This article examines the possibilities of a comparative approach for ethnographic investigations on teachers’ work. It draws on contributions from a study carried out from 2006 to 2010 in private schools in Buenos Aires. Due to the deep socioeconomic crisis in Argentina in the 1990s, those schools reorganized themselves into cooperative schools. From a holistic approach, the study develops a comparative analysis related to the presencias estatales (state presences) in schools and how teachers experienced this. As the investigation progressed, a series of correlations between theoretical frameworks and methodological approaches were unfolded, allowing teachers’ work, from their “lived experience” perspective, to be recontextualized. The article is organized in four sections. The introduction presents the aim, the methodology, and an overview of the international context for developing comparative ethnographic investigations. The next section provides an overview of studies on teachers’ work in Latin America and Argentina, as well as the possibilities of comparison in the particular thematic field. Moving forward, it describes: (a) the theoretical frameworks and methodological approaches in detail through comparative analysis about the presencia estatales in cooperative schools, and (b) the ways in which teachers experience this. The conclusion presents a synthesis of the comparative analysis and propose new inquiries for further investigations.

Institutional Theory in Organization Studies

Institutional theory is a prominent perspective in contemporary organizational research. It encompasses a large, diverse body of theoretical and empirical work connected by a common emphasis on cultural understandings and shared expectations. Institutional theory is often used to explain the adoption and spread of formal organizational structures, including written policies, standard practices, and new forms of organization. Tracing its roots to the writings of Max Weber on legitimacy and authority, the perspective originated in the 1950s and 1960s with the work of Talcott Parsons, Philip Selznick, and Alvin Gouldner on organization–environment relations. It subsequently underwent a “cognitive turn” in the 1970s, with an emphasis on taken-for-granted habits and assumptions, and became commonly known as “neo-institutionalism” in organizational studies. Recently, work based on the perspective has shifted from a focus on processes involved in producing isomorphism to a focus on institutional change, exemplified by studies of the emergence of new laws and regulations, products, services, and occupations. The expansion of the theoretical framework has contributed to its long-term vitality, though a number of challenges to its development remain, including resolving inconsistencies in the different models of decision-making and action (homo economicus vs. homo sociologicus) that underpin institutional analysis and improving our understanding of the intersection of socio-cultural forces and entrepreneurial agency.

Vigilantism in Comparative Perspective

Vigilantes have arisen at many times in different regions of the world, taking the law into their own hands as defenders, often by force, of their view of the good life against those they see to be its enemies. They have a strong attraction for some commentators and they rouse equally strong hostility in others. For yet others, who attempt to take a broader view, they are a source of deep ambivalence. Academic interest in the phenomenon has grown strongly over recent years, and this has contributed significantly to an increase in knowledge of its distribution beyond the bounds of western Europe, the United States, and particularly in many parts of Africa. Although vigilantes are most commonly male, increased evidence of women’s vigilantism has also come to light in recent years.
Vigilantism is difficult to define in rigorous terms, partly because of general problems of comparative study, but there are also special reasons in this case. Vigilantism is not so much a thing in itself as a fundamentally relational phenomenon which only makes sense in relation to the formal institutions of the state. It is in several ways a frontier phenomenon, occupying an awkward borderland between law and illegality. Many of its manifestations are short-lived and unstable, nor is it always what it claims to be. For these reasons, definitions of vigilantism are best treated as an “ideal type,” which real cases may be expected to approximate to or depart from. This approach provides the possibility of comparing different cases of vigilantism and also allows one to explore the differences and similarities between it and other “dwellers in the twilight zone,” such as social bandits, mafias, guerrillas, and resistance movements.

Anthropology of the Balkans

Anthropological research in the Balkans has taken place under different labels—ethnography, ethnology, and folkloristics, to name a few. A throughline that connects the various scholarly histories in the region is the emergence of the discipline under the influence of German Romantic ideas about language and culture. Early anthropological research was entangled with the political goals of nation-building in the aftermath of projects of national liberation and oriented toward internal others, mainly peasants. After World War II, ideas from the Soviet practice of ethnography gained influence. Since the 1970s, national traditions of anthropological research have opened up to influences from the centers of anthropological knowledge production, primarily the United States, the United Kingdom, and France. From then on, a greater number of foreign anthropologists were coming to do fieldwork in the Balkans, more scholars from the Balkans began receiving their training outside the region, and those trained in their home countries started engaging in a more dynamic exchange with foreign anthropologists. This exchange resulted in a critical and reflexive examination of the definition and status of the Balkans as a concept.
Anthropological research conducted in the aftermath of the fall of socialism, in the 1990s and later, has four overarching topics. First, many researchers focused on postsocialist transformations aiming to understand the various domains in which profound cultural changes were taking place. Second, the war in the former Yugoslavia and the rise of nationalism elsewhere saw a growing interest in the topic of ethnonationalism. Third, the continual flows of outmigration from the region, the process of European integration, and more attention to the enduring legacies of empires crystallized in the research on transnational flows. Fourth, analyses of gender and kinship across the previous three topics became important in their own right.
Since the turn of the millennium, anthropologists have been more likely to take up topics that have global reverberations rather than those that are more limited to the Balkans. First, anthropologists have focused on novel political and economic subjectivities that have appeared in the region in response to overlapping crises. Second, the region has provided ample anthropological theorizations of the state against the backdrop of nostalgia for the lost socialist state and changing forms of action in the political domain. Finally, anthropologists have engaged with materiality more deeply by focusing on topics such as infrastructure, environment, and the body.

Railroad Workers and Organized Labor

Railroad workers occupy a singular place in United States history. Working in the nation’s first “big businesses,” they numbered in the hundreds of thousands, came from a wide range of ethnic and racial groups, included both men and women, and performed a wide range of often esoteric tasks. As workers in an industry that shaped the nation’s financial, technological, and political-economic development, railroaders drove the leading edge of industrialization in the 19th century and played a central role in the nation’s economy for much of the 20th. With the legends of “steel-driving” John Henry and “Cannonball” Casey Jones, railroad workers entered the national folklore as Americans pondered the benefits and costs of progress in an industrial age. Those tales highlighted the glamor and rewards, the risks and disparities, and the gender-exclusive and racially hierarchical nature of railroad work. They also offer insight into the character of railroad unionism, which, from its beginnings in the 1860s, oriented toward craft-based, male-only, white-supremacist forms of organization. Those unions remained fragmented, but they also became among the most powerful in the US labor movement, leveraging their members’ strategic location in a central infrastructural industry, especially those who operated the trains. That strategic location also ensured that any form of collective organization—and therefore potential disruption of the national economy—would lead to significant state intervention. Thus, the epic railroad labor conflict of the late 19th century generated the first federal labor relations laws in US history, which in turn set important precedents for 20th-century national labor relations policy. At the same time, the industry nurtured the first national all-Black, civil-rights-oriented unions, which played crucial roles in the 20th-century African American freedom struggle. By the mid-20th century, however, with technological change and the railroads entering a period of decline, the numbers of railroad workers diminished and with them, too, their once-powerful unions.

The Anthropology of Financialization in Eastern Europe

Initially understood as a narrowly economic process of financial expansion, the concept of financialization has expanded to describe the increasing power of financial actors, practices, logics, and narratives in various domains of social life and the resulting transformations. Anthropologists study financialization as a polyvalent social process that works in and through social relations and encompasses financial expansion and penetration as well as particular forms of morality, governmentality, and subjectivity. They employ ethnography and relational analysis to defamiliarize finance, destabilize its dominant representations, reveal its hidden agendas, and expose the gaps between its promises and actual outcomes. In the late 20th century and early 21st century, Eastern Europe has been one of the most dynamic areas of anthropological research on financialization. The process had a distinct flavor in the region inasmuch as it was part of its wider transition from socialism to capitalism and integration into the global capitalist economy in an unequal and dependent position. Peripheral financialization in the region depended on cross-border inflows of interest-bearing capital, orchestrated mainly by banks owned by Western European banking groups. Much relevant work by anthropologists has examined the consequences of peripheral financialization for households, focusing especially on characteristic predatory lending practices such as foreign exchange (FX) lending. Another prominent line of inquiry has been concerned with forms of civil society and contestation emerging in response to financialization. These often took a more conservative or technocratic form than similar movements in the West, which reflected the specificities of financialization as well as wider political dynamics in the region. Anthropologists also studied the state as an agent and object of financialization, exploring issues such as articulation between financialization and authoritarianism or the impact of growing public debt on the ideologies of governance. A general thread in anthropological analyses has been a complex interplay between transformations induced by financialization and the manifold ways in which finance was “domesticated” by preexisting social relations and values, especially those based on kinship and gender.
