Research on transnational and queer diasporic sexualities is still in its infancy but continues to evolve rapidly as understandings of sexuality and queer identity become further complicated. The nuanced and contextual intersections of queer identity as paired with cultural specificity amplify and redefine queerness across space. Pushing back against long-standing notions of what queer looks like in the West, transnational and diasporic queer sexual identities transcend normative definitions of what sexualities can look like outside of rigid binary thinking. Considering three core themes—Western hegemony, transnational and queer diasporic families, and blurring the First/Third World binary—offers the ability to highlight lived experiences to better understand the complexities of the past, present, and future of transnational and queer diasporic sexualities.

The Birmingham School of Cultural Studies refers to the Centre for Contemporary Cultural Studies (CCCS), which was housed at Birmingham University from 1964 to 2002. The shorthand “Birmingham School” refers to a site, a moment, a movement, and a method. Emerging alongside other intellectual and activist currents in the British New Left, it posed a radical democratic alternative to traditional higher education and the available methods and methodologies of communication and media studies. Centre researchers expanded the possible objects worthy of critical academic research—arguing it was imperative that we look at the products of the mass media or so-called popular arts—as well as the means through which those objects and their potential effects were understood. Central to the methodological approach espoused by CCCS scholars is the need to look at the way the meanings and values of cultural texts are articulated to and through a “cultural circuit”: A text emerges from a context, and its meanings are contingent on the frameworks of ideology and experience of both that context and audiences that read it. Under the leadership of Stuart Hall, and then Richard Johnson, the CCCS developed pathbreaking research into cultural politics more generally, looking at the way identities and subjectivity were developed, reinforced, and lived, and intersecting with emergent theories from and research in postcolonialism, poststructuralism, nationalism, feminism, gender and sexuality studies, science and technology studies, studies of race and ethnicity, and a variety of other subfields in the humanities and social sciences. Despite the closure of the Centre, these tendencies and emphases remain important, especially to the many academic monographs, journals, and conferences in cultural studies each year.

Politics, Power, and Social Hegemony

In education, politics, power, and hegemony pertain to the ways actors with competing values work to forward their perspectives on social policy related to schools and schooling. Central to politics is conflict over scarce resources and influence. Politics is endemic in the education system. In the United States and other federations, it is manifest at multiple levels of that education system; it operates at the international, national, state, district, and school levels. Adding to this complexity, a wide array of actors shape the politics of education. As a field of study, the politics of education draws from and contributes to theories that help unpack this complexity and answer questions about how governments work and policy decisions get made.
In the context of educational administration and organizations, power is a broad concept with many definitions, but at the core is control. There are many sources of power in schools as organizations, including reward power, coercive power, legitimate power, referent power, and expert power. Scholars in education have also classified power as formal or informal, personal or professional. Regardless of its source, there are problems and pitfalls with the use of power by educational leaders, and an overreliance of one source of power can come at the expense of another.
The overwhelming hold of power and domination of one group over another is the definition of social hegemony. Social hegemony in education has taken various forms, showing up in student-assignment and school-discipline policies, hiring norms and practices, and reforms that purport to broaden opportunity and expand civil rights. Scholarly approaches like critical race theory and feminist critical policy analysis have worked to expose hegemonic devices, procedures, and practices that help explain persistent inequities in educational systems around the world.

Communication and cultural studies share turbulent and contradictory histories, epistemologies, methods, and geographies, both on their own and as partners and rivals. This is in keeping with their status as interdisciplinary areas that emerged in the early to mid-20th century and crossed the humanities and the social sciences. Communication and cultural studies are linked and distinguished both by the topics they analyze and by their politics, countries, disciplines, theories, languages, and methods. Whereas the dominant forms of communication studies are dedicated to scholarly objectivity and disciplinary coherence, cultural studies is more akin to a tendency connected to concerns and identities on the margins of academia, and committed to methodological diversity. And whereas the critical strand of communication studies, notably political economy, examines such social forces of domination as the state and capital, cultural studies investigates the struggles undertaken by ordinary people to interpret dominant cultural forms in terms of their conditions of existence. The supposedly pessimistic orientation of political economy is frequently eschewed in favor of a faith in the resistive qualities of the oppressed and silenced. A similar perspective characterizes cultural studies’ rejection of effects studies for neglecting the politicized way that active audiences interpret media texts. In place of such concerns, the dominant strands of cultural studies tend to favor aesthetic and anthropological ways of analyzing societies to examine subjectivity and power and work with the understanding that popular culture represents and creates rituals and vice versa, through institutions and discourses that construct identities, which in turn form them.

Ethnography and Education

As described in Beach and Dovemark’s 2007 book, Education and the Commodity Problem, critical researchers have identified two fundamental roles for modern-day schools within capitalist states. These are the ideological and material roles and function, where schools produce ideologically compliant workers and consumers for a corporatist economy on the one hand, this is partly through a teaching and a curriculum, which is often hidden and informal; and, on the other form part of a corporate business plan for the accumulation of private capital in the welfare sector through mass outsourcing of welfare-State education provision and the wholesale commodification of education as a public service. This article presents a research method for investigating education in these circumstances. It is a method with a philosophical foundation not only for understanding contemporary educational empirical reality under neoliberal forms of capitalism, but also for developing critical consciousness for the transcendence and transformation of this condition toward a more just form of political economy and human existence.
This research method draws from critical realism and its concept of explanatory critique as a way to forge a scientifically robust Marxist critical ethnography. In relation to this, the description of the method accompanies an overview of some of the basic principles and broadly accepted possibilities of and for ethnography and critical ethnography, followed by a presentation of what Marxist critical ethnography is and how Marxist critical ethnography functions as explanatory critique, respectively. This entails description of what explanatory critique is, and how it can be used to develop a philosophy of social science and an ontological base for ethnography. The aforementioned components together expand on a historical, theoretical, conceptual, and political development of ethnography as part of a Marxist approach to research and practice for social transformation.

Grand Strategy

In its most general sense, grand strategy can be defined as the overarching vision that shapes a state’s foreign policy and approach to national security. Like any strategy, it requires the coherent articulation of the state’s ends and means, which necessitates prioritizing vital interests, identifying key threats and opportunities, and (within certain limits) adapting to circumstances. What makes it truly “grand” is that it encompasses both wartime and peacetime, harnesses immediate realities to long-term objectives, and requires the coordination of all instruments of power (military, economic, etc.). Although American leaders have practiced grand strategic thinking since the early days of the Republic, the concept of grand strategy itself only started to emerge during World War I due to the expansion and diversification of the state’s resources and prerogatives, the advent of industrial warfare, and the growing role of populations in domestic politics and international conflicts. Moreover, it was only during World War II that it detached itself from military strategy and gained real currency among decision-makers. The contours, desirability, and very feasibility of grand strategy have inspired lively debates. However, many scholars and leaders consider it a worthy (albeit complex) endeavor that can reduce the risk of resource-squandering, signal intentions to both allies and enemies, facilitate adjustments to international upheavals, and establish a baseline for accountability. America’s grand strategy evolved from relative isolationism to full-blown liberal internationalism after 1945. Yet its conceptualization and implementation are inherently contentious processes because of political/bureaucratic infighting and recurrent dilemmas such as the uncertain geographic delimitation of US interests, the clash of ideals and Realpolitik, and the tension between unilateralism and multilateralism. The end of the Cold War, the 9/11 attacks, China’s rise, and other challenges have further compounded those lines of fracture.

The Global Spread and Contraction of Democracy: A CoEvolutionary Approach

Much of the literature on international democratic diffusion appeals to mechanisms—competition, learning, emulation or socialization, and coercion—that typically are treated as competing and theoretically separate. All four, however, fit within a coevolutionary framework, that is, one integrating the concepts of variety, retention, and selection of traits (in this case, regime type). Competition, learning, and emulation are not mutually exclusive and all find support in the large literature on cultural and social evolution. Coercion may seem anti-evolutionary, inasmuch as it implies design and implementation by a powerful rational actor (state, international institution, etc.), but co-evolution can accommodate coercion as well. In co-evolution, agent and environment evolve together: an agent shapes its environment (engages in niche construction), and that reshaped environment alters the fitness of the agents’ traits. A powerful democracy can alter its social and material environment so as to increase the fitness of its own regime. Co-evolution can provide a framework to integrate mechanisms by which democracy and other regime types spread and contract across time and space, and hence can aid empirical research on the effects of global power shifts, including the rise of China, on the fate of democracy in various regions around the world.

The Political Economy of Hegemony: The (Surprising) Persistence of American Hegemony

First-generation research in International Political Economy focused considerable attention on the relationship between hegemony and global economic stability. This focus was the result of a confluence of scholarly and policy concerns about the impact that the apparent decline of U.S. hegemony would have on international trade and investment regimes. Interest in this hegemonic stability hypothesis waned, however, as deeper explorations of the theoretical logic indicated that hegemony was not a necessary condition for international economic openness, and as the collapse of the Soviet Union and the consequent “unipolar moment” suggested that American hegemony was hardly in decline.
Interest in hegemony resurfaced in the wake of the 2008 financial crisis. The crisis triggered many scholars to proclaim the end of the era of American global hegemony. Scholars argued that the U.S. government’s attachment to a large budget and trade deficits and the resulting growth of foreign debt were likely to weaken foreign confidence in the dollar and encourage the shift to an alternative reserve currency such as the Euro. At the same time, China’s rapid industrialization and emergence as a large creditor nation was creating a new pole in the international economy that constituted a meaningful alternative to a global economy organized around the United States’ economy. Thus, a shift toward a Beijing hegemony was all but inevitable.
The predicted decline of American hegemony has yet to materialize. The U.S. economy remains the world’s largest, and the U.S. government continues to play the leading role in system making—creating new rules to govern international economic cooperation—and in privilege taking—manipulating these rules in ways that advantage U.S. public and private sector actors. Moreover, the U.S. government plays this role in all three economic subsystems: finance, knowledge, and production. Empirical scholarship conducted over the last decade encourages one to conclude by paraphrasing Mark Twain: Recent reports of the death of American hegemony are premature.

Ideology in Climate Change Communication

The idea of climate change inspires and reinforces disagreements at all levels of society. Climate change’s integration into public life suggests that there is no evident way of framing and tackling the phenomenon. This brings forward important questions regarding the role of ideology in mediated public discourse on climate change. The existing research literature shows that five ideological filters need to be taken into account to understand the myriad ways in which ideology plays a role in the production, representation, and reception of climate change in (news and entertainment) media: (i) economic factors, (ii) journalistic norms, (iii) political context, (iv) ideological cultures, and (v) citizen decoding. Furthermore, two different interpretations of how ideology precisely serves as a filter of social reality underlie this literature: an interpretation of ideology as an independent variable, on the one hand, and as a constitutive practice, on the other. Moreover, these interpretations underlie a broader discussion in the social sciences on the relation between climate change and ideology and how scholars and activists should deal with it. By considering climate change as a post-ideological issue, a first perspective problematizes the politicization of climate change and calls for its depoliticization to foster consensus and public engagement. In response, a second perspective takes aim against the post-politicization and post-democratization of climate change (resulting from the adoption of the first perspective) for suppressing the role of ideology and, as a result, for stifling democratic debate and citizenship with regard to the climate issue. This latter perspective is in need of further exploration in future research, especially with regard to the concepts of ideological fault lines, ideological hegemony, and ideological strategies.

Critical Participatory Action Research, Critical Discourse Analysis and Praxis

Critical discourse analysis (CDA) and participatory action research (PAR) reinforce each other as critical research approaches toward social transformation and social justice provided to humans, other species, and the ecosystem at large. Both disciplines are suitable to be embedded in a critical emancipatory research paradigm. Both CDA and PAR are problem-oriented, contextualized forms of social research. Both CDA and PAR are sensitive to the macro, meso, and micro dimensions of social life and the dynamics and relations between these levels. Both CDA and PAR envision social reality as a—respectively—discursive or social construct which, therefore, is—in part—a matter of choice. Both CDA and PAR include the potential of social or organizational change. CDA does so by displaying hidden ideological effects of texts and discourses so as to create awareness and may suggest alternatives; PAR by analyzing existing situations and investigating and implementing alternatives as part of its collective research efforts. Both include the notion of agency and the potential of change, whether in organizations, communities, or in society at large. Both consider the construction of knowledge as a social practice. Both CDA and PAR have iterative research methodologies. CDA reinforces PAR due to its robust theoretical basis, while PAR opens up new ways for CDA to enlarge its impact on the social world beyond academia through the participation of agents. Both CDA and PAR are forms of praxis in that they perform research in social and discursive practice in situated context. Both explicitly rely on theories of practice that include Aristotle, Paulo Freire, and Antonio Gramsci. They do so with the purpose of creating awareness, questioning routines and existing practices, and improving these in an emancipatory project to contribute to a better and a more socially just world. Integrating CDA and PAR and rooting these in a philosophy of praxis creates a solid, inclusive basis for problem-oriented research, considered of high relevance to questioning current hegemonic structures and opening up socially and ecologically just solutions to address the crucial problems of the early 21st century.

Food and Ethnicity

Ethnic food is a slippery concept, used in various anglophone publications by the 1960s, peaking in the 1980s, and no longer used in major US metropolitan newspapers by the 2020s. It came into play in other parts of the world about a generation later and continues to be used unevenly. It is typically used to identify cuisines that are not considered mainstream or archetypical of a region or a nation. Inferiority (or lack of class), cheapness, spiciness, and authenticity are the typical tropes used to judge such cuisines. It has always had the stench of primitivism and Orientalism attached to it and is increasingly considered outdated, such as terms like “Negro” or “Oriental.” The term was historically used to describe a cuisine that is different horizontally, such as Thai, Indian, or Chinese, but it also carried a hierarchical connotation, where French or Nordic cuisines were hardly ever named as ethnic anywhere in the world. New York City offers a case study in examining the history and hierarchy between food and ethnicity.

Great-Power Competition

Great-power competition (GPC) is a touchstone for strategists and policymakers. Its popularity stems from perceptions of China’s rise, Russia’s resurgence, and the United States’ relative decline. The term’s notoriety in policy circles is related to its use in U.S. national defense and strategy guidance documents. Sometimes GPC is dismissed as a buzzword, but it is a distinctive phenomenon that deserves scholarly investigation.
GPC is a classic feature of modern international relations grounded in a traditional power politics approach. Specifically, GPC is a permanent, compulsory, comprehensive, and exclusive contest for supremacy in a region or domain among those states considered to be the major players in the international system. The contest varies in intensity over time and space but remains a persistent aspect of the international system of sovereign states.
Great powers field uncommonly large, sophisticated, and diversified capabilities and compete for high stakes; their competitive behavior is endemic to a stratified system in which select states are recognized as having special status. That status imparts to members of the great-power club privileges and responsibilities, including collective action to address system-wide problems. However, the competition over power, security, and status among the great powers is always present.
GPC is often parsed into analytically separable dimensions (military, economic, scientific–technological, and so on), but in practice such dimensions are interrelated. Together with the great powers’ extraordinary capabilities and interests, the interdependence of these dimensions of competition tends to push GPC to be comprehensive. GPC is sometimes treated as something other than war, but when GPC intensifies, the possibility of major war looms.
Patterns of GPC are identified through the lens of competing schools of thought on power politics: balance of power and hegemonic–power transition. Each provides a general framework in which GPC may be located. Scholars, however, should not confine their investigations to such frameworks; novel scholarship is warranted to further develop the concept of GPC, to characterize it and theorize about its dynamics, to further study it empirically, and to scrutinize it through critical lenses.

Structural Realism/Offensive and Defensive Realism

Structural realism, or neorealism, is a theory of international relations that says power is the most important factor in international relations. First outlined by Kenneth Waltz in his 1979 book Theory of International Politics, structural realism is subdivided into two factions: offensive realism and defensive realism. Structural realism holds that the nature of the international structure is defined by its ordering principle, anarchy, and by the distribution of capabilities (measured by the number of great powers within the international system). The anarchic ordering principle of the international structure is decentralized, meaning there is no formal central authority. On the one hand, offensive realism seeks power and influence to achieve security through domination and hegemony. On the other hand, defensive realism argues that the anarchical structure of the international system encourages states to maintain moderate and reserved policies to attain security. Defensive realism asserts that aggressive expansion as promoted by offensive realists upsets the tendency of states to conform to the balance of power theory, thereby decreasing the primary objective of the state, which they argue is ensuring its security. While defensive realism does not deny the reality of interstate conflict, nor that incentives for state expansion do exist, it contends that these incentives are sporadic rather than endemic. Defensive realism points towards “structural modifiers” such as the security dilemma and geography, and elite beliefs and perceptions to explain the outbreak of conflict.

Hegemony and the Global Political Economy

Hegemony emerged as an analytical term to conceptualize different historical periods out of the combined post-1945 historical context of two key events: the dissolution of an international political order founded upon European colonial empires, and the establishment and evolution of a postwar liberal international economy under U.S. leadership. Within the subdiscipline of International Political Economy (IPE), the genesis of the concept of “hegemony” or “leadership” has two sources: the idea of hegemonic order or dominance within the world economy as articulated in Immanuel Wallerstein’s World-Systems Theory in the early 1970s, and the publication of Charles Kindleberger’s analysis of the Great Depression that initiated a debate involving neorealist and liberal-oriented scholars around what subsequently become known as “hegemonic stability theory.” John Ikenberry also articulated a nuanced understanding of hegemony from a liberal-institutionalist perspective with regard to the post-1945 international order. There exists a substantial amount of literature on the theory and history of hegemony within IPE, and much of this discussion has been fueled by ongoing developments in the world economy. Critics of hegemony situate and embed state power and behavior within the socioeconomic structure of capitalism, and also focus on class agency as central to the establishment and evolution of hegemonic orders. To varying degrees these scholars have drawn on the theory of hegemony developed by Antonio Gramsci.

Birmingham Centre for Contemporary Cultural Studies

In the mid-1970s, the Centre for Contemporary Cultural Studies (CCCS), which came to be known as the “Birmingham School,” published two major books that contributed substantially to the field of critical criminology: Resistance Through Rituals (RTR) and Policing the Crisis (PTC). These two groundbreaking and complementary works aimed to contribute to the two main topics of criminological enquiry: deviance/crime and social reaction/punishment. In both cases, the Centre deployed a Marxist-inspired and sociologically driven approach whose main objective was to study both deviance and social reaction from a critical perspective that takes into consideration the broader social, political, economic, and cultural context in which they take place.
RTR challenged the dominant discourse of the postwar era, which proclaimed the end of class antagonism and the exhaustion of “class” as a relevant social category. The Birmingham School’s research demonstrated that the many subcultures—punks, mods, teddy boys, rastas, etc. —that flourished in the United Kingdom at the time were not symptomatic, as many argued, of the rise of a “classless youth.” On the contrary, RTR made the case that subcultures are part of a century-long tradition of symbolic, working-class resistance against the hegemonic order. From this perspective, subcultures were seen as an attempt, on the part of working-class youths, to solve the many contradictions of their class experience at a time of broad, multidimensional changes. While the Birmingham School’s work on subcultures was a celebration of working-class resistance and agency, ultimately, it reached the conclusion that this form of resistance, which remained restricted to the symbolic sphere, could not offer a solution to the exploitation and oppression faced by working-class youth, which stemmed from the material, social relations of production of capitalism.
While RTR focused on “deviance,” PTC shifted the analysis to the other side of the equation, that of social reaction and punishment. In this second publication, Stuart Hall and his co-authors developed an impressive “conjunctural analysis” approach that allowed them to move from the study of the so-called “mugging crisis” of the United Kingdom in the early 1970s, to the elaboration of their groundbreaking theory on crisis of hegemony and the rise of a new, “law and order society.” PTC is one of the pioneering studies that argued that the rise of “authoritarian populism” and the birth of a “law and order society” that were taking place in the United Kingdom in the 1970s were not temporary phenomena but were representative of a long-lasting change of epoch. More than 40 years after the publication of this seminal work, it leaves no doubt that the Birmingham School’s predictions have been validated, as is corroborated by an extensive literature studying the “punitive turn” that has taken over the globe over the last few decades.
Overall, at a time when criminology was becoming increasingly dominated by positivism and disconnected from the sociological tradition, the Birmingham School’s most influential and long-lasting legacy resides in RTR and PTC’s invitation to critically investigate what the CCCS members called the “social and political ‘conditions of existence’” of both deviance/crime and social reaction/punishment.

Religious Regulation in China

Establishing a totalitarian state after 1949, Chinese Communist Party elites formulated religious regulations that ensured strong national security and guaranteed the Party’s hegemonic control of the state. The party state eliminated all foreign religious connections and established Party-controlled religious organizations to co-opt the five recognized official religious beliefs. By the Cultural Revolution, Mao Zedong prohibited all religious beliefs except in himself. As the post-totalitarianism of the 1980s evolved into consultative authoritarianism of the 1990s, Communist elites resurrected the Party-controlled religious organizations and implemented a new series of religious regulations in 1994 and 2005 that permitted the operation of officially recognized religions to strengthen moral standards and to supplement the state’s social welfare functions. Facing perceived challenges from foreign religions and fearing the growing popularity of religious belief, the party state adopted a third set of religious regulations in 2017 to strengthen Party hegemony.

A half-century since its emergence, capacity development and building (CDB) remains an important strategy in countering societal and structural inequities. Yet, despite its importance, 20 years into the 21st century, these schisms have sorely deepened. Macro levels of divide are juxtaposed against a backdrop of meaningful CDB efforts and gains, nationally and internationally. The social work profession and social work educators should critically examine the ways in which CDB has been enacted to date. CDB efforts have directly and indirectly created transformational and sustainable improvements at individual, organizational, community, and societal levels of practice. CDB strategies may further deepen their impact on unjust systems, community, and societal change and have implications for social work education, practice, and research.

Social and Political Power

Power is a complex topic that is viewed in entirely different ways by different writers. Power can be seen as a property of agents, with some agents having more power than others. It can be seen as a property of social systems, where structures hold power. It can be seen in terms of specific actions by people to coerce or dominate or it can be regarded as a subliminal force that leads people to think and behave in one way rather than another. It can be analyzed descriptively to try to explain how it is distributed and critically to argue for changing structures to provide a more egalitarian and fairer distribution.
Power studies flourished in the great community power studies of the 1950s and 1960s. Some of these suggested that democratic nations were controlled by powerful elites who ruled in their own interests; some that power was more widely distributed and elites could not simply rule for themselves; others that in capitalist societies, despite some counterexamples, elites generally ruled in favor of developers and capitalists. Later studies examined how people’s interests are defined in terms of the structural positions in which they find themselves, and how the very ways in which we think and express ourselves affect our individual powers.

Critical Perspectives Toward Cultural and Communication Research

Critical perspectives toward culture and communication address how power and macro historical, institutional, and economic structures shape and constrain interpersonal, intergroup, and mediated communication. Scholars critique forms of domination and examine how oppressed communities resist and subvert power structures to identify possibilities for change and emancipation; some strive to become public intellectuals engaged in activism in solidarity with disadvantaged communities. Analyses uncover multiplicity and fluidity of meanings and dislodge essentialist and ideological closures in interactions and discourses. This approach has been shaped by critical theory of the Frankfurt School, European poststructural and critical theories, British cultural studies, and postcolonial theories. Critical scholarship is diverse, interdisciplinary, and multimethodological. Critical scholars are self-reflexive of their own social positioning in relation to research topics and participants.
Culture, the key concept, is conceptualized as a site of multiple meanings and differences that are loci of power struggles and contestations amidst daily practices and power structures. Culture is a site of mixing and fusions across borders as groups struggling for power attempt to restrict meanings, categories, and practices. Identity and its categories, such as race, ethnicity, gender, sexuality, etc., have multiple and shifting meanings that are nevertheless contingently fixed within structures supporting domination of some groups. Concepts such as diaspora, hybridity, and intersectionality address indeterminacy of belonging. Other main concepts include difference, articulation, ideology, hegemony, interpellation, and articulation.
