Transnational social movements are defined as movements wherein members in at least two nations cooperatively engage in efforts to promote or resist change beyond the bounds of their nation. Over the last 20 years, research on transnational social movements has proliferated in tandem with rapid globalization. The scholarship draws upon research conducted by sociologists and political scientists on national social movements and extends it to a global level. Similar questions and concepts applied to national or subnational movements are now applied to transnational movements: Why do they emerge? What are their processes? What are their consequences? Concepts such as political opportunity structure, which have been used to analyze the timing and outcomes of national social movement organizations’ actions, are being extended to understand how the international political arena shapes movements. The majority of work has been case specific and focused on a handful of movements: the human and indigenous rights movements, the women’s movement, the labor movement, and the environmental movement. Over time, this theorizing moved beyond borrowing concepts intended to explain local and national movements to generate concepts and propositions unique to the particularities of local-global/transnational movements. One of the limitations of the work to date is the lack of comparative work and theoretical development. The next stage of research should build upon the empirical work that has been generated by assessing propositions comparatively.

Economic Integration in 19th- and 20th-Century Central America

Throughout their history, the countries of Central America have attempted several forms of political and economic integration. After declaring independence in the 19th century, the region lacked its earlier cohesion vis-à-vis Spanish colonial governance. The former provinces aligned themselves in favor of either centralizing regional power in a federal republic or establishing complete political autonomy through the formation of new nation-states. Forces in favor of the latter eventually prevailed.
An attempt at economic integration began in the mid-20th century. It was actively backed by the United Nations Economic Commission for Latin America and the Caribbean (ECLAC) and eventually led to the creation of the Central American Common Market (CACM). Despite favorable economic conditions in the Post-World War II period, a number of complications undermined integration efforts: war, political crises, and interests that ran contrary to those of the United States. Integration was postponed until the end of the 1980s, after the Esquipulas II Accord reestablished peace in the region.
After the countries of Central America signed the Guatemala Protocol in 1993, economic integration was promoted under the banner of free trade. This was done by regional economic groups with the goal of reconnecting the region to global commerce under the most advantageous circumstances possible.

Curriculum: Local, National, Transnational, and Global

Examining curriculum in terms of local, national, transnational, and global contexts requires engaging discourses of postcolonialism, decolonization, and globalization. Curriculum studies, empirical research projects, as well as literature, film, the arts, and social media collectively illustrate the many ways in which local, national, transnational, and global influences intersect and inform each other. These intersections and the tensions they raise with regards to race, culture, gender and sexuality, and nation, in turn shape curriculum, teaching, and educational research. The resurgence of racism, xenophobia, and global capitalism, and the resounding calls for activism in response to social and systemic injustice have implications for education researchers to persevere in advancing decolonizing curriculum studies that aim to dismantle oppressions and build coalitions.

Transnational Childhood and Education

The field of transnational childhood and education emerges under intensifying mobilities. These global conditions disrupt universalist educational treatments of childhood as a fixed developmental stage of human being. Transnationality shows childhood to be a psychosocially constructed experience that takes myriad form across diverse cultural, historical, educational, and political contexts. The lives of actual children are caught in colonial and national constructions of childhood and subject to its discourses, politics, and normative enactments through public schooling. The emerging field of transnational childhood and education represents a potentially critical intervention in colonial and national enactments of childhood worldwide.
Despite interdisciplinary efforts to reconceptualize childhood, Western educational institutions continue to hold to and reproduce hegemonic and colonial understandings of childhood as monocultural, heteronormative, familial, innocent, and protected. Mass global flows of people, culture, and ideas compel policy-makers and educational experts worldwide to consider transnational childhood as the dominant situation of children in and across multicultural nations. The fluidity of malleable childhood experience is poised to generate new educational arrangements and innovations. Transnational lives of children de-stable normative categorizations and fixed situations placed upon children in and through the mechanisms of early childhood education and national schooling.
Researchers of transnational childhood and education engage a range of educational experiences and arrangements of children moving within, across, and outside of formal and national schooling institutions. Increasingly children and families are caught in experiences produced by global, geo-political conditions including: war, forcible migration, detainment on borders, internal colonization, and environmental catastrophe. To respond to the times, families and communities seek out and/or are forced to provide opportunities and alternatives for children outside of school. Increasingly children use emergent digital and other forms of remote and inventive means of education. As research in this area is new, transdisciplinary, and ground-breaking, the study of transnational childhoods and education has the potential to radically innovate and deepen the meanings and possibilities of both childhood and education in a rapidly globalizing, uncertain, and changing world.

Multi-Sited Global Ethnography of Elite Schools

Multi-sited global ethnography is a methodological contribution to educational research methodology, and more broadly, ethnography. This new methodological framework was designed specifically for the research project “Elite Independent Schools in Globalizing Circumstances,” which studied seven elite schools, one school in each of the following geographical locations: Singapore, Hong Kong, India, Australia, South Africa, Barbados, and England, over a five-year period from 2010 to 2014. The aim of this article is to give a detailed methodological rendition of the epistemologies, and theoretical and conceptual bearings that underpin multi-sited global ethnography. Drawing attention to how the methodology reinvigorates conventional ways of doing ethnography, “different strokes” is used to allude to the new methodological elements we introduced in multi-sited global ethnography. Overall, the article highlighted the insights, hindsight, and oversights gained during and after fieldwork, so that further research can enrich multi-sited global ethnography.

Juvenile Delinquency in an International Context

Juvenile delinquency is a global phenomenon, and interest in comparative studies of juvenile offending and society’s reaction to it has been steadily growing, despite the inherent difficulties of comparing juvenile justice processes across different regions. Both adolescence and the concept of juvenile delinquency are social constructs that vary by time and place. To know what constitutes a juvenile, or a delinquent act, requires detailed knowledge of a jurisdiction’s social, political, cultural, and legal history. International data in the form of officially recorded contact of juveniles with formal institutions are scarce, and they are often limited in their use for direct comparisons, due to divergent definitions and recording practices, or coverage of geographical regions. The United Nations Surveys on Crime Trends and the Operations of Criminal Justice Systems (UN-CTS) have the widest geographical reach, but lack transparency of definitions or verification. The World Prison Brief by the Institute for Policy Research at Birkbeck University of London provides prison trends around the globe, but only offers one indicator of juvenile imprisonment. The Council of Europe Annual Penal Statistics (SPACE) and the European Sourcebook of Crime and Criminal Justice Statistics collect data on a range of custodial and non-custodial measures, and include detailed notes on national definitions, but are limited to Europe. The largest self-report study of youth is the International Self-Report Delinquency (ISRD) study, which is currently in its third wave that includes 40 countries across the globe.
Since 1990 the United Nations has developed international conventions, rules, and guidelines that govern the rights of children, particularly as they relate to juvenile justice, and these guidelines have shaped, and continue to shape, juvenile justice processes across the globe. Almost all regions in the world have provisions to treat juveniles violating the law differently from adults, but they do so in a multitude of ways. Not all countries have separate systems for juveniles and adults, and in some regions of the world informal reactions to juvenile law-breaking dominate, or coexist with formal juvenile justice institutions. Juvenile justice systems are often categorized according to their founding philosophies, between the poles of a welfare and protection approach on one extreme, and a crime control and justice approach on the other. However, such classifications mask important differences between countries, and can only be seen as broad generalizations. In order to capture the intricacies of existing systems, and compare them between jurisdictions, a localized approach to juvenile justice is needed. It is not sufficient to describe which legal orientations or traditions inform a system, but rather it is necessary to examine how these traditions (as well as global trends and pressures) are interpreted by local juvenile justice administrators. Comparative juvenile justice research that can contribute to public debates and to achieving better outcomes for juveniles across the globe needs to be localized, pay special attention to the specific cultural, legal, and historical context of the jurisdiction studied, and differentiate between the law in theory and the law in practice.

The Forest Transition

Forest transitions take place when trends over time in forest cover shift from deforestation to reforestation. These transitions are of immense interest to researchers because the shift from deforestation to reforestation brings with it a range of environmental benefits. The most important of these would be an increased volume of sequestered carbon, which if large enough would slow climate change. This anticipated atmospheric effect makes the circumstances surrounding forest transitions of immediate interest to policymakers in the climate change era. This encyclopedia entry outlines these circumstances. It begins by describing the socio-ecological foundations of the first forest transitions in western Europe. Then it discusses the evolution of the idea of a forest transition, from its introduction in 1990 to its latest iteration in 2019. This discussion describes the proliferation of different paths through the forest transition. The focus then shifts to a discussion of the primary driver of the 20th-century forest transitions, economic development, in its urbanizing, industrializing, and globalizing forms. The ecological dimension of the forest transition becomes the next focus of the discussion. It describes the worldwide redistribution of forests toward more upland settings. Climate change since 2000, with its more extreme ecological events in the form of storms and droughts, has obscured some ongoing forest transitions. The final segment of this entry focuses on the role of the state in forest transitions. States have become more proactive in managing forest transitions. This tendency became more marked after 2010 as governments have searched for ways to reduce carbon emissions or to offset emissions through more carbon sequestration. The forest transitions by promoting forest expansion would contribute additional carbon offsets to a nation’s carbon budget. For this reason, the era of climate change could also see an expansion in the number of promoted forest transitions.

The Politics of Trade and Climate Change

Both trade and climate change policies affect the international competitiveness of carbon-intensive industries. This suggests that policy changes in one area may affect politics in the other. Does openness to international trade affect climate change politics? Do climate change policies affect the politics of trade? Does formally linking trade and climate policies via trade sanctions affect the prospects for cooperation in each domain? There are good theoretical reasons to believe that the answer to these questions is yes. Theoretically, each set of policies should affect the other, but these interactions could either encourage or discourage trade and climate cooperation. How trade and climate politics interact is thus an empirical question. Empirically, the overall picture is of a nascent but promising field of research. Extant studies provide indirect tests and suggestive evidence, but little in the way of firm conclusions. Only one point emerges clearly: progress in this area will require more and better data on national climate policies.

Transnationalism and Education in the United States

Transnationalism describes the ways in which ties between two or more nations are maintained; these ties abound in social practices that are, at times, situated within rigid governing structures. Transnationalism implies not only physical movement across borders, commonly referred to as “immigration,” but also emotional ties across borders. It also includes distinct ways of knowing that are informed by social media, loved ones, and cultural practices that span borders.
The transnational social spaces in which youth are raised are often filled with deep understandings of geopolitical contexts that weave together multiple national perspectives, personal navigation of physical borders (both with and without authorized documentation), and complex social networks in more than one country sustained through ever-changing media applications. However, these knowledges often remain unengaged in and underacknowledged by schools.
The disciplines of sociology and anthropology have informed much of the research on transnationalism, although from different standpoints. Sociology has taken a more literal sense of transnationalism, focusing narrowly on physical bodies’ movements back-and-forth over borders. Anthropologists have more robustly engaged the emotional and psychological aspects of transnationalism as it impacts the groups generally described as “immigrants.” Unfortunately, most of the research related to transnational children and education has been under the larger framework of assimilation. The unfortunate result is that the focus on how immigrants assimilate misses the opportunity to interpret (and perhaps misinterprets) a larger set of accompanying phenomena alongside the immigration act.
For education, transnational experiences can help students develop a sense of identity, which in turn helps them achieve in the school settings of both receiving and sending countries, should they have to return. Similarly, transnationalism complicates and makes notions of citizenship more robust. Immigrant students are always potentially engaged transnationals during their settlement processes—the possibility exists that they will remain actively connected to their home countries and even potentially return for visits or permanently. Educational research has more recently examined how transnationalism helps create and can deepen literacy practices, especially digital literacies.
Numerous education scholars have called for educators to draw upon students’ transnational lives in the curriculum. This can help prepare all students for an increasingly globalized world. This does not suggest a “learning styles” approach in which transnational students are considered a monolithic group in need of a repertoire of instructional strategies to meet the group’s needs. Instead, educators need to create the space in which students’ transnational experiences and perceptions are allowed to be aired, understood, and built upon in schools. In education, the commonly stated goal is for the classroom to function as a “community of learners.” If, in fact, educators aspire to build true communities, transnational students’ lives should no longer remain hidden from the view of their peers and teachers.

Economic Geography and Trade

Economic activity is unevenly distributed across space, both internationally and within countries. What determines this spatial distribution, and how is it shaped by trade? Classical trade theory gives the insights of comparative advantage and gains from trade but is firmly aspatial, modeling countries as points and trade (in goods and factors of production) as either perfectly frictionless or impossible. Modern theory places this in a spatial context in which geographical considerations influence the volume of trade between places. Gravity models tell us that distance is important, with each doubling of distance between places halving the volume of trade. Modeling the location decisions of firms gives a theory of location of activity based on factor costs (as in classical theory) and also on proximity to markets, proximity to suppliers, and the extent of competition in each market. It follows from this that—if there is a high degree of mobility—firms and economic activity as a whole may tend to cluster, providing an explanation of observed spatial unevenness. In some circumstances falling trade barriers may trigger the deindustrialization of some areas as activity clusters in fewer places. In other circumstances falling barriers may enable activity to spread out, reducing inequalities within and between countries. Research over the past several decades has established the mechanisms that cause these changes and placed them in full general equilibrium models of the economy. Empirical work has quantified many of the important relationships. However, geography and trade remains an area where progress is needed to develop robust tools that can be used to inform place-based policies (concerning trade, transport, infrastructure, and local economic development), particularly in view of the huge expenditures that such policies incur.

International Relations and Comparative Politics

Both the political science fields of International Relations (IR) and Comparative Politics (CP) developed around a scholarly concern with the nature of the state. IR focused on the nature, sources, and dynamics of inter-state interaction, while CP delved into the structure, functioning, and development of the state itself. The natural synergies between these two lines of scholarly inquiry found expression in the works of classical and neo-classical realists, liberals, and Marxists, all of whom, to varying degrees and in varied ways, recognized that the line dividing domestic and international politics was not hermetically sealed. As processes of economic globalization, on the one hand, and the globalization of the state system, on the other, have expanded the realm of political and economic interaction, the need for greater cross-fertilization between IR and CP has become even more evident. The global expansion of the interstate system has incorporated non-European societies into world politics and increased the salience of cultural and religious variables. These dynamics suggest that a study of cultures, religions, and histories, which shape the world views of states and peoples, is therefore necessary before assessments can be made about how individual states may respond to varied global pressures in their domestic and foreign policy choices.

International Relations and the Study of Global Environmental Politics: Past and Present

The early literature on international environmental politics (IEP) had a decisively global scale, in the sense that the key environmental problems of the day, population and resources (including ocean resources), were viewed as global rather than national or regional. This is not to say that transboundary and other international issues were not significant but, rather, to observe that the global scale was introduced into the study of IEP immediately after World War II, as it was with respect to economic, political, and military issues. Two factors seem to account for this global view of IEP: the global ends and means of American politics and the resource and naturalist legacies of colonial empires. The globalization of environmental issues continued unabated during the early 1960s to the middle 1970s, growing more complex over time as a result of the assertion of the Global South, and became more contested in the decades that followed. By the 1990s, the globalization of IEP and its study was broadened and deepened by the two grand narratives that dominate and contest the contemporary study of IEP. As a consequence, the diffusion of the study of IEP has continued and accelerated. European institutions and scholars are now as prominent while other English-speaking countries have contributed fundamentally to our thinking about IEP. IEP scholarship is also becoming more prominent in other areas, particularly the South.

Global Teams

Global teams have become a basic building block for organizing work that crosses geographic boundaries. They are an alternative to more traditional forms of hierarchy-based organizing and form the foundation of what is becoming known as the global networked organization. Global teams connect people who are geographically dispersed and work together on specific projects or tasks, crossing national, cultural, organizational, and linguistic boundaries. While global teams hold promise for organizing global work, they face conditions of complexity: (1) a multiplicity of different cultural contexts, governmental requirements, and multiple diverse stakeholders; (2) interdependence brought about by global flows of capital, information, and value chains; and, (3) ambiguity of meanings despite the fact that there is plenty of information. Management scholars have conducted most of the research about global teams from 1990 to 2018. These studies have shed light on global teaming processes, including communication and collaboration, facilitation and brokerage, leadership, language and identity, shared meaning, trust, power, national and organizational culture, distance, time, and technology. Some of the factors shown to improve global team effectiveness are as follows: a clear mission and objectives, explicit expectations for members’ roles and responsibilities, facilitating relationships among team members that leads to shared knowledge and a team identity, managing cultural, language and other contextual challenges, and monitoring and managing changing environmental conditions. While knowledge has grown about how global teams function, there is still much to learn about the complexity of multilevel cultural interactions in global teams and how different influence factors interact to affect performance. In-depth, longitudinal studies by anthropologists can provide such insights. The role of anthropologists is to assist the development of global teams by bringing nuance to the ways culture manifests in team member interactions and how social relationships are enacted and understood. Anthropologists can help build a richer understanding of contextual influences and the perceptions embedded in culture that shape sense-making across multiple contexts.

Sufism in the Modern World

Sufism, the mystical expression of the Islamic tradition, has been for centuries a major cultural, social, political, and, of course, religious influence in diverse Muslim cultures. With modernity Sufism has been subjected to increased criticism, and in some cases repression and violent hostility, on the part of certain Muslim opponents. From another direction, secularizing reformers such as President Kemal Atatürk (d. 1937) of Turkey view Sufism as a repository of decadent behaviors and superstitions that are incompatible with modern values and rationality. It is also noteworthy that, in response to internal and external reactions to violent extremism especially post-9/11, political leaders in Muslim majority countries such as Morocco and Pakistan have attempted to promote Sufism as a potentially moderating and peaceful influence and therefore encouraged it in their societies. This approach has also been promoted by Western political interests that present Sufism as a moderating counter to violent extremism. These latter examples highlight the importance of the modern nation-state as it engages with Sufism and its institutions, especially in the postcolonial period.
Pre-modern forms of Sufism emphasized pledging allegiance (bay‘a) to a spiritual master and affiliating with a Sufi order (Arabic: ṭarīqa, pl. ṭuruq). Being part of a Sufi order was thus a communal, as well as a personal, commitment, and the hierarchy and sense of belonging they entailed led the orders to play an important social, and in some cases, political role. With modernity, esoteric elements of Sufi thought, as well as traditional folk practices of making vows and faith healing, along with earlier social forms of clientage and patronage, have become less relevant in increasingly urban environments. Some scholars of Sufism have therefore characterized the modern era as a time of decline and degeneration in Sufi social and political influence, as well as in Sufi intellectual production and literary and artistic creativity.
However, expectations that Sufism is on the wane are challenged by observations of how Sufis have adapted to changing circumstances in modernity, both in Muslim-majority societies and in the West. For example, some scholars document a Sufi renewal involving the rise of charismatic teachers and practices and the reach of new global networks. Sufi teachings are promoted through Internet sites and social media, while today’s Sufi teachers may draw on 20th century Western psychological frameworks to explain the spiritual and therapeutic impact of Sufi practices on individuals. Meanwhile Sufi ideas are disseminated to broader publics through music videos, conferences, and other cultural events, such that Sufism in these new configurations continues to inspire significant, if more diffuse, loyalties, both locally and globally. In an age of networking and social mobility, flows of individuals and ideas have created new transnational spheres for the influence and impact of Sufism. At the same time local conditions vary considerably in shaping its diverse contemporary expressions and adaptations.

Buddhism and Globalization

“Global Buddhism” can be broadly understood as the transnational and transcultural network of circulating Buddhists and dynamic flows of Buddhist ideas and practices. It is characterized by ideals of universally applicable values and individually accessible experiences transgressing historical and cultural particularities. Global Buddhism is one kind of globalized religion, being itself a specific domain within the general context of globalization. Globalization encompasses transnational processes of interchanging values, services, and products, typically related to the modern, capitalist world. However, globalization has also been understood as a framework constituting cultural and religious dynamics and centripetal forces involving circulating ideas, practices, and institutions in an open and interacting world. A broader spatial and temporal perspective on globalization situates it in broader historical contexts, but typically linking it to an affinity with postmodernity and with a historical focus on the time since the breakdown of the communist world. Proto-global elements of religion can likewise be found throughout history, especially in axial religions and in contexts of accelerated circulation and hybridization. Throughout Buddhist history, such elements have been characteristic of the religion’s evolution and dissemination. Mission and trade along the Silk Route and in southeast Asia created proto-global ramifications just like the advent of Western colonialism co-created reform movements and networks of people with international scope and impact on “Buddhist modernity.” Global aspects are thus inherently part of much of Buddhist history, but a more restricted use of the concept would place global Buddhism in the aftermath of modernity, typically pronounced in urban centres and de-territorialized (online) social networks. Resistance and relativization are potentially always part of global transfigurations has also been influential in Buddhist contexts. One specific kind of “glocal” Buddhism, (yet) mainly restricted to a North American context, concentrates on reactions towards the transfigurations of globalization. What constitutes this kind of “post-global Buddhism” is twofold: an unveiling of universalized, global Buddhism as basically particularized “white” Buddhism, and an ideological shift beyond such disguised hegemony envisioning itself with new practices, values, identities, and communities based on (gender and) ethnic/racial differentiation.

Global Citizenship

The concept of “Global Citizenship” is enjoying increased currency in the public and academic domains. Conventionally associated with cosmopolitan political theory, it has moved into the public domain, marshaled by elite actors, international institutions, policy makers, nongovernmental organizations, and ordinary people. At the same time, scholarship on Global Citizenship has increased in volume in several domains (International Law, Political Theory, Citizenship Studies, Education, and Global Business), with the most substantial growth areas in Education and Political Science, specifically in International Relations and Political Theory. The public use of the concept is significant in light of what many scholars regard as a breakdown and reconfiguration of national citizenship in both theory and practice. The rise in its use is indicative of a more general change in the discourse on citizenship. It has become commonplace to offer globalization as a cause for these changes, citing increases in regular and irregular migration, economic and political dispossession owing to insertion in the global economy, the ceding of sovereignty to global governance, the pressure on policy caused by financial flows, and cross-border information-sharing and political mobilization made possible by information communications technologies (ICTs), insecurities caused by environmental degradation, political fragmentation, and inequality as key drivers of change. Global Citizenship is thus one among a string of adjectives attempting to characterize and conceptualize a transformative connection between globalization, political subjectivity, and affiliation. It is endorsed by elite global actors and the subject of an educational reform movement. Some scholarship observes empirical evidence of Global Citizenship, understood as active, socially and globally responsible political participation which contributes to global democracy, within global institutions, elites, and the marginalized themselves. Arguments for or against a cosmopolitan sensibility in political theory have been superseded by both the technological capability to make global personal legal recognition a possibility, and by the widespread endorsement of Global Citizenship among the Global Education Policy regime. In educational scholarship Global Citizenship is regarded as a form of contemporary political being that needs to be socially engineered to facilitate the spread of global democracy or the emergence of new political arrangements. Its increasing currency among a diverse range of actors has prompted a variety of attempts either to codify or to study the variety of usages in situ. As such the use of Global Citizenship speaks to a central methodological problem in the social sciences: how to fix key conceptual variables when the same concepts are a key aspect of the behavior of the actors being studied? As a concept, Global Citizenship is also intimately associated with other concepts and theoretical traditions, and is among the variety of terms used in recent years to try to reconceptualize changes it the international system. Theoretically it has complex connections to cosmopolitanism, liberalism, and republicanism; empirically it is the object of descriptive and normative scholarship. In the latter domain, two central cleavages repeat: the first is between those who see Global Citizenship as the redress for global injustices and the extension of global democracy, and those who see it as irredeemably capitalist and imperial; the second is between those who see evidence for Global Citizenship in the actions and behavior of a wide range of actors, and those who seek to socially engineer Global Citizenship through educational reform.

Mercantilist and Realist Perspectives on the Global Political Economy

Mercantilism and realism would appear to go hand in glove with each other. If realism represents both a systemic worldview and explanatory model for world politics, then mercantilism would appear to be the paradigm’s default foreign economic policy doctrine. And, to be sure, there are obvious and strong areas of overlap. Both paradigms stress the autonomous role of the state—and warn against capture by particularistic interests. Both also stress the conditioning effects of the distribution of power in defining national economic interests. Despite these constants, however, over time, the two approaches diverged more and more. Most modern-day writers who sympathize with mercantilism do so from perspectives ranging from left-leaning social democracy to more radical Gramscian critiques. Realists, on the other hand, have tended to gravitate towards the conservative, Burkean side of the political spectrum. While realists and mercantilists might agree on the role that power plays in the global economy, they do not necessarily agree on the normative implications of that insight. Paradoxically, as realism has acquired a more “scientific” cast, it has become less influential in international political economy (IPE) scholarship. For realism to maintain its relevancy in IPE, it must reacquire its deftness in incorporating nonstructural variables into its explanatory framework. The paradigm retains some useful predictive power for how systemic political variables affect global economic outcomes, but it is of little use in discussing the reverse causal effects.

International Organization and Health/Disease

Human history has been shaped by shifting patterns of health and disease. Many of the factors influencing those patterns have spanned national borders, such as human and animal migration, armed conflict, colonization, trade and investment, globalization, and environmental change. International studies scholars’ interest in health and disease has slowly evolved over time. After World War II, international health cooperation was accepted as a key function of the United Nations system, with the creation of the World Health Organization (WHO). However, health was deemed a largely technical field, alongside the activities of international health organizations. The limited scholarship produced during the postwar period was largely descriptive of technical and legal issues. It was not until the 1970s, when debates emerged about the appropriate forms of health development assistance, concerns about large commercial interests, and the role of WHO, that scholars began considering the politics of international health cooperation. The Declaration of Alma Ata on Health for All, Essential Drugs List, and International Code of Marketing of Breast Milk Substitutes were expressions of discontent in international health with a status quo perpetuating inequality among states. These initiatives then spurred accusations of “politicization” of WHO’s technical mandate, accompanied by the freezing of the organization’s budget. The study of international organizations and health began to apply critical theoretical approaches, locating health and disease within the liberal world order. From the 1990s onward, the proliferation of new institutional arrangements for international health cooperation prompted studies of this increasingly complex landscape. The term “global health” was coined to reflect the interplay of state and nonstate actors amid globalization, alongside the concept of global health governance (GHG). This encouraged scholarly exchange across international studies, social policy, law, and anthropology. International organizations with health-related impacts, such as the World Trade Organization, and powerful nonstate actors, such as foundations and commercial interests, were incorporated into GHG scholarship. Concurrently, new theoretical approaches to understanding collective action for global health emerged, notably realist notions of global health security, and social constructivist approaches to the framing of problems and solutions. Major disease outbreaks since the early 2000s, including SARS in 2003–2004, Ebola virus in West Africa in 2014–2015, and COVID-19 since 2020, have intensified scrutiny of GHG. The sharp rise in noncommunicable diseases alongside the globalization of market capitalism also drew growing attention. Amid renewed debate about WHO reform, analyses have focused on the lack of coherence among global health actors, weakness of legal and ethical frameworks for collective action, and inadequacy of resources.
