The role that liberals and liberalism played from the beginning of the crisis hispánica of 1808 until the death of Simón Bolívar in 1830 can be separated for analytical purposes in two different strands: the Peninsular and the Spanish American. This is a distinction that should be adopted with care, because in the end it can be considered that we are dealing with a single liberalism, the liberalismo hispánico. However, different historical, political, and social realities on each side of the Atlantic gave this liberalism different connotations. At first, Peninsulars and Spanish Americans worked in the same direction and with the same objective (the rejection of the French king that Napoleon imposed in the throne of Spain), but soon they parted ways in a practical, though not necessarily in a theoretical sense, at least concerning liberalism. In any case, contrary to what Western historiography has repeated for a long time, liberalism was a major player in the mundo hispánico during the Age of Revolutions. In fact, the term “liberal” used to define a political group made its first appearance in the Cortes (parliament or congress) that gathered in the Spanish port of Cádiz from 1810 to 1814. Nevertheless, the revolutionary contents of liberalism had to confront sociopolitical histories and realities that forced it to adapt itself to the prevailing social circumstances and to make concessions to other currents of thought and practices that do not coincide with the “liberal model” that still has ascendancy in Western historiography. This model tends to ignore the historical liberalisms that have existed in Europe, America, and other parts of the world since the “liberals” made their appearance in Spain more than two hundred years ago and in the Hispanic case in particular fails to address its radical character when considered against the Spanish Ancien régime. The result in the case of the mundo hispánico was an original and revolutionary doctrine that during the second and third decades of the 19th century transformed Hispanic politics on both sides of the Atlantic. The fact that these transformations were not consolidated or in the Peninsular case did not last for long does not diminish their importance for political and intellectual history.

The dissolution of Portugal’s African empire took place in the mid-1970s, a decade after the dismantling of similar imperial formations across Europe. Contrary to other European metropoles, Portuguese rulers were unwilling to meet the demands for self-determination in their dependencies, and thus mobilized considerable resources for a long, drawn-out conflict in Angola, Guinea, and Mozambique from 1961 to 1974. Several factors can explain Lisbon’s refusal to come to terms with the “winds of change” that had swept Africa since the late 1950s, from the belief of its decision-makers that Portugal lacked the means to conduct a successful “exit strategy” (akin to the “neocolonial” approach followed by the British, the French, or the Belgians), to the dictatorial nature of Salazar’s “New State,” which prevented a free and open debate on the costs of upholding an empire against the anti-colonial consensus that had prevailed in the United Nations since the early 1960s. Taking advantage of its Cold War alliances (as well as secret pacts with Rhodesia and South Africa), Portugal was long able to accommodate the armed insurgencies that erupted in three of its colonies, thereby containing external pressures to decolonize. Through an approach that combined classic “divide and rule” tactics, schemes for population control, and developmental efforts, Portugal’s African empire was able to soldier on for longer than many observers expected. But this uncompromising stance came with a price: the armed forces’ dissatisfaction with a stalemate that had no end in sight. In April 1974, a military coup d’etat put an end to five decades of authoritarianism in the metropole and cleared the way for transfer of power arrangements in the five lusophone African territories. The outcome, though, would be an extremely disorderly transition, in which the political inexperience of the new elites in Lisbon, the die-hard attitude of groups of white settlers, the divisions among the African nationalists, and the meddling of foreign powers all played critical roles.

José Alvarez de Toledo y Dubois (1779–1858) was either a freedom-fighter turned traitor to the cause of Mexican independence or a spy for the Spanish empire at a time of intense competition among European powers and the early American Republic for dominance over northern New Spain and what would become Texas. In the course of his assimilation or appropriation of liberal discourse and his inciting rebellions, he became a pioneer in the use of the printing press to generate propaganda to recruit troops and financing in advance of military action. His various proclamations and pamphlets exhorted New Spain and other Spanish colonies in America to separate from the motherland and establish republics; a more lasting contribution, however, may have been his being partially responsible for the introduction of the first printing press and publication of the first newspaper in Texas during the early 19th century,
