North Africa under Byzantium

For over 150 years, western North Africa formed a valuable part of the East Roman or Byzantine Empire. In the 5th century, a Vandal army had conquered the Roman Empire’s African provinces and established an autonomous kingdom with its capital at Carthage. In 533–534, the Byzantine emperor Justinian (527–565) took advantage of political turmoil within Vandal Africa to invade and (re)conquer the region. In seeking to reintegrate this territory into the empire, Byzantine officials confronted both unrest among their own troops and resistance from autochthonous “Moorish” rulers. Imperial attempts to define Christian orthodoxy also sparked local opposition, although Africa’s Nicene Christian bishops were primarily concerned with consolidating their authority in the aftermath of what they perceived as Vandal “persecution.” Despite dwindling levels of overall prosperity, Byzantine Africa remained wealthy enough to sustain a building campaign focused on the renovation of churches and the fortification of strategic sites. Local wheat, olive oil, cloth, and ceramics also continued to reach markets across the Mediterranean, and changes in North African land- and cityscapes unfolded along lines that had been visible for centuries. At the end of the 6th century, the emperor Maurice (582–602) reorganized the region under an exarch, who combined civil and military authority. Shortly thereafter, the exarch Heraclius launched a rebellion that placed his son, also named Heraclius, on the imperial throne. Forty years later, a second exarch, Gregory, tried and failed to stage a similar military coup. In the mid-7th century, the Maghrib became a focus of the unfolding Islamic futūḥ or “opening,” and Gregory’s rebellion was ended by an invading Arab army. Similar armies or raiding parties were a persistent presence until 698, when the forces of Hassān ibn al-Nuʿmān captured Carthage, facilitating the conquest of the rest of North Africa.

This article reviews basic skills for conducting and using oral histories, summarizes ethical issues, presents examples relevant to social work, and suggests useful resources. For social workers, oral history can be a way to record the history of social change as well as a means of promoting social change. Oral history can honor, inform, raise consciousness, and motivate action. Oral histories are particularly relevant for historically excluded populations and those with oral traditions. Generating the history requires a thorough awareness of the narrator, the story, and the role of the listener as well as skillful interviewing, use of digital technology, and appropriate archiving.

South African Historical Writing to the End of the Apartheid Era

While many of those who have written about South Africa have included reference to past events, it was only from the early 19th century that attempts were made to present a coherent picture of South Africa’s past. From the early 20th century professional historians, for long all white males, began to present their interpretations of the way in which the country known from 1910 as the Union of South Africa had evolved over time. In the Afrikaans-speaking universities there emerged an often nationalist historiography, while the major English-speaking historians presented a more inclusive but still often Eurocentric and mainly political view of the South African past. From the 1960s a conscious attempt was made to decolonize South African historiography by looking at the history of all the country’s peoples, but the historical profession remained almost exclusively white and the few black works of history were largely ignored. Many of those who were most influential in taking South African historical writing in new directions were South Africans who had left the country and settled abroad. In the 1970s and 1980s, a golden age of South African historical writing, shaped in part by the influence of neo-Marxist approaches from the United Kingdom and the United States, many new topics were explored, including the relationship between race and class and between capitalist development and apartheid. By emphasizing resistance to racial segregation in the past, South African historical writing assisted the process leading to the end of apartheid. By the time that happened, South African historical writing had become very nuanced and varied, but only to some extent integrated into the historiography of other parts of the African continent.

Social Media Images as Digital Sources for West African Urban History

The web has become an important source for understanding the African past. As African cultural and historical records become digital, they specifically invite an intellectual scrutiny of the nature of digital sources of West African urban history. And with more historical scholarship in Africa responding to digitized and born-digital sources, there is an appreciation of how digital infrastructure shapes many aspects of historical study, including the historical development of cities and how urban subjects make sense of the complexities of their urban identities. In this article, social media–based digital projects that are focused on images and other regimes of visuality and that function as public humanities scholarship are recruited to make the case for photographic images from the participatory web as primary sources of African history. While not discountenancing the continued value of printed work and the traditional archive, West African urban history becomes focalized through digital platforms and methods of visual history that foreground African voices and their insights into the historical evolution of West African cites and their urban subjectivities.

Social Policy in Canada

The focus and aim of social policy in Canada have in part been determined by the unique sociohistorical and cultural context of the country. This entry provides a brief overview of the leading factors that have contributed to the development of social policy in Canada. Emphasis is placed on the economic, social, and cultural context of the development of the country, along with the system of governance and the ideological framework among the general populace. Following this contextualization, four dominant periods of social policy are described. These include the residual period, the emerging institutional period, the institutional period, and the postinstitutional period. In each era the forces leading to specific social policy outcomes are described. These include aspects of the changing economic system and emerging cultural and social needs among the population. Key social policies in each era are introduced and described. Fundamental to each period of social policy development are the efforts of the voluntary sector. In conclusion, future trends in social policy and social welfare in Canada are discussed.

It also includes social work's participation and response to need during two critical times in American history: the Progressive Era and the New Deal. Social reformers were instrumental in the development of social legislation, including the establishment of the Children's Bureau as well as the development of a public welfare system at the state level. America's response to human suffering left many groups, such American Indians, African Americans, and Asians, marginalized. In response, African Americans established a parallel system of private relief through organizations such as the National Urban League, unlike the other racial groups.

Privatization

Privatizing social services has taken a new turn as America enters the 21st century. Although it was once possible to separate private and public social services, the growing trend toward public–private partnerships has made such earlier distinctions meaningless since more and more private social services are supported with public money. There are advantages and disadvantages inherent in the mixing of public and private social services, but perhaps the greatest problem may be the support of a growing trend for all levels of government to dissociate themselves from their longstanding public social service responsibilities.

Social Representation Theory: An Historical Outline

The concept of social representation (SR) was developed by Serge Moscovici in 1961 as a social psychological approach articulating individual thinking and feeling with collective interaction and communication. SRs are conceived as symbolic forms that come about through interpersonal and media communication. They are the ways individuals think, interact with others, and shape social objects in their interaction with the local world. This text presents an outline of the history of social representation theory (SRT), using a four-period model: first, creation and incubation in France starting with Moscovici’s first book; second, the opening to the English-speaking academe around 1980; third, institutionalization and proliferation with the start of the journal papers on SRs and regular conferences in 1992; and, fourth, normalization, approximately from 2000 onwards. The first period (1961–1984) started with Serge Moscovici’s first presentation of his ideas in a French-language volume on “La psychanalyse son image et son public.” This was republished in an updated version in 1976 and translated into English in 2008. The theory postulates cognitive and social factors in the genesis and structure of SRs. These are accompanied by specific styles of communication that reflect the communicators’ identity and ideology. Together these aspects constitute common sense. The first period was a time of incubation because Moscovici and his first PhD students, Claudine Herzlich, Denise Jodelet, and Jean-Claude Abric, tried the concept in different domains. The second half of this period saw Moscovici and collaborators extend SRT’s theoretical frame to include the idea of consensual vs. reified domains. A consensual domain of communication is characterized by the free interchange of attitudes and opinions, while a reified domain is determined by institutionalized rules. Moscovici also postulated a process of cognitive polyphasia. By cognitive polyphasia he described a phenomenon where individuals use different and even contradictory thoughts about the same issue depending on the social setting they are in. The year 1984 marked the publication of a book for English-speaking scholars edited by Robert Farr and Moscovici that collected papers from an international conference in 1979. It was the first book-length collection of works on SRT and highlighted empirical research by a variety of international scholars. The period following 1979 through to 1992 saw a broadening of the base of scholars becoming interested in SRT. The 1980s brought Willem Doise’s conceptualizing of anchoring as a process of social marking, Abric’s theory of core and peripheral elements of a representation, and Hilde Himmelweit’s founding of a societal psychology. Proliferation was boosted 1992 by the founding of the journal Papers on Social Representations and the beginning of a biannual series of International Conferences on Social Representations, starting in 1992. This increased the international visibility of SRT and helped scholars to organize themselves around topics and form cross-national research groups. The period from 1992 to the first decade of the new century was characterized by an increasing number of empirical and theoretical studies. A series of theoretical branches emerged: there was research on the micro-genesis of SRs on the individual level, an extension of the structural theory of SRs, the discussion of the socially constructive aspects and sociopolitical uses of SRT, the design of a dialogical approach to the mind and social life, and Moscovici’s suggestion to consider large-scale themata as a factor in social thinking. If the period after 1992 was a time of institutionalization, the time after the turn of the century can be called a period of normalization. That is, a period when SRT was presented in chapters for handbooks of social psychology and when dedicated handbooks and monographs were published. From this period onward it becomes virtually impossible to give even a superficial account of the most important contributions to SRT’s burgeoning field of research and theory development.

History and Microhistories of Social Education in Spain

Social education in Spain has become increasingly popular in recent decades as both a socio-educational action/intervention and as a profession. The history of social education is a combination of various microhistories that have evolved within different areas. In order to understand the “micro” component of these histories, we need a perspective of the “macro,” while also keeping in mind that the microhistories are essential to understanding the true development of social education on a general level. The goals of this research are: to approximate the key historical antecedents that have influenced the development of social education in Spain as both a socio-educational action/intervention and a profession, to demonstrate the importance of analyzing the history of social education through microhistories, and to indicate the key elements and criteria necessary to carry out our microhistory of social education. Our methodology is the state of the field documentary research modality, which facilitated our study of the collective knowledge addressing a pedagogy of social education. This qualitative-documentary and critical-interpretive methodology followed these steps: contextualization, classification, and categorization. The main conclusion will indicate the definition of key points as well as the criteria necessary to be able to carry out a microhistory of social education.

Social Work Practice: History and Evolution

Social work is a profession that began its life as a call to help the poor, the destitute and the disenfranchised of a rapidly changing social order. It continues today still pursuing that quest, perhaps with some occasional deviations of direction from the original spirit. Social work practice is the primary means of achieving the profession's ends. It is impossible to overstate the centrality or the importance of social work practice to the profession of social work. Much of what is important about the history of the profession is the history of social work practice. We must consider both social work practice per se (the knowledge base, practice theories and techniques) and the context for social work practice. The context of practice includes the agency setting, the policy framework and the large social system in which practice takes place. Social work practice is created within a political, social, cultural and economic matrix that shapes the assumptions of practice, the problems that practice must deal with and the preferred outcomes of practice. Over time, the base forces that create practice and create the context for practice, change. Midgley (1981) correctly notes that practice created in one social order is often inappropriate for work in another social order. Since the social order changes over time, practice created at one point in time may no longer be appropriate in the future.

Social Work Profession

The social work profession addressed a panoply of social problems that grew larger in an ever-expanding geopolitical environment, where social equity or justice was often a remedial value. Social welfare institutions and programs, initially private and later both public and private, filled the societal void, bringing social care to the disadvantaged. Lay caregivers formed the foundation for a nascent, but now over 100-year-old, profession. Growth was sustained for over 50 years from the 1930s to 1980s, when progressive thought was challenged with conservative ideology. The challenge for contemporary social welfare and a maturing social work profession is how to navigate a changing milieu highlighted by complex human conditions in the face of real and contrived shortages, increasing class stratification, political polarization, and heightened judicial scrutiny.

Reciprocity is a modern concept used in classical scholarship to denote the principle and practice of voluntary requital, both of benefit-for-benefit (positive reciprocity) and of harm-for-harm (negative reciprocity). The concept originated in the discipline of economic anthropology, but has been fruitful in the analysis of social, erotic, financial, political, and religious life in the Greek world. As a principle, reciprocity structures the plot of Homeric epics and Attic tragedy. It is also a phenomenon reflected on in diverse genres: its political meaning is explored in Homeric depictions of leadership crises and in Xenophon’s leadership theory. Presocratic cosmologies and early Greek historiography experiment with reciprocity as an explanatory principle. Attic tragedy and moral philosophy expose the implications and shortcomings of the ethical norm of reciprocity.

The underlying intuition, that giving goods or rendering services imposes upon the recipient a moral obligation to respond, appears to be a universal.

South Asia in the Great Divergence Debate

Since the seminal publication of Kenneth Pomeranz’s The Great Divergence (2000), there has been a continuing upsurge of writings on the possible reasons behind the rise of the West from a “global perspective.” Most of these studies focus on comparisons between Western Europe and China. Yet, in recent years works on India and the great divergence have followed suit, taking up research questions that have not been as prominent since the proliferation of debates on the subcontinent’s pre-colonial potentialities for capitalist development in the 1960s and 1970s. As of now, the paucity of quantitative data complicates endeavors to compare pre-colonial India with Europe and explore the underlying reasons behind the great divergence. Case studies examining the socio-economic history of a number of South Asian regions are still needed in order to conduct systematic comparisons between both advanced and underdeveloped regions of the subcontinent and those of Europe. The existing evidence, however, suggests that some of the "core areas" of 16th- to 18th-century India had more or less comparable levels of agricultural productivity, transport facilities (during the dry season), military capabilities in terms of ground forces (e.g., Mysore and the Marathas), commercial and manufacturing capacities (especially in textile, ship, and metal production), and social mobility of merchants (e.g., in Gujarat). Moreover, Indian rulers and artisans did not shy away from adopting European know-how (e.g., in weapon and ship production) when it redounded to their advantage. On the other hand, South Asia possessed some geo-climatic disadvantages vis-à-vis Western Europe that also impeded investments in infrastructure. India seems to have had a lower degree of consumer demand and lagged behind Western Europe in a number of fields such as mechanical engineering, the level of productive forces, higher education, circulation of useful knowledge, institutional efficiency, upper-class property rights, the nascent bourgeois class consciousness, and inter-communal and proto-national identity formations.

Integrating Macro–Micro Practice

Social work sets itself apart in the “helping professions” in recognizing the significance of its students and practitioners engaging with the theoretical knowledge and practice experiences sufficient for fluency across macro to micro settings. This practice integration assures comprehensive understanding of person-in-environment, from casework to complex systems work, and is raised to an ethical standard in the National Association of Social Work Code of Ethics and in the International Federation of Social Work Principles. Yet macro-oriented scholars have accused social work educators and professionals of abandoning their obligation to social justice and policy participation and of focusing their energy instead on micro practice. This literature is helpful in addressing how integrated practice can be achieved and informs the development of social workers who solidly embrace a commitment to macro knowledge and participation.

Helena Radlińska’s (1879–1954) pioneering roles in social work education, political and social activism, and her visionary contribution to theory, practice, and research of social work in Poland and beyond its borders are reviewed. Radlińska’s conceptualization of social work aimed at community development and social change, and addressed the social conditions of individuals as well as their potential. According to Radlińska, social workers assisted in overcoming difficulties by empowering individuals and communities. Hence, education and research in social work needed to build on an interdisciplinary approach and the personal development of students as educators, group facilitators, and community mobilizers. Based on the principle of critical reflection with the self and the world, Radlinka’s social work ouvre outlasted the socialist period and underwent an international renaissance in the postsocialist era. Radlińska has inspired social workers to fight for an inclusive and antipopulist future in Poland’s communities.

Interdisciplinary Expansion and the History of Education in Sweden

The field of the history of education in Sweden has distinct features, yet also shares common characteristics with the history of education in other countries. As elsewhere, it has developed from being a field mainly occupied by schoolmen in the early 20th century to a research field firmly entrenched in the humanities and social sciences from the 1960s and onward. Like in other countries, the topics and theoretical frameworks have multiplied, making the history of education into a broad field of research. There are, however, several features that stand out in an international context. Most important, the history of education in Sweden has expanded in terms of active researchers and output since the early 2000s due to the favorable conditions in Swedish higher education presented in this article. It has also never developed into a discipline of its own but instead has remained multidisciplinary, with a strong base in the disciplines of education and history. As a result, the history of education in Sweden has remained quite independent from the international field. While it is certainly possible to identify the impact of various international trends, including those of the new cultural history of education, the history of education in Sweden is marked by the disciplines that it is part of. From this follows that this national field is less determined by international associations, conferences and journals, and the so-called turns that one might identify in these. Instead, it is the Swedish context of educational research, Swedish curriculum theory, social history, economic history, history education, sociology of education, and child studies that provide the history of education in Sweden with a character of its own—that is, a field with research groups, conferences, workshops, and a journal that encompasses several research fields.
