Sojourner Truth (1797–1883) was a reformer and evangelist who was active in the abolitionist movement. In 1843 she began speaking tours to advocate for the abolition of slavery and for women's suffrage.

The historical evolution of the right to vote offers three observations. First, almost all groups have seen their voting rights challenged at some point in time, and almost all political movements have sought to exclude some other group from voting. Second, reforms towards suffrage extension are varied—from the direct introduction of universal (male) suffrage to a trickle down process of enfranchising a small group at a time. Third, the history of franchise extension is a history of expansions and contractions.
Much of the literature on the evolution of the right to vote builds on the following question: Why would a ruling elite decide to extend the suffrage to excluded groups who have different interests in the level of redistribution and the provision of public goods? Two competing theories dominate the debate: Bottom-up or demand theories emphasizing the role of revolutionary threats, and top-down or supply theories, explaining franchise extensions as the outcome of the strategic interactions of those in power and elites in the democratic opposition.
A second question addresses the choice of a particular path of franchise extension, asking what explains different strategies and, in particular, the role of their accompanying institutional reforms.
In contrast to the literature on the inclusion of the lower classes, women’s suffrage has been traditionally presented as the conquest of the suffragette movement. Current research, however, departs from this exceptionalism of female suffrage and shows certain consensus in explaining women’s suffrage as a political calculus, in which men willingly extend the franchise when they expect to benefit from it. Arguments differ though in the specific mechanisms that explain the political calculus.
Finally, the literature on compulsory voting addresses the estimations of its impact on turnout; whether it translates into more efficient campaigning, improved legitimacy, and better representativity; and ultimately its effects on policies.

Since the founding of the Mexican republic, women have been politically engaged in their respective communities. The creation of a modern nation-state during the last decades of the 19th century and first half of the 20th century marked an increase in women’s formal and informal political participation in the country. During the Mexican Revolution of 1910 and particularly in the post-revolutionary period, Mexican women took a much more active role in engaging the state, formed political alliances and organizations, pressed for labor and political rights, and worked collectively and individually to secure suffrage. Women have been part of an array of political parties and have played a key role in the slow and uneven process of democratization in Mexico. In and outside the bounds of formal political parties, and in the greater sphere of electoral politics, women participated in multiple ways in the post-1953 period. Even during the years when women lacked the right to vote, they were engaged politically in the local, regional, national, and international spheres. They did so by participating in all political parties, and participated in voting drives, actively promoted issues that concerned them, and pushed for gender equity in the greater electoral process. Despite lacking suffrage, women in Mexico were engaged citizens in the broadest sense of the word.
By the eve of the 21st century, women had served in almost all municipal, state, and government positions and had also competed for the highest office in the land. Yet the limits in electoral reform legislation, unequal and uneven economic development, gender and sexual violence, and continued distrust of the nation’s political system, as well as widespread insecurity caused by a violent drug war that was being strengthened by the influx of US weapons, remained major challenges to women’s continued participation on the country’s long road to democratization.

Populist politics found fertile ground in the Andean nations both during the classic phase (1930s–1960s) and during the most recent wave of populism with its two ideological variants, neo-populism (Right) and radical populism (Left), from the 1990s to the present. During the classic stage, charismatic populist leaders forged new political movements that unified organized sectors of the popular and middle classes to challenge elite dominance of politics. These leaders captivated their followers with superb oratory and a political discourse that opposed the interests of ordinary people to those of the elite. Populist governments spearheaded processes of social and political reform that expanded the political arena and promoted economic nationalism and state-control of key resources such as oil. In Bolivia, Peru, and Venezuela, they implemented agrarian reforms inspired by the Mexican post-revolutionary model. While less visible, the popular sectors (working classes, indigenous campesinos, and middle classes) contributed to the shape of populism by negotiating a place for themselves in national politics.
The Andean experience calls into question structuralist theories that have established a link between classic populism and import-substitution industrialization, based primarily on the study of Brazil and Argentina. Populism in the Andes often went hand in hand with a push for the expansion of democracy, as for example in Venezuela, where Rómulo Betancourt rose to prominence by fighting against the decades-long dictatorship of Juan Vicente Gómez; and in Ecuador, where José María Velasco Ibarra came to symbolize the struggle for free elections. In Colombia, the populist challenge vanished with the assassination of Jorge Eliécer Gaitán in 1948. In Bolivia, a new political party, the Movimiento Nacionalista Revolucionario (MNR), brought its populist leader Víctor Paz Estenssoro to power with the support of the military and of armed workers, urban and rural. In Peru, Víctor Raúl Haya de la Torre faced almost three decades of political persecution, never reached the presidency, yet managed to transform his party, the American Popular Revolutionary Alliance (APRA), into Peru’s strongest political force. The populism of the classic phase gave way to military governments during the 1970s and 1980s and to the eventual implementation of neo-liberal economic policies promoted by Washington.
The second wave of populism that swept Latin America beginning in the 1990s began in the Andes. Neo-populists such as Peru’s Alberto Fujimori implemented neo-liberal reforms while still engaging in the type of clientelistic politics that is associated with populists. The so-called “Pink Tide” of radical populism included Venezuela’s Hugo Chávez and his successor Nicolás Maduro, Ecuador’s Rafael Correa, and Bolivia’s Evo Morales, all of whom promoted nationalist policies and expanded social programs to the poorest sectors of the population. Each was elected as part of a backlash against the neo-liberal economic policies of the 1990s, and each took an aggressive stand against the United States. Chávez also promoted an internationalist vision that harkens back most overtly to Bolivar, yet also to the ideas of Víctor Raúl Haya de la Torre, who had originally attempted to make APRA a continent-wide political movement.

The Indian Ocean Island of Mauritius has a population made up of the descendants of migrants from France, India, Africa, and China. Mauritius has a multicultural and multi-ethnic population and these divisions impact upon Mauritian women’s rights and political mobilization in the country. Women were expected to support the men of their community and, in the mid 1940s, female suffrage was proposed by men from the elite and wealthy groups to win votes for their communities. There is no evidence of a women’s lobby for the franchise. Despite the controversy surrounding female suffrage, Mauritius had two women members of parliament following the election after proclamation of female suffrage.
Under 19th-century Mauritian law the state treated women as the inalienable property of their husbands. The “Code Napoleon” or “Napoleon’s Civil Code of 1804,” adopted in 1808 in Mauritius, imposed the status of “minor” on a married woman and was characterized by severe patriarchalism, restricting women to the private domestic sphere. Despite these restrictions, women were not passive and they were drawn into the economic and political struggles of the early 20th century. One of the most vivid memories is that of Anjalay Coopen, a female agricultural laborer who was among the people killed during an uprising on the sugar estates in 1943.
Mauritius became independent in 1968 and the role that women played in the negotiations leading to independence remains unclear to this day due to a paucity of research in this area, male domination of the political and historical writings of the country, and the fact that the Mauritian population was highly divided over independence. Women’s-movement activism peaked in the mid-1970s. This was when women’s organizations grouped together on common platforms to lobby for changes in the civil code and laws governing marriage and the Immigration and Deportation Act, which allowed for the deportation of foreign husbands of Mauritian women but not for foreign wives of Mauritian men. Women from different communities rallied together for equal rights for women, generating a strong national women’s movement.

Woman suffragists in the United States engaged in a sustained, difficult, and multigenerational struggle: seventy-two years elapsed between the Seneca Falls convention (1848) and the passage of the Nineteenth Amendment (1920). During these years, activists gained confidence, developed skills, mobilized resources, learned to maneuver through the political process, and built a social movement. This essay describes key turning points and addresses internal tensions as well as external obstacles in the U.S. woman suffrage movement. It identifies important strategic, tactical, and rhetorical approaches that supported women’s claims for the vote and influenced public opinion, and shows how the movement was deeply connected to contemporaneous social, economic, and political contexts.

In late 19th- and early 20th-century America, a new image of womanhood emerged that began to shape public views and understandings of women’s role in society.
Identified by contemporaries as a Gibson Girl, a suffragist, a Progressive reformer, a bohemian feminist, a college girl, a bicyclist, a flapper, a working-class militant, or a Hollywood vamp, all of these images came to epitomize the New Woman, an umbrella term for modern understandings of femininity. Referring both to real, flesh-and-blood women, and also to an abstract idea or a visual archetype, the New Woman represented a generation of women who came of age between 1890 and 1920 and challenged gender norms and structures by asserting a new public presence through work, education, entertainment, and politics, while also denoting a distinctly modern appearance that contrasted with Victorian ideals. The New Woman became associated with the rise of feminism and the campaign for women’s suffrage, as well as with the rise of consumerism, mass culture, and freer expressions of sexuality that defined the first decades of the 20th century. Emphasizing youth, mobility, freedom, and modernity, the image of the New Woman varied by age, class, race, ethnicity, and geographical region, offering a spectrum of behaviors and appearances with which different women could identify. At times controversial, the New Woman image provided women with opportunities to negotiate new social roles and to promote ideas of equality and freedom that would later become mainstream.

Religious moderation is hardly the first thing that comes to mind when considering the history of the United States. Would one have spoken of the Puritans as moderates? Could one characterize the many great revivals and awakenings that coursed through colonial and early republican American in such terms? And what about the impertinence of Anne Hutchison, the audacity of Jarena Lee, the bold experiment of Prohibition, or the modern political fervor that accompanied the rise of the religious right? When compared to England and many other nominally Christian European nations, the United States generally figures as an example of religious zeal. Yet moderation holds a special place in American religious thought, and not just recently. Since the Protestant Reformation, at least, the concept of religious moderation has been inescapably entangled with concerns about the form and shape of government. Just how much religious “enthusiasm” is safe for a monarchy, a democracy, or a republic? wondered English political theorists in the 1600s and 1700s. Their concerns unavoidably carried to the “New World,” contributing to the persecution or marginalization of Quakers, Shakers, and other religious practitioners deemed too immoderate in their passions and, not infrequently, their gendered practices and sexualities. With the birth of the new republic, Americans also raised questions about the political valences of religious moderation when debating which residents of the nation could fully enjoy the rights of citizenship. Appeals to moderation were used for centuries to exclude not only religious minorities but also racial and ethnic minorities and women. And yet the contours of moderation were continually contested by both those who wielded power and those subject to it.
Since the late 1800s, questions of religious moderation have also been intertwined with questions of modernity and the reconfiguration of public and private spaces. This was especially true with the rise of the fundamentalist movement in the early 1900s, a movement that opposed some of the modernist interpretive measures gaining currency among many American Christians, as well as the idea (increasingly popular over the course of the 20th century—particularly after the failure of Prohibition) that most forms of religion properly belong to the private realm. While fundamentalists were no less technologically savvy or educated than their theological opponents, their positions were nevertheless cast as anti-modern and immoderate, in that fundamentalists ostensibly held more closely to revelation than to modern science. This notion of fundamentalism as the incursion of immoderate anti-modernism, traditionalism, or enthusiasm into politics and public life has continued into the 21st century. While 21st-century arguments for religious moderation are most often directed at Muslims (who, in addition to conservative Christians, are frequently depicted as prone to trampling on the rights of those with whom they disagree), American history has no shortage of incidents involving pressures, often violent, on racial and religious minorities to moderate or privatize their ostensibly uncivilized behavior for the sake of the nation or even for humanity.

Their active participation upended traditional notions of femininity within the Catholic Church and the liberal state of the 19th century, as well as the postrevolutionary state (1920–1940). The tasks they undertook over this lengthy period of time were highly diversified and encompassed welfare, education, war, politics, religion, and social endeavors.

Theodore Roosevelt became the twenty-sixth president of the United States in September 1901 following the assassination of William McKinley. He won election in his own right in 1904 and served until March 1909. Roosevelt, or TR, exercised presidential authority along the lines practiced by Abraham Lincoln, the predecessor whom he admired the most. The chief executive, according to Roosevelt, was a steward of the people’s interest, and the demands of a rapidly urbanizing and industrializing nation required a larger role for government. Roosevelt’s activist philosophy advanced the conservation of natural resources, led to the breaking up of business trusts, brought greater federal regulation of industry, and sought a new relationship between government and labor. On the world stage, TR accelerated the emergence of the United States as a great power. The Spanish–American War of 1898 and the acquisition of overseas holdings had announced growing American influence. Roosevelt expanded the role of the United States in the Caribbean, most notably through a corollary to the Monroe Doctrine and his drive to build the Panama Canal. An increased international presence also led the United States to help settle disputes among other great powers. Roosevelt mediated an end to the Russo-Japanese War and assisted in resolving the first Moroccan crisis. He backed American diplomacy with the “big stick” of an enlarged navy, which he dispatched on a world cruise from 1907 to 1909.
Following his presidency, Roosevelt’s political prominence continued at home and abroad. He went on a safari in East Africa, and then he toured Europe, grabbing headlines throughout his travels. Upon his return to the United States, he launched an unsuccessful bid to retake the White House in 1912 as the candidate of the Progressive Party. TR would remain an active political force during Woodrow Wilson’s administration, seizing opportunities to criticize the man who bested him in 1912 and pushing for American military preparedness after the outbreak of World War I. Although he dominated the American political landscape for two decades, Roosevelt’s reach and interests extended beyond politics. Many-sided, he was a rancher, a soldier, a naturalist, a police commissioner, a historian, an explorer, and a big-game hunter. When Roosevelt died in early 1919, he had honored a youthful promise that he would live his life to the fullest possible extent.

Japan’s first movement for civil rights emerged in the 1870s, and a small number of women were part of it. Women’s legal status was significantly inferior to men’s in the pre–World War II era, and feminists struggled for decades to improve it. Their activism in transnational organizations often gave them a voice they did not have at home. For example, the Japanese branch of the International Woman’s Christian Temperance Union worked to end international sex trafficking, licensed prostitution, and marital inequality. The Japanese cultural world took a feminist turn in the second decade of the 20th century. Increasing numbers of women entered the classroom as teachers, nurses served on the battlefield and in hospitals, and actresses performed in plays like A Doll’s House. Many of these women were called “New Women,” and an explicitly women’s rights organization, founded in 1919, called itself the New Woman’s Association.
When the Tokyo earthquake killed 100,000 people and destroyed millions of homes in 1923, women’s organizations of all types—Christian, Buddhist, alumnae, housewives, and socialists—coalesced to carry out earthquake relief. The following year, several of those groups decided to address women’s political rights. The Women’s Suffrage League grew from this collaboration in 1924. Annual Women’s Suffrage Conferences brought together women of diverse organizations from 1930 to 1937. In the 1920s and early 1930s, Japanese feminists also made their voices heard through transnational organizations, including the Women’s International League for Peace and Freedom, the Young Women’s Christian Association, the Woman’s Christian Temperance Union, and the Pan-Pacific Women’s Association. When Japanese militarism at home and abroad repressed freedom of expression in the 1930s, feminist groups continued to meet, turning to community activism (like improving municipal utilities) and nonthreatening feminist legislation (the Mother-Child Protection Law of 1937). During World War II, many feminists accepted government advisory positions to improve the lives of women and families, viewing this as a step toward greater political integration. By the 1980s, however, feminists strongly critiqued prewar feminists for collaboration with the wartime government.
Women voted for the first time in 1946. In 1947, the new Constitution granted equal rights, the new Civil Code eradicated most of the patriarchal provisions of the 1898 Civil Code, and the Labor Standards Law called for equal pay for equal work. Nevertheless, women continued to face discrimination in the workplace, at home, and even in the law. Feminists supported the United Nations International Women’s Year (1975) with vigor. Since then, they have successfully advocated for strengthened employment and child-care leave laws as well as anti–domestic violence laws. But gender-neutral legislation has been hotly contested and has led to a backlash against feminism in general.

The U.S. women’s rights movement first emerged in the 1830s, when the ideological impact of the Revolution and the Second Great Awakening combined with a rising middle class and increasing education to enable small numbers of women, encouraged by a few sympathetic men, to formulate a critique of women’s oppression in early 19th-century America. Most were white, and their access to an expanding print culture and middle class status enabled them to hire domestic servants; they had the time and resources to assess and begin to reject the roles prescribed by cultural domesticity and legal coverture, or the traditional authority of husbands. A critical mass of these rebellious women first emerged among those who had already enlisted in the radical struggle to end slavery. When abolitionists Sarah and Angelina Grimke faced efforts to silence them because they were women, they saw parallels between their own situation and that of the slaves. The Grimkes began to argue that all women and men were created by God as “equal moral beings” and entitled to the same rights. The ideology of the women’s movement soon broadened to encompass secular arguments, claiming women’s part in a political order ostensibly based on individual rights and consent of the governed. At Seneca Falls, New York, in 1848, and at subsequent women’s rights conventions, the participants articulated a wide range of grievances that extended beyond politics into social and family life. Almost all the leading activists in the early women’s movement, including Lucretia Mott, Lucy Stone, Susan B. Anthony, and Elizabeth Cady Stanton, were trained in “the school of antislavery,” where they learned to withstand public or familial disapproval and acquired practical skills like petitioning and public speaking. The women’s rights activists’ efforts were complicated by questions about which goals to pursue first and by overlap with other reform efforts, including temperance and moral reform as well as abolition and black rights. Women and men related to the movement in a range of ways—activists were surrounded by a penumbra of non-activist contributors and an interested public, and much grassroots activity probably went unrecorded. After the Civil War destroyed slavery, Reconstruction-era politicians had to define citizenship and rights, especially the right to vote. Realizing this opened a rare window of political opportunity, the women’s movement leaders focused on suffrage, but their desperate efforts uncovered ugly racism in their ranks, and they betrayed former black allies. Disagreeing over whether to support the 15th Amendment, which guaranteed the vote to black men only, the women’s movement fell into two rival suffrage organizations: Stanton and Anthony’s National Woman Suffrage Association, which did not support the 15th Amendment, faced off against the American Woman Suffrage Association, led by Lucy Stone and Henry Blackwell. Stymied in their political moves, the suffragists then found their judicial strategy, the “New Departure,” checkmated by a conservative Supreme Court. By 1877, the moment of radical opportunity had passed, and though the women’s suffrage movement could count a few marginal successes in the West, it had stalled and was increasingly overshadowed by more conservative forms of women’s activism like the Women’s Christian Temperance Union.
