harmed by climate change, and the magnitude of this harm is almost certain to get much worse if effective actions are not soon taken to limit climate change and to help communities successfully adapt to unavoidable changes in their climate. Therefore, public health organizations and professionals have a responsibility to inform communities about these risks and how they can be averted.
Second, historically, climate change public engagement efforts have focused primarily on the environmental dimensions of the threat. These efforts have mobilized an important but still relatively narrow range of the public and policy makers. In contrast, the public health community holds the potential to engage a broader range of people, thereby enhancing climate change understanding and decision-making capacity among members of the public, the business community, and government officials.
Third, many of the actions that slow or prevent climate change, and that protect human health from the harms associated with climate change, also benefit health and well-being in ways unrelated to climate change. These “cobenefits” to societal action on climate change include reduced air and water pollution, increased physical activity and decreased obesity, reduced motor-vehicle–related injuries and death, increased social capital in and connections across communities, and reduced levels of depression. Therefore, from a public health perspective, actions taken to address climate change are a “win-win” in that in addition to responsibly addressing climate change, they can help improve public health and well-being in other ways as well.
Over the past half decade, U.S.-based researchers have been investigating the factors that shape public views about the health risks associated with climate change, the communication strategies that motivate support for actions to reduce these risks, and the practical implications for public health organizations and professionals who seek to effectively engage individuals and their communities. This research serves as a model for similar work that can be conducted across country settings and international publics. Until only recently, the voices of public health experts have been largely absent from the public dialogue on climate change, a dialogue that is often erroneously framed as an “economy versus the environment” debate. Introducing the public health voice into the public dialogue can help communities see the issue in a new light, motivating and promoting more thoughtful decision making.

Communicating about Carbon Taxes and Emissions Trading Programs

In debates surrounding policy options for mitigating greenhouse gas (GHG) emissions, economists of various political stripes are near unanimous in their advocacy of putting a price on carbon, whether through a tax or emissions trading program. Due to the visible costs imposed on industry and consumers, however, these policies have been resisted by carbon-intensive industries and by an ideologically divided public, producing incentives for vote-seeking politicians to avoid implementing comprehensive and stringent carbon prices within their own borders. In this highly politicized environment, and considering the more recent diffusion of market-based instruments across political jurisdictions around the world, researchers have sought to identify the conditions most favorable to implementing carbon taxes and cap-and-trade programs, the correlates of public support for these policies, and the extent to which different communication strategies may help build public support. How do experts, political leaders, and members of the public understand these policy instruments, and what specific approaches have been most successful in persuading policy makers and the public to support a price on carbon? In places that have yet to implement a carbon price, what can communication strategists learn from existing research and the experience of other jurisdictions where such policies have been successfully implemented? In places where carbon taxes or carbon cap-and-trade programs exist, how are the benefits of these policies best communicated to ensure the durability of carbon pricing policies over time?

Agenda Building, Narratives, and Attention Cycles in Climate Change News Coverage

Social scientists and media critics have often been befuddled about how and why news coverage of important issues takes the shapes that it does. While some issues seem to behave according to well-established patterns, others don’t. The issue of climate change is one that has been explained in numerous ways, often from a cyclical perspective. This perspective suggests that news attention naturally varies up and down, often cued by certain focusing events that draw attention for a time, after which attention wanes again. These observations are usually matched with the perspective that attention should normatively not be cyclical, that the issue is one that deserves continuous attention until it is resolved.
All of this is in the context that there are significant doubts about the objective role of newsmakers in this process. Climate change is an issue that has cut across a period of news evolution in which objectively neutral news has become even less prominent than it once was, if it ever was. News outlets with specific ideological agendas, a plethora of bloggers and websites with an axe to grind, and a variety of conspiracy theories about climate have obscured how news can even hope to cover this issue. With “belief” in climate change now becoming an important token of how one identifies oneself politically, we can wonder whether the issue can ever receive a fair hearing from a scientific perspective.

Interviews and Interviewing in the Ethnography of Education

Interviews are frequently used in ethnographic research, but it is argued that they pose particular difficulties in interpretation. While ethnographers are interested in understanding how people construct and interpret cultures in their natural settings, interviews are based on rules that counteract most normal interactions. Thus interviews in ethnography can only be interpreted within the context of that wider ethnography and the data generated has to be tested against other data generated by different means and data generated in other interviews.
Although some ethnographers avoid the use of interviews, others use a range of different forms of interviews. It is argued that Basil Bernstein’s concepts of classification and framing can be used to clarify the range of forms and to highlight the potential relationships between the form of interview and class, gender, and ethnicity.

Equivalency Framing in Political Decision Making

Politics is increasingly reliant on numerical descriptions of the world. Numbers are relied upon for their ability to communicate some unambiguous facts of life. Equivalence frames are equivalent descriptions of the same quantity and they help us understand how different ways of presenting the objectively same piece of numerical information affect political behavior. Equivalence framing effects denote that these different presentation of the fundamentally same fact have very profound effects on preferences. However, most research in political behavior have relied on other forms of framing and largely regarded equivalence framing as a well-defined concept without much relevance to real-world politics. The standard form of equivalence framing changes the valence of a label which describes the same numerical fact. This form of negative and positive framing of the same metric will often elicit very different responses for the recipient of the information. A less studied type of equivalence framing in political behavior manipulates the same numerical fact but with a different metric or scale. These have often not been explicitly recognized as equivalence frames but are clearly an important example in a world of numbers. As for valence manipulation, changing the metric can also have profound effects. Moving forward studies of equivalence framing must both gain a better descriptive understanding of the actual use and abuse of equivalence frames in observational setting and at the same time aim to understand the causal properties of equivalence frames in the field—outside the controlled environment of the survey or lab where they most often are studied.

Mass Communication and Policy Gatekeeping

Who filters through information and determines what information is shared with media audiences? Who filters through information and determines what information will not be shared with media audiences? Ultimately, who controls the flow of information in the media? At times commentary pertaining to media content references media as an omnipotent individual entity selecting the content transmitted to the public, reminiscent of a Wizard of Oz manner of the all-powerful being behind the curtain. Overlooked in this perception is the reality that in mass media, there are various individuals in positions of power making decisions about the information accessed by audiences of various forms of media. These individuals are considered gatekeepers: wherein the media functions as a gate permitting some matters to be publicized and included into the public discourse while restricting other matters from making it to the public conscience.
Media gatekeepers (i.e., journalists, editors) possess the power to control the gate by determining the content delivered to audiences, opening and closing the gate of information. Gatekeepers wield power over those on the other side of the gate, those seeking to be informed (audiences), as well as those seeking to inform (politics, activists, academics, etc.). The earliest intellectual explanation of gatekeeping is traced to Kurt Lewin, describing gatekeeping as a means to analyze real-world problems and observing the effects of cultural values and subjective attitudes on those problems like the distribution of food in Lewins’s seminal study, and later modified by David Manning White to examine the dissemination of information via media. In an ideal situation, the gatekeepers would be taking on the challenge of weighing the evidence of importance in social problems when selecting among the options of content and information to exhibit. Yet, decisions concerning content selection are not void of subjective viewpoints and encompass values, beliefs, and ideals of gatekeepers. The subjective attitudes of gatekeepers influence their perspective of what qualifies as newsworthy information. Hence, those in the position to determine the content transmitted through media exercise the power to shape social reality for media audiences. In the evolution of media gatekeeping theory three models have resulted from the scholarship: (1) examination of the one-way flow of information passing through a series of gates before reaching audiences, (2) the process of newsroom personnel interacting with people outside of the newsroom, and (3) the direct communication of private citizens and public officials. In traditional media and newer forms of social media, gatekeeping examination revolves around analysis of these media organizations’ news routines and narratives. Gatekeeping analysis observes human behavior and motives in order to make conceptualizations about the social world.

Narrative Persuasion and Storytelling as Climate Communication Strategies

Despite scientific consensus about anthropogenic climate change and its potentially devastating effects on the earth, public perceptions remain resistant to some of the most important climate change science messages. Science communicators may help the public better understand, accept, and discuss climate change information by incorporating recent findings in narrative scholarship from the academic field of public policy. Narratives help people understand and communicate information by organizing information in a way that is conducive to human cognition. Through integrating research findings from the climate change science communication literature with those from the narrative policy framework’s (NPF) empirical climate change studies, five distinct suggestions for writing effective climate change stories emerge. For the NPF, policy narratives necessarily include characters and policy referents, but may also include plot, setting, policy solutions, as well as other yet-to-be identified components. The five suggestions for writing climate change stories are as follow. First, use narrative form and content when communicating climate change science. Second, identify audience characteristics and articulate the setting of the story (problem, cause, context) in specific, recent, and audience-relevant language. Third, using knowledge about audience beliefs and values, choose characters (heroes, villains, or victims) whom the audience can relate to and will care about. When casting characters, focus on relaying positive emotions associated with motivation and personal control instead of negative emotions associated with futility. Fourth, temporally link narrative components together with specific information about causality, risk, and human agency. Fifth, clearly identify the point of the story in terms of risks and benefits, emphasizing gains instead of losses, and referencing policy solutions with wide support if relevant. Employing such techniques may help correct suboptimal messaging structures that encourage cognitive resistance to scientific information, thereby facilitating information transmission to a larger segment of the population. Additionally, these techniques offer avenues for replicable research designs that may help to further advance the scientific understanding of climate change communication.

Climate Change Communication in Spain

It is not easy to determine the precise moment when climate change became a public communication issue in Spain. Among early references, the national newspaper El País published a story titled “World climate is going to change,” on November 17, 1976, and the term “global warming,” imported from the United States, appeared frequently in the media, from 1988 onward. However, academic research about communication of this important issue is relatively recent. A seminar held in 2005 warned that there were “no specific studies on the way the Spanish citizenry is facing the climate change threat” (II Seminario de Comunicación, Educación y Participación frente al Cambio Climático, Lekaroz, Navarra). This seminar precipitated the first study on public perception of climate change in Spain. According to more recent research, 90.1% of Spanish citizens are aware that climate change is happening, whereas only 4.6% are not. Historical records indicate that awareness has grown consistently in the early 21st century, with awareness levels that are similar to those of other countries. However, although there exists a strong consensus within the scientific community on the existence and the anthropogenic origin of climate change, polls indicate that only a small part of the Spanish population (39.0%) is aware of this agreement; a figure that is similar to that of other countries, such as the United States. In addition, two thirds of the Spanish population (64.4%) believe that climate change is mainly a consequence of human activities; a higher percentage than in other countries, like the United States. This ambivalent picture is not surprising, considering climate change is a marginal topic for mainstream Spanish media. According to a study conducted in 2005 and 2011, only 0.2% of all stories in the main national newspapers and 0.19% of national TV news focused on climate change, a lower percentage than in other countries. Media coverage of this issue has fluctuated since the 1990s, depending on several factors, like the existence of links to current affairs (such as international climate summits), notable report publications (from the Intergovernmental Panel on Climate Change), and public engagement efforts (such as the Al Gore film An Inconvenient Truth). As far as the quality of the coverage is concerned, research shows similar trends to those detected internationally, including politicization, superficiality, and catastrophism. However, compared to other countries, there is a lower representation of skeptic viewpoints in the Spanish media that may be related to a weaker public visibility of skeptic think tanks and personalities.
Academic interest in climate change communication has risen since 2010. Only four publications (books or articles) were released from 2001 to 2005, whereas more than 30 appeared in the period 2011–2015. Research has primarily focused on public perception and media coverage of climate change and has been conducted mainly by four universities (Universidad Complutense, Universidad de Málaga, Universidad de Santiago de Compostela, and Universidad de Navarra). Communication actions related to climate change have been carried out by several nongovernmental organizations, often as part of international events and campaigns. In the early 21st century, national and regional public institutions have conducted several campaigns to communicate and raise climate change awareness, producing several exhibitions and publications, mainly on climate change mitigation.
Several forums have suggested that the current weaknesses could benefit from a closer relationship among the media and scientific institutions. This could contribute to provide more credible information on the reality of climate change, as well as the options for mitigation and adaptation. Future research could also address climate change coverage in online media and social networks, as well as reception studies, currently underrepresented in academic studies conducted in the country.

Media, War, and Foreign Policy

Mass media play an important but often misunderstood role in wartime. Political elites try to marshal support for military intervention (or justify avoiding such involvement) through the press. Media sometimes serve as watchdogs, holding leaders accountable for their claims and actions in times of conflict, but more often appear to act as uncritical megaphones for bellicose rhetoric. The public, meanwhile, has little choice but to see war through the prism of media coverage, placing a great burden on the press to cover conflicts truthfully and thoroughly, a responsibility they sometimes live up to, but in important ways do not.
Scholarship about these issues goes back decades, yet many questions remain unanswered or up for debate. There seems to be strong consensus that media coverage of conflict is even more elite driven than is domestic coverage, for instance, yet how much that matters in shaping public attitudes and support for war remains contested. Similarly, research consistently shows that the press shies away from showing casualties, yet the effects of exposure to casualty information and images are still not well understood. Finally, digital media seem to be important factors in contemporary crises and conflicts, but scholars are still trying to understand whether these platforms more serve the interests of protest or repression, peace or violence, community or polarization.

Threat Framing

What is “threat framing”? It concerns how something or someone is perceived, labeled, and communicated as a threat to something or someone. The designation “threat,” notably, belongs to the wider family of negative concerns such as danger, risk, or hazard. Research on threat framing is not anchored in a single or specific field but rather is scattered across three separate and largely disconnected bodies of literature: framing theory, security studies, and crisis studies. It is noteworthy that whereas these literatures have contributed observations on how and under what consequences something is framed as a threat, none of them have sufficiently problematized the concept of threat. Crisis analysis considers the existence or perception of threat essential for a crisis to emerge, along with a perception of urgency and uncertainty, yet crisis studies focus on the meaning of “crisis” without problematizing the concept of threat. Likewise, security studies have spent a lot of ink defining “security,” typically understood as the “absence of threat,” but leave the notion of “threat” undefined. Further, framing theory is concerned with “problem definition” as a main or first function of framing but generally pays little or no attention to the meaning of “threat.” Moreover, cutting across these bodies of literature is the distinction between constructivist and rationalist approaches, both of which have contributed to the understanding of threat framing. Constructivist analyses have emphasized how threat framing can be embedded in a process of socialization and acculturation, making some frames appear normal and others highly contested. Rationalist approaches, on the other hand, have shown how threat framing can be a conscious strategic choice, intended to accomplish certain political effects such as the legitimization of extraordinary means, allocation of resources, or putting issues high on the political agenda. Although there are only a handful of studies explicitly combining insights across these fields, they have made some noteworthy observations. These studies have shown for example how different types of framing may fuel amity or enmity, cooperation, or conflict. These studies have also found that antagonistic threat frames are more likely to result in a securitizing or militarizing logic than do structural threat frames. Institutionalized threat frames are more likely to gain and maintain saliency, particularly if they are associated with policy monopolies. In the post-truth era, however, the link between evidence and saliency of frames is weakened, leaving room for a much more unpredictable politics of framing.

Frame Analysis in Climate Change Communication

Framing—selecting certain aspects of a given issue and making them more salient in communication in order to “frame” the issue in a specific way—is a key concept in the study of communication. At the same time, it has been used very differently in scholarship, leading some to declare it a “fractured paradigm,” or an idea whose usefulness has expired. In studies of climate change communication, frame analyses have been used numerous times and in various ways, from formal framing approaches (e.g., episodic vs. thematic framing) to topical frames (both generic and issue-specific). Using methodological approaches of frame analysis from content analysis over discourse analysis and qualitative studies to experimental research, this research has brought valuable insights into media portrayals of climate change in different countries and their effects on audiences—even though it still has limitations that should be remedied in future research.

Media and Ethnolinguistic Minorities: Framing the Tonga and Nambya in Selected Zimbabwean Mainstream Newspapers

Studies that focus on the framing of ethnolinguistic minorities in Zimbabwe’s mainstream media are scarce. These ethnic groups—among them the Tonga and Nambya—are generally marginalized in everything. Not only are they geographically located on the margins of Zimbabwe but they are also located on the fringes of political, economic, sociocultural, and economic development. The Tonga are located in Kariba, Binga, and parts of Gokwe, while the Nambya are located around the Hwange area and areas around Victoria Falls. Prior to the Constitution of Zimbabwe Amendment (No. 20) Act of 2013, Tonga, Nambya, and other indigenous languages were classified as “minority languages,” while Ndebele and Shona were the two national languages, and English was the official language. In the new constitution, the formerly marginalized languages are now accorded the same status as the officially recognized languages of English, Shona, and Ndebele. Hence, the status of Nambya and Tonga shifted from “minority” to “previously marginalized” languages. Though the terms officially recognized languages and previously marginalized languages are somewhat vague and indecisive, the enactment of the new constitution increased interest in the so-called previously marginalized ethnolinguistic minorities. For instance, Tonga was elevated to an examinable subject in public examinations at Grade 7, Ordinary level and Advanced level. Similarly, Nambya, Kalanga, Venda, and Tonga were introduced at the degree level at some Zimbabwean universities, while in the mainstream media, the Zimbabwe Broadcasting Corporation introduced news in some previously marginalized languages. However, this did not alter the framing of Tonga and Nambya ethnolinguistic minorities in mainstream media. Whereas the Tonga received more coverage in The Chronicle and The Herald than Nambya, the quality of coverage was the same for both ethnic groups in both newspapers. Four broad frames were utilized and these are: the education frame, the culture frame, the not-so-subtle marginalization frame, and the development frame. These frames perpetuate long-held stereotypes about the Tonga and Nambya. Furthermore, the stories about the two ethnic groups were mainly categorized as opinion, local, and entertainment. This creates the illusion that no Tonga story is worthy to be categorized under national news, business news, or political news. It builds into and reinforces the marginalization of the Tonga and Nambya as backward and stuck in the past. Implied is that the Tonga and Nambya are insignificant to the national developmental agenda in Zimbabwe.

Conflict and Nationalist Frames

In the context of nationalist and ethnic struggles, framing refers to strategic communication aimed at changing perceptions and behavior, such as persuading members of a group to unite and fight or their opponents to demobilize. The concept and theory behind framing stem from sociology, and in particular American social movements theory, where they have helped reconcile an interest in the construction of identities and “meaning work” with the study of structures that favor participation in collective endeavors. Framing not only unpacks the processes behind this form of strategic communication through notions such as alignment and resonance, but it has also produced extensive scholarship on types of frames that foster mobilization and the socio-psychological keys they play upon in so doing. Framing theory has also focused on some of the elements contributing to the success—or lack thereof—of communication aimed at persuasion.
Considering that participation in crises and conflicts is an extreme form of mobilization, framing has, since the mid-2000s, made headway in conflict studies, where scholars have turned to framing processes to shed light on how people can be convinced to rally around the nationalist or ethnic flag and even take up arms in their group’s name. More recently, framing-centric approaches have been used to shed light on frames deployed in conflicts of a religious nature, as well as in the study of radicalization and the ideological or ideational framing behind it. The future of framing theory with regards to identity-based conflicts depends, however, on scholars’ ability to produce framing concepts and theoretical insights specific to conflict studies able to federate the community or researchers adopting the approach to study armed violence. As growing research on armed conflict turns to understanding the links between national and local realities, framing theorists may in addition benefit from greater attention to local frames and framing dynamics, and how they relate to the broader, elite-driven frames more commonly focused on in the study of armed violence. Finally, though so far little explored, framing proponents may stand to gain from engaging with literature using survey experiments or other promising quantitative approaches that have also sought to generate insights into ethnic relations or government representation and policy regarding crises and war.

Fatalism, Causal Reasoning, and Natural Hazards

Fatalism about natural disasters hinders action to prepare for those disasters, and overcoming this fatalism is one key element to preparing people for these disasters. Research by Bostrom and colleagues shows that failure to act often reflects gaps and misconceptions in citizen’s mental models of disasters. Research by McClure and colleagues shows that fatalistic attitudes reflect people’s attributing damage to uncontrollable natural causes rather than controllable human actions, such as preparation. Research shows which precise features of risk communications lead people to see damage as preventable and to attribute damage to controllable human actions. Messages that enhance the accuracy of mental models of disasters by including human factors recognized by experts lead to increased preparedness. Effective messages also communicate that major damage in disasters is often distinctive and reflects controllable causes. These messages underpin causal judgments that reduce fatalism and enhance preparation. Many of these messages are not only beneficial but also newsworthy. Messages that are logically equivalent but are differently framed have varying effects on risk judgments and preparedness. The causes of harm in disasters are often contested, because they often imply human responsibility for the outcomes and entail significant cost.

LGBTQ Politics in Media and Culture

As the primary vector by which society tells itself about itself, popular media transmit ideas of what behavior is acceptable and whose identities are legitimate, thereby perpetuating and, at times, transforming the social order. Thus, media have been key targets of LGBT advocacy and activism and important contributors to the political standing of LGBT people. Of course, media are not a monolith, and different types of media inform different parts of society. Community media have been an important infrastructure through which gays and lesbians and, separately, transgender people formed shared identities and developed collective political consciousness. Political media, such as newspapers, news websites, and network and cable television news broadcasts, inform elites and the mass public alike, making them an important influence on public opinion and political behavior. Entertainment media, such as television and film, cultivate our culture’s shared values and ideas, which infuse into the public’s political beliefs and attitudes.
Generally speaking, the literature on LGBTQ politics and the media is biased toward news and public affairs media over fictional and entertainment media, though both are important influences on LGBTQ citizens’ political engagement, as well as on citizens’ public opinion toward LGBTQ rights and their subsequent political behaviors. In the case of the former, media—particularly LG(BT) community media—have played an important role in facilitating the formation of a shared social and then political identity, as well as fueling the formation of, first, separate gay and lesbian and transgender movements and then a unified LGBTQ movement. Moreover, digital media have enabled new modes of political organizing and exercising sociopolitical influence, making LGBTQ activism more diverse, more intersectional, more pluralistic, and more participatory. In the case of the latter, (news) media representations of LGBTQ individuals initially portrayed them in disparaging and disrespectful ways. Over time, representations in both news and entertainment media have come to portray them in ways that legitimate their identities and their political claims. These representations, in turn, have had profound impacts on public opinion toward LGBTQ rights and citizens’ LGBTQ-relevant voting behavior. Yet, the literature on these representations and their effects overwhelmingly focuses on gays and lesbians at the expense of bisexual and transgender people, and this work is done primarily in U.S. and Anglophone contexts, limiting our understanding of the relationships between LGBTQ politics and the media globally.

The Legitimation of Repression in Autocracies

In research on authoritarianism, both legitimation and repression have received growing attention since the late 2000s. However, these two strategies of political rule do not form separate pillars of power; they are interlinked and affect each other. Autocrats not only rule with an iron fist, but they also seek to legitimize their use of repression vis-à-vis at least some of their citizens and the outside world. These legitimizing discourses are part of political communication in autocracies and can be studied using the approach of framing. So far, few researchers of the protest–repression nexus have studied how protesters are being framed by officials in autocracies.
The communication of repression varies widely across autocracies. Authoritarian incumbents differ in their degree of openness vs. opacity, impacting also on how they publicize, admit to, or conceal certain forms of repression. When choosing to justify acts of repression, multiple factors influence which types of justification are used. One decisive factor is against which targets repression is employed. In framing the targets of repression in a certain way, autocratic elites pursue a twin strategy in that they seek to attain the approval of certain audiences and to deter potential or actual dissidents. Furthermore, justifications diverge regarding which actors use them and towards which audiences. Past experiences and regime characteristics also impact on how repression is justified.
This research program offers great potential for studying state–society relations in autocracies. It cuts across research on political violence, authoritarian legitimation, and political communication. For understanding the persistence of autocracies in times of contention, it is an important piece in the puzzle of authoritarian survival strategies illuminating the “dark side” of legitimation.

Information Visibility

Information visibility refers to the degree to which information is available and accessible. Availability focuses on whether people could acquire particular information if they wanted. Accessibility focuses on the effort needed to acquire available information. In scholarly, industry, and popular press, people often conflate information visibility with transparency, yet transparency is generally a valued or ideological concept, whereas visibility is an empirical concept. Growing interest in studying and managing information visibility corresponds with the rapid growth in the use of digital, networked technologies. Yet, interest in information visibility existed prior to the introduction of networked information and communication technologies. Research has historically focused on information visibility as a form of social control and as a tool to increase individual, organizational, and social control and coordination. As a research area, information visibility ties to classic communication and interdisciplinary concerns, as well as core concerns of contemporary society including privacy, surveillance, transparency, accountability, democracy, secrecy, coordination, control, and efficiency. An emerging research area with deep historical roots, information visibility offers a promising avenue for future research.
