To introduce and define the core behaviors of positive school leadership (PSL), we explore six positively anchored sets of work (supporting, developing relationships, establishing values, acting authentically, modeling, and enabling or empowering) that move us beyond the deeply ingrained negative and deficit roots that have defined schooling for over a century. The exploration of research primarily on positive organizational scholarship (POS) accomplishes this, showing that POS attends to the growth of others and helps grow and reinforce relationships that focus on personalization, trust, and caring. Additionally, PSL produces important outcomes, enhancing the cultural climate in schools in particular; however, it is also important to note that the current structure and culture of schooling create significant barriers to the implementation of PSL.

The study of leadership has a long and distinguished history. Over the past 100 years, researchers have pursued distinct lines of inquiry summarized in the trait theories, the behavioral theories, the contingency theories, and the transactional/transformational theories of leadership. More recent cognitive approaches have dominated the leadership literature base with emphasis on the areas of emotional intelligence and servant leadership. Even as new leadership models emerge, it is important to note that portions of the older theories continue to inform our understandings. The voluminous research base confirms three things about leadership. Leadership is a social process, involving people and engaging their emotions, motivations, and moods. Secondly, leadership is about influence. True leaders influence the thoughts and behaviors of people and groups without the manipulation of rewards or punishments. Some writers suggest that leadership is synonymous with influence. Finally, leaders focus, inspire, and motivate people and groups toward the accomplishment of a predetermined goal or objective. They bring clarity to a desired end and they inspire colleagues to channel their talents and energies toward its attainment. The theoretical developments of leadership, and the latest developments in particular (i.e., emotional intelligence and servant leadership), hold great promise for application in the sports domain.

Subnational Leaders and Diplomacy

Subnational diplomacy has become an increasingly important part of foreign policy and international relations. This observation concerns a state of affairs that is not necessarily obvious or given. First, by definition, subnational governments usually conduct subnational activities and address problems that affect their constituencies. Second, in many countries subnational governments undertake such an agenda without an actual legal framework authorizing such initiatives. However, with an intensified global interdependency, policy areas such as environmental protection, human rights, immigration, and trade, just to name a few, require action both at the international and territorialized levels, as many of them transcend political administrative boundaries.
As a result, in the early 21st century it is possible to determine various forms of international relations conducted by subnational leaders. This activity involves direct interactions undertaken by subnational leaders and bureaucrats with other actors across borders (private, non-governmental, and governmental—national or subnational), participation in transnational networks, and/or participation in international policymaking. Because subnational governments are closer to the people and can test experimental or groundbreaking policies with less risk, oftentimes they can become pioneers of measures that can be rolled out or replicated elsewhere in the international domain. Such policy leadership is just one element of subnational engagement in the diplomatic arena whereby subnational governments move across jurisdictional levels, breaking the fixed scales in which they would traditionally operate.
In the past years, scholars investigating the external relations undertaken by subnational governments have dedicated great effort to understanding the motivations for regions to go into the international arena. What these studies lack, however, is an understanding of what the implications are of subnational governments’ engagement in international relations.

Reimagining Student Leadership Development in Urban Schools

Urban Teen Summit (UTS) is a program that gives high school students the opportunity to amplify the voices of young leaders in search of viable solutions for their school and community progression. These student leaders illustrate efficacy and agency by identifying areas of improvement for their community and proactively develop and implement a community-wide, student-led conversation with stakeholders. Since the advent of UTS in 2016, more than 300 student leaders of color have been trained, and more than 2,000 students, parents, and community leaders have participated. The focus of UTS is to recruit students aged 15–18 years from high-poverty and underserved communities and give them the opportunity to acquire leadership skills that will benefit their communities in real time.

Leadership and Teacher Education in Oman

Leadership is conceptualized in various ways. In general, however, leadership is defined as a transaction between leaders and followers. In 2016, the College of Education at Sultan Qaboos University successfully obtained the international accreditation by the U.S. National Council for Accreditation of Teacher Education, which is now known as the Council for the Accreditation of Educator Preparation. Such achievement was recognized nationally by policymakers and was commended internationally by expert educators. In fact, the journey toward international accreditation was so challenging that without the contribution of sustained leadership it could not have been completed. The college leadership contributed considerably and played an inspirational role to achieve that goal. In the early stages of the process, the college leadership conducted a thorough needs assessment in which opportunities, assets, and risks were identified before a decision regarding seeking international accreditation was made. When national accreditation was first established in Oman, the college leaders focused on communicating the vision and mission clearly to the college faculty and administrative staff as well as students. This was followed by leading change within the institution through a careful inspection of the resources that could be deployed and the incentives that could successfully promote the new accreditation culture and build positive attitudes. Through forming teams of leaders within the institution as part of the distributed leadership, the college was able to set up an action plan in which various gaps could be covered. The college leadership adopted different approaches to lead the college, its faculty, staff, and students toward the attainment of international accreditation. A combination of distributed, transactional, and transformational leadership approaches was used by the college leadership in order pursue and accomplish accreditation. The college relied on the AASC as a form of distributed leadership. The AASC included faculty members with experience in academic accreditation and assessment and represented focal points for other faculty members. The college leadership restructured the roles and responsibilities of the Heads of Departments as a form transactional leadership to embed accreditation work within the normal flow of operations. The college provided constant feedback on performance, adhered to equity and equality principles, considered personal differences among staff and students, and responded to their diverse needs. As a form of transformational leadership, the college worked on creating the culture for accreditation, stimulating innovation and creativity, encouraging scholarship and research activities, and sharing potential risks. The college sought to build a community of practice by creating a positive collegial atmosphere for teamwork and capacity building. The adoption of a combination of successful leadership styles helped the college to overcome the potential ambiguity and conflict between academic duties of faculty and the demanding tasks of accreditation. Additionally, it helped faculty members, staff, and students to change from being passive observers to positive players. In short, the achievement of international accreditation, though a tough journey, was possible only because the college leaders thought it could come true and worked for it.

Contextual Leadership and Culture in Education

Context, culture, and leadership are features of educational organizations, yet the relationship between the three is poorly understood. Often leadership theories are propagated as though they will be applicable in all situations, yet research on successful school leaders has found that leadership is highly contextual in nature and that the success of educational leaders depends upon how leaders adapt their practices according to contextual factors. Contextual leadership transcends the rigid, and at times overlapping boundaries of existing educational leadership theories and models and brings the context to the center stage of the practices of educational leaders. Culture can be considered as one of the context factors, but it is a complicated factor with many dimensions. Successful educational leaders are the ones who master the art of creating a balance between multiple cultural contexts acting upon their institutions and, through their contextual practices, learn the art of successfully leading their institutions by creating an inclusive, multicultural environment. Successful school leaders are those who are culturally sensitive, but not context constrained.

Mindfulness Matters in Leadership

Mindfulness and leadership come together as a model for arriving at solutions in the field of education. Two approaches, Eastern and Western, present perspectives on mindfulness that are distinct, however both aim towards the same goal of enhancing awareness. Originating in the East, mindfulness is at the core of Buddhist philosophy and includes enhanced attention and an attentiveness to the present. Conversely, the Western approach to mindfulness gained traction in the 1970s in the field of cognitive and social psychology. Within the field of education in the United States, mindfulness has contributed, primarily in the classroom, as an activity to foster better classroom management and improved focus on learning. Mindfulness has also been applied to mindful learning, aimed at revealing enhanced approaches to learning.
Along a similar vein, applications of mindfulness in the leadership field, encourage the approach of focused attention to individual leadership development, problem-solving, and self-reflection. Resonant leadership and authentic leadership are two of the primary leadership models that include the strategy of mindfulness. Moving beyond the individual perceptions of mindfulness in leadership development, a more collaborative approach of mindfulness has emerged, where social change emerges from interdependence and mutuality amongst a number of individuals. Whether at the individual or collective level, mindfulness is impacted by cultural influences. Educational leaders are tasked with leading ethnically diverse learning communities by necessity, as demographics change and ethnic minority populations become minority majority populations. Thus, awareness of one’s cultural mindset, both limitations and strengths, can contribute to one’s leadership abilities. Mindfulness, when directed inward, can paradoxically enhance one’s ability to better understand others and to breakthrough stereotypes. This perspective could foreseeably foster cultural competence and greater levels of cultural integration, but as a function of greater self-awareness. Thus, mindfulness and leadership, as a creative combination of self and other, come together as a promising model of leadership for educators. Whether integrated as a necessary element of existing leadership theories, or identified as an important process of reflection in leadership development, mindfulness opens a pathway to greater insight and awareness. Aspects of mindfulness can therefore contribute to leadership, in particular, at the intersection of these elements relative to culture.

Poststructuralism and Educational Leadership and Administration

Poststructuralism is broadly considered to be a particular movement of thought that emerged in France during the 1960s in response to a range of philosophical approaches such as modernism and structural linguistics. Poststructuralism has been extensively explored across philosophy, cultural studies, politics, and numerous other fields. It has also received significant attention in education, particularly in relation to education policy, although much less so in relation to educational leadership and administration. Nevertheless, it is important to identify some of the main thinkers who have been associated with poststructuralism, examples of how their work has been used and drawn from in educational leadership, and explore how these ideas might be useful in providing alternative perspectives to much of the existing research in educational leadership and administration.

Indigenous Education and Leadership Challenges

The ability to effectively lead schools serving Indigenous students in the United States is contingent upon one’s ability and willingness to acknowledge and honor the cultural, linguistic, and tribal diversity of Indigenous peoples and communities, coupled with a commitment to abiding by the federal trust responsibility for the education of Indigenous peoples—a federal responsibility unique to American Indian and Alaska Native peoples. This also requires educational leaders to create and sustain educational environments that are culturally relevant and responsive and that respect the rights of Indigenous Peoples and their tribal nations to be involved in, and ultimately to determine, the educational pathways and futures of their tribal citizens.

Leader Humility and Its Effectiveness in Organizations

As businesses continue to strive for higher standards of morality and researchers’ interest in positive organizational scholarship grows, interest in the construct of humble leadership has accumulated. As a function of this rapid progression, several key findings have emerged. In terms of empirical measures of humble leadership, there exist several psychometrically sound measures and approaches. While there remains some debate on the dimensions of humble leadership, the three dimensions of (a) admitting mistakes and limitations, (b) spotlighting follower strengths and contributions, and (c) modeling teachability consistently appear in most conceptualizations of humble leadership. As such, these three dimensions of humble leadership constitute core elements of humble leadership. Regarding outcomes associated with humble leadership, across levels of analysis, humble leadership generally leads to positive effects for individual followers, teams, and organizations. Likewise, research has generally found that when leaders engage in humble leadership this typically results in improved follower perceptions of the leader and positive career outcomes for the leader, although it can result in some negative effects for the leader. The antecedents of humble leadership are relatively less studied, although research notes that both individual factors such as personality and situational factors contribute to humble leadership. Despite these important findings, additional research that explores the antecedents of humble leadership, better recognizes the nuances and multidimensionality of humble leadership, and applies stronger methodological approaches is warranted.

Hubris is a grandiose sense of self, characterized by overconfidence, arrogance, and contempt toward the advice and criticism of others. Hubristic leaders create the conditions that invite unintended negative consequences by overestimating the likelihood of positive outcomes and underestimating the likelihood of negative outcomes from their decisions and actions. The early decades of the 20th century witnessed an upsurge of interest in hubris. The study of hubris in business and management began in behavioral finance, but this has since extended into other subfields of business and management, including strategic management, top management teams, entrepreneurship, leadership, and business ethics.

Unethical Pro-Organizational Behavior

Unethical behavior in organizations persists in many forms across industries and nations. What often unites these behaviors is an underlying motivation to benefit oneself, typically for financial reasons, and frequently at the expense of others. However, unethical behaviors are not only committed with selfish intentions. Sometimes, employees commit unethical behaviors with the motivation to aid the organization or its members. These actions are known in the literature as unethical pro-organizational behavior (UPB). Despite their benevolent intentions, UPB has the potential to yield detrimental outcomes for individuals and organizations—including those it is intended to help. As such, a growing body of research has been devoted to better understanding the antecedents and consequences of these actions.

Social Influence in Leadership

Although social influence and leadership are inextricably intertwined, with a few notable exceptions, they are typically discussed in isolation from one another. The overlap of methods of social influence and theories of leadership, however, makes it clear these topics should be discussed together. Furthermore, the involvement of group norms, which are group-based social constructs related to values within the group, clearly link leadership and social influence research. Group norms are involved in social influence via such group-oriented influences as conformity, and they are involved in leadership by setting the values used to determine the group’s leader. Understanding the relationship between and the potential limitations of social influence and leadership will provide researchers in both fields with a stronger foundation for future areas of inquiry.

Cross-Cultural Exploration of School Leadership

Scholars have suggested that the study of school leadership has been dominated by Anglo-American and Western views. This has provoked a call for conceptual and empirical research on school leadership using a cross-cultural perspective. In their 2005 work, Dimmock and Walker provided a comprehensive Framework for the Study of Cross-Cultural School Leadership that responded to the deficit of non-Western views. They, along with others, have argued that principals play a vital role in shaping school culture and that there is a need to expand our conceptualization of culture to include organizational, local, regional, national, and global culture.
Hofstede’s Model and the Global Leadership and Organizational Behavior Effectiveness (GLOBE) research program, initiated by Robert House in 1991, are examples of empirical models for the study of cross-cultural leadership. Ylimaki and Jacobson’s (2011) International Study of Successful School Principals (ISSPP) examined the common cross-cultural practices and policy concerns across seven global educational contexts. Their findings pointed to some common policy concerns that involve accountability, principal preparation, and the need for principals who are culturally competent. They stressed the importance of rigorous systematic research studies, reliable and valid instruments, and reconsideration of philosophies about educational administration that incorporate non-Western views and utilize a cross-cultural perspective. Some common practices cross-culturally included having high expectations, engaging in instructional and transformational leadership, shared leadership with teachers, capacity development, heroic leadership that challenged the status quo, and an emphasis on continuous learning and professional development.

Women National Leaders

The number of women in national elective leadership positions has grown since 1960 when the first woman became prime minister. As the number of women in high elective office has grown, feminist scholars have worked to fill the “gender gap” in the study of national leadership in the disciplines of history, political science, and international relations. Feminist scholars, for instance, have investigated several gender-based assumptions about what the policy priorities of women leaders will be. The first assumption is that a woman leader will promote social programs and expenditures over military defense; this assumption is based on women’s traditional gender role as caretaker. The second assumption is that a woman leader will be likely to eschew the use of military force in foreign policy. The third is that she will introduce or endorse policies that promote gender equality, that is, that she will pursue a feminist agenda. Thus, the general policy questions scholars approach the study of women leaders with are: Is she a socialist? Is she a pacifist? Is she a feminist? Feminist scholars also consider public perceptions about women’s ability to serve as national leader as well as performance, or women’s style of leadership and effectiveness as leaders. Do women lead in a hierarchical, “top-down” command style or do they tend to be more cooperative, collegial, and collaborative than their male counterparts?

Leadership and Organizational Development

Since at least the 1930s, anthropologists have been conducting research on the dynamics and features of leadership and organizational development. After a period of dormancy lasting from the middle of the century to the end of the 1970s, work in the field has taken off. Drawing on two of anthropology’s defining features—the ethnographic method and the culture concept—scholars working within the field have provided an alternative and productive approach to a subject studied across a range of disciplines.
As is the case throughout anthropology, no one definition of culture serves as the universal touchstone for the anthropological study of organizations. Still, anthropologists working within the field commonly reject any notion of culture as static, uniform, or fully bounded within an organization. Unlike in the traditional management scholarship, there are few explanatory frameworks on effective leadership or organizational functioning in the anthropological literature. This different emphasis is a byproduct of the larger trend toward reflexivity over the last two decades, in which anthropologists have increasingly challenged both the concept of “culture” itself and attempts to develop broad theoretical frameworks.
For anthropologists of organizations, this shift has created a division between more academically oriented scholars who produce small-scale ethnographies that resist generalization and applied anthropologists who have created more practical, method-focused guides to the field. At the same time, academics and practitioners in fields like design-thinking and industrial-organizational psychology have developed their own, anthropologically informed approaches and theories for understanding leadership and cultural change in organizations. Entering the third decade of the 20th century, it remains to be seen whether the field will continue down this divided path or instead reconnect with its roots in broad cultural theory, leading to greater efforts to synthesize practical, academic, and interdisciplinary approaches to develop new theoretical frameworks.

The Glass Ceiling in Organizations

The “glass ceiling” metaphor represents the frustration experienced by women in the 1980s and 1990s who entered the workforce in large numbers following equal opportunity legislation that gave them greater access to education and employment. After initial success in attaining lower management positions, the women found their career progress slowing as they reached higher levels of their organizations. A formal definition of the glass ceiling specifies that a female disadvantage in promotion should accelerate at the highest levels of the organization, and researchers adopting this formal definition have found mixed evidence for glass ceilings across organizations and across countries. Researchers who have expanded the glass ceiling definition to encompass racial minorities have similarly found mixed results. However, these mixed results do not detract from the metaphor’s value in highlighting the stereotype-based practices that embed discrimination deep within organizational structures and understanding why women continue to be underrepresented in senior organizational roles around the world. In particular, researchers investigating the glass ceiling have identified a variety of obstacles (including glass cliffs, glass walls, and glass doors) that create a more complete understanding of the barriers that women experience in their careers. As organizations offer shorter job ladders and less job security, the career patterns of both women and men are exhibiting more downward, lateral, and static movement. In this career context, the glass ceiling may no longer be the ideal metaphor to represent the obstacles that women are most likely to encounter.

Leadership and Foreign Policy Analysis

The classical literature on leadership—or at least the portion of it relevant to questions of foreign policy analysis—greatly evolved and changed over time from its beginnings in the nineteenth and twentieth centuries. As new theoretical approaches and methodologies appeared, scholars eventually began to study the contextual nuances in this relationship between leaders and foreign policy. Yet, in its earliest incarnation, the literature was dominated by the “great man” theory of leadership, which suggested that leaders were “born, not made”—that people who became leaders were uniquely special and had personal qualities and characteristics setting them apart from non-leaders. Eventually, this fell out of favor with the rise of more situationally based theories and critiques pointing out the need to include both the person and the situation in order to explain leadership. Another strong tradition in the leadership literature historically has been the application of psychology and psychoanalytic theory to explain leadership styles and foreign policy actions. These approaches often employed in-depth psychobiographies of leaders to link their personalities, childhood socializations, or other experiences to subsequent patterns of behavior in life, styles of leadership, and foreign policy successes or failures. Yet another approach to the study of leadership follows a very different path towards understanding the concept and focuses instead upon not only the leader, but the follower as well.

Going Public and Presidential Leadership

Going public is the preeminent governing strategy of modern presidents. When presidents go public, they attempt to influence the decisions, actions, and opinions of others through speechmaking and other public engagement. Although some scholars of the rhetorical presidency show how presidents have used speeches to govern since the dawn of American democracy, the bulk of scholarship centers on the modern presidency, as both advances in communications technologies and changes in federal policymaking institutions spurred presidents to go public.
Going public as a leadership strategy involves a variety of presidential speeches designed to reach a range of institutions and actors. Strategies include going local, speaking on national television, or saturating news coverage by sustaining attention to a top priority. The president’s target audience can be Congress, the public, news media, or bureaucracy. Presidents have had some success going public, although the ways in which presidents have been successful vary by strategy and target audience.
Going public is more than just presidential leadership of others. It is also about what incentivizes the president’s efforts to use speeches to govern in the first place. Thus, a second focus of research on going public is what explains speechmaking and the tendency of presidents to respond to those institutions and actors that they also attempt to lead. The majority of existing research centers on presidential leadership of, and responsiveness to, mass public opinion, but the emergence of a more polarized public may influence why presidents go public and may change what political scientists conclude concerning going public and presidential leadership in a more polarized political age.

Political Behavior of Religious Elites

Churches are at the fulcrum of religious politics, and as church leaders, religious elites have an important role to play in the political milieu. They possess many of the resources associated with potent activism, but more importantly their job is to provide guidance to participants in a vast voluntary network. They can engage in agenda setting, encourage the faithful to apply their religious values to political engagement, and create opportunities to learn civic skills. Even so, religious leaders are subject to influence even as they try to exercise influence. In the foreground, religious leaders have a predictable set of goals, the substance of which varies by race, ethnicity, gender, and social theology. In the background, religious leaders pursue their goals in different sociodemographic and institutional contexts. The political behavior of religious leaders, then, is the product of background and foreground balancing.
