War Making and the Building of State Capacity: Expanding the Bivariate Relationship

A central cleavage in the war making-state making literature is between advocates of the notion that warfare has been the principal path to developing stronger states and critics who argue that the relationship no longer holds, especially in non-European contexts. It is suggested that the problem is simply one of theoretical specification. Increasingly intensive warfare, as manifested in European combat, made states stronger. Less intensive warfare, particularly common after 1945, is less likely to do so. Empirical analysis of a more representative data set on state capacity (revenues as a proportion of gross domestic product [GDP]), focusing on cases since 1870, strongly supports this point of view. The intensiveness of war is not the only factor at work—regime type and win/loss outcomes matter as well—but the relationship does not appear to be constrained by the level of development.


Community-Based Reforms in the Monitoring Architecture of Elementary Education in India

Governance has emerged as a major factor explaining the decline in the quality of public education around the world, including India. Monitoring is an important element of governance, not just as a means of tracking performance but also for planning and policymaking. In recent years, it has gained greater relevance in light of the increased participation of the private sector in all aspects of education delivery. How the government monitors education depends on the structures and systems it has in place to collect adequate and appropriate information, process the information, and follow through with a feedback mechanism. However, for monitoring to be effective, not only is it necessary to get information to the government, but it is equally important to close the feedback loop by acting on the information in a timely fashion. The community can play an important role in this process by verifying official data and providing valuable information not collected by government sources on the functioning of schools in real time. What is required are platforms for sharing that information with the community and a mechanism for response from the government. The importance of community participation in monitoring education was given a boost in India with the passage of the Right to Education (RTE) Act, in 2009, which assigned the monitoring function to the National Commission for the Protection of Child Rights (NCPCR)—a body answerable to the Parliament of India. This separation of implementation and monitoring functions created an opportunity for the community to participate directly in the monitoring of the RTE Act through an exercise of community monitoring undertaken by the NCPCR. The impact of this exercise was wide-ranging—from creating awareness about the right to education to mobilizing the community to voice their concerns regarding schools, creating platforms of dialogue between the state and the citizens, building trust with teachers, and bringing concrete improvement in the functioning of schools. Unfortunately, the inability to get the process institutionalized with state structures led to its early demise.


Fiscal Policy and Institutions in Imperial China

Up until the final four decades of the Qing Dynasty, fiscal extraction in imperial China was primarily a matter of taxing agricultural production, generally in the form of an annual property tax assessed on the basis of landholding, and collected in either grain or cash. All major dynasties prior to the Qing wielded this fiscal instrument somewhat flexibly, with large-scale reforms, usually leading to significantly higher taxes, occurring around mid-dynasty, but the Qing broke this trend: the absolute volume of agricultural taxes remained locked in place for the great majority of its 278-year life span, despite a near tripling of both the population and the economy. This eventually rendered the Qing fiscal state an extreme outlier in both horizontal and vertical comparisons: relative to the economy it governed, not only was it much smaller than its major early modern competitors, ranging from Japan to Western European states to other central Asian empires, but it was also probably the smallest post-Qin dynastic state by far. Preexisting scholarship has largely failed to identify, let alone explain, this sudden and dramatic shift in fiscal policy towards the end of China’s imperial history. There are a number of possible explanations for it, some of which have appeared in the extant literature, but the most promising one—which has not appeared—seems to be that the extraordinary circumstances of the Ming–Qing transition served as the catalyst for a decisive conservative turn in Chinese fiscal thought, pushing the Qing state into a fundamentally different political and institutional equilibrium than its predecessors.


Early and Medieval Periods in German Economic History

The study of the Holy Roman Empire, a medieval state on the territory of modern-day Germany and Central Europe, has attracted generations of qualitative economic historians and quantitative scholars from various fields. Its bordering position between Roman and Germanic legacies, its Carolingian inheritance, and the numerous small states emerging from 1150 onward, on the one hand, are suspected to have hindered market integration, and on the other, allowed states to compete. This has inspired many research questions around differences and communalities in culture, the origin of the state, the integration of good and financial markets, and technology inventions, such the printing press. While little is still known about the economy of the rural population, cities and their economic conditions have been extensively studied from the angles of economic geography, institutionalism, and for their influence on early human capital accumulation. The literature has stressed that Germany at this time cannot be seen as a closed economy, but only in the context of Europe and the wider world. Global events, such as the Black Death, and European particularities, such as the Catholic Church, never stopped at countries’ borders. As such, the literature provides an understanding for the prelude to radical changes, such as the Lutheran Reformation, religious wars, and the coming of the modern age with its economic innovations.
