The identity perspective first emerged in the international relations (IR) literature in the late 1980s and early 1990s as a result of two overlapping trends. First, the postmodern Zeitgeist encouraged the questioning of accepted and “naturalized” categories associated with modernity. Embracing diversity and committed to an agenda of emancipation, postmodern thinking was to bring about the “death of meta-narratives” and to unravel assumptions which had come to be taken for granted and justified with, for instance, the need for parsimony. In IR, this meant “fracturing and destabilizing the rationalist/positivist hegemony,” including its ontology of the international system, to establish a new perspective on world politics. The readiness to do so was aided, second, by the end of the Cold War and changing structures of governance. The dissolution of seemingly stable political entities such as the Soviet Union and Yugoslavia raised questions about the volatility of borders, loyalties, nationalism(s), and the ability to manipulate them. Simultaneously, the phenomenon of “globalization” and processes of European integration undermined the conception of the Westphalian state as the fixed/dominant entity in world politics. Against this backdrop, many IR scholars searching for new conceptual vocabulary turned to “identity” to highlight the socially constructed nature of the state and its interests, and to explain the causes of war and the conditions for peace.

The History of International Studies

A significant development in the history of international relations (IR) is the increased focus on historiographical issues. Prior to 1998, the literature had, for the most part, failed to address adequately the question of how to write a history of the field. The tendency was to describe the history of IR as if a complete consensus existed on the essential dimensions of the field’s evolution. However, during the past 10 years (1998–2008) a wealth of new literature has appeared that greatly challenges much of the conventional wisdom regarding the development of IR. Three main thematic issues have been prominent in the literature. The first theme concerns the status of IR as an academic field or discipline. For various reasons, there has been a repeated questioning of whether IR is in fact a distinctive discipline. A second theme is the issue of whether the boundaries of IR should be demarcated in terms of one particular country (the United States) or whether it should be viewed as a more cosmopolitan endeavor without regard to national differences. The third theme involves the historiographical debate about whether the evolution of the field is best explained in terms of exogenous events in the realm of international politics or by endogenous factors associated with the institutional setting of the field.

Security Regimes: Collective Security and Security Communities

The twentieth century was marked by the proliferation of security regimes, and collective security in particular. Under a collective security arrangement, all states at either a regional or global level agree to resolve their disputes peacefully, collectively oppose acts of aggression, and actively defend those who are victims of such aggression. It is based on the premise that security is indivisible, that is, each state’s security is intricately tied to the security of others, and no nation can be completely secure so long as the territory, independence, and populations of other states are seriously threatened. However, over the past several decades, ethnic conflicts, civil wars, guerrilla insurgencies, and other forms of internal violence have dramatically increased, even as large-scale interstate wars have declined. In addition to these sources of instability and conflict, political repression and extreme human rights abuses by governments against their populations (particularly genocide and ethnic cleansing) often generate massive refugee flows, illegal arms trafficking, and the rise of paramilitary guerrilla armies, all of which could disrupt neighboring states and regional stability. Thus, the concept of security adopted by international and regional regimes over the past few decades has expanded from the threat and use of force for deterrence and enforcement to include nation- and state-building, peacekeeping, and peace-making.

Security Studies and Security Policy: An American Perspective

Security studies in the United States is marred by a lack of status. Opportunities within American universities are limited by the fact that the work deals with war and the use of force. Another reason for the isolation of security studies is its inherent interdisciplinary nature. It is nearly impossible to separate military technology from security policy, and there is the constant requirement in doing security analysis to understand weapons and their operational effects. However, the most serious limitation of security studies is its narrowness. Nearly all of its ranks are international relations specialists concerned primarily with relationships among and between nation-states. Absent from serious analysis are international environmental, economic, and health issues that may precede and produce political upheaval and that have their own academic specialists. The collapse of the Soviet Union raised questions about the opportunities and dangers of the United States' globally dominant position. The efforts to specify America’s new grand strategy produced a variety of expressions which fall into four main categories. The first is Primacy. Its advocates are primarily the neo-conservatives who relished America’s post-Cold War global dominance and sought to thwart any attempts to challenge this dominance. The second strategy is usually labeled Liberal Interventionism, which is also based on the dominance of American military might and urges US intervention abroad. The third strategy is the Selective Engagement. Under this strategy the United States should intervene only where vital interests are at stake. The fourth strategy focused on Restraint.

Statistical Analysis of International Interdependencies

The origin of the statistical analysis of international relations can be traced back to 1920s with the work of Quincy Wright, who founded the University of Chicago’s Committee on International Relations. He led an interdisciplinary study of war that provided a first compendium of what was then known about the causes of war. Wright's studies and those that came after them were based on the assumption that systematic data were required to advance our knowledge about the causes of violent conflicts, and that an analysis of the dynamics of strategic decision making were essential; in short, systematic data coupled with a theoretical framework that focused on the decision-making calculus. However, debates soon raged over whether this scientific approach was better than the classical approach, which was based on philosophy, history, and law, and did not conform to strict standards of verification and proof. Since then, the literature has evolved into studies with a strong theoretical motivation, often expressed via game theoretical analytics, examined empirically with statistical frameworks that are specifically sculpted to probe those strategic dependencies. As such, existing models have resolved the levels of analysis problem that appeared daunting to earlier generations by actually focusing on the modeling of aspects of world politics that enjoin many different levels simultaneously.

Teaching International Organization

The teaching of international organization (IO) poses unique challenges. One is deciding whether to take a broad global governance-IO approach dealing with the creation, revision, and enforcement of rules that mark different governance arrangements, the roles of formal, informal, intergovernmental, and nongovernmental IOs, and the politics, dynamics, and processes of problem-solving and governance in various issue areas, a theory-driven approach, or an IOs approach focusing primarily on select formal intergovernmental organizations (IGOs) and possibly nongovernmental organizations (NGOs), emphasizing structures, charters, mandates, and functions. Either choice could lead one to utilize recent literature on IGOs (and to a lesser extent NGOs) as organizations and bureaucracies, examining their design, functions, and performance or behavior. Another is the extent to which various international relations as well as IO-related theories such as theories of cooperation, regime and institution formation and evolution, functionalism, constructivism, and others are integrated into an IO course. To what extent are students introduced to currents of critical theory such as postmodernism, Marxism, feminism, and postcolonialism in relationship to IOs? There is also the question of which IGOs—global and/or regional—to include given the range of possibilities. How all the abovementioned issues are addressed will strongly influence choices with regard to textbooks, other readings, and various types of electronically available materials.

Customary International Law

Article 38 of the Statute of the International Court of Justice lists “international custom, as evidence of a general practice accepted as law” as the second source of law to be used by the Court. In other words, customary international law (CIL) requires state practice and opinio juris, the belief that the practice is legally required. A basic principle of international law is that sovereign states must consent to be bound by international legal requirements. Therefore, for a norm to become CIL, a widespread group of states must consistently follow the norm and indicate, either explicitly or implicitly, that they consent to the norm. Consistent action is important in two ways: consistent state practice following the norm indicates state consent to be bound by the norm and consistent objection to the norm indicates that the state does not consent to the norm. To avoid being bound by a rule of CIL, a state must persistently object to the rule during and after its formation. Changing CIL requires new state practice and evidence that opinio juris supports the new, not the old, state practice. Debates surrounding state practice include the number of states required to demonstrate “widespread” action, whether the states must be representative of the community of states, and how long consistent practice must occur before CIL is formed. Opinio juris is debated because it is subjective unless there is a specific, official statement that there is a belief that the practice is legally required.
Once a state consents, implicitly or explicitly, to a CIL rule, it cannot withdraw that consent. States that gain independence after a CIL rule is established are bound by that rule if the former government was not a persistent objector. This is problematic, particularly for former colonies that were not able to object during the formation of existing CIL rules because they were not considered “sovereign states.” Scholars supporting this perspective argue that, prior to decolonization, CIL was used to control the colonies and, since their independence, it is used by the colonizers to maintain their power and perpetuate inequality.

The literature on the global organization of finance has grown along with the global financial system, but also in response to theoretical innovations that suggested new lines of inquiry. In the 1970s and early 1980s, the emerging field of international political economy began to make valuable contributions to our understanding of global finance, but these focused on monetary politics or the formal intergovernmental organizations such as the IMF. By the 1990s, the literature focused on the greater complexity evident in global finance as traditional bank lending was increasingly displaced by other types of financial instruments, such as bonds, equities, and derivatives, which were also spreading geographically to influence “emerging markets” in the developing world and in countries in transition from communism. Since the mid-1990s, three interconnected changes in theory and practice are evident in international political economy (IPE) literature on the global organization of finance. First, the theoretical changes that characterized the broader fields of international relations and IPE were evident in the study of the global organization of finance as well, including the emergence of a new divide separating rational choice approaches from constructivism and other approaches. Second, the growing prominence of the concepts of globalization and global governance in the study and practice of international affairs inspired new literatures that overlapped and interacted with the IPE literature. Third, criticisms of globalized financial markets and questions of accountability and democracy directed at these markets grew and their role in structural adjustment.

Is There a Discipline of IR? A Heterodox Perspective

International relations (IR) is widely accepted as an academic discipline in its own right, despite the many subdisciplines which hold it together. These disparate subdisciplines, in fact, have come to define international relations as a whole. Establishing systematic matrices that describe and explain the discipline as a whole can show how the subdisciplines that constitute international relations have sufficient coherence to allow us to say that there is a discipline there. To look at the discipline otherwise would be viewing it as a mere collection of insights taken from other disciplines—in short, international relations could not be defined as a discipline at all. Such an argument forms a more heterodox view of international relations—one which does not attempt to engage with traditional debates about what constitutes the subject’s core as compared with its periphery. The “old” international relations was largely confined to politico-strategic issues to do with military strategy and diplomacy; that is, to discussions of peace and war, international organization, international governance, and international law. It was about states and the state system and little more. By contrast the “new” international relations is an all-inclusive account of how the world works. The underlying coherence of this account makes it possible to provide more comprehensive and more nuanced explanations of international relations.

The International Politics of Memory

Like the contested remembrance of historical events, collective memory shapes interstate relations, foreign and security policy, and global politics. International relations (IR) scholars studying the relationship between collective memory and international politics link the memory concept to the notions of security, power, language, emotions, gender, identity, trauma, justice, law, and the like. The study of the international politics of memory relies on a plurality of theoretical approaches gained from interdisciplinary works on collective memory. Although collective memory is viewed as a variable influencing foreign policymaking in structural terms within a positivist paradigm in IR scholarship, from an interpretive perspective, collective memory is a practice of remembrance that constitutes a state’s foreign and security policy. Following the advances of the interpretive paradigm in the social sciences, it is expected that more interpretive studies on the international politics of memory will appear. .

Teaching International Relations With Case Studies

Case-based learning offers several advantages in the study of international relations. For instructors, the primary attraction of case-based learning is its emphasis on active student engagement. Rather than reading the assigned material, passively listening to lectures, and memorizing notes, students are drawn into more active roles as their classroom instructors ask questions and require student participation. For students, case-based learning connects course material to the real world beyond the classroom. Regardless of the nature of the case or its source, instructors can take steps to ensure success with a case-based approach. First, instructors should know the details of the case: the background, the facts and events, the issues, the participants, and the results. Second, instructors should ensure that the physical setting of the classroom is appropriate for the anticipated task. Third, instructors should be attentive to the size of the class. Small classes promote participation by more students. Finally, instructors can be attentive to the possibility of pairing cases for comparative discussion and analysis. The success of case-based learning also rests in students' awareness that that passivity on their part is unacceptable. Thus, instructors must be sure that they convey the expectation that students must come to class ready to participate. Some common problems associated with case-based learning include time management, silence or apathy on the part of the students, and the failed class.

The Evolution of International Organization as Institutional Forms and Historical Processes to 1945

The evolution of international organizations (IOs) can be divided into three phrases. The first phase started with the Congress of Vienna (1814–15), which set in motion a series of innovations, inventions, and learning processes, shaping the core of what we now call IOs. The second phase of international organization in the nineteenth century is characterized by the building of permanent institutions. This is reflected in the new and dominant term “union” for organization. The term “public international union” (PIU) became the overarching term for the by intergovernmental organizations (IGOs) of the late nineteenth and early twentieth centuries. PIUs have been regarded as “early IGOs” which later transformed into specialized agencies of the UN system, with their subdivisions as institutional prototypes for the League of Nations and the UN. The third phase of international organization is the continued existence of IOs during the first half of the twentieth century. The outbreak of World War I can be regarded as an exogenous shock to the evolutionary development of IOs. During the war, the concept of international organization was not lost and was even central to the thinking on international politics in the UK and the US. Detailed plans for an international peace organization, using the term “international government”, were produced and discussed by politicians and citizens. These plans, which became part of the institutional strategy devised by the US, strongly reflected the organizational experiences of the PIUs.

Women as Objects and Commodities

The engagement between the discipline of international relations (IR) and feminist theory has led to an explosion of concerns about the inherent gendered dimension of a supposedly gender-blind field, and has given rise to a rich and complex array of analyses that attempt to capture the varied aspects of women’s invisibility, marginalization, and objectification within the discipline. The first feminist engagements within IR have pointed not only to the manner in which women are rendered invisible within the field, but also to IR’s inherent masculinity, which masks itself as a neutral and universally valid mode of investigation of world politics. Thus, the initial feminist incursions into IR’s discourse took the form of a conscious attempt both to bridge the gap between IR and feminist theory and to bring gender into IR, or, in other words, to make the field aware that “women are relevant to policy.” In the 1990s, feminist literature undertook incisive analyses of women’s objectification and commodification within the global economy. By the end of the 1990s and into the first decade of the 21st century, the focus turned to an accounting for the agency of diverse women as they are located within complex sociopolitical contexts. The core concern of this inquiry lay with the diversification of feminist methodologies, especially as it related to the experience of women in non-Western societies.

International Relations and Comparative Politics

Both the political science fields of International Relations (IR) and Comparative Politics (CP) developed around a scholarly concern with the nature of the state. IR focused on the nature, sources, and dynamics of inter-state interaction, while CP delved into the structure, functioning, and development of the state itself. The natural synergies between these two lines of scholarly inquiry found expression in the works of classical and neo-classical realists, liberals, and Marxists, all of whom, to varying degrees and in varied ways, recognized that the line dividing domestic and international politics was not hermetically sealed. As processes of economic globalization, on the one hand, and the globalization of the state system, on the other, have expanded the realm of political and economic interaction, the need for greater cross-fertilization between IR and CP has become even more evident. The global expansion of the interstate system has incorporated non-European societies into world politics and increased the salience of cultural and religious variables. These dynamics suggest that a study of cultures, religions, and histories, which shape the world views of states and peoples, is therefore necessary before assessments can be made about how individual states may respond to varied global pressures in their domestic and foreign policy choices.

200 Years of International Relations in Brazil: Issues, Theories, and Methods

The Brazilian field of international relations (IRs) has evolved over the course of two centuries. Since Brazil’s independence in 1822, international topics have deserved attention from local practitioners and scholars. The emergence of Brazilian standpoints about international affairs and of a Brazilian IR scholarship developed after the consolidation of similar fields in other Western countries. Multiple schools of thought held sway over local understandings, thereby leading to the formation of a different field as compared to characteristics of the Anglo-American mainstream. The institutionalization of the area has come about through the creation of scholarly departments and national government agencies. It all led to a unique combination of methods, theories, and issues being currently explored in the Brazilian branch of IR scholarship.

The Study of International Relations in Chile

The fragmentation that characterizes International Relations (IR) at the global and Latin American levels is also present in Chile. When analyzing the development and state of the art of IR in Chile, it is clear that it has theoretical and methodological origins and influences from various other disciplines, generating different ways of understanding and practicing IR. This heterogeneity is one of IR’s main characteristics, and one of the consequences of this tendency toward fragmentation has been a limited dialogue between internationalists working in different study centers and universities as well as a lack of clear criteria for the minimum necessary requirements needed to create a community of Chilean internationalists. However, in the past decade, changes have occurred in Chile that can help to strengthen the discipline, such as the creation of new undergraduate and graduate programs, the incorporation of a new generation of academics who are questioning the role of the discipline and who are expressing openness in incorporating new topics to investigate, and various theoretical orientations and methodologies. Therefore, despite difficulties, it seems a recovery process has begun in strengthening IR as a discipline in Chile.

The Cuban Embassy in Uruguay, 1959–1964

The 1959 Cuban Revolution, the revolution’s subsequent strengthening, and the radical change that the process underwent beginning in 1961 marked a turning point in the history of Latin America. It implied the largest and most consistent regional challenge faced by the United States in an area where its influence had often been decisive. From then on, the Latin American Cold War intensified at every level. It was no longer about the “reactive” actions that took place among the conservative Latin American elite via the communism inspired by distant Moscow.
In Cuba, the culture of the “revolution” was established, and the consequences were far from mere symbolism: Cubans also launched actions of “alternative diplomacy” to lend institutional support to the Latin American guerrilla movements. However, there is no documented study on Cuba’s role in Latin America. This is explicable in large part by the secrecy with which the Caribbean isle has made archival research in the country impossible.
Although this secrecy is understandable in view of its nature as a heavily beleaguered revolution from abroad, this culture of secrecy contributed to expanding a production of journalistic and essay-based denunciation that habitually lacked rigor and interpretive frameworks. Since 2010, a certain spirit of openness has existed in the matter, an example of which is purported to be linked to the Cuban Ministry of Foreign Affairs, whose historical repository has slowly begun to receive researchers, principally from abroad.
Drawing upon the anxiety and curiosity of the international historiographic community about the images originating from Havana, an initial approach and investigation was carried out in the aforementioned tradition, with the aim of shedding light on several of the actions deployed by the Cuban Embassy in Uruguay during the initial and intense years of the Caribbean revolution.

Leaders and Foreign Policy: Surveying the Evidence

Political Science accounts of international politics downplay the role of political leaders, and a survey of major journals reveals that fewer than 3% of all articles focus on leaders. This is in stark contrast to public discourse about politics, where leadership influence over events is regarded as a given.
This article suggests that, at a minimum, leaders occupy a space in fully specified chains of causality as the aggregators of material and ideational forces, and the transmitters of those forces into authoritative political action. Further, on occasion a more important role is played by the leader: as a crucial causal variable aggregating material and ideational energies in an idiosyncratic fashion and thereby shaping decisions and outcomes.
The majority of the article is devoted to surveying the comparatively small literature on political leaders within International Relations scholarship. The article concludes by inviting our colleagues to be receptive to the idiosyncrasies, as well as the regularities, of statespersonship.

Religion in International Relations

Though religion was never absent from international relations, since the Iranian Revolution, the end of the Cold War, and the events of 9/11, the international community has taken a renewed interest in it. Questions center on the role of religion in peace and conflict, the compatibility of religious law and norms with different systems of government, and the influence of religious actors on a wide range of issues. A reliance on Enlightenment assumptions, which link “the religious” to the irrational, magical, or emotive, led many to deem religion inappropriate for the public sphere and a key factor leading to conflict. On the other hand, the same assumptions led to an association of “the secular” with reason, proper forms of government, and peace. Multiple scholars challenged such a dichotomous framework, arguing that “the religious” and “the secular” cannot be meaningfully separated, or that, at the very least, the origins of the category of “religion” must be examined in order to study acts and practices deemed religious in the 21st century.
Scholarship that wishes to avoid broad generalizations and problematic assumptions about religion should move beyond Enlightenment assumptions and approaches that treat diverse religious communities, acts, and ideas as inherently “good” or “problematic.” To do so, scholars should reflexively engage with religion, paying attention to their own ontological assumptions and the consequences of those assumptions for analyses of religion and politics. In addition, scholars must situate the practices, principles, and identities of religious individuals and communities within broader historical and geographical contexts in order to understand the critical factors informing their ethical frameworks. There are several approaches that are attentive to interpretation, practice, and ethics, including neo-Weberianism, positive ethics, securitization theory, and a relational dialogical approach. These approaches provide alternatives to essentialized notions of religion and shed light on why and how religious actors choose some possible courses of action over others.

Postcolonialism in International Relations

Some of the main genealogies within postcolonial scholarship are discussed, with a focus on key thinkers, such as Edward Said, Homi Bhabha, Gayatri Spivak, Aníbal Quijano, and Walter Mignolo. Key concepts, such as colonial discourse theory, development, and subaltern studies are presented. The discussion of postcolonial thought is embedded in a reflection on its relation to other theoretical paradigms and social theories (e.g., poststructuralism, world-system theory, Marxism). This focus seeks to highlight some of the main contours of the field, while also pointing out the ways postcolonialism has shaped the discipline of international relations (IR).
