The balance of power—a notoriously slippery, murky, and protean term, endlessly debated and variously defined—is the core theory of international politics within the realist perspective. A “balance of power” system is one in which the power held and exercised by states within the system is checked and balanced by the power of others. Thus, as a nation’s power grows to the point that it menaces other powerful states, a counter-balancing coalition emerges to restrain the rising power, such that any bid for world hegemony will be self-defeating. The minimum requirements for a balance of power system include the existence of at least two or more actors of roughly equal strength, states seeking to survive and preserve their autonomy, alliance flexibility, and the ability to resort to war if need be.
At its essence, balance of power is a type of international order. Theorists disagree, however, about the normal operation of the balance of power. Structural realists describe an “automatic version” of the theory, whereby system balance is a spontaneously generated, self-regulating, and entirely unintended outcome of states pursuing their narrow self-interests. Earlier versions of balance of power were more consistent with a “semi-automatic” version of the theory, which requires a “balancer” state throwing its weight on one side of the scale or the other, depending on which is lighter, to regulate the system. The British School’s discussion of balance of power depicts a “manually operated” system, wherein the process of equilibrium is a function of human contrivance, with emphasis on the skill of diplomats and statesmen, a sense of community of nations, of shared responsibility, and a desire and need to preserve the balance of power system.
As one would expect of a theory that made its appearance in the mid-16th century, balance of power is not without its critics. Liberals claim that globalization, democratic peace, and international institutions have fundamentally transformed international relations, moving it out of the realm of power politics. Constructivists claim that balance of power theory’s focus on material forces misses the central role played by ideational factors such as norms and identities in the construction of threats and alliances. Realists, themselves, wonder why no global balance of power has materialized since the end of the Cold War.

The Rise of “Peaceocracy” in Africa

The term “peaceocracy” refers to a situation in which an emphasis on peace is used to prioritize stability and order to the detriment of democracy. As such, the term can be used to refer to a short-lived or longer-term strategy whereby an emphasis on peace by an incumbent elite is used to close the political space through the delegitimization and suppression of activity that could arguably foster division or conflict. At the heart of peaceocracy lies an insistence that certain actions—including those that are generally regarded as constituting important political and civil rights, such as freedom of speech and association, freedom of the press, and freedom to engage in peaceful protest and strike action—can spill over into violence and foster division and must therefore be avoided to guard against disorder. Recent history suggests that incumbents can effectively establish a peaceocracy in contexts where many believe that widespread violence is an ever-present possibility; incumbents have, or are widely believed to have, helped to establish an existing peace; and the level of democracy is already low. In such contexts, a fragile peace helps to justify a prioritization of peace; the idea that incumbents have “brought peace” strengthens their self-portrait as the unrivaled guardians of the same; and semi-authoritarianism provides a context in which incumbents are motivated to use every means available to maintain power and are well placed—given, for example, their control over the media and civil society—to manipulate an emphasis on peace to suppress opposition activities. Key characteristics of peaceocracy include: an incumbent’s effective portrait of an existing peace as fragile and themselves as the unrivaled guardians of order and stability; a normative notion of citizenship that requires “good citizens” to actively protect peace and avoid activities that might foster division and conflict; and the use of these narratives of guardianship and disciplined citizenship to justify a range of repressive laws and actions. Peaceocracy is thus a strategy, rather than a discreet regime type, which incumbents can use in hybrid regimes as part of their “menu of manipulation,” and which can be said to be “successful” when counter-narratives are in fact marginalized and the political space is effectively squeezed.

Morpheme Ordering

Morpheme ordering is largely explainable in terms of syntactic/semantic scope, or the Mirror Principle, although there is a significant residue of cases that resist an explanation in these terms. The article, we look at some key examples of (apparent) deviant ordering and review the main ways that linguists have attempted to account for them. Approaches to the phenomenon fall into two broad types. The first relies on mechanisms we can term “morphological,” while the second looks instead to the resources of the ‘narrow’ syntax or phonology. One morphological approach involves a template that associates each class of morphemes in the word with a particular position. A well-known example is the Bantu CARP (Causative-Applicative-Reciprocal-Passive) template, which requires particular orders between morphemes to obtain irrespective of scope. A second approach builds on the intuition that the boundary or join between a morpheme and the base to which it attaches can vary in closeness or strength, where ‘strength’ can be interpreted in gradient or discrete terms. Under the gradient interpretation, affixes differ in parsability, or separability from the base; understood discretely, as in Lexical Morphology and Phonology, morphemes (or classes of morphemes) may attach at a deeper morphological layer to stems (the stronger join), or to words (weaker join), which are closer to the surface. Deviant orderings may then arise where an affix attaches at a morphological layer deeper than its scope would lead us to expect. An example is the marking of case and possession in Finnish nouns: case takes scope over possession, but the case suffix precedes the possessive suffix. Another morphological approach is represented by Distributed Morphology, which permits certain local reorderings once all syntactic operations have taken place. Such operations may target specific morphemes, or morphosyntactic features characterizing a class of morphemes. Agreement marking is an interesting case, since agreement features are bundled as syntactically unitary heads but may in certain languages be split morphologically into separate affixes. This means that in the case of split agreement marking, the relative order must be attributed to post-syntactic principles. Besides these morphological approaches, other researchers have emphasized the resources of the narrow syntax, in particular phrasal movement, as a means for dealing with many challenging cases of morpheme ordering. Still other cases of apparently deviant ordering may be analyzed as epiphenomena of phonological processes and constraint interaction as they apply to prespecified and/or underspecified lexical representations.

Non-State Policing in Africa

Studies of policing go to the heart of debates over public authority, violence, and order. Across the globe, the state cannot be assumed to be at the center of policing practices or their authorization. Across Africa, a diverse mix of individuals, groups, and corporations are involved in policing people’s everyday lives and the spaces in which they live them. Categorizing the different groups and individuals in this varied landscape is no simple task. Even drawing lines between “state” and “non-state” policing is not as easy as it may first appear. In reality, any constructed boundary is likely to be more porous and fluid than imagined. In some cases, this is because the service providers become entangled with the state. State officials, for example, may moonlight for other policing organizations. Conversely, state institutions might collaborate with, or outsource work to, civilian and corporate actors. In other cases, groups who identify as non-state actors may still mimic the symbols, materials and practices of the state in an attempt to bolster their own claims to public authority.
Faced with the difficulty of sustaining any simple divide between categories such as “state” or “non-state” policing scholars have taken a variety of analytical routes: refining their definitions; developing “ideal types” against which messy empirical realities can be juxtaposed, or moving away from bounded typologies in an attempt to understand group and individuals on their own terms. Taking the latter course, this article highlights the variety of putatively non-state policing organizations and formations across the continent. In doing so, it highlights that the presence of private security corporations, rebel groups, neighbourhood watches, or so-called mobs are no simple indicator of the absence or weakness of state institutions and imaginaries. Understanding everyday negotiations over statehood and sovereignty requires a more nuanced approach. When this path is taken, and policing landscapes are studied in all their complexity, we gain crucial insights into the ways in which being and belonging, law and order, power and legitimacy, privilege and oppression function in any given context.

Global Developments in Policing Provision in the 21st Century

Significant developments in our understandings of, and thinking about, “policing” have occurred in the late 20th and early 21st centuries. These have been reflected in redefinitions of the words “police” and “policing” that scholars use when writing about it. By the middle of the 19th century the word "police" in English was understood to refer to the state-sponsored institution responsible for order maintenance, crime control, and law enforcement, and its officers; and the word policing referred to what its officers did to achieve these objectives. Police were typically referred to as “the police,” indicating that they uniquely performed this role. But in the decades after the Second World War, scholars and consultants brought the world’s attention to a dramatic growth in nonstate institutions that were fulfilling similar roles; they were referred to as “private security.”
Research revealed that private security were undertaking the same tasks and responsibilities as the police were but doing so in different ways, with different objectives, and different means. They more often saw their role as loss prevention—rather than crime control—and did not see presenting offenders before the criminal justice system as a good way to achieve that. Rather, they developed ways of achieving order and preventing losses that drew on the power of their clients—for instance to exclude troublemakers from their property—rather than the kinds of legal powers relied on by the police, which they typically did not have anyway. Policing scholars began to talk of “private police” and “private policing.” What is more, research revealed that within a couple of decades of the end of the Second World War, private security personnel had come to outnumber public police personnel, in some countries by as much as 3 to 1. It also became apparent that even within government there was an increasing number of organizations and personnel, other than “the police,” such as customs officials, tax inspectors, and so forth, who could also be considered to be doing policing. Many police researchers redefined themselves as policing researchers, interested in studying all these different public and private organizations and personnel who seemed to be doing policing, and what their relationships with each other were.
By the 1990s, in light of these research findings, policing scholars began to talk about plural policing provision, rather than just about the relationships between “private security” and “the police.” A whole lot of new questions arose: Who is doing policing? What are the different ways of doing it? In whose interests is it being done? What are the implications of this for policing policy? How can policing provision be effectively governed given its prolific diversity? How are developments like globalization and technological advances impacting the challenges faced by policing providers? And which providers are best placed to meet which of these challenges? And finally, is policing just about addressing human threats to safety and security ? What about threats to safety and security arising from natural disasters such as earthquakes, floods, tsunamis, and droughts, or other manifestations of climate change such as global warming? Or from pandemics and the like? Or from the development of artificial intelligence? In short, what do “policing” and policing provision mean in the 21st century? And how will we understand and think about them in the future? Certainly not as we understood them in the middle of the 20th century.

Narrative Time

Time is an inherent, constitutive aspect of narrative, whether the narrative concerns fiction or fact. To speak of narrative is to invoke time and multiple temporalities. Aristotle’s emphasis on action as a primary component of narrative implicitly acknowledges time as fundamental, since any action requires time. Whether narrative is seen as a series of connected events or as primarily the creation of a storyworld, the functional and structural roles of time stand. As a result of this, time has been one of the most analyzed, researched, and theorized subjects in the field of narrative theory. Discussions concerning such narrative concepts as story, plot, character, or point of view can hardly avoid considering temporal dynamics. And the elemental nature of time in narrative remains constant whether narrative is conceived more narrowly as depending on the presence of a narrator or is defined as the conjunction of a story and its representation.
To consider the ways in which narratives involve the interrelationships of different temporalities is also to be reminded of the disjunction between so-called “real” or clock time and time as it is experienced. In contrast to the uniform directionality of clock time, time as it is experienced is constantly intertwined with memory and anticipation: that is, any experienced present is also interwoven with multiple pasts and futures. Narrative time captures this experience. Since a narrative is always a representation, a particular and subjective presentation of a story, the chronological sequence of events in a narrative may be represented in an infinite variety of ways. A given story can be told from its beginning moving through to its conclusion, or it can start with the end and build the story by revisiting earlier events, or it may start in the middle and proceed toward its end and at various points tack backward to earlier points, or it can do any combination of these. A representation of a story can create two storylines in parallel, the narrative crosscutting between the concurrent storylines, just as individuals can participate in one spatial-temporal setting while also immersed in another, whether technologically (as on the telephone or Internet) or mentally. In this way narrative time is in many ways truer to human experience than what is conventionally thought of as real time, namely the uniform absolute time undermined by Einstein’s discovery of relativity.
What seems indisputable is that humans are hardwired to create and communicate with narrative; they habitually generate and trade in narratives as a way of making meaning of experience and of building connections with fellow humans. As a result, humans also constantly manipulate time, making sense of past, present, and future experiences through narrative. Just as anticipation of the future relies on the sense one makes of the present, the act of remembering has more to do with making narrative meaning than with accessing some fixed or stable mental recording of an event. Time is something an audience actively creates rather than something it passively experiences, and this may be borne out most vividly in the continuous activity of making narratives.

The Institutions of International Society

The “fundamental” or “primary” institutions of international society, among them sovereignty, diplomacy, international law, great power management, the balance of power, trade, and environmental stewardship, have been eagerly discussed and researched in the discipline of international relations (IR), at the theoretical, meta-theoretical, and empirical levels. Generations of scholars associated with not only the English School, but also liberalism and constructivism, have engaged with the “institutions of international society,” as they were originally called by Martin Wight and Hedley Bull in their attempt to develop a historically and sociologically informed theory of international relations. The fact that intense historical, theoretical, and empirical investigations have uncovered new institutional layers, dynamics, and complexities, and thus opened new challenging questions rather than settling the matter is part of its attraction. In the 1960s and 1970s, the early exponents of the English School theorized fundamental institutions as historical pillars of contemporary international society and its element of order. At the turn of the 21st century, this work was picked up by Kal Holsti and Barry Buzan, who initiated a renaissance of English School institutionalism, which specified the institutional levels of international society and discussed possibilities for institutional change. Meanwhile, liberal and constructivist scholars made important contributions on fundamental institutions in key engagements with English School theory on the subject in the late 1980s. These contributions and engagements have informed the most recent wave of (interdisciplinary) scholarship on the subject, which has theorized the room for fundamental institutional change and the role of international organizations in relation to the fundamental institutions of international society.
